THE NOISE LANDSCAPE > The Haarlemmermeerpolder has been influenced by Schiphol Airport for almost twothirds of its 160-year history. Large-scale airport infrastructure has been laid out in the polder, originally constructed for agricultural purposes. The region has nowadays become a ‘mainport’ of great economic importance for the Netherlands. Amsterdam Airport Schiphol provides an income for 65.000 people directly, approximately 170.000 jobs have a connection to airport activities. But aviation also forms a concern for the inhabitants of the region, mainly in terms of noise pollution. Working towards a better-integrated airport region means working together with its neighbors, the residents. The Chair of Prof. Kees Christiaanse from the University ETH Zurich has conducted research on the Schiphol region within the international research project “Better Airport Regions”. The term ‘Noise Landscape’ has been coined for the area surrounding the airport that is influenced by airplane noise and its audible and legal impacts. To gather views from residents on their interpretation of the ‘Noise Landscape’, ETH Zurich collaborated with Podium for Architecture in organizing a Call for Photos. A selection of the photos is contained in this publication together with photos made by students of ETH Zurich under guidance of Swiss photographer Marc Latzel. The photo’s convey a fascination for the airport, but also provide a view of daily life of inhabitants of the ‘Noise Landscape’.

HET GELUIDSLANDSCHAP > De Haarlemmermeerpolder is voor bijna twee derde van de 160-jarige geschiedenis beïnvloed geweest door Schiphol. Grootschalige luchthaveninfrastructuur is in de polder aangelegd, die oorspronkelijk drooggemaakt is voor agrarisch gebruik. De regio is tegenwoordig uitgegroeid tot een ‘mainport’ van groot economisch nationaal belang voor Nederland. Op Amsterdam Airport Schiphol werken 65.000 mensen, ongeveer 170.000 banen zijn verbonden met activiteiten op de luchthaven. Maar de luchtvaart vormt ook een zorg voor de inwoners van de regio, vooral vanwege de geluidsoverlast. Toewerken naar een beter geïntegreerde luchthavenregio betekent samenwerken met de buren, de bewoners. De leerstoel van Prof. Kees Christiaanse van de universiteit ETH Zurich heeft onderzoek gedaan naar de Schiphol regio binnen het internationale onderzoeksprogramma ‘Better Airport Regions’. De term ‘Geluidslandschap’ is gemunt voor de omgeving van de luchthaven waar vliegtuiggeluid hoorbaar is en juridische gevolgen heeft. ETH Zurich organiseerde samen met Podium voor Architectuur een fotoprijsvraag om bewoners uit te dagen hun interpretatie van de term ‘geluidslandschap’ te geven. Een selectie van de foto’s zijn opgenomen in deze publicatie, naast foto’s gemaakt door studenten van de ETH Zurich, onder begeleiding van de Zwitserse fotograaf Marc Latzel. De foto’s tonen een fascinatie voor de luchthaven maar geven ook een beeld van het dagelijks leven van de inwoners van het ‘Geluidslandschap’.

> Airports cause Noise. Under this noise, special urban conditions emerge. The aim of this publication is to describe the conditions of the Noise Landscape, by using images and texts from the area around Schiphol Airport in the Netherlands.

As the Noise Landscape is very complex and still in development, it cannot be described in conclusion. Its definition still has to be found – by inhabitants, policymakers, researchers and planners. This is especially true for the Noise Landscape around Schiphol, which lies between the settlement areas of Amsterdam, Haarlem and Hoofddorp and houses a wide variety of functions, building types and atmospheres. The Noise Landscape around Schiphol is both rural and urban, both central and peripheral, and because of the flatness of the landscape and the layout of the runways, Schiphol has a strong presence.

Omdat het geluidslandschap zeer complex en nog in ontwikkeling is, is het niet mogelijk het als een vaststaande conclusie te beschrijven. De definitie ervan moet nog worden geschreven – door bewoners, beleidsmakers, onderzoekers en planners. Dit geldt in het bijzonder voor het geluidslandschap rond Schiphol, gelegen tussen de woongebieden van Amsterdam, Haarlem en Hoofddorp waar een grote variëteit aan functies, gebouwtypologieën en sferen te vinden is. Het geluidslandschap rond Schiphol is zowel landelijk als stedelijk, zowel centraal als perifeer. Door het extreem vlakke polderlandschap en de lay-out van de starten landingsbanen, is Schiphol sterk aanwezig.

This presence, which the Noise Landscape is strongly saturated with, is extremely fascinating. Rather than regarding it as a mere disruption, we are convinced that airplane noise should be regarded like any other urban condition, as something that holds both potentials and deficits. As the Noise Landscape is an urban condition that will not leave our cities very soon, its potentials have to be discovered, described and turned into qualities. This publication aims at presenting a first step towards unearthing these potentials.

Deze aanwezigheid, waar het geluidslandschap stevig in gegrond is, is uitermate boeiend. In plaats van het geluid louter als een verstoring te beschouwen, zijn we ervan overtuigd dat vliegtuiggeluid te vergelijken is met elke andere stedelijke conditie, als iets dat zowel beperkingen als kansen biedt. Airfield The airfield describes the flat area that is composed of runways, taxiways and parking positions. Airfields are very large. Schiphol Airport has more than a usual amount of runways--six--and the Polderbaan is located 7 kilometers from the terminal building; in other words, its airfield is huge. As the airfield cannot be entered or transversed except through tunnels for cars, railways, or buses, it shapes the urban structure around it through its sheer size: infrastructure lines or highways have to go around it, settlement areas end at its edge. The airfield is the core of the noise landscape and includes many green spaces. As Schiphol Center is located in the midst of the airfield, it can be regarded as an urban island that is connected to its the city-region by a few infrastructure lines, such as the Schiphol railway, the A4, and the Zuidtangent bus line.

Airside Airport operations are divided into airside and landside activities. The two are separated by the boundary that surrounds the airside, which includes the airfield, adjacent infrastructure buildings and zones, and the airside part of the passenger terminal. The airside is only accessible to passengers and staff, and it is legally extra-territorial: only after clearing immigration, do passengers officially arrive in the Netherlands. For Schiphol Airport, the quality of the airside as an environment for shopping and leisure is very important for its many transfer passengers who might sometimes even stay in a hotel on top of the terminal without ever formally entering the country. For the noise landscape, the highly secured airport fence around the airside is a defining element.

Luchtzijde Luchthavenactiviteiten zijn verdeeld in activiteiten aan de luchtzijde en de landzijde. De twee zijn gescheiden door een grens die de luchtzijde omringt, waarbinnen zich het vliegveld, aangrenzende logistieke gebouwen en gebieden en het luchtzijde-gedeelte van de terminal voor reizigers bevindt. De luchtzijde is alleen toegankelijk voor reizigers en luchthavenpersoneel en valt wettelijk buiten de landsgrenzen: pas na het passeren van de douane komen reizigers officieel in Nederland aan. Airport Corridor A corridor in urban planning denotes a linear development limited in width, which runs along main transport routes, connecting points of high centrality. Good accessibility to highways and rail systems make corridors attractive locations for business, commercial use, and housing. If a

corridor does not become too wide, it will profit from a short distance to open landscape to one side and to high quality infrastructure on the other. However, accessibility and infrastructure provision in corridors can be worse than at points of highest centrality. At airports, these are the areas around the main terminal, which has become the place for the emergent Airport Cities. As the urban regions around airports continue to grow, development spills over from the Airport City to the corridor that connects the terminal to the main city center, forming the Airport Corridor. In the case of Amsterdam, this could, until now, only be observed in the development at SchipholNoord and Zuidas. In the future, development could possibly also take place between these points, which would result in an actual and less fragmented corridor.

Airport Fence Except for a few points of passage, the Airport Fence represents the border between the Airside and the surrounding urban surroundings. Since the Airport Fence is crucial for airport operation and immigration control, it is normally high and guarded by cameras, marking a clear border from the surroundings. In Schiphol, this border is visually softened, as in many places merely water canals are used to avoid trespassers from entering the airfield.

Airport Tangent Most urban conceptual models presume a concentration of development at points of highest centrality, such as in and around the core city, the railway station, and the airport—and in between these points in so-called corridors. At Amsterdam Airport, however, one of the main development corridors lies not there, but at the other side of the airfield: it is the Kruisweg, which transverses the Haarlemmermeerpolder and connects Hoofddorp with Aalsmeer. The road lies tangentially to Schiphol Centrum. Therefore, we named it the Airport Tangent, since it does not connect to the established centralities. At

Luchthaven omheining Met uitzondering van een paar ingangen, vertegenwoordigt de luchthaven omheining de grens tussen de luchtzijde en de stedelijke omgeving. Omdat de luchthaven omheining cruciaal is voor de bedrijfsvoering van de luchthaven en immigratie, is het normaalgesproken een hoog hek bewaakt met camera’s. Het markeert duidelijk een grens met de omgeving. Rondom Schiphol is deze grens visueel minder hard omdat op veel plaatsen water is gebruikt om overtreders van het vliegveld te weren.

Luchthaven tangent De meeste stedelijke conceptuele modellen gaan uit van een concentratie van ontwikkeling op de punten van de hoogste centraliteit, zoals in en rond stadscentra, stations en luchthavens. Tussen deze punten ontstaan zogenaamde corridors. In het geval van Schiphol ligt een van de belangrijkste corridors aan de andere kant van het vliegveld: de Kruisweg, die dwars door de Haarlemmermeerpolder loopt en Hoofddorp met Aalsmeer verbindt. De weg is tangentieel aangelegd door Schiphol Centrum. Deze lijn heet ‘Luchthaven tangent’ omdat hij niet verbon-

Kruisweg, middle- to low-value programs emerged first due to good road accessibility. Hotels and offices followed, while Hoofddorp continued to grow in housing. Today, the Airport Tangent is nearly fully developed and mixes all kinds of uses, scales, speeds, and atmospheres, an urban space that is unique in the Netherlands.

Back Yard With a few exceptions, such as Dallas/FortWorth, hub airports belong to a sole city. We call the side of the airport, oriented toward the mother city, Front Side and the area on the other side Back Yard. The airport Back Yard is the side of the airport that faces away from the mother city. Usually this area is used for logistic uses but also back offices and service facilities connected to the airport are located here, and less attention is paid to the representative aspect of public space. As urban systems are very complex, backyard conditions are not limited to the geographical position „behind“ the airport, though. They can also appear in places that are not directly behind the airport but which are more at a semiperipheral position.

Centrality A centrality is a point in the urban structure that is well connected with other points, especially other centralities. Before Industrialization, cities mainly had one single centrality, the city center. Increases in travel distance and speed as well as the growing functional dispersion of urban functions led to the creation of polycentric city regions. The centralities in these city regions have many different roles. The airport represents one of the newest and most important centralities. Like all other centralities, the airport can both complement and compete with other centralities.

Centraliteit Een centraliteit is een punt in de stedelijke structuur dat goed is verbonden met andere punten, in het bijzonder andere centraliteiten. Voor de industriële revolutie was het centrum van de stad vaak de enige centraliteit. Omdat we grotere reisafstanden nu in minder tijd kunnen overbruggen en doordat stedelijke functies steeds meer verspreid liggen, zijn polycentrische stedelijke regio’s ontstaan. De centraliteiten in deze stedelijke regio’s kennen verschillende gedaantes. De luchthaven is een van de nieuwste en belangrijkste centraliteiten in stedelijke regio’s. Certain kinds of foods could be produced directly at the terminal and processed for on-flight catering. Colonization The Haarlemmermeerpolder was new land when it was drained 150 years ago by three big pumping stations. All human activities on the new soil were and are done in the spirit of colonization, at first by settlers from all over the Netherlands. Subsequently, new inherent logic was constantly implemented in urban and agricultural systems. Today, the noise landscape is under permanent colonization, notably from two sides: the airport expands continuously, rolling out its functions over the noise landscape, such as in functional enclaves. At the same time, the surrounding urban areas locate unwanted land uses in the noise landscape, such as waste water treatment plants or scrapyards, but also colonize it for specific social activities, such as in noise heterotopias. The history of the Haarlemmermeerpolder as new land with its neutral but strong Polder Grid makes it very suitable for such appropriations, yet it also emerges as a battleground for conflicting demands and inherent logic.

Het water van de nabijgelegen Nieuwe Meer zou gebruikt kunnen worden om terminalgebouwen te koelen. Over het algemeen zijn de stromen in en rond de luchthaven aanzienlijk én geconcentreerd op één plek, waardoor het sluiten van kringlopen in relatie tot de luchthaven veel mogelijkheden biedt voor de toekomst van de Geluidslandschap.

Kolonisatie In de Haarlemmermeerpolder ontstond nieuw land toen het water 150 jaar geleden werd weggepompt door drie grote stoomgemalen. Alle menselijke activiteiten op de nieuwe bodem zijn voortgekomen uit de doelstelling om het gebied te koloniseren. Kolonisten waren afkomstig uit heel Nederland. Vervolgens kon de nieuw ontstane eigen logica van het gebied voortdurend gebruikt worden voor stedelijke en agrarische systemen. Vandaag de dag wordt het geluidslandschap permanent gekoloniseerd, vanuit twee dominante actoren: Schiphol breidt voortdurend uit en brengt functies onder in het geluidslandschap, in de vorm van functionele enclaves. In het stedelijke gebied moeten ongewenste vormen van grondgebruik in het geluidslandschap een plek krijgen, zoals waterzuiveringsinstallaties of sloopbedrijven. Ook leent het geluidslandschap zich voor specifieke sociale activiteiten zoals in geluids-heterotopieën. Door de geschiedenis van nieuw gemaakt land is de Haarlemmermeerpolder met zijn neutrale maar krachtige Polder grid uitermate geschikt voor dergelijke toe-eigening van grond. Amsterdam Airport is one of the main employers in the region--about 65,000 people work here. As there is no housing at Schiphol Centrum, all have to commute. Landside Airport operations are divided into airside and landside activities. The landside consists of parts of the airport outside the airport fence, such as parts of the terminal where security checks take place, but also many functional enclaves.

Logistics Landscape Warehouses, truck parking, storage facilities, roads, rails, and distribution centers form the backbone of globalized economies: here, goods arrive, are repacked, and redistributed. To take photos of these planes, the so-called ‘plane spotters’ try to get as close as possible to the airfield and prefer positions where the planes are about to land or to take off. Schiphol is probably Europe’s most popular airport for plane spotters. It is one of the continent’s busiest hubs and has almost no fences and the possibility to get close to the runway, especially the Polderbaan. There are two official plane spotting sites (”Spottersplaats”) at Schiphol. A fast food restaurant complements the spotting place next to the Buitenveldertbaan, while the spotting place next to the Polderbaan is usually served by a mobile fast food stand. The airport is the place where global and local meet, and the area around it is shaped by numerous and different infrastructures. Since the demands of local and global scales differ crucially, this leads to contradictory situations. Large infrastructures, such as highways, cut through local connections, creating compartmentalization. This distorts the distances around the airport: one may well take longer to get to the terminal from a place only a few hundred meters air line distance away from it than from a place several kilometers away, but close to a highway exit.

Small Green Heart The noise landscape has the potential to transform into a regional park, combining agriculture with leisure and ecosystems services. Schiphol lies in the rapidly urbanizing northwestern corner of the Randstad, and is conceptualized as a “Small Green Heart.” The transformed noise landscape would provide a valuable asset for its surrounding municipalities Hoofddorp, Haarlem, Beverwijk, Heemskerk, the Zaan corridor, the Western Garden Cities, Amstelveen, and Aalsmeer. The terminal is the main departure and arrival building at an airport, a train station, a bus station, or a port. At the airport, the terminal is the site of highest centrality. Through the terminal runs the dividing line between landside and airside. While terminals used to be highly functional flows machines for quickly channeling passengers and cargo to and from airplanes, they have mutated over the past decades to shopping centers and multiple transport hubs connecting air traffic with all forms of ground transport (double hub). Schiphol has an unusually large terminal, which allows for transfer passengers to walk from gate to gate for any type of connection. Inside and outside the terminal, locations within walking distance are highly attractive for offices, shopping, and central functions, such as convention centers. The attractiveness decreases sharply beyond walking distance. However, there is not much space for urban development in, at, and around the terminal due to large areas needed for traffic and handling infrastructure, security, and the airside. This is one of the reasons that terminals and adjacent built structures have started to transform into vertically stacked urban centers, of which the World Trade Center at Schiphol is one example.
