The 1st Regional Coast Guard Headquarters in Otaru, Hokkaido, was alerted to the incident by the 16,232ton Ginga Cougar at around 6:20 a.m. The ship, with 21 Chinese and South Korean sailors, was about 150 km east-southeast of Cape Nossapu. Coast guard officials dispatched a search team. According to the officials, the ship, carrying cargo including sodium hydroxide, left Ulsan, South Korea, bound for the United States.

When craft came within 0.5nm crew mustered, activated fire hoses, directed searchlights and switched on lights. Craft followed for 20 minutes and moved away. ·18.05.2005 at 3.25 am at Callao anchorage no.8, Peru, robbers boarded a tanker at forecastle. They stole ship's stores and escaped.
SINGAPORE INVESTIGATES TANKER/BULKER COLLISION SINGAPORE’ S Maritime and Port Authority is investigating a collision between Liberian-flag tanker Chrisopigi Lady and the Panamanian-flag 169,159 dwt bulk carrier Yue Shan, about 2 miles southwest of St John’ s Island. Accoroding to a PSA statement the Chrisopigi Lady, delivered in March to Singapore-based Western Shipping Agnecies, was transiting westbound in the Singapore Strait and the Yue Sha, owned by Taiwanbased Sincere Navigation, was transiting eastbound in the Strait on its way to the bunkering anchorage off Changi. The PSA says that both ships were warned by the Maritime and Port Authority of Singapore (MPA)’ s Vessel Traffic Information System prior to the collision. The Chrisopigi Lady was empty and the Yue Shan was carrying 166,000 tonnes of iron ore. The Chrisopigi Lady sustained damage on its starboard side. The front part of the MV Yue Shan was damaged. Both vessels are reported to be anchored in the port waters and are in stable condition. There was no report of any injury to crewmembers of both vessels and no oil pollution.
UK DETAINS THOME-MANAGED TANKER THE UK’ s Maritime & Coastguard Agency (MCA) says the 32 deficiencies found on the 39,702 dwt chemical tanker, operated by Singapore-based Thome Shipmanagement and detained at Fawley in March, “suggest maintenance of ship and equipment not in accordance with Safety Management System”. The 24-year old Liberian-flag vessel is classed by DNV. Deficiencies found by the MCA included an inoperative MF/HF radio. The Maritime & Coastguard Agency (MCA) announced that 11 foreign ships were under detention in UK ports during March 2005 after failing Port State Control safety inspection.

A total of 7 deficiencies were raised against section 10 of the ships ISM safety management system - maintenance of the ship and its equipment. The various checklists such as pre-arrival, monthly and weekly checklist were found to be in good order; however a number of deficiencies such as the pilot ladder ropes, fire flaps and whistle air line had not occurred in a short period of time and as non conformities were raised and the ship given 3 months to review its planned maintenance system.

Cabinet to consider $6b Navy destroyer contract A defence expert says guessing the preferred tenderer for the $6 billion Navy air warfare destroyer project will be difficult. Federal Cabinet is today expected to consider which of Adelaide company ASC, Melbourne-based Tenix Defence, and US company Northrop-Grumann, will win the lucrative naval contract. The editor of the Australian Defence magazine, Gregor Ferguson, says it is a hard choice under the circumstances. "There's been no transparency in the bidding process, so we don't know what the two companies have out in place to build on the track records they've already got in place," he said. "They both have very good track records, both building very different types of warship and the task of transparency means that it's very hard to see which one has a clear advantage at this stage." Premier Mike Rann is promoting South Australia's bid to the last. He says over two years, the SA Government has spent $140 million lobbying for the deal. "It's action stations, it's right down to the wire and the clock is ticking," he said. "We've got the best site, the best industrial relations, the best cluster of defence companies and of course a highly-skilled work force. "Of course, in a smaller state like South Australia, winning this project would have a transformational impact on the our economy and on our local industries so that's why it's so important for us and that's why we out in such a big effort." Mr Ferguson says if South Australia's bid is successful, the benefits will flow into the state for decades. "What's at stake here isn't just a relatively short contract to build three ships, it's about the consolidation of the naval construction industry for the next two generations, so who ever wins this wins a lot of work for the next 20, 30 years," he said.

Visiting Chinese Chief of General Staff, General Liang Gaunglie on Saturday visited Western Naval Command of Indian Navy at INS Angra in Mumbai. During the visit the Chinese General held talks with Indian Vice Admiral Madanjit Singh. "Consensus on number of issues has been reached, as he mentioned the details are not with me but there are areas of cooperation in between like bill exercises and others. Further, there will be discussions on all the three areas of military (Army, Navy and Air Force). All those issues where we have reached an agreement, we will develop those and we will see that there are further interactions between three arm forces," said Madanjit Singh, Vice Admiral of Indian Navy, Western Command. Chinese army chief Gen. Liang Guanglie on Friday met Vice President Bhairon Singh Shekhawat and discussed defence interaction between the two countries. Terming his discussions as fruitful the Gen. Guanglie said that he was looking forward to the talks. "In our visit we met Vice-President, Vice Minister, and chief of services and all other prominent leaders of the three forces. We have consensus on further promotion of bilateral relations," said General Liang Gaunglie, Chief General of Staff - Chinese Army. On Thursday, Gen Guanglie, while commencing his official visit said that the PLA was also ready to build confidence measures with the Indian army at the military areas along the Line of Actual Control, and continue keeping peace and tranquility along the border. Earlier in March 2004, Chinese Defence Minister General Cao Gangchuan had visited Mumbai and this is the fourth such senior delegation to visit Mumbai after March 2004.
Navy awards $3 billion DD(X) design contract As Congress still struggles with DD(X) sticker shock, the Pentagon announced that Raytheon Co., Integrated Defense Systems (IDS), Tewksbury, Mass., is being awarded a cost plus award fee letter contract with a not to exceed ceiling of $3,000,000,000 for DD(X) Ship System Integration and Detail Design associated with specific DD(X) Ship Systems. Work will be performed by Raytheon IDS in Tewksbury, Mass.; Lockheed Martin Maritime Systems and Sensors, Moorestown, N.J.; United Defense LP, Minneapolis, Minn.; Northrop Grumman Mission Systems, King George, Va.; and Ball Aerospace & Technology Corp., Westminster, Colo., and is expected to be completed by December 2009. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

In dit kader zijn vorig jaar een aantal moties ingediend, waaronder de motie Kortenhorst. In deze motie werd de Minister gevraagd om een studie uit te laten voeren naar de aanschaf van dergelijke patrouilleschepen voor Nederlandse kustwachttaken. Vandaag zijn de eerste resultaten van de studie gepresenteerd. Uit de studie blijkt dat de patrouilleschepen goed aansluiten bij de huidige behoeftestelling. Minister Kamp neemt de suggestie van de Tweede Kamer over om nader onderzoek uit te voeren naar de precieze invulling van deze behoefte. De Kamer is hierover op dinsdag 24 mei ingelicht. De Koninklijke Marine is meer dan een efficiënte defensieorganisatie. Zij is tevens een drijvende kracht achter veel innovaties in de maritieme sector. Geautomatiseerde besturingssystemen, innovatieve voortstuwingsconcepten en tal van elektronische systemen worden na hun eerste introductie in de marinebouw inmiddels toegepast in onder meer de baggerindustrie, jachtbouw, binnenvaart en short sea shipping. Een op haar taken berekende Marine draagt niet alleen bij aan vrede en veiligheid, maar stimuleert tevens vernieuwingen in de industriële sector waarvan zij deel uitmaakt.

Bharati bags Norwegian contracts Bharati Shipyard in Mumbai, India, has bagged contracts from Sea Cargo Skips AS and Nor Lines AS, both from Norway, to supply two multi-purpose container vessels each, with an option for eight more. The orders calls for four 5,000DWT RORO/Pallet /Container vessels, at a total value of $57.50 million. SeaCargo and Nor Lines are operating a fleet of cargo vessels along the Norwegian coastline, the Baltic and the North Sea. The two first vessel are for Sea-Cargo, followed by two for Nor Lines. The option series, for up to eight additional vessels, are shared between SC and NL. The first vessel is to be delivered by 31 October 2006 and thereafter one vessel every four months.
NGV builds tugboats for Yemen NGV Tech Sdn Bhd, a local ship building company specialising in aluminium fast patrol boats, has successfully completed building two tugboats for the Hodeidah Port Authority of Republic of Yemen. The speedy construction of the 21metre long boats costing RM7.1mil has earned praises from the Hodeidah Port Authority which has placed order for another two vessels of the same class. NGV Tech executive director Jamalolail Mohd Yatim said that Hodeidah Port awarded the contract to them based on its track record, competitive pricing, delivery commitment and ISO 9001 certified company. “We have also managed to go beyond the contractual speed of 10 knots to 11.8 knots,”he said. We appointed an agent in Yemen to lobby for our services and it took us about a year for us to convince Hodeidah Port Authority,”he said. Jamalolail said with the Yemeni contracts, NGV has emerged as a key player in ship building in the Middle East countries and has been invited to submit proposals to a few other Middle East authorities for various types of ships. “Our future plans includes to build 18 metre passenger boat for an Indian company as we have been shortlisted as the lowest bidder,”he said. He said they have also been invited to participate in shipbuilding in Kuwait and recently interested parties toured NGV Tech facilities. He said currently they are building six units of 34 metre high-speed crew boats for PT Swasti Bahari Utama, Indonesia and Sterlink Investment Pte Ltd for RM53.2mil. “NGV Tech’ s business development has indeed ventured into the right specialisation because originally in we were to engage in business for Natural Gas Vehicle,”he said. A 38 metre crew boat in the Sijangkang shipyard. Jamalolail said in 1999 NGV Tech ventured into the marine sector providing marine consultancy for the design and fabrication on aluminium craft. “The current business strategies of going abroad is due to anticipation that locally we do not have many marine projects,” he said. He said locally besides the current Marine Department 40 metre Buoy Tender Vessel to be completed (WHEN), NGV Tech is also working on a 38 m aluminium high-speed offshore crew boat worth RM3.125mil for Ajang Shipping Sdn Bhd of Miri Sarawak (a Sarawak Shell contractor). “Although our specialisation is in aluminium boats, but we also cater for steel and composite material vessels as per clients specifications,”he said. He said currently NGV Tech has experienced local work force of 201, including engineers, technicians and qualified welders. “We are proud because our management and technical team comprise of 100% locals. “As for the construction on site, NGV practices vendor development programme whereby to date 21 companies are being chosen and coached in shipbuilding in the fields of pipings, carpentry, machining, tooling and installations of equipments. He said that the vendors are now being employed at its two shipyards in Lumut and Sijangkang, Klang.

Incat lays keel for 112 m cat
Australian shipbuilder Incat has laid the keel for its largest vessel thus far-- a new 112 meter wave piercing catamaran. It is being constructed in a new building hall takes the total undercover facility at Incat to over 50,000 square meters,
The new Wilson's shed was actually partially commissioned in August 2001 when Incat 050 was positioned in the completed drydock, for conversion to HSVX1 Joint Venture for the U.S. military, but it is not until now that the first keel has been laid in the cavernous building. "With the laying of the keel of the first of our 112 meter ships, Hull 064, in this building Wilson's is now considered complete," says Incat chairman Robert Clifford. "The jigs, cranes and other equipment required to build large craft, even larger than the 112 m vessel, are being progressively installed in what will be the largest and most modern aluminum shipbuilding facility in the world." Prefabrication work on the 112 m catamaran has been in progress for some months and the laying of the first section of hull in the new building hall signals the countdown towards vessel completion in late-2006. The 112 m catamaran complements Incat's highly successful 98 m vessel. "It had become apparent to Incat and others in the ferry industry that despite the impressive capacity and versatility of the 98 m ship, particularly on the vehicle deck, it was still not large enough for some high volume ferry services, particularly those in Europe," says Robert Cliffor. "As far back as 1998 Incat conceived that a larger vessel was required to fill this market niche for even larger high speed ferries." At the time, the design brief specified the following criteria:

Dubai Drydocks starts newbuildings With the push of a button a $40 million vessel building programme was launched at the Dubai Drydocks recently. As the plate-cutting machine started up, the first steel plate was cut for the first unit in a four-ship series of 6,200DWT double hulled bunker tankers. These are being built for Dubai and Kuwait Shipping/Dubai Shipping Company, a transport arm of D&K Holdings. Each vessel will cost $10 million and the first will be delivered early next year. The other three will be delivered at two-month intervals

Hamburg Sud orders four container ships Daewoo Shipbuilding has clinched four 4,000TEU class container ships from Hamburg Sud at a total contract price of $384 million. In April this year, the German shipowner placed an order for six 5,200TEU container ships with the same yard. The four newbuildings will be delivered by December 2008.

Het toestel werd gebruikt voor het transport van Apache helikopters naar de uitzendgebieden. Sea King on frigate may have worstever performance

In a high-seas operation earlier this year, the chopper aboard HMCS Ville de Quebec was available only about one day in every five because of frequent malfunctions. It's believed to be the worst-ever performance aboard a ship. "As a result of exceptionally poor serviceability, in the region of 20 per cent . . . few training opportunities were completed," says an internal report obtained under the Access to Information Act.

The Sea King problems occurred during an annual exercise to test the navy's combat readiness. The threeship deployment ran from Jan. 31 to March 11 off the U.S. east coast and in the Caribbean. Things got off to a bad start when the first Sea King assigned to HMCS Ville de Quebec broke down just before it was to be flown aboard the frigate in Halifax. A second working Sea King soon arrived but the chopper had to be turned over to the lead ship, HMCS Halifax, because Halifax's own Sea King broke down. The malfunctioning Sea King from HMCS Halifax was repaired and given to HMCS Ville de Quebec, but the aircraft was plagued by glitches throughout the deployment. Despite an "astounding amount of engineering work carried out" at sea, the chopper was unavailable most of the time. Mechanical problems were so severe that shore-based repairs had to be performed at Norfolk, Va., and Mayport, Fla. On March 1, while docked at Freeport, Grand Bahama, HMCS Ville de Quebec swapped its cranky Sea King for HMCS Halifax's functioning aircraft to try to squeeze in some training - but the newly acquired aircraft promptly broke down. The military had to send one helicopter pilot back to Halifax early since there were virtually no training opportunities. Asked whether he had ever seen such a poor performance in a Sea King, the man in charge of all Sea King maintenance said: "I can't say that I have." Lt.-Col. Bruce Ploughman, commanding officer of 423 Squadron, said repair crews "had to deal with issues that I, quite frankly, have never encountered in my time at sea. "It was a phenomenal effort on their part to rectify some of the snags they did have." Ploughman acknowledged that the entire Sea King fleet, purchased in the 1960s and based on 1950s-era technology, has an average availability rate of only 40 per cent. But the problems encountered by HMCS Ville de Quebec had more to do with bad luck than bad aircraft, he said. The aircraft that HMCS Halifax finally sailed with was much more reliable, Ploughman said, available more than 80 per cent of the time. And HMCS Montreal, which is on a six-month overseas training operation that ends in July, has found its Sea King also to be available more than 80 per cent of the time. That contrasts sharply with Montreal's previous mission, last summer's Operation Narwhal, the largest joint military exercise Canada has ever undertaken in the Arctic. Montreal's Sea King "was a problem aircraft from the first day it landed on the flight deck," an internal military report said. "It is unusual to have had so many different types of snags, i.e., fuel, blades, pumps, heater, engine, gyro system, and flight controls in such a short period."

The Liberal government is buying 28 Cyclones to replace the Sea King fleet, but the first aircraft won't be delivered until late 2008 and operations won't begin for another year. The last Sea King is expected to retire in 2011. In 1993, the newly elected Liberal government of Jean Chretien cancelled an order that would have replaced the Sea Kings by 2000, saying it was too expensive.
Verliezen luchtvaart lopen op
De verliezen in de luchtvaart lopen steeds hoger op. De luchtvaartmaatschappijen boekten afgelopen jaar een verlies van 4,8 miljard dollar, dit jaar stijgt dat waarschijnlijk tot 6 miljard dollar. ,,De crisis in de wereldwijde luchtvaartsector houdt aan'', zei Giovanni Bisignani, directeur-generaal van de internationale organisatie voor de luchtvaart IATA, maandag tijdens de jaarvergadering in Tokio. Werd de branche eerder getroffen door de terroristische aanslagen in de Verenigde Staten, de oorlog in Irak en de uitbraak van de dodelijke longziekte SARS, nu is dure brandstof de boosdoener. De gezamenlijke luchtvaartmaatschappijen zijn dit jaar naar verwachting 83 miljard dollar kwijt aan kerosine, zo'n 39 miljard dollar meer dan in 2003. ,,De buitengewone prijs van brandstof vernietigt onze winstgevendheid'', aldus Bisignani, ,,urgente actie is gewenst.'' De enorme verliezen in de luchtvaart komen vooral uit de Verenigde Staten. Luchtvaartmaatschappijen in dat land hebben het afgelopen jaar met een verlies van 9 miljard dollar afgesloten, terwijl Europese vervoerders juist winstgevend waren. Volgens topman Jean-Cyril Spinetta van Air France-KLM hebben Amerikaanse maatschappijen veel meer last van concurrentie van prijsvechters, omdat ze vooral aan binnenlands vervoer doen. ondanks de onheilspellende woorden van Bisignani bleef KLM-topman Leo van Wijk optimistisch. ,,De sector komt slanker en sterker dan ooit uit de crisis'', liet hij op de jaarvergadering weten. Hij wees erop dat luchtvaartmaatschappijen verder in de kosten moeten snijden. Bovendien haalde hij uit naar Frankrijk en Duitsland, die met een extra belasting op kerosine geld willen opbrengen voor ontwikkelingshulp. ,,Dit is een belachelijk plan.'' Luchtvaartmaatschappijen doen volgens Van Wijk al genoeg om economische ontwikkeling in arme landen te stimuleren, omdat ze toerisme mogelijk maken. Zijn kritiek werd gedeeld door Bisignani. Een kerosinetax is ,,de domste manier om ontwikkelingslanden te helpen.'' De overheden moeten volgens hem ophouden de luchtvaart als een ,,melkkoe'' te zien. De IATA heeft zich voorgenomen dit jaar 700 miljoen dollar aan brandstofkosten voor luchtvaartmaatschappijen te besparen. Vooral een betere indeling van het luchtruim moet daaraan bijdragen. Door efficiëntere routes te vliegen, kunnen vliegtuigen veel brandstof besparen. In Europa alleen al heeft de IATA meer dan 200 voorstellen gedaan om vliegroutes te verleggen. Een andere kostenbesparing komt met het afschaffen van de papieren tickets, die eind 2007 helemaal moeten zijn verdwenen. Nu print de IATA nog meer dan 330 miljoen papieren tickets per jaar, een behoorlijke kostenpost voor de luchtvaartmaatschappijen. Inmiddels is 29 procent van alle wereldwijd verkochte vervoerbewijzen elektronisch, tegenover 19 procent in juni vorig jaar. Elk elektronisch ticket betekent een besparing van 9 dollar per passagier voor de maatschappijen.
