Voorwoord In het kader van het programma Integratie en Migratie werkt de Koning Boudewijnstichting aan een aantal transversale thema’s om de integratie van allochtone gemeenschappen te bevorderen. Het bevorderen van slaagkansen van allochtone jongeren in het onderwijs is zonder twijfel een belangrijke sleutelfactor voor een geslaagd integratieproces in onze samenleving. Onlangs voerde het OESO een studie uit op basis van gegevens van het PISA. Uit deze studie blijkt dat de schoolresultaten van deze jongeren in het algemeen lager liggen dan het gemiddelde. De kloof tussen autochtone jongeren en allochtone jongeren is nergens zo voelbaar als in Vlaanderen. Deze tendens is eveneens aanwezig in het Franstalig onderwijs. Daarom wil de Koning Boudewijnstichting initiatieven ondersteunen die deze trend moeten helpen keren. Student tutoring of tutoraat is één van de mogelijke pistes. Het gaat concreet om initiatieven waarmee studenten op een gestructureerde manier jongeren helpen en ondersteunen bij hun studies. Het rapport “Student tutoring. Good practices in België’ belicht deze aanpak aan de hand van twee concrete modellen. In het eerste model gaat het om studenten die ingezet worden als jobstudent of met een vrijwilligersvergoeding om leerlingen secundair onderwijs of eerstejaarsstudenten te helpen. In het tweede geval vormt tutoraat een onderdeel van het studieprogramma, met name de stage in de lerarenopleiding. In deze publicatie worden een aantal goede praktijken uiteengezet, zonder exhaustief te willen zijn, voor instellingen uit het hoger onderwijs die rond tutoraat willen werken. Aan de hand van concrete voorbeelden, getuigenissen en verhalen van betrokkenen zelf, wordt ook aangegeven hoe men daadwerkelijk kan werken aan hogere slaagkansen van allochtone jongeren in het onderwijs. Wij zijn ervan overtuigd dat deze publicatie zeer bruikbaar materiaal bevat voor het opstarten van een project. In het voorjaar 2007 zal de Koning Boudewijnstichting een projectoproep ‘Tutorship’ lanceren om deze handvatten in de praktijk om te zetten. Tot slot wenst de Koning Boudewijnstichting de auteur Bea Bossaerts uitdrukkelijk te bedanken voor het realiseren van dit rapport en Ahmed Medhoune, directeur van Schola ULB, voor zijn bereidheid om deze publicatie te stofferen van deskundige commentaar én de nodige ‘goede praktijken’.

1. Inleiding ‘Allochtone en autochtone jongeren die het niet goed doen op school, hebben soms gewoon een zetje nodig. We kunnen hen niet achterlaten. Dat is ethisch onverantwoord. Vroeger was dit niet zo‘n probleem. Kinderen die niet goed mee konden, werden het hulpje van de bakker of van de slager en vonden zo een plaats in de samenleving. Nu zijn er veel minder kansen voor jongeren zonder diploma. Ze moeten mee kunnen in de kennismaatschappij. En al wie talent heeft moet naar het hoger onderwijs kunnen gaan. Daar als student aan helpen, is een mooie en nuttige zaak.’ Zo verwoordde een Antwerpse studente waarom ze tutor wilde worden. En daarmee zat ze meteen bij de kern van het tutoraat: studenten of leerlingen helpen jongeren bij hun studies en worden er ook zelf op een of andere manier beter van. Dat is de basisfilosofie van methoden die omschreven worden als ‘tutoraat’, ‘tutoring’, ‘peer tutoring’, ‘mentoraat’, ‘monitoraat’, ‘huiswerkbegeleiding’ enz.
Iets nieuws onder de zon? De idee is helemaal niet nieuw. Ten tijde van de Grieken en de Romeinen was het niet ongewoon dat leerlingen op school werden ingezet om andere leerlingen te helpen met leren. Sinds die tijd is tutoring op verschillende momenten in het onderwijs herontdekt. Eind achttiende, begin negentiende eeuw bijvoorbeeld ontwikkelden de Britten Andrew Bell en Joseph Lancaster respectievelijk in India en Engeland een tutoringprogramma om tegemoet te komen aan het groot aantal leerlingen en het tekort aan opgeleide leraren. Het systeem had vrijwel onmiddellijk een grote impact op de onderwijspraktijk van die tijd. De voordelen van deze methode voor tutor en tutee waren destijds al overduidelijk. Hiervan getuigen citaten als: ‘to teach is to learn twice’. De idee dat beide partijen voordeel halen uit de samenwerking vormt nog altijd de grondslag van vrijwel alle tutorprogramma’s. Een hedendaagse definitie (Topping, 1996) stelt het als volgt: ‘people from similar social groupings who are not professional teachers helping each other to learn and learning themselves by teaching.’ Door het groeiend aantal leraren en hun toenemende professionalisering verminderde in de tweede helft van de negentiende eeuw de interesse voor tutoring. Pas in de jaren 60 van de vorige eeuw werd de werkvorm in de Verenigde Staten herontdekt. Niet meer om met een beperkt aantal leraren grote groepen leerlingen te onderwijzen. Wel om in te gaan op nieuwe noden: > in de klas tegemoetkomen aan de noden van alle kinderen; > de motivatie en de resultaten van kinderen met leerproblemen verbeteren; > vroegtijdig schoolverlaten tegengaan; > de doorstroming naar en in het hoger onderwijs verbeteren.

Intussen wordt tutoring vooral in de Verenigde Staten, Engeland en Israël frequent toegepast in het onderwijs. Zij zijn ongetwijfeld de voorlopers in deze systemen. Ook in Nederland, Frankrijk en België hebben de laatste decennia allerlei vormen van tutoring het licht gezien, zij het op meer bescheiden schaal. In België is het - voor zover we konden achterhalen - gestart aan de Université Libre de Bruxelles (ULB) in de jaren ‘70. Een onderzoekster aan de ULB, Diane Finkelsztein, kreeg de opdracht uit te zoeken hoe de onderwijsachterstand van migrantenkinderen kon worden aangepakt. Zij werkte een systeem uit waarbij oudere kinderen jongeren bij het lezen hielpen in het basisonderwijs. De resultaten bleven niet uit. Het toenmalig nationale ministerie van Onderwijs in ons land raadde korte tijd later (8 juli 1975) in een omzendbrief aan om tutoraat (‘l’enseignement mutuel /tutorial’) te gebruiken op de basisschool. Nadien heeft Finkelsztein de ontwikkeling van dit systeem ook geïntroduceerd in het secundair onderwijs in België en in Frankrijk en werd ze geconsulteerd door teams die dit systeem aan de universiteit wilden invoeren. Veel van deze initiatieven zijn echter niet bekend buiten hun eigen actieradius.
Waarover gaat de brochure? Deze brochure wil die onbekendheid doorbreken. Ze stelt enkele inspirerende voorbeelden voor in eigen land, in diverse formules. We vatten onder tutoraat alle initiatieven waarmee studenten op een gestructureerde manier jongeren helpen en ondersteunen bij hun studies, zowel zwakkere als sterkere leerlingen of studenten die steun nodig hebben, zowel allochtonen als autochtonen. Die begeleiding kan op school of thuis plaatsvinden, in een kleine groep of in een 1-1-relatie. We beperken ons in deze brochure tot initiatieven die de instroom en doorstroom van allochtone jongeren in het hoger onderwijs kunnen verbeteren, en waarbij het hoger onderwijs betrokken is. De brochure past immers in het project INDOOR (instroom-doorstroom in hoger onderwijs) van de Koning Boudewijnstichting. We geven de initiatieven een plaats in twee grote modellen: 1. tutoraat buiten het studieprogramma (studenten werken als jobstudent of met een vrijwilligersvergoeding) ; 2. tutoraat binnen het studieprogramma (binnen stages in de lerarenopleiding). Initiatieven los van het hoger onderwijs komen in dit kader niet aan bod, wat niet betekent dat ze onbelangrijk zijn. We weten dat de schoolachterstand van allochtonen al vroeg begint. Een project als peer tutoring voor begrijpend lezen in het basisonderwijs, uitgewerkt door de Universiteit Gent met steun van het Fonds voor Wetenschappelijk OnderzoekVlaanderen, heeft dus zeker zijn verdienste (referenties: zie bijlage 2). Te meer omdat de resultaten daarvan wetenschappelijk werden vastgesteld. Er was een experimentele groep die werkte met een vergelijkbare controlegroep die werkte zonder peer tutoring. In de eerste groep was er een significante vooruitgang in begrijpend lezen, zowel bij de tutors als de tutees. We kunnen hier in dit kader echter niet verder op ingaan.
De informatie voor deze brochure werd verzameld aan de hand van interviews met projectverantwoordelijken, leraars, leerlingen en studenten en aan de hand van een beperkt literatuuronderzoek. Herhaaldelijk viel daarbij het gebrek aan contact op tussen verschillende initiatieven. Hopelijk kan deze brochure die leemte helpen op te vullen.
Voor wie is de brochure bestemd? De brochure is bestemd voor alle instellingen die eraan denken om met een soortgelijk initiatief te starten. In eerste instantie hogeronderwijsinstellingen, maar ook secundaire en basisscholen kunnen hier inspiratie opdoen.

2. Achterstand van allochtonen in het onderwijs Allochtone jongeren hebben minder slaagkansen in het onderwijs dan autochtone jongeren. Al in het lager onderwijs lopen leerlingen van allochtone origine meer schoolse vertraging op dan leerlingen van Belgische origine. Ze worden vaker georiënteerd naar het beroepsonderwijs en het deeltijds beroepsonderwijs en verlaten vaker de school zonder diploma. Uit het jongste PISA-onderzoek (2003) blijkt dat vijftienjarige leerlingen van allochtone herkomst veel slechter scoren voor wiskundige geletterdheid dan autochtonen. Het onderzoek geeft ook verklaringen aan. De belangrijkste zijn taalachterstand en de sociaal-economische situatie van het gezin. Er stromen dan ook relatief weinig allochtone jongeren in het hoger onderwijs in, en ze stromen daar ook moeilijker door. Hoe groot de achterstand van allochtonen in het hoger onderwijs is, is niet precies bekend. Er zijn daarover weinig vergelijkbare statistische gegevens. Hoe dan ook, er gaat heel wat allochtoon talent verloren in ons onderwijs. De ambities van jonge migranten worden vaak gefnuikt. En in hun omgeving vinden ze weinig of geen rolmodellen om zich aan te spiegelen. Ze kennen zelf geen leraars, architecten of ingenieurs en weinig of geen mensen die hen ondersteunen in hun droom om leraar, architect of ingenieur te worden - evenmin als kansarme autochtone leerlingen overigens. Het beleid in de Vlaamse en de Franse Gemeenschap wil de achterstand van allochtonen en kansarmen in het onderwijs aanpakken, op alle onderwijsniveaus. In het leerplichtonderwijs zijn er aan Franstalige kant de écoles à discrimination positive en de classes-passerelles (brugklassen voor anderstalige nieuwkomers). In Vlaanderen zijn er het gelijkeonderwijskansenbeleid (GOK) en het onthaalonderwijs voor anderstalige nieuwkomers (OKAN). De Vlaamse hogeronderwijsinstellingen hebben recent een Engagementsverklaring over diversiteit ondertekend. Ze engageerden zich daarmee om samen te werken aan een veelzijdig diversiteitsbeleid en aan gelijke kansen op in- en uitstroom van kansengroepen. De Vlaamse overheid zal bij het uittekenen van het nieuwe financieringssysteem voor het hoger onderwijs rekening houden met de engagementen die de instellingen hiervoor opnemen. Er groeien vandaag heel wat initiatieven om het succes van allochtone studenten in het hoger onderwijs te bevorderen, op alle onderwijsniveaus en ook buiten de instellingen (bv. bij allochtone verenigingen en studentenverenigingen). Het tutoraat kan een nuttige aanvulling zijn bij de bestaande initiatieven om de schoolse achterstand en de taalachterstand te overbruggen. Het brengt jongeren ook in contact met rolmodellen die hun tanende motivatie en hun lage ambities kunnen opkrikken en nieuwe horizonten openen voor studie en loopbaan. Hoe, dat leest u in wat volgt.

3. Modellen van good practices Hier worden twee modellen van ‘tutoraat’ voorgesteld (die een andere naam kunnen dragen): 1. tutoraat buiten het studieprogramma 2. tutoraat binnen het studieprogramma
Model 1: Tutoraat buiten het studieprogramma Hier komt een model van tutoraat aan bod waarbij studenten als jobstudent of met een vrijwilligersvergoeding worden ingezet, hetzij om leerlingen secundair onderwijs te helpen (model 1A), hetzij om eerstejaarsstudenten te helpen (model 1B). Het eerste model werd uitgewerkt door de Université Libre de Belgique (ULB) en recent overgenomen door de Associatie Universiteit & Hogescholen Antwerpen en de Universitaire Associatie Brussel. Het tweede model loopt aan de Université de Liège (ULg).
1a Tutoraat van studenten voor leerlingen secundair onderwijs Nabil: ‘Zonder het tutoraat had ik wellicht mijn jaar moeten overdoen. We zaten met zes of zeven leerlingen in een groepje. De tutor kon aan ieder van ons individueel uitleg geven. In het begin dacht ik wel: nog lesuren erbij. Maar als je plots een tien haalt in de les, dan geeft dat wel motivatie om door te doen.’ Hoe is het begonnen? 1989. Een directeur van een school voor secundair onderwijs vraagt aan Ahmed Medhoune, een leraar van Marokkaanse origine, om met de ULB een methode te ontwikkelen om de achterstand van allochtone leerlingen in te halen. Medhoune - vandaag directeur van dit initiatief - komt tot een nieuwe vorm van tutoraat: studenten uit het hoger onderwijs - tutors - geven les aan groepjes leerlingen in het secundair onderwijs - tutees. Dit gebeurt op school buiten de schooluren. De bedoeling was duidelijk: meer slaagkansen van allochtone leerlingen in het secundair onderwijs en meer doorstroom naar het hoger onderwijs. Het initiatief begon kleinschalig. Oorspronkelijk werkte het tutoraat van de ULB met allochtone doctorandi in België -allochtone studenten waren er nauwelijks - en allochtone leerlingen. Naarmate het systeem groeide werden ook Belgische studenten ingeschakeld. Vandaag zijn de groepen van tutors én tutees etnisch gemengd. Het tutoraat wordt nu in het ruimere kader van de kansarmoede geplaatst. In 2004 kreeg het de Comeniusprijs van de Unesco. Zo werd het ruimer bekend en wilde het zijn knowhow verspreiden bij andere partners. Het idee werd in Vlaanderen opgepikt door de Associatie Universiteit & Hogescholen Antwerpen, dat een samenwerkingsakkoord met de ULB heeft gesloten en vorig academiejaar met een gelijkaardig project van start ging. Dit academiejaar volgde een partnerschap met de Universitaire Associatie Brussel, dat dit academiejaar van start ging met Brutus, Brusselse Tutoren voor Scholieren.

De projecten hebben elk hun eigen accenten. Daarop kunnen we hier niet uitgebreid ingaan. In wat volgt willen we vooral een schets geven van het systeem, zonder de lezer te vervelen met allerlei onderlinge detailverschillen.
Wat en wie wil het tutoraat bereiken? Het tutoraat wil de leerlingen: > ondersteunen inzake kennis en vaardigheden; > nieuwe rolmodellen tonen; > hun zelfvertrouwen en motivatie vergroten; > adviseren en informeren over het hoger onderwijs. De nadruk kan hierbij liggen op de vakinhoudelijke studiebegeleiding (ULB en Antwerpen) of op studievaardigheden en taalachterstand (Brussel). De drie projecten zijn bestemd voor kansarme autochtone en allochtone leerlingen. Een project (Antwerpen) stelt expliciet de instroom en doorstroom in het hoger onderwijs voorop en richt zich enkel tot leerlingen uit het ASO en het TSO. De andere twee focussen evenzeer op het behalen van een diploma secundair onderwijs. Hun doelgroep bestaat ook uit leerlingen BSO.
Hoe werkt de methode? Het tutoraat vindt plaats op school, na 16 uur of op woensdagnamiddag, in groepjes van 3 tot 8 leerlingen (in de Brusselse associatie tot 10 leerlingen), dit gedurende 1,5 tot 2 uur per vak. Er zijn aanpassingen mogelijk per school. Sommige scholen willen dit voor 2 of 3 vakken
per
leerling

maken,
op
verschillende
momenten
of
enkel
de
woensdagnamiddag. De vakken waarvoor het meeste hulp wordt gevraagd zijn wiskunde, talen en wetenschappen. Er kan expliciet aandacht gaan naar taalgebruik in niet-taalvakken en naar studiemethoden. Tutors kunnen met de leerlingen ook een gesprek hebben over hun studiekeuze en toekomstperspectieven en hen eventueel doorverwijzen naar CLB’s en diensten voor studieadvies. Sommigen volstaan met de boodschap ‘hoger onderwijs is ook voor jou bereikbaar’, zonder echt op studiekeuzes in te gaan. Brutus werkt voorlopig per schooljaar (tot de paasvakantie). Bij de andere projecten schrijven leerlingen in voor een module van een semester. Nadien beslissen ze opnieuw of het nog nodig is en voor welk vak. De eerste module telt vijf tot zeven sessies en start in oktober of begin november en loopt tot begin december; de tweede van februari tot mei, soms begin juni, afhankelijk van de blokperiode van de studenten. De tweede module telt zo’n vijftien sessies.

Men moet rekening houden met klassenraden, de start van het academiejaar, de examenperiodes van leerlingen en studenten, waardoor vooral de eerste module beperkt is in de tijd. Als er vraag is van leerlingen buiten de vastgestelde periode en de tutor kan daarop ingaan, kunnen er bv. in december en juni extra lessen worden gegeven. Daarnaast organiseert de ULB een zomertutoraat tijdens de laatste tien dagen van augustus. Slechts een beperkt aantal scholen neemt deel (in 2006 9 scholen).
Op welke schaal verloopt het project? Sinds de start in 1989 werden aan de ULB ongeveer 16.500 leerlingen geholpen door 1700 tutors. De helft van de tutors en ruim een derde van de leerlingen (36%) is vandaag van allochtone herkomst. Het project is in 1 op de 5 scholen in Brussel aanwezig en ondersteunt de laatste jaren gemiddeld 1000 leerlingen per jaar.

In Antwerpen koos men ervoor om op een redelijk grote schaal te starten om tot conclusies te kunnen komen over effecten en knelpunten. Een kwart van de tutors is van allochtone herkomst.

In Brussel kiest men bewust voor een kleinschalige aanpak, die goed wordt voorbereid en grondig wordt opgevolgd. Daar geven 10 tutors les aan 60 leerlingen, van wie 2 tutors van allochtone origine en 28 leerlingen van allochtone of gemengde origine. Er zijn 15 reservetutors.
Wie zijn de tutors? Alle initiatiefnemers maken hun initiatief bekend aan de universiteit of in de associatie via folders, affiches, webmail, mailing enz. Een project organiseerde ook drie infomomenten voor kandidaat-studenten. De kandidaten dienen een schriftelijke sollicitatie in - al dan niet via een website - waarbij ze naast feitelijke gegevens ook hun motivatie moeten omschrijven. Alle gegevens worden opgenomen in een databestand.

De ULB houdt daarnaast een sollicitatiegesprek om te toetsen of de studenten opgewassen zijn tegen hun taak en voor welk(e) vak(ken) ze het best geschikt zijn. Bij de selectie wordt ook rekening gehouden met hun kennis van het Frans, de motivatie en de communicatievaardigheden. Brutus organiseert een sollicitatiegesprek als er twijfel is over de taalvaardigheid van de kandidaat. De tutors zitten meestal in het derde jaar, in verschillende richtingen. Velen studeren het vak dat ze geven, bv. wiskunde. Anderen overwegen om leerkracht te worden en zien het tutoraat als een test om uit te maken of hen dat ligt. Nog anderen zitten in een studierichting die niet meteen aansluit bij een schoolvak. Binnen de associaties kent het tutoraat vooral bijval bij de universiteitsstudenten. Hogeschoolstudenten hebben meer uren les, er zijn meer pendelstudenten en het derde jaar is ook het laatste jaar, wat de combinatie met een tutoraatopdracht minder makkelijk maakt. De ULB rekruteert bij de Nederlandstalige studenten van de VUB voor lessen Nederlands. De tutors hebben doorgaans een sociale motivatie. Karim Ibourki (rechten): ‘Ik vond dit een interessantere job dan aan de kassa te staan in een fastfoodrestaurant of de rekken aan te vullen in de supermarkt. Ik was gepassioneerd door mijn job als tutor. Ik ben zelf een migrantenkind en was blij dat ik een rolmodel kon zijn voor anderen, kon tonen dat de universiteit er niet alleen is voor de “echte” Belgen.’ Floriane Philippe (Romaanse filologie): ‘Mijn ouders zijn leraar en ook ik wil werken voor mensen, voor de samenleving, zonder me evenwel in een klassiek keurslijf te dwingen.’ Thomas Detaille (sociologie): ‘Ik volgde de aggregatie. Ik leg graag dingen uit en kom graag in contact met anderen. Het kleine leeftijdsverschil maakt de relaties met de leerlingen ook anders dan in een gewone klas.’
Welke scholen nemen deel? Het tutoraat wordt georganiseerd op vraag van de school. De projecten willen enkel samenwerken met gemotiveerde, enthousiaste scholen. Soms stelt men ook als voorwaarde dat de school het tutoraat duurzaam moet willen inplanten en dat het complementair moet zijn bij de ondersteuning die er al op school bestaat. Aan de ULB gaat het altijd om scholen met veel kansarme leerlingen in kansarme buurten, vaak om écoles à discrimination positive. Het aantal leerlingen van niet-Belgische nationaliteit bedraagt nu nog ongeveer 20%, wat een grote onderschatting is van het aantal leerlingen van allochtone afkomst omdat de meeste leerlingen van allochtone afkomst Belg zijn geworden. In Antwerpen gebeurde de selectie van scholen tot nu toe in samenwerking met het lokaal overlegplatform (LOP Antwerpen) en op basis van GOK-cijfers. Maar de GOK-indicatoren tweede en derde graad focussen sterk op leerachterstand en komen maar voor een deel overeen met de doelgroep. Er zijn plannen om voortaan aan de coördinerende directeurs van de Antwerpse scholen te vragen welke scholen het meest in aanmerking komen voor dit project.

In de Brusselse associatie wordt in het kader van een proefproject van het Federaal Impulsfonds voor het Migrantenbeleid gewerkt met drie scholen met een verschillend profiel: een ‘witte’, een gemengde en een ‘bruine’ school. De drie projecten staan open voor scholen van alle netten.
Welke leerlingen nemen deel? De leerlingen behoren tot de tweede en de derde graad. De meesten van hen zijn van allochtone origine. Een project (ULB) stelt het tutoraat in het begin van het schooljaar voor aan alle klassen van het secundair onderwijs in alle scholen die meewerken. Ook de tutors zijn aanwezig en kunnen er eerste contacten leggen. Nadien vullen de leerlingen een vragenlijst in en kunnen ze zich inschrijven voor een tutoraat voor 1 of meerdere vakken gedurende 1 semester. Er wordt benadrukt dat ze zich daarmee engageren om elke week naar de les te komen. Meestal werken leerlingen mee op vrijwillige basis. Op sommige scholen is er een vorm van verplichting: daar mogen bepaalde leerlingen overgaan naar een hoger jaar op voorwaarde dat ze tutoraat volgen. In de andere projecten bepaalt de klassenraad welke leerlingen tot de doelgroep van het tutoraat behoren en nood hebben aan bijlessen voor een bepaald vak. Die leerlingen en/of hun ouders worden persoonlijk aangesproken en nemen vrijwillig deel. Rechtstreeks contact van de school met allochtone ouders kan hen soms over de brug halen om hun dochters na schooltijd in het tutoraat te laten blijven.
Wie draagt de organisatie van het project? Elk project heeft een voltijdse coördinator aangesteld, al dan niet ondersteund door een bijkomende halftijdse kracht. Elk project heeft in elke school die meewerkt een schoolcoördinator. De tijd die hij of zij aan het tutoraat kan besteden verschilt. Voor sommigen zit het tutoraat in hun officiële takenpakket met meer of minder uren, bv. in het takenpakket van de graadcoördinator. Andere coördinatoren nemen deze taak er vrijwillig bij. Er is dus veel verschil in aanwezigheid: sommige coördinatoren komen geregeld langs tijdens de sessies, anderen zijn alleen bereikbaar bij problemen. In de Antwerpse en Brusselse associatie is er een stuurgroep opgericht waarin de instellingen van de associatie vertegenwoordigd zijn. In de Brusselse associatie is er bovendien een vertegenwoordiging van de betrokken scholen, lerarenopleiding, CLB’s en de coördinator van de andere associatie. De ULB heeft sinds 1 januari 2006 de expertise van het tutoraat ondergebracht in een aparte vzw, Schola ULB, waarin diverse activiteiten rond onderwijsvernieuwing werden ondergebracht. Er is wel nog altijd een sterke band met de universiteit.

De verantwoordelijkheden tegenover het project van alle partijen (de school, de leerlingen, de tutors) worden vertaald in overeenkomsten en door beide partijen ondertekend. De scholen moeten bv. een postvakje ter beschikking stellen voor de uitwisseling van informatie tussen alle betrokkenen: coördinator, leerkrachten, tutors, leerlingen. Een aantal scholen legt sancties op wanneer de leerling de gemaakte afspraken overtreedt. De coördinatoren van elk project hebben de nodige formulieren opgesteld om het project administratief te ondersteunen en het werk te plannen. Contacten met de ouders over het tutoraat verlopen via de schoolcoördinatoren. Een aantal scholen geeft een brief of een folder mee aan de ouders of plaatst informatie over het tutoraat op de website. Een van de projecten heeft een standaardbrief opgesteld en in verschillende talen vertaald, die aan de scholen ter beschikking wordt gesteld. Ze kunnen die zelf waar nodig aanpassen. Het CLB wordt nergens expliciet bij het tutoraat betrokken.
Hoe verloopt het contact met de leerkrachten? Om de medewerking van de leerkrachten te stimuleren, is er vooraf een gesprek met hen of is er een contactmoment op de scholen waarop de tutors de coördinator, de vakleerkrachten en de verantwoordelijke van het tutoraat kunnen spreken. Verder is er onderling contact mogelijk via gsm, mail en in te vullen documenten. Zo heeft de ULB een feuille de route ontwikkeld als contactmiddel tussen tutor en leraar. Het bevat gegevens over te behandelen en behandelde stof, afwezige leerlingen enz.
Hoe verloopt de matching? De matching verloopt overal op dezelfde manier. De schoolcoördinator stelt de groepen samen per vak, per leerkracht en naar vrije uren. De universiteit of associatie selecteert de studenten die op dat moment voor dat vak beschikbaar zijn en bekijkt wie van hen het meest geschikt is op basis van motivatie, opleiding en eventueel eigen voorkeuren. Sommige tutors gaan bv. graag terug naar de school waar ze zelf vandaan komen. Soms is er een specifieke vraag naar leren leren, waarrond dan een aparte groep wordt samengesteld, los van inhoudelijke vakken. De groepen zijn gemengd: autochtoon-allochtoon, jongens-meisjes. Een Belgische student kan ook rolmodel zijn voor allochtonen. Omgekeerd kan een Marokkaanse tutor interessant zijn voor Belgische studenten.
Is er vorming en supervisie? De organisatie van vorming en supervisie verschilt sterk tussen de projecten. Twee projecten hebben het eerst zonder vorming gedaan en zijn daar recent mee begonnen. Er is een vorming van 3 of 4 uur over administratieve aspecten, leren leren, het belang van taal in alle vakken en/of een uitwisseling tussen ex-tutors en nieuwe tutors.

In de Brusselse associatie kregen de tutors een opleiding van twee dagen, met 4 workshops van 3 uur rond studievaardigheden, onderwijsprocessen, taalgericht vakonderwijs en teambuilding. Tussentijds volgt nog een sessie rond tutoringaanpak door een lerarenopleider, die hen verder zal opvolgen en regelmatig reflectiemomenten zal inbouwen over de aanpak. De supervisie in de school kan gebeuren door de betrokken leerkracht. De tutor kan in principe altijd telefonisch contact met hem of haar opnemen. Hij kan ook terecht bij de schoolcoördinator. Als de leerkracht of de coördinator ernstige problemen vaststelt, bv. als de tutor altijd te laat komt, wordt de samenwerking stopgezet,
Hoeveel kost het? De projecten hebben 1 of 1,5 kracht voor de coördinatie. Twee projecten betalen hun tutors als jobstudent, wat bijna 15 euro per uur bedraagt voor de werkgever en bijna 9 euro netto voor de student. Een van de projecten stapte dit jaar over op een vrijwilligersvergoeding omdat dit een meer flexibele formule is die niet gebonden is aan het aantal werkuren per week. Voor de studenten komt dit financieel ongeveer op hetzelfde neer. Sommige projecten betalen een uur extra voor het vervoer van en naar de school. Bij andere worden enkel de lesuren betaald, niet de uren die worden besteed aan voorbereiding, vervoer, vorming en contactmomenten. Soms worden de verplaatsingsonkosten extra vergoed. Schola-ULB heeft momenteel een budget van 140.000 euro per jaar. De Antwerpse associatie heeft 163.000 euro ter beschikking voor het tutoraat voor de twee academiejaren 20052006 en 2006-2007. Een ruwe raming leert dat dit neerkomt op een bedrag van 100 tot 250 euro per leerling per jaar, alle kosten inbegrepen. Beginnende projecten zijn duurder dan de andere.
Vanwaar komt het geld? Alle projecten krijgen financiële steun. Het tutoraat is gratis voor de leerlingen en voor de scholen. De scholen moeten wel een coördinator betalen uit eigen middelen. Sommige scholen vragen een beperkt bedrag aan hun leerlingen (bv. 10 euro) dat ze terugkrijgen als ze de sessies trouw hebben bijgewoond. Schola wordt financieel gesteund door de Franse Gemeenschap, de Franse Gemeenschapscommissie, het Brussels Hoofdstedelijk Gewest, verschillende Brusselse gemeenten, Université Libre de Bruxelles en Dispositif d’ Accrochage scolaire (DAS) (lokaal fonds voor het wegwerken van schoolse achterstand). Het zomertutoraat ontvangt geen financiële steun, waardoor de leerlingen moeten betalen (25 euro voor 20 uren les). Het project heeft ooit een eenmalige financiële steun gekregen van Petrofina, in ruil waarvoor enkel een vermelding in het activiteitenrapport werd gevraagd. In Antwerpen krijgt het project financiële steun van de Vlaamse minister van Onderwijs, de Koning Boudewijnstichting, het Federaal Impulsfonds voor het Migrantenbeleid en de Provincie Antwerpen.

Brutus wordt financieel gesteund door de Vrije Universiteit Brussel, de Erasmushogeschool Brussel en de Vlaamse Gemeenschapscommissie in het kader van het Federaal Impulsfonds voor het Migrantenbeleid.
Welke effecten worden bereikt? Brutus heeft de bedoeling op een systematische manier de resultaten van de projecten op te volgen. De andere projecten geven aan dat het moeilijk is om de precieze impact van het tutoraat op leerprestaties, zelfvertrouwen enz. in te schatten, omdat de invloed daarvan niet kan worden geïsoleerd van andere factoren. Ook over de resultaten na het secundair onderwijs - in het hoger onderwijs of op de arbeidsmarkt - zijn er geen gegevens. De projecten beschikken niet over de middelen om dit te onderzoeken. Ze laten jaarlijks wel evaluatieformulieren invullen door alle betrokkenen, die - ook al worden ze slechts door een deel van de ondervraagden ingevuld - een beeld geven van de resultaten en de knelpunten. Die worden ook ondersteund door de interviews die we met tutors, tutees, schooldirecteurs, schoolcoördinatoren en leerkrachten hebben afgenomen in oktober-november 2006. Bijna 80% van de leerlingen is tevreden over het tutoraat. Ze hebben inzicht gekregen in het vak en ze behaalden in ruim drie op de vier gevallen meer punten, soms zelfs veel meer. Ze zijn ook meer gemotiveerd om te studeren. Slechts enkele leerlingen zijn uitgesproken ontevreden. Een leerling die regelmatig het tutoraat volgt, heeft 80% kans om bij de examens te slagen voor dat vak, zo berekende de ULB. Men gaat ervan uit dat in het zomertutoraat, dat slechts een paar weken duurt, het verband tussen resultaten en tutoraat wellicht groot is. Daar slagen bijna alle leerlingen voor het vak waarvoor ze tutoraat hebben gevolgd. De leerlingen vinden via het tutoraat vaak een rolmodel, dat hun ambities opkrikt en een toekomstproject in het vooruitzicht stelt. Veel leerlingen zijn dan ook van plan om verder te studeren. Door het kleine leeftijdsverschil met de leerlingen staat de tutor dichter bij de leerlingen dan de leerkracht en is de sfeer meer ontspannen. De tutor is ‘een model, een leraar, een vriend, een broer’, zo zegt men aan de ULB. Heel wat studenten hebben na afloop van het tutoraat nog contact met de leerlingen via gsm en e-mail.
Seher: ‘De tutor heeft ons gemotiveerd en bleef in ons geloven.’ Ismaël: ‘We hebben geen schrik om een domme vraag te stellen. En de tutor geeft ons zijn gsm-nummer, zodat we hem ook tussen de afspraken door kunnen bellen.’ Nabil: ‘We hadden zijn e-mailadres. Als we hem een mail stuurden met een probleem, was dat stof voor de volgende les of kwam hij op msn om dat meteen uit te leggen.’ Seher: ‘Als je iets goed begrijpt, haal je vanzelf meer punten. Tussendoor krijgen we ook studietips. Je leert welke stappen je moet zetten, in welke volgorde.

Achmed: ‘Als je in de klas hoofdstuk 1 niet begrijpt, dan begrijp je ook hoofdstuk 2 niet. Je begint de klas op stelten te zetten, je gaat de leerkracht een beetje haten en je krijgt een echte hekel aan dat vak. Als je iets wel begrijpt, dan kan je nog wel af en toe een grapje maken, maar je blijft de les volgen.’ Nabil: ‘De studenten hebben zelf een leerkracht en weten wat dat betekent. Ze zijn jong, zitten nog op de schoolbanken, brengen sfeer. Als je iets begrijpt met sfeer, dan doe je dat graag. Een gewone les zijn 50 eentonige minuten. In het tutoraat is het echt veel leuker.’ Mulk: ‘Vorig jaar ging ik over van ASO naar vijfde jaar handel. Ik had voordien geen boekhouden gehad en volgde het daarom in het tutoraat. Ik haalde goede punten.’ Achmed: ‘Sinds ik tutoraat volg voor wiskunde, zijn ook de punten voor andere vakken verbeterd, o.m. voor mijn hoofdvak, economie. Als je niet goed bent in een vak, blijf je piekeren, je kan je moeilijk concentreren op andere vakken en je geeft het op. Als je weet dat je erdoor bent voor een moeilijk vak, dan kan je je weer op andere zaken concentreren.’ Nadia: ‘Sinds ik tutoraat volg voor wiskunde zijn ook mijn punten voor geschiedenis verbeterd.’ Achmed: ‘Nu denk ik wel aan voortstuderen. Vroeger dacht ik dat ik dat niet zou aankunnen. Soms heb ik zin om een hele dag te blijven studeren.’ Ismaël: ‘Het tutoraat helpt ons onszelf te overtreffen. Het leert ons ons te organiseren voor de studies en voor later, als we werk moeten hebben en de wil om er te komen’. Emmanuel: ‘Ik werk sneller dan de anderen, krijg in het tutoraat meer opgaven en ontdek snellere methoden om tot een oplossing te komen.’ Bijna alle tutors vinden het een heel goed project. Ze formuleren als effecten voor zichzelf een gevoel van nuttigheid, ervaringen met communicatie en groepen leiden. Voor studenten die leraar willen worden is het ook een unieke gelegenheid om hun leerstof toe te passen in de praktijk. Ze zien als positieve effecten voor de leerlingen: meer inzicht, meer motivatie, meer zelfvertrouwen. Deborah Heylen (politieke wetenschappen): ‘Er waren leerlingen in mijn groepje die voor het eerst in hun leven aan het bord mochten komen. Ik zag hun frustraties zienderogen afnemen. In zo ‘n klein groepje gaan ze goed vooruit, alleszins genoeg om in de klas beter te kunnen volgen. Ik had een jongen die heel goed was in boekhouden. Ik heb hem zwaar gestimuleerd om naar de hogeschool te gaan en bracht brochures mee, gaf info door over opendeurdagen, over websites… Hopelijk heeft hij er iets mee gedaan.’

Frédéric Dupon (rechten): ‘ Ik heb geen aggregatie gevolgd en vorig jaar bij de start was er nog geen vorming, dus vertrok ik van mijn eigen schoolervaringen. Ik geef elke week een test over wat we de vorige week gezien hebben. Als die niet goed is, dan weet ik wat ze niet begrijpen en herhalen we dat. Voor elke fout die ze maken in werkwoorden, moeten ze een deel overschrijven. Dit is vrij schools en veel tutors doen het misschien anders, maar de leerlingen accepteren dat. Ze merken dat ze vooruit gaan. Ik doe ook leuke dingen. Voor de Engelse woordenschat over lichaamsdelen heb ik ze bv. een modeblad laten meebrengen met een jongen die ze knap vinden.’ Floriane Philippe: ‘Door het tutoraat heb ik geleerd dat ook in de zogenaamd moeilijke scholen gemotiveerde leerkrachten en leerlingen zitten.’ De meeste schoolcoördinatoren zijn zeer tevreden over het project. Ze vinden dat de bijlessen een duidelijk positief effect hebben op de kennis van de leerlingen en hun toekomstperspectieven. Velen vinden hen een hulp voor de leerkrachten. Ze zijn tevreden over de communicatie met de tutors. Serge Logist, leraar Nederland-Engels en coördinator van het tutoraat in het Lycée Emile Max in Brussel: ‘ De resultaten zijn soms verbazend. Ik had een leerlinge die op een zeer laag niveau stond voor Engels in het begin van het schooljaar. Op het einde haalde ze schitterende punten. Ik merk overigens dat de motivatie voor het tutoraat doorgaans groter is in het derde en vierde jaar dan in de laatste twee jaren. Chantal Vrancken, lerares toerisme en coördinator van het tutoraat in het Institut Technique Max Fischer in Brussel: ‘De leerlingen vinden het geweldig dat ze mensen leren kennen die in het hoger onderwijs zitten, volwassenen die niet hun leraars en niet hun ouders zijn. Zo ‘n model geeft hen meer ambities op het professionele vlak. De leerlingen zien ook dat dit voor hen een unieke kans is. Ze kunnen zich gratis inschrijven voor het tutoraat. Een repetitor of bijlessen zouden ze nooit kunnen betalen.’ Anne Jongen, directeur Institut Emile Gryson in Brussel: ‘De leerlingen zijn erg enthousiast over het zomertutoraat. De cursussen tijdens het jaar zijn wel zwaar, vooral voor leerlingen die ‘s avonds nog een studentenjob hebben in de horeca bv.’ Robby Oblonsek, campusbegeleider en coördinator tutoraat Sint-Norbertus Antwerpen: ‘Als stadsschool in Antwerpen hebben we veel allochtone leerlingen en OKAN-leerlingen, dus veel leerlingen met een studie- en taalachterstand. Met het GOK-beleid kunnen we al veel doen, maar extra’s zijn nog altijd welkom. Klassenraden beslissen wie tutoraat of GOK-uren krijgt via individuele GOK-uren of co-teaching. Het tutoraat heeft een aanvullende rol. Een school kan nooit genoeg GOK-uren krijgen om de taalachterstand bij alle leerlingen weg te werken. En die taalachterstand straalt af op alle vakken. Het zou goed zijn dat het tutoraat al in de eerste graad - waar de problemen zeer groot zijn - en zelfs in de basisschool zou kunnen steunen. De keuze gaat in principe naar leerlingen met een potentieel voor hoger onderwijs.’

Ook de leerkrachten reageren positief. De bijlessen resulteerden doorgaans in een verbetering van de behaalde resultaten, de studiemethode, het zelfvertrouwen en - in mindere mate - de toekomstperspectieven. Zij formuleren op de evaluatieformulieren reacties als: ‘De tutor heeft de blokkade opgeheven’; ‘Vaak volstaat één positieve overhoring opdat de leerling zijn motivatie terugvindt.’ Veel leerkrachten vinden dat de bijlessen een hulp voor henzelf waren. Nele Buyaert, lerares Nederlands en titularis 3de jaar ASO: ‘Ik vind dit een schitterend initiatief voor leerlingen en leerkrachten. Leerkrachten worden een beetje ontlast. Ze geven bv. al bijlessen aan leerlingen die lessen hebben gemist wegens afwezigheid, maar het is onmogelijk om iedereen bij te werken die iets niet onder de knie heeft of een taalachterstand Nederlands heeft. Tutoraat is een welkome gerichte aanvulling bij wat er al op school gebeurt. Vooral kinderen die zwak zijn voor een bepaald vak én gemotiveerd, zijn goed af met het tutoraat.’
Welke knelpunten zijn er? Een eerste probleem waar projecten regelmatig mee te kampen hebben, is de afwezigheid van de leerlingen. Het gebeurt wel eens dat de leerlingen op uitstap zijn en dat de school dit niet tijdig meldt aan de tutor. Soms blijven leerlingen ook zomaar weg. Om daaraan een mouw te passen, heeft een project daarom de bijlessen dit academiejaar herleid van 2 uur naar 1,5 uur. Een aantal leerlingen haakt ook af. De projecten leggen daarom sterk de nadruk op het belang van de motivatie van de leerlingen, een duidelijke rapportering van de afwezigheden en een snelle reactie daarop van de schoolcoördinatoren. Echte sancties op afwezigheid zijn er evenwel niet, tenzij in de weinige scholen waar het tutoraat tijdens de schooluren plaatsvindt. Het gebeurt soms ook dat de tutors niet komen opdagen of definitief afhaken. Nadège (tutee): ‘Ik heb al verschillende jaren tutoraat gevolgd en merk dat het pas echt werkt als de hele groep gemotiveerd is en vooruit wil. Als er een paar leerlingen bij zijn omdat ze moeten van hun ouders, brengen ze soms de hele groep op het slechte pad.’ Ismaël (tutee): ‘Soms haakt een student af tijdens het programma omdat hij zijn eigen werk aan de universiteit heeft onderschat.’ Een tweede probleem ligt bij de communicatie met de vakleerkrachten. Het is belangrijk dat de tutors weten wat er in de klas is gezien en wat het probleem is van de leerlingen. Dat contact tussen tutor en leerkracht is er te weinig. Sommige leerkrachten hebben geen zin in ‘weer een nieuw project’. Anderen ervaren het als een bedreiging: ‘Dit project wijst op mijn falen.’ Men probeert daaraan in de communicatie aandacht te besteden van bij de start en benadrukt dat een tutor geen concurrent is voor de leraar, maar aanvullend kan werken om leerlingen te helpen. Achmed (tutee): ‘Na de eerste les zagen we het niet meteen zitten. Maar na een paar lessen wel. In het begin wist de tutor ook niet waarmee we problemen hadden. We moesten dat allemaal zelf uitleggen. Toen was het project ook nog maar pas gestart.‘

Nabil (tutee): ‘De leraren van de school moeten meer uitleg geven aan de leraren van het tutoraat, zodat die beter weten waarmee we bezig zijn.’ Deborah Heylen (tutor): ‘Er is een betere samenwerking nodig met de leerkrachten. De coördinatrice was heel geëngageerd, maar bepaalde leerkrachten hadden het echt opgegeven. En als ik dan zei: die leerlinge maakt toch vooruitgang, kreeg ik als reactie: “hoe lang gaat het duren?” ‘ Isabelle Debaveye, lerares Frans Sint-Norbertus Antwerpen: ‘Vorig jaar wist de tutor niet goed hoe ze het moest aanpakken. Ze volgde een opleiding vertaler-tolk en was niet opgeleid om les te geven. We hadden vooraf contact, maar toen bleek dat ze niet openstond voor samenwerking. Na drie lessen is ze afgehaakt zonder de school op de hoogte te brengen. Dit jaar verloopt het veel gestructureerder. De tutor is enthousiast en staat open voor dialoog. Voor de start was er een gezamenlijk contactmoment georganiseerd voor tutors en leerkrachten, wat de samenwerking ten goede komt.’ Robby Oblonsek (coördinator): ‘De communicatie blijft een groot probleem. Je moet vijf partijen met elkaar verbinden: de school, de universiteit, de leerling, de vakleerkracht en de tutor. Ook de motivatie van leerlingen kan soms beter. Dit jaar vragen we heel duidelijk aan leerlingen of ze dit zien zitten. Het moet hun eigen keuze zijn.’ Een volgend knelpunt is de selectie van tutors. Elk jaar moet een groot deel nieuwe studenten worden gerekruteerd. Vele studenten stoppen na een jaar wegens stage, Erasmusproject, eindwerk… De veelvuldige nieuwe selecties vormen een zware belasting. En die keuze blijkt soms niet mee te vallen. Aimajji (tutee): ‘Wij hebben een tutor gehad die almaar probeerde uit te leggen dat de leraar ongelijk had. Daar schoten we niet veel mee op.’ Nadège (tutee): ‘Als Franstaligen krijgen we voor Nederlands een tutor die ons enkel woorden en zinnen uit het hoofd laat leren. Hij legt niets uit.’ De praktische regeling zou in de toekomst beter kunnen, zo signaleerden sommigen. Frédéric Dupon (tutor): ‘De bijlessen zouden vroeger moeten starten in het eerste trimester, want nu is de achterstand groot wanneer we beginnen. Misschien moet men al tutors rekruteren op het einde van het academiejaar?’ Tot slot kennen alle projecten een financieel probleem. Ze werken met een gesloten enveloppe, waardoor ze hun werking moeten beperken. Bovendien gaat het om tijdelijke financieringen, waardoor men geregeld opnieuw op zoek moet naar middelen.

1b Tutoraat van ouderejaars- voor eerstejaarsstudenten Er zijn ook hogeronderwijsinstellingen die een tutoraat organiseren met ouderejaarsstudenten om eerstejaarsstudenten te ondersteunen. Zo bijvoorbeeld aan de Université de Liège.
Hoe is het begonnen? Sinds het academiejaar 1982-1983 heeft de Université de Liège een systeem van studentmonitors om de slaagkansen van studenten te verhogen. Zij vormen een supplementaire hulp bij de onderwijstaak van professoren. De professoren die vinden dat hun studenten moeten worden omkaderd door een monitor-student, melden dit aan hun faculteit. Die stelt uren ter beschikking volgens de mogelijkheden die ze heeft. Het systeem is de voorbije jaren sterk gegroeid.
Hoe werkt de methode? Monitors geven vakgerichte begeleiding in kleine groepen. Het gaat om praktische oefeningen die verplicht zijn, en remediëring (herhalingen etc.) die niet verplicht zijn. Het wordt zowel georganiseerd in de exacte als in de menswetenschappen. Monitors kunnen occasioneel aandacht hebben voor studiemethoden. Voor systematische informatie daarover kunnen studenten terecht bij de Service Guidance Etude. Voor taalcursussen kunnen buitenlandse studenten hulp krijgen bij het Institut Supérieur des Langues Vivantes de l’ Université de Liège. De studenten presteren 30 tot 150 uur per jaar. Op het einde van elk semester laten ze een overzicht van hun prestaties ondertekenen door de betrokken professor.
Wie is de doelgroep? De doelgroep zijn alle studenten die zijn ingeschreven in de betreffende cursus(sen). Het gaat vooral om cursussen in eerste bachelor. De activiteit is verbonden aan de cursus. De praktische oefeningen zijn verplicht voor iedereen. De remediëring staat open voor alle studenten die er nood aan hebben en is niet specifiek bestemd voor kansengroepen.
Wie zijn de monitoren? De monitoren zijn ouderejaarsstudenten, die zelf de betreffende cursus hebben gevolgd en omkadering gehad hebben van een monitor-student. De titularis van de cursus stelt hen aan en selecteert hen op basis van hun resultaten voor het vak en hun contactvaardigheden. De studenten krijgen van de universiteit een studentencontract waarin hun opdracht duidelijk omschreven wordt.
Wie draagt de organisatie van het project? De universiteit voorziet in een budget voor de organisatie van cursussen, inhaallessen, herhalingen door studenten. Dit budget wordt verdeeld tussen de faculteiten, scholen en instituten van de universiteit. Het project wordt verder niet gecoördineerd op het niveau van de universiteit. Het zijn initiatieven van de afdelingen, aanvaard door de faculteit en individueel beheerd door de betrokken professoren.

Hoe verlopen vorming en supervisie? De monitoren zijn ouderejaarsstudenten, die zelf de betreffende cursus hebben gevolgd en zelf omkaderd geweest zijn door een monitor-student. Bovendien helpen ervaren monitoren de jongere startende monitoren. De professor stelt bij het begin van het academiejaar zijn criteria vast, legt uit wat hij verwacht en geeft richtlijnen. Hij woont vaak ook de eerste sessie bij van een nieuwe monitorstudent. Bovendien zijn de praktische oefeningen sterk verbonden aan het theoretisch deel of aan andere praktische delen van de cursus waarbij de professor betrokken is. Zo houdt hij toezicht op het werk van de student. Als de monitor-student niet voldoet aan de verwachtingen van de professor, wordt zijn contract niet vernieuwd.
Hoe is het financieel georganiseerd? De bijeenkomsten met de monitors voor de praktische oefeningen maken integraal deel uit van de cursus. Het remediëringsaanbod is vrijblijvend. Beide facetten van de dienstverlening van de student-monitors is gratis voor de studenten die geholpen worden.
Op welke schaal verloopt het project? Voor het academiejaar 2006-2007 zijn er 29.300 uren toegekend voor jobstudenten, of ongeveer 200 tot 1000 jobstudenten, afhankelijk van het aantal uren dat ze presteren (van 30 tot 150 per jaar).
Wat is de impact? Als de student zich engageert, is de hulp van de monitor-student positief. De studenten worden meer bij de universiteit betrokken en hebben - ook dankzij andere acties die de universiteit aanbiedt - meer kansen om te slagen. De studenten krijgen banden met ouderejaars en met hun faculteit. Bij de remediëringssessies worden geen afwezigheden genoteerd. Het is dus niet bekend welke studenten de sessies bijwonen. De monitors doen interessante ervaringen op, reflecteren meer over de stof, raken beter geïntegreerd in de faculteit en hebben een extra pluspunt voor hun CV.
Wat zijn de knelpunten? De remediëringsactiviteiten zijn niet verplicht. Diegenen de er het meest baat bij zouden hebben, doen er vaak geen of op het laatste moment een beroep op: ze volgen pas een séance de synthese net voor ondervragingen en examens. Het eeuwige probleem, zo verzucht een verantwoordelijke: ‘On ne fait pas boire un cheval qui n’a pas soif.’

Model 2: Tutoraat in het studieprogramma Het tweede model van tutoraat is in het studieprogramma opgenomen. Het vormt een onderdeel van de stage. Voor dit model hanteren de initiatiefnemers niet het woord ‘tutoraat’, maar de initiatieven passen wel in de definitie van tutoraat die we hanteren in deze publicatie: ‘alle initiatieven waarmee studenten op een gestructureerde manier jongeren helpen en ondersteunen bij hun studies, zowel zwakkere als sterkere leerlingen/studenten die steun nodig hebben, zowel allochtonen als autochtonen. Die begeleiding kan op school of thuis plaatsvinden, in een kleine groep of in een 1-1-relatie.’ Vooral vanuit de lerarenopleiding worden her en der dergelijke initiatieven genomen, o.m. in Mechelen, Hasselt, Brussel, Antwerpen, Lier, Turnhout, Brugge en Vorselaar. We bespreken er hier drie. De Katholieke Hogeschool Mechelen organiseert stages lerarenopleiding voor huiswerkbegeleiding aan huis bij kinderen uit de basisschool. In Limburg doen drie hogescholen dat voor leerlingen in de eerste graad secundair onderwijs, vooral gericht op ‘leren leren’. De EHSAL gaat van start met begeleiding van leerlingen in de derde graad secundair onderwijs door de lerarenopleiding in economisch gerichte masteropleidingen (handelwetenschappen en handelsingenieur). Bij de drie projecten zijn ook externe partners betrokken.
2a Huiswerkbegeleiding aan huis in stage leraar basisonderwijs Vanessa Gomez, 3 de jaar lerarenopleiding basisonderwijs: ‘Ik kom in een gezin met zeven kinderen. Ik zorg vooral dat het huiswerk altijd verloopt op dezelfde manier: in stilte, zonder te eten tijdens het huiswerk, en met mama in de buurt, want zij zal later mijn rol moeten overnemen. Ik heb pictogrammen gemaakt op basis van wat ik in het gezin de eerste keer gezien had, bv. hun handen waren zwart en er kwamen vlekken op het blad. Het is een stappenplan: ik was mijn handjes wanneer ik thuiskom; ik haal mijn agenda uit mijn boekentas en lees wat ik moet doen; mama of papa ondertekent mijn agenda… ‘ Hoe is het begonnen? Om studenten kennis te laten maken met diversiteit, betrok de hogeschool hen eerst bij de naschoolse werkingen in Mechelen, waar kinderen uit de basisschool hun huiswerk gingen maken. Om ook de gezinnen meer bij onderwijs te betrekken, is spontaan het idee gegroeid om de studenten bij de gezinnen thuis te laten helpen bij het huiswerk. Zo ontstond in het academiejaar 2000-2001 het project ‘Huiswerk aan huis’ als een opleidingsonderdeel sociocultureel engagement in het 3de jaar opleiding tot leraar lager onderwijs. Het project loopt over 10 weken tijdens het 1ste semester. Er is een intense samenwerking met het plaatselijke onderwijsopbouwwerk Prisma.

Wat en wie wil het project bereiken? Het project streeft volgende doelen na: > kansarme leerlingen begeleiden bij hun huiswerk; > de situatie verbeteren waarin ze hun huiswerk maken; > studenten in aanraking brengen met andere culturen en kansarme autochtonen; > ouders meer betrekken bij het schoolleven: huiswerk, agenda, rapporten…; > de school feedback geven over haar huiswerkbeleid. De betrokken leerlingen zijn kansarme autochtone en allochtone leerlingen.
Wie zijn de studenten? De studenten volgen het derde jaar lerarenopleiding. In de lerarenopleiding secundair onderwijs is het een vrije keuze, in de lerarenopleiding basisonderwijs is het een verplichte module. In wat volgt spitsen we ons toe op deze laatste groep.
Welke scholen nemen deel? In Mechelen werd een stuurgroep opgericht met het onderwijsopbouwwerk Prisma, de onderwijsinstellingen van de verschillende netten, het CLB, welzijnsorganisaties en de stad Mechelen. Die stuurgroep onderwijs-opbouwwerk beslist welke basisscholen aan het project mogen deelnemen. Voorwaarde is dat ze een huiswerkbeleid hebben en moeite willen doen om de ouderbetrokkenheid te verbeteren. Bij de meeste scholen lopen er al projecten rond ouderbetrokkenheid.
Welke leerlingen nemen deel? De school selecteert de leerlingen: kansarme autochtone of allochtone kinderen. Het gaat altijd om gezinnen waarmee de school weinig contact heeft en die vermoedelijk de schoolsituatie van het kind niet stimuleren: het huiswerk wordt niet goed gemaakt, boekjes komen niet tijdig mee terug, formulieren worden niet ingevuld enz. Het kunnen zowel leerlingen zijn die veel capaciteiten hebben als leerlingen met een leerachterstand. Meestal kinderen van het eerste tot het vierde leerjaar, waar de school zelf nog een aantal jaren mee zal moeten werken. Het gezin en het kind moeten bereid zijn tot medewerking.
Hoe werkt ‘huiswerk aan huis’? De student begeleidt gedurende 15 uur een allochtoon of kansarm autochtoon kind uit het basisonderwijs bij zijn huiswerk. De 15 uur worden doorgaans verdeeld over 10 momenten van 1,5 uur. Een aantal studenten heeft meer contacten van korte duur (bv. 15 contacten van een uur).

Samen met het kind bekijkt de stagiair de schoolagenda en plant hij het werk. Hij kan helpen bij moeilijkheden en dat via de schoolagenda signaleren aan de klasleerkracht. Er wordt vaak ook gewerkt rond taalvaardigheid (voorlezen, vertellen, gezelschapsspelen, samen naar bibliotheek gaan …). Cedric Daelemans, 3de jaar lerarenopleiding basisonderwijs: ‘Christopher, een klein Congoleesje, zit in het derde leerjaar. Ik heb mijn strips voor hem meegebracht. De ouders hebben me ook gevraagd om titels op te schrijven van leuke boeken, die ze dan gaan halen in de bibliotheek. Na het huiswerk laat ik Christopher altijd een stukje voorlezen. Ik laat hem en zijn broertje ook vertellen over de klas, zodat ze hun Nederlands kunnen oefenen.’ De student tracht ook te zorgen dat zijn begeleiding na de contacten met het gezin blijft doorwerken. Hij onderzoekt de leeromgeving, de leermethodiek en studieplanning van het kind en stuurt eventueel bij, betrekt de ouders en geeft voorbeelden zodat de ouders, broers of zussen achteraf deze taak op zich kunnen nemen. Als hij ernstige problemen vaststelt met het huiswerk (bv. opdrachten die te zwaar zijn voor een kind dat thuis weinig ondersteuning krijgt) kan hij dit doorgeven aan de leerkracht of aan het onderwijsopbouwwerk. Als zou blijken dat er een gelijkaardig signaal komt van andere studenten, tracht het opbouwwerk met de school tot een bijsturing van het huiswerkbeleid te komen. Vanessa Gomez: ‘Ik hoor van andere studenten dat hun kindje drie kwartier nodig heeft enkel voor zijn huiswerk. Dat is te veel. Zoiets moeten we signaleren aan de leerkracht: dat huiswerk is niet aangepast aan dat kind.’ Soms kan de aanpak van de stagiaire de school van het kind inspireren, en omgekeerd. Koen Martens, 3de jaar lerarenopleiding basisonderwijs: ‘Ik doe mijn stage in het eerste leerjaar en mijn huiswerkkind zit ook in het eerste leerjaar. Dat loopt parallel, wat interessant is. Hakim verwart de b en de d, een probleem dat vaak voorkomt. Ik had een prent die heel goed helpt. Hij nam die mee naar school en ik hoorde dat alle eerste leerjaren dat hebben overgenomen. Mijn huiswerkleerling heeft een andere methode wiskunde dan mijn stageschool: het is boeiend daar vanuit de praktijk mee geconfronteerd te worden.’
Wie draagt de organisatie van het project? De GOK-leerkracht is in elke school de coördinator. Hij selecteert de leerlingen met de klasleerkracht. Bij het laatste contact kan de GOK-leerkracht meegaan naar het gezin, zodat hij dat contact kan overnemen van de student. Het onderwijsopbouwwerk vervult een cruciale rol in dit systeem omdat de hogeschool en de school de leefwereld van de gezinnen en de buurten niet kennen. De opbouwwerker heeft hier meer zicht op. Hij is ook een vertrouwenspersoon die los van de strikte onderwijscontext bij het gezin binnenkomt en tijdens een huisbezoek de eerste contacten legt. Het opbouwwerk heeft via het Lokaal Overlegplatform (LOP) ook contact met allerlei verenigingen, waaronder die van allochtonen.

Het onderwijsopbouwwerk neemt volgende taken op: > eerste contact met de scholen om het project toe te lichten; > tweede contact met de scholen om de geselecteerde gezinnen te bespreken met de GOK-leerkracht of de directie; > huisbezoek bij de gezinnen; > definitieve beslissing over de selectie van het gezin; > startmoment voor de studenten op de hogeschool; > introductie van de student in het gezin; > begeleiding en evaluatie van de student. Het opbouwwerk wordt ook ingeschakeld wanneer er zich problemen voordoen die de student niet zelf kan oplossen. Bijvoorbeeld als de moeder weggaat terwijl de student daar is. De afspraak is dat gezinnen de student niet als oppas mogen gebruiken. Het CLB is momenteel niet sterk betrokken. Ze zijn op de hoogte en komen hun werking voorstellen aan de studenten. Op termijn zullen ze wellicht meer worden betrokken.
Hoe verloopt de matching? De matching van studenten met gezinnen gebeurt vooral op basis van regio, om het zo praktisch mogelijk te maken. De hogeschool stelt via studentenvoorzieningen ook fietsen ter beschikking zodat de studenten zich gemakkelijker kunnen verplaatsen.
Hoe verloopt het contact met de klasleerkracht? De student heeft voor de start een gesprek met de leerkracht van het kind, waar hij info krijgt over de leerling en zijn gezin. Het opbouwwerk heeft een checklist met aandachtspunten gemaakt, die hij daarbij kan gebruiken. Op het einde heeft hij een afsluitend gesprek met de leerkracht, waar hij een stand van zaken geeft en aan de leerkracht aandachtspunten signaleert.
Hoe verlopen voorbereiding en ondersteuning? De studenten krijgen op een startbijeenkomst informatie over het onderwijsopbouwwerk en het project. Daarnaast komen de thema’s migratie, kansarmoede en gelijke kansen aan bod, toegespitst op de eigen stad. Verder worden vuistregels rond interculturele communicatie meegegeven. Dit alles krijgen studenten ook schriftelijk mee in een informatiebundel. Bij de eerste afspraak met het gezin gaat er altijd een onderwijsopbouwwerker mee met de student om het ijs te breken. Ook nadien is die nog ter beschikking voor vragen van de student. Indien nodig kan de student een paar keer een tolk reserveren om belangrijke zaken te bespreken met de ouders. Waar mogelijk moet hij daarvoor een beroep doen op het kind en/of broers en zussen. Tussentijds is er een reflectiemoment op de hogeschool, waar elke student een eigen case uit zijn ervaringen in het project ter bespreking voorlegt.

Op welke schaal verloopt het project? Dit jaar zijn bij het project betrokken: > 6 onderwijsopbouwwerkers > 10 scholen > 6 docenten van de hogeschool > 52 studenten > 52 leerlingen
Hoe verloopt de evaluatie van de stagiairs? De student houdt per begeleidingssessie een activiteitenplan bij (dag, duur, doelen, verantwoording en evaluatie). Uit het activiteitenplan moet blijken dat de student het engagement ter harte neemt om zowel de kansen van het kind en het gezin als de eigen leerervaringen zo groot mogelijk te maken. Het eindcijfer wordt gegeven aan de hand van drie elementen: > de beoordeling van dat plan door een docent van de hogeschool; > de besluiten die de student vanuit zijn ervaringen op papier moet zetten over zinvol huiswerkbeleid op school, het referentiekader van het gezin en communicatie tussen school en ouders; > een evaluatie van de onderwijsopbouwwerker, die de houding en de aanpak in de praktijk beoordeelt aan de hand van een evaluatiefiche die door de hogeschool werd opgesteld en met de student wordt overlopen.
Hoeveel kost het project? De school en het onderwijsopbouwwerk hebben geen extra financiering voor dit project. Voor de betrokken secundaire scholen en de betrokken ouders is het project gratis.
Wat zijn de resultaten? Zowel de docenten, de onderwijsopbouwwerkers als de gezinnen zijn erg tevreden zijn over dit project. Ook de studenten zijn overwegend tevreden, vooral omdat ze zien dat hun werk veranderingen teweegbrengt in het gezin, die de schoolprestaties van ‘het huiswerkkind’ (en vaak van zijn broertjes en zusjes) ten goede zullen komen.

Vanessa Gomez: ‘De eerste sessie stond de tv aan. De kleinere kinderen waren in de salon aan het spelen. Het kind maakt zijn huiswerk in de zetel aan een salontafel. Ze zouden beter in een aparte kamer zitten, aan een grote tafel, op een stoel. Maar dat kan niet. Daarom heb ik aan de mama voorgesteld dat alle kinderen hun huiswerk zouden maken op hetzelfde moment, aan twee salontafels. Na twee sessies is er al verbetering in de structuur. We werken volgens de stappen van het pictogram. Moeder zet de tv uit als ik binnenkom, ze doet de deur dicht van de salon. Ze berispt de kinderen als ze te veel lawaai maken. Ik geef de jongste kinderen ook een taak, want anders gaan ze zich vervelen en worden ze storend.’ Koen Martens: ‘Vroeger wisten de ouders van Hakim niet waarvoor de agenda dient. De laatste keer heb ik gezien dat de moeder er zelf iets had ingeschreven. De vader heeft gezorgd dat er een nieuwe tafel kwam waaraan ze hun schoolwerk kunnen doen. Ik zie dat moeder nu ook helpt de dagen dat ik er niet ben. Vroeger werkten de kinderen niet veel aan hun huiswerk omdat ze niet wisten hoe, en de ouders ook niet. Nu gaat het goed.’ Voor studenten is het ook een uitgelezen kans om kennis te maken met een gezin uit een andere cultuur. Cedric Daelemans: ‘Ik heb met die vader ook al kunnen praten over waarom ze naar hier gekomen zijn. Onze ervaringen met de kinderen en met de ouders zijn een enorme goede voorbereiding op de realiteiten waarmee we geconfronteerd zullen worden. Het is een heel tof initiatief.’ Vanessa Gomez: ‘In het begin was ik heel onzeker: het was vreemd allemaal. Maar nu het ijs gebroken is, vind ik het wel leuk. Die mensen verwelkomen je met open armen. Ze bieden je drank aan, eten, zelfs een warme maaltijd.’ Koen Martens: ‘De gastvrijheid is ongelooflijk. Ze hebben nu ook mijn vriendin uitgenodigd om mee te komen eten. Het is een aanrader voor alle scholen. Letterlijk en figuurlijk proeven van de multiculturele samenleving. Er zijn meer gezinnen die iemand vragen dan studenten die het kunnen doen.’ De studenten leren bewuster omgaan met diversiteit en met leerproblemen en houden daar rekening mee wanneer ze bv. een huiswerk opstellen. Ze worden gevoeliger voor en leren omgaan met kinderen die in andere situaties leven dan het doorsnee kind. Ze worden ook voorzichtiger in hun uitspraken over gezinnen omdat ze beseffen hoe delicaat dat is. Ze leren bv. gaandeweg beseffen wat er allemaal kan meespelen wanneer ouders niet naar een oudercontact komen en ze leren communiceren met de ouders. Sommige ‘huiswerkkinderen’ krijgen ook zin om leraar te worden omdat ze een andere kijk krijgen op juffen en meesters. Ze maken kennis met de hogeschool en zetten later misschien iets sneller de stap om ook te gaan studeren. De ervaringen met het project zijn dus zeer positief. Men stelt vast dat het project ook op langere termijn effect heeft. Studenten die achteraf nog contact hadden - en dat zijn er een op de drie - merken dat de goede gewoonten gebleven zijn. Er wordt ook veel over gepraat, bv. in de moedergroepen in sommige scholen. De hogeschool en het opbouwwerk doen zelf geen enkele actie om het project bekend te maken, en toch is de vraag veel groter dan het aanbod.

Lieve Van Loock, docente: ‘We geloven heel sterk in dit project. We hebben andere projecten afgebouwd om dit te kunnen uitbreiden. In het voorbereidend jaar beroepsonderwijs (1B). gaven studenten uit de lerarenopleiding basisonderwijs leestraining aan jongeren met een zware leesachterstand, waarmee we hen vooral wilden bewustmaken van het belang van leesonderwijs in het basisonderwijs. Dat project loopt in de betrokken school, maar vormde een te grote organisatie voor die school. Wij geven ook de voorkeur aan het werken met gezinnen omdat we merken dat we daarmee veel bereiken.’ Wat zijn de knelpunten? Dat alles betekent niet dat alles van een leien dakje loopt. Een eerste knelpunt is de aanvankelijke weerstand bij een aantal studenten en/of hun ouders. Ze zijn ertegen of zitten met vragen en angsten. Zodra de contacten beginnen te vlotten, verdwijnt dat. Een betere voorbereiding zou dit in de toekomst kunnen vermijden. De studenten moeten meer kaders aangereikt krijgen waarin ze hun ervaringen kunnen plaatsen Ook de evaluatie vormt een knelpunt. Het is moeilijk om aan dit project objectieve criteria te koppelen, een aantal resultaten zijn niet meetbaar en/of pas voelbaar op lange termijn. Verder vraagt het project organisatorisch veel tijd, rekening houdend met het feit dat het gaat om een studieonderdeel van drie studiepunten of een werkbelasting van 48 uren. Voor de toekomst wordt overwogen om er binnen een nieuw curriculum meer studiepunten aan toe te kennen. Met het huidige personeelsbestand in het onderwijsopbouwwerk en in de hogeschool kan men de vraag niet aan. Zowel voor secundair als voor basisonderwijs krijgt het onderwijsopbouwwerk bijna dagelijks vragen van gezinnen, hoewel er geen enkele bekendmakingsactie bij hen wordt gevoerd. Met meer mankracht kan het project op ruimere schaal worden aangepakt.
2b Leren thuis leren in stage lerarenopleiding secundair onderwijs (bachelor) Ook laatstejaarsstudenten uit de lerarenopleiding aan de Limburgse hogescholen helpen kansarme leerlingen thuis met hun studie. Het gaat om studenten bachelor in onderwijs: secundair onderwijs algemene vakken (de vroegere regenten) en om leerlingen in de eerste graad van het secundair onderwijs, bij voorkeur uit de A-stroom. Ook dit project tracht de ouders meer bij de school te betrekken. Leren Thuis Leren is gestart in Hasselt in het academiejaar 1999-2000 en heeft vijf jaar op subsidies van de Stichting Koningin Paola kunnen rekenen. Intussen is het project uitgebreid naar Heusden- Zolder. Samenwerkingspartners zijn het onderwijsopbouwwerk (Hasselt en Heusden-Zolder), de CLB’s, de scholen voor secundair onderwijs en de lerarenopleidingen van de XIOS Hogeschool Limburg, de Provinciale Hogeschool Limburg, de Katholieke Hogeschool Limburg en de stad Hasselt.

Hoe verloopt het project? Het project verloopt op vele punten zoals dat van de Katholieke Hogeschool Mechelen. Het gaat om een stage in de lerarenopleiding. We stippen hier kort de belangrijkste verschillen aan. > Het project is vooral gericht op doorstroming en een goede oriëntering van kansarme leerlingen die in de A-stroom zitten, maar een duwtje in de rug nodig hebben. > Het CLB wordt betrokken bij de selectie van de leerlingen. > De student leert de leerling leren: een planning opstellen, taken voorbereiden, huiswerk maken, samenvatting maken … De student werkt ook aan een juiste leerhouding (orde, stiptheid…) en heeft bijzondere aandacht voor het Nederlands als instructietaal (bv. begrijpen van opgaven). > De student tracht ook de betrokkenheid van de ouders te stimuleren. Hij stimuleert de deelname aan oudercontacten en gaat eventueel mee. Hij voert gesprekken met ouders over de leertaken, de verwachtingen van de school, de betekenis van vakken en punten, inhouden van ‘leren leren’. > De student legt ook contacten met de secundaire school van de leerling. Hij volgt er de klassenraden, observeert de leerling in de klas en informeert het lerarenteam over zijn activiteiten. > De student onderhoudt ook contacten met het CLB en het onderwijsopbouwwerk. > De student maakt aan het eind van de rit een verslag over zijn leerling, zijn gezin en zijn begeleiding. Hij vermeldt ook de effecten op leerling en ouders en zijn eigen leerervaringen.
Wat zijn de resultaten? Studenten bouwen kennis op en verwerven inzicht over de relatie kansarmoede-schoolloopbaan. Ze leren ook omgaan met kansarme leerlingen en hun ouders en leren rekening houden met de gezinscontext van een kind. Ze schatten ook beter het belang in van een goede kennis van het Nederlands als instructietaal. Nederlands spreken is niet hetzelfde als de vak- en schooltaal in al zijn facetten beheersen. De betrokken leerlingen verwerven vaardigheden rond ‘leren leren’ (bv.: plannen, methodieken…) Ze voelen zich beter begrepen en ondersteund door een leerkracht als vriend te hebben, ontwikkelen een positiever zelfbeeld en krijgen meer zelfvertrouwen. Er zijn ook aanwijzingen dat de meeste leerlingen betere schoolresultaten halen en een meer studiegerichte houding krijgen. De ouders zijn meer betrokken bij de school en nemen meer deel aan ouderavonden. Een eerste bezoek aan een oudercontact samen met de student kan de weg openen voor volgende oudercontacten. Ook zij krijgen meer zelfvertrouwen en een positiever zelfbeeld. Het effect van de student op de leerkrachten is moeilijker te meten. De deelname van de student aan de klassenraad kan soms vooroordelen over het gezin ontkrachten.

Wat zijn de knelpunten? Er is nood aan meer coördinatie tussen de verschillende partners, meer vorming en meer intervisie. Een ander heikel punt is de vraag van verplichte of vrijwillige deelname. In twee scholen nemen de studenten vrijwillig deel aan het project. In de XIOS Hogeschool is dit verplicht. Verplichte deelname vergt meer tijd en middelen voor de organisatie en de begeleiding, en er is minder enthousiasme. Sommige studenten vinden het hun taak niet om leerlingen te ondersteunen in hun thuismilieu of om ouders meer te betrekken bij de school van hun kind, en zijn daartoe moeilijk te motiveren. Om het huidige project grondig te evalueren en te verdiepen, maakte de Vlaamse minister van Onderwijs en Vorming geld vrij voor het project in het kader van de proeftuinen. Er komt meer ruimte om de studenten te ondersteunen in intervisiegroepen, de resultaten van het project te meten bij leerlingen, studenten en andere betrokkenen, de samenwerking tussen de verschillende partners wordt gecoördineerd en er komt een stevig vormingsaanbod voor de secundaire scholen en hun CLB, o.m. rond contextuele leerlingenbegeleiding. Het project maakte ook een video ‘Leren leren aan huis’ die andere hogescholen, secundaire scholen, welzijnsinstanties, CLB’s en Lop’s wil bereiken (zie bijlage 3).
2c SMART-project in stage lerarenopleiding secundair onderwijs (master) De EHSAL bereidt een project van tutoraat voor dat in februari 2007 effectief van start gaat. Het kreeg de naam SMART, wat staat voor ‘student voor mentor, adviseur, repetitor voor talent’. Het proefproject wordt gesubsidieerd door de Vlaamse minister van Binnenlands Bestuur, Stedenbeleid, Wonen en Inburgering. De tutors zijn studenten lerarenopleiding in de masteropleiding handelswetenschappen en handelsingenieur (de vroegere licentiaten), die hiermee een deel van hun stage vervullen. Ze geven economische vakken in de derde graad secundair onderwijs. De doelstellingen liggen in dezelfde lijn als die van bovenvermelde projecten: een realistisch beeld ophangen van en perspectief geven op hoger onderwijs, een rolmodel bieden aan de leerlingen en de doorstroming naar het hoger onderwijs verbeteren. Voor studenten is de doelstelling: kennismaken met diversiteit en ervaring opdoen met tutoring en mentoring. De doelgroep bestaat uit alle kansengroepen. Niet alleen ASO- en TSO-leerlingen, maar ook leerlingen uit het BSO komen in aanmerking omdat ook leerlingen uit een aantal BSOrichtingen instromen in de hogeschool. Het proefproject gaat kleinschalig van start met 10 studenten en 10 leerlingen. Elke student begeleidt één leerling (8 begeleidingen van 1u). De studenten worden geselecteerd op basis van motivatie, engagement en visie op diversiteit. Ze krijgen een opleiding specifiek voor huiswerkbegeleiding, over veel voorkomende vragen in verband met hoger onderwijs en adressen waarnaar ze kunnen doorverwijzen. Elke student wordt gekoppeld aan een coach van de hogeschool. Tussendoor hebben er intervisiegesprekken plaats.

De volledige stage omvat 8 studiepunten en het SMART-project is daar een onderdeel van. De evaluatie zal gebeuren door de coaches, die de studenten bij 2 begeleidingen zullen observeren. Verder tellen ondermeer de lesvoorbereidingen, de bevindingen van de leerling en het logboek dat de student bijhoudt. EHSAL heeft in dit project een partnerschap met de Haagse Hogeschool en haar programma Talentontwikkeling, dat gestart is in september 2004 en meer kinderen uit laaggeschoolde gezinnen naar het hoger onderwijs wil. Er is ook een samenwerkingsverband met de vzw Link, een Brussels steunpunt en netwerk voor duurzame ontwikkelingseducatie. Het project is gratis voor de leerlingen en de scholen. Na evaluatie van het proefproject zal bekeken worden in hoeverre dit kan worden uitgebreid naar meer studenten en meer vakken.

4. Enkele handvatten voor een succesvolle aanpak In de wetenschappelijke literatuur is er weinig materiaal te vinden over de effecten van tutoraat. Keith Topping, een Britse onderzoeker die veel over het thema heeft gepubliceerd, stelt dat bepaalde modellen van tutoring onder bepaalde voorwaarden effecten kunnen hebben, o.m. betere schoolresultaten, meer inzicht in leren (metacognitie) en meer zelfregulering in leren, betere sociale vaardigheden en meer zelfwaardering - die laatste twee ook voor de tutors overigens. Meer over die voorwaarden leest u verderop bij de kritieke succesfactoren en de praktische tips. Tutoring blijkt dus een positieve impact te hebben. De vraag naar tutoring overtreft het aanbod. Bovendien is het een formule die relatief weinig kost. Het moment lijkt dus aangebroken om de bestaande projecten te verruimen en er nieuwe op te starten. Bovendien dekt ‘tutoraat’ heel verschillende modellen waarbij uiteenlopende doelgroepen betrokken kunnen zijn. Wij hebben hier een aantal initiatieven ondergebracht in twee modellen: • model 1 - tutoraat buiten het studieprogramma (via jobstudenten of vrijwilligerswerk) • model 2 - tutoraat binnen het studieprogramma (stages in de lerarenopleiding) Laten we beginnen met de thema’s die direct verbonden zijn aan de keuze voor een van bovengenoemde modellen. Wie kiest voor een model buiten het studieprogramma, moet in eerste instantie op zoek naar middelen om dit initiatief te financieren. Wie kiest voor een model binnen het studieprogramma, moet op de eerste plaats bekijken waar en hoe dit kan worden ingepast.
Op zoek naar financiering In deze brochure zijn diverse financiers aan bod gekomen: de hogeronderwijsinstellingen zelf, de overheden op de diverse niveaus en de Koning Boudewijnstichting. Er kan verder creatief worden nagedacht over nieuwe vormen van financiering. In Nederland leeft bv. de idee om studenten in het hoger onderwijs die tutor zijn van leerlingen in het secundair een korting te geven op hun inschrijvingsgeld. Men kan ook zoeken naar ondernemingen die financiële steun willen geven. In de sociaaleconomische wereld wordt de roep naar diversiteit almaar luider. Bedrijven die dat wensen zouden hun steentje kunnen bijdragen om allochtone leerlingen en studenten via tutoraat te ondersteunen. Vlaamse hogeronderwijsinstellingen zullen in de toekomst ook kunnen aankloppen bij het aanmoedigingsfonds voor het hoger onderwijs, dat in principe samen met het nieuwe financieringssysteem van het hoger onderwijs in Vlaanderen zal worden ingevoerd. Dit fonds zal de instellingen extra middelen geven om bv. allochtone en kansarme studenten beter te begeleiden. Een ondersteuning van deze studenten door tutors uit hogere jaren past perfect in dat nieuwe plaatje.

Tot slot kan er in de toekomst misschien met Europese gelden worden gewerkt. Op 1 januari 2007 ging een Europees integratiefonds van start, waarbij ook het onderwijs wordt betrokken. Mogelijk kunnen tutoraatprojecten ook daar financiering vinden.
Structurele integratie in het studieprogramma Om duurzaamheid te garanderen en de kosten tot een minimum te beperken, is het de moeite waard om tutoraat structureel in het studieprogramma in te bouwen - bij voorkeur gekoppeld aan monitoring en systematische evaluatie van de effecten. Er zijn een aantal pistes mogelijk om tutoraat te integreren: • Integratie in de stages lerarenopleiding Deze brochure bevat voorbeelden van integratie van huiswerkbegeleiding aan huis in de stage van de lerarenopleiding (bachelor- en masterniveau). Dit systeem heeft uitgesproken langetermijneffecten. De toekomstige leraren nemen hun ervaringen met diversiteit, leerproblemen en huiswerkbeleid mee naar hun latere klaspraktijk. In de nieuwe lerarenopleiding die in Vlaanderen van start gaat in het academiejaar 20072008 is diversiteit een belangrijke component. Huiswerkbegeleiding past perfect in dat plaatje. Ook in de Franse Gemeenschap kan huiswerkbegeleiding of een andere vorm van tutoraat een deel vormen van de stage van toekomstige leraars en dus een aantal studiepunten voor stage opleveren. Toekomstige leraren Nederlands (in Vlaanderen) en Frans (in de Franse Gemeenschap) zouden specifiek kunnen worden ingeschakeld om de taalachterstand van eerstejaarsstudenten weg te werken. In de Taalacademie die dit academiejaar voor het eerst georganiseerd wordt aan de Katholieke Hogeschool Mechelen wordt dit model uitgeprobeerd en in samenwerking met het Huis van het Nederlands in Brussel bijgestuurd. • Integratie in de stages van andere opleidingen Niet alleen in de lerarenopleiding, maar ook in andere opleidingen kan tutoraat worden ingepast in de stage. In Brugge bv. loopt er een stageproject ‘studieondersteuning aan huis’, een keuzemodule aan vier hogescholen voor studenten maatschappelijk werk en sociale verpleegkunde (een project van de vereniging ‘t Scharnier, gegroeid uit het LOP Brugge-Blankenberge). • Integratie in een vak ‘maatschappelijk engagement’ Instellingen zouden ook een nieuw vak ‘maatschappelijk engagement’ kunnen uitwerken, waarbij studenten hoger onderwijs uit om het even welke richting in een tutoraatproject worden ingeschakeld - met de nodige voorbereiding en vorming. De K.U.Leuven organiseert vandaag een interfacultair keuzevak Lessen voor de 21ste eeuw, waar vanuit verschillende wetenschappelijke disciplines toekomstgericht wordt nagedacht over mens, maatschappij en wetenschap. ‘Dit initiatief biedt een unieke gelegenheid over de grenzen van de vakdisciplines heen de horizon te verruimen en het aspect algemene vorming aan de universiteit gestalte te geven’, aldus de K.U.Leuven. Ook een initiatief als tutoraat kan over de vakdisciplines heen de horizon verruimen en het aspect ‘algemene vorming’ of ‘burgerschapsvorming’ gestalte geven van studenten die daar zin in hebben.

Kritieke succesfactoren Stel: u hebt oplossingen gevonden voor de financiering en/of voor integratie van het project in de opleiding. Daarmee is succes nog niet verzekerd. Tutoring is zoals gezegd niet automatisch effectief. Er zijn tal van valkuilen. Tutoring kan enkel de prestaties van lerenden verhogen op voorwaarde dat het goed gestructureerd en kwaliteitsvol verloopt. Als de tutors bijvoorbeeld training krijgen, zijn de resultaten beter. Topping somt in Tutoring van de International Academy of Education van de Unesco (zie literatuurlijst bijlage 2) een aantal algemene en vakgerichte principes op voor tutors, die voor de opleiders van tutors aan te bevelen lectuur vormen. Hij stipt bv. aan dat tutors altijd mogen laten horen dat ze iets niet weten, liever dan verkeerde dingen te zeggen. Ook voor de organisatoren van tutoring heeft hij aandachtspunten geformuleerd. We brengen ze hier samen met de kritieke succesfactoren die de gesprekspartners (zie bijlage 1) bij de voorbereiding van deze brochure hebben aangebracht. > Selecteer en match de partners zorgvuldig. Kies enkel gemotiveerde partners (tutors, tutees, scholen, directie, lerarenteam, coördinatoren). Rekruteer goede tutors die vlot communiceren en maatschappelijk actief willen zijn. Houd in 1-1-relaties rekening met karakters. Zoek indien nuttig ook partners buiten onderwijs (bv. schoolopbouwwerk). > Zorg voor een goede communicatie tussen alle partners, van bij de start tot aan het einde van het traject. > Geef vorming en training aan de tutors, bv. hoe een onderlinge relatie opbouwen, hoe taken aanbieden, hoe iets duidelijk uitleggen, hoe vragen stellen, hoe feedback geven, hoe foutenpatronen identificeren… > Laat tutor en tutee hun doelen bepalen en een contract ondertekenen. > Bouw regelmaat in de activiteiten in (minstens 1x per week). > Laat de activiteiten optekenen en zorg ervoor dat die aantekeningen geregeld worden gecontroleerd. > Geef aan waar de tutor met problemen terecht kan. > Luister geregeld naar de ervaringen van tutors en tutees. > Bepaal hoe je omgaat met afwezigheden van tutor of tutee. > Kom tussenbeide indien nodig.

Tips voor een goede start Tot slot enkele tips voor instellingen die met een tutoraatproject willen starten. > Begin kleinschalig en formuleer realistische doelstellingen. Laat het project groeien in de school, zodat het er een deel van wordt en duurzaamheid verzekerd is. Onderschat de organisatie niet die erbij komt kijken. > Neem de tijd voor een goede planning en voorbereiding. Ga samen zitten met instellingen die al knowhow hebben opgebouwd. Wissel informatie en documenten uit: overeenkomsten, afsprakennota’s… > Zoek voor samenwerking tussen de onderwijsniveaus naar een partnership op lokale schaal. > Vraag een duidelijk engagement van alle partners: scholen, leerkrachten leerlingen en studenten. Als het tutoraat buiten de schooluren wordt georganiseerd, moeten de tutees op vrijwillige basis kunnen deelnemen. > Houd de doelgroep ruim: iedereen die ondersteuning wenst. Beperk de doelgroep niet tot allochtone leerlingen of studenten. > Maak duidelijke afspraken en leg de verantwoordelijkheden van iedereen vast. > Maak het systeem gratis voor de tutees. Eventueel kan een kleine waarborg worden gevraagd, die terugbetaald wordt als de tutee alle sessies heeft bijgewoond. > Als het project plaatsheeft bij leerlingen thuis, bouw dan in de opleiding kaders in over kansarmoede, andere culturen, interculturele communicatie enz. Organiseer ook voldoende uitwisseling en reflectie, anders zou het project stereotypes kunnen versterken.

Slotbeschouwingen Af en toe gaan er kritische stemmen op over tutoraat. Sommige scholen pleiten voor meer geld om zelf met professionele mensen het probleem van schoolachterstanden op te lossen. Tutoraat is echter veel goedkoper en heeft bovendien een aantal specifieke effecten. Jonge tutors kunnen in een niet-schoolse sfeer heel wat bereiken, zeker als het om leerlingen gaat ‘die de school haten’. Dat bleek ook sterk uit de getuigenissen. Andere critici zien in tutoraat van hoger naar secundair onderwijs vooral een marketingproject, dat toekomstige studenten tracht te rekruteren voor de eigen instelling. De praktijk wijst echter uit dat een project dat ook op BSO- en TSO-leerlingen mikt, relatief weinig instroom genereert voor de hogescholen en nog minder voor de universiteiten. Promotiegelden kunnen dus beter anders worden besteed. Studenten uit kansengroepen begeleiden kost de instelling bovendien extra geld. Financieel zullen de instellingen er dus niet beter van worden. Wel kunnen ze met de organisatie van tutoraat hun maatschappelijke rol verder opnemen. Overschakelen van het veldloopmodel, waar de deelnemers die het minder doen snel uit de wedstrijd worden gehaald, naar het expeditiemodel waarbij men iedereen die mee op tocht gaat en de afspraken naleeft op de bestemming tracht te brengen. Deze brochure levert alvast materiaal voor toekomstige expeditieleiders.

Samenvatting In het kader van het programma integratie en migratie werkt de Koning Boudewijnstichting aan een aantal projecten om de integratie van allochtone gemeenschappen te bevorderen. Dit rapport maakt deel uit van de acties van de Koning Boudewijnstichting om de instroom en doorstroom van allochtone studenten in het hoger onderwijs te bevorderen. Allochtone jongeren hebben minder slaagkansen in het onderwijs dan autochtone jongeren, onder meer omwille van hun taalachterstand en de sociaal-economische situatie van hun gezin. (PISA-onderzoek, 2003). Er stromen dan ook relatief weinig allochtone jongeren in het hoger onderwijs in, en ze stromen daar ook moeilijker door. Om die trend te helpen keren, stelt deze brochure een aantal good practices voor van ‘tutoraat’, een mogelijke oplossing inzake instroom en doorstroom van allochtone jongeren in het hoger onderwijs. In essentie gaat het om initiatieven waarmee studenten op een gestructureerde manier allochtone (en autochtone) jongeren helpen en ondersteunen bij hun studies. Die begeleiding kan op school of thuis plaatsvinden. De informatie voor deze brochure werd verzameld aan de hand van interviews met projectverantwoordelijken, leraars, leerlingen en studenten en een beperkt literatuuronderzoek. De interviews met diegenen die deelnamen aan tutoraatsprojecten geven een tendens weer die van belang is. Zo worden er betere schoolresultaten gehaald, krijgt men meer inzicht in leren (metacognitie) en met als gevolg ook meer zelfregulering in het leren, betere sociale vaardigheden en meer zelfwaardering. De brochure is beperkt tot initiatieven waarbij het hoger onderwijs zelf betrokken is. Ze kregen een plaats in twee grote modellen: tutoraat buiten het studieprogramma en tutoraat in het studieprogramma. In het eerste model, tutoraat buiten het studieprogramma, worden studenten ingezet als jobstudent of met een vrijwilligersvergoeding om leerlingen secundair onderwijs of eerstejaarsstudenten te helpen. Dit gebeurt aan de Université Libre de Bruxelles (ULB), de Associatie Universiteit & Hogescholen Antwerpen, de Universitaire Associatie Brussel en de Université de Liège (ULg). In het tweede model vormt tutoraat een onderdeel van het studieprogramma, m.n. de stage in de lerarenopleiding. De initiatiefnemers hanteren niet het woord ‘tutoraat’, maar de initiatieven passen wel in de definitie. De Katholieke Hogeschool Mechelen, drie Limburgse hogescholen en de EHSAL komen aan bod.

Het slothoofdstuk behandelt mogelijke financieringskanalen voor het eerste model van tutoraat. Voor Vlaamse hogeronderwijsinstellingen komt daarbij vooral het aanmoedigingsfonds voor het hoger onderwijs in beeld, dat in principe samen met het nieuwe financieringssysteem van het hoger onderwijs in Vlaanderen zal worden ingevoerd. De brochure stipt ook mogelijkheden aan om tutoraat in het studieprogramma in te bouwen (het tweede model): in de stages lerarenopleiding, in de stages van andere opleidingen en in een vak ‘maatschappelijk engagement’. Tot slot worden kritieke succesfactoren aangestipt om tutoraatprojecten te doen slagen, gesteund op de ervaringen in België en internationale literatuur. Met deze brochure wil de Koning Boudewijnstichting instellingen stimuleren om met dit soort van projecten van start te gaan.

Summary As part of the Integration and Migration Programme, the King Baudouin Foundation (KBF) is working on a number of projects to promote the integration of immigrant communities. This report is part of the KBF’s work to encourage and help students from immigrant backgrounds to enter and complete higher education. Young people from ethnic minorities are less likely than their native counterparts to successfully complete their education, due amongst other factors to language problems and their family’s socio-economic situation. As a result, relatively few young people from immigrant backgrounds enter higher education and those that do have a harder time completing their studies. To help reverse this trend, this brochure proposes a number of good practices associated with tutoring - a method which, though not a panacea, has certainly a positive impact. In essence these are initiatives where students offer structured assistance and support with their studies to ethnic minority (and native) students. This can take place either at school or at home. The information contained in this brochure was derived from interviews with project managers, teachers, pupils and students, and from a small-scale literature survey. The interviews with tutors highlight the benefits associated with the tutoring system, including better school results, improved perception of learning, more self-regulated learning and enhanced social skills and self-esteem. The brochure only deals with initiatives involving higher education. The initiatives have been divided up into two main models: tutoring as part of the course syllabus and extra-curricular tutoring. In the first model, extra-curricular tutoring, students are brought in, in return for either a salary or a volunteer’s remuneration, to help secondary school pupils or first-year college students. Such schemes are run by the Université Libre de Belgique (ULB), the Associatie Universiteit & Hogescholen Antwerpen, the Universitaire Associatie Brussel and the Université de Liège (ULg). In the second model, tutoring forms part of the course syllabus, the main example being teacher training placements. Although not referred to as ‘tutoring’ within the system, such initiatives do fall within the definition given above. The Katholieke Hogeschool Mechelen, three Limburg higher education institutions and EHSAL (European University College Brussels) are among those offering this sort of scheme.

The final chapter examines possible funding channels for the first tutoring model. For higher education institutions in Flanders, one major source will be the higher education promotion fund (aanmoedigingsfonds), due to be introduced with the new funding system for higher education in Flanders. The brochure also touches on possibilities for incorporating tutoring into the course syllabus (second model): in teacher training placements, placements for other types of course and social work classes. Finally, a number of critical success factors for tutoring projects are identified, based on experiences in Belgium and international literature. By editing this brochure, the King Baudouin Foundation hopes to encourage institutions to push ahead with projects of this kind.

De Raad van Beheer van de Koning Boudewijnstichting tekent de krachtlijnen van het beleid uit. Een zestigtal medewerkers -mannen en vrouwen, autochtonen en allochtonen, Vlamingen, Walen, Brusselaars- zorgt voor de realisatie. Jaarlijks besteedt de Stichting zo’n 40 miljoen euro. Naast ons eigen kapitaal en de belangrijke dotatie van de Nationale Loterij zijn er ook de Fondsen van personen, verenigingen en bedrijven.
