Troubled by fuel separation?
-----------------------------------

A Safety Review of Ships for Liquefied Gases and Future Legislative Needs D. S. Aldwinckle and D. McLean* 1. INTRODUCTION The main Codes (Refs. 1 and 2) for the design and construction of gas ships have been in existence for some eight years. When Reference 3 becomes mandatory from 1st July 1986, under the 1983 Amend ments to SOLAS 1974, the industry might feel, with some justification, that further legislative needs are unnecessary. However, future design developments and experience with existing and future gas ships designs may highlight some omis sions in the existing regulations that may not be apparent at this time. Would this mean another round of detailed updating of the Codes? This paper reviews the situa tion and offers some thoughts on the type and form of future legislation. In terms of the total world merchant fleet, ships for LPG and LNG form only a small percentage. Many sources indicate that the demand for LPG and LNG has at the pre sent time levelled off with future demand being unpredictable. Despite these predic tions, ships are still being completed, albeit at a reduced rate compared with the peak in the late seventies. As background informa tion Table 1 gives the number of LPG and LNG ships completed each year during the period 1970 until 1984, whilst Tables 2 and 3 give an analysis of the LPG and LNG world fleet by flag (Ref. 4). Whilst ships for liquefied gases are without doubt some of the most sophisticated ships at sea, their safety and performance record to date has been reported to be very good. These findings may be attributed to the stringent requirements existing through in ternational and nationallegislation for the design, construction and operation of such ships, but due credit should also be given to the owners and operators for their continual commitment to safe operation. In order to highlight any safety deficiencies and to assess the possible need for future legislation, it is first necessary to review the casualty statistics for these ship types, together with the damage records. The re view of the damage records has been li mited to hull structures and cargo contain ment systems for the pu rpose of this paper. It is also essential to examine existing and future trends in gas ship design, together with safety assessment methods available to ensure the adequacy of the ships for the safe transportation of LPG and LNG and to assess the effects of innovation and change. Only by carrying out such studies will it be possible for future legislative needs to be assessed and defined. However, the philosophy of IMO resolution A500 (XII) (Ref. 5) recognises that new S. en W. - 52ste jaargang - nr. 13 - 1985

regulations, or changes to existing regula tions, should only be made in response to a 'clear, well documented demonstration of compelling need'. Clearly, new regulations should not try to anticipate novel systems and design features in a comprehensive and concise form. To do so would tend to stultify progress by the developer. This paper sets out to analyse the safety record for gas ships. It ends by discussing the trends in design and operation together with possible future legislation. 2. GAS SHIP CASUALTIES AND DAMAGE STATISTICS 2.1 Ship Casualty Statistics A study has been made of the safety performance of all gas ships in the world fleet. The casualties and total losses are shown in Table 4 for both LNG and LPG ships. In order to make a comparison with the main body of the world fleet, the figures for dry cargo ships are also included. This Table also gives the rate for lives lost on the basis of 1 000 ship years. 2.2 Damage Analysis of Classed Ships The damage records of ships for liquefied gases to the Society’s class were reviewed using ship damage data held within the Society’s Technical Records Office (Ref. 6 ).
With respect to the primary barriers of the various containment systems, the records indicated that there were no instances of damage which had resulted in leakage of liquid cargo such that the secondary con tainment system was utilised. An investigation to compare the structural

reliability of gas ships with other ship types has been undertaken. Fleet, general and area studies (Ref. 6) helped to identify the average damage frequencies. Ad hoc in vestigations also determined the damage frequencies as a function of ship age. As an example, damage rates for gas ships have been compared with certain ship types and size from the dry cargo ship fleet, namely container ships and bulk carriers (see Table 5). A comparison of the structural damaged items for gas ships can be seen from Table 6. More specific details can be found in Tables 7 (a) and 7(b) covering the period from 1960 to date. The location of structural damages in way of cargo areas for 'all causes’ and 'nonoperator causes' are indicated in Figures 1(a) and (b) respectively. It will be noted that the greatest proportion of the damages occurred in way of the double bottom struc ture and side structure. Detailed examina tion of the records indicates that the double bottom damages related principally to the early designs of ships fitted with cargo tanks of the Independent Type A, and may be attributed to the particular configuration of the cargo tank supports, and the difficulty in defining the interaction loads between cargo tank and hull structure without the use of the structural analysis techniques now available. These earlier damages, as reflected in Tables 6, 7 (a) and 7(b),were recognised at an early stage and the Socie ty’s Rules (Ref. 7) were modified accord ingly in respect to side shell transverse framing and cargo tank supports in order to improve the design requirements. * Lloyd's Register of Shipping, London

be taken. The analysis indicated that the ships were, of course, subject to operatio nal incidents in common with other ship types, and whilst the earlier designs associ ated with the Independent Tank Type A containment system highlighted some hull structural problems, later designs of this type and the hull structures associated with other containment system types have given a good in-service performance while the safety records for the containment sys tems themselves are excellent.

Location o f structural damage in way o f cargo spaces 2.4 Discussion of Statistical Analysis A direct comparison of the casualties of gas ships with the dry cargo ship fleets demon strates that gas ship rates are very much lower. They are 60% and 42% of the dry cargo ship serious casualty and total loss rates respectively. It should be noted that the rateforthe lives lost on gas ships is 11 % of those lost on dry cargo ships. The inclusion of the damage on the earlier LPG ship designs tends to distort the over all analyses results, since the later designs have a much improved record for the dou ble bottom and side structures. The main causes of structural damage are: (a) load concentration (b) fatigue, and (c) operation practice.
The first two causes can, to a large extent, be taken into consideration in the design analysis. However, particular attention is required to be given to detail design. It is this item that can cause the greatest problem in gas ship operation without affecting the actual safety of the ship. For example, particular attention must be given to in tersection of hull girder secondary and primary stiffening and the hopper/inner bot tom connection. Fatigue cracks can de velop in these regions of high stress and may propagate into the inner hull, thus permitting the possible leakage of ballast into the inter-barrier spaces. Such leakage would, of course, be quickly detected by the ship’s cargo containment monitoring sys tems, permitting the appropriate action to
3. DISCUSSION OF GAS SHIP DESIGNS The pressurised and semi-pressurised LPG cargoes are carried in containment systems designated as Independent Tank Type C whilst the fully refrigerated cargoes are principally carried in Independent Pris matic Tanks Type A, although some mem brane and semi-membrane type contain ment systems are also utilised. A more recent development is the use of Indepen dent Prismatic Tanks Type B by Japanese shipbuilders in ships in the Japanese domestic fleet. The ships of the world LPG fleet have been analysed by capacity and age and the re sults are presented in Table 8. It will be noted from the Table that 47.5% of the existing LPG fleet is less than ten years oid and accounts for just over 65% of the total available cubic capacity. Of particular in terest is the fact that 50% of the total cubic capacity available is made up by fully re frigerated ships of over 70 000 m3 capacity, the number of such ships being only 7.5% of the world LPG fleet. Conversely, 68% of the total world fleet is accounted for by ships of less than 5 000 m3 capacity, these ships making up 9.5% of the total available cubic capacity. Table includes 22 ships which are also designed for the carriage o f LPG. The number and capacity o f these ships have not been included in the capacity and age analysis o f LPG ships.
are therefore confined to the smaller ships with capacities of less than 15 000 m3 although there is some overlap with the fully refrigerated ships. LNG is carried in the fully refrigerated con dition with the existing world fleet utilising four principal cargo containment systems, i.e. Gas Transport, Technigaz, the Moss Rosenberg Spherical Tank System and the Conch System. The first two systems are of the membrane type and the latter two of the Independent Spherical Tank Type B and Independent Prismatic Type respectively. The results of an analysis of the world LNG fleet by capacity and age are presented in Table 9. It will be noted from the analysis that about 65.5% of the existing ships are less than ten years old and account for 85% of the total cubic capacity available. Ships of capacity of 100 000 m3 and over com prise 54% of the world fleet and make up 80% of the total capacity available. From the casuality statistics and damage data available and the excellent in-service records, it may be concluded that the IMO Gas Codes have generally set the correct design and construction standards and that there is now a confidence in the levels of safety offered by the cargo containment systems in ships for liquefied gases. This may in part be attributed to the process of evaluation and inspection carried out by the Classification Societies as part of their own work and on behalf of Administrations in the application of statutory requirements. Containment systems approval by Lloyd’s Register (Refs. 7, 8) is carried out in three basic sequential stages: a) Approval in Principle b) General Approval for Ship Application c) Approval for Particular Ship Application. Thus a containment system is evaluated from the initial design concept through to its use on a particular ship design. The approval status assigned at this time by Lloyd’s Register to various containment S. en W. - 52ste jaargang - nr. 13 - 1985
systems is indicated in Table 10. It should be noted that Independent cargo contain ment systems of Types A and C for the carriage of LPG have not been included in the Table, although LPG ships built to Lloyd’s Register class have been fitted with such containment systems. The procedures for the appraisal of the hull and cargo containment systems of the In dependent Tanks Type A and C and Inde pendent Spherical Tanks Type B are now well established. Full scale measurements have indicated the validity of the analytical techniques utilised to determine the cargo tank/hull girder interaction loads and the stress levels in the tank structure. A general summary of the activities associated with the assessment of an Independent Tank Type A is indicated by Figure 2.

As indicated earlier, Japan has previously utilised the Independent Prismatic Tank Type B containment system for the car riage of LPG. It is understood that such containment systems had not been approved by other Administrations or Clas sification Societies until quite recently. This could be attributed in pari to earlier reserva tions about the ability to predict accurately the stress levels in the cargo tank structure. In view of the more refined structural analy sis techniques now available, the ad vances in fatigue, crack initiation and progagation analyses techniques and the level of quality assurance adopted by the ship builders constructing such containment systems, other National Authorities and Classification Societies are now giving favourable consideration to such submis-

sion for approval. An important factor to be considered in this respect is the satisfac tory 'in-service' structural performance of the existing Independent Prismatic Tank Type A Containment Systems on which these Independent Prismatic Tank Type B Systems are based. The Society's Rules (Ref. 7) and the IMO Gas Codes specify that sloshing loads have to be taken into consideration when approving a cargo containment system. Lloyd's Register have recently completed development of a non linear transient numerical solution of liquid cargo sloshing motions and pressures (Ref. 9) and good agreement has been found between the numerical solution and the results of model experiments. The computer program will permit evaluation of a wide variety of tank configurations with or without internal stiffening. Coupled with computer graphics techniques, the fluid motion can be observed, as also can the fluid velocity vectors. The program also permits a study of the effect of coupling between sloshing and ship motions. Figure 3 illustrates the results of numerical simulations at three different time instances of a 75% full tank oscillating at resonance with 15° ampli tude whilst Figure 4 illustrates a numerical simulation of liquid motions in a tank with internal structure and also includes the fluid velocity vectors.

SAFETY ASSESSMENT METHODS FOR FUTURE DESIGNS 4.1 General Within the framework of existing rules and regulations and the IMO Gas Codes, sev eral technical methods exist to help in the safety assessment. Some are either re quired specifically or have been specially developed and applied to enhance our understanding and safety assessment of gas ships. For example, proposals for icebreaking LNG carriers have involved the application (Refs. 10 and 11) of reliability, mission simulation and risk analysis technology. In considering new proposals, Lloyd's Re gister would be able to apply risk and re liability techniques alongside existing methods in order to give the required safety assurances. 220

The application of probabilistic techniques to reliability problems was born during and immediately after the Second World War. The need arose in order to ensure an adequate performance of weaponry. Later it was necessary to develop these methods further for space programmes, and methods such as fault tree analysis were applied and then computerised. During the mid-sixties it became the stan dard approach to apply these techniques as part of safety assessments to the aeros pace industries. To support this approach, it was necessary to create large data bases on the reliability of various components. In the seventies these methods spread to other industries, such as nuclear and pet rochemical, mainly as a result of public concern for safety in these high risk indus tries. In the last five years or so, this interest and need has spread to marine and offshore industries, although similar activi ties in the naval area have taken place over several years (Ref. 10). These methods have now also been successfully applied to chemical tankers. 4.2.2 Fleliability Theory The theoretical treatment of structural, mechanical and electrical components and systems is well documented. The basic mathematical treatment is quite simple but it can become very involved (Ref. 12). The simplest case is when time has no effect upon the failure or hazard rate. In this case data for a particular component can be satisfactorily modelled by an exponen tial distribution. In practice, most compo nents deteriorate with age and the constant failure rate is not truly representative. How ever, the mathematics and analysis can become quite involved and for most practi cal purposes a constant rate is generally acceptable. 4.2.3 Fault Tree Analysis In novel projects involving complex arrangements of new and familiar compo nents and/or base events, where it is necessary to study the possible interaction effects, the technique known as fault tree analysis can be employed. This involves simple logical relationships being repre sented by AND and OR gates. The
mathematical analysis of complex systems can become very involved and the use of computer programs is recommended. It is important to ensure that the correct top event is chosen. This will depend upon the type of emphasis being placed upon the analysis. It is usual for this to be related to an undesirable event (i.e. a hazard) and it may be necessary to employ failure mode and effect analysis (FMEA) and event tree analysis (ETA) prior to FTA. Examples of FMEA and FTA for LNG containment sys tems can be found in Reference 11. 4.2.4 Software and Hardware Reliability Analysis There is an increasing use of programm able micro-processor based systems for marine application. The shipboard loading instrument and others for cargo control are good examples of this trend. Many new concepts are being planned. The safety integrity of these systems is an important aspect for their approval. This must start by analysing the reliability and looking in turn at the software and the hardware. It may, however, be necessary where future mi cro-processor based systems form part of a larger system, to analyse the reliability and safety through the established technology of fault tree analysis. As more redundancy is built into a system to protect against random hardware failures, other failure causes are likely to become more important. If the micro-processor based system plays a key role in ensuring safety, then the methodology in the reliabil ity analysis will become critical in future in ensuring adequate and safe marine designs. Reliability analysis of software is more diffi cult to assess and quantify. Unlike normal event frequencies and component failures, software reliability tends to increase with age rather than decrease, This is mainly due to the debugging of a standard prog ram leading towards software giving fewer errors (Ref. 11). 4.3 Fatigue Life and Crack Propagation Analyses The IMO Gas Code and the IGC Code require a fatigue life analysis and crack propagation analysis for the safety evalua tion of Type B containment systems in order to meet the leak before failure criteria' implicit in these high confidence

level tank types. In respect to spherical type tanks which comprise an unstiffened shell plating, the evaluation procedures may be considered to be relatively straightforward and now well established. For a prismatic tank however, with its complex system of primary and secondary internal stiffening, the necessary calculations become more complex. The fatigue strength analysis requires the results of an accurate analysis of all regions and details of the cargo tank structure in orderto determine the stress history. By the use of an agreed confidence line of fatigue crack initiation life on appropriate S-N curves, stress concentration factors and the linear damage equation as given in the Gas Codes, the cumulative damage Cw is determined (Refs. 1,3,13,18). Acceptable and agreed values of damage factor for tank plating, primary and secondary stiffen ing, should not be exceeded. Using an agreed initial defect size, crack propagation equations are utilised to deter mine crack growth. Current fatigue life analysis in ships for liquefied gases is usually made on a deter ministic basis, with conservatisms intro duced in most aspects of the assessment but with no quantification of the overall safety of the structure. More recently, re search workers on fatigue have been studying ways of introducing probabilistic techniques into the S-N design procedure which would help to rationalise the various factors of safety employed (Refs. 14,15). In the future, similar techniques may also be introduced into crack propagation analysis, with statistical distributions being assigned to NDE capability and material property requirement. This approach, when readily available, may well be incorporated into gas ship design. 4.4 Ship Collision Analysis Ship collision analysis is becoming in creasingly important. The need, in the main, is for individual cases for specific areas. In certain ports, harbours and estuaries, additional safety information has been necessary to guide port authorities on recommended ship speeds for when a gas ship is approaching or berthing. The kinetic energy involved and speeds to cause penetration of the containment system need to be estimated. Several individual investigations have been made by Lloyd's Register, for example, some basic ship collision analyses in order to assess the likely spillage of the contents (Ref. 16). 4.5 Mission Simulation Technology Simulation techniques are very powerful and are a useful way of exploring the possi ble effects in the design, operation and logistics on the overall performance. For most systems the complexity of operations and the many variables involved precludes a deterministic solution to the problem. In S. en W. - 52ste jaargang - nr. 13 - 1985
stead a stochastic approach is taken, where probabilistic distributions are used to define the variables considered. The model then samples from these distribu tions in a logical manner which allows the frequency of the various failures to be esti mated. The output data from a stochastic model are themselves random. In order to understand the output a statistical analysis must be undertaken. In order to increase the confidence one places in the output of the model, a sensitivity analysis should be undertaken. Mission simulation analysis has been suc cessfully carried out for gas ships (Ref. 11) and chemical tankers. In these cases, ex tensive fault tree analysis was performed on each of the major systems allowing for human error, 4.6 Consequence Analysis Simulation In the very unlikely event that a FTA unde sirable top event, involving spillage ‘whether through collision, grounding or pipe fracture, should occur, then the simulation of the behaviour of the sub stance may be necessary. Usually the re sults of a consequence analysis are re quired to determine the level of damage likely to result should any of the failure events identified through, for example, FTA or FMEA, occur. As an illustration of the areas which may need to be addressed, the procedure for determining the consequ ences of an LNG spillage (perhaps resul ting from the transfer arm failure or from ship collision) is considered here. The problem of LNG spillage can con veniently be divided into three phases: (i) spillage (ii) Atmospheric Dispersion (iii) Damage Determination. These categories are not mutually exclu sive but tend to overlap depending on the type of spillage. 5. TRENDS IN FUTURE DESIGN AND OPERATION Whilst in the long term the availability and consumption of LPG is bound to increase, it is considered that, because of the present tendency towards world LPG fleet over capacity for the cargoes available, the im mediate future will see a consolidation of existing designs in an attempt to reduce capital and operating costs rather than ma jor advances in containment design. The exception will perhaps be the future accep tance by other National Authorities and Classification Societies of Independent Prismatic Cargo Tanks Type B. Consider able research has already been carried out into Independent Prismatic Cargo Tanks Type B (Ref. 17) and a paper (Ref. 18) was submitted by Japan as Paper BCH/50 to the Ninth Session of the IMO Sub-Commit tee on Bulk Chemicals in July 1981. Due to time limit, the Sub-Committee was unable to examine the document in detail but felt
that it might be used by Administrations as a basis for examining Independent Prismatic Tanks Type B. Whilst the IMO Gas Code and the IMO IGC Code permit this type of containment system, required stress criteria are not fully defined and Administra tions may require compliance with additio nal or other stress criteria. Stress criteria require therefore to be established and agreed. In addition, and with respect to the fatigue studies required for this contain ment type, agreement is required in respect to the probability level to be applied for the S-N curves and also the allowable cumula tive damage factors Cw for the cargo tank primary and secondary structure. Design consideration is being given by shipbuilders to increasing the maximum size of Independent Cargo Tanks Type C. The IMO Gas Code and the IGC Code, however, require that where the design temperature of the cargo tank is to be below -10°C then carbon-manganese steel tanks should be post weld heat treated. It will be appreciated that for the larger sized tanks such heat treatment is difficult to perform and this difficulty is recognised by the IMO Codes which permit mechanical stress relieving as an alternative procedure provided certain requirements are met, one of which is that the maximum thickness does not exceed a standard acceptable to the Administration. At the present time, this limit has generally been accepted as 30 mm although evaluation studies are at pre sent being undertaken by IACS with a view to increasing the limit to 40 mm. If these studies conclude that the thickness limita tion for mechanical stress relief can be raised, then it may be anticipated that there would be an increase in the size of the ships fitted with the containment systems of this type. LPG ship operators require to diversify the ships’ operation and the carriage of naphtha on existing LPG carriers is not uncommon. Annex 1 to MARPOL 73/78 became mandatory in October 1983 and, whilst an LPG carrier would require to com ply with the requirements of Annex 1 for fuel oil used for propulsive purposes, as soon as it carried naphtha it is also necessary for the ship to meet the requirements for the carriage of oil as a cargo. Complying with these requirements can cause technical difficulties and two flag Administrations to date, i.e. UK and Norway, would accept various equivalent technical arrange ments. Many LPG carriers are also designed for the carriage of anhydrous ammonia which may be carried onboard ship in the fully refrigerated condition or in the semi-pressurised/semi-refrigerated condition. Over a number of years there have been reports of cracks occurring in tanks used for the land storage or transportation of anhydrous ammonia and this has been attributed to stress corrosion. Such cracking resulted in 221
considerable research, the results ot which have indicated that consideration is re quired to be given to the carriage tempera ture, the strengh of the steel and the possi ble need for a suitable stress relieving treat ment. It was also noted that traces of ox ygen in the ammonia greatly increase the risk of cracking whilst the addition of 0.2% of water may inhibit cracking. Stress corro sion cracking has not been found in tanks containing anhydrous ammonia fully re frigerated at -33°C . However, this was not the case for tanks operating at tempera ture above -20°C , One feature of ammo nia stress corrosion cracking is the need to employ magnetic particle inspection methods using an AC yoke in order to de tect its location at an early stage. IMO BCH10, as a direct result of a UK submis sion, requested IACS to consider the ques tion of ammonia stress corrosion cracking on shipboard containment systems with a view to considering the need or otherwise of possible amendments to the appropriate sectionsof the IMO IGC Code and this work is progressing at the present time. Lloyd’s Register (Ref. 7) recommend the use of steels with a specified minimum tensile strength not exceeding 410N/mm2 or, where steels of higher tensile strength are used, suitable stress relieving heat treat ment in order to reduce the hardness of the weld metal and HAZ to 250 VICKERS PYRAMID NUMBER maximum in order to minimise the risk of stress corrosion crack ing, when high purity anhydrous ammonia is to be carried at a minimum service temperature above -20°C. The next generation of LNG ships will be more economical than their predecessors in order to reduce the overall LNG trans portation costs and this will principally be achieved by reducing the cargo boil-off rate, by fitting of reliquefaction plant and the installation of a diesel engine. Other de signs offer a diesel engine operating simul taneously with a gas turbine which will uti lise the cargo boil-off gas as fuel, whilst another alternative under consideration is the diesel engine fitted with gas injection. The issue of reliquefaction capacity for LNG ships and special requirements for gas fired internal combustion engines and gas fired turbines, are three items which require further consideration in order to obtain a unified interpretation. The use of reliquefaction plant onboard ship for LNG is an entirely new concept in the marine en vironment. From 26th July 1984, Lloyd’s Register’s Rules require that all ships (with certain exceptions) be fitted with a loading instru ment in addition to a Loading Manual in order that checks can be made on the longitudinal strength of the ship by the ship’s staff. This rule requirement is in line with a Unified Requirement on this matter and approved by the Council of IACS. The loading instrument obviously provides a 222
greater degree of flexibility than the approved loading manual. The loading in strument itself is subject to approval by the Classification Societies for shipboard use and is required to be inspected for con tinued correct operation. National Author ities also require that damage and intact stability caiculations be carried out for the proposed loading conditions for a ship, these conditions to be approved and sup plied in booklet form to the ship to enable the master to load and operate the ship in a safe and seaworthy manner. In view of the extensive combination of loading conditions feasible on ships for the carriage of LPG, it is not possible to include all possible combinations of conditions in the approved trim and stability booklet and this in effect can reduce the flexibility of the ship operation. To improve the flexibility, many shipowners have resorted to the pro vision onboard of 'limiting KG curves’ for damage stability purposes and which are intended to embrace all possible loading conditions. However, even these curves can have their limitation so that in attempt ing to cover all possible loadings the in formation becomes complex to use and unwieldy. For these reasons shipowners are now giving consideration to the use onboard ship of computers in order to carry out both the damage and intact stability calculations. The IMO Gas Code and the IGC Code do not at the present time permit the use of such computers in lieu of the trim and stability booklet. The acceptability to the National Authorities of the installation onboard of computers for stability and dam age stability calculations is a matter of cur rent discussion but the present situation is somewhat inconclusive. However, it is understood that at least one National Au thority has adopted ’in principle' the use of a computer onboard a ship for a short period, as a supplement to its approved loading and stability manual, in order to assess its capabilities and reliability. However if in the future these onboard computer systems are further developed then techniques de scribed in 4.2.4 can be used to assess their reliability. 6. FUTURE LEGISLATIVE NEEDS AND CONCLUSIONS In the foregoing it has been shown that the safety record of gas ships is of a high stan dard compared with the majority of ship types in the world fleet. Safety and perfor mance levels can, of course, always be improved. However, a balance has to be achieved between the cost of im plementing further legislation and the possible return in improved safety and performance levels. Whilst casualties and damages will always indicate possible safety deficiencies, ex perience in the application of existing re quirements is considered to give a high level of confidence in the levels of safety
provided by existing requirements. A re view of future design and operation trends has indicated some need for refinement of existing legislation. However, it is consi dered that no new major legislation will be required in the near future. If major innovations in design and opera tion are subsequently proposed, this paper has outlined briefly some technical and safety assessment methods that may be utilised in the evaluation by the designers, of their proposals for submission to the relevant authorities. In this way the de velopers and designers will have a degree of flexibility to overcome any possible rigid constraints which may be imposed by vir tue of existing legislation. It is also consi dered that these methods will provide a more rational approach to safety and give better and safer solutions than would other wise be achieved by the use of further legislation.

Fig. 7: Regeling zeewaterpomp tor: B & W 7L80GF, 18.500 epk.

Ship Research Association to establish CADCAM centre The British Ship Research Association (BSRA), is to establish a computer aided design and manufacture (CADCAM) cen tre at its Wallsend Research Centre in North-east Engtand. The centre will enable organisations world wide to have the benefit of BSRA's consid erable experience in introducing CADCAM technology in the shipping industry and elsewhere.
Demonstrations, training, advice, access to hardware and bureau services are all planned within a new purpose-built facility. The development arises from BSRA's work for Britain’s Department of Trade and In dustry in operating one of five CADCAM Practical Experience Centres set up by the Department as part of its three-year cam paign to increase CADCAM awareness. (LPS) All-in-one maritime computer system An all-in-one maritime computer system, developed by the British Ship Research Association is designed to assist all onvessel activities with a single hardware and software package. The Ship Management System has a 128k to 756k memory capacity which can be expanded to 2 megabytes. Six modules are available, offering a range of facilities, and potential users can start with a modest system and go on to expand it. The Loadmate module calculates and col lates information for loading purposes. The programme can provide draughts and trim, intact stability and longitudinal strength in formation. The Planned Maintenance module allows comprehensive data processing, including backlog, current and forward maintenance programmes, management reports and budget costing. It can reschedule mainte nance on single machines or on the entire vessel and make provision for dry-dock periods. Other facilities include spare-part stock control, service performance monitoring, word processing and spread sheet accounting. The system is menu driven, so that it can be used with little technical training. Satellite communication to shore bases is also possible to keep owners up-to-date with vessel status.
