Onderzoeker komt om bij helikopterongeval
Een Nederlandse technicus van het Koninklijk Nederlands Instituut voor Zeeonderzoek (NIOZ) is zondag omgekomen bij een helikopterongeval op de Zuidpool. Ook de Duitse piloot kwam om het leven. De andere drie inzittenden, onder wie een andere Nederlander, raakten gewond. Hoe het ongeval kon gebeuren is maandag nog niet duidelijk. Het vond plaats tijdens een korte vlucht vanaf het Duitse onderzoeksschip naar de verderop gelegen basis. De afstand was slechts 8 kilometer. Het weer was goed, zei een woordvoerder van NIOZ maandag. DAILY COLLECTION OF MARITIME PRESS CLIPPINGS 2008 – 064 ONLY 21 out of nearly a hundred maritime schools in the Philippines deliver skilled graduates, according to one of the world’s leading international ship managers. Ivar Thomasli, managing director of the Thome Shipment Management Group of Companies (TSM), said the government and local maritime academies have to improve their training programs to address the shortage in qualified seafarers. “There are a lot of [maritime] academies in the Philippines, but only a few produce highly qualified graduates,” Thomasli said. Norway-based TSM has a pool of more than 3,000 seafarers, 2,300 of which have already been deployed to sea. The company supplies crew for more than 130 vessels, of which 110 are tankers of various types and sizes including. The firm also provides crew services for other vessel types like container, passenger, roll on-roll off, general cargo, seismic and research vessels, and tug boats. Olav Eek Thorstensen, TSM chairman, said that before putting the cadets to work, the company provides a threemonth extensive program. At present, TSM trains about 400 cadets and hires 100 Filipino seafarers a year. “After the training, close to a hundred percent would pass the stringent exams,” Thorstensen said. Thomasli said that since the Philippines is seen to remain the biggest source of seafarers in the coming years, the government and the private sector should aim for quality education and training programs. “In order to meet the strong demand for seafarers worldwide, the Philippines should make its educational training more intensive,” Thomasli said. Filipinos account for 30 percent of seafarers worldwide, or a 260,000-strong workforce every year. The country produces about 35,000 cadet graduates a year, but only 30 percent of them pass the qualifying examinations. This year, TSM will start its full crew management business. The company has four shipping vessels in the Philippines, and plans to add at least two more. “[We] are focusing [our] attention on the Philippines. Fifty shipping vessels are [manned by] Filipinos, while only two of our ships have [a] Chinese workforce,” Thorstensen said. Source : The Manila Times

Nederland gaat actie tegen walvisvaart uitzoeken
Nederland gaat uitzoeken wat er maandag precies is gebeurd tijdens de actie van de organisatie Sea Shepherd tegen de walvisvaart. Mocht blijken dat er sprake is van een strafbaar feit, dan zal Nederland vervolgstappen ondernemen en een strafrechtelijk onderzoek starten. Het is echter te vroeg om conclusies te trekken over het incident. Dat heeft de Nederlandse ambassadeur maandag tegen het Japanse ministerie van Buitenlandse Zaken gezegd. Japan riep de Nederlandse ambassadeur en zijn Australische collega op het matje na de actie. Volgens Japan raakten drie opvarenden van een Japanse walvisvaarder gewond door een bijtend zuur waarmee de milieugroep de walvisvaarder urenlang had bestookt. Sea Shepherd voert actie met het schip Steve Irwin, dat in Australië zijn thuishaven heeft en in Nederland is geregistreerd. Daardoor is Nederlandse wetgeving van toepassing. Het Japanse ministerie van Buitenlandse Zaken drong er bij de Nederlandse en de Australische ambassadeur op aan maatregelen te nemen om nieuw geweld te voorkomen. Nederland heeft daarover geen afspraken gemaakt. De ambassadeur heeft kennisgenomen van de zorgen van Japan, liet een woordvoerster van Buitenlandse Zaken weten. In tegenstelling tot de Australische regering heeft Nederland de actie nog niet openlijk veroordeeld, maar wel zijn zorgen geuit. De ambassadeur heeft laten weten dat Nederland hecht aan de vrijheid van meningsuiting en het recht op demonstratie, ,,ook op volle zee''. Maar dat dient wel altijd binnen de grenzen van het toelaatbare te gebeuren. De veiligheid van mensen en milieu staat voorop, luidde de boodschap. Sea Shephard-voorman Paul Watson noemde de actie van maandag een ,,niet-gewelddadige chemische oorlogvoering''. De gebruikte stof was volgens hem ongevaarlijk en zou feitelijk niet meer zijn geweest dan een soort verrotte boter die stank en gladheid aan dek veroorzaakte. Sea Shepherd Conservation Society is een Amerikaanse vrijwilligersorganisatie die zich wereldwijd inzet voor de bescherming van walvissen, zeehonden, dolfijnen en al het andere leven in zee.

THE International Chamber of Shipping says that little progress was made on a key factor in in current concerns over lifeboat safety the meeting of the IMO Design and Equipment Sub-Committee which met in Bonn, Germany in late February. On the agenda was the prevention of accidents from life boats, which took account of input from the ICS-led Industry Lifeboat Group. ICS notes that although the IMO meeting recognised the importance of addressing the safety of On Load release gear – a matter identified as a priority by the Industry Lifeboat Group – little progress on this issue was made at the meeting. ICS does point movement on other lifeboat-related issues saying: “Pleasingly, IMO agreed with industry arguments about the need for organisations other than manufacturers to be permitted to service lifeboats provided that they meet new recommendations concerning the authorisation of service providers. The meeting also addressed the use of immersion suits in totally enclosed lifeboats and technical issues such as the assumed weight criteria for persons in rescue and life boats.” Source : Maritime Global Net

Strong winds and driving rain battered the vessel on Friday and Saturday night, meaning the Dutchbased salvors could not continue with their work. Riverdance has been stuck on the beach since she was hit by a "freak wave" on February 1 during a journey from Warrenpoint in Northern Ireland to Heysham. Rumours last week suggested it would now be impossible to right the Riverdance and salvors would have to cut it up - but coastguard bosses insist the plan is still for the ship to sail again. Ian Jackson, duty operations manager for the Maritime and Coastguard Agency, said: "This weekend's bad weather has hampered our salvage operation and we have not managed to achieve what we wanted. "However, between March 5 and 13 there is a window of opportunity for us to right the ship as there is expected to be very high tides then. "Depending on the weather we will use this as an opportunity to continue our plans to get the Riverdance back on an even keel. "We are still very confident of getting the ship upright and see the next week as crucial to our operation." Yesterday's fine weather saw a steady stream of visitors taking time out to see the stricken ferry during low tide. Coastguard officials said today that no one has breached the 400 metre exclusion zone put in place days after the ship ran aground. Last weekend, eight people had to be stopped by officials after they attempted to board the ship. Mr Jackson added: "The Riverdance is still a popular attraction off the coast. Aging cruise queen leaves local berth City pays $200,000 to have illegally moored MV Faithful towed from West End to Rio Vista
Built in a prestigious Hamburg shipyard in 1955, the luxury cruise ship Xanadu led a remarkable life, first shuttling passengers around Germany and later cruising the waters around Alaska and the North Pacific. Fifty years later, long after its glory days, and after being renamed the MV Faithful, she was taken to the northern waterfront of Alameda. In the early morning hours of Feb. 17, two tugboats dragged the boat to a marina in the Solano County city of Rio Vista, where she will spend the remainder of her years, possibly to be reincarnated as a restaurant. That's the ongoing saga of the Faithful, which became the subject of some public interest after the City Council voted in January to have the boat towed for $200,000 by longtime boat salvager Kurt Lind. Following the council vote, three people came forward offering to save the city money by paying out of their own pocket to have the boat towed away. However, the city declined the offer. "They were just wishing and hoping," development services director Leslie Little said last week. "They don't have the wherewithal to do it." Lind complied with a Coast Guard-approved tow plan for the boat, which included outfitting the tugboats with radar. After the boat was towed, Lind sent pictures to the city proving he had been successful. The city had been working for more than 18 months to come up with a plan to get rid of the Faithful, which was illegally moored off the former Fleet Industrial Supply Center on Alameda's West End. Getting rid of the boat took on greater importance recently, with hazardous abatement in that area planned in late March for the Alameda Landing housing and commercial development. "It (the boat) has a history of being in other places," Little said, adding that it had spent time berthed at a Los Angeles port. "It got evicted there because it didn't pay rent there either. It came here from there; it has kind of a bad reputation." Among maritime enthusiasts, however, the ship, which has an occupancy of 186 people, has a loyal following for her "yacht-like external beauty as well as her rather chic interior decor," according to the maritime history Web site http://www.maritimematters.com/xanadu1.html. The proprietor of the Web site, maritime historian Peter Knego, said the 293-foot long ship was fitted with cabins and a swimming pool in the 1960s and was one of the first successful Greek cruise ships. Originally named the Wappen Von Hamburg when built in 1955, she officially took the name Xandau in 1972, when bought by Xanadu Cruises. Knego said that for a time she was one of the top cruise ships in the world. "She had a real exclusive air about her, she was very yacht-like," he said. "It was very prestigious to sail in the ship when it was called Xanadu." Due in part to the fuel crises, the 1970s were tough economically on cruise ships and by the early 1980s, the Xanadu was berthed at a Los Angeles port, where she would remain for most of the remainder of her days. She eventually was renamed the Faithful with the hopes of being turned into a Christian medical ship. Those plans, as well as several others, never came to fruition. Years later, it was renamed again as Xanadu 2. On May 10, 2004, the Web site notes: "Reports of the vessel's sale were unfounded. The Xanadu 2/Faithful remains for sale in Los Angeles ... Despite ambitious plans and good intentions, she has been the victim of no less than three unrealized enterprises and is once again on the block." The site further notes that the ship was expected to arrive in Alameda by Sept. 23, 2005 for rebuilding into a luxury yacht. Now that Lind has taken the vessel, city attorney Highsmith said she didn't know what was going to happen to it. However, she said Lind had suggested that he would attempt to turn it into a floating restaurant. "Whether he plans to do that, refurbish it or give it to someone else ... I just don't know now," she said. While readying the ship for removal several weeks ago with a two-man crew, Lind declined to comment, and deferred questions to the city. That would be the end of the tale, but city attorney Highsmith added a footnote: She said the city is attempting to settle with the ship's owner Al Boraq Aviation -- according to the city -- for the costs of having the Faithful towed from the Island. "They assert they own the boat, they've said so in writing, they've said so orally," she said. "We've told their attorneys, 'That's good to know, because we do intend to recover the public's money.'" "Sea transport is the best way of preserving the environment," the statement said, underlining that it was the least polluting form of transportation. It said moves to include shipping companies -- which have so far escaped emission-cutting regulations -- would "lead to a fall in maritime trade ... and raise the price of goods and services." About 90 percent of of world trade by volume moves on sea, according to estimates. A soon-to-be published UN study reproduced in the British press says the annual carbon dioxide emissions from shipping total 1.12 billion tonnes per year, or 4.5 percent of the world's total.

Tegen 2015 zullen er zelfs 13.000 vacatures open staan. De haven werkt! Onder dat motto organiseert Vlaams minister-president Kris Peeters (CD&V) op 10 april een "Vierkante Tafel" over knelpuntberoepen in de havens. Op dit ogenblik is het al moeilijk om vacatures in te vullen, en dat wordt de komende jaren nog veel erger. Minister Peeters wil daar op inspelen. Hij stelt vast dat het vandaag al lastig is om havenmensen te vinden voor logistiek en transport. Het gaat onder meer om magazijnarbeiders, kraanmannen, vrachtwagenbestuurders, bedieners van heftrucks en matrozen voor de binnenvaart. Bron: WTV-Focus
Maasgeul wordt tweebaansweg Ministerie van Verkeer en Waterstaat gaat de Maasgeul verbreden. Daardoor kunnen schepen die verplicht zijn door de geul te varen elkaar in de nabije toekomst overal in de geul passeren. Dat kon tot nu toe niet. De Maasgeul is het toegangskanaal in de Noordzee naar de monding van de Nieuwe Waterweg direct voor de kust met een lengte van 10 kilometer, een gegarandeerde diepte van 24,30 meter (NAP) en een breedte van 600 meter. Jaap Lems - de (rijks)havenmeester van Rotterdam - heeft verzocht om de verbreding omdat hij in de nabije toekomst een grote toename verwacht van containerschepen met een diepgang van meer dan 14,3 meter. Dit soort vaartuigen zijn verplicht om gebruik te maken van de Maasgeul. De verbreding past in het streven van het Havenbedrijf om de vlotheid van de scheepvaartverkeersafwikkeling op peil te kunnen houden. In de haven arriveren jaarlijks circa 35.000 zeeschepen. Een bredere Maasgeul behoort tot een reeks maatregelen om het scheepvaartverkeer in het buitengaatse aanloopgebied (het zogenoemde buitengaatse verkeersscheidingsstelsel Rotterdam-Rijnmond) veiliger te maken. Zo komt er een verkeersrotonde voor de scheepvaart, circa 15 kilometer voor de Waterwegmonding. Hier zullen de ‘hoofdverkeersbanen’ vanuit de verschillende aanvaarroutes naadloos op aansluiten. Ook de ankergebieden worden vergroot en logischer worden aangelegd. Met de maatregelen speelt het Havenbedrijf in op de toegenomen drukte op de Noordzee en de aanleg van de Maasvlakte 2. Havenbedrijf Rotterdam voert nieuw stormbeleid
Het Havenbedrijf Rotterdam treft nieuwe veiligheidsmaatregelen bij zware storm. Het Havenbedrijf is daartoe genoodzaakt omdat het weer steeds extremer lijkt te worden. ,,We hebben vooral last van de windstoten, die heviger zijn en langer duren'', aldus de Rotterdamse havenmeester Jaap Lems dinsdag bij de presentatie van de nautische jaarcijfers van 2007. De havenmeester kijkt terug op een druk maar veilig jaar. ,,Ik heb het jaar ervaren als mooi weer met hier en daar wat wolkenvelden.'' Een van die wolkenvelden was de aanvaring met de CMA CGM Claudel met een steiger van de Maasvlakte Olie Terminal tijdens de storm op 18 januari 2007. Het Havenbedrijf is 44 dagen 24 uur per dag bezig geweest met de schoonmaakwerkzaamheden. ,Om zulke ongelukken te voorkomen of de kans erop te verkleinen, scherpen we het weersomstandighedenbeleid aan.'' De havenmeester ziet het bij storm te vaak ,,maar net niet uit de klauwen lopen.'' Ook de krappe capaciteit van de sleepboten, de toename van het aantal schepen met een groter windvangend oppervlakte en de afname van scheepsbemanning zorgen voor een aanpassing van procedures voor het afmeren. Voortaan worden de locaties waar schepen een verhoogd risico lopen bij een stormwaarschuwing extra gecontroleerd. Deze stalen trossen moeten buitenboord hangen zodat sleepboten altijd kunnen vastmaken. ,,Deze laatste maatregel is een direct gevolg van de aanvaring van de CMA CGM Claudel. De bemanning was zo druk met het schip dat de sleeplijnen waren vergeten en de sleepboten dus niets konden beginnen.'' Ondanks de veranderende weersomstandigheden en de toename van het aantal scheepsbewegingen met 4470 naar 91.839 is het wel veilig gebleven in de haven. Het aantal ongevallen daalde van 117 naar 103. Behalve de aanvaring met het containerschip CMA CGM Claudel bleven de andere 102 ongevallen zonder grote gevolgen.

EU nations agree on action against shipping emissions EU environment ministers agreed Monday that European action is needed to tackle toxic shipping emissions as international maritime authorities had failed to do enough, a spokeswoman said. "There was unanimous understanding that the IMO (International Maritime Organisation) wasn't doing enough," said European Commission spokeswoman on the environment, Barbara Helfferich after the meeting in Brussels. There was general support for a Dutch plan to ask the European Commission, the EU's executive arm, to come up with proposals by the end of the year on how to tackle the problem of NOX (nitrogen oxides) and sulphur dioxide emissions from vessels, she said. Shipping emissions are not included in a new set of climate-change battling and energy saving proposals put forward by the European Commission in January, covering everything from emissions trading to CO2 from cars. Shipping emissions amount to around five percent of the global total and that ratio will only rise if solutions are sought in other sectors but not on the high seas, said Helfferich. March 3rd the local South African press was treated to several displays of seamanship co-operation between these two naval powers, which included, a simultaneous R.A.S. with SAS AMATOLA on the port side of the German Combat Support Ship A 1411 BERLIN and the German Frigate F 220 HAMBURG off the starboard side. The expertise and skills demonstrated during this exercise, certainly highlights the quality training that our naval personal are being given. The Captain of the SAS Amatola, Cmdr Girsa, his Officers and crew certainly showed that. This highly dangerous maneuvers was carried out to perfection.
Also a demonstration was given of a typical air strike by Tornados, of the German Luftwaffe, and Cheetah aircraft, from the SA Air Force, with these aircraft coming in very fast and a mere 50m above the ocean.

Navsea shopping for HSV for Oman
The Naval Sea Systems Command has posted a presolicitation notice for procurement of a hydrographic survey vessel (HSV) for Oman under a Foreign Military Sales Agreement. Planned date for the RFP to be released is on or about March 21, 2008. The RFP will include a vessel design package for an HSV 96 feet in length, with a beam of 40 feet 4 inches, a draft full load of 6 feet 2 inches, a light ship displacement of approximately 150 long tons, a full load displacement of approximately 225 long tons, made of marine grade aluminum, that will be delivered in approximately ten months. The pre-solicitation notice says the U.S. Government will provide the offeror with the vessel design. This design is based on the existing University of Miami R/V Walton Smith catamaran that was constructed to ABS loadline and 46CFR Subchapter "T" requirements for a vessel under 100 gross tonnage. According to the University of Miami, the R/V Walton Smith was designed to the school's specifications, was built in 1999 at Eastern Shipbuilding, Panama City, Fla. and was placed in service in February, 2000. Cutter Delay is Latest Evidence of Systemic Problems with Coast Guard Ships
The formal acceptance of the new U.S. Coast Guard National Security Cutter Bertholf, slated for last week, was supposed to be good news for the nation's troubled fifth military service. Instead, the 5,000-ton ship -- the largest and potentially most powerful vessel in Coast Guard history -- has become another chapter in the mounting scandal surrounding the service's $25-billion Deepwater modernization program. Deepwater, launched in 2002, aims to build new ships and airplanes and connect them all with a secure, electronic command-and-control network using common components. In recent years, the 50,000-strong Coast Guard has been buffeted by a rapidly aging fleet of boats and ships, steadily expanding responsibilities -- both at home conducting law enforcement and safety patrols, and overseas as a junior partner of the U.S. Navy in anti-piracy patrols -- and a string of problems related to Lockheed Martin's and Northrop Grumman's work on Deepwater. The first major Deepwater items, a group of eight updated 123-foot patrol boats worth $100 million combined, were prematurely retired last year after their hulls buckled. During the furor over the hull problems, several industry and Coast Guard whistleblowers came forward alleging that Deepwater's "system of systems" plan was fundamentally flawed, with bad design processes, poor oversight and a leaky command and control network that would allow snoopers to overhear secret military communications. In response, Coast Guard Commandant Adm. Thad Allen promised to hire more acquisitions experts to oversee the program. DAILY COLLECTION OF MARITIME PRESS CLIPPINGS 2008 – 064 But last week at the Bertholf's scheduled acceptance, the Coast Guard declined to sign the "DD250" forms that accompany any handover of major defense items from the manufacturer. The refusal to sign is apparently related to the discovery that Bertholf's electronics are, as predicted by critics, vulnerable to leaks. This was a problem originally identified on the 123-foot boats by Lockheed whistleblower Mike DeKort and initially denied by the Coast Guard, then later acknowledged in the course of congressional and internal investigations. Now it appears that the network vulnerabilities, and by extension many of Deepwater's most vexing problems, are rooted in a single illegal act by a Coast Guard official. Ron Porter, a civilian Coast Guard employee, four years ago issued waivers to paper over known network problems with the 123-foot boats, according to Senate testimony by Jim Atkinson, a senior engineer with Massachusetts-based consulting firm Granite Island Group. Atkinson is one of the handful of engineers trained to inspect electronics equipment for compliance with the National Security Agency's "Tempest" emissions standards. Tempest ensures that enemy snoopers can't tap into U.S. communications. The Navy typically inspects new Coast Guard vessels for Tempest compliance before the shipbuilder hands them over for active service. At the time of the first 123-foot boat's inspection, Porter was the acting Certified Tempest Technical Authority. Porter "was not instead a true CTTA and had not yet completed all of the steps required to become an NSA-recognized CTTA, and thus could not certify the ships," Atkinson wrote in the notes for his April 2007 Senate testimony. "He waived -- accepted -- systems with critical security failures that were pointed out by the Navy," DeKort said of Porter. "Since this is a system of systems design, that meant the NSC had to use common designs, systems and equipment as the 123s. The 123s set the pattern." "Under the doctrine of 'systems of systems,' the flaws in the designs of the 123s were copied into the [cutter Bertholf]," Atkinson likewise told World Politics Review. "As the Coast Guard accepted the flaws in the 123s, the contractor feels that they do not have to resolve the problem that the Coast Guard has already accepted and certified." "The problem starts so far above Porter's grade," Atkinson continued, "and goes back to the early days of the Coast Guard pushing the contractors to build the ships as quickly and as cheaply as possible, with minimal oversight. Porter could have stopped it, but he lacked the experience and the intestinal fortitude to do the right thing, which would have required that he stand up the commandant and tell him the ships were flawed." Ten days after Atkinson's Senate testimony, the Coast Guard rushed Porter into the training program for Tempest inspectors. But by then the damage was done, and it was apparently politically more palatable to obfuscate on Deepwater's systemic flaws than to correct them. "Smoke, mirrors, and misdirection," was how Atkinson characterized the Coast Guard's actions in his testimony. DeKort is blunter. He calls denial of the Tempest problems a "cover up." The Coast Guard, for its part, acknowledges that Bertholf's acceptance has been delayed due to some minor "discrepancies" related to "information assurance" (IA) discovered during recent inspections. But the service insists that the cutter's design is fundamentally sound. "We had lessons learned with the 123s," spokeswoman Laura Williams said. "What we're doing with the NSCs is applying those lessons by doing early testing . . . IA testing we did very early on. The reason we did this is to make sure we reduce the possibility that we're going to have a bunch of waivers." Williams said the Navy will return to do a three-week inspection on Bertholf before its rescheduled acceptance in April. She added that she is not familiar with Ron Porter. Canadian submarine forced to get fans fixed in Florida
Canada’s lone operating submarine is back in the water after getting some repairs in Florida. HMCS Corner Brook had a problem with its battery ventilation fans, navy spokeswoman Lt.-Cmdr. Marie-Claude Gagne said Monday. She said the repairs were done during a scheduled stop in Mayport, Fla. The submarine docked Feb. 22 and was there for 10 days, she said. Lt.-Cmdr. Gagne said officials normally say very little about submarine operations. In fact, a submariner told The Chronicle Herald that Corner Brook’s crew signed a declaration of secrecy prior to leaving in early February for three months at sea. Corner Brook is one of four Victoria-class submarines Canada bought from Britain in the late 1990s. Canada has had trouble with them ever since, including a fatal fire aboard HMCS Chicoutimi in October 2004. The fire damage is not slated to be repaired until 2010, and Chicoutimi is being used for spare parts. Scheepsbouw groeit als kool
De Nederlandse scheeps-bouw leek in 1984 ten dode opgeschreven, maar de or-derportefeuilles zitten vol. Met een parlementaire enquête naar de ondergang van scheepswerf Rijn-Schelde-Verolme (RSV) droeg Nederland in 1983 en 1984 publiekelijk een groots verleden ten grave.De branche die de Republiek der Nederlanden roem en glorie bracht tijdens de Gouden Eeuw en dat in de jaren vijftig van de vorige eeuw - onder meer door de mammoettankers van Cornelis Verolme - nog eens dunnetjes over deed, was voorgoed ten dode opgeschreven. Zo leek het althans, want een kwart eeuw later groeit de bedrijfstak als kool en spreekt de Nederlandse scheepsbouw weer een woordje mee in de wereld. Nederland heeft ongeveer honderd werven, die zich geen zorgen hoeven te maken over de nabije toekomst. De komende jaren zit de orderportefeuille tjokvol, laat een woordvoerder van de brancheorganisatie Scheepsbouw Nederland weten. Niet met opdrachten voor de bouw van grote zeeschepen (zoals vroeger), maar als maker van technisch complexe vaartuigen. In absolute getallen betekent dat dat Nederland 14,1 procent van de Europese markt in handen heeft en mondiaal 2,3 procent. Als producent van baggerschepen en luxe jachten behoren de Nederlandse werven tot de marktleiders. Terug naar 1984 toen de vaderlandse scheepsbouw aan de schandpaal werd genageld, terwijl er eigenlijk sprake was van een economische verschuiving in de mondiale scheepsbouw. Een traject dat werd blootgelegd in de parlementaire enquête, waarbij de hoofdrol was weggelegd voor drie doorvragende politici: Kees van Dijk (CDA), Marcel van Dam (PvdA) en Theo Joekes (VVD). Hun vlijmscherpe verhoren met ministers en scheepsbouwers leverden spannende tv op. Daaruit bleek dat de politiek decennia lang amechtig had geprobeerd met overheidsgeld een bedrijfstak in stand te houden. 2,2 miljard euro was zo naar RSV gestroomd om de werkgelegenheid van duizenden te behouden en de eer van het land te redden. Vergeefs. Begin 1983 was RSV failliet verklaard. Na de bevindingen van Van Dijk en de zijnen werd de overheidssteun aan de scheepsbouw gestopt en gingen tal van werven bankroet. Het was met name de politiek die had geblunderd omdat de Nederlandse scheepsbouw al sinds eind jaren zestig een kansloze concurrentiestrijd voerde met Zuid-Korea en Japan. Die landen produceerden dankzij lagere lonen en forse overheidssubsidies veel goedkoper grote zeeschepen en samen met China - hebben deze Aziatische landen anno 2008 nog altijd het overgrote deel van de wereldmarkt in handen. Nederland timmert onderhand als innovatief bouwer van technisch geavanceerde schepen aan de weg en klimt sinds 2003 uit het dal. Daarbij is de stap gemaakt van de massaproductie van de mammoettankers naar het maatwerk van complexere vaartuigen, variërend van baggerschepen tot megajachten voor de nieuwe rijken. Dit soort schepen (een jacht van veertig meter lengte met technische snufjes kost zo'n veertig miljoen euro) zijn relatief veel duurder dan de simpel aan elkaar gelaste mammoettankers met een lengte van 350 meter. Op een jacht is dus veel meer winst te maken. Damen Shipyards in Gorinchem, een van Nederlands succesvolste werven en gespecialiseerd in sleepboten (maar ook in schepen voor de kustwacht en handelsschepen), is daarop een uitzondering. De werf maakt in massaproductie kleinere zeeschepen. Het is niet alleen aan de inventiviteit van de Nederlandse scheepsbouwers te danken dat de orderportefeuilles van de werven vol zijn. Het economische tij zit ook mee, legde Bert Sikken in december 2006 uit in een artikel na namens de Rabobank de branche te hebben onderzocht: 'Door de opkomst van China en India groeit de wereldhandel en is er een sterke stijging van transport. Door congestie op de wegen neemt het vervoer over water bovendien extra toe en dit is positief voor de bouwers van binnenvaartschepen en kustvaarders'. Met name de werven in Friesland en Groningen - die casco's van kustvaarders afbouwen maar ook zelf helemaal fabriceren - profiteren. Een kustvaarder kan de lading vervoeren van ongeveer driehonderd vrachtwagens en staat dus te boek als milieuvriendelijk. Fugro neemt Russische branchegenoot over
Bodemonderzoeker Fugro koopt een belang van 60 procent in de Russische branchegenoot EMMET. Het bedrijf uit Leidschendam betaalt hiervoor 10 miljoen euro. Dat heeft Fugro dinsdag bekendgemaakt. EMMET heeft kantoren in St. Petersburg en Moskou. Het bedrijf ontwikkelt technologie en levert diensten voor elektromagnetisch onderzoek op zee voor het zoeken naar olie. Fugro versterkt met de overname de eigen onderzoeksactiviteiten op het gebied van aardlagen door middel van niet-seismische methoden op zee.
Mogelijk neemt Fugro EMMET in de toekomst in het geheel over. Daarvoor heeft het ingenieursbureau een exclusieve optie gekregen. Fugro profiteert van een onverminderde vraag naar diensten in de olie- en gasindustrie, de mijnbouw en de infrastructuur. Het bedrijf verwacht over het hele jaar 2007 een omzet van rond de 1,8 miljard euro, een stijging van bijna 25 procent vergeleken met een jaar eerder.

Barely three years ago, FRIGO Coldstore Logistics built a completely new cold store and office block with 10,000 sqm of storage capacity and in the first stage 15,000 pallet space in two temperature zones. Till now, 13,000 pallet spaces could be used in the temperature range from –22 to –28 degrees, while the remaining 2,000 were kept at a temperature of 0 degree. The 14 February 2008 saw the opening of the second building stage with further 5,000 sqm of storage space and 8,000 pallet space. The plant has been built in excellent location directly on the motorway A7 and in the centre of the container terminals during one year only. 18 gates for trucks guarantee a quick receipt and trouble-free dispatch of goods. Because the number of daily container loads had been rising discontinuously during the past three years it became necessary to extend the building. The first building stage, which had been opened only in 2005, had nearly reached capacity limit. On the average the terminal handles 40 containers and/or up to 50 trucks per day. Whether lamb from New Zealand, steaks from Argentina or pangasius fish filet from Vietnam – the 40 employees handle all refrigerated goods carefully and store them in the right temperature. The entire plant now offers a storage capacity of around 14,000 tons of refrigerated goods. Among other things this comprises a temperature-controlled loading zone as part of an optimised cool chain and the use of state-of-the-art material lock systems, which minimise the rise of temperature during the loading and unloading of the products. A hybrid condenser installed in the refrigeration system permits the saving of approximately 15,000 cbm of water per year. The computer-controlled shelf storage system makes a significant contribution towards optimum usage of space and a state-of-the-art, energy-saving refrigeration system with 4 rotary screw compressors guarantees the right temperature. He celebrated the successful start of the second building stage of the FRIGO Coldstore Logistics Zentrum at Altenwerder, Kirchtal 4, with customers and business partners. Among the numerous guests were also members of the family and the parson of the church of Altenwerder, which is situated immediately adjacent to the terminal and is the last remaining building of the village Altenwerder. During recent years the Port of Hamburg has become the most important hub for refrigerated cargo. In 2007 alone, around 540,000 refrigerated containers (TEU) were loaded or discharged at the container terminals of the port. This means that approximately 5.5 million tonnes of refrigerated cargo were exported or imported in containers via Hamburg. With approximately 1.6 million tonnes and an annual growth around the 15 per-cent frozen or fresh meat is the most important product category, followed by bananas and fruit with a total quantity of around 1.5 million tonnes. The handling of frozen fish ranks at place three. Both product categories have developed positively during the past years and achieved a clear growth.
StealthGas expands LPG fleet
Athens-based LPG specialist StealthGas Inc. has announced a $204 million, ten ship fleet expansion.
StealthGas has ordered five new fully pressurized (FP') handy size LPG carriers from a shipyard in Japan, three of 5,000 cu.m capacity and two of 7,500 cu.m. Deliveries of the 5,000 cu.m vessels are expected at the end of September and November 2010 and the end of March 2011. Deliveries of the 7,500 cu.m vessels are expected at the end of July and December 2011. The company has also agreed to acquire from an affiliate four new FP' handy size LPG carriers. These are the 5,000 cu.m Gas Defiance and Gas Shuriken, and two as yet unnamed 3,500 cu.m vessels. All are currently under construction in Japan. The Gas Defiance is expected to be delivered by the end of July 2008, when she will start a one-year time charter to a major international gas trader. The Gas Shuriken is expected at the end of October 2008 and will start a two year time charter to the same charterer. The 3,500 cu.m vessels are expected to be delivered at the end of April and June 2009, respectively. StealthGas has also entered into an agreement with an affiliate to acquire the Gas Natalie, a 3,213 cu.m, 1997 Japanese-built, FP LPG carrier to be delivered by the end of September 2008. She is deployed on a bareboat charter to a major international LPG operator that runs until September 2011. The charterer has an option in September 2009 and 2010 to cancel the existing charter on payment of a cancellation fee in the amount of $336,000 if exercised in 2009 or $180,000 if exercised in 2010. The aggregate charter rate for the Gas Defiance, the Gas Shuriken and the Gas Natalie is $667,500 per calendar month. StealthGas reports that it has completed the previously announced purchases of two new resale 47,000 deadweight M.R. type product carriers. The Navig8 Fidelity was delivered on January 9, 2008 and the Navig8 Faith was delivered on February 27, 2008. Both, as previously announced, are employed on seven-year bareboat charters. The company also announced that it has completed two of the three previously announced agreed upon sales of Handy Size LPG carriers. The Gas Oracle was delivered to her new owners on January 28, 2008, the Gas Nemesis was delivered to her new owners on January 29, 2008 and the Gas Renovatio is expected to be delivered to her new owners on or around March 10, 2008. "Therefore," said Vafias, "to continue increasing our presence in the handy size LPG carrier sector we have for the first time since we went public in October 2005 taken the decision to order five modern state of the art fully pressurized vessels from a shipyard in Japan." Vafias said that with the acquisitions announced today, plus a vessel being delivered this month, "we will, as a minimum, increase the company's LPG fleet on a net basis to 39 ships by the end of 2008. Additionally, we now have two new Product Carriers delivered to us that are deployed on long-term bareboat charters." "We believe these acquisitions of more modern and efficient tonnage is the beginning of the second phase of expansion for StealthGas Inc., following the very rapid initial phase that ran from the IPO in October 2005 until the end of 2007. All of the vessels to be delivered in 2008 have employment fixed upon them from the day they are delivered to us so they will further contribute to the company's growth in profitability during 2008 and beyond, while at the same time enhancing our secure and transparent earnings profile," Vafias said. EVERGREEN'S NEW FEEDER SERVICE
GIANT Taiwan-based carrier Evergreen Line has launched its new regional service to cover Italian Tyrrhenian Ports, Tunis and Libya, via its Mediterranean hub port of Taranto. With this new service, the company says, Evergreen is able to add these ports to its direct global coverage. Aries Maritime Announces Sale of the Arius
Aries Maritime Transport Limited announced it has reached an agreement to sell the Arius, a 1986-built double-hull products tanker, to an unrelated third party for a net price of $21.825 million. The Company expects to realize a book profit of approximately $10.7 million upon delivery of the vessel, which is expected in the second quarter of 2008.
Boluda gets ready to battle In a major reshuffle, leading Spanish owner Boluda Group has established a subsidiary company that brings the Boluda Group’s liners, NaviCeuta, Naviera Fos, Naviera Pinillos, Nenufar and Ocean Express under the management umbrella of a single business company. “Through Boluda Lines, the company can offer an integral service to clients and especially on lines to and from the Canary Islands,” the Boluda Group said in a statement. Jesús Fernández has been appointed commercial director of the newly created Boluda Lines. Alfonso Serrat has been made cabotage director of the company and Fernando Caracciolo has been appointed as director of international lines. The creation of Boluda Lines follows the appointment of Alicia Martin as managing director. Martin was the formerly commercial director of the Boluda Group’s shipyard Union Naval de Valencia. The restructure of the Boluda Group comes amid persistent speculation over the sale of Trasmediterranea, a rival operator owned by Spanish construction and logistics group Acciona. Russia seeks new glory in fisheries

Finland's Stella Company Group intends to start transporting passengers between Estonia and Finland in May this year. Seatruck orders four new generation freight ro-ros
In a new phase of its major fleet expansion, freight-only specialist Seatruck Ferries has placed an order for four new generation ro-ro vessels with the leading German shipbuilder FSG (Flensburger Schiffbau Gesellschaft). These advanced vessels have a groundbreaking four-deck configuration. The design provides 151 trailer spaces in a length (o/a) of just 142m. The new ships will be fast, with a service speed of 21 kts. The versatile new vessels are programmed for delivery during the November 2011 – June 2012 period. With a design draft of just 5.2m, they will offer extreme operational flexibility. Decisions on how to deploy the new ships have yet to be taken. Options include Seatruck's existing Irish Sea routes, linking Warrenpoint-Heysham and Dublin-Liverpool. This innovative design provides for the four decks to be connected by fixed ramps, with a single stern door. The newbuildings will be powered by two 8,000 kW main engines. They will have two 1,000 kW bow thrusters and high lift rudders will enhance maneuverability in confined areas.

This new order doubles the newbuilding programme to eight ships. During 2008 we will take delivery of the first four 120 unit vessels, all from the Spanish builder Astilleros de Huelva. The first, Clipper Point, joins the fleet this month. Clipper Pennant, Clipper Pace and Clipper Panorama will follow during the course of the year." They are leaders in the construction of freight ro-ros and have a well-earned reputation for delivering on time. We have no doubt that these ships will further enhance both our own services and this yard's reputation for quality. "The decision to place this order now reflects, in part, the shortage of freight ro-ro tonnage in this size class. Freight ro-ro newbuildings are entering service mainly in the larger sizes which are more suited to longer sea crossings. Clearly, we will pursue all appropriate market opportunities afforded by an expanded, young and versatile fleet." Over the past six months Seatruck also added four secondhand vessels to its growing fleet. These are the 121m, 65 unit capacity sisterships Arrow, Triumph, Shield and Challenge. Last September, Seatruck acquired the DublinLiverpool route formerly operated by Celtic Link.
COASTAL WORKER LANDED FIBER OPTIC CABLE
"Last Saturday on the first of March, while the remainder of Europe was seeking shelter for the gale force wind conditions, the Coastal Worker successfully landed a fiber optic cable at Blackpool Beach near Dartmouth UK. This shore approach is the first 1400 meter of a fiber optic cable named BT-Liberty, owned by Jersey Telecom, to be installed between the UK and Guernsey. CSAV back in the black Chile's Compania Sudamericana de Vapores (CSAV) has jumped back into the black, reporting $117M profits in 2007 after losses of $58M the year before. Consolidated income rose to $4,250M or 7.54% more ($291M) than in 2006. The increase is mostly due to better freight prices and larger income from SAAM (its ports, logistics and tug subsidiary), said a company statement. Services from US West Coast to Asia, Europe and the US have increased cargo and freight prices compared to 2006. The liner reported profits of $54M compared to losses of $232M the year before. CSAV has called an extraordinary shareholder meeting for April 25 to consider an increase of capital of around $200M or any amount decided by the board of directors. The biggest contract ever for Jotun
The new year has brought good news to JCMC (Jotun COSCO Marine Coatings). On January 2, 2008 JCMC signed a paint contract for 80 vessels to be built at Dayang Shipyard. This is not only the first NB contract Jotun China secured in 2008, but also the biggest contract ever in the history of Jotun. The total contract value is around USD 50 million, and includes a total volume of 10 million liters of paint to be supplied for: 75 x 58,000 DWT bulk carriers and 5 x 16,500 cubic meter LPG tankers Dayang Shipyard is a middle size shipyard along the Yangtze River. After years of hard work with the yard people of all levels, Jotun has now got a market share of almost 90 per cent in this young and promising shipyard. The process towards winning this contract started almost one year ago through several meetings with representatives from both the yard and the involved owners, both in China and abroad. JCMC would not have been able to secure this huge project without the most effective assistance from the Jotun offices in the owner countries; Jotun Greece, Jotun USA and Jotun France. Novorossiysk Sea Port buys into container terminal Novorossiysk Commercial Sea Port (NCSP) majority shareholders affiliated with Russian businessman Alexander Ponomarenko are poised to acquire a 50-percent stake in a container terminal that is currently under construction near St. Petersburg, the RBC Daily newspaper reported today. Until now, the project worth EUR 300m fully belonged to one of the world's largest container operators MSC. Meanwhile, the shareholders of Russia's largest commercial sea port operator decided to increase the terminal's projected annual capacity from 2.5m tonnes to 8m tonnes. NCSP's participation in the project is likely to give it a boost, experts say. Source : RBC
PSA cautious after record volumes
Port operator PSA International is cautious about growth in 2008 after posting a strong set of financial results for 2007. “The growing severity of the sub-prime credit crisis and the high price of oil continue to bring about greater uncertainty,” group CEO Eddie The has observed. “Therefore as we tread into 2008, caution is our watchword.” Riding on strong volumes and gains from disposal of its offshore marine business and European car carrier terminals business, net profit rose nearly 60% to S$1.9bn ($1.3bn) with divestment gains accounting for as much as 41%. Turnover increased 11% to S$4bn. Container volumes surged 15% to 58.9M teu with Singapore Terminals, which handles mainly transhipment, accounting for 27M teu – an increase of 13%.
