BIHARKERESZTES Biharkeresztes az Észak-alföldi régióban, Hajdú-Bihar megye délkeleti részén, a román határ mellett fekszik. A település a megyeszékhelytől 55 km távolságra, míg a kistérségi központtól, Berettyóújfalutól 21km-re fekszik. A város a román határtól pedig mindössze 6 km-re található. A megye közlekedési térképét vizsgálva határmenti, periférikus fekvése ellenére kedvező helyzetben van, hiszen mind közúti, mind vasúti vonal is elhalad a város mellett. Közúton a 42-es számú főúton, míg vasúton a 101. számú vonalon közelíthető meg. 42. sz. elsőrendű főútvonal: Püspökladány - Berettyóújfalu - Biharkeresztes - Ártánd, mely a 4. sz. főútról Püspökladánynál ágazik ki, az E60-as nemzetközi főút ezen a vonalon hagyja el hazánkat és vezet Nagyvárad felé. 101-es számú vasútvonal Püspökladány- Biharkeresztes - Nagyvárad (Románia). Vasútállomása és határállomása jelentős teher- és személyforgalmat bonyolít le Magyarország és Románia között. Tervek szerint 2015-ben átadásra kerül a Berettyóújfalu – Biharkeresztes – Nagyvárad kerékpárút, mely biztonságosan közlekedést biztosít a kerékpárosoknak. A város a létrehozott infrastruktúra által aközösségi közlekedés fejlesztését tűzte ki célul. Az elkészült és felújított utak, lehetőséget adnak a településen a biztonságos közlekedésre. Az új utakon közlekedő tömegközlekedési járművek előnyben részesítése valamennyi közlekedő érdeke, ez mind a szolgáltatást igénybe vevők, mind a közúti forgalomban résztvevő egyéni közlekedők számára előnyös.A közösségi közlekedés előtérbe kerülésével csökkenthető azsúfoltság,árosanyag-kibocsátásésálás,aközlekedési balesetekáma.
NAGYVÁRAD Nagyvárad Bihor megye székhelye, Románia északnyugati részének egyik legfontosabb gazdasági, szociális és kulturális központja. 10 km-re található a Borsi határátkelőtől, amely az egyik legfontosabb átkelő Románia nyugati oldalán. Városunk fontos közúti és vasúti csomópont az európai országokkal való kapcsolata miatt. Habár az utak szerkezetét jelentős mértékben befolyásolja a város északi dombos területe, a Sebes-Körös, vasútvonalak – ezek az elemek akadályoknak tekinthetőek az infrastruktúra kiépítésében. A gyors út építése alternatívát fog jelenteni azoknak, akik átutaznak a városon. A gyors út Clujului és a Stefan cel Mare utcák közötti összekötőútként elkerüli a központi utcák és hidak dugóit, valamint gyorsabb hozzáférést biztosít a város fő belépési pontjaihoz. Emellett, a gyors út egy a vasúti szolgáltatásokhoz vezető alternatív út létrehozását is jelenti a Nagyváradi Központi Állomás közelsége miatt. Az infrastruktúra kiépítése a közeljövőben is folytatódni fog, biztosítva a helyi és az átutazó forgalom gördülékenységét. A környezetbarát közlekedést illetően az önkormányzat már 15 km kerékpárutat épített, mely összeköti Nagyváradot Püspökladánnyal és Biharkeresztessel a határon át.
CÉLOK A projekt egy közös folyosó, összekötő út elérését tűzte ki céljául két határmenti város, Nagyvárad és Biharkeresztes között, abból a célból, hogy biztosítsa a lakosság autós és tömegközlekedését. További cél volt, hogy az átutazó turizmus számára is gyors utat biztosítson Nagyváradon át Kolozsvár irányába. A határon átnyúló összekötő folyosó ezzel egy időben biztosítani fogja az intermodális (vasúti és közúti) személyszállítás kifejlesztését, megkönnyítve az átutazást a biharkeresztesi vasútállomáshoz. A projekt fő kedvezményezettjei mindazon személyek, akik előnyét élvezik az új határon átnyúló összekötő útnak: - turisták, - azok az emberek, akiknek mindennapi tevékenysége a két város közti mobilitástól függ, - mindazon emberek, akik használják a határon átnyúló összekötő folyosót, annak regionális, nemzeti és nemzetközi fontossága miatt a délkelet Európai régió felé. (1.100.000 ember évente).
EREDMÉNYEK A létrehozott infrastruktúra közvetett kedvezményezettjei a két város lakosai (210.774 fő) valamint azok a vállalkozások, gazdasági szereplők, akik határon átnyúló tevékenységeket fejlesztenek. A projekt eredményei között szerepel: - közös intermodális (vasúti és közúti) szállítás javulása, - létrehozott határon átnyúló bekötőút és gyors összekötőút; - 2205 m helyreállított és épített utcahálózat Biharkeresztesen; - 3525 m új gyors út Nagyváradon; - 2 közös tömegközlekedési hatástanulmány és közös közúti közlekedési útmutató kidolgozása a gyors utazás és mobilitás érdekében; - 37250 fő/nap (turisták és utazók) akik a kifejlesztett határon átnyúló út előnyeiből részesülnek; - 1 millió autó/év áthalad a határon átnyúló összekötő folyosón.
MEGVALÓSULT TEVÉKENYSÉGEK Biharkeresztes Város Önkormányzata az elnyert pályázati keretből a Kolozsvári, Osváth Pál és Vörösmarty utcák építése, valamint a Nap utca felújítása valósult meg. Emellett Nagyváradon egy gyors út épül, ami csökkenti a forgalmat a Clujului és a Stefan cel Mare utcák között. BIHARKERESZTES Biharkeresztes is situated in the north of the Great Plain, the south-eastern part of Hajdú-Bihar County, near the Romanian border. The town is 55 km away from the county town, and 21 km away from the microregion-center, Berettyóújfalu. The town is only 6 km away from the Romanian border. Despite it’s peripheral location - observing the transport map of the county - Biharkeresztes is in a privileged situation, as both the public road and the railroad crosses the town. It is approachable by main road no. 42 as well as railroad no. 101. Primary major road no. 42 turns out from the main road no. 4 (E60) at Püspökladány, it crosses Püspökladány Berettyóújfalu - Biharkeresztes - Ártánd and leads to the Romanian border towards Oradea. Railroad no. 101 connects Püspökladány - Biharkeresztes to Oradea (Romania). The city’s railway station turns over a significant commercial and passenger traffic between Hungary and Romania. According to plans, the cycle route between Berettyóújfalu - Biharkeresztes - Oradea will be opened in 2015, in order to provide safety in traffic for cyclists. The town’s goal is to improve public transport with the support of the established infrastructure. Emphasizing the role of public transport, the new developed routes, it is beneficial for both users of the public services and for the other individual participants in the traffic. Thus the number of traffic jams, harmful emissions and energy consumption are diminished and traffic accidents as well.
ORADEA Oradea is the capital of Bihor county, known as one of the most important economical, social and cultural centre from the north-west part of Romania, our city managed to keep all these characteristics through history. It is located 10 km away from Bors border crossing point, one of the most relevant access gate from the western border of Romania. Our city is an important railway and road junction, due to it’s connection with the European countries through the cross border point. Although the street configuration is significantly influenced by the hilly area in the north side of the city, by Crisul Repede river and the railroads, these elements considered hindrances in the way of infrastructure development, the construction of the rapid road will be an alternative for those who are in transit in the city. As a connection route between Clujului and Stefan cel Mare streets in order to avoid the jams from the central streets and bridges, will facilitate the faster access to the main entry ways in our city. Also through the rapid road an alternative route to the railway services will be created, due to its vicinity with Oradea Central Station. In the near future the development of the infrastructure will continue in order to assure the fluency in the local and transit traffic. Concerning the eco-friendly traffic, the Municipality has already built 15 km of bicycle paths, including a route that connects Oradea to Püspökladány and Biharkeresztes across the border.
GOALS One of the project’s aim is to establish a connecting corridor that consolidates the relation between the cross-border towns, Oradea and Biharkeresztes, a link for private vehicles and public transport. An additional aim is to improve the transit tourism through a rapid route that crosses the city from east to west towards the Hungarian border. At the same time, the cross border link corridor will provide the development of an intermodal (public and railroad) passenger transportation. The main beneficiaries of the project are the individuals involved in the cross-border traffic:(1) the tourists, (2) the residents from both sides of the border with daily activities that depend on their mobility between these towns, (3)the persons who transit the cross border corridor as part of the regional, national and international traffic from South-eastern Europe (1.1 million passengers annually).
RESULTS The residents of both cities are the indirect beneficiaries of the created infrastructure: 210,774 inhabitants and the companies that develop cross border activities, as well. The project’s results are as follows: - improved intermodal public (road and railroad) transportation, and the perspective of a new bus station in the area; - established cross-border access roads and fast link road in Oradea and Biharkeresztes - 2,205m new and rebuilt street-system in Biharkeresztes; 4,622.33m of new build and reconstructed roads in Oradea - 3,577m new, rapid road in Oradea - 2 impact surveys about public transportation and a joint transportation guide that provides infos about fast travel and mobility - 37,250 capita/day (tourists and passengers) who benefit of the construction of cross border roads - 1 million cars/year that pass the cross-border connecting corridor.
ACHIEVED ACTIVITIES Through the project the local government of Biharkeresztes implemented the rehabilitation of Kolozsvári, Osváth Pál and Vörösmarty streets as well as the renewal of Nap Street. Also in Oradea the rapid road will be constructed that will lead to the relief of the traffic between Clujului and Stefan cel Mare streets. BIHARKERESZTES Biharkeresztes se află în Regiunea Észak-alföld (Regiunea Nordică din Campia Mare), în partea de sud-est a judeului Hajdú-Bihar, în apropierea graniei române. Localitatea se află la o distană de 55 km faă de reşedinţa de judeţ, iar faă de centrul microregiunii Berettyóújfalu, la o distană de 21 km. Oraşul se află la doar 6 km de grania română. Privind harta rutieră a judeului, în ciuda așezării periferice, localitatea este într-o situaie avantajoasă, datorită reelei de drumuri publice și de căi ferate. Principalele căi de acces în Biharkeresztes sunt DN nr. 42 și calea ferată, linia 101. Drumul principal nr. 42 se desprinde din DN 4 (E60) la Püspökladány, străbate localităţile: Püspökladány - Berettyóújfalu - Biharkeresztes Ártánd și se îndreaptă spre grania română înspre Oradea. În ceea ce privește transportul feroviar linia de cale ferată nr.face legătura intre Püspökladány- Biharkeresztes - Oradea (România). Prin staia feroviară de frontieră se derulează un trafic semnificativ de marfă și de călători. Pista de biciclete care leagă localităile Berettyóújfalu - Biharkeresztes - Oradea va fi dată în folosină în anul 2015, asigurându-se sigurana rutieră a bicicliștilor. Prin infrastructura creată orașul intește îmbunătăirea transportului în comun. Punerea accentului pe transportul în comun, pe noile rute realizate, este în interesul atât al utilizatorilor de servicii publice, cât și al celorlali participani individuali în traficul rutier. Astfel se descongestionează traficul, se reduc emisiile poluante și consumul de energie, precum și numărul de accidente rutiere.
ORADEA Municipiul Oradea este reşedinţa de judeţ a Bihorului, fiind unul dintre importantele centre economice, sociale şi culturale din NV României, păstrându-ş aceste caracter st c de-a lungul istoriei. De asemenea, se află la o distanţă de numai 10 km faţă de Vama Borş, unul dintre cele mai importante puncte de acces de la graniţa de Vest a României. Oradea este un nod feroviar și rutier important, făcând legăturile cu ţările europene prin punctul de trecere a frontierei. Deși configuraia stradală este semnificativ influenată de relieful deluros din partea de nord a orașului, de râul Crișul Repede și de Căile ferate, fiecare aceste elemente fiind considerate un obstacol în dezvoltarea unei infrastructuri armonioase in Municipiul Oradea, ca alternativă pentru persoanele care tranzitează orașul nostru se construiește Drumul Rapid. Fiind o rută care face legătura între Calea Clujului si Bulevardul Stefan cel Mare cu scopul de a evita aglomeraia de pe podurile și străzile centrale ale orașului, acesta va facilita accesul mai rapid la arterele de acces în oraș. Prin intermediul drumului rapid se creează o rută alternativă la serviciile de transport feroviar, fiind situat în imediata apropiere a Gării Centrale din Oradea. În perspectivă se va continua dezvoltarea infrastructurii în vederea fluidizării traficului local și celui de tranzit. In ceea ce privește transportul ecologic, la nivelul Municipiului Oradea s-au construit aproximativ 15 km de pista de bicicleta, inclusiv o rută care face legătura între Oradea și doua orașe din Ungaria: Püspökladány și Biharkeresztes.
OBIECTIVELE Unul din obiectivele proiectului este realizarea unui coridor rutier în vederea consolidării ralaiilor dintre Oradea și Biharkeresztes, destinat atât transportului în comun cât și traficului ușor. Un alt obiectiv este îmbunătăirea accesului pentru turismului de tranzit printr-o ruta rapidă care traversează orașul pe relaia est-vest, inclusiv grania cu Ungaria. Coridorul transfrontalier de legătură în același timp va oferi dezvoltarea transportului inter-modal de persoane (rutier și feroviar). Principalii beneficiari ai proiectului sunt persoanele care sunt implicate în traficul transfrontalier de legătură: (1) turistii, (2) rezidenii din ambele pări ale graniei cu activităi zilnice care depind de mobilitatea între cele două orașe și (3) persoanele care tranzitează coridorul transfrontalier ca parte a traficului regional, naional și internaional din Europa de Sud-Est. (1,1 milioane de persoane pe an).
REZULTATE Beneficiarii indireci ai infrastructurii create sunt locuitorii celor două orașe: 210.774 persoane, precum și agentii economici care desfășoară activităţi de ambele pari ale graniei. Printre rezultatele proiectului se numără: - transport inter-modal comun (rutier și feroviar) îmbunătăit și în perspectivă realizarea unei autogări în zonă - crearea drumurilor de acces transfrontalier și de legătură rutieră rapidă în Oradea și Biharkersztes; - 2205 m de reea stradală construită și reconstruită în Biharkeresztes; 4622,33 m construcie nouă si reabilitare de drumuri în Oradea - crearea a 3577 m de drum rapid în Municipiul Oradea - 2 studii de impact despre transport comun și elaborarea unui ghid de trafic rutier comun pentru călătorie rapida și mobilitate; - 37.250 persoane / zi (turiști și călători) beneficiază de existena drumurilor transfrontiere realizate; - 1 milion de autovehicule traversează anual coridorul transfrontalier de legătură.
ACTIVITĂI REALIZATE Prin proiect, Primăria orașului Biharkeresztes a realizat construirea străzilor Kolozsvári, Osváth Pál și Vörösmarty precum și reconstruirea străzii Nap. În Municipiul Oradea se realizează construirea drumului rapid, care va descongestiona traficul între strada Clujului si Ștefan cel Mare.
