DAILY COLLECTION OF MARITIME PRESS CLIPPINGS 2006 – 240 The crew of the U. S. Coast Guard Cutter Steadfast boarded and seized a semi-submersible craft carrying an estimated 3.5 tons of cocaine approximately 90 miles southwest of Costa Rica late last week. The vessel's crew of four -- two Colombians, one Guatemalan, and one Sri Lankan -- were taken into custody and will face prosecution in the U. S. The vessel was towed into port by the Costa Rican Coast Guard and will be also be brought to the U. S. as evidence. Steadfast is a 210-foot cutter home ported in Warrenton, Ore. The ship's patrol is part of ongoing U. S. efforts, in partnership with nations in the region, to stem the flow of drugs moved by sea in the Eastern Pacific. U. S. agencies involved include the U. S. Coast Guard, U. S. Navy, DEA, FBI, Dept. of Defense, and Dept. of Homeland Security. The U. S. Coast Guard 11th District headquartered in Alameda, Calif., which assumes tactical command of U. S. patrol vessels involved in law enforcement operations in the region, estimates some 90 tons of waterborne cocaine shipments have been seized in the Eastern Pacific in the past 12 months.
ALERT ON BRAE ALPHA PLATFORM
Aberdeen Coastguard requested four search and rescue helicopters to scramble last Monday evening (20 Nov) in response to an alert on the Brae Alpha Platform. The Coastguard was called by the platform, which is 155 miles north east of Aberdeen, Scotland at 7.20pm to report that following gas detection from two separate modules, a full muster was underway. The Coastguard helicopter Oscar Charlie from Sumburgh, the RAF Rescue helicopter 137 from Lossiemouth and two Jigsaw helicopters from Aberdeen and Sumburgh were scrambled.
David Robertson, Aberdeen Coastguard Watch Manager sais at the time: "We have been liaising with Marathon Oil throughout this evening to ensure that all safeguards have been taken to ensure the safety of all crew onboard the platform. It has now been confirmed that all gas detectors register normal and all helicopters have therefore been stood down."
CREW THROWN OFF SHIP AT GUNPOINT THE crew of a Bahamas-flag reefer ship has been ordered off at gunpoint, according to the International Transport Workers’ Federation (ITF). The ITF says that last Sunday armed guards ejected the Ecuadorian crew – who were told to get off or be shot – of the Bahamas-flag Celtic Sea when it was in Guayaquil, Ecuador. ITF adds that the crew were told that the same fate is planned for the seafarers on the three other Ecuadorian manned ships currently at sea and owned by Transmabo, which is owned by Alvaro Noboa, one of the two presidential contenders in Sunday’s Ecuadorian general election. Transmabo is a major player in the Banana business and Mr Noboa has a reputation as a hard man. The motive for the action against the crew appears to be a matter for speculation although several of Transmabo’s ships have switched from Ecuadorian to Filipino crews in recent years. The ITF says in a statement: “Although owned by Noboa, Transmabo’s ships are managed by a Belgian company, TVM, which has for years negotiated with the Belgian trade union BTB to protect crews with core standards laid out by ITF agreements. TVM has till now been a satisfactory employer and the ITF is currently holding urgent negotiations with it to try and reverse the current disastrous tactics chosen by Alvaro Noboa. A face to face meeting with the company will take place on Thursday morning in Antwerp.” ITF General Secretary David Cockroft says: “We are negotiating with that company to put an end to this show of force and hope that it will be able to influence Noboa, who is showing his usual disregard for public opinion – including that PSi-Daily Shipping News

REEFER ATTACKED BY ROBBERS
Ten robbers armed with knives boarded a refrigerated ship at anchor at Tema Outer Roads, Ghana, just after midnight on last Monday morning (20 Nov). In its weekly piracy report the International Maritime Bureau (IMB) says that the gang overpowered a crew member and assaulted him. However, he managed to raise the alarm and alerted other crew. the robber jumped overboard and escaped in a small boat with stolen items. There were also cases of robbery and attempted robbery reported from Dar es Salaam, Tanzania, Kutubdia Roads, Bangladesh, and Luanda Anchorage, Angola.

Navy helicopters rescue 3 fishermen off Saipan waters

ABEL TASMAN VIERDE 150 JARIG BESTAAN

Ferries between Finland and Estonia pollute more than those to Sweden
Passenger ferries sailing between Finland and Sweden use less-polluting fuel compared with the vessels owned by the same companies trafficking between Finland and Estonia. When sailing through Swedish territorial waters, it is more economical to use fuel oil with lower sulphur emissions. This is because the Swedish government encourages the use of environmentally-friendlier fuels through subsidies. The land-based shipping company Ecker Line, uses fuel with a 1.5 per cent sulphur content, which is permissible in the Baltic Sea, when trafficking between Helsinki and Tallinn. The vessels owned by the same company sailing between the land Islands and Sweden, however, use fuel with a sulphur content of only 0.2 per cent, which is clearly under the limit. "Sweden subsidises the use of fuel with less sulphur, so it is worthwhile", explains Bo-Gustav Donning, safety and environmental manager at Ecker Line. Even Silja Line, now owned by the Estonian Tallink Group, uses fuel with a sulphur content of only 0.5 percent in its ships operating between Finland and Sweden. Tallink has decided to continue this practice, despite claims to the contrary presented earlier this week by the Swedish TV4 newscast. Between Finland and Estonia, Tallink-owned vessels use fuel with a maximum sulphur content of one per cent, Tallink Group financial director Janek Stalmeister says. Fuels with lower sulphur content are also available for the routes between Finland and Estonia. However, the competition between the operators is fierce. The lower the sulphur content of the fuel, the more it costs. Yesterday, for example, a ton of fuel with a sulphur content of 0.5 percent cost USD 50 more than a ton of onepercent fuel. "There is some fluctuation to this difference, but the fuel with a higher sulphur content is always more affordable", Stalmeister points out. The most fuel is consumed by the hydrofoils and other high-speed passenger ferries. Between Helsinki and Tallinn, the Tallink express ferries only use fuel with the low 0.2-per cent sulphur content.

Aker Yards to Build Krill Vessel Aker BioMarine and Aker Yards have agreed an option for building a vessel for harvesting of krill. The vessel is planned to be delivered in November 2009. The value of the vessel, including all processing and extraction equipment, is approximately $170m. The final contract is planned to be signed before February 2007.
Evergreen Containership Launched Ever Strong, the seventh in a series of ten 7024 TEU S-type vessels being built for Evergreen in Japan, took to the water for the first time on November 22 at Mitsubishi Heavy Industries’ Kobe shipyard. She was named by Evergreen Group Vice Group Chairman S S Lin and launched by Lin Mei-Yin, wife of Paul Liao who, prior to his current role as Chairman of the Breeze Center shopping mall development in Taipei, was a key figure in Taiwan’s international trade sector. Due for delivery in March 2007, Ever Strong is scheduled to enter service on the Transpacific Southwest (TPS) service linking Southern China, Hong Kong and Taiwan with the West Coast of North America.

DAILY COLLECTION OF MARITIME PRESS CLIPPINGS 2006 – 240 The Evergreen Group is in the midst of taking delivery of 18 large post-Panamax containerships, the first of which was delivered in 2005. Eight 8063TEU C-types are already in service and the S-type series will complete in 2008. The Evergreen Group’s S-class vessels exceed all national and international regulations regarding environmental protection. In recognition of the ships’ green credentials, Ever Superb, the fifth in the series of vessels to enter service, was named Ship of the Year 2006 at the Lloyd’s List Maritime Asia Awards earlier this month. The sixth vessel in the series, Ever Steady, will be delivered towards the end of 2006. The S-type vessels incorporate design features such as double-skinned hulls and fuel oil tanks located in protected locations within the transverse bulkhead spaces, thus minimising the risk of oil pollution. A high capacity oily water separator enables the oil content of waste water to be reduced to just 15 ppm while much larger separated bilge oil and bilge holding tanks provide more storage capacity, enabling the vessels to avoid any discharge when sailing in sensitive areas and to maximise the amount of waste that can be held for ultimate disposal in specialised shore facilities. Similar arrangements have been made for handling sewage, grey water and cargo hold bilges when the vessels are in port or close to shore, while the ships also incorporate ‘cold-ironing’ – the ability to shut down all shipboard generators and switch to shore-based electricity supplies while in port. With an overall length of 300 metres and a beam of 42.8 metres, the S-class vessels are able to carry containers 17 rows across on deck and 15 rows across below deck. They have a deadweight of 78,700 tonnes on a service draft of 14.2 metres. Each vessel has a single 10-cylinder Mitsubishi Sulzer 10RTA96C main engine developing 74,700bhp (54,900KW) to provide for a service speed of 25.3 knots.

Due on stream in late 2009, Fos 2XL will treble current capacity at the French Mediterranean port to 2.1m TEU by 2011. Each operator has been granted a 35-year concession for one of the two new terminals being jointly developed, with infrastructure works to start next year. The Port Synergy deal fixes a first-year target of 500,000 TEU - rising to 660,000 TEU per year - through a 50-hectare facility with 600 metres of quay. MSC is committed to an initial 700,000 TEU, rising to 800,000 TEU, from a 52-hectare terminal with an 800-metre quay. Annual rental/licence fees will be subject to bonus or penalty clauses matched to the targets. The agreements confirm that the operators will be in overall charge of cargo-handling operations and personnel as well as being responsible for landside development including equipment and storage yards. This is expected to be worth about half the total cost of the project - put at more than euros400m million - with the port authority responsible for developing the infrastructure.

The first harvesting of water using the new system has just begun, and the company says shipments to Japan and Taiwan will be made before the end of the year. Water this year has become Hawaii's top export by volume, with several companies bottling water drawn from the Pacific off the Kona coast. Deep Ocean Hawaii's offshore harvesting equipment consists of a 190-foot barge with 60 containers, modular harvesting equipment consisting of six containers and a special 3000-foot deep ocean mooring system.

BOEKBESPREKING Door : Frank NEYTS
Tel. 053/76.72.26, Fax 053/78.26.91, E-mail:
