Dec 2011 Natural Disasters The Meteorology and Geophysics Agency (BMKG) reported in November that some parts of the country just entered the rainy season in December including various parts of Java (Tangerang, Bekasi, Karawang, Indramayu, Lamongan, Sidoarjo, Pasuruan, Probolinggo, Situbondo, Bondowoso, Banyuwangi, Madura), East Nusa Tenggara, Maluku, and Papua. BMKG, in collaboration with Water Resource Office of Public Works Ministry and Coordinating Agency for Survey and National Mapping (BAKOSURTANAL), has also forecasted rains and a high possibilty of floods in several areas across the country during January 2012. In view of potential floods, Government of Indonesia has strengthened emergency preparedness measures in highly prone areas such as Jakarta, West Java, (Bandung), Central Java and East Java since the beginning of the month.

Bencana Alam Badan Meteorologi, Klimatologi, dan Geofisika melaporkan pada bulan November bahwa sebagian wilayah Indonesia baru memasuki musim hujan di bulan Desember dan wilayah tersebut meliputi beberapa wilayah di Jawa (Tangerang, Bekasi, Karawang, Indramayu, Lamongan, Sidoarjo, Pasuruan, Probolinggo, Situbondo, Bondowoso, Banyuwangi, Madura), Nusa Tenggara Timur, Maluku, dan Papua. Badan tersebut, bekerja sama dengan Kantor Sumber Daya Air Kementrian Pekerjaan Umum dan Badan Koordinasi Survei dan Pemetaan Nasional (BAKORSURTANAL), telah juga memprediksi hujan dan banjir dengan tingkat kemungkinan yang tinggi untuk beberapa wilayah pada bulan January 2012. Dalam rangka mengantisipasi banjir, Pemerintah Indonesia telah melakukan langkah-langkah untuk memperkuat kesiapsiagaan darurat di beberapa daerah yang rawan terkena banjir, seperti Jakarta, Jawa Barat (Bandung), Jawa Tengah, dan Jawa Timur sejak awal bulan.

Flooding affected several parts of Indonesia during December, with the worst case occuring in Sigi District, Southeast Sulawesi where heavy rain triggered flash flood and swept houses on 3 December 2011. It claimed five lives, with one person reported missing while another 412 people were temporarily displaced. Thirty six houses were destroyed, 46 lightly damaged, 1 school severely damaged, and another one village hall severely damaged. National and Local Agencies for Disaster Management responded the situation. Also on 3 December, another flash flood swept away 59 houses and 6 bridges in Pati District, Central Java, claiming 2 lives, displacing 100 famililes, and causing severe damages to 54 houses. No emergency state was declared by the local government due to the floods. In other parts of the country, heavy rain triggered flash floods, causing 2 fatalities on 17 December 2011 in Sikka, East Nusa Tenggara. Heavy rain was also reported to cause flooding which inundated houses in 10 Sub Districts of Aceh Timur, Nanggroe Aceh Darussalam, on 19 December.

Banjir berdampak di beberapa daerah Indonesia selama Desember, dengan kejadian terburuk di Kabupaten Sigi, Sulawesi Tenggara di mana hujan lebat memicu banjir bandang dan menghanyutkan rumah-rumah pada 3 Desember 2011. Banjir bandang tersebut menelan lima korban meninggal, dan satu orang dilaporkan hilang, sedangkan 412 orang lainnya mengungsi sementara. Tiga puluh enam rumah hancur, 46 rumah rusak ringan, 1 sekolah rusak berat dan 1 kantor desa rusak berat. Di wilayah lainnya, hujan lebat memicu banjir bandang, menelan 2 korban meninggal pada 17 Desember 2011 di Sikka, Nusa Tenggara Timur. Hujan lebat juga dilaporkan menyebabkan banjir yang merendam rumah-rumah di 10 kecamatan di Aceh Timur, Nanggroe Aceh Darussalam, pada 19 Desember.

December 2011

On 24 December, rain with high intensity caused flooding in 3 sub districts of Bandung District, West Java. Still in the same province, in Cirebon District, despite no immediate report on floods causing any casualty, heavy rain caused water inundation to houses in 4 villages of Gunung Jati Sub District on 25 December 2011. Water inundation also occured in houses in Tembilahan Hilir Indragiri, Riau on 20 December, and hundreds of houses in Demak District, Central Java, on 26 December, and in East Luwu District, South Sulawesi, on 28 December. The floods in the final weeks of 2011 cut off roads and access in several parts of the country. On 20 December, floods cut off road access in Tembilahan Hilir Indragiri, Riau. In Pontianak City (West Kalimantan) and Makassar City (South Sulawesi) floods cut off main road access on 26 December. Moreover, flash floods cut off access between Jombang City and Lamongan City, East Java on 27 December 2011. They also cut off access between Labuan Bajo City, East Nusa Tenggara, and 7 villages on 30 December 2011. In addition, high tide also cut off road access in Northern Jakarta on 27 December. The flooding caused villagers to evacuate to higher ground. No casualties were reported.

Pada 24 Desember, hujan dengan intensitas tinggi menyebabkan banjir di 3 kecamatan di Kabupaten Bandung, Jawa Barat. Masih di provinsi yang sama, di Kabupaten Cirebon, walaupun tidak ada laporan banjir yang menyebabkan korban meninggal, hujan lebat menyebabkan rumah-rumah di 4 desa di Kecamatan Gunung Jati terendam pada 25 Desember 2011. Rendaman air juga terjadi di rumah-rumah di Tembilahan Hilir Indragiri, Riau pada 20 Desember, dan ratusan rumah lainnya di Kabupaten Demak, Jawa Tengah, pada 26 Desember, dan di Kabupaten Luwu Timur, Sulawesi Selatan, pada 28 Desember. Banjir di minggu-minggu terakhir 2011 memutus jalur jalan dan akses di beberapa wilayah. Pada 20 Desember, banjir memutus akses jalan di Tembilahan Hilir Indragiri, Riau. Di Kota Pontianak (Kalimantan Barat) dan Kota Makassar (Sulawesi Selatan) banjir memutus akses jalan utama pada 26 Desember. Lebih jauh lagi, banjir bandang memutus akses antara Kota Jombang dan Kota Lamongan, Jawa Timur pada 27 Desember 2011. Banjir juga memutus akses antara Kota Labuan Bajo, Nusa Tenggara Timur, dan 7 desa pada 30 Desember 2011. Selain itu, banjir pasang air laut juga memutus akses di Jakarta Utara pada 27 Desember. Banjir menyebabkan warga untuk melakukan evakuasi ke dataran yang lebih tinggi. Tidak ada laporan korban meninggal.

Cold lava of Mt. Merapi that flows through several rivers in Magelang District of Central Java has also caused damages to four houses and destroyed one small bridge in Blongkeng village of Ngluwar subdistrict on 3 December. Hundreds of houses located near to riverbanks are in a vulnerable condition especially during this rainy season. The local government has declared an emergency response period from 28 November 2011 to March 2012 in order to accelerate emergency response management and enable them to improve their response preparedness measures.

Banjir lahar dingin Gunung Merapi yang mengalir ke beberapa sungai di Kabupaten Magelang, Jawa Tengah juga telah menyebabkan kerusakan atas empat rumah dan menghancurkan jembatan kecil di Desa Blongkeng, Kecamatan Ngluwar pada 3 December. Ratusan rumah yang terletak di dekat bantaran sungai dalam kondisi rentan khususnya selama musim hujan. Pemerintah lokal telah mengumumkan situasi darurat dari 28 November 2011 sampai Maret 2012 dalam rangka mempercepat penanganan darurat dan memampukan mereka untuk mengembangkan langkah-langkah kesiapsiagaan darurat.

Landslide also occured in Indonesia during December 2011, with the worst case in Wonosobo, Central Java, which caused 4 deaths, 7 missing persons, and 172 displaced families or 554 people on 18 December. In the same province, landslides claimed 4 lives in Temanggung District on 21 December.

Longsor juga terjadi di Indonesia selama Desember 2011, dengan kasus terburuk terjadi di Wonosobo, Jawa Tengah, yang menyebabkan 4 korban meninggal, 7 orang hilang, dan 172 keluarga atau 554 warga mengungsi pada 18 Desember. Di provinsi yang sama, longsor menelan 4 korban meninggal di Kabupaten Temanggung pada 21 Desember.

In other areas, although no casualties reported, landslides also occurred in Depok, West Java on 3 December, and in Agam, West Sumatra, on 19 December, damaging 3 houses. In Tanatoraja, South Sulawesi, landslides cut off access of several villages on 16 December. Additionally, in Ciamis, West Java, the landslides caused damages to an elementary school on 15 December.

Di wilayah lainnya, walaupun tidak ada laporan korban meninggal, longsor juga terjadi di Depok, Jawa Barat pada 3 Desember, dan di Agam, Sumatera Barat, pada 19 Desember, menyebabkan 3 rumah rusak. Di Tanatoraja, Sulawesi Selatan, longsor memutus akses beberapa desa pada 16 Desember. Selain itu, di Ciamis, Jawa Barat, longsor menyebabkan kerusakan pada sebuah sekolah dasar pada 15 Desember.

During the month of December, Mt. Gamalama in North Maluku and Mt. Ijen in East Java increased their volcanic activities, causing The Vulcanology and Geology Disaster Mitigation Agency (PVMBG) to raise their alert level from level 2 to 3 (out of 4 levels). Mt. Gamalama’s alert status was increased on 4 December while that of Mt. Ijen was increased on 18 December. On the other hand, the alert level of Mt. Sorik Marapi in North Sumatra was reduced from level 2 to level 1 on 30 December. By the end of month, there were 6 volcanoes with alert level 3, and 18 volcanoes with alert level 2.

Selama bulan Desember, Gunung Gamalama di Maluku Utara dan Gunung Ijen di Jawa Timur meningkat aktivitas vulkaniknya, menyebabkan Pusat Vulkanologi dan Mitigasi Bencana Geologi (PVMBG) meningkatkan status peringatannya dari level 2 ke level 3 (dari 4 level). Status peringatan Gunung Gamalama ditingkatkan pada 4 Desember, sedangkan status Gunung Ijen ditingkatkan pada 18 Desember. Di lain pihak, status peringatan Gunung Sorik Marapi di Sumatera Utara telah dikurangi dari level 2 ke level 1 pada 30 December. Pada akhir bulan, 6 gunung berapi berada pada status peringatan level 3, dan 18 gunung berapi pada level 2.

Mt. Gamalama volcano in North Maluku erupted on 27 December 2011. The eruption claimed 3 fatalities, displaced 2,358 people or 620 families, severely damaged 10 houses and 1 bridge, moderately damaged 2 bridges, lightly damaged 3 houses and caused 68 houses to be submerged in mud. Mindful of the ongoing high precipitation and the risk of cold lava materials that include rocks and debris slamming into closest villages on the night of 27 December 2011, the local government declared a district level emergency state for one month, starting 28 December 2011. In this regard, National Agency for Disaster Management (BNPB) has also deployed their rapid response team to strengthen local capacity in responding the emergency situation. The local government has also planned to allocate adequate budget to help rehabilitate the damaged houses and infrastructure.

Erupsi tersebut menelan 3 korban meninggal, menyebabkan 2.358 warga atau 620 keluarga mengungsi, 10 rumah dan 1 jembatan rusak parah, 2 jembatan rusak sedang, 3 rumah rusak ringan dan menyebabkan 68 rumah terendam lumpur. Dengan mempertimbangkan curah hujan tinggi dan risiko material lahar dingin yang terdiri dari batu-batuan dan puing-puing dan menerjang desa-desa terdekat pada 27 Desember malam, pemerintah lokal mengumumkan situasi tanggap darurat tingkat kabupaten untuk periode 1 bulan terhitung sejak 28 Desember 2011. Dalam hal ini, Badan Nasional Penanggulangan Bencana (BNPB) telah mengirimkan Tim Reaksi Cepat untuk memperkuat kapasitas lokal dalam merespon situasi tanggap darurat. Pemerintah lokal juga telah merencanakan untuk mengalokasikan anggaran untuk menolong merehabilitasi rumah-rumah dan infrastruktur yang rusak.

Whirlwinds also occured during December, with the most severe happening in Pamekasan District, East Java where it caused 1 fatality and damaged dozen of houses on 3 December. In the same province, whirlwinds destroyed 1 house and many others were lightly damaged with no casualties in Madiun District on 6 December.

Angin puting beliung juga terjadi di bulan Desember, dengan kejadian terparah terjadi di Kabupaten Pamekasan, Jawa Timur di mana angin puting beliung tersebut menelan 1 korban meninggal dan merusak puluhan rumah pada 3 Desember. Di provinsi yang sama, angin puting beliung menghancurkan 1 rumah dan banyak rumah lainnya rusak ringan tanpa menelan korban meninggal di Kabupaten Madiun pada 6 Desember.

December 2011

On 16 December, whirlwinds hit Gunungkidul District, Yogyakarta and caused light damage to houses. Additionally, whirlwinds also hit 1 village in Pangkep District, South Sulawesi and caused damaged to 17 houses, while 25 houses were damaged in 2 villages in Jepara District, Central Java on 28 December.

Pada 16 Desember, angin puting beliung menerpa Kabupaten Gunung Kidul, Yogyakarta, dan menyebabkan rumah-rumah rusak ringan. Puting beliung juga menerpa 1 desa di Kabupaten Pangkep, Sulawesi Selatan dan merusak 17 rumah, sedangkan 25 rumah rusak di Kabupaten Jepara, Jawa Tengah pada 28 Desember.

A 6.3 Richater Scale earthquake struck off 71 km Southeast Gorontalo on 13 December. No fatalities or damages to houses and public facilities were reported. Twenty one earthquakes measuring 5.0 or above on Richter Scale (RS) occured across the country during December.

Gempabumi berkekuatan 6.3 Skala Richter terjadi di 71 km tenggara Gorontalo pada 13 Desember. Tidak ada laporan korban maupun kerusakan rumah dan fasilitas umum akibat kejadian tersebut. Dua puluh satu gempa dengan kekuatan 5.0 Skala Richter atau lebih terjadi di wilayah Indonesia selama Desember.

Disaster Preparedness and Risk Reduction (DRR) In the field of education, the Consortium for Disaster Education (CDE) continues its active role in coordinating activities of its members and linking them with relevant stakeholders. The annual meeting of CDE on 14-15 December 2012, which was also attended by Distric Agency for Disaster Management (BPBD) Raja Ampat District from Papua Province raised the strategic issues to be followed such as the need for leveraging the circular note of the Ministry of National Education for mainstreaming DRR at schools into a higher level of legal document to encourage stronger commitment of local government on this issue.

Kesiapsiagaan Bencana dan Pengurangan Resiko (PRB) Dalam dunia pendidikan, Konsorsium Pendidikan Bencana (KPB) melanjutkan peran aktifnya dalam mengkoordinasi anggotanya dan menghubungkan mereka dengan pemangku kepentingan yang relevan. Pertemuan tahunan KPB pada 14-15 Desember 2012 dihadiri oleh Badan Penanggulangan Bencana Daerah (BPBD) Kabupaten Raja Ampat, Provinsi Papua memunculkan isu-isu strategis yang perlu ditindaklanjuti, seperti kebutuhan untuk meningkatkan Surat Edaran Kementrian Pendidikan Nasional untuk mengarusutamakan Pengurangan Risiko Bencana di Sekolah ke dalam dokumen legal yang lebih tinggi demi komitmen yang lebih kuat dari pemerintah lokal dalam hal ini.

The meeting also raised the need for stakeholders on education to follow up the campaign of One Million Safe Schools and Hospital in 2010. Currently, BNPB and Ministry of National Education are currently working on this issue. In the meantime, CDE is also working on refinement of its “Disaster-preparedness Programme” at school from its first version 2011.

Pertemuan tersebut juga memunculkan kebutuhan bagi para pemangku kepentingan pendidikan untuk menindaklanjuti kampanye Satu Juta Sekolah dan Rumah Sakit Aman pada 2010. Pada saat ini, BNPB dan Kementrian Pendidikan Nasional sedang mengerjakan isu tersebut. Selain itu, KPB juga sedang menyempurnakan Program Kesiapsiagaan terhadap Bencana di sekolah dari versi 2011.

On contingency planning, BNPB – with the support of Contingency Plan Working Group consists of various stakeholders including donor, NGO and INGOs, Red Cross Movement, and UN agencies – are working to prepare contingency plan equipped with operation plan for DKI Jakarta (flood), West Java (flood), Yogyakarta (cold lava flood), and East Java (Bengawan Solo river flood).

Dalam hal perencanaan kontinjensi, BNPB – didukung oleh Kelompok Kerja Rencana Kontinjensi yang terdiri dari pemangku kepentingan yang bervariasi dan meliputi donor, LSM, dan LSM internasional, Palang Merah, dan lembaga PBB – sedang mengerjakan rencana kontinjensi yang dilengkapi dengan rencana operasi untuk DKI Jakarta (banjir), Jawa Barat (banjir), Yogyakarta (banjir lahar dingin), dan Jawa Timur (banjir Sungai Bengawan Solo).

In Wonosobo, Central Java, landslides caused 4 deaths, left 7 people missing, and displaced 172 families on 18 December. Heavy rain caused flooding which inundated houses in 10 Sub Districts of Aceh Timur, Nanggroe Aceh Darussalam, on 19 December. in Agam, West Sumatra, landslides on 19 December, damaged 3 houses.
