Dit zijn de relevante projecten voor het huidige Innovatiecontract (IC). De projecten zijn ingedeeld naar de thema’s van het IC; daarnaast zijn er een viertal interessante buitencategorieën: T&U, biologische landbouw, visserij en aquacultuur. De omvang van de thema’s verschilt en ook het aandeel van Nederlandse partijen hierin. In de thema’s “Gezondheid” en “Duurzame maaktechnologie “ heeft Nederland een opvallend hoog aandeel binnen EU-projecten.

Matching Overall geeft de EC een bijdrage van 74% voor de geïnventariseerde projecten. Bijna €7M matching komt van private partijen. Opvallend hierbij is dat MKB veel meer meedoet dan grote bedrijven. Publieke partijen (DLO, TNO maar ook alle andere universiteiten) dragen gezamenlijk 18,6M bij aan matching.

Thema 1: Valorisatie groene grondstoffen, zijstromen en mest
De Agri&Food- en tuinbouwsector heeft de visie dat de transitie naar een biobased economy kansen biedt voor een zorgvuldig gebruik en betere benutting van natuurlijke (groene) grondstoffen (inclusief zijstromen), het ontsluiten van nieuwe afzetmarkten en creëren van mogelijkheden om de concurrentiekracht van de sector te vergroten. KP7-projecten waar de focus meer op het biochemische aspect ligt zijn niet meegenomen in de analyse voor de topsector A&F. Programma’s en projecten Er zijn 10 Europese projecten die vallen binnen de agenda van thema 1; al deze projecten vallen onder het KP7-programma. Het totale projectvolume is €37,5M; de bijdrage van de Europese Commissie aan Nederlandse partijen bedraagt €3M. Het project FERTIPLUS wordt gecoördineerd door een Nederlandse partij (DLO). Thema 2: Resource efficiency
De Agri&Food-sector is van mening dat een verdergaande verduurzaming van agri-ketens wat betreft de omgang met grondstoffen noodzakelijk is. Door deze verduurzaming kan de continuïteit op langere termijn geborgd worden, wordt waarde toegevoegd aan het productieproces en de agriketens, en verbetert de concurrentiekracht. Bij deze verduurzaming gaat het om het gelijktijdig verhogen van de efficiency waarmee de productiemiddelen ingezet worden en het verminderen van de verliezen/de emissies uit het productieproces en het waar mogelijk hergebruik van rest- en zijstromen en kringloopsluiting. Programma’s en projecten Er zijn 18 Europese projecten die vallen binnen de agenda van thema 2; al deze projecten vallen onder het KP7 programma. Het totale projectvolume is €74,3M; de bijdrage van de Europese Commissie aan Nederlandse partijen bedraagt €7,4M. Nederland coördineert 4 van deze projecten. Thema 3: Duurzame (import van) grondstoffen voor Food en Feed
Duurzame import van willekeurig welke grondstof is essentieel voor het duurzaam borgen van de grondstofvoorziening. In lijn met de Grondstoffennotitie van het Kabinet gaat het ook om duurzame productie van grondstoffen en de afweging van productie hier tegen import, dan wel de afweging van import van grondstoffen of eindproducten. De Nederlandse Agri&Food-industrie kan en moet, gezien haar positie als ‘draaischijf’ voor deverschillende grondstoffen, invloed uitoefenen op een gemeenschappelijke visie en aanpak in het internationale speelveld. Dit programma richt zich primair op ontwikkeling van strategische en toegepaste kennis over grondstofstromen heen. In internationaal verband zijn veel projecten in andere thema’s ook indirect gelinkt aan duurzame grondstofstromen. In de portfolioanalyse zijn die projecten opgenomen die zich specifiek richten op grondstofstromen. Thema 4: Duurzame veehouderij
Een duurzame veehouderij en aquacultuur is een houderij die maatschappelijk gewaardeerd wordt. Vanuit de maatschappij zijn onderwerpen als antibioticagebruik en resistentieontwikkeling, zoönoses en dierenwelzijn en milieu thema’s die centraal staan in de dierhouderij. Bij de aquacultuur gaat het met name om nationale productieverhoging met aandacht voor milieu-impact, het gebruik van duurzame grondstoffen voor visvoeders, visgezondheid en viswelzijn. Met de fysieke inpassing van bedrijven in landschap en sociale omgeving bepalen deze zaken de ruimte voor dierlijke productie. Naast de maatschappelijke waardering ligt er een tweede uitdaging: bij een groeiende wereldbevolking (naar 9 miljard in 2050) voldoende voedsel produceren om iedereen te voeden.
Programma’s en projecten Er zijn 19 Europese projecten die vallen binnen de agenda van thema 4; 18 projecten vallen onder het KP7 programma. Naast KP7 loopt er een pilot studie in het kader van het EIP over duurzame zuivel. De projecten beslaan zowel diergezondheid, dierwelzijn en fokkerij. Een aantal projecten beslaat zowel diergezondheid als dierwelzijn. Het totale projectvolume is €95,1M; de bijdrage van de Europese Commissie aan Nederlandse partijen bedraagt €4,2M. De projecten MULTISWARD en MARLON worden gecoördineerd door DLO. Het EIP pilot project wordt uitgevoerd door LTO-Noord; dit project heeft geen buitenlandse partners.

Thema 5: Markt en keteninnovaties
De sector Agri&Food functioneert onder invloed van allerlei krachten, die tegelijkertijd kansen en bedreigingen zijn voor een duurzame ontwikkeling van ketens en de groene ruimte. Nieuwe innovatieve business-concepten zijn nodig, want de uitdaging is dusdanige perspectiefwijzigingen te creëren dat de genoemde krachten verkeren in kansen. De dragende gedachte van het begrip keten is dat de onderlinge samenhang en afstemming van de activiteiten van de ondernemingen in de keten van grote betekenis is voor de waarde van dat product in de markt en de maatschappij. Meer aandacht voor markt- en keteninnovatie is noodzakelijk omdat zonder een op nieuwe verdienmodellen gerichte verbinding naar markt en maatschappij het realiseren van extra toegevoegde waarde niet mogelijk is. Er is daarbij nog aanmerkelijke ruimte voor verbetering, niet alleen als het gaat om kwaliteit en duurzaamheid - denk daarbij ook authenticiteit en traceability maar ook op financieel terrein. Daarbij is de strategische ambitie de verdere verduurzaming van agriketens, door het stimuleren van nieuwe verbindingen met en tussen bedrijven, consumenten, burgers, NGO’s, overheden en kennisinstellingen.

Thema 6: Gezondheid
De Agri&Foodsector zorgt voor gezond, veilig en lekker eten. Daarmee voorziet zij in de dagelijkse behoefte van mensen: consumenten in het algemeen en specifieke doelgroepen zoals ouderen, kinderen en patiënten. Ons moderne eet- en leefstijlgedrag en demografische vergrijzing leiden tot een toename van chronische, dieet-gerelateerde ziekten zoals obesitas en diabetes, wat grote druk zet op de volksgezondheid en daarmee op de mogelijkheid tot economische groei. De Agri&Food-sector haar marktaandeel vergroten door nieuwe en verbeterde voedselproducten en concepten met een hogere toegevoegde waarde te leveren, die aantoonbaar bijdragen aan een betere lifestyle en instandhouding van gezondheid en die gericht zijn op de behoeften van consumenten. Dit kan alleen succesvol gerealiseerd worden in de context van de voedselproductieketen en een vraag-gestuurde kennis- en innovatieketen van strategisch, toegepast tot valorisatieonderzoek.

De Agri&Food-sector zorgt voor gezond, veilig en lekker eten. De twee uitdagingen die onze maatschappij de komende jaren aan deze sector stelt zijn 1) het verbeteren van de volksgezondheid om hiermee tegenwicht te bieden aan de toenemende vergrijzing en de toenemende incidentie van vele welvaartsvoeding-gerelateerde ziekten en 2) het verhogen van de duurzaamheid en zekerheid waarmee het voedsel voor de snel groeiende wereldbevolking in een steeds turbulenter klimaat moet wordt geproduceerd. Praktische product-technologie is daarbij essentieel om te komen tot oplossingen. De integratie van gerichte kennisontwikkeling en toepassingen is noodzakelijk om effectieve innovaties mogelijk te maken die smakelijke, gezonde en duurzame voedselproducten opleveren die gemakkelijk in het gebruik zijn. Thema 8: Voedselveilheid
Dreigende tekorten aan grondstoffen en voedsel en de toename van voeding gerelateerde ziekten versnellen de innovaties in de voedselketen, zoals ontwikkeling en gebruik van nieuwe bronnen (o.a. alternatieve duurzame eiwitbronnen), grondstoffen, productiesystemen en productconcepten of gebruik van rest- of nevenproducten. Dit brengt nieuwe vraagstukken met zich mee op het gebied van duurzame productie van gezond en veilig voedsel. Hiervoor zijn snelle en effectieve toxicologische en allergologische veiligheidsbeoordelingen nodig. Maar ook de veiligheid van bestaande voeding behoeft onze voortdurende aandacht. Belangrijke aandachtsgebieden betreffen het snel en standaard on-line kunnen meten van bekende risicostoffen, de aanwezigheid van onbekende stoffen met onbekende toxiciteit, informatievoorziening over en management van allergenen en microbiële risico’s, in het bijzonder antibioticaresistentie, bederf- en ziekteverwekkende organismen. Thema 9: Duurzame maaktechnologie
De twee uitdagingen die onze maatschappij de komende jaren zal hebben zijn het verbeteren van de volksgezondheid (vanwege de toenemende vergrijzing is het van belang dat we langer gezond blijven, maar ook vanwege de sterk toenemende incidentie van vele dieet-gerelateerde welvaartsziekten), en het verhogen van de duurzaamheid waarmee het voedsel voor de nog immer toenemende wereldbevolking wordt geproduceerd. Beide ‘drivers’ komende samen op het gebied van duurzame maaktechnologie. Milde processen moeten ontwikkeld worden die de versheid, of natieve kwaliteit van producten en ingrediënten kunnen behouden, maar houdbaarheid en veiligheid kunnen blijven garanderen. Daarnaast is het van belang dat de grondstoffen voor de levensmiddelen zo volledig mogelijk worden omgezet in hoogwaardige producten. Ook dit vraagt om scheidingsprocessen en milde behandeling van de grondstoffen, die bovendien zo spaarzaam mogelijk gebruikt maakt van water, hulpstoffen en energie. De ambitie binnen dit thema is om de maaktechnologie te ontwikkelen om beide doelstellingen te combineren: gezonde, hoogwaardige producten, efficiënt en mild geproduceerd.

Thema 10: Consument
Internationale voedselvraagstukken, de vergrijzing en toenemende dieet gerelateerde ziekten zal het belang van de Agri&Food sector de komende jaren doen toenemen. De sector zal zich onder meer moeten richten op verschillende consument-gedreven innovaties binnen deze gebieden. Deze innovaties zullen uiteindelijk bij de eindgebruiker, „de consument‟ terecht komen en zullen daar de gewenste impact moeten genereren. De praktijk leert dat dit laatste niet zondermeer zal gebeuren en het is dus van belang om innovaties vanuit de consument te starten en meer aandacht te besteden aan adaptatie om gedragsverandering te bewerkstelligen. Focus gebieden binnen de programmalijn Consument zijn gebaseerd op de vier belangrijke megatrends die in de voedingsmiddelenindustrie zichtbaar zijn, namelijk gezonde, gemakkelijke, duurzame en smakelijke voeding. Nederland bezit al jaren de tweede positie op de lijst van ’s werelds grootste exporteurs van landbouwproducten. Het is de missie van Topsector Agri&Food om deze positie ook in 2020 te behouden. Ondanks dat de groei van de Nederlandse export goed is vergeleken met concurrenten uit omringende landen, impliceert de groei ‘met dubbele cijfers’ van concurrenten uit opkomende markten (landen met een snelle maar vaak instabiele economische groei) dat Nederland urgent een groeistrategie moet ontwikkelen. De groeimarkten voor Nederlandse export van landbouwproducten worden niet in de omringende landen verwacht, maar in de landen van de opkomende economieën of in de ontwikkelingslanden: Azië, Afrika, Zuid-Amerika en het oosten van Europa. Deze groeimarkten vereisen totaaloplossingen, de zgn. geïntegreerde systeemoplossingen, om hun voedselsysteem significant te verbeteren.

De Nederlandse sector Tuinbouw en Uitgangsmaterialen behoort internationaal tot de absolute wereldtop. Of het nu gaat om vakmanschap, ondernemerschap, innovatiekracht of kennisniveau; de Nederlandse tuinbouw staat wereldwijd hoog aangeschreven. Met recht noemt de Nederlandse overheid de sector een van de negen topsectoren van de nationale economie. De sector is echter niet alleen een belangrijke economische speler. Ze voorziet met haar brede aanbod van tuinbouwproducten ook in de basisbehoeften van een sterk groeiende wereldbevolking, zoals gezonde voeding, geluk en welbevinden. Geen ander land dan Nederland heeft zoveel ervaring met hoogwaardige, gecontroleerde productie van tuinbouwproducten in een verstedelijkt gebied en houdt daarbij zo goed rekening met de natuurlijke omgeving en het milieu.
