Objectives and Scope of RUPTL
Rencana Usaha Penyediaan Tenaga Listrik (RUPTL) PT PLN (Persero) 2012-2021 bertujuan untuk memenuhi amanat Peraturan Pemerintah Nomor 14 tahun 2012 tentang Kegiatan Usaha Penyediaan Tenaga Listrik dan untuk menjadi pedoman pengembangan sarana ketenagalistrikan dalam memenuhi kebutuhan tenaga listrik di wilayah usaha PLN secara efisien dan terencana guna menghindari ketidak-efisienan perusahaan sejak tahap perencanaan. RUPTL memuat proyeksi kebutuhan tenaga listrik, rencana pengembangan kapasitas pembangkit, rencana pengembangan transmisi dan gardu induk, serta pengembangan distribusi. Proyeksi kebutuhan tenaga listrik dibuat rinci per provinsi dan per sistem tenaga listrik, termasuk sistem kelistrikan yang isolated di pulaupulau tersebar. Rencana pengambangan kapasitas pembangkit, transmisi dan gardu induk juga dibuat rinci hingga proyek-proyeknya.
PLN’s Electrical Power Supply Business Plan (RUPTL) for the period 2012-2021 has been issued to comply with the mandate of the Government Regulation No.14/2012 on Electric Power Supply Business Activities and as guidance for a well planned and efficient development of electrical power infrastructure to supply the needs of electricity within PLN business areas in order to prevent company inefficiency starting from the planning stage. RUPTL covers electricity demand and supply projections, and development of related transmission, distribution and substation grids. Electricity demand projection has been prepared in details for every province and electrical power system, including isolated electrical power system in remote islands. Generating capacity development plan and transmission and substation development plan are also provided in details to their respective projects.

Electricity demand forecast has been composed to project electric energy needed to support economic growth targeted by government and to take into consideration the population growth.
Pengembangan kapasitas pembangkit direncanakan untuk memenuhi pertumbuhan kebutuhan listrik dan margin cadangan (reserve margin) tertentu dan sedapat mungkin direncanakan secara optimal dengan prinsip biaya terendah (least Pengembangan pembangkit juga cost). mengutamakan pemanfaatan sumber energi setempat, terutama energi terbarukan seperti panas bumi dan tenaga air. Hal ini dimaksudkan agar PLN nanti, atas persetujuan Pemerintah, akan memutuskan apakah suatu proyek dimplementasikan sebagai proyek PLN atau IPP.
Generating capacity development has been optimally planned to meet electricity demand growth and certain reserve margin with due consideration on the least cost principle. The power generation development also prioritizes utilization of local energy resources, especially renewable energy such as geothermal and hydro power. Several projects have been confirmed to be constructed as PLN projects or Independent Power Producers projects (IPP); some other projects have not been determined whether they would be handled by PLN or given to IPP. This is intended for PLN to decide later, with government approval, whether a project will be implemented as PLN or IPP projects.

Dalam lima tahun terakhir, yaitu antara tahun 2007 dan 2011, usaha PLN terus mengalami pertumbuhan. Penjualan listrik meningkat dari 120 TWh pada 2007 menjadi 158 TWh pada 2011, jumlah pelanggan meningkat dari 37 juta pada 2007 menjadi hampir 46 juta pada 2011, dan rasio elektrifikasi meningkat dari 60,6% pada 2007 menjadi 71,2% pada 2011.
In the last five years, within 2007 to 2011, PLN business had flourished significantly. Electric sales raised up sharply, from 120 TWh in 2007 became 158 TWh in 2011. Number of customers increased from 37 million in 2007 to become 46 million in 2011. And the electrification ratio increased from 60.6% in 2007 to 71.2% in 2011.
Kondisi kelistrikan pada akhir tahun 2011 dapat digambarkan sebagai berikut. Kapasitas terpasang pembangkit PLN dan IPP di wilayah operasi Indonesia Barat dan Timur sekitar 7.600 MW, tidak termasuk pembangkit sewa sebanyak 3.030 MW. Kapasitas pembangit tersebut pada dasarnya hanya pas-pasan dalam melayani kebutuhan masyarakat, sehingga dapat mengalami defisit manakala ada sebuah pembangkit yang terganggu atau menjalani pemeliharaan rutin. Sebagai ilustrasi, sistem kelistrikan Sumatera Bagian Utara hampir sepanjang tahun tidak mempunyai cadangan operasi, sering mengalami defisit dan mengoperasikan banyak pembangkit berbahan bakar BBM. Sistem Sumatera Bagian Selatan juga mengalami hal yang sama, yaitu hampir sepanjang tahun tidak mempunyai cadangan operasi yang cukup. Hal serupa terjadi di beberapa daerah lain, seperti Kalimantan Timur, Kalimantan Selatan, Sulawesi Tenggara, Minahasa-Gorontalo, Palu, Lombok, Ambon, Ternate dan Jayapura. Kondisi sistem kelistrikan yang lebih kecil juga banyak yang mengalami defisit.
The electricity condition by the end of 2011 can be described as follows: PLN and IPP installed generating capacity in the West and East Indonesia was about 7.600 MW, excluding rental generating units of 3.030 MW. This condition was considered as “sufficient” to serve people’s needs as long as it runs well. However, should there be any generating malfunction or it was in routine maintenance, electricity shortage happened. For example, North Sumatera that almost all this year doesn’t have any operational reserve is quite often to suffer power supply deficit and in order to cover its deficit, PLN North Sumatera puts quite many liquid fuel generating units in operation. The South Sumatera system also suffers shortage of electricity the year round. This condition is also experienced in areas like East and South Kalimantan, Southeast Sulawesi, Minahasa-Gorontalo, Palu, Lombok, Ambon, Ternate and Jayapura. Electricity deficit also happens in many smaller electrical systems.
Sedangkan di wilayah Jawa Bali, kapasitas pembangkit PLN dan IPP yang mencapai hampir 26.700 MW pada dasarnya cukup untuk memenuhi kebutuhan daya. Hal yang menjadi masalah operasi selama tahun 2011 adalah tidak cukupnya pasokan gas ke pembangkit-pembangkit listrik PLN dan pembebanan banyak trafo yang sudah sangat tinggi, serta semakin besarnya transfer listrik dari Jawa bagian tengah/timur ke Jawa bagian barat yang berdampak pada penurunan tegangan di sistem transmisi pada perioda beban puncak.
Java-Bali has 26.700 MW generated by PLN and IPP. Basically it is enough to serve power needs in those areas. However, in 2011, it still had operational problems because quite often PLN and IPP were unable to get enough gas supply for their power plants. Besides gas supply problem, over-loaded transformers had caused unstable electric supply. The increasing electricity transferred from Central/East Java to West Java, had resulted under voltage conditions in the transmission system especially during peak-load hours.

Tindakan yang telah dilakukan di wilayah operasi Indonesia Barat dan Timur meliputi sewa pembangkit, pembelian energi listrik dari IPP skala kecil, bermitra/kerjasama operasi pembangkit dengan Pemda setempat, pembelian excess power, percepatan pembangunan PLTU batubara PerPres 71/2006, membangun saluran transmisi, mengamankan kontinuitas pasokan energi primer dan memasang beberapa PLTS secara terbatas. Sedangkan tindakan jangka pendek di Jawa Bali berupa percepatan pengadaan trafo daya 150/20 kV dan trafo interbus 500/150 kV, menambah kapasitas pembangkit di Bali, mempercepat pembangunan kabel laut Jawa-Bali 150 kV sirkit 3 dan 4, dan memasang kapasitor shunt di sistem Jakarta untuk perbaikan tegangan.
Actions taken in Indonesia Western and Eastern operating areas include renting generating units, purchasing electricity from small scale IPP, establishing partnership/joint operation with local government, purchasing excess power, accelerating construction of coal fired steam power plant (PLTU) projects as stipulated in Presidential Regulation No. 71/2006, built transmission lines, secure continuity of primary energy supply, and install limited solar power plants (PLTS). Short-term actions in the Java-Bali system include acceleration of procurement of power transformers 150/20 kV and inter-bus transformers 500/150 kV, adding generating capacity in Bali, accelerating installation of Java-Bali sub-marine cables third and fourth circuit, and installing shunt-capacitors in the Jakarta system to improve voltage.

Sumberdaya batubara Indonesia sebesar 105 milyar ton dan cadangan 21,1 milyar ton menjadi basis bagi RUPTL dalam merencanakan PLTU batubara, baik PLTU ‘pantai’ yang menggunakan batubara pada harga pasar, maupun PLTU mulut tambang yang menggunakan batubara berkalori sangat rendah pada harga cost plus margin.
Indonesian coal resources of 105 billion tons and reserves of 21.1 billion tons become the basis of RUPTL in planning for coal fired PLTU, be they be “coastal” PLTU which use coal at market price as well as “mine-mouth” PLTU which utilize low caloric value coal at cost plus margin price.
Untuk gas alam, walaupun Indonesia mempunyai cadangan yang cukup besar, yaitu165 TSCF, pada kenyataannya tidak tersedia gas yang cukup untuk pembangkitan tenaga listrik. Bahkan pasokan gas ke pembangkit PLN yang existing-pun telah dan akan mengalami penurunan hingga diperkirakan akan defisit jika tidak mendapat pasokan baru. Pada tahun 2012 telah dimulai pasokan LNG ex Bontang via FSRU Jakarta untuk mengoperasikan pembangkit di teluk Jakarta selama perioda beban puncak. Harga gas dalam bentuk LNG relatif tinggi, sehingga secara ekonomi LNG hanya layak digunakan pada pembangkit beban puncak. Pada situasi pasokan gas seperti ini, RUPTL hanya dapat merencanakan 1 blok PLTGU klas 750 MW dengan harapan akan mendapat pasokan gas dari lapangan Cepu, dan 1 blok lagi dengan pasokan gas yang belum diketahui sumbernya. LNG untuk pembangkitan tenaga listrik juga akan dikembangkan di Arun yang akan memasok pembangkit beban puncak di Arun dan Pangkalan Brandan serta pembangkit existing di Belawan.
For natural gas, although Indonesia has sufficiently large reserves, 165 TSCF, in reality there is not enough gas to fuel electric power generation. In fact, gas supply to existing PLN power plants has been and will be declining so that there will be gas deficit if there is no new gas supply. In 2012, LNG supply from Bontang through floating storage re-gasification unit plant (FSRU) in Jakarta was put in operation to operate power plants in the Jakarta bay during peak load period. The price of gas in the form of LNG is only economically viable if the gas is used for the peaking power plants. With this type of gas supply, RUPTL can only plan one block of Combined Cycle Gas Turbine Generator (PLTGU), Class 750 MW, with gas supply source from Cepu Field and one more block from another unknown LNG source. LNG for power generation will also be developed in Arun, which will supply peaking power plants in Arun and Pangkalan Brandan and existing power plant at Belawan.

Perencanaan sistem pembangkit dilakukan dengan optimisasi keekonomian, bertujuan untuk mendapatkan konfigurasi pengembangan pembangkit yang memberikan nilai NPV total biaya penyediaan listrik yang terendah (least cost), dengan tetap memenuhi kriteria keandalan tertentu. Konfigurasi yang termurah diperoleh melalui proses optimasi suatu objective function yang mencakup biaya kapital, biaya bahan bakar, biaya operasi dan pemeliharaan dan biaya energy not served. Simulasi dan optimisasi dilakukan dengan menggunakan model yang disebut WASP (Wien Automatic System Planning).
The electrical power system planning is carried out with economic optimization with the objective to obtain configuration of power generation development that will provide the least cost or the lowest total net present value of power generation cost whilst still meeting certain reliability criteria. The most inexpensive configuration is attained through optimization process, an objective function which covers capital cost, fuel cost, operating and maintenance cost, and the cost of energy not served. The simulation and optimization are carried out using a model known as WASP (Wien Automatic System Planning).
Kriteria keandalan yang dipergunakan adalah Loss of Load Probability (LOLP) lebih kecil dari 0.274%. Hal ini berarti kemungkinan/probabilitas terjadinya beban puncak melampaui kapasitas pembangkit yang tersedia adalah lebih kecil dari 0.274%. Perhitungan kapasitas pembangkit dengan kriteria LOLP menghasilkan reserve margin tertentu yang nilainya tergantung pada ukuran unit pembangkit (unit size), tingkat ketersediaan (availability) setiap unit, banyaknya unit, dan jenis unit.
The reliability criteria used in the planning is Loss of Load Probability (LOLP) < 0.274%. This means that the probability of the occurrence of peak load exceeds the available generating capacity is less than 0.274%. Calculation of generating capacity based on LOLP results certain reserve margin which value depends on the size of the generating unit (unit size), the availability factor of each unit, number of units, and type of units.
Pada sistem Jawa Bali, kriteria LOLP < 0.274% adalah setara dengan reserve margin ≥ 25-30% dengan basis daya mampu netto. Apabila dinyatakan dengan daya terpasang, maka reserve margin yang dibutuhkan adalah sekitar 35%.
In the Java-Bali system, LOLP criteria < 0.274% is equivalent to a reserve margin > 25-30%, of the net capacity. If expressed in term of installed capacity, the required reserve margin is approximately 35%.
Sedangkan untuk sistem-sistem di wilayah operasi Indonesia Timur dan Barat, reserve margin ditetapkan sekitar 40% dengan mengingat jumlah unit pembangkit yang lebih sedikit, unit size yang relatif besar dibandingkan beban puncak, derating yang prosentasenya lebih besar, dan kecepatan pertumbuhan yang lebih tinggi dibanding Jawa Bali.
Whereas for Eastern and Western Indonesia regions, the reserve margin has been determine at about 40% in view of less number of generating units, relatively large unit size compared to peak load, larger percentage de-rating, and higher growth rate as compared to the Java-Bali system.

Perencanaan pembangkitan pada sistem-sistem yang masih kecil dan belum interkoneksi (isolated) tidak menggunakan metoda probabilistik maupun optimisasi keekonomian, namun menggunakan metoda determinisitik. Pada metoda ini, perencanaan dibuat dengan kriteria N-2, yaitu cadangan minimum harus lebih besar dari 1 unit terbesar pertama dan 1 unit terbesar kedua. Definisi cadangan disini adalah selisih antara daya mampu total pembangkit yang ada dan beban puncak.
Power generation planning on small systems which have not been interconnected (isolated systems) does not apply the probabilistic method, nor the economic optimization, but use the deterministic method. In this method, the planning is based on N – 2 criteria, i.e. the minimum reserve shall be larger than one of the first largest units and one of the second largest units. By reserves it means the difference between total plant capacity and peak load.
Kriteria Perencanaan Transmisi
Transmission Line Planning Criteria
Perencanaan transmisi dibuat dengan menggunakan kriteria keandalan N-1, baik statis maupun dinamis. Kriteria N-1 statis mensyaratkan apabila suatu sirkit transmisi padam, baik karena mengalami gangguan atau menjalani pemeliharaan, maka sirkit-sirkit transmisi yang tersisa harus mampu menyalurkan keseluruhan arus beban, sehingga kontinuitas penyaluran tenaga listrik terjaga. Kriteria N-1 dinamis mensyaratkan apabila terjadi gangguan hubung singkat 3 fasa yang diikuti oleh hilangnya satu sirkit transmisi, maka antara suatu kelompok generator dan kelompok generator lainnya tidak boleh kehilangan sinkronisasi.
The transmission line planning has been executed by using the reliability criteria N – 1, static as well as dynamic methods. The static N -1 criteria requires that if a transmission line is down due to disruption or maintenance, the remaining transmission lines shall be capable to transmit power to all load, so that continuity of electric power transmission can be secured. The dynamic N – 1 criteria conditions that if disruption due to three-phase short circuit followed by the loss of one transmission circuit, then there shall be no loss of synchronization between a group of generators and other groups of generators.

Antara tahun 2012 dan 2021 pemakaian tenaga listrik Indonesia diperkirakan akan meningkat dari 172 TWh menjadi 358 TWh dengan pertumbuhan rata-rata 8,5% per tahun. Jumlah pelanggan juga meningkat dari 46 juta menjadi 71 juta pada tahun 2021 atau bertambah rata-rata 2,7 juta per tahun. Penambahan pelanggan tersebut akan meningkatkan rasio elektrifikasi dari 72% menjadi 92%. Secara kewilayahan, kebutuhan listrik Jawa Bali diperkirakan akan meningkat dari 132 TWh menjadi 259 TWh, atau tumbuh rata-rata 7,9% per tahun. Indonesia Timur tumbuh lebih cepat, meningkat dari 14,2 TWh menjadi 36,7 TWh atau tumbuh rata-rata 11,4% per tahun. Wilayah Indonesia Barat tumbuh dari 26 TWh menjadi 62 TWh atau tumbuh rata-rata 10,5% per tahun.
Between 2012 and 2021, electrical power demand in Indonesia is projected to increase from 172 TWh to 358 TWh with an average growth rate of 8% per annum. Total consumers will also increase from 46 million to 71 million in 2021 or is increasing by 2.7 million per annum. The additional customers will increase the electrification ratio from 72% to 92%. By area, the electricity demand in Java-Bali is projected to increase from 132 TWh to 259 TWh or grows at the rate of 7.9% per annum. The Eastern Indonesia regions will grow more rapidly from 14.2 TWh to 36.7 TWh or a growth rate of 11.4%. The Western Indonesia regions grow from 26 TWh to 62 TWh or a growth rate of 10.5% per annum.

Untuk melayani pertumbuhan kebutuhan listrik tersebut, diperlukan tambahan kapasitas pembangkit sebanyak 57,3 GW untuk seluruh Indonesia, atau pertambahan kapasitas rata-rata mencapai 5,7 GW per tahun. Dari kapasitas tersebut diasumsikan PLN dan IPP akan membangun masing-masing 30,1 GW dan 27,2 GW.
To serve the additional power demand, additional generating capacity of 57.3 GW is required for the entire Indonesia, or a growth rate of an average 5.7 GW annually. From this capacity, it is assumed that PLN and IPP will build 30.1 GW and 27.2 GW respectively.
PLTU batubara akan mendominasi jenis pembangkit yang akan dibangun, yaitu mencapai 37,7 GW atau 66,0%. PLTGU gas yang direncanakan berkapasitas 2,5 GW atau 4,4%. Untuk energi terbarukan, yang terbesar adalah panas bumi sebesar 6,3 GW atau 11,1% dari kapasitas total, disusul oleh PLTA sebesar 6,3 GW atau 11,0%. Dari kapasitas tersebut, tambahan pembangkit di Jawa-Bali adalah sekitar 32,6 GW, Indonesia Barat sekitar 15,3 GW dan Indonesia Timur sekitar 9,4 GW. Di Indonesia Barat terdapat proyek PLTA Batang Toru berkapasitas 510 MW yang akan dikembangkan oleh swasta, dan di Indonesia Timur juga terdapat sebuah proyek PLTA Karama 450 MW yang akan dikembangkan oleh swasta.
Coal fired PLTU will dominate the types of power plant to be built, i.e. 37.7 GW or 66.0%. Combined Cycle Gas Turbine Power Plants (PLTGU) planned to reach 2.5 GW or 4.4%. For renewable energy, the largest one is geothermal power plants, 6.3 GW or 11.1% of the total capacity, followed by hydro electric power plants of 6.3 GW or 11.0%. From those power plant capacities, the additional generating capacity in Java-Bali is about 32.6 GW, Western Indonesia 15.3 GW and Eastern Indonesia 9.4 GW. In the Western Indonesia there is Hydro Electric Power Plant (PLTA) Batang Toru with capacity of 510 MW that will be developed by the private sector, and in the Eastern Indonesia there is PLTA Karama of 450 MW which will be developed by private sector.

Pengembangan sistem penyaluran pada periode 2012-2021 berupa pengembangan sistem transmisi dengan tegangan 500 kV dan 150 kV di sistem Jawa-Bali, serta tegangan 500 kV, 275 kV, 150 kV dan 70 kV di sistem Indonesia Timur dan Indonesia Barat. Pembangunan sistem transmisi secara umum diarahkan kepada tercapainya kesesuaian antara kapasitas pembangkitan di sisi hulu dan permintaan daya di sisi hilir secara efisien. Di samping itu juga sebagai usaha untuk mengatasi bottleneck penyaluran dan perbaikan tegangan pelayanan.
The development of transmission line system for the period 2012-2021 includes the development of the 500 kV and 150 kV transmission system in the JavaBali system and 500 kV, 275 kV, 150 kV and 70 kV in the Eastern and Western Indonesia system in general is directed to the attainment of synergy between generating capacity in the upstream side and power demand in the downstream side in efficient manner. Additionally, it is also aimed at overcoming the bottleneck of distribution and improvent of voltage served.
Pengembangan transmisi 500 kV di Jawa pada umumnya dimaksudkan untuk mengevakuasi daya dari pembangkit-pembangkit baru maupun ekspansi dan untuk menjaga kriteria keandalan N1, baik statik maupun dinamik. Sedangkan pengembangan transmisi 150 kV dimaksudkan untuk menjaga kriteria keandalan N-1 dan sebagai transmisi yang terkait dengan gardu induk 150 kV baru.
The development of the 500 kV transmission in Java in general is meeant to transmit power from new and expanded power generations and to maintain the reliability criteria N – 1, be it static or dynamic means. Whereas the development of the 150 kV transmission is to ensure reliability criteria N-1 and as transmission of power related to the new 150 kV substations.
Pengembangan transmisi 500 kV di Sumatera dimaksudkan untuk membentuk transmisi backbone yang menyatukan sistem interkoneksi Sumatera pada koridor timur. The development of the 500 kV transmission in Sumatera is meant to create backbone transmission system which unit the Sumatera interconnection system in the east corridor. Large scale power plants and large scale load centers will be connected to this 500 kV system. Investment need for development electricity development] Selama ini sumber pembiayaan proyek-proyek PLN banyak diperoleh dari penerusan pinjaman luar negeri (two step loan), namun setelah tahun 2006 peranan pinjaman semacam ini mulai menurun dan sebaliknya pendanaan dengan obligasi terus meningkat, baik obligasi lokal maupun global. Proyek percepatan pembangkit 10.000 MW sepenuhnya dibiayai dari pinjaman yang diusahakan oleh PLN dengan garansi Pemerintah. Akhir-akhir ini PLN kembali berupaya memperoleh pinjaman dari lembaga keuangan multilateral dan bilateral untuk mendanai proyek-proyek kelistrikan yang besar, seperti Upper Cisokan Pumped Storage dan transmisi HVDC Sumatra – Jawa.
So far, most PLN projects had been financed through the “two-step” foreign loan. However, since 2006 the role of this role has been declining and on the other hand financing through local and global obligations has been increasing. The 10,000 MW accelerated power plant project has been fully financed by PLN initiated loan with Government guarantee. Lately, PLN has taken efforts to obtain loan from multilateral and bilateral financial institutions to financed large electrical power projects, such as Upper Cisokan Pumped Storage and HVDC Sumatera – Java transmission projects.

Tambahan kapasitas pembangkit tahun 20122021 untuk sistem Jawa Bali adalah 32,6 GW atau penambahan kapasitas rata-rata 3,3 GW per tahun, termasuk PLTM skala kecil tersebar sebanyak 180 MW dan PLT Bayu 50 MW. Dari kapasitas tersebut PLN akan membangun sebanyak 16,8 GW atau 51,5% dari tambahan kapasitas keseluruhan. Partisipasi swasta direncanakan cukup besar, yaitu 15,8 GW atau 48,5%. PLTU batubara akan mendominasi jenis pembangkit yang akan dibangun, yaitu mencapai 24,0 GW atau 73,6%, disusul oleh PLTGU gas dengan kapasitas 2,2 GW atau 6,9% dan PLTG 1 GW atau 3,1%.
The additional generating capacity for the period 2012-2021 for the Java-Bali system is 32.6 GW or 3.3 GW per year, including spread small scale PLTM (minihydro power plants with total capacity of 180 MW and Wind Power Plant of 50 MW. Sementara untuk energi terbarukan khususnya panas bumi sebesar 2,9 GW atau 8,8%, PLTA/PLTM/pumped storage sebesar 2,5 GW atau 7,6%, dan pembangkit lainnya 0,05 GW atau 0,2%.
Whereas for renewable energy, particularly geothermal planned capacity is 2.9 GW or 8.8% , PLTA/PLTM /pumped storage 2.5 GW or 7.6% and other energy fueled power plants 0.05 GW or 0.2%.
Pada tahun 2015 reserve margin diperkirakan akan sangat tipis karena beberapa proyek pembangkit skala besar yang dalam RUPTL direncanakan beroperasi pada tahun 2015 diperkirakan akan terlambat. Pembangkit dimaksud adalah PLTA Pumped Storage Upper Cisokan 1.000 MW dan PLTU Lontar unit-4 660 MW yang merupakan proyek PLN, serta proyek PLTU IPP Cirebon unit-2 660 MW, Cilacap unit-3 600 MW, Madura 2x200 MW dan PLTP Kamojang, Wayang Windu, Karaha, Dieng, Tangkuban Perahu sebesar 350 MW.
In 2015, the reserve margin has been estimated very thin due to the large scale power plants which had been planned in the RUPTL for completion by 2015 would be late. These projects are PLTA Pump Storage Cisokan 1,000 MW and PLTU Lontar Unit-4 660 MW, which are PLN projects, and PLTUs IPP Cirebon Unit-2 660 MW, Cilacap Unit-3 600 MW, Madura 2x200 MW and PLTP (geothermal power plants) Kamojang, Wayang Windu, Karaha, Dieng, Tangkuban Parahu with total capacity 350 MW.
Untuk memperbaiki reserve margin menjadi minimum 25% pada tahun 2015, PLN berupaya untuk menambah kapasitas pembangkit tenaga listrik sekitar 1.500 MW secara cepat. Mengingat jenis pembangkit yang dapat diimplementasikan secara cepat adalah pembangkit listrik berbahan bakar gas seperti PLTG dan PLTGU, maka PLN akan mempercepat pembangunan PLTG 800 MW dan PLTGU 750 MW yang memang telah direncanakan dalam RUPTL 2011-2020. PLTG tersebut akan dipasang di Muara Karang 400 MW dan Pesanggaran 150 MW yang akan dioperasikan dengan LNG, serta di Grati 300 MW yang akan dioperasikan dengan CNG. Sedangkan 1 blok PLTGU 750 MW akan dibangun di Gresik untuk dioperasikan dengan gas lapangan yang ada, namun dengan capacity factor rendah sehingga diperlukan tambahan pasokan gas baru. PLN berharap akan mendapatkan alokasi gas dari blok Cepu.
To improve the reserve margin to be a minimum of 25% by 2015, PLN has taken efforts to accelerate adding generating capacity by 1,500 MW. Because the type of generating plant that can be accelerated is gas fired power plants such PLTG and PLTGU, PLN would accelerate the construction of 800 MW PLTG and 750 MW PLTGU which have been planned in the 2012-2021 RUPTL. The aforementioned PLTGs are 400 MW PLTG Muara Karang and 150 MW PLTG Pesanggaran, which will be operated on LNG and 300 MW PLTG at Grati which will be operated using CNG. Whereas one block of 750 MW PLTGU at Gresik will be operated using natural gas available from existing field, but with low capacity factor so that it requires additional supply of new gas. PLN expects to obtain gas allocation from the Cepu Block.

Sistem transmisi 500 kV akan mengalami perubahan topologi terkait dengan tambahan kapasitas PLTU skala besar, peningkatan keandalan dan fleksibilitas operasi sistem transmisi 500 kV Jakarta sebagaimana diilustrasikan pada gambar 11. SUTET Pemalang – Indramayu diubah menjadi tidak connect ke GITET Mandirancan. Selain itu terdapat sisipan switching station sebagai titik koneksi PLTU Jawa-3. PLTU Jawa-3 akan connect ke SUTET Pemalang-Indramayu pada switching station yang akan dibangun, dan PLTU Jawa-1 connect ke GITET Mandirancan. Sejalan dengan peningkatan power flow, dilakukan juga perkuatan SUTET 500 kV ruas Mandirancan – Ujung Berung – Bandung Selatan dari 2 sirkit menjadi 3 sirkit dengan memodifikasi salah satu menara sirkit tunggal menjadi menara sirkit ganda. Selain itu diperlukan juga pembangunan incomer single pi ke Bandung Selatan dari transmisi 500 kV Tasik – Depok eksisting. Kapasitas SUTET Indramayu – Cibatu juga diperkuat dari 2 sirkit dengan konduktor 4xZebra menjadi 4 sirkit dengan konduktor 4xDove terkait dengan pembangunan PLTU Jawa-4 dan pengembangan PLTU skala besar lainnya di masa yang akan datang
The 500 kV transmission system will undergo topological changes related to additional large capacity PLTU, inreased reliability and operational flexibility of the Jakarta 500 kV transmission system as illustrated in Figure 11. The EHV transmission line (SUTET) Pemalang – Indramayu will be changed to notconnected to EHV Substation (GITET) Mandirancan. Besides, there is an insertion of a switching station as a connecting point of PLTU Java-3. PLTU Java-3 will be connected to the EHV Pemalang-Indramayu at the switching station that will be built, and PLTU Java-1 will be connected to GITET Mandirancam. In line with the upgrading of power flow, the 500 kV SUTET portion of Mandirancam – Ujung Berung – Bandung will be upgraded from 2 circuits into 3 circuits by modification of one of the single circuit tower to become double circuit. Additionally, there is a need to build a single pi incomer to Bandung South from the existing 500 kV Tasik – Depok line. The capacity of SUTET Indramayu – Cibatu will also be strengthened from 2-cicuits with 4xZebra conductors to 4-circuits with 4xDove conductors with the construction of PLTU Java-4 and development of other large scale PLTU in the future.

Pada gambar 11 terlihat bahwa batubara akan mendominasi energi primer yang digunakan, yaitu 65% dari seluruh produksi pada tahun 2021, disusul oleh gas alam (termasuk LNG) sebesar 21%, panas bumi 10%, PLTA 3% dan BBM dalam jumlah yang sangat kecil. Peranan BBM yang pada tahun 2012 masih sekitar 6% akan menurun dan menjadi sangat kecil pada tahun 2021. Penurunan ini dapat diwujudkan apabila bahan bakar tersedia dalam jumlah seperti yang direncanakan dan hal ini harus diusahakan secara maksimal dalam rangka menekan biaya pokok produksi. Kontribusi gas alam akan menurun dari 22% pada 2012 menjadi 11% pada 2021 karena diperkirakan tidak ada tambahan pasokan gas lapangan yang pasti. Sedangkan peran LNG akan meningkat dari 4% pada tahun 2012 menjadi 10% pada tahun 2021 untuk mengoperasikan pembangkit beban puncak dan pembangkit ’must run’. Kontribusi panas bumi yang pada tahun 2012 hanya 5% akan naik menjadi 10% pada tahun 2021.
Figure 11 shows that coal will dominate the utilization of primary energy by 65% of the entire electricity production by 2021, followed by natural gas (including LNG) at 21%, geothermal (PLTP) 10%, Hydro-electric 3%, and oil fuel at a very small fraction. The role of oil fuel in 2012 will still be 6%, but it will decline to very small percentage in 2021. This decline can be achieved if alternative fuels are available in sufficient quantity as planned; and this could be achieved with maximal efforts to suppress the basic production cost of electricity. The contribution of natural gas is expected to go down from 22% in 2012 to 11% by 2021 because there is no certainty of gas supply from the fields. The role of LNG will increase by 4% in 2012 to 10% in 2021 to operate peaking power plants and the “must-run” power plants. The contribution of geothermal energy in 2012 is only 5% and it will increase to 10% by 2021.

Dari tabel 4 terlihat bahwa apabila volume LNG dari FSRU Jakarta adalah hanya 167 mmscfd, maka akan terjadi kekurangan pasokan gas untuk Muara Karang dan Priok mulai tahun 2014 karena kedua pembangkit tersebut harus beroperasi dengan output yang tinggi. Tabel tersebut juga menunjukkan adanya defisit pasokan gas untuk Muara Tawar yang cukup besar, karena sifat must run pembangkit ini dalam memasok Jakarta khususnya selama beban puncak yang berlangsung cukup lama. Dari tabel tersebut juga terlihat pasokan gas di Gresik akan berlebih dalam jangka pendek, yaitu pada 20122014.
Table 4 reveals that if the LNG volume from FSRU Jakarta is only 167 mmscfd, then there will be shortage of gas for Muara Karang and Priok starting fro 2014, because both power plant should operate at high output. Table 4 also shows that there will be large gas supply deficit for Muara Tawar, because of the “must run” condition of this power plant to especially supply Jakarta during peak hours which last quite a long time. The table also reveals that there will be surplus gas supply for Gresik during a short period between 2012 to 2014.

Neraca daya sistem Sumatera diberikan pada tabel 5. Rencana pengembangan pembangkit yang baru pada sistem Sumatera meliputi sebagai berikut: PLTU mulut tambang Riau Kemitraan dengan kapasitas sekitar 1200 MW dan rencana beroperasi pada tahun 2018. Proyek PLTU ini bekaitan dengan rencana interkoneksi antara Sumatera dan Semenanjung Malaysia melalui transmisi HVDC 250 kV. PLTA Batang Toru 510 MW merupakan didesain sebagai proyek unsolicited yang pembangkit peaking. PLTA Ketahun 3 61 MW direncanakan untuk beroperasi pada tahun 2018 untuk memenuhi kebutuhan pembangkit peaking di Bengkulu. PLTP Seulawah Agam berkapasitas 110 MW mengingat potensi panas bumi cukup besar dan untuk lebih meningkatkan daya tarik proyek bagi pengembang.
Table 5 shows the power supply and demand balance of the Sumatera power system. Plan for new power plants in the Sumatera system includes the following: (i) Coal mine-mouth PLTU Riau Partnership (Public Private Partnership) with 1,200 MW capacity and commercial operating date 2018. This project is related to the plan of interconnecting Sumatera and Malaysia Peninsula through 250 kV HVDC. (ii) PLTA Batang Toru 510 MW is an unsolicited project designed as a peaking power plant. (iii) PLTA ransmission lines -3 61 MW planned to be in operation by 2018 to meet the peak load demand in Bengkulu. (iv) PLTP (geothermal) Seulawah 110 MW – in view of the large geothermal resource potential and to attract interest of developers.
Rencana pengembangan penyaluran di sistem Sumatera meliputi proyek transmisi baru 150 kV terkait dengan proyek pembangkit PLTU fast track program, PLTA, PLTU IPP dan PLTP IPP; pembangunan transmisi baru 275 kV terkait proyek pembangkit PLTU fast track program dan IPP; pengembangan transmisi 150 kV tersebar di Sumatera dalam rangka memenuhi kriteria keandalan dan untuk mengatasi bottleneck penyaluran, perbaikan tegangan pelayanan dan fleksibilitas operasi; pembangunan transmisi 275 kV dan 500 kV sebagai tulang punggung transmisi interkoneksi Sumatera, pembangunan transmisi dan kabel laut Sumatera – Peninsular Malaysia yang bertujuan untuk mengoptimalkan operasi kedua sistem.
The transmission development plan in the Sumatera system include: (i) new 150 kV related to fast track program covering hydro electric, coal fired steam turbine and geothermal IPPs; (ii) construction of new 275 kV transmission line related to fast track coal fired PLTU program and IPP; (iii) spread out 150 kV transmission line development in order to meet system reliability criteria and to overcome transmission bottleneck, improvement of service voltages and operational flexibility; (iv) construction of the 275 kV and 500 kV backbone transmission lines of the Sumatera interconnection and construction of Sumatera – Malaysian Peninsula submarine cable to optimize operations of both systems.

Development plan of transmission system in Sumatra] Gambar 13 menunjukkan peranan masingmasing energi primer di Sumatera sebagai berikut : peranan minyak (HSD dan MFO) yang pada tahun 2012 masih tinggi, yaitu sekitar 8,0 TWh, akan sangat berkurang menjadi sekitar 236 GWh pada tahun 2021. Hal ini terjadi karena penggunaan BBM untuk pembangkit peaker diganti dengan LNG/CNG. Peranan LNG akan mulai dirasakan pada tahun 2014, yaitu sekitar 4.027 GWh dan cenderung konstan berdasarkan sumber pasokan LNG Arun. Peranan pembangkit gas yang semula 7,9 TWh pada tahun 2012 akan naik menjadi 8,7 TWh pada tahun 2014, dan secara bertahap akan menurun kembali menjadi 5.249 GWh pada tahun 2021. Hal ini karena pengoperasian pembangkit gas disesuaikan dengan ketersediaan gas dari kontrak yang ada. Peranan pembangkit batubara akan semakin dominan. Pada tahun 2012 hanya 8,1 TWh
Figure 13 shows the role of each primary energy in Sumatra as follows: i). The role of oil fuel (HSD and MFO) which is still high in 2012, i.e. about 8.0 TWh, will be reduced to approximately 236 GWh in 2021. This is due to the substitution of oil fuel used for power plant peaker will be substituted by LNG/CNG; ii). The role of LNG will be felt after 2014, i.e. about 4.027 GWh and tend to be steady based on supply from LNG Arun; iii). In 2012, it’s only 8.1 TWh and it will increase to 36.3 TWh in 2012; (v) The role of hydro-electric in 2011 was 4.6 TWh and will be growing with incoming PLTA Asahan-3, PLTA

Peranan hydro pada tahun 2021 akan mencapai 36,3 TWh.

Kontribusi pembangkit panas bumi akan meningkat luar biasa besar pada tahun 2021 dengan produksi 11,8 TWh, atau 18% dari produksi total. Hal ini terjadi karena besarnya penambahan kapasitas PLTP yang pada tahun 2009 hanya 1.0 GW akan meningkat menjadi hampir 2.500 MW pada tahun 2021. Banyaknya kandidat proyek PLTP di Sumatera akan menyebabkan capacity factor pembangkit beban dasar lainnya, yaitu PLTU batubara, menjadi rendah jika semua proyek PLTU dan PLTP tersebut terlaksana tepat waktu. Namun banyaknya kandidat proyek PLTP yang kepastian implementasinya masih rendah akan membuat situasi yang cukup rawan bagi Sumatera mengingat ketidakpastian pelaksanaan beberapa PLTU IPP lain juga tinggi.
Contribution of geothermal power plants (PLTP) will significantly increase in 2021 with total production of 11.8 TWh, or 18% of the total electricity production. This happened due the large addition of PLTPs, which was only 1.0 GW in 2009 and will increase to 2,500 MW in 2021. The many candidates of PLTP projects in Sumatera will result capacity factor of other generating plants, i.e. coal fired PLTU, will be low if all PLTU and PLTP projects are completed on time. However, the certainty of PLTP project implementation is low, making the supply situation critical in Sumatera because the uncertinty of implementation some IPP PLTUs is also high.

Development Plan of West Kalimantan System
Kapasitas terpasang pembangkit saat ini adalah 252 MW (termasuk sewa), dimana semua pembangkit di sistem Kalbar menggunakan BBM sehingga biaya operasi sangat tinggi. Tambahan pembangkit pada sistem Kalbar seluruhnya masih dalam tahap rencana, kecuali PLTU Percepatan Tahap 1, yaitu PLTU Parit Baru (2x50 MW) dan PLTU Kura-kura (2x25 MW) yang sedang konstruksi dan direncanakan beroperasi pada tahun 2014.
Present installed capacity is 252 MW (including rental). All power plants in West Kalimantan use oil fuel so that operating cost is very high. All additional power plants in the West Kalimantan system are still in the planning stage, except Accelerated (coal fired) PLTU Phase I: PLTU Parit Baru (2x50 MW) and PLTU Kura-kura (2x25 MW) which are under constructin and planned to be operational in 2014.
PLN dan perusahaan listrik Sarawak (Sesco) telah menandatangani PEA (power exchange agreement) yang berisi rencana PLN membeli listrik untuk memasok sistem Kalimantan Barat dari Serawak sebesar 50 MW flat (sebagai baseload) dan pada beban puncak dapat membeli hingga 230 MW mulai awal tahun 2015 hingga tahun 2019. Dalam jangka panjang dimungkinkan seluruh pembelian tenaga listrik dari Serawak adalah hanya selama beban puncak. Hal ini dapat menunda kebutuhan pembangkit peaking yang berbahan bakar mahal. Namun untuk mengurangi ketergantungan yang terlalu besar terhadap pasokan dari Sarawak, maka direncanakan pembangunan PLTG/MG 100 MW di
PLN and Sarawak Electricity Company (SESCO) has signed Power Exchange Agreement (PEA) whereby PLN plans to buy electricity to supply West Kalimantan system from SESCO for 50 MW flat (as base load) and during peak load may buy 230 MW beginning early 2015 through 2019. In the long-term the electricity purchase will only be during peak load period. This will enable postponement of peaking power plant requirement that uses expensive fuel. However, to reduce large dependency of supply from Serawak, it has been planned to build gas fired PLTG/MG 100 MW in 2019, when the PEA (import energy agreement) from Serawak expires.

Peranan masing-masing energi primer tersebut dapat dijelaskan sebagai berikut: pada tahun 2012 karena belum adanya pengoperasian pembangkit baru berbahan bakar selain BBM, maka produksi dengan BBM untuk sistem interkoneksi akan mencapai 1.374 GWh. Sejalan dengan rencana pengoperasian PLTU batubara dan impor lstrik dari Sarawak, maka penggunaan BBM sebagai bahan bakar utama pada sistem kelistrikan Kalbar dapat jauh dikurangi. Sumber energi air terdapat di daerah Nanga Pinoh sehingga direncanakan PLTA Nanga Pinoh 98 MW yang direncanakan beroperasi pada tahun 2019. Terdapat rencana pengiriman LNG dari Batam ke Kalbar yang akan dimanfaatkan untk pembangkit peaker 100 MW dengan kebutuhan gas
Electricity production by types of primary energy in West Kalimantan system is shown in the Figure below. The role of each primary energy can be explained as follows: (i) In 2012, because there is no other power plants operation but using oil fuel (BBM), the electricity production using BBM in the interconnection system would reach 1,374 GWh. In line with the operation of coal fired PLTU and electricity import from Serawak, the use of BBM as the primary fuel in the West Kalimantan system can be significantly reduced; (ii) Hydro power resources are found in the Nanga Pinoh area. It has been planned to build PLTA Nanga Pinoh 98 MW to be operational in 2019; (iii) There is also a plan to shiiped LNG from Batam to West Kalimantan which will be used to fuel peaking power plant of 100 MW with gas demand of 5 bbtud; (iv) The role of high speed diesel oil through 2021 remains important but in smaller

Development Plan of South, Central and East Kalimantan System
Sistem Kalselteng dan sistem Kaltim ini telah lama mengalami kekurangan pasokan daya dan seringkali mengalami defisit daya. Upaya perbaikan jangka pendek telah dilakukan PLN, yaitu dengan sewa PLTD. Penyelesaian jangka panjang yang sedang dilakukan adalah membangun dan merencanakan beberapa proyek PLTU batubara, PLTG/MG gas dan PLTA. Namun pada kenyataannya banyak proyek pembangkit mengalami hambatan, sehingga penyelesaian proyek tertunda dari jadwal. Akibatnya pasokan daya dari upaya jangka pendek (sewa PLTD) menjadi tidak cukup karena kalah cepat dengan kenaikan bebannya. Dampak selanjutnya pemeliharaan mesin pembangkit tidak dapat dilakukan sebagaimana mestinya karena pembangkit harus tetap beroperasi, dan beberapa calon pelanggan potensial dengan daya cukup besar tidak dapat dilayani.
The South and Central Kaimantan (Kalselteng) and the East Kalimantan (Kaltim) systems suffer shortage of power supply. Short-term efforts to improve the situation have been taken by PLN using rental PLTD (diesel engine generating units). Long-term solution which is being done is to build and plan a number of coal fired PLTU, gas fired PLTG/MG and hydro electric power plants (PLTA). In reality, however, many power generating projects have faced some barriers so that project completions have been delayed from the schedule. As a result, power supply from the short-term solution (rental PLTD) has been insufficient, as they could not catch up with the rapid growth of demand. Further impact is that maintenance of the power plant machinery could not be conducted as planned because the plants have to be operated continuously and some candidates of customers with large demand of power could not be served.

Penambahan pembangkit di sistem ini direncanakan cukup banyak sebagai antisipasi bila ada proyek yang mengalami hambatan. Banyaknya rencana proyek pembangkit ini tercermin dalam neraca daya sistem Kalseltengtim, dimana reserve margin tahunan berkisar antara 40% sampai 63% kecuali tahun 2013 hanya 22% terhadap daya mampu netto. Reserve margin yang paling tinggi diperkirakan terjadi pada tahun 2018 apabila semua proyek selesai tepat waktu. Namun melihat pengalaman PLN selama ini, tingkat keberhasilan proyek pembangkit khususnya di Kalimantan relatif rendah. Proyek PLTU IPP yang direncanakan beroperasi pada tahun 2012-2014 tertunda sekitar satu tahun, bahkan ada yang tertunda hingga tiga tahun. PLTU PLN Asam-Asam (FTP1) diperkirakan mundur satu tahun, sedangkan PLTU Pulang Pisau diperkirakan mundur dua tahun.
A large number of additional power plants have been planned in this system in anticipation of project delays. This large number of power plant projects is reflected in the power balance of the Kalseltengtim system, where the annual reserve margin is 40% to 63%; with exception in 2013 when the reserve margin is only 22% of the net available capacity. The highest reserve margin will occur in 2018 when all projects are completed on time. However, based on PLN experience so far, the success ratio of power generation projects, particularly in Kalimantan, is relatively low. Dengan penjelasan diatas dapat dipahami bahwa perencanaan reserve margin yang cukup tinggi (hingga 63%) dimaksudkan semata-mata untuk memberikan kepastian yang lebih tinggi kepada masyarakat Kalimantan Selatan, Kalimantan Tengah dan Kalimantan Timur bahwa pasokan listrik di daerahnya akan tersedia dalam jumlah yang cukup dan bahkan berlebih. Pada periode 2012-2021 direncanakan penambahan kapasitas pembangkit baru baik milik PLN maupun IPP sebesar 2.826 MW, termasuk yang sudah dalam tahap proses pengadaan dan yang sedang konstruksi. Porsi paling besar adalah PLTU batubara, yaitu 2.074 MW kemudian disusul PLTG/MG peaker 530 MW, PLTA 140 MW dan PLTGU 117 MW. Rencana pengembangan sistem transmisi 150 kV dan 70 kV Kalseltengtim dimaksudkan untuk memenuhi pertumbuhan kebutuhan listrik dan untuk menyambung sistem-sistem isolated ke grid (sistem interkoneksi). Pengembangan transmisi ini juga dimaksudkan untuk mendukung perkembangan daerah sehinga pasokan listrik dapat lebih terjamin. Hal ini sejalan dengan terbentuknya Provinsi Kalimantan Utara yang akan berdampak pada peningkatan kebutuhan listrik. Rencana pengembangan transmisi di Kalseltengtim meliputi: pembangunan transmisi baru 150 kV terkait dengan proyek PLTU percepatan tahap I dan proyek PLTU/PLTG/MG percepatan tahap II, proyek PLTU dan PLTG IPP, PLTG/MG peaker dan PLTA. Pengembangan transmisi 150 kV di lokasi tersebar dalam rangka untuk menyambung sistem kelistrikan yang selama ini masih isolated, mengatasi bottleneck penyaluran sehingga memenuhi kriteria keandalan (N-1), perbaikan tegangan pelayanan dan peningkatan fleksibilitas operasi. Pembangunan transmisi 150 kV terkait dengan rencana pengembangan kawasan industri yang telah dicanangkan didalam MP3EI di Kaltim, yaitu dari Sangatta ke kawasan industri Maloi. Pengembangan transmisi 70 kV terkait dengan rencana interkoneksi antara sistem Kalselteng daratan dengan sistem Kotabaru di Pulau Laut, saat ini dalam tahap kejian kelayakan. Proyek transmisi 150 kV yang diharapkan dapat segera beroperasi karena sangat dibutuhkan oleh sistem adalah ruas Tanjung – Kuaro – Karangjoang (2013) untuk menghubungkan sistem Kalselteng dan Kaltim, serta ruas PLTGU Bangkanai – Muara Teweh – Buntok – Tanjung (2014) untuk menyalurkan daya PLTG/MG Bangkanai ke sistem Kalseltengtim. Kebutuhan pembangunan transmisi 150 kV dan 70 kV baru serta uprating untuk periode 2012–2021 adalah 6.560 kms.
With aforementioned explanation, it is understood why the reserve margin has been high (up to 63%). It is maily intended to ensure sufficient supply of electricity to the people of South Kalimantan, Central Kalimantan, and East Kalimantan. During the period 2012-2021, it is planned to add new generating capacity from PLN as well as IPP by 2,826 MW, including those already in the procurement process and under construction. The largest portion is coal fired PLTU, 2,074 MW, followed by gas fired PLTG/MG peaker 530 MW, PLTA 140 MW and PLTGU (combined cycle gas turbine) 117 MW. The development plan of Kalseltengtim 150 kV and 70 kV transmission system is intended to meet electricity demand growth and to interconnect isolated systems to the grid. The transmission system development is also intended to support regional development to ensure availability of needed power supply. This is in line with the establishment of the North Kalimantan province which will impact increasing electricity demand. The trasmission system development in Kalseltengtim includes: a). Construction of new 150 kV transmission line related to accelerated coal fired PLTU under the 1st Fast Track projects and accelerated coal and gas fired PLTU/PLTG/MG under the 2nd Fast Track projects, PLTU and PLTG IPP projects, PLTG/MG peakers, and PLTA; b). Development of 150 kV transmission in spreaded locations to connect isolated electrical systems, to overcome bottlenecks in the electrical power distribution to meet reliability criteria (N-1), improve service voltage and increase operational flexibility; c). Construction of 150 kV transmission system associated with development of industrial estates as directed in the MP3EI (Master Plan for Development of Economy and Industry) in East Kalimantan, i.e. from Sangata to Maloi industrial zone; d). Development of 70 kV transmission associated with interconnection plan between onshore Kalselteng system and Kotabaru system in Pulau Laut, presently under feasibility study; e). 150 kV Transmission Project which are critically required and expected to be operational in 2013 for the section of Tanjung – Kuaro – Karangjoang aand in 2014 for the section connecting PLTGU Bangkanai – Muara Teweh – Buntok – Tanjung to distribute power of PLTG/MG Bangkania to the Kalseltengtim system. Peranan PLTP akan meningkat sehubungan dengan akan beroperasinya PLTP Lahendong IV dan V dan PLTP Kotamobagu dari 429 GWh (28%) tahun 2012 menjadi 1.419 GWh (38%) pada tahun 2021. Kebutuhan BBM di sistem Sulbagut akan terus menurun dari 161 juta liter pada tahun 2012 menjadi nol pada tahun 2016 setelah pembangkit non BBM beroperasi penuh.

Development Plan of South Sulawesi System
Sistem Sulbagsel yang mengintegrasikan Sulteng, Sulbar, Sultra dan Sulsel direncanakan akan terbentuk pada tahun 2014. Saat ini sistem Sulteng mengandalkan pasokan dari PLTU IPP Tawaeli 2x15 MW dan PLTD PLN serta PLTD sewa. Pada tahun 2013 sistem ini direncanakan akan mendapatkan tambahan pasokan dari PLTA Poso setelah transmisi 150 kV PLTA Poso – Palu Baru beroperasi. Selanjutnya sistem Sulteng dan Sulbar direncanakan akan terinterkoneksi dengan sistem Sulsel melalui transmisi 275 kV PLTA Poso – Palopo dan transmisi 150 kV Silae – Pasangkayu. Dengan interkoneksi tersebut di Sulteng dapat direncanakan PLTU dengan skala yang lebih besar agar lebih efisien.
The Sulbagsel system which integrate Central Sulawesi (Sulteng), West Sulawesi (Sulbar), East West Sulawesi (Sultra) and South Sulawesi (Sulsel) have been planned to be accomplished in 2014. Presently, the Central Sulawesi system (Sulteng) rely on supply from PLTU IPP Tawaeli 2x15 MW and PLN and rental Diesel Engine Power Plant (PLTD). In 2013, this system has been planned to have additional supply from PLTA Poso after the 150 kV transmission between PLTA Poso and Palu Baru is in operation. The Sulteng and Sulbar systems will be interconnected with Sulsel system through a 275 kV transmission line between PLTA Poso – Palopo and 150 kV transmission line between Silae and Pasangkayu. With this interconnection, large scale PLTUs can be planned to be more efficient.

sepenuhnya dapat diatasi, karena keandalan PLTU Kendari 2x10 MW (proyek FTP1) masih perlu ditingkatkan. Upaya jangka pendek yang perlu dilakukan adalah meningkatkan keandalan PLTU Kendari dan mempercepat transmisi 150 kV Wotu – Malili – Lasusa – Kolaka – Unaaha – Kendari yang pada saat ini sedang konstruksi. Selanjutnya untuk memenuhi kebutuhan listrik jangka panjang 2012-2021 di sistem Sulbagsel telah direncanakan proyek-proyek pembangkit non BBM dengan kapasitas total 3.449 MW yang terdiri dari MW, PLTA/M 1.434 MW, PLTU 1.610 PLTG/GU/MG 320 MW dan PLTP 85 MW. Di dalam rencana tersebut sudah termasuk PLTA Karama 450 MW di Sulbar. PLTA Karama merupakan proyek IPP unsolicited yang proses pengadaannya akan dilakukan dengan skema KPS. Rencana pengembangan penyaluran selain dimaksudkan untuk evakuasi daya dari pusat pembangkit ke pusat beban, juga dalam rangka membangun interkoneksi antar subsistem, menyambung sistem kelistrikan isolated masuk ke grid, dan mengatasi bottleneck serta untuk memenuhi kriteria keandalan N-1.
PLTA Poso. Whereas the shortage and defisit of power of the Sultra system has not been fully overcome because the reliability of PLTU Kendari 2x10 MW (1st Fast Track Project) is still requiring improvement. The short-term efforts that should be done are to improve reliability of PLTU Kendari, accelerate the 150 kV transmission line project Wotu – Malili – Lasusa – Kolaka – Unaaha – Kendari which is currently under construction. Consequently, to meet the long-term electricity demand 2012-2021 in the Sulbagsel system, it has been planned to add non-BBM projects with total capacity of 3,449 MW consisting of PLTA/M 1,434 MW, PLTU 1,610 MW, PLTG/GU/MG 320 MW and PLTP 85 MW. The plan includes PLTA Karama 450 MW in West Sulawesi. PLTA Karama is an IPP unsolicited project which procurement process had been carried out under cooperation contract scheme. The distribution system development beside aiming at power evacuation form the power supply center to the demand center, is also intended to build the interconnection among sub-systems, connect isolated electrical system to the grid, and overcome the bottleneck as well as to meet the N-1 reliability criteria.

The transmission system development in the Sulbagsel system is as follows: a). 275 kV transmission PLTA Karama – Mamuju – Erekang – Sidrap – Makassar (Daya Baru Substation) complete with EHV Substation 275/150 kV to evacuate 450 MW power from PLTA Karama; b). 275 kV transmission Enrekang – Palopo to anticipate if PLTA Poso II will be developed simultaneously in order to increase the stability of the Sulbagsel system, especially Kendari, and gain operational flexibility; c). 275 kV EHV substation at Enrekang to evacuate power from PLTA Bonto Batu, Poko and Malea and PLTA Bakaru II – to supply the load center through 275 kV Enrekang – Sudrap – Makassar.
Pengembangan transmisi 150 kV terkait dengan proyek pembangunan PLTU, PLTA dan PLTG/MG, serta interkoneksi antar subsistem dalam rangka membentuk sistem Sulbagsel. Pengembangan transmisi 150 kV di lokasi tersebar untuk mengatasi bottleneck penyaluran, perbaikan tegangan pelayanan dan fleksibilitas operasi, memenuhi kriteria keandalan (N-1).
Development of the 150 kV transmission associated with PLTU, PLTA and PLTG/MG and interconnection among sub-system will be carried out in the frame work of establishing the Sulbagsel integrated system. Power generation development plan in Southern Sulawesi] Peran BBM pada tahun 2012 diperkirakan masih cukup besar 1.004 GWh (24%), namun mulai tahun 2016 peran BBM akan habis digantikan oleh gas alam berupa LNG sehubungan masuknya PLTG/MG Makassar peaker dan beroperasinya PLTU batubara. Peranan pembangkit gas secara nominal naik, tetapi secara persentase menurun, yaitu dari 1.442 GWh (34%) pada tahun 2012 menjadi 2.208 GWh (16,5%) pada tahun 2021. Hal ini karena adanya penambahan kapasitas pembangkit gas (PLTG Sengkang) oleh swasta dan pembangkit peaker dengan bahan bakar LNG. Peranan pembangkit batubara akan menjadi dominan, yaitu dari prakiraan 633 GWh (156%) pada tahun 2012 akan naik menjadi 4.826 GWh (36%)

Kebutuhan BBM di sistem Sulbagsel cenderung terus menurun, dari 407 juta liter pada tahun 2012 menjadi nol pada tahun 2016 setelah pembangkit non BBM beroperasi penuh. Penggunaan batu bara terus meningkat dari 526.000 ton pada tahun 2012 menjadi 3,5 juta ton pada tahun 2021 atau naik sekitar 7 kali lipat. Volume pemakaian gas alam termasuk LNG juga terus meningkat dari 5 bcf pada tahun 2012 menjadi 9 bcf pada tahun 2021. Pemakaian LNG hanya untuk operasi pembangkit peaker. Panas bumi akan mulai digunakan pada tahun 2018 sebesar 350 GWh dan akan terus meningkat menjadi 572 GWh pada tahun 2021. Pemakaian tenaga air meningkat tajam sehubungan dibangun banyak PLTA yaitu naik dari 1.204 GWh pada tahun 2012 menjadi 6.607 GWh pada tahun 2021 atau naik 5 kali lipat.
BBM demand in the Sulbagsel system tend to g down, from 407 million liter in 2012 to zero in 2016 after non-BBM plants are fully operational. Geothermal utilization will start in 2018 in the amount of 35o GWh and will be increasing to 572 GWh in 2021. The use of hydropower will sharply increase in view of the construction of many new PLTA, i.e. it will increase from 1,204 GWh in 2012 to 6,607 GWh in 2021 or fifth time increase.

Development Plan of the Spread New and Renewbale Energy
PLN telah menyusun rencana pengembangan EBT tersebar sebagai berikut : PLTMH, PLN mendorong pengembangan PLTMH terutama oleh swasta atau masyarakat untuk melistriki kebutuhan setempat dan juga untuk disalurkan ke grid atau sistem kelistrikan PLN; PLTB: karena potensi energi angin di Indonesia sangat terbatas, maka pengembangannya akan terbatas di daerah yang memiliki potensi; Biomassa: PLN bermaksud untuk membangun pembangkit listrik tenaga biomassa apabila PLN dapat mempunyai kendali atas pasokan biomassanya. Karena itu PLN sedang menjalin kerjasama dengan beberapa Pemerintah Kabupaten untuk merintis industri biomasa.
PLN has prepared the development plan of spread New and Renewable Energy as follows: a). Micro hydor powerp plants (PLTMH). PLN drive the development of PLTMH by private sector and community to meet the local demand and to be channel to the PLN grid or electrical system. b). Wind turbine generating plant (PLTB). Because the potential wind power in Indonesia is limited, the development of PLTB will be limited to areas with wind power potential. c). Biomass. PLN intends to build biomass power generation if PLN has control on the biomass supply. PLN is developing cooperation with some regional government to pioneer the biomass industry. d). Marine energy. Although the potential of marine energy is estimated to be hugh, the technology and economics of marine power plant development have not been known. PLN will be carrying a pilot test on a small scale as a research and development project. e). Biofuel. Depending on the readiness of biofuel market, PLN is ready to utilize biofuel if it is available. f). Coal gasification (PLTGB). PLN consider this type of energy a new energy which can be applied in the isolated electrical power system

Mempertimbangkan sebaran penduduk pada geografi yang sangat luas dan sulitnya menjangkau daerah terpencil, PLN merencanakan untuk membangun PLTS sebagai berikut: PLTS terpusat/komunal (mode operasi mandiri & hybrid), SHS (panel surya + lampu LED dengan batere di dalamnya) skala kecil tersebar, namun terbatas di provinsi-provinsi yang RE nya masih sangat rendah dan di daerah yang dalam waktu 5 tahun belum akan mendapatkan listrik konvensional. Pengembangan

PLTS tersebut dimaksudkan untuk melistriki daerah terpencil secepatnya, mencegah penambahan penggunaan BBM kalau seandainya dilayani dengan diesel, dan menurunkan BPP pada daerah tertentu yang ongkos angkut BBM sangat mahal, seperti daerah sekitar puncak pegunungan Jayawijaya Papua. Program elektrifikasi dengan SHS atau lentera ‘super hemat energi’ (SEHEN) bukan merupakan program pengembangan kapasitas sistem kelistrikan. Dengan demikian program elektrifikasi dengan SEHEN lebih bersifat sementara dan hanya diterapkan secara terbatas di propinsi-propinsi yang rasio elektrifikasinya masih rendah, yaitu NTB, NTT dan Papua dengan terlebih daulu dibuat kajian kelayakannya. Program SEHEN juga dapat diganti dengan PLTS terpusat/komunal (centralized PV)”. Pembangunan PLTS dan pemasangan SHS tersebut akan didahului dengan kajian kelayakan proyek.

The development of those PLTS is intended to electrify remote areas as soon as possible, avoid utilization of BBM if they are served by diesel engine generating units, and to reduce the basic generating cost (BPP) in certain areas where BBM transportation is very expensive such as around the peak of Jayawijaya mountains in Papua. The electrification program with SHS or so called lentera “super hemat enegri” (SEHEN) does not constitute the capacity development program of the electricalpower system. The SEHEN electrification program is a temporary program and only applied in areas with low electrification ratio, such as in Nusa Tenggara Barat, Nusa Tenggara Timur and Papua, after first conducting the feasibility study. The SEHEN program can be substituted by PLTS central/communal (centralized solar pv). The construction of PLTS and installation of Solar Home System will be preceded by a feasibility study.

Diluar 6 sistem kelistrikan yang telah terinterkoneksi, terdapat lebih dari seratus sistemsistem isolated yang tersebar terutama di kawasan Indonesia Bagian Timur. Sistem-sistem tersebut tersebar di provinnsi-provinsi Maluku, Maluku Utara, Papua, Papua Barat, NTB, NTT dan Kepri. Selain itu bahkan di pulau yang listriknya telah terinterkoneksi masih terdapat beberapa sistem isolated seperti pulau Nias, Belitung, Buton, Selayar, Karimun Jawa, Bawean dan banyak lagi lainnya.
Outisde of the 6 interconnected electrical power systems, there are more than 100 isolated systems spread throughout the Eastern Indonesia regions. The systems are spread over Maluku, North Maluku, Papua, West Papua, West Nusa Tenggara, East Nusa Tenggara and Riau Islands. Even in the islands where the electrical power systems have been interconnected, there are isolated system such as in Nias, Beltiung, Buton, Selayar, Karimun Jawa, Bawean and many other islands.

CONCLUSION
Dengan menggunakan asumsi pertumbuhan ekonomi sepuluh tahun mendatang rata-rata 6,9% per tahun dan bergerak dari realisasi kebutuhan tenaga listrik tahun 2011, proyeksi penjualan tenaga listrik pada tahun 2021 diperkirakan akan mencapai 358 TWh, atau mengalami pertumbuhan rata-rata 8,7% selama 10 tahun mendatang. Beban puncak pada tahun 2021 diproyeksikan akan mencapai 62 ribu MW. Untuk memenuhi kebutuhan tenaga listrik tersebut, diprogramkan pembangunan pembangkit listrik baru untuk periode 2012-2021 sebesar 57 ribu MW.
By using the assumption that the economic growth during the next ten years averaging 6.9% per annum and moving onward from the realization of electricity demand in 2011, the projected electricity sales in 2021 is estimated to reach 358 TWh or a growth rate of 8.7% for the next 10 years. Peak load in 2021 is projected to reach 62,000 MW. To meet the electrical power demand, it is planned to build new power plants during the period 20122021 with total capacity of 57,000 MW.
Sejalan dengan pengembangan pembangkit ini, diperlukan pengembangan transmisi sepanjang 55 ribu kms, yang terdiri atas 5.241 kms SUTET 500 kV AC, 1.100 kms transmisi 500 kV HVDC, 462 kms transmisi 250 kV HVDC, 6.207 kms transmisi 275 kV AC, 38.665 kms SUTT 150 kV, 3.560 kms SUTT 70 kV. Penambahan trafo yang diperlukan adalah sebesar 122 ribu MVA yang terdiri atas 64.631 MVA trafo 150/20 kV, 5.353 MVA 70/20 kV dan 35.175 MVA trafo interbus IBT 500/150 kV, 11.360 MVA IBT 275/150 kV, IBT 460 MVA IBT 150/70 kV, 3.500 MVA IBT 500/275 kV dan 600 MVA 250 kV DC. Untuk mengantisipasi pertumbuhan penjualan energi listrik untuk periode 2012-2021 diperlukan tambahan jaringan tegangan menengah 71.382 kms, tegangan rendah 94.700 kms dan kapasitas trafo distribusi 15.884 MVA.
In line with the development of aforementioned power plants, development of transmission system of 55,000 km will be required, consisting of 5,241 kms of EHV 500 kV AC, 1,100 kms 500 kV HVDC transmission line, 462 kms 250 kV HVDC transmission lines, 6,207 kms 275 kV AC transmission lines, 38,665 kms 150 kV and 3,560 kms 70 kV HV transmission lines. Additional transformer capacity needed is 122,000 MVA consisting of 64,631 MVA 150/20 kV transformers, 5,353 MVA 70/20 kV and 35,175 MVA inter-bus transformers, IBT 500/150 kV, 11.360 MVA IBT 275/150 kV, IBT 460 MVA IBT 150/70 kV, 3.500 MVA IBT 500/275 kV and 600 MVA 250 kV DC. To anticipate electricity sales growth during the period 2012-2021, it is required to add 71,382 kms of medium voltage grids, 94,700 kms low voltage distribution grids and 15,884 MVA distribution transformer capacities.
Kebutuhan investasi pembangkit, penyaluran dan distribusi selama periode 2012 – 2021 untuk memenuhi kebutuhan sarana kelistrikan di Indonesia secara keseluruhan adalah sebesar US$ 107,1 milyar yang terdiri dari investasi pembangkit (termasuk IPP) sebesar US$ 77,4 milyar, investasi penyaluran sebesar US$ 16,0 milyar dan investasi distribusi sebesar US$ 13,7 milyar.
The overall investment needs for power generation, transmission and distribution for the period 2012-2021 to meet the requirement of electrical power infrastructure development in Indonesia are US$ 107.1 billion, consisting of power generation investment (including IPP) of US$ 77.4 billion, transmission system investment of US$ 16.0 billion, and distribution system investment of 13.7 billion.
Kebutuhan investasi PLN akan dipenuhi dari APBN sebagai penyertaan modal pemerintah (ekuiti), pinjaman baru, dan dana internal. Kemampuan pendanaan internal PLN sangat rendah sehingga seluruh investasi didanai dengan hutang. Kebutuhan investasi PLN harus ditunjang dengan meningkatnya kemampuan Pendanaan Sendiri, dan menjaga rasio hutang terhadap aset PLN agar dapat secara terus menerus mendukung perkembangan penyediaan listrik. Peran APBN setiap tahun menjadi sangat penting karena secara politis sangat sulit menaikkan tarif ke tingkat yang lebih tinggi daripada BPP dalam waktu dekat.
The requirement for PLN investment will be met by the State Budget (APBN) as Government equity participation, new loan, and internal funds. PLN internal funding capacity is very low so that all investment needs will be obtained from loan. PLN investment needs should be supported by increasing capacity for Self Funding and safeguarding the debt ratio against PLN assets, so that it would always support the development of electrical power supply. The role of APBN every year will be significant because for political reason it would be difficult to raise electricity tariff to higher than the basic power generating cost (BPP) in the near term.
