Each edition will contain several projects of students worldwide. Two other topics that will be touched upon in the magazine are "From a legal point of view" and "History". The magazine is meant for youth and students in the maritime sector, maritime businesses, educational institutes, business schools, governmental institutes, and other interested parties. Stoom weer in de vaart! Als onderdeel van de minor Sustainable Inland Shipping Management hebben studenten onderzoek gedaan naar innovatieve ideeën in de binnenvaart. De opdracht was om aan de hand van huidige trends in de logistiek een innovatief idee te formuleren op organisatorisch of technisch vlak voor de binnenvaart. Een voorbeeld van een dergelijk technisch idee wordt in dit artikel verder toegelicht, want hoe breng je stoom terug in de binnenvaart? De conventionele dieselmotor Het is een feit dat de conventionele dieselmotor geen hoog rendement heeft. Dit is in de loop der jaren sterk verbeterd, maar nog steeds gaat veel energie verloren aan wrijving en warmte, ofwel restwarmte. Een relatief klein deel is het vermogen waar de motor voor gemaakt is: het effectief vermogen in de vorm van kilowatts of paardenkrachten. Het verlies aan wrijving is niet veel meer te verlagen en uiteindelijk levert dit verlies ook weer restwarmte op of ook wel thermische energie genaamd. Het woord thermische energie klinkt eigenlijk wat vreemd. Het is een afval product van een motor en moet het als afval worden beschouwd. Een dieselmotor heeft een gemiddeld rendement van 37% en de rest van de energie gaat verloren, 63% van de energie is thermische energie en is afval. Het grootste gedeelte gaat letterlijk de (uitlaat) pijp uit namelijk zo’n 33% en ongeveer 25% verliest de motor in het koelwater. Waarom wordt deze energie niet gebruikt, het is energie? ‘’Restwarmte terugwininstallatie’’ Tot nog toe was het met de huidige technologie niet mogelijk deze energie terug te winnen. In de zeevaart bestaan er wel systemen die rendabel waren, maar op kleinere schaal en slechts de uitlaatgassen werden benut. Toch leverde dit een hoger totaalrendement van de motor op en een aanzienlijke brandstofbesparing. Deze ‘’restwarmte terugwininstallaties’’, afgekort ‘RWTWI’ hebben zich in de loop der tijd bewezen, verder ontwikkeld en zijn vandaag
de dag een trend in de zeevaart. In de binnenvaart was dit tot nog toe niet rendabel genoeg en is nog niet toegepast. Met de huidige technologieën en de ontwikkelingen in de bestaande systemen uit de zeevaart, is het mogelijk op kleinere schaal restwarmte terug te winnen. Dit systeem is volgens de auteurs op kleinere schaal in de binnenvaart toepasbaar met als toevoeging de terugwinning van energie uit koelwater om een hoger totaalrendement te verkrijgen. Technologisch Het systeem werkt door restwarmte uit de uitlaatgassen en het koelwater terug te winnen. Of anders gezegd op te vangen, door de inzet van warmtewisselaars en hiermee een vaste stof om te zetten in stoom. Voor deze basis van deze vaste stof is gekozen voor een mengsel van lucht en stikstof, omdat dit een relatief veilig mengsel is met een laag kookpunt. Door dit lage kookpunt, kan er maximale afkoeling van het koelwater en de uitlaatgassen gecreëerd worden, ook onder hoge druk. De warmtewisselaars zetten het vloeibare stikstofmengsel om in stoom door het gebruik van de thermische energie uit het koelwater en uitlaatgassen welke enorm dalen in temperatuur ofwel uitstoot van thermische energie. De opgewekte stoom bereikt een hoge druk, waarmee met behulp van een stoommotor deze omgezet kan worden in een roterende beweging. Deze roterende beweging kan direct aan de motor, of toepassing daarvan gekoppeld worden. In de scheepvaart is dit de schroefas.
De stoom welke uit de stoommotor komt is sterk in temperatuur gedaald door het afnemen van de druk en gaat direct weer richting warmtewisselaars om het proces te herhalen. Voordelen Met dit systeem wordt uiteindelijk door het wegnemen van de schadelijke thermische uitstoot vermogen teruggewonnen wat direct gebruikt kan worden in de vorm van voortstuwing. Hiermee worden er dus op twee manieren voordelen bereikt. Hoe groot de voordelen zijn, is van vele aspecten afhankelijk, maar als ernaar de rendementen van de conventionele hoofdmotor gekeken wordt in combinatie van cijfers van bestaande systemen uit de zeevaart, is er met een RWTWI 35% van de restwarmte weg te nemen en daarvan is 25% effectief vermogen. Deze 25% is in feite het percentage van het motorvermogen wat het systeem kan leveren. Een installatie toegepast op een motor van bijvoorbeeld 800 PK, kan uit de restwarmte 200PK terugwinnen en vormt het totaalvermogen 1000PK en hierbij is de uitstoot van thermische vervuiling met 35% afgenomen. Het vermogen gaat in feite omhoog met hetzelfde brandstofverbruik en een lagere belasting van het ecosysteem. De installatie kan ook zorgen voor een lager brandstofverbruik en lagere emissiewaarden bij een gelijk afgegeven vermogen van de voortstuwingsinstallatie. Doordat de hoofdmotor met minder belasting kan draaien. Huidige conventionele situatie
Hierdoor neemt de restwarmte echter ook af en levert de RWTWI minder vermogen. Er ontstaat hierdoor een onevenredige kromme van het geleverde vermogen van de RWTWI ten opzichte van het motorvermogen. Toepasbaarheid Een RWTWI is op vrijwel ieder binnenvaartschip te installeren, op zowel bestaande schepen als nieuwbouw. Op bestaande schepen is het nadeel dat er geen rekening gehouden is met de installatie bij het ontwerp van het schip. Dit kan problemen of moeilijkheden geven met de installatie aan boord. Dit is in de nieuwbouw van binnenvaartschepen niet aan de orde, omdat er met het ontwerp van het schip direct rekening kan worden gehouden met de RWTWI. Financieel De kosten voor een dergelijke installatie zijn ook weer van vele factoren afhankelijk, maar is vooral afhankelijk van het motorvermogen waar de installatie op ontworpen moet zijn. Hoe groter het vermogen, hoe hoger de investeringen van de installatie. Ook de terugverdienperiode is nog moeilijk te berekenen, maar doordat het brandstofverbruik teruggedrongen wordt per ton kilometer is de rekensom per schip relatief eenvoudig uit te voeren. Stoom blijft in de vaart!

Ik wens u een Inspirerend Duurzaam 2012 toe …… De haven van Moerdijk heeft in 2011, ondanks het tegenvallende economische klimaat, een recordoverslag bereikt van 21,7 miljoen ton. Dit is een groei van ruim 16% ten opzichte van 2010. Deze boodschap maakte de directeur van het Havenschap Moerdijk, Ferdinand van den Oever, bekend tijdens de jaarlijkse nieuwjaarsbijeenkomst van het Havenschap Moerdijk. Cijfers 2011 bekend gemaakt tijdens inspirerend duurzame nieuwjaarsbijeenkomst. De overslag van 21,7 miljoen ton werd in bijna alle verschijningsvormen gerealiseerd. De grootste relatieve stijger was de overslag in containers. Ook het aantal schepen is gestegen naar ruim 15.000. Ferdinand van den Oever, directeur Havenschap Moerdijk: “We zijn trots op deze groei. Dat heeft een positief effect op de economie van Moerdijk, Noord-Brabant en de B.V. Nederland”. De nieuwjaarsbijeenkomst van het Havenschap Moerdijk stond dit jaar in het teken van het thema Inspirerend Duurzaam. Ferdinand van den Oever: “Buiten aandacht voor het economisch functioneren van ons haven- en industrieterrein is ook duurzaamheid van cruciaal belang. Het gaat om duurzaamheid in al zijn aspecten: Samen bouwen aan een duurzame omgeving met oog voor veiligheid, leefbaarheid en economische groei”. Networking at KVNR More than 20 WISTA members accepted the invitation of the Royal Association of Netherlands Ship owners (KVNR) for its new year's reception in Nieuwspoort, The Hague, on 18 January 2012. KVNR-Chairman Tineke Netelenbos delivered an interesting speech about the importance for the Netherlands and the Dutch flag to stay competitive and attractive for ship owners. The association will promote the Dutch flag with the soon to be published brochure 'The Netherlands, home to maritime top companies'. Attractiveness means an optimal fiscal climate and an inspection that honours and stimulates companies with a good 'trackrecord'. Next to that, Netelenbos spoke about piracy and the fact that Dutch ship owners are by Dutch law still not allowed to protect themselves by hiring private security and about the importance of well-educated people and good education facilities. In addition, the persons present were the first to see the new Director General Accessibility Lidewij Ongering giving a public speech. STC-Group and STC-NMU Netherlands Maritime University open their doors! Last week, on Friday 19 and Saturday 20 January STC-Group organized the first two Open Days of 2012. STC-Group is the global leader in maritime education for operations and management positions in the field of shipping, transport and logistics, with headquarters in Rotterdam. The Open Days are a good opportunity to experience STC-Group’s broad offer of education and training programs. All levels of education were represented; public prevocational, vocational, higher professional and Master education programs and private training and education programs all opened the doors to the public. Also a new Bachelor program was represented; Bachelor Ship Building, starting only this year under the STC-Group flag, in cooperation with Hogeschool Rotterdam. Netherlands Maritime University (STCNMU), part of STC-Group that offers the Master Shipping and Transport program, offered ‘mini’-Master Classes to the general public on both Open Days. Mr. Strauss, one of STC-NMU’s associate lecturers, gave a ’trial class’ in which he elaborated on the key characteristics and developments within the global shipping industry throughout the years. Among other things he spoke about containerization and its consequences, the enlargement of scale of vessels and presented some interesting statistic concerning the world fleet. Approximately 30 participants attended the Master Class. STC-NMU received positive reactions and even expects some new applicants for the part-time Master program!
On a regular basis STC-NMU offers Master Classes to the public, often in cooperation with Jong Havenvereninging. The regular Master Classes are usually organized on Thursday evenings and offer in-depth knowledge on a specific subject. The Master Classes are meant for young ambitious professionals who work in and around the port of Rotterdam. During the Master Classes the versatile nature of the maritime and port sector will be illustrated by associate lecturers of STC-NMU and industry experts, from a specialist and practical point of view. 'Zeilschip Eendracht' helpt 'Zeefakkel' Op maandagochtend 17 oktober 2011 heeft er een brand gewoed aan boord van het opleidingsschip van het zeekadettenkorps te Hellevoetsluis, de 'Zeefakkel'. Deze heftige brand heeft meer dan dertig procent van het binnenschip verwoest. Gelukkig is er niemand gewond geraakt. De emotionele schade is voor de kinderen en vrijwilligers enorm groot, de materiële schade is desastreus. Het is teveel voor de Zeekadetten om de wederopbouw helemaal alleen te bolwerken. Daarom heeft het korps een oproep gedaan aan alle bedrijven die een hart hebben voor een maritieme jeugdvereniging en graag willen helpen. Teamco Foundation Schweiz, sponsor van zeilschip Eendracht, heeft zich dit lot aangetrokken en de Eendrachtorganisatie in contact gebracht met het bestuur van het Zeekadettenkorps. De Eendracht en haar maritieme netwerk helpt de Zeefakkel met de wederopbouw. De schade aan het schip is enorm en er moet ontzettend veel gebeuren. Dankzij de financiële steun van Teamco Foundation en door de materiële steun van verschillende bedrijven, kan de wederopbouw nu op een degelijke en professionele manier gaan plaatsvinden. Met een enorme gedrevenheid zijn we aan het werk gegaan, met de bedoeling het schip in het voorjaar van 2012 weer in gebruik te nemen. Teamco Foundation, de Eendracht organisatie en het Zeekadettenkorps hebben een gezamenlijk doel: 'jongeren'. Het is van gemeenschappelijk belang dat jongeren in teamverband leren samenwerken. Dit werkt karaktervormend, kweekt saamhorigheid, teamgeest en doorzettingsvermogen. Schepen als 'Eendracht' en 'Zeefakkel' zijn uitstekende bouwstenen om dit doel te bereiken. Verder werkt zeilschip Eendracht nauw samen met het Scheepvaart en Transport College te Rotterdam. Veel zeekadetten varen ook mee op de Eendracht en kiezen voor een opleiding op deze
school om daarna een carrière te beginnen in de maritieme sector. De organisaties kennen elkaar goed en de organisatie van de Eendracht willen de Zeekadetten graag helpen. Met de steun van de gezamenlijke sponsor Teamco Foundation Schweiz gaat dit helemaal lukken. Dankzij alle hulp kunnen de Zeekadetten de jeugd weer de weg naar zee wijzen. We zijn momenteel druk bezig om de uitgebrande accommodatie op de Zeefakkel verder te ontmantelen, grondig schoon te maken en gereed te maken voor wederopbouw. Daarna kunnen we pas met het inbouwen van een nieuwe accommodatie beginnen. Dit project gaat maanden duren en we kunnen nog veel hulp gebruiken, zowel financieel als in natura. Statutory alert: Design, testing and location of devices to prevent the passage of flame into cargo tanks in tankers Applicabilty: Builders, owners and managers of tankers carrying IBC Code Chapter 17 and 18 products New requirements for the design, testing and location of devices to prevent the passage of flame into cargo tanks in tankers will come into force on January 1, 2013. These apply to both new and existing tankers and will require that devices are tested to ensure that the Maximum Experimental Safe Gap (MESG) value is appropriate for products certified to be carried under the International Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk (IBC Code), Chapter 17. The requirements apply only to those tankers carrying IBC Code Chapter 17 and 18 products, i.e., those issued with a Certificate of Fitness for the Carriage of Dangerous Chemicals in Bulk or an International Pollution Prevention Certificate for the Carriage of Noxious Liquid Substances in Bulk. Requirements for new tankers New tankers constructed (having their keel laid) on or after January 1, 2013, carrying crude oil, petroleum products and flammable chemicals, will be required to have compliant equipment such as high-velocity pressure/vacuum valves and flame arresters fitted to the vessel from their date of delivery. Requirements for existing tankers Existing tankers constructed before January 1, 2013, carrying IBC Code Chapter 17 and 18 products, will be required to comply no later than the first scheduled dry-docking on or after January 1, 2013. What happens if devices cannot be shown to be compliant? If it cannot be shown that devices to prevent flame entering cargo tanks are compliant, only those bulk liquid cargoes with an MESG value of 0.9mm or greater, effectively Apparatus Group IIA, will be permitted to be loaded in the affected tanks. The cargo list attached to the Certificate of Fitness for the Carriage of Dangerous Chemicals in Bulk or the International Pollution Prevention Certificate for the Carriage of Noxious Liquid Substances in Bulk will be amended to exclude any bulk liquid cargoes requiring a higher Apparatus Group. The Summary of Requirements, issued with every Certificate of Fitness for the Carriage of Dangerous Chemicals in Bulk or International Pollution Prevention Certificate for the Carriage of Noxious Liquid Substances in Bulk summarises the carriage requirements for the cargoes appended to the Certificate, including the Apparatus Group. Comparison between this document and the certification relating to the pressure/vacuum valves and flame arresters fitted to the vessel will indicate whether the Apparatus Group for the devices is sufficient for the cargoes carried. Owners and managers are encouraged to review these documents as soon as possible and to contact the manufacturer of their devices if they believe they are not certified for the products they carry. Classification societies will conduct inspections as part of Safety Construction, Chemical Code and Classification surveys. * The new requirements are contained in IMO Circular MSC.1/Circ.1324 -Revised Standards for the Design, Testing and Location of Devices to Prevent the Passage of Flame into Cargo Tanks in Tankers. This was approved at the 86th Session of the Martine Safety Committee, and amends MSC/Circ.677.

The Dutch Ship of the Line DELFT and her Reconstruction Part 7: Manpower, Money and Materials by Walter W. Massie Introduction This is the seventh of series of articles about the wooden Dutch warship, DELFT and her reconstruction. The DELFT being discussed here saw service from 1784 until she sank in the North Sea in 1797. Wood as a construction resource was discussed in earlier articles. This discussion centers on other necessary resources. Modern Reconstruction Limitations There are a number of factors which limit the progress of a modern reconstruction project; the most important of these include: 1. The availability of wood – especially for ship-specific parts such as knees and frames. 2. The number of (young) apprentice workers available for the construction work. 3. The number of experienced teachers to coach the apprentices. 4. The number of skilled volunteers available for a myriad of tasks. 5. The degree of ‘sponsorship in kind’ by providing free materials and services. 6. The availability of financial resources to pay unavoidable expenses. Item 1 in this list has already been discussed at length in earlier articles. Workers Items 2 through 4 relate to the available workforce. In 1783 it is estimated that it took about 300 man-years of work to complete a ship comparable to the DELFT. An estimate such is this is based upon information found in various records of that time. Indeed, at some moments there appear to have been as many as 600 men (women in this type of work were very, very
scarce!) working simultaneously on a single ship. They were not all swarming over the hull like ants of course; some would have been using shipyard capstans to assist in hoisting heavy members into place, others could have been making spars, etc. Ship construction was very labor-intensive, but labor was cheap as well as skilled. So many wooden ships were being built in The Netherlands in from the 17th through the mid-19th centuries, that a continuous flow of skilled labor was assured. ‘Tricks of the trade’ were passed down from generation to generation; there was no need to record them in writing. How different the situation is today! Much (wooden) shipbuilding knowledge has been lost. Many ‘tricks of the trade’ now have to be ‘reinvented’. A team of volunteers at DE DELFT is continuously busy studying written history in support of the reconstruction process; another small team is working out construction details ‘in the field’ by first trying them out on the 1:10 model of DE DELFT at the shipyard. It is a lot easier to work on the model (indoors) and the cost of materials if a mistake is made is only 0.1% of what it would be when making the error on the ship itself (outside) instead. Manual labor is relatively expensive today. This is why machines have replaced manual labor in so many places over the past couple of centuries. Indeed, modern machines are being used extensively where appropriate during the current reconstruction project. Labor expense is also why so much of the work on and for de DELFT is being carried out by volunteers. In spite of these (older) volunteers, there still no ‘supply line’ of trained young apprentices as there was two and half centuries ago. Today they often must be trained ‘from scratch’ at the shipyard. This goes best via a one-to-one interaction as shown in this photo.
Even though machines save a lot of labor today, the myriad of modern safety regulations works to increase the number of manhours required. Today a modern staging with all its safety features must be built up before work can start or a ‘work basket’ hanging in the crane (which also requires a crane operator) must be used when working on higher parts of the outer hull. Two hundred years ago, an agile worker might just have climbed up along a frame, instead. These factors are expected balance out for de DELFT: The extra labor needed to ‘reinvent the tricks of the trade’ as well as the extra effort for the sake of safety on the one hand, will be balanced by the efficiency from using modern machines on the other hand. Financial and Material Resources Items 5 and 6 in the above list can also influence the speed at which a ship is built. In the 18th century, the DELFT was built in less than a year. The fourth (naval) war with England was going on and the entire construction budget of 210 000 florins was apparently sufficient. The hull and spars were completed in less than a year. During that same year the above war with England was brought to a peaceful end. This apparently modified the Navy’s priorities or funding a bit; it was not till a full year later that her rigging and fitting out were completed at the naval base in Hellevoetsluis.
What major restoration or reconstruction project today – especially in the public sector – has so much money that its goals can be achieved without concern? Such projects are ‘as scarce as hen’s teeth’ – to use a common expression. Why do so many (semi) public institutions make such extensive use of volunteers? It saves hard cash! By contributing their time to carry out essential tasks – either in the actual construction or the support of it in some way – volunteers are contributing what might be called ‘invisible resources’ to the project. Many sponsors work in a similar way. Often they deliver necessary goods or services ‘for free’ or for a significantly reduced price. Such ‘payments in kind’ are nearly as welcome as money, but they cannot provide for all of the needs; the few paid professional associated with the project prefer to take home a paycheck instead of a carload of good that may have been donated to the cause of the reconstruction project. Indeed, a certain amount of money is essential for the continued progress of any project of this type. Consequences for the Current Project The keel DE DELFT was laid in 2001; this reconstruction project has already taken more than 10 years. Every one of the six limitations listed above has applied to the current project at some time during the past decade. This resulting relatively slow construction implies as well that the already erected ship’s timbers standing outdoors need to be preserved in some way. This will be the topic of a later article in this series.
