HAARLEMMERMEER HAS SO MUCH TO OFFER De Haarlemmermeer is het hart van Nederland. Niet qua ligging, wel qua luchtlogistiek. Duizenden Nederlandse producten vinden er via de Luchthaven Schiphol hun weg naar de rest van de wereld en het is tevens de entree van talloze importproducten. Luchtverkeersleiding Nederland (LVNL) leid dit alles dagelijks in goede banen en Haarlemmermeer IntoBusiness kreeg een kijkje achter de schermen. Maar ons mooie ondernemersgebied biedt daarnaast nog zoveel meer. Innoverende en inspirerende bedrijven en organisaties maar ook evenementen die zeer de moeite waard zijn, zoals op 29 oktober a.s. het Ondernemerscongres van Ondernemend Hoofddorp, dat wederom groots beloofd te worden.

Our fantastic, entrepreneurial region has so much more to offer. It is host not only to innovative and inspiring companies and organisations, but also to not-to-be-missed events, such as the Entrepreneurs’ Conference on 29 October 2014 organised by the Ondernemend Hoofddorp entrepreneurs’ association, which once again promises to be huge. Dynamics in One municipality, 26 villages and urban centres, atypical, an economically healthy area and two Alderman for the Haarlemmermeer business sector. “Bijdragen aan de samenleving en de ontwikkeling van de gemeente waar ik ben geboren en opgegroeid, zijn voor mij de belangrijkste redenen waarom ik wethouder ben geworden. Met de portefeuilles ondernemerschap, sociale zaken en arbeidsmarktbeleid sta ik middenin de lokale economie en Haarlemmermeerse samenleving. Onze gemeente is een gemeente waarin samen pionieren en ondernemen belangrijke waarden zijn. Jarenlang ben ik ook zelf eindverantwoordelijk geweest voor een eigen bedrijf: de vraagstukken waarmee ondernemers te maken krijgen, zijn mij dan ook niet vreemd. In mijn portefeuille richt ik mij vooral op startende ondernemers en de zelfstandige professionals (ZP’ers). Ik wil ervoor zorgen dat ook zij zich kunnen ontplooien in onze gemeente. Haarlemmermeer kent een hoge werkgelegenheid met bijna 120.000 fulltime arbeidsplaatsen. Dit biedt volop mogelijkheden om zoveel mogelijk mensen aan het werk te krijgen en te houden. Ook mensen met een afstand tot de arbeidsmarkt. Ondernemen en werken aan werk doe je echter nooit alleen. Dat gebeurt onder meer in de verschillende netwerken in Haarlemmermeer waarin ondernemers elkaar ontmoeten, inspireren en kennis uitwisselen. Als wethouder kom ik u daar graag tegen om samen verder te werken aan een economisch sterk Haarlemmermeer: hier kan het!

“For me, contributing to society and helping to develop the municipality where I was born and raised were significant contributing factors to my decision to become an Alderman. The entrepreneurship, social affairs and labour market policy portfolios have placed me right in the middle of both the local economy and Haarlemmermeer’s community. Our municipality highly values joint pioneering and entrepreneurship, and for years, I too have borne final responsibility for my own company. As such, I am familiar with the issues with which entrepreneurs are faced. In my portfolio, I am primarily involved with starting entrepreneurs and independent professionals (ZP’ers). My objective is to ensure that they too can thrive in our municipality. Haarlemmermeer is characterised by its high number of job opportunities comprised of almost 120,000 FTEs, which makes it possible to provide as many people as possible with jobs and to keep them employed, even those who are not easily included in the job market. However, neither being an entrepreneur nor promoting employment are solitary activities. Fortunately, Haarlemmermeer has a range of networks in which entrepreneurs meet, inspire each other and exchange knowledge. As an Alderman, I hope to meet you in this context and I look forward to collaborating with you on an economically healthy Haarlemmermeer. It’s possible in Haarlemmermeer!”

Haarlemmermeer “Sinds vorig jaar september ben ik wethouder voor economische zaken. Na de verkiezingen in maart mocht ik aan mijn tweede termijn beginnen. Als wethouder EZ heb ik oog voor de aantrekkelijkheid van Haarlemmermeer als vestigingslocatie voor regionale, nationale en internationale bedrijven. Bereikbaarheid speelt daarbij een cruciale rol. Een airport city vraagt een andere vorm van ontsluiting dan een gewone stad. Daar zijn wij ons goed van bewust. Daarnaast zorgen wij ervoor dat de 17 kantorenlocaties en 54 bedrijventerreinen kwalitatief op niveau zijn. Dit doen we uiteraard samen met de ondernemers in het gebied. Onder de vlag van Amsterdam Inbusiness vermarketen wij de regio en onze gemeente en zetten we onszelf in the picture. Met succes! Afgelopen jaar mochten wij weer mooie merken verwelkomen binnen onze gemeente grenzen. Bedrijven als Calvin Klein Logistics, DRT of Air China Cargo. Maar ook MS security, Signali of Mind2matter. Juist die goede mix tussen lokaal, regionaal en (inter)nationaal maakt onze gemeente zo divers en aantrekkelijk. Haarlemmermeer biedt ondernemers ruimte voor vernieuwing en innovatieve ideeën. De duurzaamheidsambitie is hoog. Een locatie als Beukenhorst Zuid bewijst dat er vraag naar is én dat het kan. Ook de ontwikkelingen van Park 21 bieden ruimte voor nieuwe economisch ontwikkelingen. Never a dull moment in Haarlemmermeer!

“I have been the Alderman for economic affairs since September 2013. My second term began following the elections in March. As the Alderman for economic affairs, I am concerned with Haarlemmermeer’s ability to draw regional, national and international companies looking to establish themselves. We are keenly aware that an airport city requires different forms of access than a normal city and as such, accessibility plays a crucial part in my work. Furthermore, we work together with local entrepreneurs to ensure that Haarlemmermeer’s 17 office locations and 54 business parks remain high-quality locations. Under the flag of Amsterdam Inbusiness, we have been able to successfully market the region and our municipality, and put ourselves on the map! Last year we welcomed a new wave of great brands to the municipality, including Calvin Klein Logistics, DRT and Air China Cargo, as well as M.S Security, Signali and Mind2Matter. It is precisely this great mix of local, regional, national and international enterprises that makes our municipality so diverse and attractive. Haarlemmermeer provides entrepreneurs with the room to modernise and innovate. The region’s sustainability ambitions are high and the success of a location such as Beukenhorst Zuid shows that there is not only demand for them, but that they can be realised as well. The developments at Park 21 also make new economic developments possible. There’s never a dull moment in Haarlemmermeer!

Ze hebben elkaar helemaal gevonden. Olav Steffers van SADC en Mustafa Tranriverdi van gemeente Haarlemmermeer weten elkaar over en weer te inspireren en enthousiasmeren. Onder hun leiding gericht op internationale marketing en acquisitie werken ze samen velerlei plannen en presentaties voor diverse grond- en gebiedsontwikkelingen uit. De reden? “Als onderdeel van amsterdam inbusiness en vanwege de luchthaven en goede bereikbaarheid via lucht, water, weg en spoor zijn we een strategische gemeente/locatie voor ruim 520 internationale bedrijven”, Tanriverdi. Het geheim daarbij? “Clusterstrategie”, aldus Steffers. “En gezamenlijk optrekken”, vult zijn collega hem weer aan. Het moge duidelijk zijn. Door de handen ineen te slaan, ontstaat er nog meer synergie en slagkracht. “Zodat we de regio ook daadwerkelijk snel en sterker kunnen neerzetten.”

Under their leadership, which focuses on international marketing and acquisition, they produce all kinds of plans and presentations for various land and area developments. The reason? “As part of amsterdam inbusiness and thanks to the airport and excellent accessibility via air, water, road and rail, we are a strategic municipality/location for more than 520 international businesses,” explained Tanriverdi. The secret? “Cluster strategy,” according to Steffers. “And working together,” added his colleague. It’s clear that joining hands results in more synergy and clout. “That way we can really build this region quickly and strengthen its profile.”

Dat het daarbij niet alleen om praten, maar ook echt doen gaat, bewijzen de velerlei infrastructurele ontwikkelingen die momenteel in Haarlemmermeer gaande of net afgerond zijn. “De aansluiting op de Hoge Snelheidslijn, het leggen van gasolieleidingen, de verlegging van de A9, de nieuwe open afritten van en naar de A4 en aansluiting op de N201….”, noemt Steffers. “En dat is best bijzonder, want waar zie je tegenwoordig dat er eerst een infrastructuur wordt aangelegd en daarna pas aan grondontwikkeling wordt gedaan?” De International Marketing Director van de regionale gebiedsontwikkelaar onderstreept daarmee het belang van de plannen waar hun 10 man sterk tellende sales- & marketingteam mee bezig is. “Niet voor niets is dit dan ook onderdeel van het Randstad Urgent Project.”

Hetgeen natuurlijk alles te maken heeft met de luchthaven Schiphol die door de uitstekende bereikbaarheid via land, lucht en zee en dus als Airport, Seaport, Greenport en Dataport een steeds prominentere plek in de Europese top vijf van cargo hubs inneemt. Tanriverdi vertelt: “Er zijn jaren geweest dat Haarlemmermeer en Schiphol twee aparte werelden waren. Er kwamen wel mensen aan op de luchthaven, maar die verdwenen vervolgens vaak naar Amsterdam om ze daarna niet meer terug te zien in Haarlemmermeer. Maar dat is niet meer. Haarlemmermeer heeft zich de laatste jaren zo ontwikkeld dat er niet meer over ons heen te kijken is. Er ligt nu bijna een fantastische infrastructuur waarmee je letterlijk en figuurlijk alle kanten uit kan. Dat is de basis waarop wij verder gaan bouwen. Dat doen we door grond uit te geven en daar gezamenlijk partijen voor te interesseren.”

Of course, Schiphol Airport is the key, providing excellent accessibility via land, air and sea. As an Airport, Seaport, Greenport and Dataport, it is gaining an increasingly highprofile spot in the top 5 European cargo hubs. Tanriverdi explained: “For years, Haarlemmermeer and Schiphol were two separate worlds. A lot of people arrived at the airport and subsequently disappeared in the direction of Amsterdam, never to be seen again in Haarlemmermeer. But those days are gone. Over the past few years, Haarlemmermeer has developed to such an extent that we cannot be ignored anymore. The implementation of fantastic infrastructure is almost finished. It will take you anywhere, literally and figuratively, and that is the basis on which we will continue to build. Our approach is to make land available and generate interest in it among joint parties.” CLUSTER STRATEGY

CLUSTERSTRATEGIE

Eén van de manieren waarop de partijen dat gaan doen, is dus clusterstrategie. “We richten ons op bepaalde clusters van bedrijven die hier een belangrijke plek innemen en voor wie vestiging in deze regio van grote toegevoegde waarde kan zijn”, aldus de twee. “Dat doen we ten eerste door het ontwikkelen van een samenhangend portfolio van hoogwaardige werklocaties. Daarnaast ontwikkelen we de nieuwste marketingtools om te zorgen voor nieuwe aanwas, nieuwe bedrijven die wij aantrekken, zowel nationaal als internationaal. Neem bijvoorbeeld het cluster fashion waarvoor onze internationale bereikbaarheid, maar ook de aanwezigheid van gerelateerde opleidingsinstituten, groeimogelijkheden en een op mode afgestemde logistiek van levensbelang zijn. Door die partijen te clusteren en daar in faciliteiten op af te stemmen kan een heel interessante kruisbestuiving ontstaan. Niet voor niets zie je hier al

Combining parties into clusters and gearing the appropriate facilities to them can lead to very interesting cross-pollination. There is every reason why businesses such as Hugo Boss, Mexx, Tommy Hilfiger and Louis Vuitton are already established here.”

The project concerns about 142 hectares of land designated for large-scale, airport-oriented logistics companies. It will take some 25 years to develop. As I mentioned, Randstad Urgent Project will be the showpiece that, together with the Schiphol Logistic Park in Badhoevedorp-Zuid, will form a free freight route to the Schiphol platform from 2015 onwards.”

In the first instance, ORAM offers businesses a network, as part of which they feel connected and can make new contacts with other businesses. After all, together we are stronger. ORAM organises several meetings at Schiphol each year, such as breakfast network meetings on topics of interest to you, the entrepreneur. It also hosts the annual ‘Welcome to Schiphol’ meeting at which existing members meet to welcome new entrepreneurs to Schiphol.

Nadat de keuze viel op een Nederlandse structuur, hebben wij de oprichting en registratie van deze onderneming begeleid, afspraken met de Belastingdienst gemaakt en overeenkomstig de gemaakte afspraken de administratie ingericht en de aangiften periodiek verzorgd. Van voor tot achter, tot en met het samenstellen van de jaarrekening, hebben we het gehele proces begeleid. Met meerdere specialisten weliswaar, maar dan wel onder supervisie van één spin in het web. Once the choice had been made to opt for a Dutch structure, we guided the foundation and registration of this enterprise, made agreements with the tax authorities and, according to those agreements, organised the administration and handled their periodic declarations. From start to finish, up to and including compiling the annual accounts, the entire process took place under our guidance. There were, of course, many specialists involved, but everything was done under the supervision of one coordinator. We zijn intern lean georganiseerd en hebben een sterke basis door een bedrijf als PKF Wallast dat TCR al vanaf de beginjaren controleert en adviseert. “ Hij voegt daaraan toe: “Je moet je voorstellen dat wij aan de voorkant een sterk operationeel bedrijf zijn, maar aan de andere kant zijn we ook een sterk financieel georiënteerd bedrijf. We financieren het GSE en verhuren het dan weer. Alle processen daaromheen zijn strak georganiseerd. The company buys and leases out equipment. It also possesses its own garages and is therefore able to carry out any maintenance that is necessary. The TCR Group has been active at Amsterdam Airport Schiphol since 1996 and has recorded steady growth since then. In the meantime, it has managed to establish a firm base for its activities at Schiphol and its clients include all of the major handling agents: KLM, Aviapartner, Swissport/Servisair, Menzies. We finance the GSE and then lease it out again and all of the processes that take place in that connection are tightly organised. PKF helped us to develop our company and to place it on a more professional footing and works with us on a continual basis to identify improvements. Not only is this a harmonious collaboration, but it is also clearly defined and professional. They also provide us with advice regarding legal affairs, if a client becomes insolvent, for example, which is something that occurred only last year. In such cases, we are able to rely on their long-term knowledge of our company and of the market in which we are active. Botter is Team Leader Financial Logistics and can explain in detail how international cash flows are managed and how to chart and cover the risks involved. As Manager Corporate Banking, Van den Bogert is very familiar with the knowledge contained in Rabobank’s international network. Lengers joined us because, as Account Manager Corporate Banking, he is the point of contact for many of the bank’s clients, which makes him the coordinator of all business activities abroad. Debt settlement without insolvency, new legislation, business reorganisation and restructuring Businesses are in distress, it is a sign of the times. Although there appears to be bright spots on the economic horizon, it is generally observed that large parts of the business still not have emerged from the effects of the economic crisis. The conditions may still force a company to go in to a debt settlement with his creditors. This is up till now, in practice, a difficult process, although not impossible. Very often such projects end up in a suspension of debt (surceance van betaling) or worser, bankruptcy. Finding an agreement with creditors can not be enforced without an insolvency, even if a large majority of creditors has indicated that they will agree with a debt restructuring agreement outside moratorium or bankruptcy. The current practice whereby outside an official debt moratorium or bankruptcy is exercised, fails often because of the fact that (small) creditors are taking advantage and unreasonable positions to frustrate or drag the intended debt settlement for which a majority of creditors would vote. According to the actual legislation a debt settlement agreement, based on freewill, can not be formally enforced outside an insolvency. The Dutch Minister of Justice now wants to make it possible by new legislation -if a large majority of creditors is willing- to enforce an agreement on debt restructuring with creditors and shareholders. The undesirable consequences of the cancellation of a debt settlement will after all lead to sharp decline in the company’s values, job losses and creditor damages and decrease of shareholders value, in which situation all these parties get nothing at all out of a bankruptcy, because, this leads to liquidation in almost all cases, with enormous loss of value. Research has also shown that the bankruptcy of a viable business by itself is relatively frequent. The draft legislation has looked at examples in the United States (Chapter 11) and Great Britain, that allow a court to force unreasonable creditors to cooperate with a debt settlement based on the majority of the creditors votes. A “quorum” (substantial majority) of creditors is required.

Thus may also come into the picture deals to involve the shareholders by extending repayment terms, repay in shares instead of cash or the issuance of new shares. The quorum rule is that the votes of creditors, holding two-thirds of the debt, agree with the debt settlement. Although in practice many debt settlements are offered to creditors, it is an experienced practice that such requires considerable (legal) efforts to attract unreasonable creditors, including tax-authorities and social security institutes (UWV) over this line. The upcoming “compulsory settlement” outside bankruptcy may soon set up an important improved tool to reduce costs of restructuring. If a company however has currently difficulties and/or problems with his bank or creditors, it is important not to wait but act. The expectation is that the new legislation will go through the Dutch parliament in the course of 2015. Companies in distress must already start preparations to avoid an imminent bankruptcy and can even now trying to achieve a debt settlement with the help of an experienced advisor.
