In de haven van Lauwersoog, een plek die jaarlijks door zo’n 1,8 miljoen mensen wordt bezocht, komt een nieuw kunstpaviljoen. Het heet Eb en Vloed en toont 20ste eeuwse en hedendaagse kunst gerelateerd aan natuur, vis en zee.
A new art pavilion is planned for the harbour of Lauwersoog, a location visited by around 1.8 million people every year. It will be called Eb en Vloed (Ebb and Flow) and will present 20th-century art related to nature, fishing and the sea.
Initiator van Eb en Vloed is Thom Mercuur. Hij is bekend als kunstverzamelaar, galeriehouder, museumdirecteur en uitgever. Maar bovenal is hij de man die in Landgoed Oranjewoud bij Heerenveen het succesvolle Museum Belvédère heeft opgericht. Samen met architect Gunnar Daan en grafisch ontwerper Gert Jan Slagter ontwikkelt Mercuur nu opnieuw een opzienbarend en eigenzinnig project.
The initiator of Eb en Vloed is Thom Mercuur. He is known as an art collector, gallery owner, museum director and publisher. But above all he is the man who founded the successful Museum Belvédère in Landgoed Oranjewoud (Oranjewoud Estate) near Heerenveen. In conjunction with architect Gunnar Daan and graphic designer Gert Jan Slagter, Mercuur has developed another striking and individual project.
Eb en Vloed maakt deel uit van een grootscheepse herinrichting van de haven van Lauwersoog. Een initiatief van de provincie Groningen en gemeente De Marne. Met zijn opvallende collectie en markante architectuur voegt het kunstpaviljoen een krachtig cultureel accent toe aan de toekomst van de streek. Het wordt daar een van de belangrijkste trekpleisters.
Eb en Vloed is a part of a large-scale revamp of Lauwersoog harbour, an initiative launched by the Province of Groningen and the Municipality of De Marne. With its remarkable collection and striking architecture, the art pavilion will add a powerful cultural accent to the future of the region. It will become one of the more significant points of interest in the north of the Netherlands.

A NEW FUTURE FOR LAUWERSOOG
Het noordelijk grensgebied van de provincies Groningen en Friesland is een van de meest aantrekkelijke streken van Nederland. Je vindt er het Nationaal Park Lauwersmeer, het Nationaal Park Schiermonnikoog, het Werelderfgoed Waddenzee en de Nationale Landschappen Middag-Humsterland en de Noordelijke Friese Wouden. De haven van Lauwersoog is het toeristische middelpunt van dit uitgestrekte gebied. Jaarlijks wordt het bezocht door zo’n 1,8 miljoen mensen. Een deel van hen neemt de boot naar Schiermonnikoog. Anderen komen er om te genieten van de natuur, de ruimte, de rust. Men wandelt, fietst, vaart, eet een visje, of men bekijkt de bedrijvigheid van de vissers. Want Lauwersoog is ook het economisch centrum van dit natuurgebied.
The northern border district of the provinces of Groningen and Friesland is one of the most attractive areas in the Netherlands. It accommodates the National Park Lauwersmeer, the National Park Schiermonnikoog, the Waddenzee World Heritage and the National Landscapes of Middag-Humsterland and the Northern Friese Wouden. The harbour of Lauwersoog is the tourist hub of this far-flung region. Every year it is visited by 1.8 million people. Some of them take the boat to the island of Schiermonnikoog, while others come simply to enjoy nature, the open space, the tranquillity. People go walking, cycling, sailing, tuck into freshly caught fish, or are fascinated by the activities of the fishermen. After all, Lauwersoog is also the economic heart of this nature area.
Niemandsland
No man’s land
Toch is het havengebied van Lauwersoog, ondanks al deze recreatieve drukte en bedrijvigheid, een soort niemandsland. Een plek voor vrijbuiters. Wie iets wilde ondernemen in dit gebied, kon jarenlang zijn gang gaan. Gebouwen en loodsen zijn lukraak neergezet. Industriële functionaliteit bepaalt uiterlijk en uitstraling. Alles ademt een zekere terloopsheid en rauwheid. Er is geen samenhang. Dat heeft te maken met de geschiedenis van de plek. Want Lauwersoog is in feite niet anders dan een werkhaven uit de tijd van de afsluiting van het Lauwersmeer, eind jaren zestig. Het kent geen eeuwenoude historie die de plek een eigen karakter geeft. De haven is, goed beschouwd, een civieltechnisch complex in een natuurpark. Maar daar komt verandering in.
But despite all this recreational activity, the harbour area of Lauwersoog is still a kind of no man’s land. It is a place for freebooters. In the past, anyone wishing to undertake anything in this area could simply do so without impediment. Buildings and sheds were erected at random. Industrial functionality determined the appearance and allure. As a result, everything radiates a certain ambience of impermanence and rawness. There is no coherence. This is directly related to the history of the place, for Lauwersoog is little more than a working harbour dating from the era of the closure of the Lauwersmeer, a former sea inlet, at the end of the sixties. It does not have an age-old history that affords the location an own special character. In fact, one might say that the harbour is a civil-technical complex in a nature park. But this is all about to change.

Geschiedenis
History
Het begint allemaal met een wrang stukje geschiedenis. In 1969 werd het Lauwersmeer afgesloten. Dat leidde tot veel frustratie bij de vissers, want die raakten van de ene dag op de andere hun vertrouwde dorpshavens kwijt. De vissers moesten voortaan naar de buitendijkse haven in Lauwersoog. Ze werden tegen hun zin geconfronteerd met een nieuwe situatie en zijn vervolgens nooit geholpen met de opbouw van een nieuw bestaan. Het gevolg: een decennialange frustratie. Op zeker moment is bij de overheden het idee ontstaan om hier iets aan te doen. Er is toen een visie opgetuigd om het hele gebied op een hoger plan te brengen. En daarbij is zowel gekeken naar de belangen van de vissers als naar die van de toerist. Het is deze brede aanpak die maakt dat overheden er geld voor vrij willen maken. Tegelijkertijd worden plannen ontwikkeld die het gebied voor particuliere investeerders en sponsors interessant maken.
It all began with a rather bitter historical development. In 1969, the Lauwersmeer was closed off from the Waddenzee. This led to much frustration among the fishing community, because they lost the use of their familiar fishing harbours almost overnight, as it were. From that time onward, the fishermen had to make use of the harbour in Lauwersoog, outside the main dike (on the sea side). They were thus faced with a new situation, one certainly not to their liking and one for which they received no help in restructuring their everyday lives. Decades of frustration were the consequence. At a certain moment, the government authorities decided to do something about this situation. A new vision was formulated with the aim of elevating the whole area to a qualitatively higher level. And this entailed consideration of not only the interests of the fisherpeople but also of potential tourists. This broad approach was the factor that encouraged the government authorities to make funds available for this project. At the same time, plans were formulated that would make the area attractive to private investors and sponsors.
Herinrichting openbare ruimte Er is op Lauwersoog nog veel te doen. Belangrijk aandachtspunt is de herinrichting van de openbare ruimte. Het gaat daarbij om nieuwe oplossingen voor het autoverkeer en een nieuwe inrichting van de haven. De vissers zullen, om hun bestaan veilig te stellen, in de nabije toekomst met andere middelen moeten gaan werken. De grote schepen waarmee ze nu op één soort vissen, moeten wijken voor kleinere schepen waarmee verschillende soorten bevist kunnen worden. Daarmee zijn de vissers minder afhankelijk van de seizoenen. Andere schepen vragen echter om andere havenoplossingen. Nu meren ze nog langszij de kade, straks liggen ze er met de achterkant tegenaan. Er zijn diverse brainstorms met de vissers geweest om hun wensen in kaart te brengen. De haven moet ook plaats bieden aan de pleziervaart. Dus de beroeps- en de recreatieve vaart moeten beide gefaciliteerd worden. Dat vraagt om een heel
Revamp of public space There is still much to do in and around Lauwersoog. An important point of concern is the reorganization of public space, with particular focus on new solutions for motorized traffic and a new layout for the harbour. In order to protect their livelihood, the fishermen will have to make use of other resources in the near future. The large ships that they currently use to catch for one sort of fish will have to give way to smaller ships that can be used for various sorts of fish. This will make fishermen less dependent on the seasons. Other ships will require other harbour solutions. At present they berth alongside the quay, but shortly their sterns will form the only point of contact. There have been several brainstorm sessions with the fishermen to chart their needs and wishes. The harbour must also be able to accommodate leisure

PROLoog, het plan voor Lauwersoog, maakt deel uit van ‘Koers voor het Lauwersmeer’. Dat is een ontwikkelingsplan voor de toekomst van het gehele gebied rondom Lauwersoog. Het is opgesteld door de provincies Groningen en Friesland, de gemeentes De Marne, Kollumerland, Dongeradeel, het ministerie van Economische Zaken, Landbouw en Innovatie en Staatsbosbeheer. Voor het Lauwersmeergebied wordt in 2012 een programma geformuleerd. PROLoog omvat vijf deelplannen waaraan nu hard gewerkt wordt, zoals de verbetering van de infrastructuur en het vergroten van de schutsluizencapaciteit. Naast deze civieltechnische projecten is men druk bezig met drie particuliere initiatieven op Lauwersoog: een nieuwe visafslag, een hotel en Eb en Vloed, een paviljoen voor moderne en hedendaagse kunst. De hotelaccomodatie is een aanjager voor het hele gebied. En kunstpaviljoen Eb en Vloed, aantrekkelijk qua architectuur en collectie, voegt een belangrijk cultureel accent toe aan het geheel. De overheid is verantwoordelijk voor het bestemmingsplan, ze reserveert ruimte voor particuliere initiatieven en maakt de directe omgeving ervan bouwrijp. Wat er binnen de demarcatielijnen op het bouwplan gebeurt, is primair een zaak voor de particuliere investeerder.
PROLoog, the plan for Lauwersoog, is a part of the Koers voor het Lauwersmeer (Development Route for the Lauwersmeer). This is a development plan for the future of the entire area around Lauwersoog. It has been formulated by the provinces of Groningen and Friesland, the municipalities of De Marne, Kollumerland and Dongeradeel, the Ministry of Economic Affairs, Agriculture and Innovation, and the Forestry Department. A programme for the Lauwersmeer area will be drawn up in 2012. PROLoog contains five sub-plans that are currently being elaborated, such as the improvement of the infrastructure and the enlargement of lock capacity. In addition to these civil engineering projects, three private initiatives are currently being undertaken: a new fish auction, a hotel, and the Eb en Vloed project, which is a pavilion for modern and present-day art. The hotel accommodation should give a boost to the entire area. And Eb en Vloed, which will be attractive in terms of architecture and collection, will contribute an important cultural accent to the whole. The government is responsible for the zoning plan. It will reserve space for private initiatives and ensure that the direct surroundings are ready for construction. What happens within the demarcation lines on the building plan is primarily a matter for the private investor.

De architectuur is duurzaam en onderscheidend. En de initiatiefnemer is een man die weet waar hij mee bezig is. Thom Mercuur realiseerde eerder al het succesvolle Museum Belvédère in Heerenveen (in 2004 geopend door koningin Beatrix). Nu werkt hij, samen met architect Gunnar Daan en grafisch ontwerper Gert Jan Slagter, aan deze nieuwe uitdaging. Binnen drie jaar moeten de plannen in de haven van Lauwersoog in uitvoering zijn.
Eb en Vloed has made a successful start. It has been allocated a marvellous site between the jetties, with a view of Schiermonnikoog. It already has a collection that harmonizes excellently with the surroundings. The architecture is distinctive and sustainable. And the initiator is a man who knows what he is doing. Thom Mercuur was previously responsible for the realization of the successful Museum Belvédère in Heerenveen (opened by Queen Beatrix in 2004). Now he is collaborating with architect Gunnar Daan and graphic designer Gert Jan Slagter on this new challenge. The plans for the harbour of Lauwersoog ought to be in the implementation stage within three years.

Eb en Vloed wordt gebouwd in de havenmond. Op weg erheen lopen bezoekers langs de aangemeerde kotters waar de vissers hun werk doen. Mensen houden van die bedrijvigheid, van de geuren en kleuren van het leven in de haven. Eb en Vloed staat op palen in het water. Het is rond. De gedachte achter die vorm is het zogenaamde ‘stone-in-the-river principe’. Een rond gebouw deelt de omliggende ruimte niet in, maar neemt er in plaats en voegt zich ernaar. De ruimte stroomt er als het ware omheen. Het is de beste oplossing voor een gebouw in een natuurlijke omgeving. Daarbij komt een praktisch gegeven: met een cirkelvorm creëer je de grootste oppervlakte bij de kortste omtrek. Gevels zijn duur. Hoe kleiner de gevel, hoe lager de investeringen en de energie- en onderhoudskosten.
Eb en Vloed will be built at the mouth of the harbour. On their way to it, visitors will pass the berthed cutters where the fishermen are at work. People like to watch such activities, to enjoy the smells and colours of harbour life. Eb en Vloed will stand on posts in the water. It is round. The idea behind the shape is the so-called ‘stone in the river’ principle. A round building does not define the surrounding space but rather occupies a place and blends with it. The space flows around it, as it were. It is the best solution for a building in a natural environment. There is also a practical element to this choice: with a circular shape you create the greatest floor area with the smallest circumference. Façades are expensive. The smaller the façade, the lower the investment required and the lower the energy and maintenance costs.

Een kunstpaviljoen heeft kunstlicht nodig om het getoonde werk zorgvuldig uit te lichten, maar bezoekers hebben ook behoefte aan daglicht. Hoe is dit probleem opgelost? De collectie wordt ondergebracht in een aantal kleine zalen. Tussen die ruimtes zijn in de gevelwand smalle vertikale lichtopeningen geplaatst. Die zorgen voor voldoende daglicht en stellen mensen in staat zich te oriënteren. In het midden van het gebouw bevindt zich een glazen vitrine. Daar doorheen is het wad beneden te zien. Veel uitzicht is er aan de noordkant. Van daaruit kijken bezoekers uit over de havenmond, ze zien de kotters, veerboten en pleziervaart in en uit gaan en in de verte ligt Schiermonnikoog. Vanuit het dak valt het zonlicht via schoepenroosters de ruimten binnen. Dat werkt uitnodigend en gastvrij.
An art pavilion needs artificial light to illuminate the work on display. But visitors often prefer daylight. How can we solve this apparent clash of interests? The collection will be housed in a number of small rooms. Narrow vertical light openings will be incorporated into the façade. These will enable the incidence of sufficient light and will allow people to get their bearings in the building. A glass showcase will occupy the centre of the building. The Wad (coastal sandflats) below will be visible from here. There will be a grand view on the north side, from where visitors can look out over the mouth of the harbour, the cutters, the ferries and recreational shipping, to the island of Schiermonnikoog in the distance. Sunlight filters through the grilles in the roof. This gives an inviting and hospitable ambience.

De uitstraling van het gebouw past bij de omgeving, geheel volgens de opvattingen van de architect. Gunnar Daan vindt dat architectuur zich moet voegen naar de plaatselijke omstandigheden. Vandaar dat Eb en Vloed een stalen gebouw wordt, passend bij scheepsbouw en booreiland. Staal is, omdat het licht van gewicht is, ook de beste optie gebleken in verband met het funderen van het gebouw. Tot de omgeving behoren de zoutminnende planten die tussen het keienplaveisel van de pieren groeien. Het zijn uitbundige bloeiers die allerlei dieren aantrekken die zich er anders niet zouden vertonen. De bedoeling is om die planten ook op het dak van het museum te laten groeien.
The allure of the building harmonizes with the surroundings, entirely in accordance with the views of the architect. Gunnar Daan believes that architecture must dovetail with the local situation. It is for this reason that Eb en Vloed will be a steel building, harmonizing with the ideas of shipbuilding and offshore platforms. Because it is lightweight, steel is also the best option in view of the reinforced foundation of the building. The salt-loving plants that grow between the cobbled paving of the piers are a natural part of the environment. These are abundant blooms that attract all kinds of living creatures that would otherwise not appear in such surroundings. The intention is to allow such plants to grow on the roof of the museum.
Ecologisch
Ecological
Eb en Vloed zoekt samenwerking met deskundige partijen op het gebied van installatietechniek. Het gebouw moet zo ecologisch mogelijk worden. Er wordt gedacht aan de verwerking van afvalwater in de dubbele vloer, opvang van regenwater, stroomopwekking door gebruik te maken van zonnecellen of de getijdenstroom. Er is in elk geval al voor gezorgd dat het gebouw makkelijk te onderhouden is. Uitwendig is geen onderhoud nodig. Het is erop gemaakt de tijd zijn werk te laten doen. Als er korstmossen op het staalplaat van de gevel gaan groeien, dan mag dat van de architect. Het is een mooie vorm van veroudering en opgaan in de omgeving.
Eb en Vloed is seeking co-operation with parties that have expertise in installation technology. The building must be as ecologically oriented as possible. Ideas under consideration include the processing of wastewater in the double floor, the catchment of rainwater, electricity generation by means of solar panels or wave power. Every effort has been made to ensure that the building will be easily maintained. On the exterior, no maintenance will be needed at all. It will be constructed in such a way that time can do its work. If lichens begin to grow on the steel plating, the architect will regard this as a normal evolution. It is a beautiful form of ageing and of blending in with the surroundings.

Thom Mercuur koestert zijn leven lang al een grote liefde voor alles wat met de zee te maken heeft. Niet voor niets maakte hij bij zijn afscheid als directeur van Museum Belvédère een tentoonstelling met de titel Eb & Vloed. Hij heeft er ook altijd van gedroomd aan zee te wonen en te werken. Toen de mogelijkheid zich voordeed in de haven van Lauwersoog een unieke tentoonstellingsruimte te creëren, was hij meteen enthousiast. Bovendien heeft hij veel sympathie voor de plannen van de overheid om deze regio verder te ontwikkelen.
All his life Thom Mercuur has nurtured a great love of all things connected to the sea. It is not without reason that, in his valedictory exhibition at Museum Belvédère, of which he was director from 2004 to 2008, he curated an exhibition with the title Eb & Vloed. He has always dreamed of living and working by the sea. When the opportunity arose to create a unique exhibition space in the harbour of Lauwersoog, he was immediately enthusiastic. In addition, he has much sympathy for the plans of the governmental authorities to further develop this region.
Lauwersoog wordt steeds meer een scharnierpunt: iedereen die naar de wadden, naar Schiermonnikoog en de natuurgebieden wil, komt er langs. Er zijn campings, bungalowparken, bedrijven die boten verhuren enz. De provincie Groningen en gemeente De Marne nemen nu de regie om dat gebied verder te ontwikkelen. De plannen voor een kunstpaviljoen geven het gebied op een heel natuurlijke manier extra kwaliteit. Het wordt daardoor een hele aantrekkelijke plek om te vertoeven.
Lauwersoog is increasingly becoming a pivotal point: everyone wishing to visit the Wadden area, go to Schiermonnikoog or enjoy the nature facilities pays a visit to the town. There are campsites, bungalow parks, boat-hire firms, etc. The Province of Groningen and the Municipality of De Marne have now assumed a directive role to develop the region further. The plans for the art pavilion give the area extra quality in a very natural way. As a result, it will be an extremely attractive place to visit.
Universele thema’s
Universal themes
Er zijn meerdere musea die de zee als onderwerp hebben en daarbij gaat het vaak over natuur en visserij. Maar er is nog geen instelling die deze thema’s uitdrukkelijk in verband brengt met kunst.
There are several museums that take the sea as their main theme, and these generally cover the aspects of nature and fishing. But there is, as yet, no institution that explicitly links these aspects to art.

De collectie van Eb en Vloed bevat 20ste eeuwse en hedendaagse kunst. Met werk van Friezen en Groningers, maar niet uitsluitend. Het thema biedt volop aanknopingspunten om – naast de vaste collectie – wisselende internationale tentoonstellingen in te richten. Het thema Eb en Vloed is breed en universeel. Schilders en fotografen zijn geïnteresseerd in de grenswerelden: eb en vloed, land en zee, water en lucht. Ook de steeds veranderende werking van het licht, de lichtval boven zee, wordt al eeuwenlang door kunstenaars vastgelegd. Bezoekers van Eb en Vloed zullen op een perfecte locatie in aanraking komen met de zee, gezien door de ogen van kunstenaars uit binnen- en buitenland.
The collection of Eb en Vloed contains 20th-century and contemporary art, including the work of artists from Friesland and Groningen, although not exclusively. In addition to the permanent collection, the theme offers plenty of points of address to organize temporary international exhibitions. The theme of Eb en Vloed is broad and universal. Painters and photographers are interested in ‘border realms’, in worlds on the edge: ebb and flow, land and sea, water and sky. The ever-changing intensity of luminosity, the incidence of light above the sea, has been recorded by artists for centuries. In a perfect location, visitors to Eb en Vloed will come into contact with the sea, viewed through the eyes of artists from home and abroad.
Tentoonstellingen
Exhibitions
In de ene helft van de tentoonstellingsruimte (zes zalen) zal de semi-permanente collectie te zien zijn. Te denken valt aan o.a. zee- en havengezichten, stillevens met vis, portretten van vissers. Variërend van realistisch tot abstract, maar steeds gemaakt in een intense relatie tot het onderwerp. Aan de andere zijde zullen in vijf zalen wisselende tentoonstellingen worden gehouden. Daarbij kunnen de meest uiteenlopende zaken aan bod komen, maar steeds in relatie tot de zee. Van solotentoonstellingen van eigentijdse zeeschilders, etnografica uit Nieuw Guinea, tot bijzondere foto’s over de Bretonse visserij in de jaren vijftig: de verrassende afwisseling zal zorgen voor publiciteit en terugkerend bezoek. Samenwerkingen met musea in de regio (waartoe ook Noord-Duitsland wordt gerekend) maar ook met bijvoorbeeld musea in andere havenplaatsen als Oostende en Le Havre behoren tot de mogelijkheden in Eb en Vloed.
One half of the exhibition space (six exhibition rooms) will accommodate the semi-permanent collection. In this context, one can think of seascapes and harbour scenes, still lifes with fish, portraits of fisherpeople, varying from realistic to abstract, but invariably created in an intense relationship with the subject. On the other side, temporary exhibitions will be on display in five rooms. These exhibitions will cover the most diverse themes, although they will always have some kind of relationship with the sea. They will range from solo exhibitions by modern sea painters, ethnographics from New Guinea, to extraordinary photos of Breton fisheries in the fifties: this surprising diversity will ensure publicity and reiterative visits. Co-operation with museums in the region (including northern Germany), as well as museums in other ports such as Oostende and Le Havre, is also a possibility.
Tussen de twee tentoonstellingsafdelingen bevinden zich de winkel met boeken, affiches en kaarten en het buffet behorend bij het eenvoudige cafégedeelte. In de café-ruimte kan men – met zicht op zee – een glas wijn of fris drinken en genieten van bescheiden maar zorgvuldig bereide hapjes. Ook biedt die ruimte mogelijkheden om lezingen, presentaties en bijzondere bijeenkomsten over de zee te organiseren met schilders, vissers, schrijvers, filmmakers en musici.
Between the two exhibition sections there will be a shop with books, posters and cards, and a buffet belonging to a simple catering unit. In this café section, with a view of the sea, visitors can enjoy tea or coffee, a glass of wine or a soft drink, and a modest but tasty snack. The space also allows scope for lectures, presentations and exceptional gatherings with painters, fishermen, writers, filmmakers and musicians.

A place for everyone
Eb en Vloed mag geen ‘tempel voor de happy few’ worden. Het moet een plek zijn van en voor iedereen. De doelgroepen zijn breed: mensen die in natuur en/of cultuur geïnteresseerd zijn, dagjesmensen, toeristen uit binnen- en buitenland en inwoners uit de regio. En men koestert de hoop dat het kunstpaviljoen, in combinatie met het beoogde hotel, mensen ertoe uitnodigt Lauwersoog vaker te bezoeken en langer te blijven.
Eb en Vloed must not become a ‘temple for the happy few’. It must be a spot for everyone, for Joe Public. The target groups are large and varied: people interested in nature and/or culture, day-trippers, tourists from home and abroad, and inhabitants of the region. And we nurture the hope that the art pavilion, in combination with the envisaged hotel, will stimulate people to visit the Lauwersoog region more frequently and to stay longer.
Eb en Vloed wordt een fijne plek om te zijn, zwevend boven het water, met uitzicht op Schiermonnikoog en op de schepen die van en naar het wad varen. Het idee is om iets goeds en onderscheidends toe te voegen aan wat er al is, waarbij bestaande bedrijven meeprofiteren van de aanwezigheid van Eb en Vloed.
Eb en Vloed will be a splendid place to be, floating above the water, with a view of Schiermonnikoog and the ships that sail to and from the Wad. The fundamental idea is to add something valuable and distinctive to what is already there, so that existing organizations can benefit from the presence of Eb en Vloed.

ONTWIKKELING
DEVELOPMENT
De juridische structuur van het kunstpaviljoen Eb en Vloed zal bestaan uit drie stichtingen. Stichting Kunstpaviljoen Eb en Vloed Lauwersoog zal de opdracht geven voor de ontwikkeling en de bouw van het pand waarin het kunstpaviljoen wordt gevestigd. De hiervoor benodigde hypothecaire financiering, garanties en verplichtingen zullen ook worden aangegaan vanuit de Stichting Kunstpaviljoen Eb en Vloed Lauwersoog. De exploitatie van het kunstpaviljoen zal plaatsvinden door Stichting Kunstpaviljoen Eb en Vloed. De fondsenwerving vindt plaats vanuit de Stichting Vrienden van Kunstpaviljoen Eb en Vloed.
The legal structure of the Eb en Vloed art pavilion consists of three foundations. The Eb en Vloed Art Pavilion Lauwersoog Foundation will commission the development and construction of the premises in which the art pavilion will be housed. The necessary mortgage funding, guarantees and obligations will also be taken on by Eb en Vloed Art Pavilion Lauwersoog Foundation. The operation of the art pavilion will be executed by the Eb en Vloed Art Pavilion Foundation. The acquisition of funding will be performed by the Association of Friends of the Eb en Vloed Art Pavilion Foundation.
De provincie Groningen heeft zich bereid verklaard om – in samenwerking met gemeente De Marne – steun te verlenen aan de realisatie van Eb en Vloed. De provincie is enthousiast over het ontwerp en ziet het paviljoen als een welkome aanvulling op haar ambitieuze plannen voor het Lauwersmeergebied met daarin het ‘kloppend hart’ Lauwersoog.
The Province of Groningen – in conjunction with the Muncipality of De Marne – has declared a willingness to support the realization of Eb en Vloed. The Province is enthusiastic about the design, and regards the Pavilion as a welcome supplement to its ambitious plans for the Lauwersmeer area, with Lauwersoog as its ‘throbbing heart’.
