Model Akselerasi Pembangunan Pertanian Ramah Lingkungan Secara Lestari (m-AP2RL2) Mendukung Swasembada Padi Berkelanjutan dan Peningkatan daya saing sayuran ekspor di Sumatera Utara Dengan Pendekatan System Dynamics Balai Pengkajian Teknologi Pertanian (BPTP) Sumatera Utara Propinsi Sumatera Utara Lintas Agroekosistem Baru 1. Mengidentifikasi struktur produksi padi dan sayuran ekspor di Sumatera Utara saat ini dan potensi keberlanjutannya . 2. Mengidentifikasi faktor yang berpotensi sebagai pengungkit pencapaian target swasembada padi berkelanjutan dan peningkatan dayasaing sayuran ekspor yang ramah lingkungan di Sumatera Utara 3. Menghitung kebutuhan tiap faktor yang menentukan pencapaian target swasembada padi berkelanjutan dan peningkatan daya saing sayuran ekspor serta menghitung anggaran yang diperlukan untuk pencapaian target tersebut. 4. Mendapatkan model akselerasi pembangunan pertanian ramah lingkungan secara lestari yang merupakan simulasi model kebijakan yang dapat diterapkan untuk pencapaian swasembada padi berkelanjutan dan peningkatan daya saing sayuran ekspor di Sumatera Utara. 1. Teridentifikasinya struktur produksi padi dan peningkatan daya saing sayuran ekspor di Sumatera Utara saat ini dan potensi keberlanjutannnya. 2. Teridentifikasinya faktor yang berpotensi pengungkit pencapaian target swasembada padi berkelanjutan dan peningkatan daya saing sayuran ekspor 3. Data kebutuhan tiap faktor yang menentukan pencapaian target swasembada padi berkelanjutan dan peningkatan daya saing sayuran ekspor yang ramah lingkungan dan anggaran yang diperlukan untuk pencapaian target tersebut. 4. Diperolehnya model akselerasi pembangunan pertanian ramah lingkungan secara lestari yang merupakan simulasi model kebijakan yang dapat diterapkan untuk pencapaian swasembada padi berkelanjutan dan peningkatan daya saing sayuran ekspor di Sumatera Utara. Pertanian Ramah Lingkungan Secara Lestari (m-AP2RL2) khususnya untuk komoditas padi dan sayuran ekspor dapat menjawab permasalahan pengembangan padi dan sayuran ekspor serta rumusan dan impilaksi kebijakan dalam pencapaian swasembada padi berkelanjutan dan peningkatan daya saing sayuran ekspor di Sumatera Utara Dengan mengetahui permasalahan dan potensi pengembangan padi dan sayuran ekspor melalui sistem dinamik/modelling dapat memberikan masukan dalam analisis penyusunan rekomendasi kebijakan yang mendukung bagi pengembangan padi dan sayuran ekspor dalam pencapaian swasembada padi berkelanjutan dan peningkatan daya saing sayuran ekspor serta berdampak pada peningkatan pendapatan petani di Sumatera Utara. Tercapainya swasembada berkelanjutan untuk komoditas padi dan peningkatan daya saing sayuran ekspor di Sumatera Utara dan peningkatan pendapatan serta kesejahteraan Masyarakat. Tahapan kegiatan meliputi wawancara dan pengamatan lapang menggunakan metode pemahaman pedesaan dalam waktu singkat (Rapid Rural Appraisal/RRA) yang diikuti dengan survei semi struktural dan pelaksanaan Focus Group Discussion (FGD) dengan institusi terkait berdasarkan isu permasalahan dalam pengembangan padi dan sayuran ekspor di Sumatera Utara, pengumpulan data sekunder, pertemuan konsultasi/koordinasi, tabulasi dan pengolahan data melalui sistem dinamik/modelling, pembuatan Causal Loop Diagram (CLD) dan Stock and Flow Diagram (SFD), simulasi penyusunan skenario kebijakan untuk mencapai swasembada padi berkelanjutan dan peningkatan daya saing sayuran ekspor, validasi model dan sosialisasi model serta penyusunan rekomendasi kebijakan

By knowing the problems and development potencial of rice and rice selfsuffiency and increasing of vegetables exports competitiveness by system dynamics approaching can give the input in analyzing of recommendation policy arrangement in supporting development of rice selfsuffiency and increasing of vegetables exports competitiveness and its impact to increase farmers income at North Sumatera. Achievement the sustainable selfsuffiency of rice and increasing of vegetables exports competitiveness and increase of farmers income as well welfare as at North Sumatra. The stages of activities include survey and field observation using Rapid Rural Appraisal/RRA method and followed by semi structural survey and conducting Focus Group Discussion (FGD) with the involved institution based on problems issues in the improvement of in North Sumatera such rice selfsuffiency and increasing of vegetables exports competitiveness as gathering for data secunder, consultation and coordination, tabulation and data processing by using system dynamics, preparation for Causal Loop Diagram (CLD) and Stock and Flow Diagram (SFD), the scenario for the arrangement policy to achieve sustainable rice seflsuffiency and increasing of vegetables exports competitiveness, validation model and socialization model to arrange the policy recommendation.
