Answer As a result of incidents, published reports and concerns from carriers and others within the transport supply chain, the International Maritime Organization (IMO) has recognized and discussed the problems associated with freight containers, structural issues, packing, their packed gross mass (mis-declared cargo weights) and how they are secured on to the ship, for over seven years. “In November 2014 the IMO's Maritime Safety Committee meeting (MSC 94) adopted the changes to the Safety of Life at Sea (SOLAS) Convention Chapter VI Regulation 2 – Cargo information regarding a mandatory container gross mass verification together with associated guidelines published as MSC.1/Circ. 1475” The meeting has decide that responsibility for obtaining and documenting the verified gross mass of a packed container lies with the shipper.
Kenapa VGM yang di butuhkan harus disediakan oleh shipper?
Sebagai hasil dari insiden-insiden, laporan-laporan yang telah diterbitkan dan kepentingan dari operator serta pihak-pihak lain dalam rantai suply transportasi, Organisasi Maritim Internasional (IMO) telah membahas masalah yang terkait dengan kargo petikemas, strukturalnya, kemasannya, berat kotor nya (deklarasi bobot kargo yang salah) dan bagaimana petikemas diamankan diatas kapal, selama lebih dari tujuh tahun. “Pada November 2014 rapat Komite Keselamatan Maritim IMO (MSC 94) telah memutuskan untuk mengadopsi perubahan terhadap Keselamatan Jiwa di Laut (SOLAS) Konvensi Bab VI peraturan nomor 2 Informasi Cargo terkait verifikasi wajib atas berat kotor petikemas bersamaan dengan panduanpanduan terkait yang diterbitkan dalam surat edaran MSC.1 / Circ. 1475” Pertemuan tersebut juga memutuskan bahwa tanggung jawab untuk memperoleh dan mendokumentasikan berat kotor terverifikasi atas petikemas penuh (FULL) terletak pada shipper.

Answer “Verified Gross Mass means that the weight of each packed container must be proven. This Verified Gross Weight must not only consider the masses of all packages and cargo items, but the container tare and all additional loading equipment (e.g. lashing material) too. Please refer to Chapter 2.1 of the SOLAS guideline” “Adalah Verified Gross Mass (berat kotor terverifikasi) yang berarti berat kotor atas semua petikemas penuh (FULL) harus dapat dibuktikan. Berat kotor ini tidak hanya menghitung berat atas semua paket dan barang-barang kargo, tetapi juga meliputi berat tare petikemas dan segala macam perlengkapan muat tambahan (contohnya material lashing). Silahkan merujuk pada Bab 2.1 dalam dokumen panduan SOLAS” VGM can be represented in the form of container weight certificate. The container weight certificate should include at least the following information: 1. Container weight 2. Person name and address appointed by Shipper as the container weight verificator There is no specific format for the certificate, but Shipper must ensure that the weighing equipment to produce this certificate is certified by government appointed body and calibrated regularly. Sertifikat berat petikemas yang dimaksud sekurangkurangnya berisi informasi sebagai berikut: 1. Berat petikemas 2. Nama dan alamat orang yang ditunjuk Shipper sebagai verifikator berat petikemas tersebut Tidak ada format khusus untuk sertifikat tersebut, tapi Shipper harus memastikan bahwa peralatan timbang yang digunakan untuk mengeluarkan sertifikat tersebut telah disertifikasi oleh badan yang ditunjuk oleh pemerintah dan ditera secara berkala Shipper does not required to send hardcopy container weight certificate to TPS. Shippers should consult with their respective Carrier on how container weight certificate can be submitted to Carrier. TPS will only obtain VGM information from Carrier electronically using EDI messages exchange mechanism. Shipper tidak perlu mengirimkan hardcopy sertifikat berat petikemas kepada TPS. Shipper sebaiknya berkonsultasi kepada masing-masing Carrier tentang bagaimana cara agar sertifikat berat petikemas dapat disampaikan kepada Carrier. TPS hanya akan mendapatkan informasi VGM dari Carrier secara elektronik menggunakan mekanisme pertukaran pesan EDI.

Answer Please consult with your respective Carrier regarding the container weight certificate submission method. Some Carrier already provide website that allows their Shipper to upload container weight information by themselves and can be accessed within or outside office hour. But Shipper need to ensure that the weight information is submitted prior container Gate In. Sebaiknya Shipper berkonsultasi kepada masingmasing Carrier mengenai metode yang dapat digunakan untuk menyampaikan sertifikat berat petikemas. Beberapa Carrier ada yang telah mempersiapkan laman website yang memungkinkan para Shipper menyampaikan informasi berat petikemas sendiri dan dapat diakses didalam maupun diluar jam kerja. Tetapi Shipper harus memastikan bahwa informasi berat sudah disampaikan sebelum petikemas masuk ke Gate In. “Method 1: involves the weighing of the container after it has been packed and sealed. Suitable for container with bulk bag, liquid content, heterogeneous cargo, etc. Method 2: requires adding the container tare, the weight of the lashing material, securing material, and the cargo weight itself. Suitable for homogenous cargo, cargo packed in box with each individual weight information printed on the box, etc. “Metode 1: menimbang berat petikemas setelah penuh dan disegel. Cocok untuk petikemas berisi bulk bag, cairan, kargo yang heterogen, dll Metode 2: menambahkan berat tara petikemas, berat material pengikat, material pengaman, dan berat kargo itu sendiri. Cocok untuk kargo homogen, kargo dikemas dalam kotak yang kotaknya tertera informasi beratnya, dll”. Any weighing facility or equipment outside or inside TPS should be certified by government appointed body to be able to produce container VGM. Fasilitas atau alat penimbangan manapun didalam maupun diluar TPS harus telah memiliki sertifikasi yang dikeluarkan oleh badan yang ditunjuk pemerintah untuk dapat menerbitkan VGM petikemas Badan Metrology, is the only party appointed and subsidiary of Government to proceed the certification of weight scale Badan metrology satu satunya yang di tunjuk dan sebagai perwakilan pemerintah untuk menerbitkan serifikat alat timbang.

Answer We have 3 in Gate In, 1 in hybrid Gate In-Out and 2 in Gate Out all for export purposes, it can be alternate among of all gates mentioned. Kami memiliki 3 di Gate masuk, 1 di Gate hybrid masuk-keluar dan 2 di gate keluar untuk kebutuhan export, semuanya dapat dipergunakan secara bergantian jika di butuhkan. TPS is fully commited to keep the trade running as usual, thus all containers that already has booking in TPS will not be stopped at Gate In. TPS berkomitment penuh untuk tetap menjaga kelancaran arus perdagangan seperti saat ini, oleh karena itu semua petikemas yang telah memiliki booking di TPS tidak adakan dihentikan di Gate In. TPS as Terminal Operator is bound to SOLAS regulation which globally applied on 1st July 2016, thus inevitably also bound by rule “No VGM No Load”. TPS sebagai operator terminal terikat dengan peraturan SOLAS yang berlaku secara global pada 1 Juli 2016, sehingga mau-tidak-mau juga terikat pada atauran “Tidak Ada VGM Tidak di Muat”. As TPS bound by SOLAS regulation, TPS cannot load without VGM, and thus to avoid container shut out, TPS will automatically become the VGM service provider. Dikarenakan TPS terikat dengan peraturan SOLAS, TPS tidak dapat memuat petikemas tanpa VGM, sehingga untuk menghindari terjadinya petikemas yang tidak dimuat, TPS akan secara otomatis akan menjadi penyedia jasa VGM. TPS has weighing facilities to verify container declared VGM weight after receiving container at Gate. That’s being said as per SOLAS regulation, TPS cannot load wrong or beyond tolerance VGM, and thus TPS will automatically become the VGM service provider for that container. TPS memiliki fasilitas penimbangan yang dapat digunakan untuk verifikasi atas informasi petikemas VGM saat diterima di Gate. Namun demikian, sesuai dengan peraturan SOLAS, TPS tidak dapat memuat container dengan VGM yang salah atau diluar batas toleransi, sehingga dalam hal ini TPS secara otomatis akan menjadi penyedia jasa VGM bagi container tersebut.

Answer TPS has weighing facility and can provide VGM information for container without VGM and container with VGM beyond tolerance when receiving export at the gate. The information will be communicated to Carrier via EDI messages and email. TPS akan menyediakan informasi VGM bagi petikemas yang tidak memiliki VGM dan petikemas yang VGM nya berada diluar batas toleransi. Informasi ini kemudian akan disampaikan ke Carrier melalui mekanisme pesan EDI dan email. TPS has weighing facilities at Gate In and Gate Out, TPS VGM will be calculated as difference between weight captured at Gate In and weight captured at Gate Out. TPS memiliki fasilitas penimbangan di Gate In dan Gate Out. TPS VGM dihitung dari selisih berat yang didapatkan dari Gate In dan berat yang didapatkan pada Gate out. Yes, TPS is fully commited to help Shipper as much as possible to comply with SOLAS regulation. Ya, TPS berkomitmen penuh untuk membantu Shipper semaksimal mungkin agar dapat memenuhi peraturan SOLAS.

Answer Before SOLAS regulation enforced, container weight obtained by TPS weighing equipment is reserved for internal stowage planning usage only and TPS holds no liability in the usage of the weight information outside TPS. After SOLAS regulation enforced, if TPS is acting as VGM service provider, the container weight obtained by TPS weighing equipment is not only used for internal stowage planning, but also can be used as verified measure of container weight that valid to be used on the next discharge port. This cause TPS to take certain actions to ensure higher level of accuracy and availability of its weighing equipments, proper system and documentation, which in turn will impact TPS operational cost. Sebelum peraturan SOLAS diberlakukan, berat petikemas yang didapatkan dari peralatan timbang TPS hanya diperuntukkan untuk kepentingan internal dalam pembuatan rencana muat dan TPS tidak bertanggung jawab atas penggunaan informasi berat ini di luar TPS. Setelah peraturan SOLAS diberlakukan, jika TPS bertindak sebagai penyedia jasa VGM, maka berat petikemas yang didapatkan dari peralatan timbang TPS tidak hanya digunakan untuk kepentingan internal dalam pembuatan rencana muat, tetapi juga dapat digunakan sebagai ukuran berat petikemas yang telah terverifikasi dan sah untuk digunakan pada terminal bongkar selanjutnya. Hal ini memaksa TPS untuk mengambil langkahlangkah tertentu guna memastikan tingkat akurasi dan kesiapan alat timbang yang lebih baik, sistem serta dokumentasi yang sesuai, yang pada akhirnya akan berdampak pada meningkatnya biaya operasional TPS. Yes, the charge will be called VGM service fee to cover the increase in TPS operational cost as explained in point 11. Iya, biaya ini disebut VGM service fee yang akan digunakan untuk menutup peningkatan biaya operasional TPS sebagaimana telah di jelaskan pada butir 11. Shipper may avoid being charge with VGM service fee if Shippers/Carriers can submit their container’s VGM information accurately before container arrives at Gate In. Shipper dapat menghindari pengenaan VGM service fee jika Shipper/Carrier mengirimkan informasi VGM yang akurat sebelum petikemas tiba di Gate In.

Answer The VGM submission procedure depends on Carrier or Line Operator (LOP) discretion, but in general upon weigh the packed of container, Shipper must sent the said VGM including Authorized Signature of verificator to Carrier or Line Operator (LOP) before container arrives at Gate In. Prosedur penyampaian VGM adalah bergantung pada kebijaksanaan Carrier atau Line Operator (LOP), tetapi secara umum, setelah petikemas penuh (FULL) ditimbang, Shipper harus menyampaikan berat VGM tersebut beserta tanda tangan orang yang ditunjuk sebagai verifikator ke Carrier atau Line Operator (LOP) sebelum container tiba di Gate In. Yes. SOLAS apply globally, all ports under IMO convention shall follow it per 1 July 2016 Ya, peraturan SOLAS berlaku menyeluruh, dan semua pelabuhan yang terikat dalam konvensi IMO harus mengikutinya pada tanggal 1 Juli 2016. As per Directorate General Of Sea Transportation Decree No. HK.103/2/4/DJPL_16, article 2, regarding Enforcement Of SOLAS Regulation “Domestic packed containers boarded on Indonesia-flagged vessel sailing in Indonesian water 6 months after the published of this decree” Berdasarkan peraturan Direktur Jendral Perhubungan Laut No. HK.103/2/4/DJPL_16, pasal 2 mengenai Pemberlakukan Peraturan SOLAS “kemasan petikemas domestik yang diangkut di kapal berbendera Indonesia yang berlayar di dalam pelayaran kawasan Indonesia 6 bulan setelah terbitnya peraturan ini”. As per Maritime Safety Commitee 96th session, SOLAS regulation will be applied to transhipment containers in practical and pragmatic approach for a period of three months after 1st July 2016. Berdasarkan sesi ke 96 Komite Keselamatan Maritim , regulasi SOLAS akan diterapkan untuk petikemas transhipment dalam pendekatan praktis dan pragmatis untuk jangka waktu tiga bulan setelah 1 Juli 2016. But as Vessel Operator care must be taken to ensure that all Line Operators (LOP) are using vessel name, call sign and voyage number identical to what Vessel Operator have registered to TPS for berthing request. Answer As per Directorate General Of Sea Transportation Decree No. HK.103/2/4/DJPL_16, article 11 regarding Gross Mass Discrepancy Between Shipper And Container Terminal, “Any discrepancy between a verified gross mass of a packed container obtained prior to the container's delivery to the port terminal facility and a verified gross mass of that container obtained by that port facility's weighing of the container should be resolved by use of the latter verified gross mass obtained by the port terminal facility” Berdasarkan peraturan Direktur Jendral Perhubungan Laut No. HK.103/2/4/DJPL_16, pasal 11 mengenai Perbedaan Berat Kotor Antara Shipper Dan Terminal Petikemas, “Dalam hal terdapat perbedaan antara berat kotor petikemas yang diperoleh sebelum petikemas tiba di fasilitas terminal pelabuhan dan berat kotor petikemas terverifikasi yang diperoleh melalui fasilitas penimbangan petikemas di pelabuhan maka berat kotor petikemas terverifikasi (Verified Gross Mass Container/VGM) yang diakui adalah yang diperoleh dari fasilitas terminal pelabuhan”. TPS will provide container VGM monitoring tool under TPS Webaccess and only containers that has been booked in TPS that are available for monitoring. TPS akan menyediakan alat monitoring VGM melalui TPS Webaccess dan hanya petikemas yang telah memiliki booking di TPS yang dapat dimonitor As per Directorate General Of Sea Transportation Decree No. HK.103/2/4/DJPL_16, article 12 regarding Container Gross Mass Exceeding Maximum Gross Weight, “A container with a gross mass exceeding its maximum permitted gross mass which stated in the Safety Approval Plate (CSC Safety Plate) can not be loaded onto a ship”. 32. Please explain data flow used in TPS for Carrier and Joint Service Partner? Mohon dijelaskan aliran data yang digunakan oleh TPS untuk Carrier dan Joint Service Partner?

Answer Customs by regulation don’t weigh the tare, and packaging weight or dunnage weight or pallet weight. TPS will resolve the discrepancies once find out at Gate In Secara regulasi bea dan cukai tidak memperhatikan berat tara,berat pembungkus atau berat dunnage atau berat palet. TPS akan menimbang jika ada perbedaan di temukan ketika Gate In. When BAPLIE from origin port could not provide VGM, TPS won’t load the goods, unless Shipper agree with service provided by TPS. Ketika BAPLIE dari pelabuhan asal muat tidak dapat menunjukkan VGM, TPS tidak akan memuatnya, kecuali pengguna jasa setuju untuk menggunakan layanan yang di sediakan oleh TPS. It will apply under sailing date with subject all the boxes having individual VGM, therefore suggest all export and transhipment boxes need to have their VGM prior 1st July while Gate In, otherwise they can use our service to provide it. Akan berlaku sesuai dengan tanggal berangkat kapal, dengan ketentuan semua petikemas yang akan di muat telah memiliki VGM masing masing, untuk itu kami sarankan agar semua muatan export dan transshipment sudah memiliki VGM sebelum tanggal 1 Juli pada saat Gate In, atau dapat menggunakan layanan kami untuk mendapatkan itu.
