Tug boats move Artship from barge As Coast Guard officials continue investigating what caused the sinking of a barge moored to the mammoth Artship in Vallejo, two tugboats moved the 600-foot-long vessel to a new berth Friday night without powering up its 7,800-horsepower engine. The tricky and lengthy process was the latest manoeuvre in ongoing efforts to recover the barge and limit the amount of diesel fuel that spilled after it began sinking Wednesday. Coast Guard Lt. Kelly Thorkilson said investigators have yet to determine what caused the barge to sink. Crews have set up a containment boom to control the fuel, which officials have described as "minimal." Department of Fish and Game officials determined the spill had not harmed wildlife, Thorkilson said. The Coast Guard was devising a plan with barge's owner to recover and salvage the barge, but "the main priority" for crews on Friday was moving the 8,300-ton Artship, Thorkilson said. A former training vessel for Vallejo's California Maritime Academy, the ship had been listing as its hull rested on Mare Island Strait floor or the sunken barge. Thorkilson said she did not know why officials decided to move the ship without powering it up. The operation posed a challenge because the tugs actually moved the ship rather than just helping to guide it. The sunken barge had been used essentially as a large fender between the ship and the pier that allowed the ship to moor in deeper water rather than water immediately off the pier. "They're going to have to go back and re-assess the situation and see where and how the barge is sitting on the bottom," Coast Guard Lt. John Fu said of the salvage crew. On Thursday, divers attached cables to the barge to stop it from moving on the bay floor. The barge leaked some diesel fuel, but it was successfully contained using floating booms, said Fu. "As of yesterday it didn't look like there was any sheen outside the booms," Fu said. "With the boom around it, it's very low-impact at this point." Also Thursday, a 53-year-old man working for Universal Environmental, a Benicia firm contracted to help clean up the spill, was struck in the leg by a tension rope that came loose. His leg was broken below the knee and required surgery, a company official said. The injured Universal Environmental contractor had a pin placed in his leg and also suffered a dislocated ankle, the firm's administrator, Dale Turnage, said Friday. Turnage declined to identify the worker, citing privacy concerns, but said he is an Isleton resident who has worked for the firm for 10 years. Meanwhile, the owner of Artship said the storied vessel's future is uncertain. Once known as "Golden Bear II" when it was the maritime academy's training ship, it may now be sold to a historical group or scrapped. "I've got two buyers interested in turning it into a historical site, but neither of them has their money up yet," said Emilio Sanchez, president of the Brownsville, Texas firm, Sanship. Sanchez said Sanship would be responsible for the cost of recovering the barge and cleaning the spill. "In the marine business it's suits and accidents, I guarantee it," he said. The Artship Foundation, a Bay Area nonprofit organization, gained control of the ship in 1999 when it was transferred from the Mothball Fleet in Suisun Bay. The foundation moored the ship at the Port of Oakland's Ninth Avenue Terminal, planning to turn it into an art and community center for local youth, said Artship Foundation spokesman Frank Giunta. But in 2003, the Port of Oakland evicted the Artship, requiring that the ship be removed within a year. When a suitable place couldn't be found, the foundation was forced to sign the ship over to the Port of Oakland, which then sold it to Sanship, said Giunta.

Post zegt een en ander in de nieuwste uitgave van Turntable, een magazine van Groningen Seaports. Hij legt uit dat de loodsen onderdeel zijn van het totale kostenplaatje en dat Seaports zelf de tarieven de afgelopen vijf jaar "met slechts enkele procenten heeft verhoogd om zodoende de concurrentieslag aan te kunnen". Bij de loodsen mist Post ten enenmale die gevoeligheid voor de markt: "In plaats van in te spelen op de behoeften van de markt houden de loodsen echter liever vast aan de arbeidsomstandigheden die ze gewend waren toen ze nog in loondienst opereerden." Het Loodswezen is enige jaren geleden geprivatiseerd. Lange tijd werd het tekort van de kleine havens gefinancierd met opbrengsten uit de grote havens. Omdat de grote havens ook de tarieven zo scherp mogelijk willen hebben, is die vorm van kruisfinanciering voorbij. Volgens Post moeten de loodsen ook eens leren de tering naar de nering te zetten. Hij wijst erop dat ze nog steeds op 55-jarige leeftijd met pensioen wensen te gaan - dit vanwege de fysieke belasting van het werk - maar dat elders de bedrijven een seniorenbeleid hebben, waarbij de mensen op die leeftijd niet met pensioen worden gestuurd. "En dan krijgen ze andere waardevolle, maar minder belastende, functies aangeboden". Post: "Dat zouden de loodsen ook kunnen doen." Hij adviseert ze in de consultancy - "die ze na hun pensioen zo goed weten te vinden" - te stappen en dat als eigen product te ontwikkelen. Post: "Dat genereert een extra inkomstenstroom die van invloed op de loodstarieven kan zijn. En waarom zouden loodsen in kleine havens - die aanzienlijk minder te doen hebben dan hun collega's in Rotterdam - niet pas op hun 62ste met pensioen gaan, net als in Emden?" Die zeven jaar extra pensioen, zoals Post het ziet, moet nu uit de tarieven betaald worden terwijl de loodsen in die periode zelfs nog geld voor de organisatie zouden kunnen verdienen. Nu verdwijnen de inkomsten na het pensioen zelfs in de zakken van de loodsen zelf. Onterecht Van der Berg van het Loodswezen in Delfzijl was gisteren afwezig. Wel reageerde in Turntable de landelijk voorzitter van het loodswezen, Van Gooswillligen. Hij vindt de kritiek onterecht en zegt de kruisfinanciering altijd goed heeft gewerkt. Bovendien legt hij nog eens uit dat de negatieve gevolgen van de privatisering eenzijdig bij de loodsen worden neergelegd. Hij vindt bovendien dat de kleine zeehavens meer eens moeten toegroeien naar een tariefniveau dat al in de grote havens geldt.
Saade strikes again CMA CGM is keeping up the pace of its acquisition of shipowning companies by taking full control of Mediterranean ro-ro and boxship operator Sudcargos. French media say the state-owned Societe Nationale Corse-Mediterrranee (SNCM) has sold its half interest in Sudcargos for an unnamed sum. Sudcargos was previousy owned in equal shares by SNCM and Delmas. CMA CGM recently acquired Delmas from the Bollore group. Sudcargos serves lines between Marseille and Algeria and Tunisia with eight vessels. Last year it moved 995,000 tonnes of goods and generated around EUR 60m of revenue. Earlier this month CMA CGM, the biggest French shipowner, concluded the purchase of Delmas for some $600m but in recent days it has stepped back from a fight with Germany’ s TUI, the parent of Hapag-Lloyd, for control of CP Ships. Log carrier freed The 22,600-dwt Croatian bulker Mirna Rijeka (built 1979) has been freed after more than a year in Indonesia after it became embroiled in a timber smuggling case. The Losinjska Plovidba (Losinjplov) vessel sailed to Singapore with its 25-man crew on Thursday after successful negotiations between the Croatian embassy in Jakarta and Indonesian authorities, the Croatian government said, according to news agency HINA. The ship had been carrying timber from Surabaya in August 2004 but was stopped by the Indonesian Navy which, having established that the ship's papers were not in order, returned it to Surabaya and kept it there. The ship's captain was accused of sailing with irregular documents and put on trial early this year. In April, he was fined $2,200 dollars, which he paid. The ship was later cleared of all other charges and was free to sail, but before it could, about 200 armed Indonesian Navy men occupied the ship by force on 23 August, acting on orders from the state prosecutor. This was despite the shipowner handing over a letter of credit for $1m against further prosecutions.
'Beslissing watertaxi eind deze maand' Rijkswaterstaat beslist eind deze maand of er een watertaxi mag varen tussen jachthaven Seaport Marina in IJmuiden, Forteiland en de Noordpier in Velsen-Noord. Dat laat een woordvoerder van de rijksdienst weten. Na overleg met het Gemeentelijk Havenbedrijf Amsterdam wil Rijkswaterstaat een knoop doorhakken. Rijkswaterstaat is de enige instantie die toestemming moet geven, laat de gemeente Velsen weten. De initiatiefnemers van de watertaxi hebben in mei een bouwtekening voor een aanlegsteiger bij de Noordpier ingediend bij de gemeente en Rijkswaterstaat. Inmiddels hebben ze opties op enkele boten die als watertaxi kunnen dienen. Aan boord moet plaats zijn voor maximaal vijftig personen met vijftig fietsen. De watertaxi moet elk uur of om het uur de hele dag varen, aldus Adriaan Jumelet van de IJmuidense Rondvaart Maatschappij. Hij is een van de initiatiefnemers. Zijn partners zijn Mark van Leeuwen van Forteiland, Jeroen van Son van brasserie SunSeaPier in Velsen-Noord en Ton Kroezen van Duinpark Paasdal in Wijk aan Zee. Ze willen zo snel mogelijk starten.

Enkele honderden hardlopers van diverse Nederlandse en Engelse atletiekverenigingen, deden mee. In alle vroegte vertrok de snelle HSS Discovery van de Stena Line ‘ s morgens vanuit Hoek van Holland naar Harwich. Hier startte om 13:15 uur de wedstrijd over 10 kilometer over een licht glooiend parcours. Net als voorgaande jaren was er een aparte competitie tussen de Nederlandse en Engelse reddingmaatschappij. Voor de 3e keer op rij was het K.N.R.M. station Noordwijk aan Zee te sterk voor de R.N.L.I. - stations Harwich en Clacton-on-Sea. Volgend jaar zal het team van het K.N.R.M. Noordwijk aan Zee wederom de wisseltrofee verdedigen.

U.S. Navy DD(X) Completes Design Review The U. S. Navy’ s ambitious DD(X) destroyer program passed a major milestone Sept. 14 with the successful completion of a systemwide Critical Design Review (CDR). The CDR, said the Naval Sea Systems command in a press release, “represents the culmination of years of design effort that encompassed the ship, mission system, human and shore designs that now comprise DD(X).” Passage of the CDR brings to an end Phase III development, during which 10 major DD(X) engineering development areas were designed, built and tested. A host of new technologies are being developed for the ship, including sensors, weapon systems, machinery plants, hull design and computer systems.

Charles Hamilton, the Navy’ s program executive officer for ships, said in a press release. The end of Phase III development also ends the participation of the National Team, a joint venture between Northrop Grumman and Lockheed Martin that managed development of the ship. The Navy is assuming overall management of the program, although contractors such as Raytheon will continue to develop major portions. Next up for the program will be a Milestone B decision, and Pentagon approval of a new Navy plan to simultaneously award contracts in fiscal 2007 to Northrop Grumman Ship Systems, Pascagoula, Miss., and General Dynamics Bath Iron Works, Bath, Maine, to build the first two destroyers.
Chinese sub sighted in June: MND The defense ministry confirmed that a Chinese nuclear sub had surfaced near five navy vessels, but denied that alert levels had been raised The Ministry of National Defense yesterday confirmed a news report that a nuclear submarine from China had surfaced near navy vessels and passed through waters off Kinmen in late June. According to international practice, a submarine that comes to the surface on a waterway is showing that it is not hostile, so the navy monitored its passage and did not raise security levels," ministry spokesman Rear Admiral Liou Chih-chien said yesterday. Liou made the remarks in response to a report in a local Chinese-language newspaper yesterday that a fleet group consisting of two Cheng Kung class frigates and three landing ships in July encountered a submarine that had surfaced and was moving toward the fleet. While confirming that the event had occurred, Liou said it had taken place in late June, not July. Liou said that several of the navy's vessels remained in the area as the submarine passed through waters off Kinmen. They monitored the submarine by radar, but did not confront it, Liou said. According to the newspaper report, the vessels had just finished a mission in Kinmen and were near Kinmen's Liaoluo Harbor, headed for Kaohsiung naval base, when a Cheng Kung class frigate discovered the submarine. The fleet swiftly identified it as a Chinese Han-class nuclear-powered submarine by its number "045," the report said.

Liou, however, denied that alert levels had been raised. Three gun boats were sent from Kinmen to support the fleet as the submarine approached, the paper said, but to avoid a confrontation, the fleet decided to make way so the submarine could pass. The paper, citing remarks by an unidentified navy official, said Han-class submarines are deployed in China's North Sea Fleet based at Qingdao in Shandong Province, and these submarines are rarely seen in south China. Ou Si-fu, a researcher with the Institute for National Policy Research, said Han-class (or Type 091) nuclear-powered attack submarines are the first generation of Chinese nuclear attack submarines, and China's navy was believed to have about five of this type of submarine. Ou said China is reportedly building a new type of nuclear attack submarine -- Type 093 -- to replace the obsolete Han-class submarine, with the first one expected to be in service late this year.

Fincantieri to secure OVDS contract Fincantieri is close to securing a contract to build a polar cruise vessel for Norwegian passengership operator OVDS. The Italian shipbuilder beat off competition from as far afield as Scandinavia and China for the newbuilding, which is scheduled for delivery in mid-April 2007. It is estimated the 110-metre ship will cost more than $80m. An OVDS spokesman confirms that the company is in the final stages of talks with Fincantieri. "But there are still some things we have to agree on," he told TradeWinds. Some 12 yards from throughout Europe and in China originally competed for the OVDS contract. The final shortlist comprised Fosen Mek of Norway, Fincantieri, Aker Finnyards and Yantai Raffles in Shandong. Fincantieri is said to have succeeded for a combination of reasons, including price, delivery and by coming closest to meeting OVDS's technical requirements. The approximately 11,000-gt vessel will have berths for 350 passengers when it sails on OVDS's Polar Explorer cruises, mainly to Greenland, but it will have capacity for 475 day passengers when it switches in the winter months to the company's Hurtigruten service along the Norwegian coast. "I won't confirm a [newbuilding] price because we are still negotiating," said the spokesman. "It is between $50m and $100m but if you ask me in two weeks' time, I can probably give you a more accurate answer." TradeWinds reported earlier this month that OVDS and compatriot ferry operator TFDS were about to start merger talks. They already co-operate on the Hurtigruten service. One of its latest activities is its so-called Voyage of Discovery cruises in Chile and Antarctica. At the end of March, the company's 464-passenger Nordnorge (built 1997) completed its third season in icy waters. During that period, the vessel, crewed by Norwegians, Filipinos and Chileans, carried around 6,800 passengers. Last spring, OVDS also launched a cruise operation in the western Norwegian fjords and Lofoten area. It wants to use the spare capacity on the company's refurbished, 500-passenger ferry Lofoten (built 1964) during the summer months.

CMB revises earnings Compagnie Maritime Belge (CMB) now says its half-year bottom line for 2005 was EUR 13.6m ($16.6m) less than it first announced. The original announcement of interim results on 28 July said the parent of Bocimar had earned an after-tax EUR 91.5m out of an operating result of EUR 93.7m on turnover of EUR 220.6m. But after a board meeting yesterday, the figures were revised to EUR 77.9m after taxes on an operating result of EUR 92.8m on turnover of EUR 227.1m. The biggest difference is a deferred taxes figure of EUR 15.1m. Deferred taxes were not included in the July report but the company said it anticipated recording a tax hit of EUR 10m. Further explanation comes next Wednesday in a more detailed half-year report. The company says 90% remaining vessel days for 2005 are covered at rewarding levels. CMB delivered the 171,000-dwt Mineral Ordaz (built 1996) to new Italian owners this week. TradeWinds has reported the sale price as $45m and CMB puts its capital gain on the sale at $26m, to be recorded in the third quarter. The figure was previously reported as EUR 26m. Bocimar now has a fleet of 12 capesizes, two panamaxes and a handymax. Ships under construction include two capesizes and six panamaxes. Outside its bulker unit, CMB has 50% shares in an FPSO and tanker newbuildings including two panamaxes and four 20,000-dwt chemical tankers. Spirit of America arrives in New York City The newly built Spirit of America reached its final destination Thursday arriving in New York. The new ferry was in the final hours of a 22-day excursion from its birthplace in Wisconsin to New York Harbor, where it will begin a long indentured servitude as the newest member of the Staten Island ferry fleet. Along the way, the ferry, named the Spirit of America, startled some Canadians on the Great Lakes who shouted, "Are you lost?'" according to Annette Hobbs, 24, one of the 15 crew members who worked and camped aboard the ferry during its voyage. But not everyone along the route, from the Great Lakes, along the St. Lawrence Seaway to Quebec, to the Atlantic Ocean, to Long Island Sound and eventually to the East River, was so helpful. One crew member, Ben Stout, 34, said that when they sailed through the Cape Cod Canal, deep in Boston Red Sox territory, several fishermen made obscene gestures and yelled an instruction about what to do with the Yankees. Closer to home, but no less rude, was the construction worker who Ms. Hobbs said mooned her from the Bronx side of the Whitestone Bridge. Though most onlookers were not as hostile, many appeared confused by the sight of a New York City ferry in their waters, said Mr. Stout, who said he had "danced with this girlfriend," meaning the ferry, since June. He and the other workers who made the trip from Wisconsin slept on air mattresses and in sleeping bags during the voyage and used the ferry's snack bar to cook hamburgers on hot plates, Richard Menkes, 59, the captain for this trip, said. A few of the deflated mattresses were rolled up and placed neatly near large suitcases yesterday, and leftover pizza slices sat in boxes alongside Dunkin' Donuts containers on the snack bar's gleaming silver counter. Gazing out a window toward Staten Island, the city's transportation commissioner, Iris Weinshall, said, "It's just such a sense of accomplishment," adding that the Transportation Department was working on plans to replace the two 20-year-old ferries still in the fleet within eight years. The new $40 million ferry is the last of three new 4,500-passenger boats replacing even older ferries. Drifting through a light drizzle that moistened the sticky air, the ferry announced its noon arrival at the St. George terminal on Staten Island with several blasts of its horn. Inside the terminal, passengers were waiting to board the American Legion, the 40-year-old ferry that the Spirit will replace. The newcomer is part of a $400 million project that includes not only the three new ferries, but also the reconstruction of the Whitehall ferry terminal in Manhattan, which was badly damaged by a fire in 1991. The ferry began its journey at the Marinette Marine Corporation's shipyard, in Marinette, Wis., on Aug. 25. Around 9 a.m. yesterday, it picked up Transportation Department officials who were aboard a launch off City Island. Before it reached the ferry, the launch had stopped at Hart Island, to drop off a Correction Department van with several prisoners who were assigned to bury bodies at the potter's field there. Even if the ferry drew some stares along its route, it remains an international icon. Whenever he tells people, even abroad, that he works for the Staten Island ferry, James Weber, 58, who has been a deckhand for more than half his life, said, "I always get a smile."

Het wordt echter geen documentaire. Tot schrik van sommige ervaren KNRM-bemanningsleden is het een soort spelprogramma, waarbij jongeren die meevaren uiteindelijk een plaatsje op een reddingsboot zouden kunnen bemachtigen. Dat opstappen hebben ze in IJmuiden echter geweigerd. Hoewel de aandacht voor het werk van de KNRM natuurlijk zeer welkom is, vindt de IJmuidense kapitein Leen Langbroek het onverantwoord om tijdens serieuze reddingsoperaties voor een commercieel spelletjesprogramma onervaren jongeren aan boord te nemen. De deelnemers zullen dus op KNRM-boten in andere plaatsen aan boord komen. ,,Uiteraard ben ik blij dat er meer aandacht komt voor ons werk, maar ik ga daar niet mijn eigen bemanning en de in problemen geraakte schepen extra mee in gevaar brengen'', aldus Langbroek. ,,Ik heb wel toegestaan om die vaste camera's aan boord te bevestigen, al ben ik daar ook sceptisch over. Het moet niet zo zijn dat mijn jongens zich straks op enige wijze belemmerd voelen in hun handelen, omdat er een camera op ze gericht staat.'' Bovendien is er vrees dat een dergelijke televisieshow toch vooral jongeren aantrekt die op sensatie uit zijn of dat deelnemers ver gaan komen in de serie omdat ze er goed uitzien op tv. Aan het einde van de televisieserie zou de winnaar eventueel zich als vrijwilliger mogen aanmonsteren op een KNRM-boot. Maar of dat gaat gebeuren, is nog maar de vraag. ,,Een van de eisen voor een bemanningslid is dat diegene binnen vijf minuten na een noodoproep op de Koos van Messel aanwezig moet zijn. Dat betekent heel simpel dat de winnaar dus sowieso hier vlakbij moet wonen of binnen enkele minuten van een ander KNRM-station", vertelt de ervaren Langbroek. Het is ook de bedoeling dat er geld wordt ingezameld voor een nieuwe reddingsboot. Daarvoor wordt in het programma nauw samengewerkt met de sponsorloterij. Het format van het programma is niet nieuw. Eerder werden er in televisieprogramma's via tv-selecties managers, advocaten en glamourverslaggevers gevolgd. Cameraploegen volgen ook al jaren de brandweer, parkeerwachters en politie tijdens hun optredens. Het verbaast Langbroek wel dat Veronica niet de moeite neemt om wat meer tijd en geld te investeren in de serie: ,,De camera's hangen er amper twee maanden en daar worden dan de programma's van samengesteld. Dat is wel erg kort. Als ze nu eerst een jaar lang alle reddingsacties hadden gefilmd, dan had je veel beter beeld van wat we allemaal doen en vooral veel meer bruikbaar materiaal. Nu gaat het misschien om slechts enkele kleine reddingsacties."

Record aantal aanmeldingen voor Europort Maritime 2005
Het gaat goed met de voorbereidingen van Europort Maritime 2005. Deze internationale vakbeurs voor de hele maritieme sector telt in november waarschijnlijk meer dan zevenhonderd nationale en internationale maritieme aanbieders. De combinatie van een tweejaarlijkse vakbeurs in Nederland, met de locatie in het hart van de industrie, maakt dat Europort Maritime voor bijna elk bedrijf extra aantrekkelijk geworden is. Op de site van de vakbeurs, www.europortmaritime.nl, worden bezoekers op de hoogte gehouden van de ontwikkelingen rondom Europort Maritime. De organisatie meldt op deze site onder meer dat is besloten om twee extra tijdelijke hallen bij te bouwen op het terrein van Ahoy; de plek waar het evenement gaat plaatsvinden. Dit vanwege de toeloop van exposanten. Daarnaast is het voor het eerst dat Ahoy vanaf drie kanten toegankelijk is voor bezoek. Hal 1 en 1a worden voornamelijk gevuld met aandrijving. Hal 2 en 3 is gereserveerd voor communicatie- en navigatie apparatuur. De hallen 1b,1c, 4 en 5 worden bezet door uiteenlopende maritieme aanbieders. Hal 6 is bestemd voor de baggerindustrie en landenpaviljoens. Registreren Via de site kunnen geïnteresseerden zich nu al gratis registreren voor een bezoekje aan de vakbeurs. Ze kunnen ook alvast een route uitstippelen want de plattegrond is ook te vinden op de site. Ook aan degenen die niet genoeg hebben aan één dagje beurs is gedacht. Speciaal voor hen heeft Ahoy een overeenkomst gesloten met hotelservice Rotterdam. Aangeraden wordt om ruim van tevoren een hotel te boeken vanwege de drukte die verwacht wordt. Tijdens Europort Maritime vindt ook het eerste Europort Maritime Forum plaats. Het onderwerp van dit forum is ‘bouwen en uitrusten van schepen in de toekomst’. Internationale reders en werven worden met elkaar in contact gebracht. Het forum vindt plaats op woensdag 2 november in het Hilton Hotel te Rotterdam. Tijdens de vakbeurs wordt tevens de Maritime Innovation Award uitgereikt door de minister van Verkeer en Waterstaat, Karla Peijs. Dit gebeurt op dinsdag 1 november.
