ANNUAL REPORT 2009 PRIME-PEKKA (Centre of women leadership development and people empowerment) TF 091171 A “Best Practice Award” from Japanese Government Peni Yuliarti, head of Union Federation of PEKKA National looks nice and full of spirit. That morning Wednesday , 21 October 2009. This is our second day in Tokyo, Japan, with invitation of Japan Social Development Funds (JSDF). The day prior, we had briefing with organizational committee from World Bank. Today is important Peni who represent more than 10000 members and me, PEKKA national coordinator. Today, Japanese Government as donor of JSDF, was held “Presentation of Good Practice Projects” financed by JSDF in the world for its citizens. As the main program, Japanese Government will give special award for certains projects considered to be the best or “outstanding” in the achievement. One of the project is Women Headed Household Empowerment - Pemberdayaan Perempuan Kepala Keluarga (PEKKA). Among 200 JSDF projects in the world, PEKKA was elected with three others project; children labor project from Egypt, Project on law and justice in Ecuador and Post conflict empowerment project. JSDF team regard that PEKKA has successfully develop comprehensive empowerment approach to reach the most vulnerable group in Indonesia: the female head of household. In the Lobby Hotel, Indonesian delegation gathered; me, Peni, Scott Guggenheim from Bank Dunia, Sudjana Rokyat; representation of Indonesian Government. We go together with other delegation toward the venues in World Bank Office Tokyo. Fresh air of the fall season in Tokyo greets us while we were walking down 10 minutes to the venue. About 100 persons mainly from Japanese civil society attended this event. Peni looked confidence and calm. We tried to socialized with as participants as possible from other delegation. Mr. Rintaro Tamaki, represent of The ministry of foreign affairs, and Japanese Ministry of financial gave speech on Japanese vision and mission through JSDF. Japanese government committed to focus on social development in the beneficiaries countries. JSDF had transferred 600 millions dollar since 2002 to 2008. Ms. Junhiu Wu as director of Global Partnerships and Trust Fund Operation the World Bank, who manage JSDF had delivered her speech as well.

The event took place in Japanese for Japanese community but translation is available in English, Indonesia, France, Arab and Spain. Peni accompany by a Japanese translator; a senior lady who has ever lived in Indonesia. From the morning to lunch time, participant followed projects presentations from elected countries. Four countries who receives award had direct presentation in that moment while others had only video representation. Back to general session, participants reported the result of discussion in their group. A few participants who had discussion with PEKKA express the important and interesting points and their appreciations on the achievement of PEKKA. We also learn many things from other groups. Certain approach is quite relevant to be developed in PEKKA, for example law empowerment in Ecuador and empowerment in conflict area. There are many similarities in the context and condition among 4 countries. Mr. Takashi Miyahar, from the Ministry of Financial Japan lead distribute the award and close the event. The award take form in simple charter ‘just like PEKKKA charter for us sis…”, said Peni when she saw the charter. It written “Best Practice Award, awarded to Indonesia – 2
Empowering Female Heads of Households; for outstanding achievement in supporting the most vulnerable groups using the Japan Social Development Funds”. Even simple, this charter was so meaningful because it is an acknowledgement and appreciation from donor who trust their fund for us to manage for empowerment program. The present of Japanese civil society makes us feel confidence because they understand how we use their fund. This is a form of responsibility that we cab give “ I will never forget this experience all my life …, there were so many experience that i got from this activity” said Peni in a great smile. As a head of PEKKA , Peni was happy to represent their friends in this event “ I got more spirit to develop PEKKA in the future and show good achievement so that this charter really reflect us in Pekka.”

BACKGROUND In 2001 – 2007, there were Women Headed Household Empowerment Program (PEKKA) which have been focused to poor women headed household in 8 (eight) provinces : Nanggroe Aceh Darussalam, Nusa Tenggara Timur, Southeast Sulawesi, West Java, West Nusa Tenggara, North Maluku, Central Java and West Kalimantan. Generally, the goal of this program is to strengthen the women headed household to access and control the resources and herself, and to make them equal with the other society member. To reach this goals, community organizer strategy which emphasized in building critical awareness and capacity building, network development and advocacy through 5 (five) empowerment aspects which are welfare, access, participation, critical awareness and control was developed. Those are the important component in the process of strengthening which have been conducted in the field. Empowerment efforts which have been conducted by PEKKA have resulted in the establishment of 455 women headed household groups as community self help groups which has more than 10,000 members spread out in 325 villages, 69 subdistricts and 23 regency. This groups also succeeded in developing saving and loan activities which resulted in the accumulation of capital, self help or program fund, almost 10 billion rupiah. On the same period, support system in the form of National Secretariat which located in Jakarta also established. National secretariat supported by the people who have professional experiences in women empowerment issues, administrative system and finance. Documentation and publication unit in the national secretariat also developed to documenting all aspects of the program including profile of women headed households daily life, field activities implementation, the development and challenges. Documentation in various forms ; video, photographs and writing have been spread out to the international area as an effort of socialization and campaign of women headed households struggle. Various forms of documentation and publication also have been used as a medium of discussion and training in women headed households groups or other communities.

Women Headed Households also responsive to the actual condition of the communities including the tsunami disaster which hit province of Nanggroe Aceh Darussalam in 2004. Specific community empowerment program post tsunami disasters in Aceh have comprehensively developed. Social condition of the people living in the work area of PEKKA whom generally very poor have motivated PEKKA to help the communities who could not afford for the education. Women Headed Household developed communities empowerment program through an access to the education. This program intended for the poor families which focused on early age education and basic education for poor children whom drop out, literary function for adult women, budget advocacy and education curriculum for general public. From the pilot project which developed in the development program framework, PEKKA able to established as a poor women group movement against poverty and injustice. This can be seen in the characteristic of PEKKA in its work which have strong basis in the community, being an organic organization, having strong politic agenda which are fact or law acknowledgement for PEKKA status in the dimension of strong social change, and having potential of long term movement continuity with wider impact. But, as a movement, PEKKA also face 4 (four) challenges which are independency, sustainability, inclusivenes and engagement which have been initiated since this program implemented. To answer above challenges, since 2008 empowerment efforts in the lowest unit in the society have done intensively. Critical education and capacity empowerment of poor communities have been conducted structurally and continually through Community Empowerment Activity Centre Development Program and Women Leadership Development at villages and kecamatan level. This activity centre called PRIME, abbreviation of Perempuan Indonesia Memimpin (Indonesian Women Leading). The meaning of PRIME in English is primary and important, which reflected soul of this program; primary and important in the effort of community empowerment. Below are the report of PRIME Program development in 2009 which compiled by National Secretariat of PEKKA from the field.

GOALS & ACTIVITIES PRIME has vision of wealthy, democratic, just and equal society. A. Mission of PRIME is for social change in society in: Developing human potential resource especially woman as leader, and community organizer, and peace maker. Developing organization and institution in grass roots that can contribute to the need of society to increase their welfare Strengthening open and democratic system in the society. Developing concept and model of community development in finding solutions over poverty and conflict. B. Spesific Goals To achieve the goals above, through PRIME program several activities below have been developed. 1. Develop and strengthen the organization, leader and women cadres at the region level to be able to facilitate the local communities Focus of the activity to reach this goals including: Identify cadre and potential women leader, build their capacities in facilitating community organizing process through several training activities Facilitate the process of “visioning” at communities level as a basis to develop interest groups in the communities 2.
Develop and expand community empowerment activity centre as a medium of community empowerment in general Focus of the activity to reach this goals including: Facilitate the development of activity centre for the communities at village and subdistrict level Establish managing and development system of the community activity centre by set up the management team Increase the capacities of community in managing and developing community empowerment activity centre as a medium of community empowerment through training activities

Develop “learning class” for the communities related with various social, economic and political problems 6
Focus of the activity to reach the goals including: Conduct critical education and awareness about various social problems in the framework of ecosoc rights through routine supplies, continued and structural thematic class based on the subject and curriculum for the communities Facilitate the development of interest groups in the communities based on the context such as economic groups, law and justice awareness groups, environment aware groups, education monitoring groups, government program monitoring groups, etc 4.
Develop communities involvement system in the process of resources management, decision making and development resources management controlling in the respective areas to overcome various poverty problems Focus of the activity to reach this goals including: Facilitate the establishment of village committees based on the necessity and interest of the communities such as education committee, village development program monitoring committee, law empowerment committee, etc Develop the committee abilities to run the functions and tasks, including development implementation monitoring and natural management which exist in the communities

Develop communities and stakeholder forum in the region related with specific communities problems including economic, social and law aspects Focus of the activity to reach this goals including: Facilitate the development of discussion and dialogue forum amongst the communities and stakeholders forum routinely to open the access and control of the communities to various resources, interest and decision making in the area of stakeholder.

Develop information and communication system to empower the poor communities Focus of the activity to reach this goals including: Set up libraries in the activity centre which will be filled by various knowledge resources for the communities, such as books, pamphlets, brochures, etc Produce and distribute reading materials and practical guide which related with the rights, in the form of pocket books, pamphlets and also audio

Build and develop community video and radio at village level as a medium of education and campaign of rights which will be filled by various programs which fit with communities’ needs 7. Develop the support systems in the form education and training centre at national level which will be used to educate and to train the trainer and instructor for PRIME at regional level Focus of the activity to reach the goals including: Develop the curriculum, material, module and medium for community empowerment process Train the team of trainer, educator and instructor for PRIME at the region routinely Conduct monitoring, reflection, evaluation and analysis on the implementation of community empowerment process at regional level Below are the targets of beneficiaries of the PRIME activities which also will be used as success indicator

III.
ACHIEVEMENT IN 2009 The implementation of PRIME in 2009 have run smoothly. Most of the planned activities could be done and brought maximum benefit to the women headed household group’s member and poor communities in general. Here are the description of implemented activities and its results along 2009. 1.
Develop and strengthen the organization, leader and women cadres at regional level to be able facilitating the communities in their respective region The development of the organization, leader and cadres is one of the efforts to empower the women headed household groups and for the continuity of empowerment process at regional level. Group’s independency have been pioneered through the development efforts of women headed household groups to be a mass organization and movement which has legal name Women Headed Household Union. This effort have done gradually through below activities: Workshops for the cadres and group leaders at province level to prepare for the draft of initial organization’s bylaw Socialization and discussion of the establishment of the union and its bylaw at group or village level which done by field assistant, cadre and group leader Congress of Women Headed Household at province or district level to discuss and agreed upon the establishment of Women Headed Household Union at regional level Declaration of the establishment of Regional Women Headed Household Union National Forum of Women Headed Household Union followed by National Congress of Women Headed Household Union Declaration of the establishment of Women Headed Household Union Federation at national level and the election of the boards

The strengthening efforts of PEKKA’s cadres and leaders have been done through several capacity building activities; training, workshop and compare study. So far, there are cukup banyak Women Headed Household cadres whom being independent and having various capacities needed by the organization for future development. Establish and develop community empowerment activities centre as a medium for community empowerment in general Community
empowerment
activities
centre have been developed as a medium for the communities to learn and practice various things related with their daily life. This centre developed using different approach at respective region and location, based on the needs and existing resources. At village level, this activity centre concentrated at existing places such as village office, mosque or other public spaces. At the location which has no this kind of places, the activity centre established and developed in the house of residents which has sufficient spaces. At subdistrict level, this centre developed in the form of permanent places such as “training centre”. At this place, various resources used for empowerment and community training have been centered. This centre also functioned as a medium for women headed household groups and other communities to learn and reinforce each other through developed program.

There are 5 (five) main themes which have been focused on these learning classes; economy, politic, law, education and health with its own focus on: Economi focusing on the development of small and micro business, credit union and micro finance institution Politic focusing on gender budget issue or local budgeting and general election Law focusing on the elimination of domestic violence, marriage and divorce Education focusing on functional literacy and early childhood education Health focusing on reproductive health Implemented learning classes covered several aspects; critical awareness, general knowledge, managerial and technical skill, and advocacy. In 2008, a series of learning classes and courses have reached more than 5.500 participants consists of PEKKA’s member, children, youth and other poor communities.

Through these learning classes, communities’ interest groups was developed based on theme and needs. These interest groups have roles as a motivator in various communities’ activities, advocacy and campaign. The nature of this groups is ad-hoc, will be established when it needed. Fokus Kegiatan Anggota masyarakat yang jadi anggota KPD, membentuk kelompok. Fokus kegiatan adalah isu pendidikan, diskusi membahas isu pendidikan yang dihadapi masyarakat. Sebagian dari mereka diskusi bergabung dengan kelompok Pekka. Kadang ada wakil kelompok ini ikut pelatihan yang diselenggarakan oleh Pekka. Anggota masyarakat membentuk kelompok dengan kegiatan sama seperti kelompok Pekka, misal simpan pinjam, pertemuan rutin, diskusi materi. Dalam menjalankan kegiatannya, kelompok ini didampingi oleh kader pekka dan PL Pekka Orang tua anak PAUD diberikan materi tentang hukum. Saat anak-anaknya belajar PAUD, orangtuanya diberi materi hukum Peserta kursus hukum yang berasal dari anggota Serikat Pekka dan anggota masyarakat mengikuti kursus politik yang diselenggarakan oleh Pekka. Women headed household’s abilities, especially the cadres and leaders, developed to be actively involved in various decision making process at development and management field at their respective region. This, for example, could be done through the involvement in Development Planning Meeting (Musrenbang) at every level. PEKKA’s leader and cadres also have shown their active involvement in publich leadership such as nominate as legislative candidates. Year of 2009 is quite historical for PEKKA, because in this year Indonesia hold general election for legislative member. Plenty of PEKKA’s leader and cadres have requested by some political parties to be nominate as legislative candidates. Eventhough, none of them succeeded in the election, their involvement could be seen as precious learning process.

Develop communities and stakeholders forum at the region related with spesific problems including economy, social and law problems.
This goals achieved by facilitating, providing space and time and giving opportunities for PEKKA’s groups and other communities to have dialogue with various decision making bodies and other stakeholders. On some occasions, representatives of PEKKA’s groups visit government offices and their leader’s place to voice out their concerns, ideas and thoughts related with various life problems they face. On other occasions, PEKKA’s groups also invite representatives of the government and leaders to come to their place to have a dialogue and to observe directly the communities life and activities. This process have opened PEKKA’s and communities’ way to access and control the development process. Develop information and communication system for empowerment of poor communities There are 3 (three) main activities which have been conducted at the communities to achieve this goals; developing PEKKA’s libraries, PEKKA’s community video and PEKKA’s community radio. All of these activities developed and managed by PEKKA’s leaders, cadres and members, along with other communities’ member such as youth and community leader. To be able to properly manage these activities, they have passed intensive training which done by PEKKA National Secretariat, in the form of training and class, also in the form of assistance in video production process. At the end of 2009, there are 19 PEKKA’s libraries, 9 PEKKA’s community radio stations and 7 PEKKA’s community video studios.

PEKKA’s community radio is a medium of organizing, education and campaign for various issue which fought by PEKKA. The management team of this radio involved other communities outside PEKKA, in consequences, the radio broadcast able to received by communities in its frequency. Meanwhile, PEKKA’s community video developed as medium to raise community’s critical awareness on various problems that exist in their circumstances. PEKKA’s simple community video studio placed at developed place and managed by a team which consists of minimum 3 persons. Initially, this team was trained by National Secretariat team through 2 ways ; intensive training in class and direct assistance while producing video. This is not an easy tasks considering the video production involved computer techology which is a new thing for the cader whom lives in a village and have limited formal education. PEKKA’s community video team produce documentary video on various problems they found in their circumstances, and use those videos as an opening on the community’s forum discussion. Initially, the team produce videos which directly related with women headed household’s problems such as marriage, divorce and polygamy. But, on its way, they also cover general problems in society such as education, water irrigation and rural development. Along 2009, community video team in various regions focused their work to socialize the video production they made along 2008 and build their capacities through the trainings facilitated by National Secretariat. They also documented the activities of PEKKA, especially which is conducted in their respective region. Begitu dahsyat dampaknya ketika seorang ibu tua bisa membaca. Begitu juga semangat para pengajar KF yang tanpa pamrih, sabar dan penuh kasih dalam mengajarkan teman-temannya membaca dan menulis. Developed the supporting system in the form of education and training centre at national level which will educate and train the trainers and tutors for PRIME at regional level At the national level, supporting system for the activities continuity which done in the field have been developed. There are 2 (two) focus of activities which developed at national level; 1) curriculum development, material, modul and media for community’s empowerment process, 2) training for trainers, educators, and instructors for PRIME at the regions periodically. Other things, technical assistance also given intensively to the leaders, cadres and members of PEKKA in the field. Modul and curriculum which developed in the National Secretariat related with PEKKA’s program and activity empowerment which involved visioning, technic, managerial and leadership aspects. These curriculums and modules is a guide for National Secretariat team in facilitating PEKKA’s groups. To ensure the process conducted in the field are running smoothly, and able to give direct assistance to PEKKA’s groups in the field, team at National Secretariat are doing field monitoring and supervising regularly. Moreover, National Secretariat cooperated with other institutions conduct a research related with women headed household’s issues, in order to support advocacy efforts and develop PEKKAs’s empowerment strategies. To support the empowerment efforts which have been done, PEKKA’S National Secretariat also have other knowledge resources that is collections of books and videos which could be access by the staf and other parties. Up to now there are 58 titles of video collection and often used for various needs. PEKKA’s National Secretariat also have about 1000 titles of books, manuals and reading sources related with the

REFLECTION AND DISCUSSION In the middle of 2009, Women Research Institute (WRI) has evaluated PEKKA independently to see their achievement. With indicators as follows; 1. The increase of welfare of Pekka’s member; by the availability of economic resources that protect them from poverty risk. 2. The increase of access to resources like access to public service or access to economic resources that helped them to protect socially, economically and politically. 3. The increase of critical conscience of PEKKA member as they can build power relation based on just gender so it will strengthening woman’s role and position socially, economically, culturally, and politically. 4. The increase of participations of PEKKA member as they present and active in the decission making process in to organization and public space in all government. level 5. The increase of control on decision making, as PEKKA member could have strong control to ensure that women’s interest could be implemented in public policy. WRI’s research result shows as follows: PEKKA’s member can accept the program and considered it relevant because they have participation’s space to suggest activities based on their needs. Member increase their critical conscience, participation, and involve well in the program. Data shows that activities have responded the needs of members. Member’s participation increase in each activity. Critically, member could realize their change since they joined PEKKA. The increase of income of Pekka’s member; quantitative survey shows that their income increase comparing to their income before they joined PEKKA. The increase of deposits and depositor. Data is collected from the report of national secretariat and monthly report PL. This increase shows that economic activity has encourage member to deposit a party of their income. The increase of credit. Data is collected from the report of national secretariat and monthly report PL. This increase has impact in outcome and help economic activities in each regions.

Credit Union of Pekka has increase economic welfare and income individual member of PEKKA Member of Pekka in all program area surveyed stated that their income increase after participate in PEKKA Credit Union. Generally, member of PEKKA is more independent concerning their economic and social situation after PEKKA even the group entrepreneur manage by PEKKA is not yet well developed except in a group PEKKA in Adonara. Member has also deal with their embarrassment of the status of widows. In addition to the achievements, WRI also found various challenges and problems faced in women headed household empowerment. Some of the important challenges found by WRI are listed below : Low support and assistance from government officials. Difficulties in obtaining supports from the villages caused by low capacities of PEKKA’s groups to build communication with village officials. Most of the members are elderly groups which influence group’s development Regeneration process have not done properly, role of PL still dominant in coordinating and program delivery process High dependence to National Secretariat. There is no funding sources other than PEKKA’s National Secretariat PRIME which developed in 2008 actually the following step of empowerment process which have been done to women headed household groups. PRIME developed in order to response various challenges which could be categorized in 4 (four) aspects ; sustainability, independency, inclusiveness and enggagement, in the process to achieve those 5 aspects of empowerment. 1. Sustainability challenge and independency In the end of 2008, Fund for PEKKA through empowerment project is finish, except for Aceh. Generally, when project is finish, community activity is also finish. But Pekka continue. There are instruments developed in PRIME to keep sustainability shows in special objective 1. First, facilitate group to be mass based organization with their own legal status. Until December 2009, there are 8 autonomic group joined in confederation of Pekka even if none of them has legal status yet.

Cadre of Pekka facing Global Economic crisis In 2009 Pekka Pawosila focused on economic development so that all activity concern to economy, developing entrepreneurship, economic course etc. Many plan and cooperation that could be nominated were failed on packaging, commercialization or disintegrating group. In the entrepreneurship training in pekka village Wolowa, one of community leader, Ania plan tp develop copra in the group. In that time, it is still unthinkable to collect coconut. We were pessimist because we were 19 member, with 17 active and most of them were seniors. Who will generate this group? Could Ania facilitate her friends? PL sent two cadre to help Waulangigroup; Fatima and Asnia, in the management. LKM then gave capital and cadre help them to find networks to have coconut and its commercialization Cadre only helped them for 3 months, they are independent after that. Ania facilitate members to divide task in the group, one to collect coconut, another to store it, another make copra, and the other was doing marketing. In the beginning PL was pessimist because other group with younger members had failed. But Ania kept working and coordinated her friends to do all the making process of copra, except for cutting coconut. Meanwhile Ania and PL searched information on market price; when the networks open, Ania sells their copra to Bau-Bau. After a while, members had more spirit and we are all glad that the cooperation last in months. Ania was getting coconuts from others villages November 2008, economic crisis hit their works. The price of Copra Rp 7.500/kg, fell down to Rp 2.500/kg. They lost their capital. They sold ± 400 kg copra to Bau-Bau. They could not reown the capital. Members stopped to work. But Ania kept her spirit. She still collected coconut and made copra, only with 2 friends. Even though it generates little income, she kept the capital turn. When they got to comeback on track, 500 coconuts were stolen. They were very disappointed, how can they pay back the credit from LKM? They did nothing for a month while price of copra was getting down and coconut price were getting high.

The high price of coconut was blessing in disguise. Ania than bought coconut directly from the owner of coconut farm. She bought coconut and sold directly to Bau-Bau. The income was enough to renew the spirit of the group. They failed as copra cooperation but they kept collect coconut and sold it in big quantities. They re start to make copra when copra’s price turn to Rp 5.500/kg and coconut price were getting down.. In Oktober 2009, coconut price from farm was getting higher because the lack of old coconut. Ania is confused but she kept searching to keep group working together. In two months her group became cashew collector. She had always a new idea even though only 14 women stayed in the group. In the organizational and cadre meeting in September she asked to be trained as cadre. We are so motivated because no one ever presented herself as cadre before. Finally in the political training in wolowa, PL gave her responsibility to take care the logistic of the meeting so that she can listen to the learning material. In the cadre meeting in, she asked to PL to take her in paralegal training in Mawasangka. She came to participate even though she can not read and write fluently, she even asked to the police authorities illegal loggings in the dialog. Coming home, she always applied what she learned and share it with her group. She also stood for her right when the moment came. One day, she asked her son to cut the three in her yard to have renovation on her kitchen. One police came and tried to stop her. She said ‘whom the three belongs to? It is mine.’ The police asked for money. Aina answered; i have just talk to the police authorities, police does not concern with trees, no one has to pay to cut their own trees. Forest Police only registered the permit and police of driver license” The forest police and police went away with embarrassment. This is only one story of how Ania get the benefit from pekka as a learning space, getting more knowledge. She proves to people and friends that age is not obstacle; everyone can do anything when they have spirit. She become motivator for other friends from another village who has still lack of confidence, and does not try hard enough for the group. Today, Ania’s group continue to work with the help of accountant from LKM, and they paid for the transportation cost. Ania also help facilitate learning process in her group. The second instrument is the development of leaders and cadres from PEKKA’s internal groups. Capacity building training do not only conducted by PEKKA’s National Secretariat

but also by related parties especially at local level which are directly accessible for PEKKA’s cadres. Plenty of training opportunities provided by other parties including local government which could be accessed is one of the indicators of cadres sustainability in the future. If the National Secretariat, in the future, do not have financial support for capacity building activities, they still able to develop themself by accessing various training sources that are exist in their respective regions. Cadre of Pekka and public health access to the poor “ I did not know the importance of womb cleaning, i heard that it is hurt, so i am afraid if that happened to my daughter. When paramedical said that my daughter had to have womb cleaning after miscarriage, i thought it was not that important, i never thought that it has serious consequence like this... ….” It is Daonah, one of pekka member in Rambutan Bakalan Kandeman District Batang, Central Java trying to explain the suffer in her family. Daily, Daonah sells fruits or vegetables. She is head of householder because her husband is old and sick, he could only help her a little. Even all her children are married, her burden is not less than before. Like other vulnerable member, her children still live under her roof even they are already married and become her burden. His burden is getting bigger because his third son in law is unemployment. About a year ago, her youngest daughter who stayed with her ‘Nur’ had miscarriage. Because of her ignorance on reproductive health, she went only to the local paramedic once and she did not have womb cleaning. Just four month after, i heard that her daughter had a new miscarriage with bad bleeding. Doctor in hospital said that Nur had pregnant outside her womb. Mimin, a cadre of Pekka suggests that Nur had had cleaning womb, but she was afraid and refuse it. Anyway Mimin gave motivation to always check her reproductive health.

After a while, i got shocked news from Mimin. Nur had diagnosed of womb cancer stadium 3 and local hospital could not handle the case. Now, Nur stayed home, and she was bleeding all the time. Soon, i gave instructions to cadre to motivate Daonah and made reference letter to bring Nur to Provincial hospital Karyadi (RSUP) in Semarang. With Mimin, and the rest of the hope and spirit, Daonah asked reference letter in Hospital District RSUD Batang and search for Information letter about her incapacity economic so that she can have health insurance. Passing the difficulty with bureaucracy, from head of village, they got back to District Hospital Batang, dari RSUD Batang, They sent them to other district hospital RS Pekalongan. Mimin and Daonah followed this advice, Nur was brought to Pekalongan, but the doctor team also gave up. Finally they made reference letter to provincial hospital RSUP Dr Karyadi Semarang. Even with limited service, Nur had free charge in hospital where she stayed for 3 months. She had treatment and chemotherapy. Daonah fight as hard as she can for her daughter. I remember she had to walk everyday 2 km to get guava,Rp.3000/fruit is very expensive for her, to make juice to increase thrombosis after chemotherapy.. Gladly, in the end of 2009, i heard that Nur had came back from hospital even she has no hair and dry skin, but it was a good news for me and other member of Pekka Daonah looks happy even she still had Rp. 2.000.000 in debt for transportation. Nur’s stories remind PEKKA’s members about the importance of women’s reproductive health and the struggle for health access. Many of PEKKA’s members in Batang have not had Communities Health Insurance Card although they are coming from poor communities. It made them struggle to do advocacy to obtain that card, especially for PEKKA’s members. There is a report from an NGO, Pelangi Nusa, which said that some of village head in Batang was allegedly misuse the card, even in some villages they found that the card was not distributed to the communities. It made PEKKA’s member feel furious.

Independency and sustainability also related closesly with financial sources. Since the beginning of PEKKA’s development, micro finance institution through saving and loan activities at groups and regions level have also started. Up to now, there are 33 micro finance institution with total assets almost reach 10 (ten) billion rupiah. This assets will be a sustain financial sources if they able to develop and manage. Cooperation system which implemented in this micro finance institution is an instrument which is not only provide an access to resources but also PEKKA’s control to the available resources. They could manage the profit obtained from the activities to finance various activities they will implement if there is no project financing scheme. This, of course, will bring benefit for them. It could be seen from several regions which already started to utilized their micro finance institution to finance their planned activities. 2. Inclusiveness Challenges The approach used for PEKKA’s spesific groups development which during this time implemented have made PEKKA’s group become an exclusive groups within the communities. This, of course, have raised social jealousy considering more and more access to various resources could be accessed by PEKKA’s groups. To bridge the gaps and to make PEKKA’s groups more inclusive, several instruments are developed. First, the activity centre instrument. Up to now, not less than 88 centre have developed by PEKKA’s groups in various size ; small and big, and various status ; self owned or utilize one’s home or public spaces. At this centre, communities could be able to obtain benefit from various activities conducted by PEKKA, for example learning and discussion activities. Several centre also make use of public facilities that are exist in their region to open the space for the involvement for other parties outside PEKKA’s groups. At some centre, there are also libraries for the communities, although this activities still not running smoothly. PEKKA’s groups still find obstacles in increasing number of reading sources collections at their libraries. Isolated location and limited information about free reading sources material is the primary barrier they have to face to increase the quality of their libraries. Second, provide learning classes which also open for public. Many learning classes initiated by PEKKAs’ groups at several region have given benefit to more than 5000 57
people. Around 25% of the beneficiaries is member of communities outside PEKKA’s groups. This is a positive way to provide access to other poor communities. These learning classes are fully appreciated by the communities because they obtain precious information on various things such as law, politic and basic education including reading and writing. Apart from their role as beneficiaries, some of them also contribute voluntary as teacher in these classes. Cadre of Pekka and education facility for poor children I was shocked entering class in Paud Harapan Bunda. This Paud is one of 3 Paud built by Pekka in Brebes, East Java. ”It is impossible that it was so damaged.” I never imagined that, so far i only saw it from outside. I got closer but i only notice the learning process, i concentrate to see pupils and teachers, not building. Cadre pekka ever mention about the need of cement to fix a few wall. I imagine it need only one or two sack of cement. ”Ah, i can help it by myself.’ When i realized the damage, i thought that even 2 millions rupiah wont be enough. The walls were cracked; in certain place it was so big that we can see exterior through the hole. It is clear that the building is not good enough for learning process and even dangerous for children, especially in raining season. What should i do? Fix it? How much it cost? Where they should move? The houses are small here, it is impossible to have 40 children inside. I don’t have a clue. I discuss it with other cadre, but they did not have either.... Actually, we think about local child care. There was a rumors about corruption case, so that the place is useless and people does not trust the person in charge in the Mosque in that time. Many effort has been done to get better place for school, we even asked to the chief of village, but it does not effect the person in charge in the mosque. What happen with them?? We collected the signing from every person in mosque organization so that we know who and why behind the interdiction.

It was not simple case and we were running out of time because raining season came. When the rain came, it will be impossible to have learning process in paud. That night, cadre education came to the center of pekka to give data as a material for reflection gathering in Kuningan. She gave me a pleasant surprise before going home. She said that the house would be renovated. How come? I did not think about it because i concentrate in preparation for Kuningan. ”We have 500 thousand rupiah to buy cement, and parents worked together to collect sand from river close to the village, but we still have debt to the workers.” I am relieved and laugh even with a debt. I did not have complete information but i felt satisfy and proud. I felt light, there will be a house for children Paud Pekka Harapan Bunda!”. Third, community media development such as video and radio. Various communities issues documented through video by PEKKA’s cadre to be discussed together within the communities. Community radio also developed to reach wider communities and to provide an opportunities for them to manage the radio including to be the announcer and supervisor. Community radio is one of the media which effective to bring inclusiveness for PEKKA’s groups. This radio also utilized by PEKKA’s members to spread out broadly the materials they received from PEKKA such as information about Anti Domestic Violence Law. Fourth instrument is joint arena such as interest groups development, regional forum and communities dialogue activities. Through this arena, other communities are actively involved and playing roles which appropriate with their position, capacity and interest blended with other PEKKAs’ members. Regional forum planned to be conducted minimum twice a year. This forum is a medium for communities to celebrate their achievements.

3. Enggagement Challenges Many obstacles faced by leaders, cadres and PEKKAs’ members to be actively engaged in communities. These obstacles are coming within themself (internal factor) such as have no self confidence and obstacles coming from outside (external factor) such as have no access to information, not invited and not trusted by other parties. Through empowerment process which have been done so far, slowly but sure PEKKA able to reach publich spaces and actively engage, as an ordinary member or as a leader. Almost every public sector have been accessed by PEKKA’s cadres including political area as legislative candidates fought in general election 2009. Although, quantitatively not too many, but PEKKA’s engagement in public sector quite qualified. Cadre of Pekka watch development with photo camera In the beginning, i thought that a photo is just a picture, a momeory of souvenir about family during recreation or weeding. When i learn about photo in Pekka, i realize the meaning of photo, it could be an advocacy tools on our condition or event around us. However, making a photo story is not as easy as we imagine, we must take many steps so that advocacy and information will be valid. Return from photo learning, i meet local leader (PL) PNPM for sub district Siantan. He welcome cooperation between PNPM and Pekka in the advocacy activity. He present me to sub district office and socialize my task as photographer from Pekka for PNPM. I also meet Lukman Asbi, facilitator PNPM and his staff My photographer days began, documented street construction, women who take credits for school fee, and school built with PNPM fund. People hot scare of me, they think that i am a journalist who would write about the use of PNPM fund in the newspaper. Often i got no answer when i asked about PNPM activities to local leader or village facilitator. They did not answer or pretend not to know ‘’What should i advocate about PNPM? How i should

find information about PNPM? Is my photo result maximum? I kept asked the same question, and sometimes i felt disappointed. My PL suggest me to approach the people involve in the realization of PNPM project. I began to show my assignment letter and my activity. Finally i got a good respond from sub district facilitator. The information came out but they still hide a case of credit in Jungkat village. Women who took the credit did not refund and use it to buy private electronic stuff. They take it as cash aid. They said that discussion about this problem would take place in sub district office. When i did not find it, they said it was in Wajok Village office, but it was not there either. After a few days i found that it took place in Jungkat facilitator’s house. I failed to get the story. One day, FK Sub District Siantan told me about workshop PNPM in district Mempawah. I was there but i am afraid because i am alone and i had no official invitation, it was the first time ever i went to district office. I was afraid to be sent away by two guardians or maybe they would ask me a lot of questions. But i relieved that they just showed me the workshop place. Lukman introduced me with other facilitators from other district and village in West Kalimantan and the commission in provincial level Santi Pangaribuan. I explain my task and showed my assignment letter. He is glad with cooperation of PNPM and Pekka . However, i am not the only person who found the difficulty to find information on PNPM, Elisa as coordinator of SPP Wajok Hilir village also got lost. PNPM commission did not invite her to the monthly meeting. They only tell her in the time of meeting on the phone, but the situation was so busy that finally she did not know the place of meeting. March11th 2009, i was attending the opening of school building, financed by PNPM. I took good spot to take a picture but suddenly a reporter tv pushed me away. I was so angry because my camera almost crash down, but they only said that i was in their way to make their documentation..

I had two interesting experiences. First, it was annual meeting in village Wajok Hilir, they change coordinating commission in village level, monitoring and explanation on working result and finished infrastructures construction, also the next plan. Village commission appoint me as PL in sub district level, but many of them refuse because i am a woman and i involve too much in organization PNPM. Finally they appoint me to monitor Wajok hilir. But until today, i don’t know for sure about my job description. A cadre of village told me that my job is watching the realization of PNPM project. Second experience, Sub district facilitator offer me to be PL in sub district because the position is empty and because i always present in each program and i am active as health motivator and Pekka. I was so happy but i wanted to know more about the job description. I asked permission to the family. They did not give agood respond. They said it is bad for woman to get out often because people will have negative thinking. I got accusation that i seduce a husband of my neighbors because he took me home when it was late at night. I can not manage my time between family, work and Pekka. The work as PL to help village development seems so hard, i have no experience and i have limited capacities. But i can share my experience as photographer of PNPM, and the good things will followed . Law and political empowerment program have motivated PEKKA and also increased their capacities to be actively engaged to overcome various social problem within communities such as domestic and sexual violence. Quite a lot of cases which have been overcome by PEKKA’s member which has many limitation. At several region, PEKKA’s member are also positioned as consultant and first person to be referred for violence victims. Above situation have made PEKKA to develop their existing center to be shelter for women who searching for protection.
PEKKA and Sexual Violence Case Handling in Communities Although i have lived and stayed in my work area since the beginning of 2002, i have no experience in accompanying rape victim which have done by her step father. For me, it was precious experience and also made my mind and feeling cutted. There is a little girl whom actual rights is learning, playing and studying in school, but she have to bear high risk which she have no idea how to deal with it. All she can do is just accepting it without any defense. 62
When I accompanied the victim to the police office to taken the dossier and then to the victim home to investigate her case, I found out that the victim shown no reaction. It seems that there is nothing happened to her. When I accompanied her to the District Court for her first trial, the victim still shown no reaction when the judge asked her. It seems no anger feeling for the perpetrator, although she got pregnant after the rape. Moreover, the victim’s mother still defend for the perpetrator eventhough her biological child have treated badly. In a year, i felt so tired to face that situation, because it was not only one case. In a year i found 5 cases which i need to accompany and most of the perpetrators are step father. For me, as a women, it is ridiculous to see the victim’s mother still defend for her husband eventhough her own daughter have been treated that way. I just could not understand why that women keep blaming her daughter instead of standing for her. Luckily, i have fellow PL and cadres whom always support my works. We, then, cooperated with police officer and attorney to ensure the judge will punish the perpetrators and giving them equitable punishment which could be a lesson for others. But, we still found obstacles when we accompanied under age children who still stayed at her circumstances and get no support from her mother. It will intimidate them and they have no freedom to tell the truth. Unfortunately, local government officials still have no awareness to give protection to the victims. PEKKAs’ Union in Southwest Aceh District conducted dialogues with related parties such as Community Empowerment Board and the regent to raise their awareness on existing sexual violence cases. Unfortunately, so far, their concern not followed but actual action to protect the victim. It can be seen from the question coming from the regent on the necessary of the shelter for the victim and number of cases we found in the field. Moreover, there is no stakeholders forum to address numerous violence cases against women and children. Collectively, PEKKA also develop as control social agent within the communities. Various advocacy activities through dialogue and hearing with local official have been done by PEKKA’s groups to utter their concerns and interests. Build networking with other parties

at local, regional, national and international level is the other way to increase PEKKA’s engagement at public sector. Pekka and Advocacy of Balcony Parliament We start from concern in the village meeting that there is no policy that help female head household. In the other side, woman head householder must realize her political role to access government budget that will lead to access to other resources for its sustainability and independency. I had learned gender budget analysis and politics from national secretary of pekka and other institution. Pekka realize that village meeting is not the only one steps in budget advocacy. Last 4 month in the end of the year is the right moment to lobby in legislative institution. It’s time for Pekka to applied the knowledge in the process of advocacy. During November pekka Cianjur started to know and get used to feel district parliament DPRD Cianjur as people’s house. Orientation area to know parliament office seems to be easy, but it is the part of growing for pekka. I take it as a short tour, but it is important to learn political mapping and politic constellation with their instruments. Exploring hall to hall with its role and function, i learn where the issues would be discussed. I learned about official mechanism to build communication in the hearing in district parliament. One of ex sub district head works in administration of DPRD, make us easier to run advocacy. The moment was right to make approach; Most of the legislative members are new member. Mapping situation is important so that Pekka have access in district level. Lobby in legislative level is also important to have good relation to do advocacy for other women issues. So far, Pekka had only access in the executive, beside participation in village meeting.

In the same time, National Commission For Women’s right take Pekka as focal point for strengthening local reform. This offer support political activities for Pekka in Cianjur and have positive impact inside organization. It opens larger cooperation and a step ahead to the new world. Experience with law institution forum brings Pekka to get in touch with legislative institution. New district parliament was elected in August, gave a new political color in Cianjur. At least it gives hope to the future of Cianjur people especially for pekka. Pekka has strategic opportunity if it has political influences. We approach head of Commission 1, 2, 3 and 4. Based on information from public relation, and commission sessions, Commission 4 on People welfare will be the one to have cooperation with pekka in the future. This commission covered labor, education and culture, young people and sport, religion, knowledge and technology, social welfare, health and family, women’s role, mass organization, media, and food sustainability. From our network, we got recommendations and with Tika we meet head of Commission IV SUSILAWATI from PDIP party, ISTINGANAH from PKS party, Lepi from PKB party etc. They gave a very good respond and invite pekka to have network with other women organization to work together on women issues. Pekka was appointed to held a workshop on local reform strengthening with parliament member. Pekka participated in 2 days workshop and had enrichment of knowledge in advocacy. After workshop, pekka has larger vision to see surrounding issues. Member of Parliament said that women budget will be reduced in local budget for another 10 years. It is allocated only 125 millions rupiah. The lack of local regulation as participative regulation, migrant workers encourage pekka member to be more sensitive to the issues. Based on information, Pekka create strategies to respond the problem. One of the way is become balcony parliament. As the balcony parliament, pekka has opportunity to see the final meeting process about last statement of parliament group on development report. There are more issues to watch; policy on development acceleration of Cianjur, Legal reform, Local budget 2009 that is not pro poor, responsibility of the ex head of district report, and future priority on education and health.

The second final meeting was about the agreement between executive and legislative. But the significant increase of local income encourages the parliament to shape the unclear allocation. First experience as balcony parliament make pekka understands the process and relation between legislative and executive, policy objective and strategies of Cianjur District Government. Pekka follow up this experience with Hearing to women empowerment commission. Meanwhile pekka has already contact with figure in Commission 4 to make future advocacy easier. At the end of November and middle of December, PEKKA invited other women organisations to do hearing to voice out several problems through joint statement: Promote increasing number of “gender based” budget to ensure optimal benefit for women, children and communities Ask for gender budget analysis Ensure the budget have been allocated precisely and appropriate with communities needs especially women and children Promote accountability and transparency of gender budget Provide access to information / data for the communities to obtain public documents Promote the formation of policies which ensure the engagement of women groups in planning process starting from village level First hearing have been done cooperate with 7 other organisations. The second hearing was conducted utilising 16 Days anti Violence against Women Campaign agenda which have become national agenda. PEKKA was involved in peace rally with other women organisations. This momentum is important to show to legislative bodies that women organisations especially PEKKA are indeed exist. Not as an NGO’s which always underestimate. When PEKKA joined as balcony parliament, some of the officials such Chief of People Empowerment Board in Cianjur, Mr. Tohari, impressed and surprised when he saw PEKKA’s members on the balcony to monitor the process. When PEKKA conducted hearing with Commission 4, unexpectedly, we met Mr. Falah (member of MSF) whom guided demonstration at the same building, but Mr. Falah choose to guide us to Commission 4. He

seems amazed with our works. All of the process which have been done so far have strengthen PEKKA’s members to do budget advocacy.

V.
IMPORTANT LESSON LEARNED AND FUTURE PLANNING There are 3 (three) dimension of power which become supporting and obstructing factors in poor communities empowerment efforts, especially on women headed household groups. Based on above arguments. Women headed household and poor communities empowerment process are conducted at those 3 dimension. 1.
Real and visible power, in the form of government power, regulation, legislation and law which are binding and ruling communities life Through PRIME project, PEKKA tried to provide wider spaces and access for women headed household an other poor communities groups through advocacy activities. Capacity building program and PEKKA’s motivation to be able to hold dialogue with their leader, carry out their obligation as a citizen by actively involved in giving direct suggestion to the government, still not followed by actual commitment and political will from government to be inclusive to their citizen. This is a challenge to raise government awareness to open spaces of democracy to all level of communities. PEKKA and Unreachable Regent
Along the period of 2008 – 2009 many cases happened in Southwest Aceh starting from domestic violence to sexual abuse against under age children. These are apprehensive situation, moreover local government seems pay no attention responding the cases. That is why we decided to hold hearing with the regent. This was not as simple as we thought. When we came to utter our interests they consider us as an ordinary organisation which only want to submit activity proposal. Maybe, they also amazed with our simple appearance. On their thought, maybe, we are just a group of beggar with bag full of proposal. Our self confidence suddenly appeared that time. We do not mind with their thought as long as our planned goals are achieved, not for our personal interest but for public interest. We felt dissapointed and wanted to cry. We felt ignored and underestimate just because our appearance they made us difficult to meet with our regent. After 2 hours waiting, the regent’s assistant come upon us and told us that the regent is busy and have no time to meet us. We did not feeling despair, although we did not success to meet the regent we still

tried to meet the vice regent. The same thing happened, we have to wait for another 4 hours until all of the regent staff are going home. But, finally we able to meet with the vice regent whom quite responsive with our planning. We insisted the vice regent to meet PEKKA’s members personally so that he able to see the problems directly. Unfortunately, our goals was not succesfully achieved. The vice regent also could not spare his time to have a dialogue with us. Although the regent have given his promise but he did not keep it. So far, we could only cooperate with the institutions that already know PEKKA such as police department and attorney. But, we keep moving on and continue our works to strive for a dialogue with the legislative members. 2.
Second, invisible power ; the power which controlled everything behind the screen outside the formal regulation This power usually influence initiative of PEKKA’s groups and other poor in their engagement in empowerment efforts that have done through PRIME project. For example, they influence the communities by giving them money, it caused the communities reluctant to engage in empowerment process which not directly giving them money. Instead of considering empowerment, education and knowledge as precious investation they consider it as harmful things. It is not easy to open their eyes and turn their mind especially when there are some parties who have different paradigm on empowerment issues.
PEKKA and Financial Aid for Communities In 2009, PEKKA’s program in Aceh Jaya District have lasted for 2 years and have passed various barriers and simplicities in facing the communities, community leader and government. Aceh Jaya region is the area which have destructed by tremendous tsunami. It have made this area, post tsunami, flooded by various funding sources. As consequences, many changes happen not only on the communities’ paradigm which made them lazy but also change its culture. I had a thought, is it possible to implement PEKKA’s program in Aceh Jaya, will it succeed if PEKKA’s group have been formed in Aceh Jaya like the other regions which spread out in 8 provinces.

It seems imposibble when i saw the communities in Aceh Jaya have been lulled by various existing aid. Everytime i visited the village head to discuss group’s establishment they always push me to give statement that there is no financial aid from PEKKA. As consequences, the village head says “if there is no money, its better for you not to come again because i also asked the other NGOs which obviously have money how much money will you provide for my communities”. Although his statement made me feel confuse and sad, but deep in my heart i believe that from numerous village head i will find some of them agreed with my idea to establish PEKKA group. Briefly, reducing activities of existing NGOs in Aceh Jaya and reducing amount of financial aid which are freely given to the local communities, slowly but sure PEKKA could be developed. At the end of 2009, there are 10 groups of PEKKA which established in 10 villages with total number of members more than 340 people. They have done several activities ; saving and loan, education, establish micro finance institution, socialization of law and political issue and other activities which directly related with their daily life such as cake cooking, sewing and other learning skills. This time, at the end of 2009 i have heard a lot from PEKKA’s members or village head whom said “Fortunately, there is PEKKA which came to our region in Aceh Jaya. If not, we have no idea how to continue our life. We can discuss with other friends, loan money when we need it, and do productive things, etc’. My spirit were increased when local government in Aceh Jaya give fully support to PEKKA. When we conducted dialogue and invited officials from department of women empowerment, they attended the meeting and give positive response. They also bring other guest from other NGOs such as UNDP and Canadian Red Cross. They asked whether PEKKA only established in Setia Bakti subdistrict? I said that , hopefully PEKKA will be established in all subdistrict in Aceh Jaya. From above dialogue activities, PEKKA in Aceh Jaya obtain many offer to attend some event such as training activities which conducted by other NGO or women empowerment department. One funny thing i found in that event was when the representative from

women empowerment department asking whether all of the invitees will get perdiem after the meeting or not. Firmly i said “no”. The invitees will only get real local transportation fee. My firm answer made them aware that it is not PEKKA’s habit to give fresh money to the members. 3.
Third, invisible power in the form of culture, custom and religion values which exist in the communities and adopted by the communities’ members PEKKA and other poor communities groups internalize this values continuously. There are positive values which will strengthen such as spiritual belief which will give strength to the individuals to survive in every difficult moments. But, in contradictory, some of this values are counter productive for PEKKA’s groups and other poor communities whom have to hardly struggle for their life. It is usually in the form customary provisions which influenced women headed household’s life. For example, there is custom of a widow whom husband died, she is not allow to leave her home until a spesific period of time. This custom made her difficult to earn money for living. It is not easy to change and break this kind of custom.
Pekka and challenge of Traditional Custom 17 September 2009 was a shocking day for Iina Dafrosa Surat, that day she suddenly became widow because his husband fell from the roof of her sister in law when he fixed it. His husband was a carpenter and house builder but he got no house to build since his last ten years, they did not know why. In that time, he just stayed at home and take care of the house and grand children because Ina Rossa works in the market, 2-3 markets a day.

Ina Rosa who is a hard worker without complaining, she can go to 3-4 market per day to sell sarong Adonara, kebaya, sarong mandar,etc. After his husband left him, she had to stay at home. Is it custom or habit? this is my question all along, how can ia find a way out...? According to Adonara people The cause of death of ina Rosa’s husband was unnatural since he felt on death. This cause more big burden for Rosa who already had enough burden as she was the one who generate incomes for all family. In July 2009 Ina Rosa enlisted to be Pekka member but now she is really female head of household. Ina Rosa can not work until people of Adonara hold traditional ceremony called “LEWAK TAPO” means” cut the coconut” to search the cause of unnatural death. Before this ceremony, every member of family had to gather days and night, drinks and eat with the money that Rosa could not earn because she can not go to the market. After the husband died, the widow must stay at home but if the wife died firt, man could get out in the 5th day. This is the big question for me; it is a discrimination, why man can go but not woman. Ina Rosa still has 2 children who study in University in Bandung and Makasar. In this unnatural death, ina Rosa, her children and extended families can not eat meats, eggs, all food come from coconut. All things in the house stayed in the house even if it is as important as commercial goods. It happen a week “LEWAK TAPO”. This final ceremony must be held so that all members of family and all neighbors know the cause of unnatural death. Thousand chickens are sacrifice, but only man allow to cook and serve, only in this ceremony woman become a queen. Uniquely, food is serve with banana leaf and drink with coconut. It is a very traditional ceremony and the woman can only be queen in this only day. In 2010, PRIME will keep working to empower women headed household and other poor communities groups to prepare them in the process of facing those 3 dimension of power, to advocate and change negative power and to strengthen the efforts for social changing. The existing center will be continued to develop to ensure the continuity of

learning process within communities, to open their mind and finally to build collective power for social changes.
