The introduction of new non-profit legislation in 1998 has created new challenges for the sector. While there have been many critics of the legislation, its measures can be seen as a response to society’s need to know more about the civil sector’s activities. An increase in visibility and accountability is essential for the continuing progress and well-being of the civil sector. For greater links to be forged between the different sectors the work of non-governmental organisations must be understood and appreciated. The importance of a reliable information infrastructure for and about the civil sector cannot be overstated, as it builds confidence and trust in the sector’s activities. NIOK`s activities have been designed to address the question of how to increase openness and transparency in this sector and to build confidence in the third sector. The 1% campaign and the publication of the Non-Profit Self-Portrait are just two examples of how NIOK`s programmes work to enhance the visibility of the sector. In 1998 NIOK was in a position to develop and improve its information service, through its regional network, library and website. I am confident that the non-profit sector in this country will continue to prosper. I am equally confident that NIOK will continue to strive to meet the needs of the sector and society as a whole and to contribute to its ongoing development. I would like to take this opportunity to thank the work of the Board members, especially Istvan Stumpf, who was chair of NIOK’s board until June 1998. A K U R AT Ó R I U M E L N Ö K É N E K E LÔ S Z AVA A nonprofit szervezetekre vonatkozó új törvény életbelépése új kihívásokat teremtett a szektor számára. A törvényt ugyan sok bírálat éri, de a rendelkezései azt a célt szolgálják, hogy a társadalom jobban megismerhesse a civil szektor tevékenységét. Magyarországon a további fejlôdés szempontjából elengedhetetlen, hogy a a civil szektor jobban átlátható és elszámoltatható legyen. A különbözô szférák között csak akkor lehet erôsebb kapcsolatokat teremteni, ha az emberek ismerik és elismerik a nem kormányzati szervezetek munkáját. Nem lehet eléggé hangsúlyozni a non-profit szektorról és a szektornak szóló információnyújtás fontosságát, hiszen az bizalmat ébreszt tevékenységük iránt. A Nonprofit Információs és Oktató Központ, Soros-NIOK Iroda éppen azért dolgozik, hogy biztosítsa az információs hátteret, fokozva a szektor nyitottságát és ismertségét. Példa erre az átütô sikerû 1%-os kampány, a Nonprofit Önarckép címû kiadvány vagy a regionális hálózat, a könyvtár és az Internet nyújtotta információs szolgáltatás. Meggyôzôdésem, hogy a nonprofit szektor tovább erôsödik Magyarországon. Abban is biztos vagyok, hogy ez az alapítvány a jövôben is azon fog fáradozni, hogy megfeleljen a nonprofit szektor és a társadalom elvárásainak, és hozzájáruljon a fejlôdéshez. Ezúton szeretném megköszönni a kuratórium tagjainak munkáját; kiváltképpen köszönetet mondok Stumpf Istvánnak, aki 1998 júniusáig a Kuratórium elnöki tisztét töltötte be. ABOUT NIOK The mission of the Non-profit Information and Training Centre (NIOK) is to strengthen civil society in Hungary by providing capacity building services to nongovernmental organisations (NGOs) and by building an environment supportive of the long-term future of non-governmental organisations. NIOK is an independent, nonpartisan, nongovernmental, prominently public benefit organization (from 1st January 1998) according to the prevailing laws. NIOK was established in 1993 with the aim of helping the development of civil society, by providing training and information services for non-governmental organisations, by helping to reform legislation relating to non-governmental organisations and by focusing on the relationship of the non-profit sector to local government, the business community and society in general. It also runs the Soros Foundation’s NGO development programme. 1% Campaign: “I give my tax. 1%!” Our purpose was to encourage a greater proportion of taxpayers to use the opportunity to make a contribution to the non-profit sector, by opting to donate 1% of their income tax bill to the civil organisation of their choice. In 1998 the database of non-profit organisations eligible to receive the donations was expanded, and we ran a telephone service designed to help taxpayers who were looking for information about eligible organisations or who needed advice on the law. We received about 100–150 calls each day for two months, and the satisfaction rate was 95%. 30% of taxpayers chose to donate in this way, and the non-profit organisations received 2 500 000 000 HUF. The most popular beneficiaries were educational institutions, children’s health care organisations and animal shelters.
1%-os kampány: „Én adom az én adóm. 1%!” Célunk az volt, hogy minél több adófizetô éljen a nonprofit szektor támogatását szolgáló lehetôséggel, és ajánlja fel személyi jövedelemadójának 1%-át egy általa választott szervezetnek. 1998-ban tovább bôvült a felajánlás elfogadására jogosult szervezetek adatbázisa, és telefonos szolgáltatást nyújtottunk azon adófizetôk számára, akik tájékozódni akartak a szervezetekrôl, vagy a törvénnyel kapcsolatos információra volt szükségük. Két hónapon keresztül napi 100-150 hívást kaptunk. A hívók 95%-a elégedett volt a szolgáltatással. Az adófizetôk 30%-a adakozott ilyen módon, és a nonprofit szervezetek összesen mintegy 2,5 milliárd forinthoz jutottak. A legnépszerûbb kedvezményezettek az oktatási intézmények, a gyermek egészségügyi szervezetek és az állatmenhelyek voltak.

Infonet We put an emphasis on taking part in formal and informal channels through which we could acquire useful information for non-profit organisations through our website, e-mail, national network and our library. Our website was completed by the end of 1998, making the majority of NIOK`s information accessible electronically. Our website was visited by 600 people in 1998.

Our library continues to grow in size and now stocks over 2000 titles covering a broad range of non-profit issues, including fundraising, communications and volunteering. Our collection is the biggest in the country and is unique because of the breadth of information available, such as directories, relevant statistical information, annual reports, newsletters and management and research books. In 1998 we received more than 800 visitors to the library.
Könyvtárunk állománya tovább bôvült. A múlt évben már több mint 2 000 nonprofit témával foglalkozó könyvünk volt. Az ország legnagyobb és egyedülálló ilyen jellegû gyûjteményében találhatunk címtárakat, vonatkozó statisztikai adatokat, éves jelentéseket, hírlevelek, vezetéstudományi könyveket és tanulmányokat. Az év során a látogatók száma meghaladta a 800-at.
Information service about the new non-profit legislation To advise and educate the sector about the 1997 Public Benefit Organisations Act (156) we launched an intensive information programme, supported by the Ministry of Education and Culture. The information programme comprised: ■ a practical guide to the legislation ■ 18 training courses in ten county towns ■ regular legal advisory service in nine Hungarian locations in co-operation with our regional partners ■ a free-phone service to answer basic questions on the law and to distribute information The feedback from the public and NGOs was positive. We received 1649 phone calls, 328 people visited the advisory service, and 462 people attended the training courses. 40% of the organisations that used the service were from Budapest, and 60% from outside the city. We dispatched 3000 copies of the guidelines.
Információs szolgálat az új nonprofit törvényrôl A közhasznú szervezetekrôl szóló 1997. évi CLVI. törvény széles körben való megismertetése érdekében 1998 tavaszán intenzív információs programot indítottunk, amelyet a Mûvelôdési és Közoktatási Minisztérium támogatott. A program az alábbi elemekbôl állt: ■ tájékoztató füzet a törvényrôl ■ tizennyolc képzés tíz vidéki városban ■ rendszeres jogi konzultáció kilenc városban a regionális partnereinkkel együttmûködve ■ ingyenes telefonos szolgáltatás a törvénnyel kapcsolatos legfontosabb kérdések megválaszolására A nagyközönség és a civil szervezetek pozitívan fogadták a programot. A tájékoztató füzetbôl 3 000 példányt postáztunk. 1 649 telefonhívást kaptunk, 328-an jöttek el a tanácsadásokra és 462 fô vett részt a képzéseken. A szolgáltatást igénybe vevô szervezetek 40%-a volt budapesti, 60%-a vidéki.

Awards Each year from 1995 NIOK Foundation and Soros Foundation present awards to reward business organisations and private individuals who excel in giving, and non-profit organisations that do exceptionally good work. Nominations for these awards are open all through the year to anyone who wishes to participate. This year more than 100 nominations were sent in and the event, kindly sponsored by the Bankers Trust Co., received extensive coverage in the media, demonstrating that the event has become well-established.
Díjak 1995-tôl évente a NIOK és a Soros Alapítvány által alapított díjakkal kívánjuk jutalmazni azokat a gazdasági szervezeteket és magánszemélyeket, akik az adakozásban élen járnak, illetve azokat a civil szervezeteket, amelyek példaértékû munkát végeznek. Az egyes kategóriákra az év folyamán bárki benyújthatta jelölését, rövid indoklással, s ezek alapján kuratóriumunk döntött a díjazottakról. 1998-ban száznál is több jelölés érkezett, és a Bankers Trust Company által szponzorált díjkiosztó ünnepségrôl és a díjazottakról a média sok helyen tájékoztatott, ezzel jelezve, hogy a díj ma már fontos elismerést jelent.
The winners were: Individual Donor of the Year: Sándor Darmstädter When his wife died in 1996, Sándor Darmstädter decided that he should use their savings to help those in need. In 1998 Mr Darmstädter gave away 3 626 000 HUF, mostly to people with disabilities and the disadvantaged. “My donation is simply prompted by an understanding and love of the needy, there is not a grain of selfishness in this at all. I will continue to support the needy in 1999, mostly the physically disabled, the blind and those with mental illnesses.”

Non-Profit Organisation of the Year: The Board decided to grant joint awards in the non-profit organisation of the year category because both organisations were working towards similar objectives, albeit with different methods, and both are excellent models. Children’s Health in Óbuda-Békásmegyer launched a project with the aim of preventing neglected, disadvantaged but healthy young people from becoming involved with crime and drugs by involving them in meaningful activities, such as sport.
Egészségéért Alapítvány azért indította el innovatív programját, hogy a kallódó, hátrányos helyzetû, de egészséges fiatalokat értelmes tevékenységek, elsôsorban sportolási lehetôség biztosításával megóvja a bûnözéstôl és a kábítószerhasználattól.
Corporate Donor of the Year: MATÁV Rt’s corporate community involvement amounts to 0.5% of its annual income. The main areas of support are: treatment of communication disorders and diseases; prevention and treatment of cardiovascular diseases; sports activities for the disadvantaged; offering freephone facilities to phone-in aid services. The fourth annual award ceremony was held in December 1998.
Az év adakozásban élenjáró gazdasági szervezete a MATÁV Rt. éves jövedelmének 0,5%-át fordítja közösségi programokra. A támogatás legfontosabb területei: a kommunikációs zavarok és betegségek, a szív- és érrendszeri betegségek megelôzése és kezelése, a hátrányos helyzetûek sportolásának elôsegítése, valamint néhány telefonos segélyszolgálat számára ingyenes vonal biztosítása. A negyedik díjkiosztó ünnepségre 1998 decemberében került sor.
Volunteering programme Our programme promotes the forgotten value of volunteerism to improve the effectiveness of non-profit organisations and to encourage the involvement of citizens in civil organisations. This year we began a pilot volunteering project in Budapest. As part of this programme we have: ■ provided training on volunteer management ■ assisted with recruitment ■ built up the database of people wishing to volunteer and organisations seeking volunteers ■ joined an Open Society Institute programme that is working to encourage volunteerism in the region, and have benefited from sharing experiences with projects in other countries. We aim to develop the database in the coming year and to increase the numbers of volunteers finding placements.

The information centres are operated by local civil organisations and their services can be accessed by any NGO within their region. We provided thorough training for the centre managers and we defined common service standards for the network. RECIPROK, as a network, can respond to professional issues and challenges. Examples of this are the campaign on the Public Benefit Organisations Act and participation in the Country Assembly of Civil Organisations. Their activities were also marked by 21 training programmes, organising the Civil Academy and the national Social Care Conference, four newsletters and several radio and tv programmes. NIOK provides financial and technical assistance to the network.
Az információs irodákat a helyi civil szervezetek mûködtetik, és a régiójuk bármely civil szervezete igénybe veheti a szolgáltatásokat. 1998-ban az irodavezetôket képzésben részesítettük, és meghatároztuk a hálózat közös szolgáltatási normáit. A szakmai kérdésekre, kihívásokra a RECIPROK már hálózatként is tud válaszolni. Ilyen program volt például a közhasznú törvény országos ismertetô kampánya vagy az Országos Civil Találkozón való részvétel. Training This year we mainly concentrated our resources on establishing the means to provide training around the country, through the Regional Network. Staff at the centres received training to ensure that we achieved a uniform standard of service across all eight centres and to strengthen the consultancy service. Topics included strategic planning, facilitation skills, how to run an advice centre, legal issues, accountancy, and how to compile and manage an information service. We also ran courses on transparency and accountability. Over the year we organised the following events with our national partners for local organisations: ■ training sessions on general non-profit management, attended by 271 participants – The centres organised: 3 training sessions on basic non-profit management and 3 on financial and accountancy matters; 2 sessions on proposal writing and media connections; 1 session on financial management, organisational development and “1%” issues ■ a workshop on non-profit issues in Debrecen, attended by 17 organisations from three countries, which also helped the learning process of NGOs with regard to presenting concrete projects. ■ a conference for social service-type NGOs in Miskolc which was organised under the title Nonprofit Organisations in Local Society ■ courses on the Public Benefit Organisations Act in ten different cities, attracting 462 participants ■ advanced courses on fund-raising, held in Budapest, Pécs and Tatabánya (delivered by Angela Rosati, an American expert, and author of our book on the same subject) ■ three training sessions in Budapest on volunteer management, to 17 non-profit organisations
Képzés Erôforrásainkat arra koncentráltuk, hogy a Regionális Civil Információs Központok hálózatán keresztül országos képzési lehetôséget teremtsünk. A központok munkatársai számára tanfolyamokat szerveztünk, hogy mind a nyolc regionális központ egységes színvonalú szolgáltatást tudjon nyújtani, illetve bôvíteni tudja a tanácsadó szolgálatot. A témák között szerepelt a stratégiai tervezés, a facilitációs készségek fejlesztése, a tanácsadó központ mûködtetése, jogi kérdések, számvitel, a tájékoztató szolgálatok üzemeltetése, az átláthatóság és a beszámoltathatóság. Az év folyamán hálózati partnereinkkel együtt az alábbi rendezvényeket szerveztük a helyi szervezetek számára: ■ általános nonprofit menedzsment tanfolyamok, összesen 271 résztvevôvel – a központok rendeztek: 3-3 képzést nonprofit menedzsment alapismeretek, pénzügyi-adózási, 2 képzést pályázatírási és média, 1 tanfolyamot gazdálkodási, szervezetfejlesztési és „1%”-kal kapcsolatos támában ■ nonprofit kérdésekkel foglalkozó mûhelyfoglalkozás Debrecenben, három ország 17 szervezetének részvételével, mely nemcsak az aktuális nonprofit szervezeteket érintô kérdéseket tárgyalta, hanem konkrét projektek bemutatásával is segítette a tanulási folyamatot ■ a szociális szolgáltató civil szervezetekkel foglalkozó konferencia Miskolcon, melyet a Civil szervezetek a helyi társadalomban címmel szerveztek ■ a közhasznú törvénnyel foglalkozó képzés tíz városban, 462 résztvevôvel ■ felsôfokú adományszerzési tanfolyam Budapesten, Pécsett és Tatabányán ■ három tanfolyam az önkéntes szervezés témakörében, amelyeken összesen 17 szervezet képviseltette magát.

In 1998 we were able to assist 300 clients in Budapest and 1 800 in our country offices. The service includes: legal advice, taxation and accounting, grant application know-how in English and Hungarian, PR and communication. This year we introduced a small fee for the service, which we continue to subsidise heavily. We sent a questionnaire to 130 clients visiting NIOK in 1998 and the results showed that: ■ 96% of respondents said that our experts had answered the questions put to them ■ 82% of respondents said that our experts were well-prepared ■ 82% of respondents said that our pricing was realistic ■ 76% of respondents said that they were happy with the service our consulting services provided. Publications We produced the second edition of our Handbook on Basic Non-profit Management, aimed at civil organisations and their sponsors, potential donors, general public, media. 13 Hungarian experts provided studies on a wide range of topics to produce a source of relevant, thorough, structured information. The second edition improved upon the first, with updated information and improved presentation. It has proved to be an extremely popular book with civil society organisations and practitioners, and is used as a standard textbook by universities and colleges. It is being sold through 14 book shops nation-wide, and is also distributed through libraries.

Az 1998-ban a NIOK-ba látogatók közül 130-nak küldtünk értékelô kérdôívet, amelynek feldolgozásából kiderült, hogy a válaszadók: ■ 96%-a szerint szakértôink megválaszolták a kérdéseiket, ■ 82%-a szerint szakértôink felkészültek, ■ 82%-a szerint áraink elfogadhatóak, ■ 76%-a örül az általunk biztosított tanácsadó szolgáltatásnak. Kézikönyvek Elkészítettük az Alapfokú kézikönyv civil szervezetek számára címû könyv második, bôvített és átdogozott kiadását, amely a nonprofit szervezeteknek és támogatóiknak, a potenciális adományozóknak és a nagyközönségnek is szól. A tizenhárom magyar szakember által írt tanulmányból összeállított kötet fontos, részletes és jól felépített információforrást jelent. Az elsôhöz képest több friss ismeretet tartalmazó, igényesebb kiadvány. A gyakorló szakemberek körében igen népszerûvé vált, sôt több egyetemen és fôiskolán tankönyvként használják. Országszerte 14 könyvesboltban árusítják és könyvtárakban is hozzáférhetô. 1998-ban jelentettük meg a „Nonprofit Önarckép” második kiadását (lásd 7. oldal).
