1) Inleiding: Doel van dit rapport is een duidelijke beschrijving te geven wat voor de toekomst het beleid van de Sanrise Foundation zal zijn ter bevordering van het eigen inzicht alsmede duidelijkheid te bieden aan alle sponsors van de Foundation en de media. Dit beleid wordt uitgevoerd door een onbezoldigd bestuur. Alleen door openheid en transparantie is een goed stichtingsbeleid uit te voeren en kan op steun van de samenleving gerekend worden.

2) Oorsprong Sanrise: Sanrise is opgericht in 2006 nadat Will Doll, na een privé bezoek aan Namibië, de problemen van het San volk met eigen ogen had gezien. Het was duidelijk dat als de San mensen in Namibië geen extra ondersteuning zouden krijgen, hun bestaan ernstig bedreigd zou worden. Daar de San in Zuid Afrika over een enorm groot gebied verspreid zijn, is besloten hulp te verlenen aan een beperkt gebied in Namibië en wel de Tsumkwe west regio. De opvatting was beter geconcentreerde goede hulp 1

te verlenen in een klein gebied dan alle hulp te versnipperen. De Tsumkwe west regio is in Nederlandse begrippen nog steeds een enorm gebied van 250 km bij 120 km. Er wonen daar nog 70.000 San waarvan 8.000 jongeren tussen 18 en 26 jaar.

3) Doelen Sanrise: De doelen van Sanrise zijn zoals verwoord in de statuten van de stichting: a) Ondersteuning van de San-bevolkingsgroep in Namibië teneinde hun een leefbaar bestaan te bieden in die zin dat zij zelf in hun levensonderhoud kunnen voorzien met behoud van cultuur. b) Het verrichten van alle verdere handelingen, die met het vorenstaande in de ruimste zin verband houden of daartoe bevorderlijk kunnen zijn. In de loop van de afgelopen 6 jaren is duidelijk geworden dat om de doelstelling te bereiken men moet aanvangen met de opleiding van de jeugd. Het veranderen van denkwijze en levenswijze bij de oudere San mensen is een onmogelijke opgave daar deze manier van leven al duizenden jaren onveranderd is gebleven. Dit is de reden dat de Sanrise Foundation zich al doende heeft toegelegd op het ondersteunen van opleidingen van San kinderen te starten met de kleuterscholen.

4) Bereikte resultaten:  Dagzorg centrum voor gehandicapte San mensen in Mangetti Dune  Opzetten van landbouw projecten  Opzetten van Schapenteelt projecten  Bouw kleuterschool in Kanovlei  Bouw lagere school en hostel in Nhoma  Bouw meisjes hostel in Omatako  Financiële ondersteuning van 5 kleuterscholen in de regio Tsumkwe 2

 Financiële ondersteuning voor studie project 8 San jongeren op technische school in Otjiwarongo. Met deze projecten is duidelijk tot uitdrukking gekomen dat de grootste effecten en resultaten bereikt zijn met de scholingsprojecten. Zeker het laatste project, de studie aan de technische opleiding van enkele San jongeren, heeft ons gesterkt in de overtuiging dat een vak leren waarmee men zich in het levensonderhoud kan voorzien een grote stap voorwaarts kan zijn in de ontwikkeling van de San mensen.

5) Huidige projecten: In juni 2012 hebben twee bestuursleden van Sanrise een werkbezoek gebracht aan Namibië. Tijdens dit bezoek zijn er gesprekken gevoerd met diverse regeringsinstanties van Namibië waaronder een persoonlijk gesprek met de Prime Minister van Namibië. De gevoerde gesprekken waren bedoeld om erkenning en medewerking te krijgen voor het idee om een technische school op te zetten in de Tsumkwe regio. Het is in Namibië bekend dat scholing van kinderen op de lagere school redelijk volbracht wordt, echter op de middelbare school er halfweg een hiaat ontstaat voor vele kinderen. Een probleem wat bij ons in de westerse wereld ook bestaat, het niet meer willen leren maar een vak willen uitoefenen. Deze zogenaamde drop outs blijven jaren in hetzelfde jaar hangen of komen niet meer naar school en kunnen zwerfkinderen worden. Om deze kinderen de mogelijkheid te bieden een vak te leren en in plaats van louter theorie lessen te krijgen met hun handen te leren werken, is het idee geboren een opleidingsinstituut op te richten waar deze kinderen d.m.v. eenjarige cursussen een vak kunnen leren zoals, metselaar, loodgieter, landbouwer, veeteler, kapster etc. Instituten voor deze opleidingen bestaan al in Namibië alleen niet in de afgelegen regio’s zoals Tsumkwe. Deze instituten zijn Cosdec en Kayec, beiden worden ondersteund door de regering van Namibië.

Om dit idee tot uitvoering te brengen is door de delegatie van Sanrise gekeken naar een geschikte locatie die zou kunnen voldoen aan de eisen die gesteld moeten worden zoals bereikbaarheid, praktijkruimte en onderdak. Daar de leerlingen uit een zeer uitgestrekt gebied komen en geen middelen van vervoer hebben, is het absoluut noodzakelijk een hostel bij de school te hebben waar men gedurende de week kan verblijven. Ook het verstrekken van de dagelijkse maaltijden zal terplekke plaats moeten vinden. Een opleidingsboerderij van het Ministerie van Landbouw in de buurt van Tsumkwe bleek aan een groot aantal eisen te voldoen. Alleen het hostel zal nieuwbouw moeten worden maar de rest van de gebouwen is met enige aanpassingen geschikt te maken. De aanvraag om met het Ministerie van landbouw samen de boerderij te gebruiken is opgesteld en Sanrise is in afwachting op de goedkeuring hiervan (zie bijlage 1). In dezelfde tijd heeft een afdeling van het Ministerie van de Prime Minister, de San Development afdeling, een onderzoek verricht in de Tsumkwe regio onder de jongeren die aldaar leven. De uitslag hiervan is verwerkt en de resultaten zullen worden meegenomen in de besluitvorming met het gekozen opleidingsinstituut, over welke opleidingen in eerste instantie gegeven gaan worden (zie bijlage 2). Tevens heeft Sanrise de eis op tafel gelegd dat de financiering van de investeringen en de exploitatiekosten voor de komende 5 jaren, deels gedragen moeten worden door de regering van Namibië, Sanrise en het uitvoerende instituut. Allen dan zijn we van mening dat het project voldoende draagvlak heeft en een continuïteit gewaarborgd zal zijn. Buiten dit project zal Sanrise trachten bij grote noodzaak en als de financiën dit toelaten, ondersteuning te bieden aan problemen in de scholingsprojecten op andere niveaus. Sanrise is van mening dat het huidige nieuwe project veel energie en aandacht zal vragen zodat het beter zal zijn dit grote project eerst tot een goed resultaat te brengen dan de aandacht te verbrokkelen.

Ook toezicht op de juiste besteding van de gelden nu en in de komende 5 jaren zal de nodige aandacht vragen om zeker te zijn van de continuïteit van het plan.

6) Contacten Namibië: Zoals vermeld zijn er reeds contacten op het hoogste regeringsniveau in Namibië. Sanrise is van mening dat dit onontbeerlijk is om aan sponsors de verzekering te kunnen geven dat al het mogelijke gedaan wordt om de besteding van de gelden op een correcte en transparante manier te doen zonder dat er op enige oneerlijke wijze gelden verdwijnen die voor het project bestemd waren. Door de financiële verantwoording te delen met de verantwoordelijke regeringsinstanties zullen zij ook alle inspanning verrichten om het project tot een succes te maken. Sanrise is van mening dat zij niet zonder de verantwoordelijke instanties kunnen maar andersom ook niet! Dit zal versterkend werken immers samen zijn we sterk!

7) PR en communicatie De website van Sanrise is professioneel opgezet en transparant voor eenieder. De komende jaren zal het up to date houden van de website nog meer aandacht krijgen van het bestuur zodat eenieder die Sanrise een warm hart toedraagt volledig op de hoogte kan blijven van alle ontwikkelingen van onze projecten in Namibië. Maandelijks wordt er een nieuwsbrief uitgegeven met informatie over de voortgang van de projecten en andere activiteiten van Sanrise.

8) Toekomst visie: Door een volledige transparantie wil Sanrise aan iedere sponsor of donateur inzicht geven in haar projecten zowel op organisatorisch gebied als op financieel gebied. Ter ondersteuning aan financiële bijdragen is Sanrise reeds een ANBI Stichting maar zal er ook voor zorg dragen dat zij binnenkort beschikt over het CBF keurmerk voor kleine goede doelen. Dit alles tot meerdere zekerheid van onze sponsors en donateurs. Mede door het nieuwe project, het oprichten van een technische school in Tsumkwe, zal zeker voor de komende 5 jaren een groot beroep worden gedaan op de daadkracht van Sanrise. Juist de continuïteit van een dergelijk project is in Namibië belangrijk maar vraagt zeer veel aandacht en ondersteuning.

9) Fondsenwerving Sanrise: Tot op heden heeft Sanrise zich geprofileerd d.m.v. het organiseren van golf toernooien en een gala avond per jaar. Tevens werd in 2009 mee gedaan aan de marathon in New York. Ook waren er privé bijdragen van relaties, vrienden en familie. Al deze activiteiten en spontane schenkingen hebben bijgedragen aan de financiering van de bereikte resultaten tot heden. Tot en met 2012 is ruim € 210.000 uitgegeven aan projecten. Voor de toekomst wil Sanrise zich ook profileren naar maatschappelijke organisaties zoals Lions, Rotary en Kiwanis en tevens financiële beheersmaatschappijen om d.m.v. duidelijke informatie over de projecten en open inzicht in de financiële verantwoording op hun steun te mogen rekenen om op die wijze continuïteit te kunnen waarborgen. Het geven van informatie avonden kan deel uitmaken van de voorlichtingsactiviteit. Om een weg te zoeken in de goede doelen wereld zal Sanrise zoeken naar mogelijkheden waarmee zij zich duidelijk zal onderscheiden van de andere stichtingen.

Zeker zullen ook de persoonlijke contacten in de Brabantse zakenwereld gebruikt worden om de positie van Sanrise te verstevigen. Vooralsnog zal Sanrise zich profileren in het Brabantse land maar indien de mogelijkheid zich voordoet om haar vleugels verder uit te spreiden zal zij dit beslist niet nalaten. Er is contact geweest met Wilde Ganzen en het blijkt dat wij met het nieuwe project zeker in aanmerking kunnen komen voor subsidie. Dit moet dan voor 60% gaan om materiële zaken zoals de bouw van een hostel is. Wilde Ganzen kan dan tot 55% van deze kosten aanvullen. Zo gauw er groen licht is van de overheid in Namibië gaan we in gesprek met Wilde Ganzen.

In 2006 the Sanrise foundation was founded by Mr. Will Doll from the Netherlands after he had visited Namibia and in particular the Tsumkwe west region. His whole life he supported several project all over the world. But after his visit to Mangetti Dune and Tsumkwe he had the opinion that for the San people help was needed. He decided to start a foundation to help the San people and first of all the children. Sanrise was born and started with several projects in Bushmanland. Now 6 years later, Sanrise thinks that it is time to realize a school like Cosdec or Kayec, in the region where dropouts of grade 10 can learn a skill and hopefully can find a job. During the last visit in June 2012 a delegation of Sanrise had a consultation with the Prime Minister, Hon. Mr. Angula and with the department of the San development. They were very enthusiastic and promised to help wherever they can. The delegation went to Tsumkwe to see if there was a suitable place for a school they had in mind. This proposal is made because they found a place and hope that they can use that place together with the owner, the Ministry of Agriculture, with the result that both have a win-win situation and for the San people a new future. It is the Cattle Breeding station in Tsumkwe.

2) Goals of the Sanrise Foundations: The goal of the Sanrise Foundation is to create a human way of living for the San people by starting with education of the children. The children of the San are the ones who can change their lives and build a new future without hunger and suffering. Sanrise tries to give the San people a new future without destroying their culture.

3) Realized Projects:        

Day Centre for Disabled San people, Mangetti Dune Pre-Primary school Kanovlei Primary school and Hostel Nhoma Girls Hostel Omatako Financial support 5 pre-primary schools, Pastor Van Zijl. Agriculture project Mangetti Dune, Pastor Herman Oosthuizen Sheep breeding project Mangetti Dune. Finance and organize study for 8 young San in 2012 at Cosdec in Otjiwarongo.

4) School for skills training: After the try-out of the skill training at Cosdec in Otjiwarongo Sanrise has come to the conclusion that this kind of education could work very well for the young San. They are very skilful and like to work with their hands. Another conclusion was that to bring them away from their own environment is difficult. To avoid problems it will be better to set up a school in their own environment. The National Youth Council of Namibia has carried out a survey among 207 young people in the Tsumkwe west area. As an attachment you will find the total report of this survey. The most important conclusions are:    1. 2. 3. 4. 5.

The chosen place for the school, the Agriculture Breeding station was found a good place by the majority of the respondents. The need of a hostel was also supported by a majority. After discussion with the management of Kayec the following courses were selected: Wood work and joinery Welding and fabrication Small engine repairs Bricklaying and plastering With the Ministry of Agriculture, Crop production and live stock management.

These courses can be followed by both male and female trainees. 9

5) Cooperation: To realize this project Sanrise is willing to cooperate in organizing this project with the Namibian Government and Cosdec or Kayec. The first step that has to be taken is the permission to use the Breeding farm together with the Ministry of Agriculture. After that permission a financial plan can be made for the investments and the exploitation budget for the next 5 years. This plan we will set up together with our partner, Cosdec or Kayec. After the presentation of the financial plan we have to arrange what each participant, the Government, Cosdec or Kayec and Sanrise will contribute.

6) Conclusions: To succeed we need the permission of the Ministry of Agriculture but we have the opinion that cooperation will give also a better result for the exploitation of the breeding farm than there is at this moment. The decision to set up the project with Cosdec or Kayec depends on the cooperation they can offer and that decision has to be made as soon as the Ministry of Agriculture has given their permission. Sanrise has the conviction that this project can bring the San people a better prospect for their future and we hope that the Government of Namibia has the same idea. Report of the COSDEC’s Trades Survey conducted in Tsumkwe Constituency Acknowledgement This Survey has been made possible with generous support of KENMACRI CC and the National Youth Conuncil(NYC) of Namibia. The personal effort of Mr. Brain Prince, the team of the NYC and the eight volunteers from the constituency cannot go unnoticed at all. Lastly I am grateful of the co-operation we received from the residents of the Tsumkwe Constituency, especially those who took up on themselves to collect this fundamental data.

Introduction The survey has been initiated by the San Rise Foundation a Charity Organization aimed at uplifting the standard of living of the San Community by provision of assistance in terms of educational infrastructures, skills training and catering for other essential needs of the community in the Tsumkwe area. This essential survey was conducted through interviews, whereby the volunteers completed questionnaires with 11 questions, while a number of respondents preferred to complete it themselves. The Survey was aimed at providing baseline information with regard to the following aspects, which are determinants of the future of COSDEC in Tsumkwe: 1. To get the view of people on the ground what trades will they like to be trained in 2. Their feeling about the possible location the COSDEC in their area 3. The need of setting up a hostel facility at the site to accommodate the trainees This Random Sampling Survey was conducted as from 27 September – 03 October 2012 and 207 responded were interviewed in Tsumkwe, Mangetti Dune and Gam area and the results were as follow:

Respondent’s origin: 44% of the respondents were from Tsumkwe, 28% from Mangetti Dune, 22% from Gam and 6% from Makata and Aasvoelnes respectively.

Home Language of the respondents About 38% of the respondents reported that they were speaking Ju/hoans , 34% were !Kung speaking, while the 28% were either Otjiherero or Rukwangali or Damara and few unspecified.

Knowledge of COSDEC and the need for COSDEC in Tsumkwe An amazing number of 91% of the people interviewed have a greater knowledge what a COSDDEC is and welcomed the idea of setting up one in the Tsumkwe Constituency as they firmly believed that it will address the issue of idleness in the community and the issue of unemployment amongst the youth. There was though 9% of the respondent who neither knows what a COSDEC is nor heard about such an institution. Among the unknowledgeable 9% interviewees, at least 3% welcome the idea of the COSDEC, while 6% preferred a construction of a University or Vocational Training Center (VTC) or a Teacher College

Location of the COSDEC 191 Respondents believe that the Agricultural Breeding Station will be a suitable location for the COSDEC, due to the fact that it is well situated and the environment is conducive for learning in terms of minimal hindrances and the quite atmosphere out of town. 16 respondents argued that it is not suitable because is far from town and it is not safe as wild animals like elephants are often attacking that area. On the interesting question whether was a need of a hostel, 174 welcomed the construction of a hostel on the site, as they felt that many of the trainees might not have relatives in Tsumkwe to accommodate them. 33 strongly objected the idea of a hostel reasoning that:

a. The Community is able to accommodate the trainees b. The trainees are adults and do need to be kept in the hostel c. They think that COSDEC should be able to be open to many trainees and thus they feel that the hostel will limit the number of trainees to be trained They however recommended that there should be transport and lunch provided at the site

Challenges The initial anticipated respondents of 300 could not be possible, due to: i. ii. iii.

Lack of petrol in the Tsumkwe area Some respondents were demanding money, in order for them to avail themselves for the interview Questionnaires sent to Gam and few to Mangeti were not return in full numbers at the time the team left Tsumkwe

Conclusion This was indeed an eye opening exercise, when I analyzed the data, one could easily see specific ideas that are uniform from the specific areas. The list of 24 good trades proposed have a visible and significant diversity. Some course like Computer and Agriculture cut across the Constituency, while other few relevant proposals of trades came from one or two respondents. The critical aspect though is not the popularity of the demanded course, but mainly its viability in creating opportunities, making a greater impact in the development and creating the much needed employment of the Tsumkwe Constituency.
