This motto attributed by all to world citizen Erasmus is not a literal citation, but a free interpretation of statements Erasmus made at various moments during his life. Emeritus professor Jan van Herwaarden says that with a little imagination the statement can be derived from correspondence between Erasmus and the Swiss reformer Zwingli in 1522 in which Erasmus says ‘I want to be a citizen of the world,’ later followed in 1523 by: ‘I want to be a citizen of the world, not of a city.’ In 1529 Erasmus once again refers to the role of the homeland in a letter to his Antwerp business minder: ‘ubi bene, ibi patria’, freely translated ‘where you feel comfortable, that is your home.’ Nor in his adagium Quaevis terra patria is there a statement from Erasmus, but a reference to the quoting of Socrates via a Greek oracular saying (recorded from tradition): ‘the whole earth is one’s homeland.’
Dit motto dat alom aan wereldburger Erasmus wordt toegedicht is geen letterlijk citaat maar een vrije interpretatie op basis van uitspraken die Erasmus op uiteenlopende momenten in zijn leven heeft gedaan. Emeritus hoogleraar Jan van Herwaarden stelt dat de uitspraak met enige fantasie kan worden ontleend aan een briefwisseling tussen Erasmus en de Zwitserse hervormer Zwingli in 1522 waarin Erasmus stelt ‘ik wil een burger van de wereld zijn’, later in 1523 gevolgd door ‘ik wil een burger van de wereld zijn en niet van een stad’. In 1529 refereert Erasmus opnieuw aan de rol van het vaderland in een schrijven aan zijn Antwerpse zaakwaarnemer: ‘ubi bene, ibi patria’, vrij vertaald ‘waar je je lekker voelt daar is je vaderland’. Foreword At the initiative of several enterprising Rotterdam businessmen the Nederlandse HandelsHoogeschool (or Netherlands School of Commerce) was founded in 1913. Enterprise and focus on society are therefore in our university’s genes. In the 1960s, the School of Law and the Faculty of Social Sciences were founded, in later decades followed by Philosophy, History and Arts and Business Administration. The Rotterdam Medical Faculty was also founded in the 1960s. In 1973, the Rotterdam Medical Faculty and the Netherlands School of Commerce joined to form Erasmus University Rotterdam (EUR). This vision document marks the period from the present to the centennial of our university in 2013. It is the result of a broad discussion within our institution about developments in higher education, the strengths and weaknesses of the EUR, the differences and the cohesion between the faculties, and our ambitions for the coming years. All relevant documents from this discussion can be found on the website www.eur.nl/erasmus2013. The conclusions of the discussion have been laid down in this strategy document. It describes our ambition to further develop the EUR into a world-class international university firmly rooted in the city. In 2013, our institution will be a proud, driven university that ‘cultivates’ relevant talent for the good of mankind and society and produces relevant knowledge, plays in the Champions League and is connected with the city of Rotterdam. But the document does not limit itself to just describing this ambition. The importance of this strategic document is also that ambitions are translated into a strategic agenda. An implementation plan will be drawn up in 2008 on the basis of this agenda, in which all objectives will be linked to actors and time schemes. This document therefore expresses the - typically Rotterdam - idea that ambitions only have meaning once they are converted into concrete actions. This strategy document has been put together by both the Executive Board and the deans. The document has garnered the approval of the University Council and has been approved by the Supervisory Board. The Executive Board and the deans take joint responsibility for the implementation of the strategy. But this implementation will only be successful if everyone within our institution is inspired to make a contribution. May this document be our common agenda for the coming years. Voorwoord In 1913 werd op initiatief van enkele ondernemende Rotterdamse zakenlieden de Nederlandse Handels-Hoogeschool gesticht. Ondernemerschap en gerichtheid op de samenleving zitten daarmee in de genen van onze universiteit. In de jaren ‘60 van de twintigste eeuw werden de faculteiten Rechtsgeleerdheid en Sociale Wetenschappen opgericht, in latere decennia volgden Wijsbegeerte, Historische en Kunstwetenschappen en Bedrijfskunde. In de jaren ‘60 werd tevens de Medische Faculteit Rotterdam ingesteld. In 1973 gingen de Medische Faculteit Rotterdam en de Nederlandse Economische Hogeschool samen verder als Erasmus Universiteit Rotterdam (EUR). Dit visiedocument markeert de periode vanaf heden tot het eeuwfeest van onze universiteit in 2013. Het is het resultaat van een breed binnen onze instelling gevoerde discussie over ontwikkelingen in het hoger onderwijs, over de sterktes en zwaktes van de EUR, over de verschillen en de samenhang tussen faculteiten, en over onze ambities voor de komende jaren. Alle relevante documenten uit deze discussie zijn te raadplegen op de website www.eur.nl/erasmus2013. De conclusies van de discussie zijn in dit strategiedocument neergelegd. Het beschrijft onze ambitie om de EUR verder te ontwikkelen tot een internationale, in de stad gewortelde universiteit van wereldklasse. Onze instelling is in 2013 een trotse, gedreven universiteit die voor mens en samenleving relevant talent ‘kweekt’ en relevante kennis produceert, in de Champions League speelt en met Rotterdam verbonden is. Maar het blijft niet slechts bij de beschrijving van die ambitie. De betekenis van het strategisch document is ook dat ambities zijn vertaald in een strategische agenda. Op basis van deze agenda wordt in 2008 een uitvoeringsplan opgesteld, waarin alle doelstellingen zijn verbonden met actoren en termijnen. Uit dit document spreekt dus de - typisch Rotterdamse - opvatting dat ambities pas betekenis krijgen als ze worden omgezet in concrete acties. Dit strategiedocument is opgesteld door het College van Bestuur én de decanen. Het document heeft instemming verworven van de Universiteitsraad en is goedgekeurd door de Raad van Toezicht. Het college en de decanen nemen gezamenlijk verantwoordelijkheid voor de uitvoering. Maar die uitvoering zal slechts dán succesvol zijn als allen binnen onze instelling geïnspireerd zijn om hun bijdragen te leveren. De universiteit ontleent haar kracht aan uitstekend onderwijs en onderzoek op de afzonderlijke terreinen en op uitdagende verbindingen tussen deze disciplines, alsmede op inhoudelijke samenwerking met instellingen voor hoger beroepsonderwijs. Uitbreiding van disciplines of institutionele verbinding met instellingen voor hoger beroepsonderwijs staan niet op de agenda.
DISCIPLINES
EUR houses a select number of disciplines, with a concentration in the areas of Medicine and Health, Economics and Business Administration, Law, Culture and Society. The university derives its strength from excellent education and research in the individual areas and from challenging connections between these disciplines, as well as substantive cooperation with institutions for higher vocational education (HBO). Het leveren van expertise voor het management van complexe veranderingen en het bijdragen aan het oplossen van complexe maatschappelijke vraagstukken zit in het dna van onze universiteit.
WOUDESTEIN EN HOBOKEN
Woudestein biedt in menig opzicht een adequaat en overwegend functioneel onderkomen voor de niet-medische disciplines van de EUR. De campus heeft te veel het karakter van een dagcampus, waar vooral tijdens kantooruren gewerkt en gestudeerd wordt. Hoboken is het onderkomen van het Erasmus MC. Beide locaties zullen in de komende vijftien jaar ingrijpend worden gemoderniseerd.

Een aantal onderzoeksgroepen op het gebied van de Geneeskunde (waaronder: Cardiovasculair onderzoek, Neurosciences, Genetica/Celbiologie, Oncologie), Economie (econometrie in de groep Economie van de gezondheidszorg), Bedrijfskunde (Innovatie), Rechten (Law and Economics), Psychologie (de Cognitieve Psychologie van het Leren) en Wijsbegeerte en Vroeg Moderne Geschiedenis (Erasmus Center for Early Modern Studies) behoort tot de Europese top, en in enkele gevallen tot de wereldtop. In de niet-medische disciplines is de kwaliteit van onderzoek nog lang niet op alle terreinen goed genoeg. Dat blijkt onder meer uit de beperkte toekenningen van veni-, vidi- en vici-subsidies, en uit de resultaten in de tweede geldstroom.
REALISATIE STRATEGISCH PLAN 2004-2008
In het Strategisch Plan 2004-2008 stonden drie thema’s centraal: concentratie op de drie domeinen, onderwijs van hoge kwaliteit en concentratie van speerpunten in toponderzoek. De gestelde doelen richtten zich op deze thema’s. Inmiddels is het merendeel van de doelstellingen gerealiseerd. Sommige onderwerpen zijn nog niet voldoende opgepakt en staan voor de komende jaren op de agenda. Het betreft onder meer onderwerpen als sturen op verhoging van onderwijsrendementen, meer aandacht voor internationale accreditatie, versterken van het personeelsbeleid en verdere ontwikkeling van een internationaal toonaangevende campus. Meer informatie over de behaalde resultaten met betrekking tot het Strategisch Plan 2004-2008 vindt u in de bijlage (pagina 85).

Het beleid van de rijksoverheid is er op gericht om meer studenten op te leiden voor de internationale arbeidsmarkt. Naast een hogere instroom betekent dit vermindering van uitval via maatregelen als schaalverkleining, studiebegeleiding en meer onderwijs op maat. Een grotere mate van differentiatie maakt het mogelijk om in te spelen op talent onder de studenten, de zesjescultuur te bestrijden en gerichte aandacht aan de zwakkere studentengroeperingen te geven. Opleidingen met bewezen kwaliteit zullen naar verwachting worden beloond. Via scholing zal het niveau van de docenten worden verhoogd.

Daarnaast voegt OCW extra middelen toe aan de universitaire bekostiging voor onderzoek van de jonge universiteiten (EUR, UM, UvT) en voor de achterstand van de bekostiging in alfa/gammawetenschappen, omdat deze structureel te weinig geld ontvangen hebben voor het uitoefenen van onderzoeksactiviteiten.
Naast de fysieke groei van haar haven, bijbehorende industrie en uiteenlopende vormen van dienstverlening zet Rotterdam in op het versterken van de innovatiekracht van de regio. Ook beoogt de stad internationaal opererende bedrijven aan te trekken en het starten van nieuwe ondernemingen te bevorderen. Deze stad heeft een hoogwaardige economie, maar haar sociale structuur kenmerkt zich door relatief veel arme en slecht opgeleide bewoners en een relatief hoge werkloosheid. Grootstedelijke uitdagingen zoals het bevorderen van de sociale cohesie en het uitbouwen van de interculturele identiteit staan hoog op de Rotterdamse agenda. Rotterdam wil zich in toenemende mate positioneren als vestigingsplaats voor young potentials. De stad vraagt en verwacht een bijdrage van de universiteit (onderwijs én onderzoek) aan het realiseren van deze ambities.

De EUR is in 2013 uitgegroeid tot een trotse, impact gedreven universiteit die uitstekend academisch onderwijs biedt voor alle fasen van het leven binnen een gefocused, herkenbaar profiel. De universiteit brengt kennis op internationaal competitief niveau voort en effectueert deze kennis in de eigen regio, nationaal en internationaal. De EUR wil de groei van het aantal studenten zo goed mogelijk opvangen en er aan bijdragen dat studenten op de juiste plek in het Nederlandse hoger onderwijs terecht komen. In dat verband zal de EUR zorgen voor verdere differentiatie van het aanbod van opleidingen, voor vergroting van differentiatie binnen opleidingen, voor versterking van het academisch profiel van de bacheloropleidingen en voor afstemming met het hbo over onderlinge verwijzing. De combinatie van uitbouw en verdere differentiatie in het onderwijs én meer aandacht voor sturen op kwaliteiten van aankomende studenten leidt tot een substantiële, maar nog beheerste groei van de studentenaantallen.
VERNIEUWINGEN IN HET ONDERWIJS
De EUR beschouwt het initiële en het niet-initiële onderwijs beide als gelijkwaardige, essentiële en strategisch vitale vormen van onderwijs. Op de terreinen die de EUR bestrijkt, kent het bacheloronderwijs een breed pakket van disciplinegerichte Nederlands- en Engelstalige opleidingen (thematisch gericht of uitdagende combinaties van disciplines) alsmede een brede maatschappijgerichte bacheloropleiding. De opleidingen hebben in 2013 een aanzienlijk beter studierendement en het onderwijs is veelal kleinschaliger en interactiever opgezet dan in 2007.

De stijging wordt vooral veroorzaakt door een zeer sterke absolute stijging van het aantal buitenlandse studenten (3800), een groter aantal (vooral master-) studenten uit andere delen van Nederland (ongeveer 1000) en door het effect van nieuwe bacheloropleidingen. In absolute termen stijgt het aantal studenten uit de regio (met ongeveer 2000 studenten), maar in relatieve termen neemt hun aandeel met 8% af. Op het gebied van het postinitieel onderwijs zal sprake zijn van een sterkere groei.

Binnen de Erasmus Universiteit is nog lang geen sprake van een samenhangend pakket aan opleidingen, noch van een eenduidige sturing gericht op versterking van die samenhang. Het besluit om een groot deel van deze opleidingen als BV te organiseren heeft een uitgesproken positief effect gehad op groei en ontwikkeling van afzonderlijke opleidingen, maar de verbanden over de opleidingen heen laten te wensen over.

De twee wijzigingen in de onderwijsbegroting betekenen voor de universiteit het volgende. De structurele verhoging van de toekenning van de SOC (Strategische Overwegingen Component) voor de alfa- en gammawetenschappen en voor de jonge universiteiten levert 1,7 M€ in 2008 op en 2,4 M€ in 2009. Deze onderzoeksmiddelen zullen blijvend worden ingezet voor selectieve stimulering van (potentieel) toponderzoek binnen Woudestein en voor stimulering van diversiteit binnen de wetenschappelijke staf. De korting van OCW op de onderzoeksgelden in de eerste geldstroom bedraagt per 2011 voor de EUR 5,8 M€. De consequenties van het verlies aan middelen uit de eerste geldstroom worden modelmatig verdeeld over de faculteiten. De universiteit staat dus voor een majeure dubbele opgave: aan de ene kant bezuinigen op bestaande programma’s in verband met de overheveling van middelen uit de eerste geldstroom en aan de andere kant selectief investeren in (potentieel) toponderzoek in verband met de toename van de SOC-middelen.

Voor Erasmus MC, de faculteit der Economische Wetenschappen en Rotterdam School of Management, Erasmus University zal iedere twee jaar een meting worden uitgevoerd aan de hand van de ‘Field Normalized Citation Impact’ van de CWTS (Centrum voor Wetenschaps- en Technologiestudies). Voor deze wetenschapsgebieden biedt dit instrument een betrouwbare maat voor kwaliteit. Voor de overige faculteiten wordt de kwaliteit gemeten bij visitaties volgens het stelsel van onderzoekskwaliteit van de Nederlandse universiteiten (het Standaard Evaluatie Protocol).

Een actieve transfer van kennis en tal van universitaire activiteiten op het gebied van cultuur, wetenschapscommunicatie en debat voor externe doelgroepen worden vanuit uiteenlopende onderzoeksgroepen en op uiteenlopende locaties in de stad georganiseerd. Ook een deel van de culturele evenementen voor studenten vindt in het centrum plaats. Vooralsnog ontbreekt het de EUR aan (fysieke) zichtbaarheid in Rotterdam. Vanwege de ligging van de campus net buiten het stadshart en de bilocatie van de EUR (Hoboken en Woudestein) zetten de universiteit en Erasmus MC derhalve in op het openen van een zichtbare EUR-vestiging in het centrum van de stad, als inspirerend ankerpunt voor kennistransfer en culturele activiteiten.

MEER HOGER OPGELEIDEN
Het verhogen van het opleidingsniveau van de bevolking en het genereren van meer en hoger opgeleide kenniswerkers met een internationale oriëntatie vormen een tweede pijler en voorwaarde voor economische groei van Rotterdam en voor regionale innovatie. Voor veel bacheloropleidingen van de EUR is de regio Rotterdam de belangrijkste toeleverancier van studenten. In vergelijking met de andere universiteiten in de vier grote steden is de instroom van allochtone studenten in Rotterdam relatief het hoogst. De EUR is trots op deze positie en zet er onverminderd op in deze te behouden en verder uit te bouwen. Waar nodig wordt met behulp van passende begeleidingsarrangementen en goede onderlinge verwijzing binnen het Rotterdamse hoger onderwijs het beoogde studiesucces ondersteund. De relatie met het hbo zal daartoe worden geïntensiveerd.
De relatie tussen EUR en stad zal langs de volgende lijnen worden uitgebouwd: • toepassing van onderzoeksresultaten in de vernieuwing van producten en diensten van Rotterdamse bedrijven en instellingen (kennistransfer) door studenten en wetenschappers op de themagebieden klimaat, sociale cohesie en identiteit, gezondheid, ondernemerschap en logistiek en transport; • bevordering van deelname en studiesucces van studenten uit Rotterdam, in het bijzonder van allochtone herkomst, onder meer door actieve samenwerking met het hbo; • vergroting van de aantrekkelijkheid van de stad en de zichtbaarheid van de EUR voor studenten, pas afgestudeerden en medewerkers door actief HR-beleid, de uitbouw van studentenhuisvesting en de vestiging van een centrum van universiteit en Erasmus MC in de binnenstad.

Rotterdam staat niet bekend als dé studentenstad van Nederland. Bovendien weet de stad afgestudeerden niet goed aan zich te binden en slaagt zij er vaak niet in om werknemers die in Rotterdam zijn opgeleid te verlokken tot vestiging in de gemeente. De gemeente en de wooncorporatie Stadswonen nemen de komende jaren het voortouw om de stad als woon- en jongerenstad aantrekkelijk te maken. Stadswonen zet daarbij, ondersteund door de EUR, in op het concept kennisas Hoboken-Woudestein. Veel wetenschappers werken in Rotter-

Wel heeft dit thema in de afgelopen jaren aan actualiteit en urgentie gewonnen. Meer dan in het verleden wordt de betekenis van wetenschappelijke kennis voor duurzame economische ontwikkeling onderkend. Ook wordt toenemend belang gehecht aan het systematisch benutten van kennis voor het oplossen van hardnekkige maatschappelijke vraagstukken. In de komende jaren staat het thema van de kennisvalorisatie dus hoog op de agenda, zowel in haar economische als in haar maatschappelijke betekenis.

This topic has won in currency and urgency over the past few years however. More than in the past the importance of scientific knowledge for sustainable economic development is being recognised. Increasing importance is also being attached to the systematic use of knowledge to solve stubborn social problems. In the coming years the topic of knowledge valorisation will therefore be high on the agenda, both in its economic and social significance. Social valorisation centres on making scientific knowledge available and applicable for purposes in society. Social valorisation is taking place in a large number of areas in all our

Allereerst kan worden gesteld dat de EUR er momenteel goed voorstaat op financieel gebied. De gezonde uitgangspositie is het resultaat van het voeren van een prudent beleid en het enigszins conservatief begroten in de afgelopen jaren. Zowel de universiteit als geheel alsook haar samenstellende delen boeken positieve exploitatieresultaten en hebben reserveposities die een afdoende buffer zijn voor eventuele tegenvallers. Dat deze positie niet vanzelfsprekend is, blijkt wel uit het feit dat in de afgelopen jaren in drie faculteiten is gereorganiseerd. Het meest recente - en meest omvangrijke - voorbeeld is de faculteit der Economische Wetenschappen. Momenteel zijn de ondersteunende diensten, verenigd in het Bureau van de Universiteit, in reorganisatie. Evenmin vanzelfsprekend is het standhouden van de gunstige uitgangspositie, gegeven de verhevigende concurrentie en de op handen zijnde aanpassing in de bekostigingssystematiek binnen het hoger onderwijs.
De financiering van alle in dit stuk opgenomen initiatieven vindt dus plaats uit facultaire én centrale / universitaire budgetten. In het uitvoeringsprogramma, dat in de eerste helft van 2008 wordt opgesteld, zal specifiek worden aangegeven uit welke bron financiering plaatsvindt. Dit hoofdstuk biedt inzicht in de beschikbaarheid van vrije ruimte op centraal niveau voor de in dit strategisch document aangekondigde initiatieven. BESCHIKBARE MIDDELEN

Uit bovenstaande opsomming blijkt dat de strategische ruimte gebruikt wordt voor een veelheid aan initiatieven, waarbij de vlag van ‘strategische ruimte’ niet altijd de lading dekt. Uit het oogpunt van zuiverheid lijkt het verstandig om de strategische ruimte te schonen voor die zaken die niets met de strategie te maken hebben. Extra strategisch geld levert dit echter niet op.

De EUR, zowel het geheel als de verschillende onderdelen, zijn qua exploitatie en reservepositie financieel gezond. In het kader van het Strategisch Programma Erasmus 2013 biedt dit een prima uitgangspositie. Tot en met 2013 bedraagt de totale centrale investeringsruimte 90 M€. Daarvan is 55 M€ reeds bestemd qua verplichtingen. Van de resterende 35 M€ wordt 15 M€ bestemd voor stimulering van onderzoek, 12,5 M€ voor nieuwe initiatieven op het gebied van het onderwijs en 7,5 M€ voor campusverbetering en overige initiatieven in het kader van dit strategiedocument. Hierbij moet worden opgemerkt dat de genoemde bedragen enigszins het karakter hebben van ‘dagkoersen’, waarbij het totaal van de beschikbare investeringsruimte de resultante is van een aantal variabelen die in hun aard onzeker zijn. Een van die variabelen is bijvoorbeeld de groei van 25% in het aantal studenten waarmee gerekend is. Het College van Bestuur zal daarom periodiek toetsen of nog steeds aan de hier beschreven uitgangspunten wordt voldaan. Zonodig zal het college de plannen bijstellen.

Bij de ontwikkeling van de ondersteunende organisatie wordt prioriteit gegeven aan: het versterken van de organisatie voor ondersteuning en facilitering van buitenlandse studenten; het ontwikkelen van een universiteitsbrede Institutional Research (bestuurlijke informatie, managementinformatie, monitoring); verdere ontwikkeling van de Universiteitsbibliotheek en de Medische bibliotheek als een up-to-date studieomgeving voor studenten en een rijke informatieomgeving voor onderzoekers; het ontwikkelen en uitvoeren van programma’s op het gebied van Human Resource Management, zoals management development en competentieontwikkeling voor wetenschappelijk en ondersteunend personeel. Ontwikkeling van een inspirerende aanpak van personeelsbeleid is één van de prioriteiten voor het komende jaar. In het afgelopen jaar is een aantal belangrijke stappen gezet:
II. Vergroting van diversiteit binnen het personeelsbestand van de EUR biedt nieuwe mogelijkheden voor de ontwikkeling van talent. De doelstelling is om de deelname van vrouwelijke en niet-Nederlandse hoogleraren in hogere functies te vergroten. Om dit te bereiken is een aantal speerpunten en maatregelen geformuleerd, mede in het kader van het EQUAL-programma. Decanen treden op als ambassadeurs van deze speerpunten. III. In het komende jaar worden binnen faculteiten enkele pilots gestart voor de ontwikkeling van samenhangend personeelsbeleid ten behoeve van het wetenschappelijk personeel. Daarbij staan het aantrekken en het ontwikkelen van jong talent, het ontwikkelen van een effectieve aanpak van functionerings- en beoordelingsgesprekken, de ontwikkeling van een opleidingsbeleid en de versterking van de mogelijkheden voor een onderwijscarrière centraal. Aan de hand van de ervaringen met de pilots zullen in de loop van 2009 verdere conclusies over de ontwikkeling van Human Resource Management worden getrokken.

ONDERWIJS
Kwaliteitsverbetering van het onderwijs kende de hoogste prioriteit. Doelstellingen waren: • het verhogen van de rendementen; • het deelnemen aan internationale benchmarks; • studenten adviseren over en selecteren voor het voor hen meest geschikte onderwijstraject. Om dit te bereiken is een kwaliteitscyclus ingericht, selectiebeleid ontwikkeld en doorstroom naar hbo gefaciliteerd. Voorts zijn Engelstalige masteropleidingen ingericht. De streefrendementen zijn in het vorige plan niet gerealiseerd vanwege de invoer van het bachelor-mastersysteem en de verschuivingen in de registratie die dit met zich meebracht. Wel zijn verschillende instrumenten gerealiseerd voor het adviseren en selecteren van studenten voor het voor hen meest geschikte onderwijstraject. De mogelijkheden om hieraan invulling te geven zijn uitgebreid, bijvoorbeeld door het inrichten van Erasmus Honours Programme en facultaire honours programmes, doorstroomregelingen naar het hbo en uitbreiding van het Engelstalige bachelor- en masteronderwijs. Dit wordt in de komende jaren versterkt.
BEHAALDE RESULTATEN STRATEGISCH PLAN 2004-2008 ONDERZOEK
De doelstellingen in het Strategisch Plan 2004-2008 waren gericht op de organisatie van het onderzoek, de kwaliteit van het onderzoek, de toegankelijkheid van resultaten en de bijdrage van het onderzoek aan stad en regio. Een belangrijk deel van deze doelstellingen is gerealiseerd: • onderzoek is ondergebracht in door de

De Erasmus Universiteit Rotterdam vindt het belangrijk dat studenten weten wat zij van de EUR kunnen verwachten en wat de universiteit van hen verwacht. Dat ze betrokken zijn bij de instelling, de beleidsvorming, de omgeving van de universiteit en de maatschappij. In de vormgeving van het curriculum is het verbeteren van de sociale cohesie tussen studenten en docenten en studenten onderling. De diversiteit van studenten aan de EUR stijgt. Het is belangrijk om de verschillende groepen aan onze academie te stimuleren om snel en succesvol hun studie af te ronden. Er zijn verschillende projecten, gericht op sociale cohesie en internationale oriëntatie, gestart. Daarnaast faciliteert de EUR culturele en maatschappelijke projecten en initiatieven. Tot slot worden studenten door deelname aan adviserende werkgroepen betrokken bij de beleidsvorming over studenten.
Het personeelsbeleid draagt bij aan het realiseren van de doelstellingen van de universiteit en beloont inzet en kwaliteit van haar medewerkers. Het beleid richt zich op ontwikkeling en ontplooiing van individuele medewerkers. Dit betekent enerzijds vakinhoudelijke verdieping en anderzijds professionalisering. Tot slot is het belangrijk de diversiteit van het personele bestand te vergroten.

Op financieel gebied is een groot deel van de doelstellingen gerealiseerd: er is op centraal niveau voldoende financiële ruimte gecreëerd om te kunnen sturen, groei van inkomsten uit de derde en vierde geldstroom is opgezet en het stimuleren van persoonsgebonden subsidies is gestart, maar nog niet afgerond. De EUR is in staat een structureel sluitend resultaat te realiseren. Voor de ontwikkeling van de campus worden momenteel plannen gemaakt. Dankzij een wireless netwerk zijn studenten en medewerkers inmiddels wel in staat om hun activiteiten deels onafhankelijk van tijd en plaats uit te voeren. ICT-mogelijkheden op dit terrein worden verder ontwikkeld.
RELATIES
De doelstelling t.a.v. relatiebeheer was tweeledig: het onderhouden van een levenslange relatie met alumni en het aangaan van strategische partnerships met relevante partijen, regionaal, nationaal en internationaal. Momenteel wordt een Customer Relationship systeem geïmplementeerd voor het structureel bijhouden van de relaties van de EUR. De ontwikkeling van gestructureerd alumnibeleid wordt verder uitgewerkt. Om de corporate identity van de EUR te versterken, zijn universitaire communicatiemiddelen qua huisstijl op elkaar afgestemd. ONDERSTEUNENDE ACTIVITEITEN
Ook hier was sprake van een tweeledige doelstelling: enerzijds de financiële kant met stimulansen om het onderwijs- en onderzoeksbeleid te sturen en de relatie tussen beleid en realisatie inzichtelijk te maken. Anderzijds het, samen met de gemeente Rotterdam, ontwikkelen van een cité universitaire: een combinatie van wetenschappelijke bedrijvigheid, andere kennisactiviteiten, kunst, cultuur, recreatie, sport en wonen.
Tot 2013 is een aantal nieuwe streefpunten geformuleerd. Daar waar bovenstaande doelstellingen niet volledig zijn afgerond of in een volgende fase zijn beland, komen ze terug in het Strategisch Plan Erasmus 2013.
