Cruise liner caught in cocaine haul
FOUR people were due in court on Monday charged with trying to smuggle cocaine worth 1.2 million pounds aboard one of P&O's biggest cruise liners. They were arrested on the Arcadia, an 11-deck boat with room for nearly 2000 passengers, during a raid in Southampton early on Sunday. HM Revenue & Customs said it arrested seven people, four of whom had a total of 30kg of cocaine strapped to their bodies. None of those arrested was a crew member. A P&O spokeswoman said the ship had just returned from a 23-night cruise to the Caribbean. The company is cooperating with the police and had no further comment, she added. Those charged are: Briony Dyce, 25, from Birmingham; Calvin Hylton, 41, from Manchester; Natalie Quinn, 26, from Rochdale and Camille Dupee, 19. They are due to appear at Southampton Magistrates Court. Three others have been bailed. Source : The Australian
300 kilo cocaïne in Rotterdamse haven onderschept Door een samenwerking van opsporingsdiensten is 300 kilo cocaïne in de Rotterdamse haven onderschept. Het ging om een actie van de nationale recherche, het zogenoemde HARC-team van de FIOD-ECD en de douane. De drugs komen volgens het landelijk parket van het Openbaar Ministerie (OM) uit Zuid-Amerika en hebben een waarde van ongeveer 9 miljoen euro. De partij zat in zes plunjebalen verpakt en werd vorige week maandag ontdekt in een zeecontainer met koffie. Deze container bevond zich aan boord van een vrachtschip met bestemming Antwerpen.

Further pumping operations and seafastening will take another three to four days, whereafter the "Eide Barge 33" will depart from Shanghai to Rotterdam by Eide's tug "Statesman", which is already alongside in Shanghai. Zeevarenden richting Somalië krijgen gevarengeld
Nederlandse reders en de werknemersorganisaties hebben afspraken gemaakt over schepen en hun bemanning die door de Golf van Aden tussen Somalië en Jemen moeten varen. Zo is onder andere afgesproken dat de zeelieden aan boord van deze schepen voortaan een soort gevarengeld krijgen. 'Ongeacht hun nationaliteit' krijgen de zeelieden een extra betaling. Dat hebben de redersvereniging KNVR en werknemersorganisatie Nautilus maandag bekendgemaakt. Schepen in de Golf van Aden worden regelmatig aangevallen door piraten. Verder hebben de partijen afgesproken voortaan gezamenlijk te lobbyen bij de overheid. Ze hebben eerder al geprobeerd bescherming voor de koopvaardijschepen door marineschepen te krijgen. Tot op heden is dat niet gelukt. 'Terwijl er wel acute dreiging is', aldus een woordvoerder. Wel melden de reders inmiddels voor vertrek bij de Kustwacht welke van hun schepen richting Somalië gaan, wat voor lading zij aan boord hebben, hoe lang ze over de reis denken te doen en hoe snel de schepen varen. Op 17 oktober jl. zijn de meest betrokken rederijen en de werknemersorganisatie Nautilus NL bijeengeweest om de situatie in de Golf van Aden te bespreken. De omgang met deze gespannen situatie, als gevolg van piraterij-aanvallen op koopvaardijschepen, is in een protocol vastgelegd. Andere partijen worden uitgenodigd mee te tekenen met het opgestelde protocol. De belangrijkste elementen uit dit protocol: Sociale partners zullen gezamenlijk optreden richting de Nederlandse overheid voor bescherming van de koopvaardij; internationale afspraken omtrent gebiedsafbakening (doorvaart door de internationaal vastgestelde corridor) en het dienstdoen aan boord van deze schepen worden gevolgd; er komt per doorvaart van dit gebied een extra all-in betaling per werknemer, ongeacht hun nationaliteit. Indien de piraterij in de Golf van Aden aanhoudt, bestaat de mogelijkheid de regeling tussentijds opnieuw te bespreken. Afgesproken is dat de schepen gebruik maken van de internationaal vastgestelde, geografisch begrensde corridor. Indien hiervan wordt afgeweken is er sprake van vrijwilligheid voor de zeevarende. De Koninklijke Vereniging van Nederlandse Reders (KVNR) en Nautilus NL hebben reeds in een eerder stadium gezamenlijk bij de Nederlandse overheid aangedrongen op bescherming van hun schepen door de Nederlandse marine al dan niet in EU- of NAVO-verband. Dit is tot op heden nog niet gerealiseerd.

Global storm hits China's sea-commerce
The stunning growth at China's shipbuilders, shipping lines and ports over the past few years is juddering to a halt as cash-strapped US consumers cut demand for Chinese goods and banks balk at lending to potential customers. A weather gauge for the industry, the Baltic Exchange Dry Index, has dropped like a barometer in a typhoon as slowing international trade has left too many ships seeking business from too few customers. The measure, which tracks sea freight prices for commodities such as coal, hit a five-and-a-half year low last week, down 87% from a record in May. Carriers hauling iron ore from Australia to feed Chinese steel mills run by Shougang Corp, Jiangsu Shagang Group and other industry giants face a drop in seaborne iron trade of as much as 10% as steelmakers cut production, according to JP Morgan Securities analyst Johnson Man Leung. The drop-off in international trade and future outlook has helped to drive down shares in China Cosco Holdings, the world's top transporter of resources, almost 90% in the past 12 months, dropping faster than even the benchmark Shanghai Composite Index, itself down 66% this year. The global economic slowdown will push some shipping lines into bankruptcy, investor Marc Faber said during a shipping conference in Singapore on October 14, Reuters reported. A glut of new vessels is adding to woes, with Goldman Sachs estimating that this may help drive shipping fees down 40% next year and 47% the year after, according to the July 28 Reuters report.
Even where traders have goods they want to transport, many are struggling to persuade banks to grant guarantees of payments for the goods. Such letters of credit and other credit lines for trade are frozen, Bloomberg reported last week, citing the managing director of an Asia-based shipping company. "Nothing is moving because the trader doesn't want to take the risk of putting cargo on the boat and finding that nobody can pay," the executive said. The downturn comes as Cosco and other carriers in the region are facing higher costs from tighter regulations and covering piracy risks. That should intensify competition and put further downward pressure on shipping prices. Piracy of a more traditional sort, notably off the coast of Somalia, is driving up the cost of insurance cover. Hijackings in the area, on the most direct route between Asia and Europe, have driven insurance costs up 10-fold this year for shipping passing through the Gulf of Aden, according to Lloyd's List, a trade publication. The alternative route, around the bottom of South Africa, adds to cost by being thousands of kilometers longer. Ship operators are also facing increased costs as they come under pressure to cut emissions of greenhouse gases from their vessels, at present excluded from national measures of carbon dioxide emissions under the Kyoto Protocol on global warming. Ships carry about 90% of the world's traded goods by volume and are estimated to contribute between 2.7% and 3.5% of global greenhouse gas emissions. The industry's top regulatory body United Nation's International Maritime Organization (IMO) in London this month discussed how best to rein in emissions. Further talks are to be held "early in 2009", the IMO said on its website after its recent meeting. Failure to reach agreement may lead the UN to impose its own emissions rules in December 2009. Shares of shipbuilders are also tumbling as an excess of capacity limits demand for new orders and tightening credit forces cancellations while higher raw material costs squeeze margins. China State Shipbuilding, the country's leading shipbuilder, is down about 87% since January 8. "We expect to see massive downward revisions on shipbuilders' earnings over the next 12-month period, driven by recent sharp increases in plate prices and other key raw material prices," Macquarie Group analyst E S Kwak said in an August research note. Steel prices jumped about 30% in the first half. At least 21 orders were cancelled at China's shipyards in the first eight months this year and more can be expected, said Bao Zhangjing, chief researcher at China Shipping Industry, a unit of China State Shipbuilding, citing data from shipping services company Clarksons. The maritime sector needs about US$300 billion over the next three to four years to fund construction of vessels that are already on order, according to Nordea Bank Finland, Bloomberg reported this month. At least a quarter of container ships, dry-bulk vessels and oil tankers on order are not financed, the report said, citing Hong Kong-based ship lessor Seaspan Corp. The number of contracted new ships in China in the first half this year declined 48% from a year earlier to 455, with a 45% drop in carrying capacity, reducing the country's share of the global market to 33.7% from 42.96%, Irelandbased ResearchandMarkets said in a report last month. New orders may decline a further 16% a year in 2009 and 2010, Macquarie's Kwak wrote. China Export-Import Bank, the state's largest provider of shipping finance, had by June cut the percentage of lending to as low as 65% of order values from 80% in the past, the South China Morning Post reported. The bank cut loan facilities to overseas shipowners - China's shipbuilders exports about 80% of their output by between 30% and 40% in the first three months this year, said Li Li, a ship financing director in the bank's export credit department. China State Shipbuilding and China Shipbuilding Industry Corporation dominate the sector in China, but the number of private shipbuilders, now about 3,000 compared with fewer than 400 a decade ago. These yards are particularly feeling the pinch, as their small asset base gives them little in the way of collateral when seeking loans. The head of a private shipbuilder in Taizhou city in Zhejiang Province, who preferred to remain anonymous, told Asia Times Online that part of the money for shipbuilding came from banks, but "it's difficult for us to get money from [official] banks." Instead cash is "borrowed from friends and underground banks". He said soaring steel prices and labor costs are also hurting the company's margins. "A ship's price is fixed when the contract is signed, but raw material prices have jumped higher than expected," he said. The most difficult problem facing private shipbuilders is capital, said Bao. "The chance for new and emerging private shipbuilders to receive lending from banks is low given their limited assets," he said. China's ports are also feeling the pinch, with throughput growth slowing to single-digit figures from 22% last year, the South China Morning Post reported on October 17, citing Daiwa Institute of Research director Geoffrey Cheng. Shanghai, the country's biggest port, increased throughput 9% in the first nine months to 21.08 million 20-foot equivalent units, a pace that is short of the 11% full-year growth target indicated by an official at Shanghai International Port Group, the report said. Throughput at Shenzhen, the mainland's second-biggest port, dropped 2.4% last month, the first decline in seven months, while the nearby Shekou Container Terminal, owned by China Merchants Holdings (International), saw growth tumble to 11% in September from 31% in August and 39% in July. The slowing growth may lead China Merchants Group to delay for a year construction of a new berth in Qingdao, northeastern China, the South China Morning Post reported, citing a company official said, while plans for expansion at Dachan Bay in Shenzhen would be postponed. Even so, the strength of China's economy, which expanded by 9% in the third quarter, means some fair winds are blowing for shipping-related companies, helped by the government encouraging domestic spending to play a bigger part in the economy and reduce dependence on exports. Growing riverine trade on China's extensive inland waterways, as economic growth is encouraged away from the coastal areas, will also help to reduce slack. An official at CSC Nanjing Tanker Corp, China's leading crude carrier and a subsidiary of the China Changjiang National Shipping (Group) Corp, said: "As the company focuses on domestic oil transport, the impact of the slowing global economy is limited." China's shipbuilders are also benefiting from strong output resulting from existing orders. Their output in the first half of 2008 jumped 42.5% year-on-year, compared with a 29.4% jump in 2007 and an average annual compound output growth of 24%. That helped to drive China State Shipbuilding's first-half profit up 80.6% to 1.95 billion yuan (US$285 million). The country's ship repair and ship-breaking industry is also enjoying a boom, with sales income up 76% yearon-year in the first half, 24 percentage points faster than the same period last year, ResearchandMarkets said. Secretary Snubbed The Indian National Union of Seafarers (NUSI) and the Maritime Union of India (MUI) have decided to boycott a meeting with the secretary, ministry of shipping APVN Sarma to be held on Monday (20 Oct) to protest against the inaction in the case of hijacked ship MT Stolt Valor. "While it appears that the Indian Navy will patrol the Gulf of Aden, the key issue of MT Stolt Valor seafarers has still not been addressed,'' said Abdulgani Y Serang, general secretary of NUSI. Serang said the meeting would not serve any purpose and that the unions would go ahead with a worldwide agitation beginning Tuesday unless the seafarers of the hijacked ship were brought back. Het zijn lichte ongemakken voor de Bataviawerf en haar bezoekers. Maar geen reden om de deuren dicht te houden. Vier dagen lang was de werf tot verboden terrein verklaard. Alleen de technische recherche liep er rond en mannen in gele pakken - de opruimers van het asbest dat vrijkwam bij de felle brand van maandagavond. Zaterdagmorgen om 10.00 uur is de Bataviawerf weer open voor publiek. Het terrein is schoongemaakt. De plek waar tot vorige week drie gebouwtjes stonden, is afgezet met hekken. Vanaf de steiger van de Zeven Provinciën is goed te zien waar brand heeft plaatsgevonden. Achteraf gezien valt de schade mee. De vlammen likten aan de steiger, maar kregen geen grip op de Zeven Provinciën in aanbouw. Ook restaurant La Place in Batavia Stad komt er goed vanaf. Het pand is gehavend, maar het had veel erger gekund. Het is afgelopen week al vaker gezegd: stond de wind anders dan was de schade veel groter geweest. In en rond La Place lopen mannen in gele pakken rond. Het restaurant moet binnen vier weken weer opengaan, kwestie van hard werken. Schoonmaken en oplappen. Is het drukker of juist minder druk dan normaal op de werf? Geen van beide. Wat het aantal bezoekers betreft, is het een normale zaterdag in oktober. Geen ramptoeristen; de meeste mensen die over de werf lopen, waren dat al van plan. Tuurlijk, zegt het Almeerse koppel, ze willen even kijken waar de brand heeft gewoed. "We zagen het op televisie en schrokken ervan." Maar dat is niet de reden dat ze in Lelystad zijn. "We zijn donateurs. Eén of twee keer komen we naar de werf om te kijken of er iets is veranderd." Vrijwilliger Ad Olsthoorn is net klaar met het rondleiden van een groep Friezen. "Stond al gepland." Hij heeft ze verteld over de brand van maandagavond. En dat de handgemaakte zeilen van de Batavia zijn verwoest. Hij schrok toen hij de film weer zag waarmee de rondleidingen beginnen. "Daarin zie je hoe de zeilen zijn gemaakt. Het heeft jaren geduurd. Ik besefte weer hoe jammer het is dat ze zijn verbrand." Laat die middag nou een cursus zeilen maken beginnen op de Bataviawerf. Zeven mensen hebben zich aangemeld, zegt cursusleider Kees Wieriks. Hij hoopt dat ze blijven hangen als vrijwilliger. Ze kunnen wel wat handige mensen gebruiken. Het zal nog een hele klus worden om de Batavia van nieuwe zeilen te voorzien. "Eerst moeten we het materiaal zien te vinden. Dik linnen, moeilijk verkrijgbaar. Tegenwoordig is het allemaal kunststof." Ook de zeilen van de Carla Lammers, de Flevo-aak, zijn overigens verbrand. Al waren die machinaal genaaid. Eén ding is zeker: de Batavia zal in 2010 niet in vol ornaat op Sail Amsterdam te zien zijn. "Het is de vraag hoeveel zeilen tegen die tijd klaar zijn", zegt Olsthoorn. "Jammer natuurlijk." Wieriks: "Er is werk aan de winkel. De zeilen van de Zeven Provinciën? Die komen later pas. Maar ja, daar moeten we natuurlijk ook eens aan beginnen. Maar eerst de Batavia." Bron : De Stentor
Asia's shipping market rapidly deteriorating: S&P Asia's shipping market has worsened rapidly as a global economic slowdown and a credit crunch reduces demand for maritime transport, Standard & Poor's said Tuesday. "The shipping market has deteriorated rapidly over the past couple of months amid weakening marine transport demand," the credit ratings agency said in a report. "Reflecting the economic slowdown in the US, trading volumes from Asia to North America posted double-digit declines in June and July. Most trunk route container operators are suffering from severe earnings deterioration as a result of lower cargo volume and higher operating costs," it said. The dry bulk market has also declined rapidly since August, partly because of cautious attitudes from banks towards lending and weaker iron ore trading due to temporary factory closures in China for the August Olympics, it said. "As a result of the current financial turmoil, Standard & Poor's expects the funding environment to become much harsher," the ratings agency warned.
Kapitein Wisdom voor de rechter
De 53-jarige Russische kapitein van de coaster Wisdom moet binnenkort voor de rechter verklaren waarom bij hem na de aanvaring met het binnenschip Riad teveel alcohol werd gemeten. De Rus weigerde de politie een verklaring te geven. Dat het alcoholgebruik een vermoeden is, komt omdat dit pas na de aanvaring werd vastgesteld. Het is dus niet duidelijk of dit ook al tijdens de aanvaring zo was. Het KLPD heeft met justitie afgesproken tot de zitting over de toedracht van de aanvaring geen verdere mededelingen te doen. Volgens KLPD-woordvoerder Ed Kraszewski zegt het persbericht genoeg. De kapitein wordt daarin verdacht van overtreding van de regels betreffende het goede zeemanschap en van verwijtbare schuld aan het zinken van een vaartuig.
PIRATES FREE THAI CARGO SHIP TAKEN OFF SOMALIA
Somali pirates have freed a Thai cargo ship and its 28 crew after hijacking it more than two months ago.
A source at Thoresen Thai Agencies Plc, which owns the vessel and is Thailand's biggest shipping company, confirmed the release of its MV Thor Star, which was hijacked in the Gulf of Aden off the coast of Somalia on Aug 12. All crew members on board were safe, said the source. However, no details were given about whether any ransom had been paid to release the vessel and crew. The ship is now headed towards an unnamed port in the Middle East where the crew will be debriefed and undergo medical checks and offered psychological counselling before being flown home. A replacement crew is being sent to meet the vessel on arrival. The ship has suffered no apparent damage and will resume trading immediately. The immediate families of the crew will also be offered counselling. South Korean bulker Bright Ruby, which was seized in the Gulf of Aden on Sept 10 as it was sailing from Europe to Asia with cargo, was also freed on Friday. A group of 22 sailors and crew were released. The crew members who were released on Thursday from the South Korean cargo vessel - eight South Koreans and 14 Burmese citizens - were heading toward a US navy vessel in the area after being set free earlier in the day, South Korean Foreign Ministry spokesman Moon Tae-young told reporters. Mr Moon said the sailors were all safe but declined to comment on whether a ransom was paid. The latest incident has prompted the South Korean government to also consider dispatching naval vessels in waters off Somalia to counter any possible hijacking of South Korean ships. More than a third of global piracy attacks in the second quarter occurred off Somalia in the Gulf of Aden, according to the Piracy Reporting Centre of the International Maritime Bureau. Parliament says foreign warships in Somalia illegal
Somalia parliament said on Saturday that the foreign warships surrounding the Ukrainian ship carrying military hardware destined for the Kenyan port of Mombasaare in the strife-torn country are illegal.
Somalia's Deputy Speaker of the Transitional Federal Parliament Prof. Omar Dalha told a news conference in Nairobi, Kenya, that the foreign forces which included U.S. and Russian warships should pull out of the Horn of Africa coast. Dalha said the role of securing the pirate-infected coastal region belongs to the transitional government since Somalia is a sovereign state. "We are not opposed to what the Russians, Americans and even the so called NATO forces are doing in our coast, but they have to seek a permission from the government before fighting pirates off the coast of Somalia," Dalha told journalists. He said the transitional government has already allowed the foreign powers to use force if necessary against pirates who are holding a ship loaded with tanks "but that they are reluctant to do so raising suspicions they may be engaging on another mission." "We don't know how long the foreign powers will stay in our coast. Who knows what they are doing in Somalia? They could be involved in illegal fishing in our waters. They have to consult us before coming and laws must be passed to that effect," said Dalha. Last week's hijacking of the Ukrainian ship MV Faina, carrying 33 T-72 tanks, rifles and heavy weapons was the highest profile act of piracy in the dangerous waters off Somalia this year. The ship is surrounded by several U.S. warships and helicopters are buzzing overhead. Russia has also a sent a warship to protect the few Russian hostages on board. Most of the 20 crew are Ukrainian or Latvian. One Russian has died, apparently of illness. At least eight European Union countries want to join an international operation to protect shipping from pirates off Somali, according to France's defense minister. "The foreign forces have no permission to fight with the pirates. We don't have such laws in Somalia. We need to be consulted before doing so," said Dalha. The deputy speaker who said he was in Nairobi along with other lawmakers at the invitation by the regional body, the Inter-Governmental Authority on Development (IGAD), confirmed that negotiations between the ship's Ukrainian owners and the pirates were taking place but other side is involved in negotiations. NAVY NEWS USS San Francisco Undocks with New Bow
USS San Francisco (SSN 711) returned to the water on Oct. 10, 2008, after successfully undocking at Puget Sound Naval Shipyard and Intermediate Maintenance Facility , a field activity of Naval Sea Systems Command (NAVSEA). The dry docking resulted from the submarine’s Jan. 8, 2005, collision with an undersea mountain. The challenging, one of a kind project involved PSNS & IMF cutting over one million pounds of ex-USS Honolulu (SSN 718) forward Ballast Tanks/Sonar Sphere and attaching it to the USS San Francisco. The engineering and production teams proceeded to manipulate the mammoth structure with orchestrated precision. In some areas, the bow of this massive structure was moved to within 1/16 of an inch of the original
structure. USS San Francisco returned to Apra Harbor, Guam, under her own power where a Pearl Harbor Naval Shipyard-led team of engineers and production personnel began the task of assessing the damage, dismantling the wreckage, designing and installing structural and mechanical repairs to prepare her for return to the U.S. mainland. This temporary repair was followed by an unprecedented 5,600 nautical mile open ocean submarine surface transit to PSNS & IMF. The submarine entered dry dock at PSNS & IMF on Dec. 5, 2006, to begin the restoration period. In the early stages, the temporary bow of the San Francisco was disassembled in place and the steel recycled. Later, PSNS & IMF was authorized to define and execute the complete availability to restore the rest of the ship’s systems and bow restoration. PSNS & IMF is one of four public shipyards that play a major role in maintaining America’s fleet and providing wartime surge capability to keep the nation’s ships ready for combat. Maritime agency gets 20 speed boats, three helicopters
The Malaysian Maritime Enforcement Agency (MMEA) is stepping up its capabilities through the acquisition of 20 speed boats and three helicopters. Deputy Minister in the Prime Minister's Department Datuk Hasan Malek said the assets were necessary to beef up MMEA's monitoring and patrol of the country's territorial waters against piracy, smuggling and illegal immigrants, as well as for its search and rescue operations. He said the speed boats would be bought from Turkey. The helicopters were bought to set up an air squadron at the agency. For a start, the agency would receive an amphibious helicopter next month, he told reporters at his Aidilfitri open house near Kuala Pilah on Sunday. Hasan, who is Kuala Pilah Member of Parliament, said a site adjacent to the Royal Malaysian Air Force base in Subang had been identified for use as the base for the MMEA's air squadron. He said the agency was also identifying suitable locations nationwide to set up its five bases, adding that currently, its bases were shared with or leased from other agencies. Source : Bernama

Bulwark joins naval exercise
BARROW-BUILT assault ship HMS Bulwark has joined exercise with some of the biggest warships in the Royal Navy. Bulwark, launched at BAE on November 15, 2001, is part of a combined UK/France amphibious task group. She is the fleet amphibious flagship and High Readiness Assault Ship, ready for worldwide tasks. The exercise involves NATO aircraft, Barrow-built submarines and 33 warships including carriers Ark Royal and Illustrious. There will also be support for vessels, frigates and destroyers from the UK, France, Denmark, the Netherlands, Belgium and the USA. SHIPYARD NEWS Werf Curaçao gebruikte Cubanen als slaaf
Een scheepswerf op Curaçao moet 80 miljoen dollar schadevergoeding betalen aan drie voormalige Cubaanse werknemers. Die hebben bij de werf diensten van zestien uur per dag gedraaid, zonder enige noemenswaardige betaling.
De gevluchte arbeiders hebben de schadevergoeding afgedwongen bij een rechtbank in het Amerikaanse Miami. Volgens hun advocaten waren de drie mannen het slachtoffer van een regeling tussen de Curaçao Drydock Company en de Cubaanse regering. Ze kregen voor hun inspanningen drie-en-half cent per uur; de rest van hun loon werd gebruikt om de schuld van Cuba aan de werf af te lossen. De advocaten van de mannen spreken van een moderne vorm van slavernij. Ze zeggen alles in het werk te stellen om ervoor te zorgen dat de werf in Willemstad de schadevergoeding betaalt. Saint John Port Authority to discuss cost of dredging plan
New Brunswick Business Journal says Saint John Port Authority will meet interested parties over the coming weeks to discuss the cost of dredging the harbour. The cost of clearing silt to keep the channels, turning basins and berths could exceed C$4 million this year compared to C$1,688,483 last year, and the average of C$2,860,006 per year from 2005 to 2007, said Captain Alwyn Soppit, chief executive officer of the port authority. Said New Brunswick Business Journal: "Dredging accounts for 40 per cent of the cost of operating the Port of Saint John. The port authority collects no specific fees to cover this budget item, and cannot look to Ottawa for help, so revenues from port fees, rentals, leases and investments must cover costs." Options under consideration include fees specifically for dredging - a likely first in Canada - or increasing other fees. "The port is required to be self-sufficient," Soppit said. Maersk Line en de New World Alliance willen elk een volledige loop tussen Noord-Europa en het Verre Oosten staken. Dat meldt AXS-Alphaliner in zijn wekelijkse nieuwsbrief. Onlangs staakte ook Zim al zijn EWX-dienst op het vaargebied. AXS-Alphaliner rekende uit dat het verdwijnen van de drie wekelijkse diensten een capaciteitsbeperking van 6,5 procent op de trade betekent. Maersk Line wil zijn AE8-loop stopzetten. Nu maken achttien schepen van 8.450 teu afwisselend een reis voor de AE1 en de AE8. Er zouden tien schepen overblijven voor de AE1. Dat grote aantal is nodig, omdat de rotatie van de AE1 ook een aantal Scandinavische aanlopen (Aarhus en Göteborg) omvat. De andere acht schepen worden overgeheveld naar een dienst tussen Azië, Mexico en Panama of vervangen eenheden van 6.500 teu in andere diensten tussen de Far East en Europa. De New World Alliance zou de China Europe Express (CEX) deze winter willen staken. In die dienst varen 9 APLschepen van 5.570 tot 6.350 teu tussen Southampton, Antwerpen, Bremerhaven, Salalah, Singapore, Qingdao, Sjanghai, Xiamen, Hongkong en Yantian. De volumes zouden samengebracht worden met die van de South China Express (SCX) van dezelfde alliantie in een nieuwe dienst. More VLCC berthing for China The Chinese government has given the green light for a new deep-water oil terminal in Guangdong province. The nation's largest offshore oil producer - China National Offshore Oil Corp. (CNOOC), is scheduled to build a new VLCC berth in Huizhou, reports said. The new berth has been designed to handle 18 million metric tonnes (mt) of oil per year. A tanker broker handling Asian routes pointed out to Tankerworld that CNOOC has new refining facilities in Huizhou that are set to come on-stream by the middle of next year. “Many other projects are currently underway for new refineries or existing refineries to ramp-up their production,” he said. Data based on China's GDP growth of 10% per year indicates that the country will need to increase crude oil import volumes by 8%. 2007 saw crude oil imports jump 12.4% to 163.1 million mt from 138.8 million mt in 2006. Volumes of crude oil imports are expected to rise to 180 million mt this year and 200 million mt in 2009. Almost all (90%) of oil imports into China are moved on foreign-owned tankers, but Chinese authorities reportedly want to cut that to 50%. Sources say major cargo liners China Ocean Shipping (Group) Company - (COSCO) and China Shipping (Group) Company have been singled out to place more VLCC orders in the future. Zhu Ning, vice-president of the state-owned China Changjiang Shipping (Group) Corp said in April said that China could need close to 150 VLCCs by 2015 to meet the country's rising demand for crude oil. Sapura 3000 scheduled for yard visit after Kikeh
SapuraAcergy's heavy lift/pipelay barge Sapura 3000 is wrapping up the pipelay installation work at Murphy Oil's Kikeh oil project offshore Malaysia prior to sailing away for Singapore for a brief yard stay. Sapura 3000 is scheduled to begin work at Larsen & Toubro's Phase II Mumbai High South redevelopment project after the yard visit. The pipelayer will support the installation of subsea components. Larsen & Toubro expects to complete the entire project by April 2009. The vessel is now completing the installation of export pipelines in up to 4,430 feet (1,350 m) of water at the Kikeh oil project. The shallow water component of the pipelay work was undertaken and completed by Cal Dive's derrick/pipelay vessel Sea Horizon. Acergy and SapuraCrest Petroleum of Malaysia formed a 50/50 joint venture in August 2005 to jointly own and operate the Sapura 3000. The dynamically-positioned construction vessel is designed for multiple roles in shallow and deepwater, including conventional and steep S-lay, J-lay and topside installations.

Sartor Shipping orders anchor handlers
LR-Fairplay reports that Sartor Shipping has ordered two VS465 anchor handlers at Wison HI’s shipyard in Nantong, China for delivery in the fourth quarter of 2010 and second quarter of 2011.
LR-Fairplay said Sartor has emphasised low fuel consumption and low emissions by adopting a hybrid propulsion system. The vessels will be built according to Clean Ship Super class regulations, and in accordance with Comfort class in order to achieve the best possible working environment for the crews. The first newbuild has been awarded a long term contract with Gaz de France, Norway in support of the Gjøa field, when Gaz de France takes over operations on that field from Statoil in 2010. BL reported that Kandla port continues to maintain its tempo of growth. The two container berths which have been leased out to a private firm need to have better rail connectivity, feel users. It is noted that the port is planning to construct a broad gauge line from Gandhidham to Kandla to provide double line broad gauge connectivity to the port and the work will be executed by Western Railway. According to informed sources, another area which perhaps deserves a little more attention is boosting the barge traffic. At Tuna, which is about 10 kilometer from Kandla port, there is a barge jetty but the volume of traffic handled by the jetty, it is felt could hope to increase only after dredging of the waterfront. Solstad secures contract for Normand Mjolne

Stremmingen dreigen voor zeesluis IJmuiden
De kans dat de zeesluis bij IJmuiden de komende maanden periodes moet worden lamgelegd, neemt toe. Oorzaak is een groot en chronisch tekort aan sluiswachters. Dat zegt havenmeester Astrid Kee van Zeehavens Amsterdam vandaag in de IJmiuder Courant. Afgelopen zaterdag werd een urenlange stremming op het nippertje voorkomen doordat op het laatste moment nog een sluiswachter kon worden gevonden om een dienst te draaien. Uruguay will invest 53 m USD in Montevideo port
Uruguay will upgrade the Port of Montevideo facilities to enhance the port’s efficiency and reduce maritime and river transportation costs with support from a 40 million US dollars loan from the Inter-American Development Bank. The Port of Montevideo is Uruguay’s main port and because of its location it is centrally positioned in Mercosur. The port ranks fourth in the region in terms of container traffic after Santos in Brazil and Buenos Aires and Rio Grande in Argentina. It aims to consolidate itself as the logistical centre for regional distribution. Montevideo is the main hub for refrigerated containers in the region and its operations have a strong trans-national impact, as more than half of its activity involves the trans-shipment of containers from neighbouring countries. More than 70% of the volume of Uruguay’s total exports and imports move through the country’s maritime and river transportation system. The Port of Montevideo will expand its cargo handling capacity by building a new multipurpose wharf and deepening the access channel to allow access to larger vessels. These improvements will enhance the port’s efficiency and reduce maritime and river transportation costs. The National Ports Authority, an autonomous agency of the Ministry of Transportation of Uruguay, will carry out the project. The IDB loan is for a 25-year term with a 4-year grace period, at an adjustable interest rate. Local counterpart funds will total13 million US dollars. Source : mercopress
