Geography and climate
1.1
Geography
Ostrava is situated at the confluence of four rivers (the Odra, Ostravice, Opava and Lučina) on the northern edge of the ‘Moravian Gate’ – a broad valley which separates the Beskydy mountains (part of the Carpathians) from the Jeseníky range. Ostrava is the third largest city in the Czech Republic and the largest urban centre in the Moravian-Silesian Region. It occupies a strategic position 360 km east of the Czech capital Prague, 310 km north of Vienna, close to the border with Poland (which is just 10 km north of the city centre), and 60 km north-west of the border with Slovakia.

Ostrava extends for 20.1 km in an east-west direction and 20.5 km from north to south.
1.2
Climate
Ostrava is located within the temperate zone; however the city’s climate has certain specific features caused by the dense concentration of industry and population and due to local geographical conditions in the Ostrava basin. The figures given below are based on long-term measurements at the given location and represent long-term mean values for the individual meteorological indicators. For the purposes of comparison, the tables below show the mean values for 2010 compared with the mean values for the period 1961–2000. Education
Ostrava has a good network of state and private secondary schools and is home to two major state universities: the VŠB-Technical University of Ostrava and the University of Ostrava. There is also a private university – the Business School Ostrava (Vysoká škola podnikání, a.s.). Established in October 2000, the Business School Ostrava is fully accredited by the Czech Ministry of Education and awards Bachelor’s and Master’s degrees. In May 2010 UNINOVA – a subsidiary of the Bratislava School of Law (Slovakia) – was opened in Ostrava. The VŠB-Technical University of Ostrava is a major centre for scientific research. All of Ostrava’s universities are highly flexible and able to adapt to the changing requirements of the job market.

In April 2009 the Business Incubator of the VŠB-Technical University of Ostrava launched the first MBA programme ever to be taught in Ostrava. The MBA Senior Executive (Master of Business Administration) programme is a variation on the worldwide MBA programme, which is globally recognized as the essential benchmark qualification for top managers. The two-year course is designed mainly for managers holding or aspiring to top management positions. Graduates are well-prepared to carry out management roles in Czech or international companies. The British MBA diploma from Nottingham Trent University is fully recognized throughout the EU and in other countries. The programme is unique in the Czech Republic for its focus on the strategic management of a company as a whole, giving the organization a stronger chance of combating the economic problems brought by a recession.

Following on from the launch of the British MBA diploma, BIBS EU (a sister company of BIBS) now offers a new short-term course in Strategic Marketing Management. This innovative programme was launched in Prague on 31 March 2011. The course is targeted at a broad spectrum of managers, primarily those with responsibility for marketing and sales. 4.2.6
UNINOVA – the Ostrava branch of the Bratislava School of Law, www.uninova.cz
The Bratislava School of Law (Bratislavská vysoká škola práva – BVŠP) is a private university which was opened in the academic year 2004/2005 and has operated in the Czech Republic since 2009. It has four faculties (Law, Economics and Business, Mass Media, Informatics). The Bratislava School of Law awards three types of degrees (Bachelor’s, Master’s, Doctoral) within a total of 14 fully accredited degree programmes. In the Czech Republic the school operates through its subsidiary UNINOVA, which is listed on the register of approved teaching institutions of the Czech Ministry of Education.
UNINOVA offers complete university studies of Law (Prague, Brno, Ostrava) and Economics (Brno).
UNINOVA’s parent institution (the Bratislava School of Law) is fully accredited by the Slovak government. The subsidiary provides teaching and awards degrees on this basis.
UNINOVA offers three types of university degrees in Ostrava:
in the Bachelor’s degree programme the degree in Law (3.4.1.). Standard length of studies: 3 years (full-time and part-time studies). Degree awarded: Bc. (Available from the academic year 2010/2011).
in the Master’s degree programme the degree in Law (3.4.1.). Standard length of studies: 2 years (full-time and part-time studies). Degree awarded: Mgr. (Available from the academic year 2013/2014).
in the Doctoral degree programme the degree in Criminal Law (3.4.7.) Standard length of studies: 3 years. Degree awarded: Ph.D.
Students may also take examinations for professional law doctorates (JUDr.) at the Bratislava School of Law.
After the completion of the three-year Bachelor’s degree course, graduates are awarded the degree Bc. They can then continue their studies in a two-year Master’s programme to be awarded the degree Mgr. (Law).
Students may undertake doctoral studies (Ph.D.) at the Bratislava School of Law.

The 1st International School of Ostrava was opened in September 2005. It consists of an International Primary School (for ages 4 – 11), an English-Czech Secondary School (for ages 12 – 19), and a centre providing adult education courses (“for ages 3 – 100”). Both schools work closely together to achieve a common goal: to provide education in the English language for all age ranges, from kindergarten level to school-leaving age, and for people of all nationalities. Adult education courses are designed to respond to the needs of the job market, making full use of modern teaching methods and multimedia tools. The schools strive to provide the highest possible standard of education as well as involving students and their parents in a wide range of social activities. The school currently has 260 pupils. On 11 May 2011 the 1st International School of Ostrava (ISO) received accreditation to provide the globally renowned International Baccalaureate Diploma Programme (IB DP). This programme is currently offered by seven schools in the Czech Republic (all in Prague except the ISO). The IB DP is the most prestigious secondary qualification in the world, and is recognized by top global universities including Harvard, Cambridge and many more. The ISO’s accreditation represents a major step forward for the entire region. The first graduates of the IB DP will complete their studies in June 2013. School fees are CZK 160 000. International Primary School
The International Primary School at the 1st International School of Ostrava opened its doors in September 2008 and offers full primary-level education for both Czech and foreign students. In its first year the school had six classes and a kindergarten for four year-olds in a newly reconstructed building in central Ostrava. The school follows the International Primary Curriculum and the National Curriculum of England and Wales. It caters for children of all nationalities aged between 4 and 11. Prior knowledge of English is not necessary. The school is registered with the (Qualifications and Curriculum Authority – no. 1350016) and is a Regular Member of the Council of International Schools and the Council of British International Schools (COBIS). English-Czech Secondary School
The English-Czech Secondary School opened its doors in September 2005. It is registered with the Czech Ministry of Education. The school consists of the Middle School for Juniors (ages 11–15) and the Upper School for Seniors (ages 15–19). Students are prepared for the Czech ‘maturita’ school-leaving examination. In the future, the school aims to become an authorized International Baccalaureate World School. Currently the secondary school has 261 students. The majority of lessons are taught in English. The school also prepares pupils for IGCSE, SAT, GED and IELTS examinations. Education Centre of Ostrava
The Education Centre of Ostrava provides adult education courses as part of the 1st International School of Ostrava and is involved in a Europe-wide, EU-funded project through the Operational Programme Human Resources Development (priority Adaptability and Entrepreneurship). Children’s knowledge is assessed using Cambridge examinations. The crèche and kindergarten offer high-quality English teaching and child care facilities for ages 1 to 6. The highly qualified teachers – including native speakers – make full use of the excellent facilities of the unique MONTY education system. In September 2008 the Monty School – a bilingual English-Czech private primary school – was opened in Ostrava-Poruba. The Monty School abides by all the key principles of the Monty philosophy – classes with limited numbers of pupils, contextual and bilingual learning, contact with native speakers in and out of class, a wide range of in-school leisure activities, and two teachers per class. The school guarantees that tuition fees will not increase by more than 10% from enrollment in the first year to the end of the pupil’s time at Monty. 4.3.4

Students of the 4-year programmes can choose either a general programme or a modern language-focused programme with emphasis on English language. Students choose their second foreign language from four options: German, French, Spanish or Russian. The 6-year programme focuses on Spanish language teaching; the second foreign language is English. The first two years include extra Spanish language instruction; from the third year onwards Spanish is the teaching medium for history, geography, mathematics, physics and chemistry. The programme provides a general education, with various subjects enabling graduates to apply for places at all types of universities. Students are prepared for the D.E.L.E. international language examinations, which facilitate studies at universities abroad and boost employability on the European job market. 4.3.5

The school was founded on 1 September 1991. The curriculum focuses mainly on foreign language teaching, which accounts for one third of all teaching time in both the 4-year and 6-year programmes. During this tuition, students are systematically prepared for internationally recognized language examinations in English (Cambridge FCE), French (DALF and DELF) and German (Goethe-Zertifikat). Since 1 September 2009 the school has been listed as a centre for the international German language examination Deutsches Sprachdiplom, which certifies language knowledge on Level C1 of the Common European Framework of Reference for Languages. Students of the 4-year programme study two foreign languages from their first year onwards. The first (known as the ‘profile language’) is chosen by applicants from three modern languages – English, German or French. The 6-year programme focuses on the French language. French is the profile language, and the second foreign language is English. On the basis of a ruling by the Ministry of Education (16 January 2008), some subjects (geography and history seminars) or parts of some subjects (geography and history) are taught to higher year groups in French.

The Ostrava branch of the PORG primary school and secondary school will open in September 2011 on Rostislavova Street in the Vítkovice district of the city. PORG was established in Prague in 1990. It was the first non-state school to be opened in the Czech Republic since 1948, and paved the way for the foundation of other private schools throughout the country. The school played a consulting role in the creation of legislation governing private education, and pioneered a range of new teaching methods and didactic approaches.
PORG provides a general education with a particular focus on achieving an ideal balance between humanities and scientific subjects in the curriculum. The school also gives students space to develop their own particular interests through a range of optional subjects in the higher year groups.

Economy
Ostrava’s economy was historically based on coal mining and related branches of heavy industry – iron, steel, coke, chemicals, mechanical engineering, power generation and construction. The last coal was mined in Ostrava in 1994, but other industries – especially metallurgy and mechanical engineering – remain a strong and vital part of the local economy. In recent years the Ostrava region has become a major centre of the car industry and other transport-related manufacturing. These sectors are still undergoing a process of transformation and restructuring, while the city’s economy has expanded to include new branches of manufacturing and services as well as new technologies. Ostrava’s economy has boomed in recent years, with a major influx of investment in industrial zones, property development, hotels and other sectors. Many major international companies have set up branches in the city, with some taking advantage of state incentives to invest in Ostrava and the surrounding area (Hyundai, Multi Development, CTP Invest, PEGATRON Czech, SungWoo Hitech, Briggs & Stratton, ArcelorMittal, Tieto Czech). The aviation company Job Air has built the largest aircraft service and repair centre in Central Europe at the nearby Mošnov airport. Ostrava is also home to important clusters in the IT industry, mechanical engineering, the automotive industry and other sectors. The local economy has felt the effects of the global recession. Many local employers are large export-driven companies operating in sectors that have suffered most from the economic downturn. Although there are now signs of recovery (with increased production levels and a rise in exports, especially to Germany), companies continue to take a cautious approach to hiring new employees. Reduced demand for products and services has forced many companies to cut back on production – and this has had a knock-on effect on their suppliers.

Labour force
Ostrava is the capital city of the Moravian-Silesian Region. It is the Czech Republic’s third largest city in terms of population and the second largest in the country in terms of area. Since 1990 Ostrava’s economy has undergone a wide-ranging process of restructuring which has brought the loss of thousands of jobs but has also changed the city’s face dramatically. In 2004 the rate of unemployment began to fall, even though the effects of the economic transformation were still being felt. Foreigners and the labour market in the Czech Republic
There are essentially two groups of foreign workers in the Czech Republic. The first consists of citizens from European Union member states and countries of the European Economic Area (EEA – Norway, Liechtenstein, Iceland), Switzerland, and their families. For this group there are no restrictions on working in the Czech Republic; Czech employment law does not consider them to be ‘foreign nationals’. Employers must inform job centres of their employment, but no work permits are required. The second group consists of foreign nationals from other countries (‘third countries’), who require a work permit and a resident permit (visa) to work legally in the Czech Republic. Whether a work permit is issued depends on the situation on the labour market; foreigners may obtain a permit if the vacancy cannot be filled otherwise due to a lack of candidates with the necessary qualifications or a temporary shortage of labour. (When ruling on work permits, each application is carefully considered in order to ascertain whether the vacancy could be filled by a Czech national. Most applications are for positions requiring few or no qualifications. The main reasons for approving applications are the lack of qualified Czech candidates for the position and/or the unsuitability of Czech candidates due to a lack of professional experience and language skills.) 8.1.1
Operational Programme Enterprise and Innovation
The Operational Programme Enterprise and Innovation is a successor to the Operational Programme Industry and Enterprise, which was introduced after the Czech Republic’s European Union access for a shortened programming period 2004-2006. The new Operational Programme was devised by the Czech Ministry of Industry and Trade for the period 2007-2013 in accordance with the country’s key strategic planning documents. The global goal of the Operational Programme Enterprise and Innovation is to boost the competitiveness of Czech industry and services and to support the development of enterprise across the country. This global goal is supported by individual specific goals, which are to be achieved via specially created support programmes in each individual area. CzechAccelerator 2011–2014
The CzechAccelerator project 2011 – 2014 is part of the Operational Programme Enterprise and Innovation 2007 – 2013 (Consulting). The OP requires that the end product of the project should be located outside Prague. The key aim of the project is to support the development of Czech technological SMEs (small and medium enterprises) on foreign markets by helping companies to commercialize their products and gain quicker access to a global customer base. CzechAccelerator 2011 – 2014 is targeted primarily at companies working in information technologies and telecommunications, scientific sectors, clean technologies and nanotechnologies. To apply for funding, companies must have an innovative product ready to be launched on foreign markets. The pilot phase of the project took place at the Plug & Play Tech Center in Silicon Valley, which provides facilities for over 250 start-up companies focusing on internet, mobile and wireless technologies plus social networks. Silicon Valley is home to the head offices or development centres of major global IT companies – Google, Sun Microsystems, Oracle, Microsoft and more. The credit rating of the Czech Republic reflects the country’s creditworthiness on foreign markets. The rating is based on the country’s perceived ability to uphold its financial obligations and to pay its debts on time and in full. Credit ratings place the borrower on a scale from AAA (the best rating, known as the benchmark) downwards. The ratings are important in that borrowers with lower ratings than the benchmark (e.g. the Czech Republic, with an A rating) pay ‘credit surcharges’ when issuing new bonds. This credit surcharge is constantly changing, but remains on roughly the same level. The surcharge for the Czech Republic’s 10-year issue is approx. 0.3 % p.a. above the European benchmark. In May 2010 Moody’s Investors Service confirmed the City of Ostrava’s current A2 rating for long-term accounts payable. The outlook is ‘stable’; this reflects the agency’s confidence that no circumstances are likely to arise in the foreseeable future which may negatively affect the City’s ability to repay its debts. The A2 rating takes account of the following strengths and weaknesses:

In September 2010 Standard & Poor’s increased Ostrava’s rating to A/A-1 in recognition of its prudent management of public finances and its long-term emphasis on fiscal responsibility. Ostrava also moved up the ratings ladder for liquidity – an indicator of the City’s ability to pay its debts in both local and foreign currency. Building permission process
Czech planning processes are similar to those in other EU countries. A construction project has to be approved by the relevant authorities in the following stages: 1. Land pricing
The price of land owned by the City of Ostrava and equipped with technical and utilities infrastructure is open to negotiation and generally depends on the proposed use of the land. The final price must be approved by the Ostrava City Assembly. The City of Ostrava has produced a Land Pricing Map based on cadastral maps and available in a digital version via the City’s GISMO information system, which displays the boundaries of plots and cadastral divisions. The Land Pricing Map consists of:
1) A graphic representation based on 1 : 5000 scale maps with building plots and prices marked, 2) Accompanying text, 3) An electronic version of the Land Pricing Map installed in the City’s GISMO information system. Original pricing maps of building plots are available to view free of charge at the Finance and Budget Division of the Ostrava City Authority, Prokešovo náměstí 8, Ostrava, during opening hours. A digital version of the Land Pricing Map is available at the Projects, IT Services and Outsourcing Division of the Ostrava City Authority, Prokešovo náměstí 8, Ostrava. Industrial zones

Ostrava-Hrabová
The Ostrava-Hrabová Industrial Zone is one of the City of Ostrava’s strategic development locations. The total area of the zone equipped with technical and utilities infrastructure is 110 hectares. In the ‘Zone of the Year’ competition organized by the Czech Ministry of Industry and Trade, the OstravaHrabová Industrial Zone won first prize in the category ‘Zone with the greatest benefit to society’. In 2005 this success was repeated with the zone taking second place in the same category. In the category ‘Industrial park with the greatest economic benefit’ for 2007 the CTPark Ostrava project (by the company CTP Invest) was awarded first prize. Transport
Ostrava is a major road and railway hub of the Moravian-Silesian Region, and the Ostrava Leoš Janáček International Airport is only 25 kilometres from the city centre. Ostrava also has the potential to become an important centre for river transport. The city is situated on route VI of the TEN European Multimodal Corridor leading north-south across the Czech Republic from Poland through Moravia to the Austrian border.
9.1
City public transport
For over 10 years, public transport in Ostrava and the surrounding area has been provided via the Integrated Transport System (ODIS) of the Moravian-Silesian Region. This system is based on: unified fares unified conditions of carriage unified and coordinated scheduling of services coordination of services provided by various operators covering the entire Moravian-Silesian Region The ODIS Integrated Transport System incorporates 11 operators and serves most of the districts of Ostrava, Opava, Bruntál and Krnov, including 221 cities, towns and municipalities in these areas. The system consists of 318 routes (17 tram routes, 20 trolleybus routes, 256 bus routes and 25 rail routes). The total length of all routes in the system is 6 397 km. The Ostrava Public Transport Corporation (Dopravní podnik Ostrava, a.s.) runs a network of routes with a total length of 455.5 km (1 037.1 km if counting the total length of all services where more than one service may use the same route). Within the city of Ostrava, 85 services are run as part of the ODIS Integrated Transport System. Out of a total 649 vehicles, 217 are low-floor models. The Corporation operates 144 ticket machines and 11 ticket sales points (with tickets also available at a further 500 shops, kiosks etc. throughout the city). Road transport
Ostrava is part of a dense, high-quality network of major roads linking the city with other parts of the conurbation and neighbouring regions. Many of these roads are motorways or dual carriageways. The road network within the city itself has a total length of over 1 000 kilometres. 9.2.1

Motorways
In 2009 Ostrava’s road network was improved with the completion of the D47/D1 motorway (Via Moravica). This major transport artery runs from Brno through Ostrava to the Veřňovice – Gorzyczki border crossing, where it will link up with the Polish A1 motorway leading from Katowice to Gdańsk (and ultimately to Helsinki). The D1 motorway brings a range of benefits on several levels: it contributes to better transport links between northern and southern Europe it helps integrate Ostrava and the surrounding area with other regions of the Czech Republic it improves transport infrastructure within the region itself

Rail transport
Ostrava is a major railway hub with a dense network of long-distance and local lines, both for passenger transport and rail freight. The city has five railway stations: Ostrava-hlavní nádraží (Main Station), OstravaSvinov, Ostrava-Vítkovice, Ostrava-střed (Central Station), and Ostrava-Kunčice. There are also four smaller railway stops without full station facilities. In 2007 a new stop (Ostrava-Stodolní) was opened on line no. 323, serving the city centre. 9.3.1

In 2005 the SuperCity Pendolino rail link from Ostrava to Prague was launched, with up to 9 services each way per day offering high standards of comfort and excellent journey times. Ostrava – Prague currently takes 3 hours and 5 minutes; this will be further reduced in the future due to technical and operational improvements. The Pendolino trains are fully coordinated with services provided by Czech Airlines.
9.4
Air transport
Ostrava Leoš Janáček International Airport is only 25 kilometres from the city centre. It is the largest regional airport in the Czech Republic, with a capacity of over 1 million passengers per year and a runway measuring 3 500 m x 63 m. It caters for domestic and international flights (including regular services to Prague and Vienna), scheduled and chartered services. The airport is also fully equipped to handle air freight, including warehousing facilities. The passenger terminal includes a new high-capacity departure hall opened in 2006. Adjacent to the airport is an enterprise and commercial zone, a duty free zone, and the OstravaMošnov Strategic Industrial Zone. A rail link will soon be completed connecting the airport and the neighbouring industrial zone to railway corridor II (at Studénka), providing a rapid rail connection with Ostrava.

9.5
Cycling
In 2010 the City Council and the City Assembly approved the Cycling Development Concept for Ostrava. At the heart of this document is the proposal to increase the length of cycle routes in the city from 330 km to 416 km; the document lays out plans for the first phase of work on 5 main cycle corridors. Also in 2010, the necessary re-zoning decision was approved enabling work to begin on one of these corridors – the ‘Greenway’ corridor running alongside the Odra River. Planning documentation is now being drawn up for a route running from Bohumín to Výškovice via Antošovice, Koblov, Petřkovice, Přívoz, Mariánské Hory, Nová Ves and Zábřeh. This route is scheduled for completion in 2013. A subsidy application has been submitted to the Regional Operational Programme (expected subsidy CZK 39 million incl. VAT). Only two major cycling-related structures were completed in 2010: cycle route L in Proskovice, and a traffic light crossing across Plzeňská Road on route H in Nová Bělá (with funding from the State Fund for Transport Infrastructure). The Regional Council provided subsidy funding for route M in Poruba and route C in Hrabová; both routes are under construction and will be completed during 2011. During 2010 numbers of cyclists were counted on three days for a four-hour period on each day (in the afternoons) at 25 selected node points on the cycle route network. It was found that numbers of cyclists had risen since 2006 at most of the selected monitoring points. 9.5.1

10 Technical infrastructure Water:
Source – surface and underground water, treated. Providers – Severomoravské vodovody a kanalizace, a. s. (North Moravian Water and Sewerage) and Ostravské vodárny a kanalizace a. s. (Ostrava Water and Sewerage). Share of population serviced by water from the public mains network: 86%.
Sewerage: Combined and separate sewerage system. Mechanical/biological treatment at waste water treatment plant – 90% of waste water. Provider – Ostravské vodárny a kanalizace a. s. (Ostrava Water and Sewerage). Heat: The centralized heat supply system is operated by Dalkia Česká republika, a.s., which serves over 85 000 households. Electricity: Electricity is supplied by ČEZ a. s. 35% is taken from local sources, the remaining supply is from the national grid. Distribution system: low-voltage 400/230, 50 HZ. Gas: Supplied and distributed by Severomoravská plynárenská, a.s. (North Moravian Gas, a member of the RWE Group). Medium – natural gas. Distribution system: high/mid/low-pressure gas mains including regulating stations. Waste: Solid waste is processed mainly by OZO Ostrava, s.r.o. (Ostrava Waste Management) as part of an integrated system serving a territory with 400 000 inhabitants. Other companies include Van Gansewinkel, a.s. and A.S.A., spol. s r.o. Telecommunications: Ostrava has several cable TV providers. The telecommunications network is operated by Telefónica O2 Czech Republic, a.s. The network is digital; its quality and speed are comparable with the networks in Prague and Brno. The city and its surrounding area is well-covered by the networks of the mobile operators Telefónica O2, T-Mobile and Vodafone. Almost 100% of the population are reached by all three networks. The city has excellent reception of radio and TV signals. On 31 October 2008 the Slezská Ostrava transmitter at Hladnov was digitalized as part of the national shift from analogue to digital broadcasting. On 1 March 2009 the Ostrava-Hošťálkovice transmitter was temporarily switched to a reduced-power regime (14 kW); operations at full power (100 kW) were resumed on 1 November 2009. There was another radical change in digital broadcasting on 1 May 2011, when multiplexes 2 and 3 changed channels. Multiplex 2 went from channel 39 to channel 37, and the transmitters at Hošťálkovice and Lysá hora in the Beskydy mountains began broadcasting on the same channel as the Hladnov transmitter. On the same day multiplex 3 went from channel 32 to channel 51; it is broadcast on 51 from Hladnov and Hošťálkovice transmitters in Ostrava. A large part of the city has access to the telecommunications network provided by OVANET a.s. There are several alternative telecommunications operators in the city, including GTS Czech a.s, Alcatel a.s., Contactel a.s., Nextra CR, Tiscali etc. For access to the internet and data transfer the city is covered by radio networks of companies such as Broadnet Czech, Nextra CR, Star 21, MPS Ha-vel, TELTECH com a.s., Poda s.r.o., MATTES AD, TRONO GROUP s.r.o. etc. An increasing proportion of the region has access to broadband internet connections (ADSL and wi-fi). 11 Research, development, innovation Ostrava has an excellent network of research, development and educational institutions including three universities. Graduates of these institutions are equipped with high levels of knowledge and human capital offering wide potential for application in a range of innovative enterprise activities. Ostrava currently offers a fertile environment for the development of innovative business ventures, with many start-up companies willing to accept a certain level of risk in the attempt to commercially exploit new ideas and approaches. Ostrava’s citizens are among the best-qualified in the country, with the city ranking well above the national average. 11.5 Nanotechnology Centre The Nanotechnology Centre was established on 1 February 2007. It is a research institute at the VŠBTechnical University of Ostrava – the first such institute in the Czech Republic to have the word ‘nanotechnology’ in its title – and it grew out of the former Materials Chemistry Institute. The Centre researches, prepares and analyzes nanomaterials (materials smaller than 10-9m). Internationally renowned experts are involved in a wide range of research activities involving nanocomposites, nanomaterials with photofunctional and antibacterial properties, friction composites and sorption materials. Other work at the Centre includes the study of toxicity and the influence of nanoparticles on the environment and living organisms. The Nanotechnology Centre collaborates closely with a range of important Czech and international institutions on joint research projects. Staff have published hundreds of research articles in internationally renowned scientific journals, as well as creating a significant number of patents and other forms of protected intellectual property. The Nanotechnology Centre works closely with industry and business on various projects and as a provider of analytical services. The Nanotechnology Centre has state-of-the-art modern analytical equipment for the chemical and structural analysis of materials and various methods of microscopy. The teaching staff at the Centre have created the first ever Nanotechnology degree course in the Czech Republic (in conjunction with the Institute of Physics at the VŠB-Technical University of Ostrava). 11.6 Business Incubator of the Business School Ostrava In December 2010 the Business School Ostrava opened its own Business Incubator focusing on information technologies and services. The Incubator is located at the Business Development Institute (Institut rozvoje podnikání), and was part-funded via the Operational Programme Enterprise and Innovation run by the Ministry of Industry and Trade and the CzechInvest agency. The Incubator offers fully equipped office premises and a comprehensive consulting service to start-up companies. It caters mainly for students of the Business School Ostrava, but is also open to external applicants. The Business Incubator is closely integrated with the teaching activities of the Business School Ostrava. This is the third facility of its type in Ostrava. It already caters for 13 start-up businesses, including 20 offices covering over 810 square metres. The maximum period of occupancy is 3 years. 11.7 Ostrava Technology Centre – Václav Roubíček Centre The first building of the Ostrava Technology Centre was completed in October 2010, in the heart of Ostrava’s industrial district of Vítkovice. The Centre bears the name of its founding father, Professor Václav Roubíček.

The new building contains facilities for testing progressive new technologies used in ecological waste processing. Research projects include the development of new pyrolysis methods and the ENET research programme, which develops a wide range of technologies using alternative fuels and energy sources – including the thermal treatment of waste and new methods of energy accumulation.
In the next five years, the Ostrava Technology Centre is set to create up to 50 new jobs. Work on the Centre will continue into 2012, the scheduled completion date of two new buildings for the operational testing of newly developed technologies. 11.8 IT4INNOVATIONS The VŠB-Technical University of Ostrava is preparing a project entitled IT4INNOVATIONS in conjunction with three partner institutions: the University of Ostrava, the Silesian University and the Institute of Geonics at the Czech Republic Academy of Sciences. The aim of the IT4INNOVATIONS project is to build a research facility enabling outstanding research in supercomputing and information technologies – including a high-powered supercomputer. This new centre will bring together a wide variety of experts in various fields related to information technologies, stimulating development across the discipline. The IT4INNOVATIONS project links academic research directly to practical applications. The project implementation period is 2011-2015. Over CZK 1.8 billion will be received in EU structural funding – mostly to be spent on supercomputer technologies, software and construction work. Additionally, extensive funds will be used in the implementation of planned research programmes. The supercomputer will also be available to organizations from the public and private sectors. The IT4Innnovations project will be incorporated into the PRACE RI pan-European network of supercomputers via the VŠB-Technical University of Ostrava. The project has already been approved at the national level; as of June 2011 the application was still awaiting the final evaluation by the European Commission.
11.9 Clusters The key industrial sectors in Ostrava and the Moravian-Silesian Region are organized within clusters, providing the Region with a clear profile and simplifying the relationship between potential investors and suppliers. In terms of clusters, the Moravian-Silesian Region is a leader in the Czech Republic. The development of clusters has been significantly enhanced by the Ostrava Science and Technology Park, which was the Czech partner in the EU-funded ACENET project (2002 – 2003). The goal of the project was to share information and experience of creating and managing clusters among project partners and to support the creation of a European network of cluster initiatives. Another initiative connected with clusters is ClusterNet (launched by Ostrava’s Regional Development Agency – RDA), which involves the coordination of networked cooperation among all parties involved in cluster initiatives (facilitators, cluster managers, members of executive councils, representatives of universities, development institutions etc.) on all levels – regional, national and international. The RDA was also closely involved in the CLOE and NICE projects, which focused on cluster management and international networking among companies in clusters. It has now prepared a follow-up programme – the international ECD cluster project.

12 Quality of life 12.1 The environment The city of Ostrava lies at the heart of a major industrial conurbation which since 1990 has undergone a major process of restructuring including a reduction of heavy industry. This has brought marked improvements in the local environment. In the early 1990s there was a dramatic fall in air pollution and industrial emissions, followed by a more gradual fall. However, since 2001 air pollution levels have once again begun to rise, especially levels of solid pollutants (airborne dust). Ostrava is a typical densely populated urban centre with a high concentration of road traffic and extensive heavy industry. Due to the large number of emissions sources concentrated within a relatively small area, the city is officially classified as an area with poorer than average air quality. The number of days with poor air quality is influenced not only by the emissions themselves, but also by wind direction, the location of emissions sources, and other geographical or meteorological conditions within the city. The main sources of emissions are industrial plants (especially steelworks, of which Ostrava has the highest concentration in the country), road traffic, local heat sources, areas of unmaintained waste ground (contributing to airborne dust), former coal-mining sites, and wind-borne pollution from the Polish side of the border. Despite these problems, a large proportion of Ostrava’s area is taken up by parks, greenery and natural landscape features. The city’s parks are well-maintained and are constantly being improved and expanded. As part of an ongoing programme to renovate Ostrava’s high-rise housing estates, many public areas are undergoing reconstruction work – including public greenery. Within the boundaries of the city there are a range of valuable sites of natural interest, several of which have been listed as protected zones. Much of the land along the banks of the Odra River within Ostrava’s boundaries is part of the Poodří (Odra Basin) protected landscape area. Another important part of Ostrava’s landscape is forested land, which makes up around 10% of the city’s area. The proportion of forests within the city rises every year, mainly due to brownfield recultivation and remediation projects. The City of Ostrava is the second largest owner of forested land within the city boundaries. The maintenance and ongoing improvement of the city’s forests is a major priority, since many of these woodlands are popular recreational areas. 12.1.1 Major pollutant emissions (REZZO 1) in tonnes / year – Ostrava

12.2 Health care and social services Social services and health care have a significant impact on the quality of life of Ostrava’s citizens. Ostrava offers good availability of in-patient and out-patient health care services, as well as many top-quality specialist services. The City of Ostrava offers its citizens help and support through its Social Services and Health Care Division and via a range of contributory organizations operating in the social services and health care sectors. The City collaborates with individual Municipal Districts in the provision of health care, and also works closely with non-government non-profit organizations (NGOs) and a range of other providers. 12.2.1 Health care

The main weakness of the city in this regard is the shortage of psychiatric beds – in view of the growth of problems related to societal trends (increase in mental disorders, ageing population etc.). There is also a shortage of specialists in psychiatry and geriatric medicine. 12.2.2 Social services
Social services are provided to individual citizens or their families in order to help them deal with difficult social situations which they are unable to overcome on their own. The services are provided either on-site at clients’ homes (e.g. personal assistance services and care services), at various types of social services day centres and drop-in centres, or at residential social services institutions. These facilities are constituted by the Statutory City of Ostrava, the Municipal Districts, non-governmental non-profit organizations (NGOs) and individuals. The main focus in Ostrava is on non-residential services, which are provided by 56.2% of facilities. On-site services are provided by 41% of facilities, residential services by 29.8%. Most providers offer combinations of these services. The representation of various forms of social services is well-balanced. There are 71 registered social services providers in Ostrava, offering a total of 178 services used by almost 31 000 citizens. These providers employ almost 3 000 people, ranking them among the most important employers in the city. The Statutory City of Ostrava is the constituting body of 10 contributory organizations and 1 health care institution providing residential care as part of the Ostrava City Hospital. The Municipal Districts also provide nursing homes including emergency beds.

All types of social services facilities are represented in Ostrava, except telephone crisis assistance. The most widespread type of social services facility in Ostrava are social counselling centres (16.9 %), followed by social activation services for families with children (7.9%), senior citizens’ homes (7.3%), refuges (6.2%), and nursing services (6.2%). Less common are intervention centres, contact centres, guide and reader services, follow-up care services, therapeutic communities and emergency care (0.6% each). In terms of target group, the largest proportion of social services in Ostrava is provided to senior citizens (29%), followed by disabled and/or mentally handicapped citizens (14%) and families/children (13%). An important role is played by activities focusing on crime and drug abuse prevention (33.3%), senior citizens (24%) and people suffering from lifestyle-related diseases (15.8%). Day centres, social counselling centres, crisis help centres, personal assistance, low-threshold centres, social activation services, refuges and night shelters are more often run by civic associations and church organizations. Social rehabilitation services and therapeutic communities are run by public service organizations. Drop-in centres and week centres for handicapped people, centres for disabled people, senior citizens’ homes and halfway houses are often run by contributory organizations of the City of Ostrava. Nursing services and homes are run by municipal districts. The clients of these services are senior citizens, citizens with mental illnesses and psychosocial problems, citizens with combined physical and mental handicaps, visually impaired citizens, the deaf and hard of

hearing, those with societal diseases, children and families, and citizens at risk of social exclusion, including the Roma community. On the basis of an assessment of demographic and age structure trends, it is evident that the main problem facing the city authorities in the future will be ageing. As has been mentioned, Ostrava’s population is ageing considerably. Predictions for the numbers of people over 60 years of age are as follows: in 2005 there were 60 600 citizens in this age bracket; by 2015 this category is set to swell to 75 800; and by 2020 to 78 700. In view of these forecasts, it is clear that there will be increasing demands – both financial and organizational – on facilities providing services to senior citizens. Residential social services
In 2010, residential services for senior citizens and mentally handicapped citizens were provided via 9 contributory organizations of the Statutory City of Ostrava, including 8 senior citizens’ homes with a capacity of 1 629 places and 1 centre for handicapped clients with a capacity of 402 places. Services for other target groups (e.g. mothers with children, people released after serving custodial sentences, those in crisis situations) are provided by the Centre for Social Services, a contributory organization of the City. The City Hospital – another contributory organization – provides residential social services for 66 users. On-site social services
The aim of on-site services is to provide services to clients in their own social environment. This enables clients to integrate as fully as possible into the normal life of society; in cases where the clients’ condition makes this impossible, on-site services enable clients to live with dignity. An example of this type is nursing services provided to citizens in their own homes, including apartments in nursing homes or other facilities. In 2010, nursing care services were provided to 2 209 people. The municipal district authorities of the Statutory City of Ostrava provide nursing care services at eight locations. For citizens on old age pensions or invalidity benefits and requiring nursing care services, the municipal districts offer nursing care homes. The allocation of apartments in these homes is the responsibility of the municipal district authorities; places are allocated on the basis of citizens’ applications, depending on the degree to which the potential client’s independence is restricted and the urgency of his/her social situation. There are currently 1 121 apartments in nursing homes in the city of Ostrava. Non-government non-profit organizations (NGOs) and the future development of social services
Non-governmental non-profit organizations (NGOs) play an important role in providing social services within the City. Over 100 NGOs are active on the city’s territory. In terms of residential services for senior citizens, NGOs play a supplementary role to core services provided by contributory organizations. However, NGOs are the sole providers of many other services – especially home-based services and day services. NGO activities in social services are supported from the Statutory City of Ostrava’s budget. In 2008 NGOs received a total of CZK 55 million; in 2009, CZK 62.2 million; in 2010, CZK 60.9 million. Social services within Ostrava are developed and coordinated in accordance with a key strategic document entitled the Second Community Plan for Social Services and Related Activities in the City of Ostrava. The Third Community Plan was prepared during 2010, covering the period 2011 – 2014. The Catalogue of Social Services and Related Activities is a user-friendly guide to social services in Ostrava. As of 31 December 2010 the Municipal Districts owned 15 417 apartments in 1 224 blocks. In 1991, the City owned a total of 45 476 council apartments in 3 040 blocks; this number has since fallen by almost two thirds. The privatization of the housing stock led to the establishment of housing cooperatives and owners’ cooperatives, consisting mainly of the tenants of privatized apartments. The privatization process launched in the early 1990s has led to a decrease in the number of apartments owned by municipalities, while other forms of ownership have shown a rising trend. The largest owner of housing stock is the Municipal District Ostrava-Jih, with a total of 6 106 apartments. As of 31 December 2010, other Municipal Districts owned the following numbers of apartments: Mariánské Hory a Hulváky 2 269, Poruba 1 885, Moravská Ostrava a Přívoz 1 660, Slezská Ostrava 1 519, Vítkovice 792. The other Municipal Districts own fewer than 300 apartments. In 2010 consultants from the Proces agency drew up the City of Ostrava’s Housing Policy Concept Document, which sets key priorities for the future development of municipally owned housing in Ostrava. The document is still awaiting approval; it will then be implemented and further elaborated depending on the needs of individual Municipal Districts. The City is continuing the ongoing process of privatizing its housing stock. As a result of this trend, the proportion of rented housing continues to fall, though not as dramatically as in the late 1990s. In the period 1995 – 2010, almost 2 000 apartments were built or reconstructed in Ostrava using funds from the state budget; the total costs were around CZK 2 billion. Despite the construction of 10 new units at the Na Liščině shelter by the Municipal District of Slezská Ostrava, the number of municipal apartments continued to fall to 581 during the course of the year. New builds in 2010 included 22 starter apartments on Provaznická Street in Ostrava-Jih, scheduled for completion in 2011 at a total cost to the budget of CZK 45 million. Reconstruction work also began on the apartment blocks in the ‘Jubilee’ housing scheme, at a total budgetary cost of CZK 56 million. A total of 10 apartments at the Nová Osada development in Slezská Ostrava were also reconstructed in 2010. Social housing – There is no universal legal definition of this term. Ostrava maintains certain apartments and apartment blocks which are rented out to citizens on low incomes. These are mainly small apartments and reduced-quality apartments located away from the central parts of municipal districts. Various types of social housing are provided by NGOs with financial support from the City of Ostrava. These are not standard apartments; they are facilities providing accommodation specially targeted at citizens who are in serious difficulties due to age, poor health, social situation or personal crisis. These facilities include:

The prices of houses and apartments depend on a wide variety of factors. In comparison with other locations in the Moravian-Silesian Region and the Czech Republic as a whole, house prices in Ostrava are relatively low. The recent rise in house prices has now come to an end, and prices (especially of apartments on housing estates) are either stagnant or falling slightly. Nevertheless, there is still a shortage of municipal apartments, especially apartments targeted at specific groups of tenants (e.g. accommodation for senior citizens, wheelchair-friendly apartments, apartments with social services provision, and low-rent apartments). This shortage of social housing is alarming in view of the growing number of people who are at risk due to the current economic recession and especially the de-regulation of social housing rents that came into force on 1 January 2011. State-regulated rent for a standard apartment in 2010 was set at 50.02 CZK/m2 floor area. In Ostrava,
6 municipal districts offered reductions of approx. 50% in the rent increase for 2010; regulated rent was thus approx. 42 CZK/m². Maximum state-regulated rent for reduced-quality apartments was 45.02 CZK/m² floor area; the reduced rent was 33 CZK/m².
After 2010, the City of Ostrava will no longer be legally able to offer reductions in the annual rent increase (Act no. 107/2006). On 1 January 2011 rent prices were de-regulated in Ostrava, as they were in all municipalities across the MoravianSilesian Region. This means that rents can only be altered on the basis of mutual agreement by the owner and the tenant. If the parties fail to agree on an amendment to the rent contract, the dispute is dealt with via the courts. The court can require an expert report to be drawn up in order to determine the standard local market rate for the particular apartment. For the purposes of court proceedings and as a guideline on rent levels for both owners and tenants, the Ministry for Regional Development produced a map showing usual local market rates for 639 municipalities with populations over 2 000, plus separate maps for 36 Municipal Districts in the cities of Ostrava, Ústí nad Labem and Opava. New housing built by the City of Ostrava since 1990
Before the Velvet Revolution of 1989, new construction projects were entirely controlled by the state. In the new social and economic conditions of the 1990s, this situation changed completely. Act no. 10/1993 transferred all housing stock from the state to cities, towns and municipalities. This represented the largest transfer of property since the Second World War, and launched the wide-ranging privatization of former state housing stock. With no more funds from the state, and a lack of other investors, towns and cities found it very difficult to deal with unfinished (mainly high-rise) housing developments on their territory. Despite subsequent state programmes to support housing development (launched from 1995 onwards and run by the Ministry of Finance, then the Ministry for Regional Development, then the National Housing Development Fund), these unfinished developments were only fully completed in 2003. City of Ostrava – current housing situation
In recent years the City (via several of its municipal districts) has focused on the reconstruction of its housing stock and the regeneration of high-rise housing estates. The City supports private builders and developers by offering available land for sale, thus expanding the range of higher-quality apartments and houses for sale or rent. Large-scale investments (via the individual Municipal Districts) concern mainly those buildings which are likely to remain part of the City’s housing stock Work to regenerate public spaces on housing estates is carried out by the municipal districts in conjunction with the City Authority as part of the national subsidy programme for housing estates regeneration (Government directive no. 494/2000); in order to receive this subsidy, a project must benefit an area with over 150 apartments. As part of this programme, regeneration work was carried out in 2006 at Čechury Street in Poruba. In 2008 the Varenská Street project was completed, and in 2009 work was begun to regenerate the Šalamouna estate in the central municipal district (Moravská Ostrava a Přívoz). Work has been continuing in phases since 2002 on the Fifejdy I estate (municipal district Mariánské Hory a Hulváky), and a project is currently being planned for the Muglinov estate (municipal district Slezská Ostrava). 12.4 Culture Ostrava is home to a wide range of important and prestigious cultural institutions – many of which are renowned nationally and internationally. The Moravian-Silesian National Theatre has permanent opera, theatre, ballet and operetta companies and performs at two venues – the Antonín Dvořák Theatre and the Jiří Myron Theatre. Theatregoers can enjoy chamber performances, children’s plays, classic works, popular musicals, much-loved ballets, modern dance performances and concerts. Ostrava’s youngest theatre company is the Aréna Chamber Theatre – one of the most successful theatres in the Czech Republic, continuing a strong local tradition of small chamber theatres featuring young actors. The Petr Bezruč Theatre offers a fascinating repertoire ranging from the classics to contemporary drama, brought to life in vibrant productions featuring outstanding acting talents. Ostrava’s Puppet Theatre is based in one of the most striking modern theatre buildings in Central Europe, wittily decorated with three metre-high statues of puppets made of wood and metal – a clown, a king, a queen, an angel and the devil. Every two years the Puppet Theatre hosts the international puppetry festival Spectaculo Interesse. In 2010 an extension was built at the Puppet Theatre, comprising an alternative stage, an amphitheatre, a puppet gallery and a theatrical astronomical clock. Ostrava’s top symphony orchestra – the Janáček Philharmonic – has decades of experience interpreting the works of world-renowned Czech composers (including Janáček, Dvořák, Smetana and Martinů) as well as a wide range of music from other countries. The highlight of the city’s musical year is the Janáček May music festival – one of the largest events of its type in the Czech Republic. The city has several cultural centres offering a variety of theatrical and musical performances by artists from the Czech Republic and abroad. Ostrava is also home to numerous cultural associations and widely acclaimed folklore groups. As a major regional centre of culture and education, Ostrava also has its own Academic Library and a dense network of municipal libraries. In October 2005 the Ostrava City Library moved into newly reconstructed premises near the Sýkora bridge in the city centre. Keen filmgoers can enjoy a wide choice of cinemas, ranging from the art-house Minikino to the popular Cinestar multiplex (8 screens). Ostrava is also home to several art galleries and museums whose exhibits illuminate various facets of human life. The most important is the Gallery of Fine Arts Ostrava, which welcomed over 100 000 visitors in 2010.
12.5 Sport and recreation Ostrava hs a wide range of sports facilities – athletics stadiums, ice rinks, multi-purpose sports halls, tennis courts, squash clubs, indoor and outdoor swimming pools, and many more. Keen cyclists will enjoy the dense network of cycle routes crossing the entire city. This network is constantly being expanded and passes through many places of natural beauty or historical interest – an ideal choice for a day trip. The area around the city also provides plenty of opportunities for leisure and recreation. The Beskydy and Jeseníky mountains (30 km and 60 km away from Ostrava respectively) offer excellent skiing and winter sports facilities. From spring through to autumn, the mountain ranges are a paradise for hikers, cyclists and anglers. Between May and September a ‘CycleBus’ service is in operation, carrying cyclists (and their bikes), hikers and other passengers between Ostrava and the Beskydy mountains. In the winter sports season, the SkiBus performs the same service.

Golfers will love the region’s courses – ranging from the Šilheřovice course (close to the city, in the grounds of the local chateau) to the courses in Čeladná, Ropice and Ostravice. Just 10 km from Ostrava there is also the popular 9-hole course in Kravaře. Ostrava is the host city for a wide range of top national, European or world sporting events and championships (ice hockey, handball, weightlifting, volleyball, figure skating, tennis – the Davis Cup, bodybuilding and much more). Each year the city showcases the world’s top athletes at the Golden Spike international athletics meeting. In 2004 Ostrava was the co-host of the Ice Hockey World Championship. The games were held at the city’s ČEZ Arena, one of the largest and most modern multi-purpose indoor arenas in the Czech Republic. In 2005 Ostrava hosted the European Futsal Championship, and in 2006 it was the venue for the European Floorball Championships. In 2008 the city welcomed the World Floorball Championship and the 4th Baseball Academic World Championship. In 2009 tennis-lovers enjoyed two rounds of the prestigious Davis Cup tournament. In 2010 Ostrava hosted the European Table Tennis Championships and the Basketball World Championship for Women.
12.6 Tourist attractions Ostrava’s days as a typical centre of heavy industry are long gone. The last coal was mined here in 1994, and the city’s face has changed completely in the intervening years. Many visitors are pleasantly surprised by the city’s wide range of attractions and leisure opportunities. Ostrava’s proud coal-mining history is reflected in many industrial heritage sites. Nowhere else in the Czech Republic can boast such a wide range of technical monuments. The best-known are Landek Park with its Mining Museum, Michal Colliery (a National Cultural Monument), and the Lower Vítkovice complex (also a National Cultural Monument). These unique monuments to the local industrial heritage attract increasing numbers of visitors every year. Ostrava’s industrial past has also left the city with a rich array of industrial architecture. The Lower Vítkovice complex has been listed as a major European cultural heritage site. In addition to its industrial heritage, Ostrava also offers a range of other historical sights, cultural activities and leisure opportunities which will delight visitors of all ages and interests. Among the most popular tourist destinations in the city is the Ostrava Zoo – the second largest zoo in the Czech Republic. Other attractions include the beautifully reconstructed Silesian Ostrava Castle, a popular venue for fascinating exhibitions and cultural events (including the Colours of Ostrava world music festival), or Miniuni, a unique display of miniature scale models of famous European buildings. Each of Ostrava’s museums offers its own treasures. The Ostrava City Museum displays a 225cm-high grandfather clock made by the master clockmaker Mr Mašek in the early 1930s. In 2009 the museum also opened an exciting new permanent exhibition. Other interesting cultural attractions in the city are the Museum of Firefighting, the Museum of Zithers, the Cathedral of the Divine Saviour (the second largest cathedral in Moravia and Silesia after the Basilica at Velehrad), the Johann Palisa Observatory and Planetarium or the tour of the Ostravar Brewery – not forgetting a tasting session, of course. The City also offers tourists a selection of so-called Themed Packages. This tourism product enables visitors to enjoy complete experiences ranging from more traditional leisure and tourism activities to new, adventurous ways of discovering the city. 15 City and Municipal District administration, municipal organizations Act no. 128/2000 on municipalities states that Ostrava is a Statutory City. The area of the City is divided into 23 Municipal Districts. The City operates as a municipality with extended powers, exercising these powers on behalf of several neighbouring towns and municipalities. The largest Municipal District is Slezská Ostrava (Silesian Ostrava, 4 174 ha) and the smallest is Pustkovec (108 ha). As of 31 December 2010, the largest Municipal District in terms of population is Ostrava-Jih (112 360 inhabitants), followed by Poruba (69 858 people) and the central Municipal District Moravská Ostrava a Přívoz (41 369 people). The administration of the City is governed by the Statute of the City of Ostrava. Local government activities are carried out by various bodies forming part of the City of Ostrava and its Municipal Districts. Only the City of Ostrava is an independent legal entity; the Municipal Districts act on behalf of the City exercising powers conferred on them by the Statute.
15.1 City administration The City Assembly is the highest-ranking decision-making body of the City. Members are elected by citizens for a four-year electoral period. The Assembly has 55 members and its sessions are open to the public. The City Assembly sets up committees as its advisory and controlling bodies. The City Council is the executive body of the City. It has 11 members: the Mayor, the Deputy Mayors and a further four members of the Assembly who act as Councillors. The Council and the Mayor are Assembly members elected to these positions by the Assembly. Sessions of the Council are closed to the public. The City Council appoints commissions as its advisory and initiatory bodies. The Mayor of the City is elected by the Assembly and represents the City in public. The City Authority consists of the Mayor – who is the head of the Authority – plus the Deputy Mayors, the City Authority Secretary and the employees of the City Authority. It carries out tasks assigned to it by the Assembly and the Council as well as standard local government duties. The Authority carries out these duties on the basis of current legal regulations. The City Secretary coordinates and monitors the activities of all City Authority employees. The Secretary is appointed and dismissed by the Mayor after approval by the Director of the Regional Authority. The City Authority is structured in 20 Divisions.
