39 BAB 3 ANALISIS DAN PERMASALAHAN
3.1 Profil Departemen Pendidikan Nasional Depdiknas merupakan salah satu departemen pemerintah yang mengatur dan menaungi segala aktifitas pendidikan di seluruh Indonesia, seperti tentang kurikulum pembelajaran di Indonesia, Sistem Informasi Kebijakan Pendidikan (SIKEP), dan sebagainya. Departemen Pendidikan Nasional telah melakukan usaha-usaha perbaikan dalam pencapaian pendidikan yang ada, untuk mempersiapkan sumber daya manusia yang berkualitas, dan untuk penyesuaian terhadap sistem pendidikan nasional sejalan dengan penerapan desentralisasi.
3.1.1 Visi dan Misi Visi pendidikan nasional adalah terwujudnya masyarakat Indonesia yang damai, demokratis, berakhlak, berkeahlian, berdaya saing, maju dan sejahtera dalam wadah Negara Kesatuan Republik Indonesia yang didukung oleh manusia Indonesia yang sehat, mandiri, beriman, bertaqwa, berakhlak mulia, cinta tanah air, berdasarkan hukum dan lingkungan, menguasai ilmu pengetahuan dan teknologi, memiliki etos kerja yang tinggi serta berdisiplin. Untuk mewujudkan visi pendidikan nasional, pemuda, dan olahraga ditetapkan misi yang menjadi sasaran pembangunan pendidikan nasional, pemuda, dan olahraga, yaitu sebagai berikut:

42 3.2 Analisis Sistem Jaringan yang Berjalan 3.2.1 Jaringan LAN Depdiknas Pusat Depdiknas pusat memiliki 4 gedung yang aktif terhubung ke dalam jaringan LAN, yaitu gedung A,B,C dan E. Jaringan LAN tersebut berpusat pada gedung C di lantai 7 yang dijadikan sebagai Data Center. Tiap gedung dihubungkan menggunakan switch manageable dan di pecah menjadi beberapa VLAN. Kemudian switch tersebut dihubungkan ke router internal. Di tiap lantai di semua gedung Depdiknas memiliki sebuah access point 802.11 G/B yang dihubungkan ke switch layer 2. Dari switch – switch tersebut, dihubungkan ke Core switch layer 3 menggunakan kabel UTP Cat 5. Dan core switch dihubungkan menggunakan kabel Fiber Optic.

Terdapat 5 buah router yang menjadi tumpuan jaringan di Depdiknas. Router internal, yang menghubungkan switch managable, server intranet dan server NMS. Router Extranet, yang menghubungkan intranet Jardiknas ke jaringan depdiknas. Intranet Jardiknas terhubung menggunakan router MPLS VPN yang meliputi seluruh Indonesia. Router DMZ (Demilitarized Zone), yang menghubungkan server development DMZ dan production DMZ ke router internal dan Zone non-Authoritative. Router External, yang menghubungkan seluruh jaringan di Depdiknas ke internet.

Dalam memantau jaringan, saat ini Depdiknas menggunakan software open source berbasis web, Cacti (www.cacti.net). Depdiknas juga menggunakan firewall yang diletakkan di belakang router DMZ. Kebutuhan server di Depdiknas terbagi menjadi 6 bagian, yaitu Application Server, Mail Server, Proxy & URL Filtering Server, Server Mapping Pendidikan, Webhosting Server, dan Backup Storage Server. 3.2.2 Jejaring Pendidikan Nasional (JARDIKNAS) Jardiknas meliputi hampir seluruh kabupaten dan kotamadya di Indonesia. Total lokasi mencapai 464 titik di Indonesia, dengan rincian wireline di pulau jawa 125 titik, wireline di luar jawa 182 titik, dan VSAT 157. Namun demikian hanya 443 titik yang aktif. Berdasarkan data yang kami peroleh dari Depdiknas, sewa bandwidth untuk koneksi Jardiknas saat ini yaitu 50 Mbps untuk link internasional dan 100 Mbps untuk link OpenIX (lokal) dengan harga sewa keseluruhan pertahun adalah Rp. 5.323.500.000 Skema konfigurasi Jardiknas ini terpusat pada bandwidth management di Depdiknas pusat. Jadi seluruh koneksi internet pada Jardiknas di daerah – daerah harus melalui Depdiknas pusat terlebih dahulu. Skema konfigurasinya dapat dilihat pada gambar berikut.

Bandwidth yang terdapat pada tiap kabupaten dan kotamadya akan disalurkan pada sekolah – sekolah yang berada di daerah tersebut, sehingga seluruh sekolah di Indonesia mampu mengakses internet dan Depdiknas pusat dapat memantaunya. Gambar arsitektur jaringannya dapat dilihat dibawah ini.

Dalam membangun infrastruktur Jardiknas, Depdiknas bekerjasama dengan Telkom dalam pengadaan bandwidth, serta jalur jaringan Jardiknas di seluruh Indonesia. Pada pihak telkom, tiap daerah diberi kode / nomor sandi yaitu CID (Customer ID) yang berfungsi apabila terdapat komplain dari suatu daerah, dengan menyebutkan nomor sandi tersebut, pihak Telkom langsung mengetahui nama daerahnya. Ini dilakukan karena tidak mungkin Customer Service Telkom mengetahui IP WAN yang diberikan pada tiap – tiap daerah.
66 3.3 Analisis Permasalahan Berdasarkan hasil wawancara yang kami lakukan di Depdiknas Pusat, terdapat beberapa permasalahan dalam bidang jaringan komputer ini. Pertama kami ambil satu masalah kecil yang mempengaruhi kinerja pegawai Depdiknas. Di Depdiknas, apabila koneksi internet tiba – tiba terputus, sebagian besar pegawai langsung komplain ke bagian Data Center yang menangani server Depdiknas. Secara tidak langsung itu telah memperlambat kinerja pegawai karena pegawai harus komplain melalui telepon atau datang ke ruang Data Center. Selain itu, pegawai yang bertugas di ruang Data Center akan menjadi kewalahan menerima banyak komplain , dan masalah akan menjadi stuck. Masalah yang kedua yaitu pada Jejaring Pendidikan Nasional (Jardiknas), orang – orang Departemen Pendidikan yang berada di daerah – daerah, sering mengklaim bahwa koneksi internet sering putus. Namun Depdiknas pusat kurang memiliki bukti untuk menanggapi komplain tersebut, karena tidak adanya data tentang lama putusnya suatu koneksi pada suatu daerah.
3.4 Solusi yang Ditawarkan Saat ini, Depdiknas memerlukan suatu sistem yang mampu memberikan informasi kepada seluruh pegawai di Depdiknas Pusat yang menggunakan jaringan, tentang keadaan jaringan LAN dan Internet. Depdiknas juga sangat memerlukan sistem yang dapat memantau keadaan jaringan WAN diseluruh Departemen Pendidikan di Indonesia dan mampu mendatanya kedalam database. Kami menyarankan solusi tersebut pada Depdiknas pusat, dan kami akan membuatkan piranti lunak yang berfungsi
67 sebagai monitoring jaringan WAN yang mampu mengahasilkan data kondisi jaringan Depdiknas di seluruh Indonesia.
