From 1 August 2015: Associate Professor “Public Law” and Vice-Dean at the University of Hasselt charged with the courses “Law and State”; “Administrative Law” and “Legal French”. From 1st August 2011: Associate Professor “Public Law” (full time) at the University of Hasselt charged with the courses “Law and State”; “Administrative Law” and “Legal French”. The first course is taught in English, the second in Dutch and the third in French. From 1st August 2010: Full Professor holding the Chair “The State as Employer: comparative legal aspects” (20%) at the University of Amsterdam (the Netherlands) later at the Leiden University (from 2015). 1st October 2000 – 30th September 2001: scientific research project funded by the Belgian Services for Research and Technical Aspects (under supervision of Prof. Dr. Kaat Leus). I executed a part of the research which led to the book (in Dutch) “Trial of integral and reformed status of national
public servants” (Proeve tot een geïntegreerd en hervormd statuut voor het federaal openbaar ambt), Ghent, Academia Press, 2004, 249p. 1st October 2001- 30 September 2005: Doctoral Fellow of the Belgian Research Council. My doctoral research was entitled: a research of the legal foundations of the specific status of the public servant (Een onderzoek naar de juridische grondslagen van de rechtspositie van de ambtenaar). My supervisor was again Prof. Dr. Kaat Leus. 1st October 2005 -1st Februari 2007: (Postdoctoral) Researcher concenring “Telework in the public sector: legal aspects”. My supervisor was Prof. Dr. Wilfried Rauws. 1st October 2007- 30th September 2010: Postdoctoral Fellow of the Belgian research. The research project was entitled “A uniform legal status for public servants and employees: the use of labour law for public servants: a comparative analysis” Within the framework of this project, I was selected as research fellow at the Universities Reading(2008), Oxford (2009) and Stockholm (2010). This research project constitutes the basis for the monograph I would like to finish during my research stay at the EUI. EXTERNAL RESEARCH FUNDING AS (CO-)SUPERVISOR
Since 15 July 2014: I am supervisor of Miss Sophie Aerts (UHasselt) who prepares a policy-oriented research in order to adapt Belgian regulation to facilitate the collaboration and the exchange of workers between hospitals and education. Since 1 January 2014: I am supervisor of Miss Elisabeth Aerts (UHasselt) who will prepare a doctoral dissertation on the reform of collective negotiations procedures in the Belgian public sector. The research will compare the Belgian case with the evolutions in Denmark and France. The research is funded by the Belgian FWO. Since 1 October 2012: I am the supervisor of Miss Karen Deckers (UHasselt) who will prepare a doctoral dissertation on the role of pulic services in current Belgian administrative law. The research will compare the specific role of public services in Belgian administrative law with the role of the services of general interest at EU-level and with the development of the theory of public services in France. Since 1 February 2012: I am the supervisor of Mrs. Aarti Soertbalie (University of Amsterdam) who is preparing a doctoral thesis on the freedom of speech of the Dutch officials. She is an official herself and executes her taksks as “external researcher”. Since 1 October 2012: I am co-supervisor of Miss Sofie Hennau (UHasselt) who is currently researching the impact of new legislation on governance methods in Belgian municpalities. She is a political scientist and her supervisor is my colleague Johan Ackaert (UHasselt). 1 November 2011- 1 June 2012: Supervisor of a research project funded by the Flemish Region on alternative administrative sanctioning of infractions of building law. This research project contained an important comparative aspect (the Netherlands, the UK, Germany and France). The research was executed in collaboration with Prof. Dr. Daniel De Wolf (Vrije Universiteit Brussel) Two researchers executed this project, one at the VUB and one at
the UHasselt. The research report of 150 pages may not be made public but may be used as basis for a significant reform of the legislation within the Flemish region. MEMBERSHIP OF DOCTORAL COMMITTEES

I am a Member of the Doctoral Commission of Mister Freek Louckx (Vrije Universiteit Brussel) who prepares a doctoral thesis on the impact of the principles of public services on health law. His supervisor is my colleague (and Dean) Guido Van Limberghen (Vrije Universiteit Brussel). I also am a Member of the Doctoral Commission of Miss Nilde Marrocchi (Universiteit Hasselt) who prepares a doctoral thesis on the different forms of legal discrimination in labour relations. Her supervisor is my colleague Petra Foubert (UHasselt). I am a member of the doctoral commission of Miss Inger De Wilde (Universiteit Antwerpen) who currently prepares a doctoral thesis on unilateral variation of employment conditions in the public sector. Her supervisor is my colleague Prof. Dr. Ria Janvier (UAntwerpen) I am a member of the doctoral commission of Mister Sebastian Devos (Vrije Universiteit Brussel) who prepares a doctoral dissertation on the powers of the Crown in the contemporary constitutional and EU framework. His supervisor is my colleague Prof. Dr. Marnix van Damme (Vrije Universiteit Brussel). I am a member of the doctoral commission of Miss Sophie Aerts (UAntwerpen) who currently prepares a doctoral dissertation on the labour accidents regulation in the Belgian public sector. TRAINING TO CIVIL SERVANTS
I gave many trainings to civil servants on legal and HR-issues. In January 2009, I trained for two days some Belgian federal civil servants on the legal aspects of freedom of speech. In April 2010, I trained civil servants of the Flemish Administration on aspects of Constitutional and Administrative Law. In February 2011, I trained Belgian federal civil servants on the aspects of non-disciplinary dismissal (in French). In November 2011, I trained Russian civil servants on aspects of HR Policies in the Public sector. This training was given at the invitation of the Europe College in Bruges.
In November 2012 I trained civil servants of the different Eastern European Countries on integrity issues within the framework of the Hague Academy of International Law. The participants originated from Albania, Kosovo, Croatia, Serbia, Turkey and FYROM. In December 2012 and January 2013 I trained Belgian federal civil servants on general principles of administrative law. In December 2013, I trained civil servants on the difficult applicability of the principle of freedom of speech. I frequently seated as an expert in recruiting committees for highly qualified civil servants on all levels in Belgium (national, regional and local). PEER REVIEW ACTIVITIES
I acted as peer reviewer in Belgium for major legal journals and for major legal publishers including the Tijdschrift voor Sociaal Recht and the Administrative Law Library, Intersentia, Larcier, Publiekrechtelijke Kronieken, het Tijdschrift voor Bestuurswetenschappen en Publiekrecht, de Sociaalrechtelijke kronieken en het Rechtskundig Weekblad. I also acted as peer reviewer for non-Belgian publications such as the Leiden University Press and the Tilburg Electronic Journal of Comparative Law as well as for the British Research Council and the von Humbodt Stiftung.
