Tug crews’ Guernsey link brings strike threat
The Bachmann Group administers the employment registration and payroll of Adsteam, the UK’s largest harbourtowage operator.
Workers are angry that offshore registration means they lose out on 12.5% National Insurance payments and are threatening to strike if their employer refuses to register them onshore. With the company’s tugs operating at Liverpool, Hull, Immingham, Gravesend, Medway, Felixstowe and Southampton, the strike would bring the main ports in the UK to a standstill. In March 2003, Adsteam took advantage of legislation relating to offshore manning of British-flagged vessels by reregistering tug workers in Guernsey. Bachmann’s company, Guernsey Ship Management, was chosen, making it the largest offshore employer of seafarers with a payroll of approximately 7,000. This had the effect of saving the company the 12.5% National Insurance payment. The Transport & General Workers’ Union maintains this has never been passed back to its members. A press office spokesman said yesterday that the union was uneasy from the outset as to the implication of the move for staff. ‘Our tug workers are not seafarers, they are land-based and spend a short time on the water before going back into port,’ he said. ‘We are concerned that the claim they are seafarers is some sort of loophole being exploited for the company’s gain.’ Bachmann Group said it was unable to comment on behalf of its client. Adsteam is negotiating a merger with its main rival, Svitzer, which is owned by shipping conglomerate Maersk. Richard Crease, the union chair of the Adsteam national shop stewards committee, said this had brought the dispute into focus. ‘We have never felt happy with Adsteam moving our employment registration offshore and believe the time is right to restore us to the mainland,’ he said. ‘Adsteam seem adamant that it is not their responsibility and prefer to pass the buck to Svitzer. We don’t agree and that’s why we have a dispute which is now likely to go to a strike ballot.’ Adsteam’s chief executive in Europe, Stephen Eastwood, said that the group had been considering for some time the return of employees’ registration to the UK. ‘Following a change in UK legislation, offshore manning finished in October 2003. Since that time Adsteam employees and the payroll centre have remained in Guernsey.’ He said the transfer had some potential complications in terms of employment contracts. But in principle the company had no objection to the change because there would be nothing to lose or gain for either company or employees.
South Korean navy rescues 2 North Korean soldiers
South Korea's navy rescued a pair of North Korean soldiers from a small boat off the eastern Korean coast this weekend, but it was unclear if they had been planning to defect, a Defense Ministry official said Sunday.
The three-ton wooden boat was found drifting off South Korea's eastern port of Sokcho near the maritime border with communist North Korea on Saturday night and the two soldiers were taken to a hospital, the official said, asking not to be identified as he wasn't authorized to speak to media. The official said the two were not in good condition, but would not elaborate and declined to give their names. Military and intelligence authorities plan to question the soldiers as soon as they recover, the official said. While some North Koreans have defected by sea to the south, it is not unusual for the South Korean Navy to rescue North Korean boats and return their crews home. PSi-Daily Shipping News

2 Hoekse KNRM opstappers ontvangen vrijwilligersmedaille
Captain of tall ship says rogue wave swept woman overboard An air search for a 25-year-old woman who was washed over the side of a Nova Scotia-based tall ship off the U.S. coast was called off Saturday night and was expected to resume at first light on Sunday. PSi-Daily Shipping News

DAILY COLLECTION OF MARITIME PRESS CLIPPINGS 2006 – 257 U.S. Coast Guard spokeswoman Lieut. Stephanie Burns said an American C-130 aircraft that had been searching an area about 765 kilometres east-southeast of Cape Cod, Mass., had finished its search. There was still no sign of the Canadian woman, who was swept off the Picton Castle at around 9:30 Friday night after a large rogue wave slammed into the sailing ship. Burns said another Hercules would return in the morning to continue looking, while the Picton Castle planned to stay at the scene and search through the night. The U.S. Coast Guard estimated the woman would be able to survive about 36 hours, based on factors including her age, her physical fitness and the water temperature of around 22 C. "The 36-hour point should be about nine o'clock (Sunday), so if we do a first-light search in the morning that will take us through that 36-hour point," said Burns. "At that point we'll evaluate whether or not to actually suspend or possibly keep searching." A merchant tanker had also helped in the search, which covered more than 1,900 square kilometres. The woman was not wearing a life-jacket at the time and the seas were as high as seven metres, while winds reached gale-force strength. Dan Moreland, senior captain of the Picton Castle, said crew aboard the 55-metre barque have told him a massive wave washed over the ship as it was en route to Grenada after leaving Lunenburg, N.S., on Tuesday. Moreland, one of the vessel's two captains, said the crew immediately threw several pieces of rescue gear into the water to mark the site and give her something to grab onto. "They were pretty rough conditions," he said Saturday in an interview from Lunenburg. "It sounds like the ship definitely got swept by a very substantial wave, an unusually large one." Moreland said it was pitch black at the time, making it almost impossible for the crew of 29 to see her. When darkness closed in Saturday, the Picton and the commercial vessel shone lights on the water's surface. "There's prospect for hope, but the longer it is, the worse it is," he said. "The crew is tired, but they're persevering. This is a rough go." The woman, who has some experience on boats, was on a shelter deck in the rear of the vessel, which Moreland said is considered a safe area. It wasn't clear whether she was on watch duty at the time. Petty Officer Donna Jefferson of the U.S. Coast Guard said a Hercules from Greenwood, N.S., had finished its search and headed home to refuel. It was replaced by a Hercules out of North Carolina. Jefferson said winds were gusting at 55 and 75 kilometres an hour Friday night. The winds had eased by Saturday, with waves at about three metres. The vessel is owned and operated by the Windward Isles Sailing Ship Co. Ltd. It functions as a deep-ocean sail training and long-distance education vessel. The Picton Castle has berths for 40 sail trainees and 12 professional crew members. Crew sent a posting from the vessel on Thursday, two days after it headed out of port in Lunenburg on its voyage. It described the new trainees bundling up in six layers of clothing as they tried to keep warm and adjust to life aboard a "rolling ship." "Crew are having experiences that they can tell stories about for the rest of their lives, as we banged the ice off the lines while leaving Lunenburg," the crew member wrote. "This is the stuff legends are made of."

Australische piloot wegens dronkenschap veroordeeld
