Namibia Joins Up NAMIBIA has become a signatory to a groundbreaking agreement in maritime search and rescue (SAR) services with South Africa, Madagascar, Mozambique and the Comoros. Works, Transport and Communication Minister Joel Kaapanda signed the agreement on behalf of the Namibian Government at Walvis Bay. Kaapanda said the multilateral agreement caters for both national and international needs in the coordination of distress messages at sea as well as between sea and shore. It also aims to strengthen regional cooperation in the area of maritime search and rescue operations. The signing of the agreement coincided with the inauguration of the first Namibia Maritime Rescue and Search Coordination Centre (NMRCC) at Telecom Namibia's technical building in Walvis Bay. The centre is equipped with a state-of-the-art maritime global distress and safety system (MGDSS). The SAR centre at Walvis Bay is part of the five regional NMRCCs and 26 MRSCRs in Africa, designed to assist African countries to put in place an adequate SAR infrastructure and, by so doing, boost International Marine Organisation's efforts to implement the Global Search and Rescue Plan, agreed at the IMO conference held in 1998 in Fremantle, Australia. Speaking at the occasion, Telecom Namibia's Managing Director, Frans Ndoroma, gave a short history of the company's Maritime Radio Station, which has been providing a 24-hour monitoring service on the international distress and safety frequencies, as well as the transmission and monitoring of safety-related messages, weather forecasts and reports, navigational warnings and Navtex broadcasts, connected to medical advice and evacuation assistance and other associated safety services. "Until this day, Telecom Namibia has carried the onus for the provision of distress communication via our Maritime Radio Station here at Walvis Bay," said Ndoroma. Minister Kaapanda commended Telecom Namibia, together with IMO, for the commitment shown towards the establishment of a national SAR centre. "I would like to thank Telecom Namibia as well as staff members from my ministry for the job well done," he said. Kaapanda vowed that his ministry would work closely with IMO to ensure that the GMDSS operators have sufficient skills to provide world-class service to the maritime industry. He also urged local vessel owners to ensure that their vessels are equipped with the necessary GMDSS communication equipment on board for better communication via the centre. Meanwhile, IMO Regional Coordinator, John Paul Muindi said the establishment of appropriate SAR facilities in this part of world was seen as a key component in the implementation of the Global SAR Plan. Muindi said the establishment of the SAR facility in Walvis Bay would help to fill a massive gap in the effective SAR coverage. "It will play a considerable part in achieving the overall objective of safeguarding life at sea and increasing the chances that those who find themselves in distress will be able to reach shore safely, while, at the same time, strengthening the region's response to enhance maritime security and any threat posed by pirates and armed robbers," he added.

DAILY COLLECTION OF MARITIME PRESS CLIPPINGS 2007 – 087 While Britain will no doubt remain unhappy about the parading of its nationals on Iranian television over the last two weeks, in the short term his unexpected pre-Easter “gift” will likely earn him mostly positive headlines. Former Iranian diplomat Mehdi Varzi said that Mr Ahmedinejad had milked the crisis well, showing the Iranian people that former colonial power Britain was not militarily omnipotent, while also boosting his credentials among Arab neighbours. Mr Varzi noted that the sailors were paraded on Iran's state-run Arabic network Al-Alam, a sign Tehran was targeting an Arab audience increasingly angry with US and British power in the region.“In a sense Iran can walk away from this (crisis) today and say it won,” Mr Varzi said. Mr Varzi served as a diplomat in the Islamic Republic's first two years and now runs an energy consultancy in Britain. Mansoor Farhang, a former Iranian ambassador to the UN, said on BBC television that Iran had been indulging in some “muscle flexing” to show it was a “power to be reckoned with”. David Owen, a former British foreign secretary, said he now hoped that Mr Ahmadinejad would steadily improve Iran's tense ties with Britain and the US as well as play a constructive role in stabilising neighbouring Iraq. “I think they want to turn over a new leaf,” Mr Owen told Sky News television. He recalled that Iran tried but failed to improve relations in 2003 with the US, which has kept sanctions in place since Iranian students seized hostages at the US embassy following the Islamic revolution. There could even be progress, he added, in the standoff between the western powers and Iran over its nuclear program, which Tehran said was peaceful but Washington said concealed a quest for nuclear weapons. “He's a hardliner. We shouldn't delude ourselves, but it's a good step,” Mr Owen said. Conservative MP Bernard Jenkin said the Iranian President had cleverly manipulated the situation to present his surprise as a gesture of personal largesse. “He played a blinder,” Mr Jenkin said. Mr Varzi said the motives behind Iran's capture of the 15 naval personnel remained murky, as did the question of whether it had sought or obtained a secret deal to win the return of Iranians held in US-occupied Iraq. British Prime Minister Tony Blair insisted there had been “no negotiation” to secure the sailors' freedom and US State Department spokesman Tom Casey said there was “no link whatsoever” with the Iranians in Iraq. Varzi and another former Iranian diplomat, Hormoz Naficy, said Iran had wanted to send a message to the US as well as Britain. “There are people I believe in the highest elements in the regime who really do expect at some stage an American strike against Iran,” Mr Varzi said. The message was “we will not keel over” like Saddam Hussein in Iraq, he said. “They know they cannot defeat a western military attack against the country. "What they also know is they don't have to fight the West on their own terms. "This is what is called asymetrical warfare,” he added. Iran feels encircled by the US, with US forces in Iraq and Afghanistan as well as aircraft carrier groups in the Gulf, the former diplomats said. “Iran wants to be recognised and seen as an actor in the area and not ignored,” Mr Varzi said.

USCG to Require Drydocking of Single Hull Tank Ships
The Coast Guard has decided (somewhat belatedly) to implement IMO Resolution MSC.105(73) by not allowing any US flag non-double hull tank ship 15 years and older that trades internationally and is subject to SOLAS to conduct an underwater inspection in lieu of drydock (UWILD). A certificated tug and non-double hull barge that operate as a pushmode ITB is treated by the Coast Guard as a tank ship for this purpose.
PANAMA CANAL MAKES SMALL CHANGES TO PRICING PROPOSALS THE Panama Canal Authority (ACP) it has published its proposal to restructure the Panama Canal's pricing system and certain regulations, with some “slight” changes reflecting input from the shipping industry. The ACP says its proposals, originally announced in February were intended to move towards a charge that “accurately reflects the commercial value of the service and route”. The proposal announced today has been slightly modified from the February proposal. The ACP says: “At the request of the industry, implementation of the new charges has been postponed from May 2007 to July 2007. Due to this modification, the ACP today is reopening the issue for public comment and will consider additional input, suggestions and feedback from interested parties over the next 15 days.” "This open and transparent process has given the ACP an opportunity to further understand the needs of the industry. They told us that they wanted the timeframe for implementation extended, and we listened," said ACP Administrator/CEO Alberto Alemán Zubieta. "We look forward to continue providing our customers with a safe, reliable and efficient service, at a price that captures the true value of the route and service."
Qatar says to ship 31 million tonnes LNG in 2007
Qatari Energy Minister Abdullah Al Attiyah said on Thursday the country would this year increase shipments of liquefied natural gas (LNG) to 31 million tonnes as it invests heavily in the energy sector. Qatar last year became the world’s biggest exporter of LNG when its export capacity was about 25 million tonnes, pushing Indonesia into second place. Lifeboat problem keeps ferry in port
A broken lifeboat winch aboard the Interislander ferry Aratere today forced the cancellation of two sailings with a nervous wait ahead to see if Easter traffic will be hampered. Ferries operator Toll's spokeswoman Sue Foley said the 6am sailing to Picton and the 10am return trip to Wellington had been cancelled after the discovery of the problem with the winch. All passengers had been accommodated aboard other ferries. Toll was waiting to hear from Maritime New Zealand if the 2pm sailing could go ahead following more liferafts being taken aboard. There were enough liferafts for 500 people and the ship carried only about 350 passengers. Passengers who had booked for the 2pm Aratere sailing and had given contact details had also been contacted and moved to other sailings in case the Aratere was not allowed out. "If not they'll be on a later sailing," Ms Foley said. She was confident Toll could cope with all travel demands over Easter, irrespective of whether Maritime New Zealand gave the Aratere the all-clear.
Somali pirates demand ransom for ship
Somali pirates are demanding US$20,000 for the return of an Indian-flagged merchant ship and its crew, officials said yesterday. The pirates, armed with assault rifles and rocket-propelled grenades, seized the MV Nimatullah and its 14member crew off the coast of Mogadishu early on Monday. The pirates had originally demanded US$40,000, but scaled down their demand based on their valuation of the ship's cargo, said Andrew Mwangura, head of the Kenyan chapter of the Seafarers Assistance Programme. The British-based International Maritime Bureau warned on Wednesday there had been a marked increase in pirate attacks in Somali waters. 'Vessels are advised to steer well clear of Somalian waters at all times and only approach once full clearance to enter the port has been received,' the organisation said in a statement posted on their website. The MV Nimatullah was carrying more than 800 tonnes of cargo, including cooking oil, second-hand clothing and rice. It is being held at coastal town of Harardheere, a pirate stronghold 400 km north of the capital, Mr Mwangura said. Mr Mwangura expressed concern over the crew, all of whom are South Asians, and cargo's intended recipients. The ship's Dubai-based owner, Issa Bhata, could not be reached for comment. Mr Mwangura added that another ship, MV Nishan, was attacked close to Mogadishu seaport by pirates on Tuesday, but managed to escape

De nieuwe reddingboot voor het KNRM station Noordwijk aan Zee doorstond de proef met glans. De kantelproef is bedoeld om de zeewaardigheid van de reddingboot te testen. De 11 meter lange reddingboot is zo ontworpen dat zij bijna niet kan omslaan. Wanneer dit toch mocht gebeuren draait zij vanzelf weer overeind. Om dit te testen werd de reddingboot in gecontroleerde omstandigheden expres omgetrokken. Op een dieplader werd de ‘Paul Johannes’ over de weg naar de haven van Volendam gebracht, waar een grote kraan de reddingboot onder toeziend oog van de bemanning in het water liet zakken. Met deze kraan werd de reddingboot tweemaal omgetrokken. Bij de eerste keer draaide de ‘Paul Johannes’ zoals verwacht vanzelf door, nadat zij helemaal onderste boven was getrokken.

Dit bood de mogelijkheid voor de bemanning om onder de reddingboot te kunnen kijken. Met behulp van een kantelzak op het dak, die door een luchtfles wordt opgeblazen, werd uiteindelijk de boot omgedraaid. De ‘Paul Johannes’ heeft de kantelproef prima doorstaan en kan nu afgebouwd worden.

BAD HABIT CAUSED GAS ACCIDENT
SSG-GOTEBORG. It was the habit of taking samples through the tank cleaning hatch that caused the serious gas accident on board the Stoc Regina on December 27, 2006, says the Swedish Maritime Safety Inspectorate (SMSI) in its incident report. The closed system for taking samples of the cargo, which is installed on the Stoc Regina, was considered too time consuming by both crew and surveyors. Therefore it was common practice to take the samples through an open hatch. This time, when the crew had been told the cargo was harmless, it proved very dangerous to open the hatch as one able seaman lost consciousness as soon he opened the hatch and gas from the cargo streamed out.
Slepers Smit stemmen over eindbod
De werknemers van havensleepdienst Smit in Rotterdam gaan schiftelijk stemmen over het eindbod van hun werkgever voor een nieuwe cao. Intussen zullen de slepers het werk niet langer neerleggen. Dat is woensdag besloten. FNV Bondgenoten en De Unie zeiden na afloop van de besloten bijeenkomst dat de uitslag van de schriftelijke stemming over anderhalve week à twee weken bekend zal zijn.
De vakorganisaties en de directie van Smit hebben overeenstemming over drie van de vier struikelblokken. Alleen over de ouderenregeling kunnen zij het niet eens worden. Dit vinden veel slepers onacceptabel, omdat zij een gemiddelde leeftijd van 58 jaar hebben. Over een eenmalige uitkering, tegemoetkoming in de zorgkosten en over een tegemoetkoming in de wga-premie (werkhervatting gedeeltelijk arbeidsgeschikten) konden de partijen het wel eens worden. De 240 werknemers voeren al sinds 23 februari actie en hebben sinds die tijd vijf keer het werk neergelegd, variërend van enkele uren tot vier dagen. De slepers willen onder andere een loonsverhoging en een ouderenregeling in hun cao. De rechtbank bepaalde in kort geding tijdens de derde staking dat de slepers na elke vijf dagen staken het werk voor minstens vier dagen voor 75 procent moeten hervatten.

The lack of experienced LNG-officers forces shipping companies to take officers from experienced in other ship types, salaries of up to USD 22,000 per month are now being offered to masters, says Pradeep Chawla of the Anglo Eastern Ship Management according to Fairplay. Due to the lack of experienced officers rapid promotions has produced inexperienced senior officers, and therefore today´s educational system must be changed according to Pradeep Chawla.
Ships 'at unsafe speeds' before collision
A HEAD-ON collision in the River Humber which led to the sinking of a 4,450-tonne cargo vessel has been blamed on failings by the masters and pilots of both vessels. The 23-year-old general cargo vessel Skagern was severely damaged in the accident, which happened in dense fog last June and involved container ship Samskip Courier, in service for just six weeks. An investigation by the Marine Accident Investigation Branch yesterday said the masters and pilots of both vessels failed to "apply long-established collision avoidance methods". The report adds: "Poor bridge team interaction, exacerbated by poor communications between key persons, played a major role in the incident... highlighted by the masters' total trust in their pilots and their reticence to take navigational control when it became apparent an emergency situation was developing." The Samskip Courier's master considered UK seamen to be among the finest in the world and did not question the pilot, who the report says "lost situational awareness at a critical moment" while fumbling to select a new radio channel. The report says both vessels knew they would meet in the Humber at some point and both pilots had spoken to each other. They saw each other on radar when they were two miles apart as they closed at a combined speed of over 23 knots. But neither vessel plotted the other on radar as they converged. When it became clear they were on collision course "the subsequent attempts at emergency avoidance were unsuccessful and the ships collided head-on". The Skagern's bow and collision bulkhead were penetrated in the collision and she started to sink as she attempted to reach King George Dock in Hull. She was manoeuvred onto a sandbank, but later when towed into the dock her bow sank and settled onto the bed of the basin. The Samskip Courier sustained "relatively little damage."

THE 22,412 gt Greek-flag cruise liner Sea Diamond has grounded while sailing near the Greek island of Santorini. The 1986-built ship, operated by Cyprus-based Louis Cruise Lines is reported to have had 1,200 passengers on board who have been evacuated. There were no reports of injuries aboard the vessel, the former
Birka Princess, which carries out short cruises around the Greek Islands. Greece’s Merchant Marine Minister Manolis Kefaloyiannis said on NET television: "Thankfully, everything has gone well so far. Emergency services responded very quickly and very well,"

Wie die Polizei am Mittwoch mitteilte, wurde die Außenhaut des erst sechs Monate alten Schiffes auf einer Länge von zehn Metern eingedrückt und zum Teil aufgerissen. Im Inneren brachen einige Spanten. Nach Angaben der Schiffsführung konnte das 176 Meter lange Schiff trotz des Einsatzes von zwei Schleppern auf Grund der plötzlichen Böe nicht auf Kurs gehalten werden. Zur Schadenshöhe konnte die Polizei noch keine Angaben machen.

Military Sealift Command Ships Load Equipment Bound for Iraq
The first of three Military Sealift Command (MSC) ships set to carry Army cargo to Iraq this month began loading here April 3. The cargo belongs to the Third Infantry Division’s Second Brigade Combat Team and Combat Aviation Brigade of Ft. Stewart/Hunter Army Airfield, Ga., which will deploy to Iraq later this year. Container ship MV American Tern, a privately owned, U.S.-flagged ship under long-term charter to MSC, is currently using three shipboard cranes to load 550 pieces of cargo consisting mostly of 20-foot containers. In addition, MSC’s large, medium-speed, roll-on/roll-off ships USNS Watson (T-AKR 310), and USNS Charlton (T-AKR 314) will load thousands of pieces of military equipment, including helicopters, Humvees, tanks and trucks. The ships are moving enough equipment to fill nine football fields. Almost as large as aircraft carriers, these ships, also called LMSRs, were built in the 1990s specifically to quickly load, transport and offload large amounts of heavy Army equipment. “The standard load time for an LMSR is four days. But, depending on the amount and type of cargo, we can often complete it much more quickly,” said Tom D’Agostino, the MSC representative who oversees such operations at three major ports on the East Coast. “We are able to load these LMSRs so quickly because we have a precisely coordinated plan for maneuvering tanks, trucks and other rolling stock through the system of internal ramps linking the ships’ seven wide-open cargo decks.” MSC and the Army’s 841st Transportation Battalion, based in Charleston, S.C., developed the plans for stowing and loading the equipment and are overseeing the work on all three ships. Since Sept. 11, 2001, MSC has transported 95 million square feet of dry cargo and 10 billion gallons of fuel -- more than 90 percent of all military cargo deployed in support of the global war on terrorism. Watson and Charlton are two of 19 LMSRs owned by MSC and operated by civilians working for private companies under contract to MSC. These ships transport combat equipment and supplies, and preposition military supplies in strategic locations around the world. MSC operates approximately 110 noncombatant, civilian-crewed ships that replenish U.S. Navy ships, chart ocean bottoms, conduct undersea surveillance, strategically preposition combat cargo at sea around the world and move military equipment and supplies used by deployed U.S. forces.

Ingalls strike ends
The Metal Trades Department (AFL-CIO) reports that more than 6,000 members of 15 unions at the Ingalls Shipyard in Pascagoula, Mississippi have ratified the terms of a new three-year agreement by a 3 to 2 margin, ending the strike that has idled the Northrop Grumman Ship Systems yard since March 8th. The workers will begin reporting back to shifts starting on Thursday morning, April 5. "We're proud of the solidarity and commitment that the workers put on the line to bring about the kind of agreement that both the union and the company can be proud of," declared Metal Trades Department President Ron Ault. "The workers won additional security against the volatility of the Gulf's economy. The company will benefit from increased productivity, efficiency and enhanced morale." Among the highlights of the agreement are: •
A 15.2 percent wage increase (9.2% immediately, 3% and 3%) -- amounting to $3.78 in base wages over the life of the agreement;
•
Shift premiums of 80 cents an hour;
•
Attendance bonuses with the potential to earn an additional $1,040 annually;
•
Cost-of-living allowances in the second and third year to protect workers' real income;
•
Fixed health care premiums capped at $194 in the third year of the contract;

The Portsmouth Naval Shipyard plans to beef up security and wants more authority in dealing with suspicious activities in the waters surrounding the yard, but apparently will stop short of requiring the removal of Kittery docks and moorings to accomplish the goal reported Seacoast Online. The shipyard officials were not clear as to how wide a security zone they would seek around the base in the water but suggested that it might be 10, 50 or 100 feet. Hall said that the Navy had not offered an explanation for the timing of this initiative. The proposed changes will be discussed at the Kittery Port Authority meeting.

The Maersk Attender left Fredericia Shipyard for a kind of sea trial as a craned offshore vessel. Fredericia Shipyard has done a eleven week long rebuilt converting the supply vessel af the A-class to a craned offshore vessel capable of lifting 200 tons to a depth of 2,500 metres in a heave compensated lift. Maersk Attender is the second units in the A-class which has been converted at Fredericia Shipyard, which on the day of delivery of Maersk Attender had 10 other vessel under repair. It was: BELLONA, SWE 1996, CLIPPER TOBAGO BHS/1999, CLIPPER NELLY DIS/1999, CLIPPER BAROLO BHS/2005, FRISIAN TRADER NDL/1994, NAJA ARCTICA, DIS/1995, ANNE-SOFIE DIS/1979, MODI R DIS/1998, SEA CORONA NIS/1972, HASCOSAY GBR/1971. Maersk Attender will after some test in Danish waters go to Norway for a DP test in deep water before heading for the US Gulf and fat charter contracts. Its sistervessel Maersk Achiever, rebuilt by Fredericia Shipyard in 2006, has been working US Gulf since delivery in August 2006.

MacGregor reports record ship crane sales
Cargotec's MacGregor business area received a record number of ship crane orders in January-March 2007 from shipyards in China, Korea, Poland, Romania and Croatia. The ship cranes will be delivered during 2007-2010. The value of the orders received totals EUR 63 million. MacGregor's strong first quarter for crane sales gave it a considerable increase in market share, which the company says it intends to maintain even when market conditions are less favorable, thanks to mature and well established local manufacturing, proven and reliable design, and a worldwide service network "At the end of last year the signs were that the market for cargo handling cranes and cranes for tankers was shrinking," said Erik Hagglund, general manager of MacGregor's crane division. "The reality, however, is a completely different scenario, with significant orders for most ship types." Bulkers "MacGregor's strong foothold in China with local manufacturing and partly sourcing has made it possible to secure long series of bulk carriers, the most competitive segment," Mr Hagglund said. Weihai Ship Yard has ordered a total of 24 GLB 3024.4-2 cranes to be installed on eight bulk carriers for Greek owner Navarone. The cranes will be manufactured at MacGregor's long-term partner Nanjing Luezhou Machine Company Ltd (LMC) to be ready for commissioning during 2008-2009. Sinopacific yards (Dazhou, Dayang and Zhejiang) have ordered cranes for a total of 13 vessels. Each ship will be geared with four sets of GLB3528-2 for undisclosed interests. These ships will be installed in sequence during 2008 and 2009. General cargo ships "General cargo ships have always been the most stable segment with a relatively constant demand," Mr Hagglund said. "MacGregor has a long history in the sector and has been able to secure some strategic orders". Hanjin Heavy Industries shipyard in Korea has ordered cranes for two general cargo ships for its own shipping line. Each ship will carry two sets of GL4028.5-2 for delivery in January and August 2008 respectively. Also this delivery will be manufactured by the Chinese partner LMC. PACC Ship Managers Pte Ltd of Singapore has acknowledged MacGregor with further crane contracts for its lively newbuilding scheme in China. Cranes to be manufactured at LMC and commissioned in spring respectively autumn 2008. Kouan Shipyard, China has signed orders of four general cargo ships for COSCO Guangzhou, China. Each vessel will carry one twin TGL4522/3728/3031-2 cranes and two single GL4027/2637-2. Cranes are to be delivered and installed during 2009 and early 2010 by Chinese partner LMC. Containerships "The future volume for container carriers has provoked lively discussion in the market, and volumes are expected to decrease," Mr Hagglund said. "However, with the increasing number of 'jumbo' carriers entering the market the need for feeder tonnage is necessary". In Poland, MacGregor has secured orders at Gdansk SY as well as at Gdynia SY. Rickmers Reederei GmbH & Cie KG, Germany, has signed up for one ship with three GL4528/4032-2 units on board and Projex Schiffahrtsgesellschaft GmbH & Co, Germany, has signed for one ship carrying three GL4527/4030-2 cranes. Both deliveries will be fulfilled in late 2007 and manufactured by MacGregor's European partner Remontowa in Poland The Chinese market has also been active in the container carrier segment and acknowledged MacGregor with a large number of contracts. Long-term co-operation partner Wenchong Shipyard, China, has ordered another four ships each carrying one GL4530/3338.5/2641.5-2 and one GL4528.8-2. The feeders are for undisclosed interests and to be delivered during 2009. Weihai Shipyard, China, has ordered cranes for one feeder contracted by Briese Schiffahrts GmbH & Co KG containing one GL4526/4029-2 and one GL4531/4035-2. Weihai has also decided to use MacGregor cranes on board two sister ships to be delivered to Danish Marten Shipping. All three ships are to be delivered during 2008. Finally China Shipbuilding Corporation has ordered cranes for three sets of feeders for Cido Shipping. Each vessel will carry one GL4528/3037/2541-2 and one GL4028/2529.3-2. The ships are to be delivered from October 2009 to February 2010. Trans-shipment "MacGregor has been active in the transloading segment for about ten years," Mr Hagglund said. Existing references have convinced Emirates Trading Agency, UAE, Dubai to install four K3028-4 heavy duty cranes on eccentric platforms on board each of two panamax transloading stations. The stations will operate in the Arabian Gulf, primarily handling iron ore. These orders are in combination with bulk handling systems from MacGregor's bulk division. The systems are to be delivered during 2008 to a Chinese shipyard. The complete installation will be able to handle 2,500 tonnes per hour. Tankers "During the boom in the tanker business during the last four years, MacGregor has managed to establish itself as the leading supplier of hose handling and provisions cranes in hard competition with domestic suppliers," Mr Hagglund said. "The total concept with a reliable initial delivery and a worldwide service network has convinced both shipyards and owners". The total of 156 hose and provisions cranes contracted between January and March 2007 are to be delivered during 2008-2010 on top of the existing orderbook. The cranes will manufactured by MacGregor partners in China, Korea and Croatia. MOL Announces Shipbuilding Program
Mitsui O.S.K. Lines, Ltd. announced a major expansion of the company's iron ore carrier fleet, with a proposal to launch 44 new vessels. The move is part of MOL's growth strategies in the new midterm management plan MOL ADVANCE, which began on April 1. MOL ADVANCE focuses on the allocation of management resources in growing fields of the ocean shipping industry. MOL expects production of crude steel will continue to grow, particularly in China, where major players in the industry are restructuring and integrating their operations. As a result, demand for the transport of raw materials for steel will also increase. As a leader in worldwide ore carrier operators, MOL is expanding its large-scale fleet with various types of vessels to meet diverse customer needs. The company has already signed long-term contracts for half of the 44 vessels to be newly built. MOL continues to negotiate contracts, and its target is to have 60% of the all new carriers sail under long-term agreements. MOL's iron ore carrier fleet, 118 including Cape size and Panamax vessels as of March 31, 2007, will increase in total about 150 vessels by March 2013, including about 120 Cape size carriers and about 30 Panamax ships. Maersk Wants New Terminal
Danish shipping giant AP Moller Maersk is planning to establish a new container terminal on the US west coast, reports TradeWinds. Danish daily Borsen reported that the huge group's APM Terminals unit will spend $250mn on the project. The exact location has yet to be decided, but candidates include Coos Bay in Oregon and cities in British Columbia and Mexico. APM already operates at Tacoma, Oakland and Los Angeles along the US west coast.

Het STC kan voor de lesprogramma’s beschikken over PortCall. Dit is een uniek softwareprogramma waarvan de scheepsagenturen in de Rotterdamse haven al jarenlang dankbaar gebruik maken. PortCall biedt agenten de mogelijkheid om voor elk afzonderlijk schip digitaal de complete administratie rond het aanlopen van de Rotterdamse haven te regelen. Dankzij Dirkzwager kunnen de leerlingen van STC tijdens hun opleiding al met dit systeem leren werken. Vanaf het studiejaar 2007-2008 wordt het werken met de PortCall software opgenomen in het STC curriculum. Solstad Offshore could bid for Rem Offshore
Solstad Offshore in Skudeneshavn, Western Norway, has bought 40 per cent of the shares in Rem Offshore and intends to bid for the remaining shares. Rem Offshore boss, Åge Remøy has close to 40 per cent of the shares in Rem Offshore and intends to keep the company. According to Dagens Næringsliv, Remøy and Solstad managing director, Lars Peder Solstad, plan to meet over Easter to discuss the future. A merged operation would have a fleet of 62 offshore vessels, including newbuildings. However, the outcome of these talks is by no means certain. Box rate fears unfounded: Cosco
Fears that a substantial gap between supply and demand in the container shipping industry would lead to a collapse in freight rates are unfounded, according to a senior Cosco Container Lines executive, who said that the effective gap would be only 1-2 per cent. The liner industry, which grew its total capacity by over 16 per cent in 2006, will expand by at least 14 per cent this year and next, 2-4 per cent more than expected demand, according to estimates. But a number of factors will limit the ability of lines to fully maximise this capacity growth which will result in a lower effective gain, said Cosco Container Lines managing director Sun Jiakang at this week's Sea Asia conference. 'A 1-2 per cent oversupply situation should not lead to a major collapse in freight rates,' said Dr Sun. Among the constraints are bottlenecks in the supply chain resulting from overwhelmed port and inland infrastructure around the world. Another is that liner voyages have become longer - because of global trade patterns and the move to larger vessel sizes - which forces lines to deploy more vessels on a given trade lane in order to ensure frequency. More rational attitudes among carriers is another key factor, according to Dr Sun, who said that service quality is becoming an important focus of carriers again. Some carriers have also responded to the supply-demand imbalance by withdrawing capacity on some trades. Dynamic Asian economic growth which has seen container throughput in the region's ports grow 15 per cent in the last five years, higher than the global average of 10 per cent. Asia now comprises 60 per cent of global throughput. These flourishing Asian markets include the powerhouse Chinese economy which has seen its container volumes grow 28 per cent in only a few short years while India is poised to be the next regional economic giant. Vietnam is also in line to be the next rising star, according to Dr Sun, with container volumes growing 19 per cent in the last 10 years, and trade growth expected to gather momentum as the country fully integrates under World Trade Organization (WTO) rules. Vietnam's container trade growth has substantially outpaced that of Malaysia, Indonesia, Thailand and others, he said. The Middle East is also growing rapidly, he noted, pointing to Dubai's throughput which has grown 20 per cent in recent years. Gulf countries will spend more than US$500 billion over the next five years on infrastructure, he said

Hij doelt op de notitie over nut en noodzaak van een nieuwe zeesluis, samengesteld door een VlaamsNederlandse adviesgroep van belanghebbenden. De probleemanalyse van die groep (onder leiding van de Belgische oud-minister Miet Smet en haar Nederlandse collega Gerrit Braks) wordt onderschreven door de betrokken provincies, gemeenten, havenbeheerders- en gebruikers en belangenorganisaties. Door iedereen dus. Lonink: "Er is de afgelopen jaren - zeg maar decennia - al ontzettend veel gepraat over de te kleine zeesluis. Maar nooit was er één front. Vooral aan Nederlandse zijde werd vaak uiterst sceptisch gereageerd. Nu is dat anders. En daar ben ik erg gelukkig mee. De huidige en toekomstige situatie in de Vlaamse en Zeeuws-Vlaamse Kanaalzone is grondig tegen het licht gehouden. Lonink: "Dat de huidige zeesluis te klein is en dat ieder uitstel van de bouw van een grotere sluis de economie ernstig schaadt, was genoegzaam bekend. Maar het wordt nu ook allemaal in een breder perspectief geplaatst." Het geraadpleegde bedrijfsleven maakt zich, zo blijkt, niet alleen grote zorgen over de trage besluitvorming rond de nieuwe sluis, maar ook over de kwaliteit van de spoor- en wegverbindingen met het achterland. Die moeten in een vervolgstudie aan bod komen, net als trouwens de problemen op de arbeidsmarkt. De huidige zeesluis zit nagenoeg aan z'n topcapaciteit en is één van de drukste sluizen ter wereld. Niet alleen de grotere afmetingen van de zeeschepen, ook de groei van de binnenvaartvloot zorgt voor steeds grotere problemen. De huidige binnenvaartsluis en de kleine middensluis kunnen het aanbod van binnenschepen nauwelijks nog aan, waardoor steeds vaker moet worden doorverwezen naar de zeesluis. De toevloed van binnenschepen daar vormt dan weer een hindernis voor de lijndiensten en vooral voor schepen, die just in time varen. Uit de analyse blijkt dat 95 procent van de bedrijven en industrieën in de Kanaalzone tussen Terneuzen en Gent afhankelijk is van een goed functionerende, betrouwbare zeesluis. Als die betrouwbaarheid en daarmee de bereikbaarheid niet kan worden gegerandeerd, bestaat de kans dat rederijen uitwijken naar andere, beter geoutilleerde havens. De vaststelling dat de huidige zeesluis er, vergeleken met alle andere sluizen in West-Europa, het belabberdst aan toe is, doet bij alle belanghebbenden het angstzweet uitbreken.

Brussels Airlines presteert middelmatig voor verloren bagage Het voormalige SN Brussels Airlines, nu kortweg Brussels Airlines, presteerde in 2006 middelmatig als het gaat om het aantal verloren stuks bagage. De Belgische luchtvaartmaatschappij staat dertiende op een ranglijst van 24 Europese luchtvaartmaaschappijen die de Air Transport Users Council (AUC) woensdag bekend maakte. De AUC is een organisatie die de belangen van de passagiers verdedigt. SN Brussels Airlines speelde vorig jaar gemiddeld 12,7 stuks bagage kwijt per duizend passagiers. De luchtvaartmaatschappij staat daarmee op de dertiende plaats van de 24 leden van de Association of European Airlines. De slechtste leerling van de klas is met voorsprong British Airways. De Britten staan op nummer 1 met maar liefst 23 stuks verloren bagage per duizend passagiers. De beste luchtvaartmaatschappij is Air Malta met 4,4 verloren stuks per PSi-Daily Shipping News

Dan doet het goed te lezen dat in de wereldtop van rederijen met conventionele schepen nog altijd twee Nederlandse scheepvaartmaatschappijen staan: op nummer 2 Spliethoff/BigLift uit Amsterdam en op nummer 5 Koninklijke Wagenborg uit Delfzijl. Ook in de koel/vriesvaart draait het Groningse Seatrade mee in de top 3 van de wereld. In het vervoer van vee behoort ook het Zeeuwse Vroon tot de wereldmarktleiders. Met de recente verkoop van de zeeslepers aan het Deense Svitzer (lees Maersk) hebben Wijsmuller en Smit Internationale zich definitief teruggetrokken uit de grote zeesleepvaart. Hun positie in de wereldtop is nu ingenomen door twee andere Nederlandse bedrijven,ITC en het Rotterdamse Fairmount. En op baggergebied maken twee Belgische en twee Nederlandse bedrijven – Van Oord en Boskalis – mondiaal de dienst uit. In de offshore op de Noordzee is opnieuw Vroon bezig een belangrijke positie op te bouwen. Deze actuele stand van zaken van de Nederlandse zeescheepvaart is na te lezen in de nieuwste editie van het jaarboek Scheepvaart 2007, samengesteld door G.J. de Boer. De alweer 30ste editie van dit jaarboek biedt een compleet overzicht van alle rederijen met hun koopvaardijschepen, baggerschepen en zeegaande sleepboten in de Benelux.
