EVENTS, INCIDENTS & OPERATIONS Douane onderschept 5000 kilo grondstoffen XTC Rotterdam (ANP) - De douane in Rotterdam heeft begin februari 5000 kilo aan grondstoffen voor XTC en amfetaminenpillen onderschept. Met de grondstoffen konden pillen met een straatwaarde van tussen de 200 en 400 miljoen gulden worden gemaakt. De douane heeft de vondst een maand stilgehouden in verband met het onderzoek. Dat loopt overigens nog steeds. De grondstoffen piperonylmethylketon (PMK) en benzylmethylketon (BMK) zaten in een container die van China via Antwerpen en Rotterdam naar Letland op weg was. De PMK en BMK zaten verstopt tussen een lading aardewerk. Met de stoffen konden tussen de 20 en 40 miljoen pillen worden gemaakt. De chemicaliën zijn inmiddels vernietigd.
Convention 'will fail salvors' THE proposed international convention on bunker spills, to be debated at the IMO next week, "will fail to protect salvors from prosecution whenever they intervene to prevent pollution," believes Jean Labescat, president of the International Salvage Union. Speaking this morning at the International Marine Salvage Conference, he said that "for reasons which so far elude us" the responder immunity provisions that are included in other conventions have been removed from an earlier draft of this convention. Labescat told Fairplay that the threat of civil or criminal action would not deter most salvors from attempting to remove bunkers, but accepted that some "might stand back and say they can’ t take this responsibility". Along with other organisations, the ISU has prepared a paper for next week’ s conference, but "we know there’ s a chance it won’ t be reinstated," he said.
Succes bemoeilijkt overnames door Boskalis Papendrecht - Het gaat baggermaatschappij Koninklijke Boskalis Westminster zó voor de wind, dat het eigen succes mogelijk overnames bemoeilijkt. Boskalis is in de internationale baggerwereld de onbetwiste marktleider en die riante positie maakt dat kleinere baggerbedrijven in geval van een aquisitie door de Papendrechtse gigant met huid en haar worden opgeslokt. Boskalis wil graag nóg verder groeien en lijkt de mislukte overname van aannemings- en baggerbedrijf HBG, vorig jaar, al weer vergeten. Bestuursvoorzitter R. van Gelder van Boskalis weet zich in een luxe positie, beaamt dat het voor overname-kandidaten inderdaad wel eens geen liefde op het eerste gezicht zal zijn, maar weet ook dat zijn concern in het verleden in eigen land wel met succes en zonder geruzie baggerbedrijven heeft opgeslokt. Allianties Voorlopig zoekt Boskalis het meer in allianties, zoals in het Verre Oosten met de maritieme aannemer Archirodon waarmee de onderhandelingen over een belang van dertig procent de komende weken worden afgerond. Boskalis heeft bovendien zo veel werk op de plank liggen, ter waarde van ruim 1,2 miljard euro, dat het de handen vol heeft al die opdrachten tot een goed einde te brengen. Het Papendrechtse baggerbedrijf staat er goed voor. Het afgelopen jaar is afgesloten met een winst van 67,2 miljoen euro (+17 procent ten opzichte van '99) op een omzet van 960 miljoen euro. Er is voor 1,3 miljard euro aan nieuw werk bijeengesprokkeld, waarvan iets minder dan de helft bestaat uit enkele grote landaanwinningsprojecten in Singapore, goed voor wel vier jaar werk. Betuwelijn In eigen land heeft Boskalis werk aan de aanleg van de Betuwelijn, de verdieping van het Ketelmeer en diverse strandsuppleties. DAILY SHIPPING NEWSLETTER havenuitbreidingsprojecten en de verdieping van de Westerschelde en de aanleg van de Tweede Maasvlakte 'komen er aan', weet topman Van Gelder. ,,Het Havenbedrijf in Rotterdam wordt al ongeduldig en ongerust,'' refereert hij aan de recent opmerking van havenwethouder Simons om de Maasvlakte desnoods zelf aan te leggen en niet langer te wachten op de rijksoverheid. In vrijwel alle vijftig landen waar Boskalis actief is, gaat het voor de wind of liggen er belangrijke opdrachten in het verschiet. Vandaar dan ook dat Van Gelder zonder al te veel moeite voor dit jaar een verdere winstgroei van ongeveer tien procent durft te voorspellen. Dat ook de omzet door de 'grens' van één miljard euro (afgelopen jaar 960 miljoen euro) zal gaan, is een voorspelling waar hij zich geen buil aan zal vallen. De florisante gang van zaken noopt Boskalis tot forse investeringen, te beginnen in Papendrecht waar de laatste hand wordt gelegd aan uitbreiding en vernieuwing van het hoofdkantoor. Afgelopen jaar is bijna honderd miljoen euro geïnvesteerd en dat zal dit jaar niet minder zijn. Samen met scheepswerf De Merwede in Hardinxveld-Giessendam wordt gesleuteld aan een nieuw ontwerp voor middelgrote baggerschepen, waarvan Boskalis er graag twee bij wil hebben. Jaarlijks steekt Boskalis zo'n tien miljoen gulden in de ontwikkeling en verbetering van materiaal en techniek. Later dit jaar zal in Singapore een van de twee grootste baggerschepen, de WD Fairway, met 54 meter worden verlengd. Daarmee wordt de beuninhoud vergroot tot 33.000 kubieke meter en ontstaat 's werelds grootste baggerschip.
P&O Ned future under discussion P&O’ s Lord Sterling and Nedlloyd’ s Leo Berndsen are set to announce significant changes to the shareholding structure of P&O Nedlloyd. The two partners currently each control half the shares in the container line but there are suggestions that P&O might become the sole shareholder. Speaking at a conference to announce Nedlloyd’ s results, Berndsen said one of the options available would be to remove Royal Nedlloyd’ s listing on the Amsterdam Stock Exchange and replace it with P&O Nedlloyd. Such a move would mark the end of the Nedlloyd name. "Lord Sterling and I are well on the way," he confirmed, "but the devil is in the details. We have to agree on the complex matter of shareholder structure, corporate governance and the tax regime to be chosen". If shareholders reject the proposal, Berndsen said P&O Nedlloyd might be listed separately. The operator posted a positive outlook for the Europe-Far East route, while Pacific, Atlantic and north-south trades are growing, if slowly.
HOWARD SMITH TOWAGE SOLD Adsteam Marine Limited has entered into an agreement to acquire the Australian and United Kingdom harbour towage and related marine assets of Howard Smith Towage for A$500 million. The agreement is subject to the ACCC advising that it will not intervene in the acquisition. The acquisition will be financed by a A$330 million bank debt facility from National Australia Bank and an equity raising of A$180 million jointly underwritten by ABN AMRO Rothschild and UBS Warburg. Adsteam Marine’s shares will remain suspended from quotation until Adsteam is in a position to announce further details of the equity raising, the company announced.

Veerboot verliest vrachtwagen op volle zee AMSTERDAM - De veerboot Discovery van rederij Stena Line heeft donderdagmiddag op weg naar Engeland een vrachtauto en mogelijk twee busjes verloren. Voor zover bekend zaten er volgens een politiewoordvoerder geen passagiers in de voertuigen. Het schip is na het voorval teruggekeerd naar Hoek van Holland. Door nog onbekende oorzaak schoten volgens een woordvoerder van de reder onderweg naar Engeland een vrachtauto en twee bestelbusjes door de klep van het schip. De veerboot bevond zich op dat moment op zee op twee kilometer uit de kust. De kapitein besloot na het verlies direct terug te keren naar de haven waar het schip rond zes uur donderdagmiddag aankwam. Volgens een woordvoerder is direct begonnen aan een noodreparatie. De passagiers en de vracht zijn van boord gehaald en vertrekken later donderdagavond met een ander schip naar Engeland. Het is niet de eerste keer dat veerboot Discovery heeft te kampen met averij. Op 3 januari 1998 brak op volle zee de neus van het schip af. Aan boord bevonden zich op dat moment honderden passagiers. Door direct snelheid te minderen en passagiers op het schip te verplaatsen voorkwam de kapitein een ramp, rapporteerde de Raad voor de Scheepvaart een jaar na het ongeval. Ruim een jaar later brak in de machinekamer van de veerboot brand uit. Doordat brandstof in de turbine terechtkwam raakte het schip zwaar beschadigd. Persoonlijke ongelukken deden zich niet voor. De Discovery is een catamaran die zich met grote snelheid over het water kan verplaatsen. Het schip is het paradepaardje van rederij Stena Line. De boot werd in 1997 in de vaart genomen. De reder heeft in de afgelopen jaren al vele aanpassingen aan het schip moeten laten uitvoeren. Zo voldeed het vaartuig niet aan de milieunormen voor stank en geluid. Ook zou het schip gevaarlijk krachtige zogenoemde hekgolven veroorzaken. De Engelse autoriteiten verwijten de reder de dood van een Engelse visser. De boot van deze man zou volgens de Engelsen zijn omgeslagen nadat het scheepje was gepasseerd door de Discovery. Het onderzoek naar dit ongeval is nog niet afgerond.
Veel doden bij boot-ramp voor Sint Maarten WILLEMSTAD - Bij een schipbreuk voor de kust van het Franse deel van Sint Maarten zijn zeker twintig mensen verdronken. Zestien opvarenden van de houten open boot Esperanza worden nog vermist. Dat zegt luitenant-ter-zee Middel van de Kustwacht van de Nederlandse Antillen en Aruba op het coördinatiecentrum in Willemstad (Curaçao). Aan de reddingsactie doen Nederlanders, Fransen en Amerikanen mee. In totaal zijn twaalf helikopters, een Orion-patrouillevliegtuig en zes schepen ingezet. De melding van de schipbreuk kwam donderdag bij de Kustwacht om 9.30 uur plaatselijke tijd (14.30 uur Nederlandse tijd) binnen. Twee mensen die door een vissersboot waren opgepikt, vertelden dat hun bootje met 38 opvarenden was vergaan tussen Anguila en Sint Maarten. Het wrak van het schip is gevonden en ligt in ondiep water, circa drie kilometer uit de kust. Volgens Middel was er geen sprake van slecht weer op het moment van de ramp. Vermoedelijk is het scheepje op een rots gevaren. De boot stond in Sint Maarten onder de naam Esperanza geregistreerd. Het vermoeden bestaat dat de opvarenden inwoners van de Dominicaanse Republiek waren die illegaal naar Sint Maarten probeerden te komen. Middel acht de kans klein dat er nog overlevenden worden gevonden. Het zoekgebied beslaat ongeveer vijf bij vijf kilometer. "De schepen blijven de hele nacht doorzoeken, maar de kans op overlevenden is minimaal."

A passenger said the vessel started listing shortly after she left Maya Bay. Water was seeping into the hull too fast for the vessel's pumps to handle. Passengers were told to put on lifejackets as the crew was preparing for evacuation. Rescue services were contacted as the vessel set course for Phuket, but the vessels were too small. The vessel arrived Phuket at 1730 hrs, more than three hours after she began to list. The 300 passengers and 100 crew were transferred to vessel Bortine. CHOYANG PARK (Panama) London, Mar 15 — A press report, dated Mar 13, states: More than 90 containers on m container vessel Choyang Park crossing the North Atlantic last week were swept overboard in stormy weather, a company executive said. "The vessel took some very heavy weather. Some of the containers apparently broke loose," said Ed Kelly, president of Cho Yang (America) Inc. In addition, some containers that remained on board the vessel collapsed. Kelly said that number has not yet been determined. Most of the lost or damaged containers actually belonged to Cho Yang's partners, Hanjin Shipping Co. and Senator Line, according to Kelly. Cho Yang Park was not the only vessel that sustained damage in the severe North Atlantic storm. Some 29 containers on a Hapag Lloyd vessel were apparently lost or damaged, industry sources said. EHIME MARU (Japan) London, Mar 15 — A press report, dated Mar 14, states: The U.S. Navy said Monday (Mar 12) it is possible to salvage m training stern trawler Ehime Maru, adding that the operation would take six months and cost an estimated $40 million, 4.8 billion yen. First, however, an environmental assessment study would be necessary, officials said. U.S. Navy officials said the salvage operation would be a complex task, although technically feasible, because of the depth at which the ship lies. The Pentagon agrees with the Navy's findings, Navy sources said. An The environmental assessment survey will take two or three months and be conducted by the Navy and the Coast Guard with assistance from federal and state agencies. This means the salvage would not get under way until the summer or later. Officials said alternative steps would have to be considered if it is determined that salvaging the ship jeopardised ocean ecology. Ehime Maru could be raised to a depth that enables divers to search the ship. Then it could be sunk again with a buoy to mark its position after the fuel is extracted. (See issue of Mar 10.) GAUDOS (Malta) London, Mar 15 — A press report, dated today, states: As ro-ro m ferry Gaudos (4,893 gt, built 2001) the newest vessel to join the Gozo Channel fleet recently, was approaching Mgarr Harbour yesterday morning, a technical fault developed. The master and crew members immediately dropped anchor and the vessel entered the harbour some 10 minutes later. An investigation was called to find out the cause of the fault. This, however, meant that the vessel had to remain at Mgarr. Three trips thus had to be cancelled and delays were caused. The investigation showed that a fault had occurred in one of the electrical generators, which in turn caused the switchboard to trip, thus resulting in a power failure. But the vessel is equipped with four engines that run independently. An emergency generator furthermore ensures that in an emergency, the vessel is never left without power. A Gozo Channel statement said that the equipment suppliers were called in to give their input. The manufacturers of the equipment that defaulted will also be flown in to investigate the cause of the breakdown, thus ensuring that such an occurrence does not happen again. The statement explained that the company could not bring over the vessel, at present berthed at Sa Maison, as this would have taken three hours. The vessel will be back in service today. The company expressed regret for any inconvenience suffered by passengers. MEXICAN REEFER (Panama) Dakar, Mar 15 — Temporary repairs to refrigerated mv Mexican Reefer at Dakar are expected to be completed by Mar 24. — Lloyd's Agents. (See issue of Mar 3.) MIGUELITO (Dominican Republic) Santo Domingo, Mar 14 — M tug Miguelito (148 gt, built 1945) sank at the outer port of La Romana Mar 10 after reportedly being dragged while performing manoeuvre with m tanker Seajoy (28,433 gt, built 1996). NEW GENERATION (Panama) Yokohama, Mar 15 — M bulk carrier New Generation is currently still in dock, under repair, at Yokohama. — Lloyd's Agents. (See issue of Mar 3.) P.HARMONY (Panama) London, Mar 14 — Following received from the International Tanker Owners Pollution Federation, dated today: M tanker P.Harmony sank in the Strait of Korea, off the coast of Kojedo Island, following a fire and explosion on Jan 15. The vessel was in ballast at the time of the incident, en route to Yosu from Ulsan, where she had discharged 6,500 tonnes of gasoline. Some 280 cubic metres of fuel oil, Bunker C, was reported as being on board when the explosion occurred, and an unknown quantity was subsequently spilt. Owing to the wind and currents prevalent in the area at the time of the incident, the oil moved away from the Korean coast and travelled across the Strait of Korea towards the Japanese island of Tsushima where it stranded on the north and northwestern shorelines. Much of the affected area is exposed and access is difficult. There are very few sandy beaches and most of the coastline is comprised of bedrock, boulder and cobble. Near-shore fisheries, such as set nets, fish farms and natural seaweed harvesting, constitute the major sensitivity. The oil stranded along the shoreline in sections from Sagomynato, on the north west coast, to Unijima on the north coast. In the port of Sasuna, oil smeared along quay walls and contaminated many of the boats moored there, as well as mooring ropes and floats/buoys. In addition, floating pontoons and fish farms were oiled to some extent. No shoreline impact was reported in Korea. Offshore, vessels provided by the Korean Marine Police, Korean Marine Pollution Response Corporation (KMPRC) and a contractor appointed by the vessel's owners, were used to agitate the oil in the vicinity of the sinking site and survey the area. Divers were also engaged to assess the damage and plug any

Shoreline cleanup in Japan began on Jan 17, when the oil first stranded on Tsushima, using personnel from the local municipalities, fishing cooperatives, the emergency services and a private clean-up company appointed by the owners. The airforce undertook clean-up on the military island of Unijima. All the clean-up undertaken was manual. Ladles and buckets were used to collect oil that had gathered against the shoreline or in sheltered areas, and rocks and boulders were manually scraped and wiped. Oiled debris which had collected on a sand beach after being washed out from amongst the rocks was also gathered manually. Inside the port at Sasuna, sorbents were used to capture oil and oil sheens. All clean-up was completed by Feb 2. It is estimated that in total some 1,700-1,800 man-days had been expended on the operation. Many places along the shoreline were difficult to access making removal of the collected oily waste problematic. Much of the oiled waste was burned at the back of the beach, and the remaining quantities will eventually be taken off the island by ferry to a licensed incineration plant at Oita, Kyusho Island. (See issues of Jan 19 and Feb 28.) Busan, Mar 15 — M tanker P.Harmony is still sunk without any salvage and/or wreck removal operation fixed. According to vessel's owners it is probable that she will be left at the site without any schedule. — Lloyd's Sub-agents. PAPAGEORGIOU IV (Greece) London, Mar 14 — Ferry Thassos V that was in collision with ro-ro m ferry Papageorgiou IV in the northern Aegean Mar 13 is 832 gt, built 1993. (See issue of Mar 15.) PORNNIMITR 1 (Thai) London, Mar 15 — A press report, dated today, states: A Thai fishing trawler was chased into Thai waters off Ranong province yesterday by a Burmese navy patrol boat that opened fire at another Thai trawler, slightly injuring two Burmese crew members on board, a Thai navy source said. The medium-sized Burmese gunboat fired M-40 machine guns at the 15-m Pornnimitr 1 with her crew of 10 at about 0900 yesterday, inflicting minor damage, the source said. "We were informed by the crew of Pornnimitr 1 that the scene of the attack was in Thai waters. Our examination of the spot proved that the claim was true," he said. He suspected that the Burmese patrol boat, with the number 441, intruded into Thai waters while in hot pursuit of another Thai trawler that was illegally fishing in its territorial waters. ROKKOH 3 (Panama) London, Mar 14 — A press report, dated Mar 14, states: Mv Rokkoh 3 (2,316 gt, built 1977) ran aground around midnight yesterday on a rocky shoal off Imabari, Ehime Prefecture, western Japan, Coast Guard officials said today. There were no reports of injuries or an oil spill, they said. Rokkoh 3, operated by the Kobe-based shipping firm Kobnav Enterprises, hit the rocks around midnight, the officials said. The 14 crew members, all Philippine nationals, were rescued by the Coast Guard about five and a half hours later. According to Coast Guard investigations, the vessel went aground on the shoal situated about 100 metres from the shore of an islet. At the time, the waters were calm and visibility was good, but there was a tidal current, the officials said. The vessel had left the port of "Bizen", Okayama Prefecture, yesterday afternoon and was on her way to China. She was not carrying any cargo, the officials said.

SHIPYARD NEWS Navion cancels order at Spanish yard Navion, the Norwegian offshore and shipping company, notified Spain's Izar shipbuilding group today that its order for multipurpose shuttle tanker Navion Odin has been cancelled. This decision has been prompted by the failure of the builder - formerly Astilleros Espanoles - to complete the vessel on schedule. Navion Odin was ordered from Astilleros Espanoles in early 1997, and was due to be delivered from the Puerto Real yard in July last year. "Even now, however, a good deal of work remains to be done, particularly on the dynamic positioning system, cabling, electrical and safety systems. It is still unclear when the vessel will be ready for delivery. These delays give Navion the right under the contract to cancel delivery of the vessel", Navion announced. Navion Odin is a sister ship to the West Navion drill ship, and was originally due to be outfitted for the

This plan was abandoned in the autumn of 1998 because of uncertainty over the execution of the project and delays and cost overruns with West Navion. Navion then took over the hull and wrote off NOK 225 million in costs relating to drill ship functions. In November 1998, the company contracted with the Spanish yard to complete the ship as a production hull. Navion Odin has been marketed by Navion as a possible production ship. Norway's Fearnley Offshore was also engaged to explore opportunities for selling the vessel for outfitting as a drill ship. This job has now been cancelled as specified in the contract with Fearnley.
ROUTE, PORTS & SERVICES New players on Rotterdam boatsmen field The ‘ establishment’ ’in mooring assistance and other related activities in the port of Rotterdam has to prepare itself for the arrival of a newcomer, in the shape of Dutch Mooring Services (DMS). DMS can actually start when it has obtained the necessary ‘ permit of recognition’ ’from the Rotterdam municipality. This will happen in the next few weeks. After that, DMS can ask for delivery of the two ordered vessels, which are built at two Dutch shipyards. In the meantime eight boatsmen are trained on the job, which is needed to be qualified as certified boatsman. DMS plans to enter the market this Summer. Today, it makes clear that it wants to acquire a ‘ particular share of the market’ ’but not through offering knockdown prices. The shipping lines are eagerly following developments, urging DMS to state rates. So far, DMS is not willing to go into details. The question is whether the existing boatsmen organisation Koninklijke Roeiersvereniging De Eendracht which has total control of the existing market - will give DMS a warm welcome.
Containervervoer met P&O is winstmotor Nedlloyd ROTTERDAM (ANP) - Het containervervoer over zee heeft Nedlloyd in 2000 geen windeieren gelegd. De operationele winst van de Rotterdamse investeerder kwam dankzij zijn belang (50 procent) in containertransporteur P&O Nedlloyd uit op 50 miljoen euro (f 110,2 miljoen). Dat is 86 miljoen euro (f 189,5 miljoen) meer dan het jaar daarvoor. P&O Nedlloyd krikte in 2000 zijn bedrijfsresultaat op van 7 miljoen dollar naar 201 miljoen dollar (f 488,5 miljoen), het beste resultaat sinds de start in 1997. De reder vervoerde meer containers (8 procent) en profiteerde van gunstiger tarieven. De Brits-Nederlandse gezamenlijke onderneming denkt de goede prestaties de komende twee jaar voort te zetten, mede dankzij door te voeren kostenbesparingen. Die moeten eind dit jaar al 180 miljoen dollar (f 437,5 miljoen) opleveren. Tegenover de bijdrage van P&O Nedlloyd staan de matige prestaties van Martinair, waarin Nedlloyd eveneens een belang van 50 procent heeft. De charteraar bezorgde Nedlloyd vorig jaar een verliespost van 22 miljoen euro (f 48,5 miljoen), daar waar ze in 1999 nog ruim f 13 miljoen in het laatje bracht. Nedlloyds nettowinst over 2000 bedroeg 136 miljoen euro (f 300 miljoen). In dat bedrag zit een bate van 86 miljoen euro, bestaande uit een afkoopsom van het Nedlloyd Pensioenfonds en een boekwinst (f 37,5 miljoen) op de verkoop van Mammoet (zware transporten).
