The 1997 built , (damaged) Boskalis TSHD WD FAIRWAY was spotted in Thailand by one of the readers, rumours are going that Boskalis is to repair the WD Fairway. Boskalis should have come to an agreement with the insurance company to buy the dredger back. A survey has to be done on the engines, as they were not preseved after the collision with the MSC JOANNA off China during 2007, so it looks as though the WD FAIRWAY will be return into service after the dust has settled.
IMO calls for increased damage stability of cargo and passenger vessels
The International Maritime Organisation (IMO) has resolved to step up protection of new cargo and passenger vessels in the case of accident. Accordingly, all new vessels built from 1 January 2009 will be governed by new technical design regulations to ensure a higher level of stability in a damaged state. In the recently revised SOLAS regulations, the previous concept of risk assessment has been extended. On the basis of current average statistics, IMO saw itself obliged to devise a better method of assessing the residual stability of damaged vessels. This now applies not only to cargo vessels, but also to passenger vessels. The new regulations clearly stipulate that these vessels must have a double bottom that extends over their entire breadth. Vessel designs without a double bottom are only permitted if a comparable level of safety in the event of grounding is proven by means of additional calculations. With regard to their arrangement, it is important that a minimum distance of 500mm to the keel line of the vessel is always ensured. The specification in the new SOLAS 2009 regulations has been agreed in order to prevent lubricating oils from escaping or the engine from sucking up seawater in the event of a vessel striking the ground. The latter inevitably results in the main engine failing. Without engine power, a vessel is rendered disabled in the case of average, thus leaving it abandoned to the wind and waves. If an accident happens near to the coast, total loss can quickly occur along with serious consequences for the marine environment. The decisive factor in implementing the new stricter SOLAS regulations that come into effect on 1 January 2009 is the date of laying down the keel. All vessels lay down after this date must comply with these requirements. For cargo and passenger vessels now in planning, an extensive recalculation of the damage stability is now necessary. In addition, special "on-board" information for damage control is being called for, which will be documented in a damage-control plan for the crew. A new aspect in the IMO requirements is that this on-board documentation is also to be introduced for tankers. The IMO committees have been working since 2005 on improving the technical protective measures with regard to damage stability. In particular on the recommendation of the flag states, the decision came about to ensure better protection. The rules of SOLAS 2009 are being augmented with "Explanatory Notes" containing technical explanations. IMO finalised the content in July; a formal decision on the "Explanatory Notes" will be taken at the meeting of the Maritime Safety Committee in November. The technical explanations of the new SOLAS regulations are available for inspection by design offices, shipyards, ship owners and the supplier industry on the Germanischer Lloyd website. The leaflet for damage stability calculations SOLAS 2009 is available at www.gl-group.com. The International Convention for the Safety of Life at Sea (SOLAS) is a UN convention governing ship safety. The convention creates international minimum standards on merchant vessels and stipulates binding rules governing all conceivable preventive measures. SOLAS contains technical regulations that prescribe safety-enhancing structural measures and equipment for assuring damage stability and the general improvement of ship safety. The stability of a ship corresponds to the residual safety in the case of average. Stability is not only calculated on the basis of the hull construction, but also applies to varying loads. Secondary oil release from Mississippi spill barge
More traffic is moving on the Mississippi River--despite a further release of oil from DM 932, the ACL barge split in two in last week's collision with a chemical tanker. The Coast Guard says the barge shifted with dropping river levels and released additional oil. The amount is unknown but clean up personnel deployed 600 feet of boom in addition to the extensive booming all ready in place. Under authority of the existing safety zone the Captain of the Port temporarily closed the river at Algiers Point from mile marker 93 to 95 while responders worked to contain the secondary release. Water intakes downriver of the Crescent City Connection were closed as a safety precaution against possible spread of oil while monitoring the spill. More than 105,000 gallons of an oil/water mix has been recovered to date. More than 2,000 responders from four oil spill response organizations are currently deployed throughout the region affected by the spill. The responders are using three tugs, 108 work boats, six barges with two more on the way, 35 skimmers and 14 vacuum trucks on scene to clean up the spill. According to the latest update, 103 vessels have been decontaminated and released and operations are accelerating. Maltese liners damaged
The Malta Maritime Authority (MMA) is currently investigating two separate minor accidents involving Malta-flagged passenger ships in Greece yesterday. As it attempted to berth in the Greek port of Piraeus, the Malta-flagged Zenith sustained “very minor damage” to the hull as it made contact with the Greek-flagged Aegean Pearl, which had its lifeboat damaged. The Zenith’s 1,819 passengers and 619 crew, and the Aegean Pearl’s 504 passengers and 349 crew members remained on board while the damage was assessed, according to gulfnews.com . Meanwhile, in a press release, the MMA said that along with the accident involving the Zenith, it is also investigating an accident involving the Easycruiseone, which is reported to have sustained minor damages to a hull plating while berthed in the port of Aegina. Nobody was injured in either one of the accidents and no threat was posed to the marine environment, the MMA concluded. Source : The Malta Independent

MISSISSIPPI OPEN, BLAME GAME STARTS THE US Coast Guard said yesterday that it expected the Mississippi River to fully reopen to commercial ship traffic by the end of the day, following Wednesday's oil spill. Cargo operations were resuming after vessels were decontaminated. The clean-up of the river is likely to take several weeks yet. Meanwhile attention is focusing on why the chemical tanker Tintomara and an American Commercial Lines (ACL) barge pushed by the tug Mel Oliver collided. ACL says the USCG has says it must take the responsibility collision and oil spill last week on the Mississippi River near New Orleans. However, in a filing with the Securities and Exchange Commission, ACL denies blame because its barge being operated by an entirely separate firm.

It says: “Recent incidents involving tug boats owned or operated by DRD Towing prompted the Coast Guard to closely look into the operations of other vessels operated by them. A preliminary Coast Guard investigation has uncovered that the crew member piloting the tug boat Mel Oliver, which collided with the chemical tank ship Tintomara early Wednesday morning spilling 420,000 gallons of fuel oil into the Mississippi River, held an apprentice mate's license.” According to the USCG another tug boat operated by DRD Towing, Ruby E, sank on 13 July. The Coast Guard says: “The preliminary investigation into that incident revealed that the crew member piloting the Ruby E also held an apprentice mate's licence. Apprentice mates require the presence of a licensed master on board, which was absent on both the Mel Oliver and the Ruby E.”

Het voormalige stoomschip De Rotterdam is maandag weer thuis in zijn thuishaven. De gelijknamige exploitatie maatschappij heeft dat vanmorgen bekend gemaakt. De Rotterdam vertrekt volgens de laatste planning zaterdagmorgen uit de Duitse havenstad Wilhelmshaven en zal maandagavond omstreeks 21.00 uur op de uiterste westpunt van het schiereiland Katendrecht in Rotterdam-zuid zijn. Rond (!)15.30 uur zal het schip Hoek van Holland passeren ( tijd onder voorbehoud, een schip is NIET te laat of te vroeg !! de tijden zijn ETA’s = Estimated Times of Arrival en de aankomst is afhankelijk van het weer, de stroom en uiteraard van de drukte op Maaspilot station ) ,,Dit zijn nu de plannen, maar we zijn natuurlijk ook afhankelijk van de maritieme omstandigheden,’’ sprak Elemans vanmorgen. ,,Vrijdagavond wordt de knoop doorgehakt.’’ De Rotterdam wordt sinds september 2006 ingrijpend verbouwd in Wilhelmshaven. Dat werk is nog niet klaar. Het bijna vijftig jaar oude vaartuig verandert van cruiseschip in onder meer hotel en restaurant, congres- en kantoorruimte en opleidingsinstituut. Daarna wordt het door de slepers RT MAGIC en RT SPIRIT van de Rotterdamse slepersbedrijf KOTUG over de Noordzee naar Rotterdam gebracht op de Nieuwe Waterweg opweg naar Rotterdam zal KOTUG 2 van haar nieuwste aanwinsten waaronder de SD SHARK en (waarschijnlijk) de SD SEAHORSE) inzetten als stuurboten volgens Ard-Jan Kooren CEO van KOTUG. Elemans onderstreept dat er maandag in Katendrecht geen festiviteiten worden gehouden. ,,Verwacht geen groot feest met tribunes, artiesten of vuurwerk. Op de kade zal ook geen plek zijn voor publiek. De binnenkomst van het schip vinden we al imposant genoeg. Dat gala doen we wel in het najaar, als De Rotterdam in exploitatie gaat en alle ruimtes bezocht kunnen worden.’’ De verwachting is dat de opknapbeurt van De Rotterdam eind oktober kan worden afgerond. De (vijfde) Rotterdam werd tussen 1956 en 1959 gebouwd op de RDM-werf in Heijplaat. Op 13 september 1958 werd het door Koningin Juliana gedoopt en te water gelaten. In oktober 1998 was De Rotterdam als Rembrandt voor het laatst in Rotterdam. Daarna begon het schip aan een bizarre ‘wereldreis’, die onder meer heeft gevoerd langs de Bahama’s, Gibraltar, Cadíz, Gdansk en Wilhelmshaven. Newsclippings reader FRED CLAESSEN was a crewmember of the ss Rotterdam during the vessels first World cruise during the Winter 1959-60 , he was the only crewmember making 8-mm movies onboard, Fred just finished digitising this movie and he has put the movie at You-tube, according FRED this is most probably the only movie made of the Rotterdam’s first world cruise. Fred hopes to do everybody a favour, especially those who were on the ship that Inaugural Year.

Verslepen lichtschip mislukt
Het is dinsdag niet gelukt het Lichtschip Noord Hinder te verplaatsen van zijn huidige ligplaats in de Hellevoetse Koopvaardijhaven naar een nieuwe plek in het Groote Dok. De gearriveerde sleepboten bleken te klein te zijn om het museumschip te kunnen trekken. De gemeente kan geen antwoord geven op de vraag waarom de kracht van de boten niet goed is ingeschat. Al jarenlang wil de gemeente Hellevoetsluis daar een museumboulevard maken. Het lichtschip is het eerste schip dat er zijn intrede doet. Ook worden er 72 woningen en 300 vierkante meter voor commerciële activiteiten gebouwd in het gebied tussen het Pomphuis, gebouw De Veste, het Groote Dok en de Industriehaven.

Damaged submarine causes Baikal delays
Pioneering work at the bottom of the world’s deepest freshwater lake will resume on August 2. The Russian expedition exploring Lake Baikal in Siberia was suspended due to the collision of a Mir-2 submersible with an operations barge while it was being lowered into the water. “Our main goal is to explore its natural wonders. Baikal is home to more than 1,700 species of plants and animals, two thirds of which cannot be found anywhere else in the world,” says Robert Nigmatullin from Russian Academy of Science. And with the world facing ever-growing fresh water shortages, the demand for the lake's most-abundant resource is likely to grow. “That’s why this research is important not only for our country, but also for the whole world,” said Mikhail Flint from Russian Academy of Science. As water becomes an increasingly more profitable commodity, scientists say it's important to ensure that the lake's waters stay free of pollution. One of the aims of the expedition is to see how current laws can be improved to make sure Russia's natural treasure has the right legislation to protect it. The State Duma along with local officials and environmentalists overcame their fear of diving to a depth of roughly 1,600 metres to see the lakebed first-hand. The two Mir submersibles were previously used for record-breaking dives, when they reached the North Pole's sea bed last year. But the salt in the sea is more buoyant than the fresh water which is found in Lake Baikal, which meant the subs had to be modified to improve their flotation. Source : Russia Today

DAILY COLLECTION OF MARITIME PRESS CLIPPINGS 2008 – 198 UN and EU specialists brought in to help Philippine authorities retrieve toxic cargo from a sunken passenger ferry have not detected any leaks or oil spills emanating from the doomed vessel, according to a UN relief official. They gathered water samplings for chemical tests and are now preparing a final report for the Philippine government's special task force on the Princess of the Stars, said Andrew MacLeod, who oversees coordinated relief operations for the UN in the country. "The initial verbal report that they have given is that there has been no leak of oil or chemicals detected from the sunken ferry," MacLeod told IRIN, even as he warned that "circumstances could change" with the onset of new typhoons that may hit the country and dislodge the wreckage from its current position off Sibuyan island, in the central Philippines. "It's a necessity that further monitoring for any leaks must continue," he said, adding that tests were conducted in laboratories overseas from samples taken from the site. He said the UN team was also impressed by the government's response in protecting the immediate environment and preventing an ecological disaster. Fishermen in Sibuyan are still barred from fishing near the island and local residents are largely relying on relief supplies, officials there said. With more than 800 people and 10MT of the agricultural chemical endosulfan on board, the Princess of the Stars ferry sailed into the eye of Typhoon Fengshen on 21 June, after its captain ignored warnings by the state weather bureau. It listed to one side before capsizing. Only 100 bodies have so far been recovered; 57 people survived. Fengshen left more than 1,500 dead or missing as it cut a swath of destruction through the central Philippines, including Panay island, where flood-waters inundated entire towns, destroyed vital infrastructure and agricultural lands and swept away communities. Rescuers felt endangered in their search and retrieval operations after news of the toxic cargo was made public, forcing authorities to seek outside help. The owner of the vessel, Sulpicio Lines Inc., has signed a deal with a foreign salvage company to retrieve the bodies and oil first, although no timetable has been set. Sulpicio is alleged to be having a hard time putting up financial guarantees for the salvage company, further complicating the problem. Sulpicio is blamed for the country's worst maritime accidents, including the 1987 collision between its Dona Paz vessel and a small oil tanker. MacLeod said the International Maritime Organization (IMO) had also dispatched a specialist to help in technical matters involving the salvage operations, and stressed the UN remains ready to continue to provide further assistance to relief operations if requested. "So long as the chemical does not leak, there is no immediate danger, other than the impact it has already had on the reef," MacLeod said. Meanwhile, MacLeod said, in the next few days he was scheduled to meet officials from Iloilo city, Panay Island, one of the areas that bore the brunt of the Typhoon Fengshen to assess and lay the foundations for long-term emergency assistance. "Long-term rehabilitation is often forgotten by the international media," said MacLeod. "A joint mission by the UN, the ILO [International Labour Organization], UNDP [UN Development Programme] and FAO [Food and Agriculture Organization], will be in place to find out [what] to look at in terms of long-term rehabilitation needs," MacLeod said.

Kapiteins schuldig aan aanvaring op Noordzeekanaal
De kapiteins van de draagvleugelboot van vervoerbedrijf Connexxion en het vaartuig van de Koninklijke Marechaussee (KMAR) die vorig jaar met elkaar in botsing kwamen, zijn beiden door justitie schuldig bevonden. Zij hebben samen met twee andere opvarenden een boete gekregen. Dat bevestigde het Openbaar Ministerie (OM) in Amsterdam woensdag naar aanleiding van een bericht in het Haarlems Dagblad. Door het ongeval op 8 oktober op het Noordzeekanaal in Amsterdam raakten zeven personen gewond, van wie drie ernstig. Het vaartuig van de KMAR voer tegen de achterkant van de draagvleugelboot. Volgens het OM had het marechausseeschip geen voorrang verleend. De kapitein van de draagvleugelboot heeft bovendien zijn snelheid niet aangepast, wat wel noodzakelijk was door de dichte mist. Als de betrokkenen de transactie niet voor eind augustus hebben betaald, kunnen ze alsnog rekenen op vervolging. Over de hoogte van de boete kon het OM niets kwijt.

Ook in 2009 hogere P&I-premies
Het P&I verzekeringsjaar is nog maar ruim vier maanden onderweg en het is nu al duidelijk dat ook in februari 2009 de premies flink omhoog moeten. Rond deze tijd van het jaar publiceren de Clubs de cijfers over het voorgaande verzekeringsjaar. Bij de meeste Clubs was opnieuw sprake van een verzekeringsverlies, de premies waren niet voldoende om de schades te dekken. De opbrengsten van de belegde reserves moesten dus weer, geheel of gedeeltelijk, worden gebruikt om het gat te dichten. Bij de meeste Clubs waren de opbrengsten van de belegde reserves lager dan in voorgaande jaren. Het is te verwachten dat de Clubs hun beleggingen wat meer risicomijdend zullen maken waardoor de opbrengsten nog lager kunnen worden. In het geval van de London Club kwam door de wisselvalige effectenbeurzen en wat minder gelukkige beleggingen het gehele verzekeringsverlies ten laste van de reserves. Ook de UK Club en de Britannia Club zagen hun reserves afnemen. De hoge vrachten werkten door in schadeclaims bij aanvaringen en vastlopen. Andere Clubs meldden dat er dankzij de beleggingsresultaten toch toevoegingen aan de reserves konden worden gedaan en gingen daar nogal prat op. De vraag is maar of dat terecht is. Absoluut nemen de reserves wel toe, maar door de stormachtige groei van de wereldhandelsvloot nam ook het door de Clubs verzekerde tonnage toe. Als de reserves in relatie worden gebracht met het gedekte tonnage kan weleens sprake zijn van een daling. Intussen blijven de grote claims de Clubs achtervolgen en wordt de wetgeving, nationaal en internationaal, steeds scheepsonvriendelijker. Een voorbeeld is de olievervuiling. Door locale politici worden overspannen verwachtingen over schadevergoedingen aangewakkerd, waardoor een onrealistische claimcultuur ontstaat met zwaar overtrokken schadeclaims. Terecht wees de directeur van de North of England Club erop dat de Europese Unie wetgeving pleegt die duidelijk in strijd is met internationale verdragen. Hij riep de collega-Clubs en belangenverenigingen van reders op om gezamenlijk tegengas te geven. De redenen voor de toename van de grote schades zijn bekend. Menselijke fouten zijn de voornaamste oorzaak van incidenten, de druk op bemanningen is groot en het tekort aan goed opgeleide en ervaren zeelieden stijgt sterk. Het blijkt gemakkelijker te zijn nieuwe schepen te bestellen dan ze behoorlijk te bemannen. Een steeds groter probleem in het containervervoer is het vermelden van te lage gewichten. Dit gebeurt op steeds grotere schaal en vormt een bedreiging voor de stabiliteit van het schip. Dan is er het euvel dat gevaarlijke stoffen in de containers niet of onjuist worden vermeld. Maar het zijn niet alleen de P&I Clubs die worstelen met uit de hand lopende claims. De Gard, met de UK Club de grootste P&I Club, heeft ook een forse cascoportefeuille met meer dan 6000 schepen. Voor het verzekeringsjaar februari 2006/2007 bedroeg het verzekeringsverlies $ 27,7 miljoen. In dezelfde periode bedroeg het verzekeringsverlies voor de P&I-portefeuille $ 14,7 miljoen. Men kan rustig stellen dat in zijn algemeenheid bij maritieme verzekeringen onrealistisch lage premies worden gevraagd. De scheidende voorzitter van de Swedish Club zei dat in forse termen, scheidende voorzitters kunnen zich dat permitteren.

Boiler fire delays Irish ferry sailing Irish Ferries has given details of an incident on board its ferry Isle of Inishmore at Pembroke Dock at approximately 2.30 AM this morning (Wednesday, July 30) when a fault occurred in the thermal oil boiler, causing a minor fire. The function of the boiler is to preheat the oil used in the ship's engines. The incident was detected by members of the crew and the unit shut down to minimize any risk. At the time of the incident, the vessel was making ready to sail on the 2.45 AM sailing from Pembroke Dock to Rosslare Port. Some 227 passengers and 89 crew were on board at the time. In accordance with agreed procedures all passengers were immediately alerted and were ready for disembarkation should that have been required. All emergency services were alerted, as is the practice in these situations. All passengers were accounted for and kept fully informed of the situation. All were safe and unharmed and at no point were any passengers in danger. Passengers are being provided with food and refreshments on board and are being kept fully informed. As a consequence, the affected 2.45 AM sailing from Pembroke and the 08.45 AM sailing from Rosslare were canceled. Later sailings were expected to operate subject to delay. Launched in October 1996, the Isle of Inishmore first entered service on Irish Ferries Dublin - Holyhead route in March 1997. Two of the 15 rescued men are Chinese citizens and the other 13 are Indonesians. The 2,989-ton ship was sailing from Taizhou Port in China's Zhejiang Province to the Indonesian port of Tarakan when it lost power in stormy seas in the Taiwan Strait and started to drift. CGA duty officers spotted the ship drifting about 180 meters from shore shortly before 2 a.m., and a rescue operation was launched immediately, with CGA officials and local firemen throwing ropes to the ship to bring the crew to safety. The mission was completed in less than two hours. Shortly after the crewmen were rescued, the strong winds and waves pushed the ship aground on the shoreline. The ship had set anchor near the shore, but the currents were so strong that the anchor chain snapped. The ship suffered no damage, and so far there is no oil leakage problem, but if the ship is not pulled back to sea, the 60,000 liters of diesel aboard the ship might leak and cause a pollution problem. What has made the situation worse from a salvage point of view is that the vessel is not insured.

Indian submarine to join navy after delayed refit in Russia
The INS Sindhuvijay diesel-electric submarine will set sail for India on August 5 to rejoin the Indian navy after an extensive overhaul at a shipyard in northern Russia, the company said on Tuesday according to RIA Novosti. The Project 877EKM Kilo-class submarine had been undergoing a refit at the Zvezdochka shipyard in Severodvinsk since 2005. The overhaul was delayed for six months due to the unacceptable performance of its new SS-N-27 Club-S cruise missiles. In six consecutive pre-delivery test firings in September - November 2007, the Club missiles failed to find their targets and India refused to accept the delivery until all the problems had been fixed. The Club-S subsonic cruise missile is designed for launch from a 533 mm torpedo tube, or a vertical launch tube. It has a range of 160 nautical miles (about 220 km). It uses an ARGS-54 active radar seeker and Glonass satellite and inertial guidance. The new trials were completed in mid-July and were successful. Sindhuvijay is the 4th Indian navy submarine to have been refitted at the Zvyozdochka shipyard. The upgrade program also involved a complete overhaul of the submarine, including its hull structure, as well as improved control systems, sonars, electronic warfare systems, and an integrated weapon control system. The upgrades reportedly cost about $80 million.

Navy Ship Fire Probe Reveals Human Errors
The commanding and executive officers of the aircraft carrier George Washington were relieved today after an investigation into a fire that wounded 37 sailors revealed a series of human errors. The May 22 blaze in an auxiliary boiler and supply area was caused by unauthorized smoking that ignited flammable liquids and improperly stored combustible material, according to statement by Vice Adm. Thomas Kilcline Jr., commander of Naval Air Forces in the Pacific region.
"The fire and the subsequent magnitude of the fire were the result of a series of human acts that could have been prevented," according to the statement. The George Washington has been undergoing repairs at the North Island Naval Air Station since the blaze, which took 12 hours to extinguish and caused fire, smoke or water damage to 80 rooms. The fire broke out when the ship was heading from Norfolk, Va., to the Navy base in Yokosuka, Japan, where it will replace the Kitty Hawk. Kilcline ordered the removal of the commanding officer, Capt. David Dykhoff, "due to a loss of confidence in his ability to command and his failure to meet mission requirements and readiness standards," according to the Navy statement. The executive officer, Capt. David Dober, was relieved for "substandard performance." Capt. Jack Haley, deputy chief of staff for the U.S. Pacific Command and previously the commander of the carrier Theodore Roosevelt, was selected to replace Dykhoff. Capt. Karl Thomas, the executive officer of the carrier Dwight D. Eisenhower, will replace Dober. The investigation found that 90 gallons of refrigerant compressor oil were stored improperly, making the fire much larger than it might have been. The ship's layout helped to create a chimney effect that made the blaze difficult to extinguish. Most of the injuries were minor, but one sailor needed treatment for first- and second-degree burns. About 400 electrical cables were melted and parts of the fiber-optic network were destroyed. The Navy estimated the cost of repairs at $70 million. Austal Submits Final JHSV Proposal To US Navy
Austal submitted its final Phase II Joint High Speed Vessel (JHSV) submission to the US Navy this week following an extensive detailed design and review process. Austal was one of three bidders awarded a Phase I contract in January and it is anticipated that a single Phase II contract will be awarded in late 2008 for the construction of up to ten ships. The Austal JHSV Team’s low risk, proven technology solution combines the expertise of Austal USA, Austal Ships (Australia) and General Dynamics Advanced Information Systems (GDAIS). This team is able to provide proven design and construction experience of commercially based high speed vessels in the USA and the integration of military computing environments. The JHSV program is a joint effort between the Army and Navy to acquire high-speed vessels for the two branches of the US military. JHSV will be used for fast intra-theatre transportation of troops, military vehicles and equipment. “Once delivered, the Joint High Speed Vessel will be a key component of the US military’s expeditionary warfare capability,” said Rear Admiral Charles Goddard, Program Executive Officer for Ships. “This high speed transport will carry soldiers or marines with their gear, to harbors that would normally be unusable by conventional maritime assets.” Austal USA’s Mobile, Alabama shipyard is unique in having the proven infrastructure and trained workforce in place to design, construct, deliver and service 100 metre+ high speed ships in the US. Austal USA recently launched the 127 metre trimaran LCS-2 “Independence” combat ship for the US Navy and has under construction the second 107 metre Hawaii Superferry catamaran high speed vehicle-passenger ferry. Ukraine seeks $2b for port development
Ukrainian Deputy Transport and Communications Minister Volodymyr Rabotnev estimates US$2 billion is needed for development of the country's ports, the Ukrainian National News Agency reports. Rabotnev said that private investors would be invited to invest in the development of the ports, which would include port deepening, increasing cargo handling capacity, building new container terminals and reconstructing existing berths. He added that the port site should remain in the state's possession, whilst the cargo handling infrastructure could be rented or sold to private companies. “VROUWE CHRISTINA” On my request this week about the Dutch traditional sailing vessel which was spotted in Alaskan waters, received a few responses from readers, it appeared that the 24 mtr long vessel is named VROUWE CHRISTINA and was built during 1957 at the Feadship yard in The Netherlands, This classic Feadship was carefully restored and refitted from 2002 to 2006 by owner Henri Krijnen. The model is a "pavilion sea tjalk" - a typical Dutch freighter, which has a 350 year old history. The tjalk is normally a flat-bottomed boat but Vrouwe Christina was built with a small keel as a sailing yacht, for Prof. Crawford Failey (Farley?) of Connecticut in 1957. Photo : Willem Kappert ©

The De Voogt designed exterior has remained exactly the same, but the interior is ulta-modern - mahogany has been replaced by light woods, while Dutch sculptor Anton Fortuin's original carvings have been retained. The lee-boards, which act as additional keels, have been completely remade from solid teak.

US DOCKS DEAL
REPRESENTATIVES from dockers union International Longshore and Warehouse Union (ILWU) and the Pacific Maritime Association (PMA) say that they have reached a preliminary deal on terms for a new six year contract covering more than 25,000 dockworkers at 29 West Coast ports. The agreement is subject to ratification by the ILWU and PMA membership. The ILWU and PMA have agreed to extend the previous agreement and resume normal port operations. ILWU President Bob McEllrath and PMA President Jim McKenna said the proposed agreement meets the needs of both workers and the industry. The parties have agreed not to discuss details of the agreement until the ILWU and PMA leadership teams have communicated with their respective membership. International Transport Workers' Federation Dockers' Section Secretary Frank Leys said it was: "A good result gained in difficult times through dedicated negotiation. In London and in ports around the world we have been watching and waiting, and standing behind our colleagues in the ILWU as they sought to defend their members' rights at a time of international economic difficulty. SUBSEA 7 CONFIRMS CONTRACT FROM BP IN ANGOLA Subsea 7 , one of the world’s leading subsea engineering and construction companies, confirmed today that its recently announced major contract award in Africa is a framework agreement with BP Angola Ltd. Subsea 7’s agreement with BP is for call-off services in support of its development programme in the ultra-deepwater Block 31, offshore Angola. This programme includes up to four (4) developments, each subject to individual project sanction. BP Angola and its partners have recently sanctioned the first of these projects - Plutao, Saturno, Venus and Marte (PSVM) - and have accordingly placed a contract under the frame agreement with Subsea 7 with a value estimated at $460m. Subsea 7’s scope of supply comprises project management, engineering and installation services associated with the subsea infrastructure, including umbilicals, pipeline jumpers, flexibles and structures together with testing and precommissioning services. The installation services will primarily be performed using Subsea 7’s new build flexible pipelay and construction vessel, the Seven Seas. The vessel, which was delivered to Subsea 7 in June 2008, was designed specifically to support this type of project. The PSVM development will require approximately 400 vessel days and, collectively, the four developments could utilise the vessel for in excess of 1300 days. Woman sues ferry company over 'ticks nightmare' An Italian woman is suing a ferry company after waking up in a first-class cabin "covered in ticks from head to toe". Cristina Sassudelli, 41, was making a night crossing at the weekend from the northern city of Genoa to the port of Olbia on the southern Italian island of Sardinia. "At 6.30am, I was wakened by the itching on one arm and I realised I was covered with ticks from head to toe," she said, according to accounts in several Italian dailies. "I have always had dogs and I saw immediately that these weren't any kind of insect. There were hundreds of them," she added. Staff on the ferry, run by a company called La Tirrenia, took her infested clothes and gave her new ones that were far too big, she said. TCP includes Gwadar Port in wheat cargo handling tender
The Trading Corporation of Pakistan (TCP) has included Gwadar Port for handling in its international tender invited on July 10 comprising 250,000 metric tonnes wheat. Sources told Business Day that the TCP has issued 'addendum' for international tender for purchase of 250,000 metric tonnes wheat. "The tender's addendum notified for all the pre-qualified international wheat suppliers may offer their bids in the US dollar per metric tonnes, C&F (Cost and Freight) free out of Karachi (Port Qasim, Karachi Port) and or Gwadar Port separately against the tender which will be opened on Saturday July 26." Early this week, the Commerce Ministry has directed the TCP to include Gwadar Port for handling in its international tender. In this regard, Commerce Secretary Syed Asif Shah has directed the TCP to include Gwadar Port in its last tender that issued on July 10 whose submission date would be July 26. The ministry has also directed for an extension in its existing international tender given the importers a third option for Gwadar Port to off-load wheat consignments that would help in saving foreign exchange. On July 1, the Economic Coordination Committee (ECC) of the Cabinet chaired by Prime Minister Syed Yousuf Raza Gilani held at the Sindh Governor House, in principle, approved import of wheat through Gwadar Port if the port authorities gave an assurance that the facilities do exist for handling large quantity of imported wheat. China Cosco Holdings Co, the world's largest operator of iron-ore and coal ships, and STX Pan Ocean Co were downgraded by Goldman Sachs Group Inc on concerns that rates will fall as more vessels enter service. Pacific Basin Shipping Ltd was downgraded to 'neutral' from 'buy'. China Cosco's Hong Kong-listed shares were also added to the bank's conviction sell list. The Baltic Dry Index, a measure of rates for shipping coal and iron ore, has more than doubled in the past three years because of China's demand for raw materials. Fees may now fall for the next two years because of a glut of new vessels, including enough Capesize ships to double the global fleet by 2011, said the Goldman analysts. Shares of Hanjin Shipping were trading at 35,400 won on the Seoul bourse as of 2:23 p.m., down 1.39 per cent. The company also said it will spend 136 billion won to buy two bulk carriers. Samudera Shipping Line first half profit up 78%
Samudera Shipping Line has posted a 78 percent increase in net profit to US$15.8 million, or 2.87 cents per share, for the six months ended 30 June. In the previous corresponding period in 2007 the company registered $8.9 million, or 1.64 cents per share. The group's revenue increased to $217.4 million, a 19.5 percent increase on last year's first-half revenue of $181.9 million. The company's executive director cited strong cargo volumes coupled with good control of operating costs as a central factor in the increase. DAILY COLLECTION OF MARITIME PRESS CLIPPINGS 2008 – 198 Grootint GRP Systems, een onderdeel van Heerema Fabrication Group (HFG), heeft een wereldrecord op haar naam gezet na de succesvolle afronding van de 15 bar hydrostatic fieldtests van het glasvezel versterkte kunststof koelwaterleidingsysteem voor de nieuwe Shell ethyleenkraker in Singapore. Na de geslaagde kwalificatietests, waarbij het leidingsysteem gedurende 1000 uur op een druk van 24 bar gebracht is, heeft Grootint GRP Systems de opdracht ontvangen van Shell Eastern Petroleum (Pte.) Ltd., Singapore voor het ontwerpen, produceren, leveren en installeren van de leidingen voor het hoofdkoelwatersysteem van het Shell Ethylene Cracker Complex (ECC) te Pulau Ular, Singapore. Het contract omvat de levering van een gesloten koelwatersysteem van 3,1 kilometer glasvezel versterkte kunststof leidingen, waarvan de meerderheid ongeveer 5 meter ondergronds zal worden geïnstalleerd. De leidingen hebben een enorme doorsnede en variëren van 2,6 tot 2,7 meter. Gezien de aard van het complex, eiste Shell een hoge ontwerpdruk van 10 bar. Dit in combinatie met de enorme diameter van de leiding, heeft Grootint GRP een mijlpaal bereikt in de toepassingen van glasvezel versterkte kunststof leidingen. Momenteel is meer dan 60% van de installatie voltooid en de verwachting is dat de werkzaamheden eind eerste kwartaal 2009 zijn afgerond. “Recentelijk hebben wij twee van de in totaal vier hydrostatic tests succesvol afgerond. Gedurende deze tests, was het leidingsysteem gedurende 6 uur op een druk gebracht van 15 bar. Deze druk is 50% hoger dan de ontwerpdruk van 10 bar. Een enorme prestatie waarop ik zeer trots ben”, zegt directeur Alcuin de Weert van Grootint GRP Systems. “Daarnaast kan ik eveneens met trost melden dat ons site team een enige tijd geleden door Shell beloond is met een veiligheidswisseltrofee voor de best presenterende contractor, zonder één enkel ongeval met verzuim. In totaal zijn er 51 contractors betrokken bij dit project”, continueert de trotse De Weert.

Constellation Maritime of Boston, MA sold the 2250 bhp twin screw tug Scorpius"(ex - Joseph T, Olympic, Georgeann) to Donjon Marine Co., Inc. of New Jersey fors ervice in their fleet supporting dredging, marine construction and salvage operations. The tug, renamed "Meagan Ann" by her new Owners, was built in 1975 by Marine Power & Equipment; Seattle, WA. She regularly towed for companies such as Baggen Tug & Barge, Sampson Tug & Barge, Knappton and Foss Maritime throughout the Pacific Northwest and Southeastern Alaska before being transferred to Constellation Maritime on the East Coast. The 81.7 x 28.7 x 11 ft. tug has tankage for abt. 25,000 gallons of fuel and is driven by twin CATD399TA diesels producing a total of 2250BHP through CAT 4.22:1 reduction gears to 88 x 85 in. fixed pitch four-blade stainless steel propellers. She has a raised sheer forward for good seakeeping ability, but is compact, has a low profile and reported to be maneuverable in tight spaces. Meagan Ann is fitted with 50T Beebe winches for her face wires and a double drum hydraulic towing winch aft with capacity for about 1,800' of 1.75" wire per drum. The tug has quarters for 7 crew, and is equipped with full electronics, safety and FiFi systems in compliance with service. Marcon acted as sole broker in the sale. This is the fourth sale from Foss Maritime, or affiliated company, and the eleventh tug sale concluded by Marcon so far this year.

The Nevelsk fishery port is put up for an auction, Interfax quoted head of the Nevelsk region Vladimir Pak as saying. According to V.Pak, the auction is scheduled on August, 26. it will be held in Moscow. The opening price is about 134 mn rubles. The contract covers engineering, procurement, construction, installation and testing of pipe-in-pipe production flow lines, service flow lines, and vertical riser systems. The award is the first of a framework of up to four similar projects off the coast of Angola. The pre-sanction engineering has started. The offshore installation work is expected from mid-2010 onwards and will be performed by the deepwater construction vessel Balder. The welding technology will be supported by Pipeline Technique Ltd., Heerema's recently acquired welding specialist in Scotland. Heerema has strategically repositioned Balder to West Africa to serve deepwater projects in the long term in this region. The BP Program framework agreement provides a business level to support Heerema's strategic repositioning and also allows Heerema to increase local presence and to contribute to sustainable Angolan development. As part of this approach, Heerema plans to invest in the set up of local offices, an Angolan marine transport company and an integrated marine construction support base and multi-joint yard. Heerema Marine Contractors Executive Vice President Commercial Steve Preston said, "We are very proud to have won this contract.
