EXECUTIVE SUMMARY The United States Agency for International Development–Prioritizing Reform, Innovation, and Opportunities for Reaching Indonesia’s Teachers, Administrators, and Students (USAID PRIORITAS) project began in May 2012 with the aim of achieving expanded access to quality basic education (IR1). The intermediate results (IRs) that the project aims to achieve are as follows: •
strengthened instruction in schools in targeted districts (IR1-1)
•
improved education management and governance in targeted schools (IR1-2)
•
strengthened coordination between all levels of the Government of Indonesia (GOI) and education institutions (IR1-3).
This report covers the period from April through June 2017 (quarter 21 of the project).
Key Accomplishments in Quarter 21 The focus of activity this quarter was on sustainability and project closeout. USAID PRIORITAS achieved the following during quarter 21:
Project Management and Closeout •
All the technical project activities finished at the end of May 2017.
•
Project staffing has been heavily reduced as closeout approaches.
•
The project offices in four provinces—Aceh, North Sumatra, Banten, and Central Java—closed at the end of June 2017.
•
The Ministry of Education and Culture (MOEC) and USAID approved the disposal plan for project property, and USAID PRIORITAS has started the property disposal process. Most of the project property is being transferred to project partners in districts and to Teacher Training Institutes (TTIs).
Literacy Programs •
The leveled reading book program was completed in quarter 20, and no further activities took place during quarter 21.
•
The English version of the modules for training teachers in literacy education produced under the Florida State University (FSU) – State University of Semarang (UNNES) partnership was completed during quarter 21.
Papua and West Papua Program •
The Papua and West Papua program were completed in quarter 20, and no further activities have taken place in quarter 21
Strengthened Instruction in Schools •
Technical activities with TTIs were completed during quarter 21. A meeting took place with the Ministry of Religious Affairs (MORA) to explore ways to continue the use of USAID PRIORITAS materials in Islamic TTIs.
•
Training for district facilitators on Module 4 and mentoring was completed during quarter 21. Following province-level workshops in February 2017, district workshops took place in March– April. The workshops focused on improving the capacity of district facilitators to mentor

teachers and to provide direction to help them improve the quality of learning activities. The training prepared facilitators for an ongoing role in supporting the dissemination of good practices in districts. •
The national Whole School Development Specialist participated in several events, resulting in sustainable outcomes, which included: (1) a national MOEC workshop on literacy and building a reading culture; (2) a National Education Day event, which resulted in a regulation to enable district facilitators to continue their work in a district; and (3) a MORA workshop that used a USAID PRIORITAS Whole School Development training module, offered to Heads of Madrasah Aliyah (Islamic Senior Secondary Schools) and Madrasah Supervisors from Aceh to East Java.
Governance, Management, and Linkages •
At least two districts (Serang in Banten and Karawang in West Java) have established Education Development Teams, to enable USAID PRIORITAS-trained district facilitators to continue their work in disseminating good practices to more schools and teachers through district-funded training.
•
The Governance and Management Specialist took part in MORA’s workshop on Islamic TTIs and provided initial analysis for MORA to conduct a supply and demand study for madrasah teachers.
External Project Final Evaluation •
A final project evaluation was conducted by Management Systems International (MSI) during quarters 20 and 21.
•
Four ministries were represented at the USAID PRIORITAS Final Evaluation Workshop held in Jakarta on May 9: MOEC, MORA, Ministry for Research and Higher Education (MORHE), and the Coordinating Ministry for Human and Cultural Development. Representatives attending included MOEC’s Director General of Basic Education and MORA’s Director General of Islamic Education.
Technical Coordination •
Coordination activities are described in technical sections of this report, included MORA workshops on Islamic TTIs and on Madrasah-Based Management.
•
MOEC’s Director General of Basic Education has written prefaces for good practices books. These good practice books have been uploaded to MOEC’s site for the Directorate General of Primary and Secondary Education.
•
Similarly, MORA’s Director General of Islamic Education has written prefaces for books on good practices in Madrasah. The USAID PRIORITAS website has been linked to the website of the Directorate General of Islamic Education, MORA.
Communications •
The project website promotes outcomes such as training modules; videos; newsletters; research studies; good practices; and inspiring stories from teachers, school principals, supervisors, and Regional Education Offices. The number of hits to the website increased from 219,025 in quarter 20 to 273,553 in quarter 21.
•
A total of 880 project-related news items were published in the mass media. The media covered reading programs, continuous professional development, teacher deployment, school-based management, teaching and learning, and TTI activities.

•
The project communication team produced 57 videos during this quarter. These illustrate the processes and goals that the project aims to accomplish.
Monitoring and Evaluation •
The results of the final monitoring of schools in the Cohort 1, 2, and 3 partner districts were published in three volumes during quarter 21 and submitted to USAID. The three volumes cover (1) the impact of project interventions on school and classroom practice; (2) results of student assessments in Bahasa Indonesia, mathematics, and science; and (3) results of an Early Grade Reading Assessment (EGRA).
•
An EGRA for grade 1 students was completed in four districts in four provinces to assess the impact of the leveled reading book program on student performance.
•
The project monitoring and evaluation team worked at the national level on data compilation and analysis for the final project evaluation report this quarter. The main results of the endline monitoring are summarized in this report.
Dissemination •
During quarter 21, dissemination training activities took place in seven provinces. A total of 3,812 participants from 1,755 schools participated in the training. This was supported by 174,694 USD of local funding from district, MORA, or school budgets, as well as 9,038 USD of project funding. Since the start of the project, 237,437 participants from 34,884 schools have participated in training, benefiting an estimated 9.5 million students. This training has been supported by 8.27 million USD of GOI and school funding and 1.64 million USD of project funding.

RINGKASAN UTAMA (INDONESIAN EXECUTIVE SUMMARY) Program United States Agency for International Development–Prioritizing Reform, Innovation, and Opportunities for Reaching Indonesia’s Teachers, Administrators, and Students (USAID PRIORITAS) dimulai pada bulan Mei 2012 dengan tujuan meningkatkan akses pendidikan dasar yang berkualitas (IR1). Hasil menengah (IRs) yang akan dicapai proyek adalah: •
Meningkatnya pembelajaran di sekolah pada daerah mitra (IRI-1)

Meningkatnya manajemen dan tata kelola pendidikan di sekolah mitra (IRI-2)
•
Menguatnya dukungan koordinasi antarsemua jenjang pemerintah Indonesia dengan institusi pendidikan (IRI-3)
Laporan ini mencakup periode bulan April hingga Juni 2017 (Triwulan 21 dari proyek ini).
Pencapaian Kunci di Triwulan 21 Fokus kegiatan triwulan ini adalah pada keberlanjutan dan penutupan proyek. USAID PRIORITAS telah mencapai hal-hal berikut selama Triwulan 21:
Manajemen proyek dan penutupan •
Seluruh kegiatan teknis proyek telah selesai pada akhir Mei 2017.
•
Staf proyek di provinsi telah dikurangi secara besar-besaran menjelang penutupan.
•
Kantor proyek di empat provinsi, Aceh, Sumatra Utara, Banten dan Jawa Tengah ditutup pada akhir Juni 2017.
•
Kemdikbud dan USAID telah menyetujui rencana penghibahan aset proyek. Penyerahan aset proyek telah dilakukan. Kebanyakan aset proyek diberikan kepada mitra proyek di daerah dan mitra LPTK.
Program literasi •
Program buku bacaan berjenjang telah selesai pada triwulan 20 dan tidak ada kegiatan lanjutan yang dilakukan pada Triwulan 21.
•
Versi Bahasa Inggris dari modul untuk pelatihan calon guru dalam pendidikan literasi yang diproduksi di bawah kemitraan FSU-UNNES telah selesai pada triwulan 21.
Program Papua & Papua Barat •
Program Papua dan Papua Barat telah selesai pada triwulan 20 dan tidak ada kegiatan lanjutan yang dilakukan pada triwulan 21
Peningkatan Pembelajaran di Sekolah •
Kegiatan teknis dengan LPTK telah selesai pada triwulan 21. Pertemuan diadakan dengan Kemenag untuk menjajaki keberlanjutan penggunaan materi PRIORITAS di LPTK Islami (UIN).
•
Pelatihan untuk fasilitator daerah dan pendampingan Modul 4 telah selesai dilaksanakan pada pada triwulan 21. Melanjutkan lokakarya tingkat provinsi di bulan Februari, lokakarya kabupaten dilakukan pada Maret-April. Fokusnya adalah pada peningkatan kapasitas fasilitator daerah untuk guru pendamping dan pengarahan untuk membantu mereka meningkatkan kualitas kegiatan pembelajaran. Pelatihan ini menyiapkan para fasilitator untuk peran yang berkelanjutan dalam mendukung diseminasi praktik yang baik di tingkat kabupaten.

Spesialis Nasional Pengembangan Sekolah Menyeluruh berpartisipasi dalam sejumlah acara yang menghasilkan beberapa capaian berkelanjutan: (1) lokakarya nasional Kemdikbud tentang literasi dan membangun budaya baca, (2) acara Hari Pendidikan Nasional, yang menghasilkan peraturan yang memampukan fasilitator daerah untuk melanjutkan kerja mereka di satu daerah, dan (3) lokakarya Kemenag untuk kepala Madrasah Aliyah (tingkat SMA) dan pengawas madrasah dari Aceh sampai Jawa Timur, yang menggunakan modul pelatihan pengembangan sekolah menyeluruh USAID PRIORITAS.
Tata Kelola, Manajemen, dan Keterkaitan •
Sedikitnya dua kabupaten (Serang, Banten dan Karawang, Jawa Barat) telah membuat Tim Pengembangan Pendidikan, untuk memampukan fasilitator daerah yang sudah dilatih PRIORITAS untuk melanjutkan kerja mereka mendiseminasikan praktik yang baik melalui pelatihan yang didanai kabupaten ke lebih banyak sekolah dan guru.
•
Spesialis Tata Kelola dan Manajemen berpartisipasi dalam lokakarya Kemenag tentang LPTK Islami dan menyampaikan analisis awal untuk Kemenag untuk melakukan studi tentang pasokan dan kebutuhan guru madrasah.
Evaluasi Final Proyek Eksternal •
Sebuah evaluasi final proyek dilakukan oleh MSI selama triwulan 20 dan 21. Empat kementerian terwakili pada Lokakarya Evaluasi Final USAID PRIORITAS yang diadakan di Jakarta pada tanggal 9 Mei: Kemdikbud, Kemenag, Kemristekdikti, dan Kemenko PMK. Perwakilan termasuk Direktur Jenderal Pendidikan Dasar Kemdikbud dan Direktur Jenderal Pendidikan Islam Kemenag.
Koordinasi Teknis •
Kegiatan koordinasi teknis dalam laporan ini meliputi lokakarya Kemenag tentang LPTK Islami, dan Manajemen Berbasis Madrasah.
•
Direktur Jenderal Pendidikan Dasar Kemdikbud telah menulis pengantar untuk Buku Praktik yang Baik. Buku praktik yang baik ini telah diunggah di situs Ditjen Pendidikan Dasar dan Menengah Kemdikbud.
•
Demikian pula, Direktur Jenderal Pendidikan Islam Kemenag telah menulis pengantar untuk buku praktik yang baik di madrasah. Situs USAID PRIORITAS telah terhubung dengan situs Ditjen Pendidikan Islam, Kemenag.
Komunikasi •
Situs proyek mempromosikan capaian proyek, seperti modul pelatihan; video; buletin; kajian studi; praktik yang baik; dan kisah menginspirasi dari guru, kepala sekolah, pengawas, dan Dinas Pendidikan Daerah. Jumlah kunjungan ke situs meningkat dari 219.025 pada triwulan 20 menjadi 273.553 pada triwulan 21.
•
Sebanyak 880 pemberitaan telah diterbitkan di media massa. Media massa meliput program membaca, pengembangan keprofesian berkelanjutan, penataan dan pemerataan guru, manajemen berbasis sekolah, pembelajaran, dan lembaga pendidikan tenaga kependidikan.

Monitoring dan Evaluasi •
Hasil final monitoring dari sekolah-sekolah di kabupaten mitra Kohor 1, 2 dan 3 telah diterbitkan dalam tiga buku pada triwulan 21 dan diserahkan ke USAID. Tiga buku tersebut mencakup (1) dampak terhadap sekolah dan praktik di dalam kelas; (2) hasil asesmen siswa dalam Bahasa Indonesia, matematika dan IPA; (3) hasil penilaian membaca kelas awal (Early Grade Reading Assessment/EGRA).
•
EGRA untuk siswa kelas I dilaksanakan di empat kabupaten di empat provinsi untuk menilai dampak program buku bacaan berjenjang terhadap kemampuan membaca siswa.
•
Tim monitoring dan evaluasi proyek di tingkat nasional melakukan kompilasi data dan analisis untuk laporan evaluasi final proyek pada triwulan ini. Hasil utama dari monitoring akhir diringkas dalam laporan ini.
Diseminasi •
Selama triwulan 21, diseminasi kegiatan pelatihan dilakukan di tujuh provinsi. Sebanyak 3.812 peserta dari 1.755 sekolah berpartisipasi dalam pelatihan. Kegiatan ini didukung oleh pembiayaan lokal dari kabupaten, Kemenag atau anggaran sekolah sebesar USD 174.694, dan dari dana proyek sekitar USD 9.038. Terhitung dari awal proyek, sebanyak 237.437 peserta dari 34.884 sekolah telah ikut serta dalam pelatihan, memberikan manfaat pada sekitar 9,5 juta siswa. Pelatihan ini didukung oleh dana Pemerintah Indonesia dan anggaran sekolah sebesar USD 8,27 juta dan dana proyek sebesar USD 1,64 juta.

1 READING PROGRAM, GRANTS, AND PARTNERSHIPS 1.1
Leveled Reading Book Program
The leveled reading book program was completed during quarter 20—a total of 46,089 teachers, principals, and supervisors from more than 12,000 schools were trained in using the books. During quarter 21, 27 sets of leveled reading books were distributed to primary schools in the four districts (Aceh Tamiangin in Aceh, Serdang Bedagai in North Sumatra, Pandegelang in Banten, and Bantaeng in South Sulawesi) whose schools had served as comparison schools for the grade 1 EGRA.

Several surplus sets of books, which had been used for training, were also distributed to interested institutions that could benefit from them, including the North Sumatra Provincial Library in Medan (see photo above).
1.2
US–Indonesia TTI Partnership
RTI International contracted FSU to work with UNNES. During 2015 and 2016, UNNES lecturers developed and field-tested 12 modules to support the implementation of a research-based course of effective early literacy instructional practices for pre-service teachers. The modules in Bahasa Indonesia were completed, published electronically, and disseminated to all project partner TTIs in quarter 19. An English version of the modules was completed during quarter 21.

Papua and West Papua
Activities for the Papua and West Papua programs were completed during quarter 21. Final data and reports were received from the Social Foundation for Isolated Communities (YASUMAT), which implemented the program in Yahukimo District in Papua Province. Reports for these programs have been prepared for inclusion in the project final report.

2 STRENGTHENED INSTRUCTION IN SCHOOLS USAID PRIORITAS has been working to improve the quality of instruction in schools through two main programs: (1) TTI Development, and (2) Whole-School Development. The project has worked to develop more effective in- and pre-service training programs for teachers and to support teacher training providers, specifically TTIs and the District Education Offices, to implement these programs. To support the improvement of in-service teacher training, USAID PRIORITAS worked with TTIs; districts; and district facilitators drawn from the ranks of teachers, principals, and supervisors, to develop their capacity to deliver training to teachers, initially in clusters of project partner schools. The focus has been on cluster-based training (teacher working groups, known as KKG and MGMP) and whole-school development. Activities included module development, training of trainers (TOT) at national and provincial levels, school-level training delivered to clusters of schools, and in-school mentoring (known as “pendampingan”) to support schools and teachers in implementing the knowledge gained through the class-based training.
2.1
TTI Development
Activities with the TTIs were completed during quarter 20, and most of the project staff involved in TTI activities were released. During quarter 21 the Teaching and Learning Advisor, the University and Stakeholder Senior Manager, and the Project Liaison Staff attended a meeting called by MORA on April 13, 2017. The purpose of the meeting was to review the TTI material, which could be used by MORA for future training purposes. MORA was most interested in the materials related to teacher practicum training because this is a new area of interest to the Ministry, and pre-service practicum training will be introduced to MORA institutions in the near future. (See Section 3.1 Policy Discussions with MORA, for more information).
2.2
Whole-School Development
With the district facilitator training activities described below, all district- and school-level training was completed this quarter. Additional activities at national and district levels are also described below.

2.2.1 Training for District Facilitators on Module 4 and Mentoring

The final project-funded training for district facilitators took place during quarter 20 and quarter 21. Province-level training was conducted in all partner provinces in February 2017. District facilitator workshops were then held in each district. As with the provincial training, these workshops consisted of two parts. The first part focused on subject strengthening using Module 4, which had been prepared by the TTIs, while the second part aimed to strengthen the capacity of facilitators to provide feedback and mentoring on teaching through classroom observation and providing feedback to teachers. This latter activity helped prepare facilitators for an ongoing role supporting the sustainability and dissemination of training and of good practices developed under USAID PRIORITAS in districts, clusters, and schools. Participants worked in groups and analyzed videos of the teaching and learning process, identifying strengths and weaknesses, and discussing alternative activities to improve the process. The primary school groups analyzed six videos, covering thematic programming, social studies, science, Bahasa Indonesia, and early grade literacy. The junior-secondary school participants analyzed videos on mathematics, Bahasa Indonesia, science, English, and social studies. Participants also learned how to give positive feedback to teachers while mentoring them, along with how to conduct a self-assessment and improve the teaching and learning process. The workshops included observation of a real classroom teaching and learning process and provided an opportunity for participants to practice providing feedback to the teacher. After the school visits, participants discussed the findings and experience with their group and shared lessons learned. 2.2.2 Additional Activities In addition to the district facilitator meetings described above, the national Whole-School Development Specialist participated in several relevant activities this quarter, as follows.
a)
National Education Day Event in Serang, Banten
A National Education Day event was held in Serang on May 8, 2017. At this event, USAID PRIORITAS was asked to give advice on the development of a reading culture in the district. As a result, the district will give formal authority to all USAID PRIORITAS-trained facilitators to continue to work as teacher trainers. Funding for dissemination of the USAID PRIORITAS program, which will cover training costs, has been allocated in the district budget (APBD). A budget will also be prepared for the purchase of reading books for schools in the mid-year adjustment to the APBD.
b)
MORA School Literacy Workshop
The USAID PRIORITAS Whole-School Development Specialist was also invited to share USAID PRIORITAS experience in helping schools develop a reading culture at a MORA School Literacy Workshop held in Jakarta on May 21, 2017.

MORA Whole School Development Workshop
A separate MORA workshop was attended by 48 Heads of Madrasah and Madrasah Supervisors from the provinces of the western Indonesian region (from Aceh to East Java). The USAID PRIORITAS Whole School Development Module, “The Role of School Principals and Supervisors,” was used for the workshop. The material was presented and the workshop conducted by the USAID PRIORITAS Whole School Development Specialist, together with a lecturer from the State A teacher from MTs Al-Mukhtariyah, West Bandung, making a presentation at the Islamic University (UIN) National Educators Conference at Sampoerna University about changes in his madrasah since partnering with USAID PRIORITAS. Walisongo Semarang and a teacher from MTs AlMukhtariyah, West Bandung. Costs for the UIN lecturer and the teacher were covered by MORA. Participants’ responses to this workshop, and the USAID PRIORITAS module, were very positive. Some participants said that they had never taken part in such a participatory training activity. Others commented that the topic discussed was very relevant to the issues they face in their madrasah. A similar workshop will be conducted for MORA’s eastern regions in Denpasar, Bali, in July 2017.
d)
Sampoerna University National Educators Conference (NEC)
The Faculty of Education of Sampoerna University invited USAID PRIORITAS to share information about good practices at NEC 2017. Participants included stakeholders from MOEC, school representatives, educators, parents, and community members. The conference focused on transparency and accountability in education. The USAID PRIORITAS presenters were the principal from SDN Sumbergondo 2 Batu, East Java, and the vice principal from MTs Al Mukhtariyah, West Bandung, West Java. They both encouraged participants to understand the connection between good governance and school and student learning outcomes, and to build networks to promote good practices in their school.

2.2.3 National Literacy Movement (GLN) Meeting The project’s WholeSchool Development Specialist represented USAID PRIORITAS at a meeting to discuss the National Literacy Movement (Gerakan Literasi Nasional or GLN) at MOEC on June 4, 2017. Also attending were representatives from National Literacy Movement (GLN) meeting at MOEC. the Language Board, National Library, Directorate General of Early Childhood Education, Directorate General of Basic Education, and Directorate General of Teachers and Education Personnel, as well as representatives from universities, institutions involved in literacy activities, corporate social responsibility (CSR) programs from various banks and other companies, the post office, Garuda Indonesia, and publishers, represented by Balai Pustaka PT and Ikatan Penerbit Indonesia (IKAPI). The discussion was divided into five groups: Group 1 discussed the formulation of the GLN agenda; Group 2 discussed the formulation of cross-ministerial and agency cooperation; Group 3 discussed the empowerment of literacy activists; Group 4 discussed GLN programs; and Group 5 discussed the provision of reading material for GLN. USAID PRIORITAS staff were included in Group 4—GLN programs. Each participant was asked to present their accomplishments to date, in terms of supporting GLN, and what needs to be (and can be) accomplished in the future. The USAID PRIORITAS presentation described implementing the following: 1. Developing a reading culture in schools and providing 150 reading books to all partner schools; 2. Developing special approaches for children in the early grades to improve reading skills through leveled reading books. (USAID PRIORITAS has distributed 13,000 sets of books to 13,000 schools, with each set containing 600 books); 3. Integrating literacy into the learning process; and 4. Supporting districts to develop literacy programs in their districts. (MOEC has given Priority Literacy Awards to 19 USAID PRIORITAS partner districts). Going forward and acknowledging that USAID PRIORITAS will be ending soon, the project will be able to implement the following activities: 1. Connect USAID PRIORITAS partner districts, specifically the 19 districts that received literacy awards, to the GLN program. 2. Submit a list of facilitators (30 people in each partner district) to GLN so that they can be used as facilitators of literacy movements in schools and communities. 3. Transfer modules and good practice books electronically to GLN and other parties so they can be used in further literacy development. MOEC expressed strong appreciation for what USAID PRIORITAS has done.

3 GOVERNANCE, MANAGEMENT, AND LINKAGES The focus of the Governance and Management program in quarter 21 was to support the dissemination and sustainability of project interventions and outcomes through: 1. Policy discussions with MORA; and 2. Supporting districts to formalize the role of USAID PRIORITAS-trained district facilitators in Education Development Teams. During this quarter, the project continued to advocate for dissemination and sustainability of good practices at the district level, particularly during district closeout events. The Governance and Management team also assisted the Monitoring and Evaluation team to compile data for relevant achievement indicators. Each of these is discussed below.
3.1
Policy Discussions with MORA
During this quarter, USAID PRIORITAS provided inputs to MORA on a draft regulation by the Minister of Religious Affairs for Reforming State Islamic TTIs, under the auspices of MORA. On April 12–14, 2017, the Directorate of Islamic Higher Education at the Directorate General of Islamic Education held a focus group discussion on the reform of Islamic higher education. Although the draft Islamic TTI reform regulation is heavily focused on the internal affairs of the institutions, it does not take into account future career pathways for graduates. Most madrasah teachers are graduates from regular (non-Islamic) TTIs, or from general courses (as opposed to teacher training courses) in Islamic Higher Education Institutes. Thus, many graduates of teacher training in Islamic Higher Education Institutions do not find employment in madrasah, as intended. To address this issue, USAID PRIORITAS proposed a comprehensive discussion about supply and demand of madrasah teachers, such as presented in the diagrams in Figures 1 and 2.

3.2
Sustainable Roles for District Facilitators in District Education Development Teams
District training facilitators have played and will continue to play an important role in developing and disseminating the USAID PRIORITAS Whole-School Development program. During the closeout meeting event in Kabupaten Serang, Banten Province, the Serang Bupati, Hj. Ratu Tatu Chasanah, mentioned that USAID PRIORITAS, together with the Serang Education Office, has trained at least 30 local facilitators from primary and junior secondary schools. Some of these have become national trainers for the government’s 2013 Curriculum rollout. The Bupati instructed the Head of the District Education Office to prepare an edict to establish an Education Development Team, composed of these USAID PRIORITAS-trained District Facilitators, for Kabupaten Serang. Meanwhile, the Assistant Development Secretary, representing the Bupati at the closeout event in Kabupaten Karawang, West Java, instructed the Head of the District Education Office to establish a similar Education Development Team in Kabupaten Karawang.
3.3
Measuring the Achievement of Performance Indicators for Components 2 and 3
During this quarter, the Governance and Management Specialist worked with the Monitoring and Evaluation team to compile data for several indicators. Results for Indicator 3.R1 represent the number of provincial governments, the Education Quality Assurance Body (LPMP), TTIs, and districts, which produced coordinated plans for professional development and upgrading. Data used to measure the achievement level of this indicator were sourced from the TTI Program Final Report. In turn, data presented in the TTI report was drawn from surveys conducted by the TTI

Coordinators in each institution. Of the 249 MOUs established between partner TTIs and provinces or districts listed in the report, 156 are relevant to the 3.R1 indicator. The Indicator results are shown in Table 2.

4 DISSEMINATION OF SCHOOL LEVEL PROGRAMS During quarter 21, USAID PRIORITAS supported dissemination (or “scale up”) activities in many former-Decentralized Basic Education (DBE) districts and Cohort 1 USAID PRIORITAS districts. Dissemination is taking place in these districts with funding from district budgets as described in Table 5. As Table 5 shows, during quarter 21, dissemination in the seven partner provinces involved 3,812 participants (mainly teachers). As in the previous quarters, the dissemination involved more female (41.7%) than male teachers (58.3%). These participants came from 1,755 schools, with the largest number coming from West Java, Central Java, and South Sulawesi. The table shows an average of 2.2 participants per school.

5 COORDINATION WITH THE GOVERNMENT OF INDONESIA Coordination with national ministries, especially with MOEC, MORA, and MORHE, continued this quarter. Key meetings and coordination highlights this quarter are as follows. Four ministries were represented at the USAID PRIORITAS Final Evaluation Workshop held in Jakarta, on May 9, 2017: MOEC, MORA, MORHE, and the Coordinating Ministry for Human and Cultural Development. Representatives included two echelon-one officials, MOEC’s Director General of Basic Education, and MORA’s Director General of Islamic Education, and a number of echelon two, three, and four officials from the various ministries. As described above, in Section 3, Governance, Management, and Linkages of this report, MORA conducted a workshop (focus group discussion [FGD]) in Bogor on April 12–14, to discuss the dissemination of good practices in Islamic TTIs. Ten Islamic TTI faculty members formed a MORA Team for the Reform of Islamic TTIs. MORA also conducted a workshop on the dissemination of Madrasah-Based Management. The workshop, for Western Indonesian provinces, took place on May 31–June 2 in Bogor, while a similar workshop for the Eastern provinces will be held in Bali in July 2017. MOEC’s Director General of Primary and Secondary Education has written prefaces for Good Practice Books on teaching and learning, school-based management, and reading culture for primary schools and junior secondary schools. These good practice books have been uploaded on MOEC’s site for the Directorate General of Primary and Secondary Education. Meanwhile, MORA’s Director General of Islamic Education has written prefaces for similar books on good practices in teaching and learning, madrasah-based management, and reading culture for Madrasah Ibtidaiyah (MI) and Madrasah Tsanawiyah (MTs). 6 COMMUNICATION 6.1
Finalization of Modules
This quarter the project’s Communication team completed the layout for two sets of materials: 1. A Guide on Using Teaching Videos in Facilitator Mentoring for Primary and Junior Secondary Schools, and 2. Module 4 for Primary School and Junior Secondary School Teachers. Module 4 consists of six units for primary school teacher training: (1) early grade reading lessons, (2) mathematics, and (3) science; and for junior secondary school teachers, (4) the Indonesian language, (5) mathematics, and (6) science. Module 4 is the last module developed by USAID PRIORITAS. All modules have also been finalized and uploaded to the USAID PRIORITAS website.

The project website is used as a medium to disseminate good education practices and innovations developed by USAID PRIORITAS. Project products, such as training modules; videos; newsletters; research studies; good practices; inspiring stories from teachers, school principals, supervisors, and the Regional Education Office are uploaded to the website. The number of unique visitors to the website increased from 219,025 in quarter 20 to 273,553 in quarter 21, as shown in Table 9.

7 MONITORING AND EVALUATION 7.1
Overview of Activities
During quarter 21, the project Monitoring and Evaluation team worked on a number of tasks as noted below. 1. The endline monitoring of TTI sample partner schools was conducted in February–April 2017. The monitoring method was described in quarter 20, including information about the sample, number of schools covered, monitoring schedule, and number of assessors involved. The endline monitoring’s main results are summarized in Table 11, where the TTI school data are presented alongside the Cohort 1, 2, and 3 data for comparison. 2. The National Monitoring and Evaluation team was engaged in data compilation and analysis for the final project report. 3. The endline monitoring results of schools in the Cohort 1, 2, and 3 partner districts were published in three volumes during quarter 21 and submitted to USAID. The three volumes cover (1) the impact on school and classroom practice; (2) student assessments in Bahasa Indonesia, mathematics, and science; and (3) an Early Grade Reading Assessment (EGRA).

Early Grade Reading Assessment (EGRA): Grade 1 Impact of Leveled Reading books
Through the EGRA, reading skills of grade 1 students in sampled schools were assessed at the beginning and at the end of the 2016–2017 school year. The same students were assessed at both times. The EGRA study was designed to evaluate the impact of leveled reading books on students’ reading skills development and covered three key areas of interest: 1. Does the presence of leveled reading books improve students’ reading ability at the 0.05 level when compared to students in schools without the leveled reading books? 2. Does the presence of leveled reading books result in more consistency among students by leading to a narrower, less varied, distribution of subtask scores among students in a given classroom? 3. Does increased use of the leveled reading books by teachers (among those schools that received the leveled reading books) result in a larger impact on students’ reading ability? In evaluating the data with these areas in mind, project staff found that leveled reading books did have an impact on student learning. All evaluated students scored similarly at the beginning of the school year. At the end of the school year and in every EGRA subtask, students in schools with the leveled reading books outperformed, on average, their counterparts in schools without leveled reading books. Grade 1 classrooms with access to the leveled reading books also demonstrated larger decreases in the percentage of students scoring zero on each subtask. Access to leveled reading books significantly increased grade 1 students’ ability to identify letters by 26.9 letters per minute by the end of the school year at the 0.01 level. Students in schools without leveled reading books increased by 23.4 letters per minute, on average.

The presence of leveled reading books resulted in distributional changes, as well, for the five main EGRA subtasks, which consist of (1) letter knowledge, (2) familiar word reading, (3) invented word decoding, (4) oral reading fluency, and (5) listening comprehension. For the letter knowledge and listening comprehension subtasks, leveled reader access resulted in less varied distribution of student scores. For familiar word reading, invented word decoding, and oral reading fluency, leveled reader access resulted in more varied distribution of student scores; these differences were significant at the 0.05 level. This result is most likely because of the leveled reading books helping to advance grade 1 students ready for the higher-level reading skills; schools without leveled reading books had larger percentages of students scoring between 0 and 10 words per minute on these subtasks. Letter knowledge and listening comprehension results show this trend (see Figures 3 and 4 below). Highly effective schools were identified through modeling techniques. These schools saw higher gains on all subtasks compared to those partner schools who had been identified as having low book usage; differences were significant at the 0.01 level for all subtasks except listening comprehension. For familiar word reading, students in high book-usage schools increased, on average, by 16.8 words per minute (wpm) compared to 9.4 wpm gains for students in low book-usage schools. These classrooms with higher performing students differed from less-effective classrooms by the frequency of leveled reading book use, teacher status, and teacher’s number of years of grade 1 teaching experience, as noted in the results below: •
A total of 90.9% of high usage schools used the leveled reading books within two weeks prior to observation visits.
•
Overall, 27.3% of high usage schools had level one books, with the majority of books showing usage, in contrast to showing 0% use in low usage schools.
•
Overall, 54.5% of high usage schools had level two books, with the majority of books showing usage, in contrast to showing only 37.5% use in low usage schools.
•
A total of 81.8% of high usage schools employed civil servant teachers, whereas only 50% of teachers were civil servants in low usage schools.
•
Teachers in high usage schools reported teaching grade 1, on average, 5.9 years, in contrast to low usage schools, where teachers, on average, had taught grade 1 for 4.3 years.
All analysis presented here focuses on secular schools only, because the students in partner and comparison schools had similar profiles at the beginning of the school year. Figure 3 below shows the distribution of scores in the number of correct letters per minute (clpm) during the endline assessment. Whereas treatment and control schools had similar student profiles during the baseline assessment, scores in the treatment schools have improved more than in the control schools, with fewer low scoring and more high scoring students. Figure 4 shows an even greater change in the distribution of scores on the listening comprehension subtask, with significantly more students in treatment schools scoring a maximum of three correct answers out of three.

8 EXTERNAL USAID PRIORITAS IMPACT EVALUATION During this quarter, Management Systems International (MSI) completed the final impact evaluation of USAID PRIORITAS. The evaluation team started work in March 2017 and visited project sites in four provinces (North Sumatra, Central Java, East Java, and South Sulawesi) during March and April 2017. Project staff at the national, provincial, and district levels supported the evaluation team in arranging and implementing their field data collection. After their return from their field visits, the MSI evaluation team held follow-up meetings with project staff from the Jakarta office to discuss their findings and obtain further information. The MSI evaluation team presented their findings at a workshop held with USAID representatives, GOI counterparts, USAID PRIORITAS team members, and representatives from other donors on May 9, 2017, in Jakarta. Four GOI ministries were represented at the workshop: MOEC, MORA, MORHE, and the Coordinating Ministry for Human and Cultural Development. Representatives included MOEC’s Director General of Basic Education and MORA’s Director General of Islamic Education. The evaluation results were generally positive and confirmed the changes in practice at the school, TTI, and district levels that are reflected in the project monitoring results. The GOI representatives attending the workshop expressed their appreciation of the project and its results.

Closeout Meetings
Project closeout meetings were conducted in all USAID PRIORITAS and DBE partner districts and included district and provincial stakeholders. The meetings varied, but in general they included the following: •

Project closeout meetings in USAID PRIORITAS districts featured student exhibits, awards for stakeholders and partner schools, and handover of good practice books presenting the impact of the USAID PRIORITAS program.
District Heads and other senior district staff attended many of these closeout meetings. Senior provincial education and MORA staff were invited to one of the district meetings in each province, generally in one of the districts in or near the provincial capital, so that the meeting became a

Operations a)
Provincial Office Closures
During this quarter, closeout preparations for some of the provincial offices took place. Four provincial offices, Banten, Central Java, North Sumatra, and Aceh, closed in June, while South Sulawesi, East Java, and West Java will close in July. Office lease extensions were completed for all provincial offices. Utilities were also extended for offices (electricity, phone, internet service, security, car rental) based on their closing dates. Provincial office teams have arranged for the facilities to be restored to ensure that there will be no outstanding issues with the landlord after closing the offices.
b)
Printing of Good Practice Books
The Operations team worked with the Communication team to arrange printing of books, including Buku Praktik Pembelajaran Yang Baik di MI/MTs; Buku Praktik Pembelajaran yang baik Manajemen; and Budaya Baca & Layanan Khusus di MI & MTs. The team is now focused on managing and packing all the procurement documents from Jakarta and the provinces.
c)
Administration
USAID and MOEC approved the Project Asset Disposal List for the Jakarta office and the provincial offices in May 2017. The recipients were mainly partner schools, TTIs, and district governments. A number of items in the Jakarta office will be handed over to new USAID-funded projects, and the project cars were donated to schools and colleges that offer automotive repair courses, so that the vehicles can be used to support the “hands-on” repair lessons of the courses. The project is in the process of handing over the approved assets to the beneficiaries. As requested by MOEC, the handover will be reported to district and provincial governments and MORA so that assets can be entered into the relevant GOI inventories. To support the smooth process of the asset handover and to ensure that the required documentation is prepared, the National project team is conducting closeout visits to provincial offices that will be closing by the end of June, namely Aceh, North Sumatra, Central Java, and Banten. The closeout visits will provide additional support to the Office Managers, specifically for the asset disposal process and documentation.
d)
Information Technology (IT)
Since February 2017, three IT Specialists have been providing technical support for the Jakarta and seven provincial offices. The main task during quarter 21 has been to verify and backup data on staff computers, including data wipeout for all staff computers ending their contracts.
e)
Personnel (HR)
USAID PRIORITAS has released 113 staff during the period April to June 2017. The exit processes are proceeding smoothly and exit compensation has been paid, based on government regulations. Due to the high-volume workload and the need to complete office closing and reporting, 10 staff have been extended for one month through June 2017. Key EDC finance and operation staff prepared financial and operational tasks associated with closeout during this quarter. The Teaching and Learning Advisor completed her posting in Jakarta on June 1. Two EDC staff remained in the office until the end of June to process final payments and complete HR-related tasks. COP and DCOP Visit to RTI Home Office
The COP and DCOP visited the RTI Home Office in North Carolina during June to attend a threeday Global Development Forum (GDF), at which staff from most RTI projects worldwide gathered to share their experiences and to meet senior RTI staff to discuss implementation issues to improve project performance.

The GDF was followed by a two-day meeting of the RTI International Education group to share experiences and lessons learned and discuss implementation issues, as well.

EDC Preparation for Closeout
The Director of Field Operations and Procurement from the EDC home office visited the USAID PRIORITAS office on April 17–27, 2017. He met with the USAID PRIORITAS Teaching and Learning Advisor to ensure plans were in place for the closure of all EDC operational activities. Tasks included the following: •
Coordinating with EDC and USAID PRIORITAS staff to complete the sorting and packing of EDC operational, human resource, and project documents and to prepare for shipment back to the EDC home office in Washington, DC;
•
Ensuring that the closure of the lease agreement for the Teaching and Learning Advisor’s residence is in place, the residence is ready to hand over at the end of the lease, and the advisor can transition to temporary quarters;
•
Reviewing all financial matters and ensuring that all outstanding issues are addressed;
•
Collecting all provincial financial external hard drives and ensuring that all electronic files were on the hard drives and ready to hand carry back to Washington, DC.
The director’s visit was most helpful and ensured that all associated technical, operational, financial, and HR-related tasks were completed as required. The Teaching and Learning Advisor will make a final visit to the EDC home office in the United States . to complete closeout activities.

10 PLANS FOR QUARTER 22 The next three-month period, quarter 22, is the final implementation period for USAID PRIORITAS. The main focus of activity will be closing out the project. Planned activities are as follows: 1. Continue to conduct occasional meetings with national ministries to support strengthened policy linkages and policy development, based on lessons learned from USAID PRIORITAS; 2. Complete and submit the Final Project Report; and 3. Publish two Good Practices Books on Reading Culture in the English language. Project closeout will be completed during quarter 22 and include: 1. Completing the upload of project documents to the Development Experience Clearinghouse (DEC). The project is currently working to make relevant documents 508 compliant, to make these documents accessible by persons with impaired sight; 2. Submitting to USAID for approval a property and materials disposal plan, covering the three remaining project provinces and the Jakarta office; and 3. Transferring property located in the provinces to approved recipients.

Hasil koordinasi Sosialisasi PERBUP No. 11 tahun 2017 tentang Sekolah Madrasah Aman Bencana (SMAB) di Kabupaten Pidie Jaya yang diprakarsai oleh Forum Sekolah/Madrasah Aman Bencana (FORSMAB) Pidie Jaya.
KOHOR 1dan 2 PERTEMUAN FASILITATOR DAERAH – Modul 4 dan Pendampingan. ToT Modul 4 dan pendampingan bagi fasilitator daerah Bireuen dilaksanakan di SMPN 5 Peusangan pada tanggal 12-14 Mei 2017. Kegiatan ini diikuti oleh 37 fasilitator daerah serta beberapa guru sekolah mitra dan sekolah fasilitator daerah (L:16;P:21). Sebagaimana dilaksanakan di kabupaten mitra, ToT ini juga dilaksanakan per mata pelajaran (Bahasa Indonesia, IPA, dan Matematika) baik jenjang SD dan SMP dan difasilitasi oleh fasilitator daerah kabupaten mitra Aceh Utara. Pada akhir kegiatan, para peserta juga melakukan simulasi pendampingan pada sesama peserta.
PERTEMUAN PENUTUPAN PROGRAM TINGKAT KABUPATEN DAN PROVINSI PERTEMUAN PEMANGKU KEPENTINGAN Dalam rangkaian kegiatan penutupan program di kabupaten, USAID PRIORITAS Aceh mengawali kegiatannya dengan terlebih dahulu melaksanakan kegiatan Rapat Pemangku Kepentingan Kabupaten. Tujuannya adalah untuk memperoleh tanggapan tentang kegiatan-kegiatan yang telah dilaksanakan, capaian hasil, dan kendala pelaksanaannya serta mendorong kabupaten agar dapat melanjutkan peran fasilitator daerah sebagai tenaga pelatih di KKG dan MGMP dengan menggunakan unit-unit pada modul-modul pelatihan USAID PRIORITAS. Selain itu, rapat pemangku kepentingan juga bertujuan untuk menyusun strategi dan perencanaan kegiatan dalam rangka mendiseminasikan program USAID PRIORITAS untuk masa yang akan datang. Kegiatan ini dilaksanakan pada hari yang sama dengan kegiatan penutupan program dengan rincian jumlah peserta dari unsur Dinas Pendidikan, Kemenag, Bappeda, Majenis Pendidikan Daerah, kepala sekolah di setiap kabupaten sebagai berikut: Aceh Utara sebanyak 60 peserta (L:45;P:15), Bireuen

sebanyak 20 peserta (L:19;P:1), Bener Meriah sebanyak 60 peserta (L:32;P:28), Aceh Tengah sebanyak 60 peserta (L:44;P:16), Provinsi Aceh dan Pidie Jaya sebanyak 80 peserta (L:51;P:29), Pidie sebanyak 60 peserta (L:35;P:25), Aceh Barat Daya sebanyak 72 peserta (L:46;P:26), Aceh Jaya sebanyak 73 peserta (L:43;P:30), dan Aceh Tamiang sebanyak 108 peserta (L:58;P:50). Informasi yang dijaring dalam pertemuan tersebut ditandai dengan beberapa indikator sebagai berikut. Komponen A, Keberlanjutan Program USAID PRIORITAS dengan indikator (1) Menyatakan sikap setuju untuk melanjutkan program-program USAID PRIORITAS, (2) Menyatakan sikap tidak setuju untuk melanjutkan program-program USAID PRIORITAS. Komponen B, peran fasilitator daerah sebagai tenaga pelatih di KKG dan MGMP dengan indikator, (3) Menyatakan sikap setuju untuk memanfaatkan tenaga fasilitator daerah sebagai fasilitator dalam penguatan KKG dan MGMP, (4) Menyatakan sikap tidak setuju untuk memanfaatkan tenaga fasilitator daerah sebagai fasilitator dalam penguatan KKG dan MGMP. Komponen C, Keberpihakan anggaran dengan indikator, (5) Mengusulkan penggunaan anggaran untuk keberlanjutan kegiatan USAID PRIORITAS bersumber dari dana BOS dan APBK/D, (6) Mengusulkan penggunaan anggaran untuk keberlanjutan kegiatan USAID PRIORITAS bersumber dari sumber dana lainnya (selain BOS dan APBK/D), dan Komponen D yaitu Strategi Keberlanjutan Program dengan indikator, (7) Menyatakan keberlanjutan program PRIORITAS harus didukung oleh pemerintah daerah, Dinas Pendidikan dan Kemenag, serta membina dan memperkuat KKG dan MGMP, (8) Menyatakan untuk keberlanjutan program PRIORITAS harus ada lembaga khusus yang dibentuk pada tingkat kabupaten dan sekolah. PERTEMUAN PENUTUPAN PROGRAM Kegiatan penutupan program dilaksanakan di sembilan kabupaten di atas. Sedangkan untuk penutupan tingkat provinsi Aceh dipusatkan di Kabupaten Pidie Jaya yang dihadiri oleh beberapa pemangku kepentingan provinsi. Kegiatan di sembilan kabupaten umumnya dihadiri oleh bupati/wakil bupati, kepala dinas pendidikan, kepala kantor Kemenag, Bappeda, Majelis Pendidikan Daerah, UPTD (Unit Pelaksana Teknis Dinas/KCD (Kepala Cabang Dinas), kepala sekolah di sekolah mitra, dan fasilitator daerah. Seluruh kegiatan di kabupaten menampilkan demo media pembelajaran sederhana yang dilakukan oleh perwakilan jenjang SD/MI dan mewakili jenjang SMP/MTs, testimoni guru/kepala sekolah dan fasilitator daerah. Secara umum hasil pertemuan tersebut adalah sebagai berikut. Pertama, pemangku kepentingan kabupaten menyatakan rasa syukur dan terima kasihnya atas kesempatan bermitra dengan USAID PRIORITAS, pelaksanaan kegiatan, dan perubahan kemampuan guru dalam pembelajaran. Sesuai dengan kondisi yang ada, kegiatan (pembelajaran, manajemen, literasi) di sekolah mitra, bahkan di sejumlah sekolah pelaksana diseminasi sudah menampakkan perubahan yang siginfikan ditinjau dari 38

beberapa sudut pandang. Mereka sepakat untuk terus melanjutkan kegiatan-kegiatan sekolah yang dibina oleh USAID PRIORITAS untuk masa yang akan datang. Berkaitan dengan itu, hampir semua kabupaten mitra sudah memprogramkan anggaran untuk melaksanakannya sesuai dengan kemampuan keuangan mereka dan secara khusus tindak lanjut kegiatan ini akan dilaksanakan melalui KKG dan MGMP. Semua pemangku kepentingan kabupaten setuju untuk senantiasa melaksanakan pelatihan guru sebagaimana yang dilaksanakan oleh USAID PRIORITAS di sekolah mitranya, yaitu ada pelatihan, ada pendampingan yang berkelanjutan. Selain itu, pemerintah dareah kabupaten juga akan berupaya bermitra dengan LPTK untuk merencanakan dan melaksanakan kegiatan peningkatan mutu pendidikan. DISEMINASI PROGRAM PRAKTIK YANG BAIK Diseminasi pada triwulan ini hanya dilaksanakan di Kabupaten Bireuen (kabupaten DBE) dengan rincian sebagai berikut: Diseminasi Modul 2 CTL di SMP Negeri 1 Kuala (1-3 April 2017) dengan jumlah peserta 53 guru (L:18;P:35) dengan anggaran BOS sebesar Rp. 5.400.000,-. Diseminasi Modul 3 CTL di SMP Negeri 8 Peusangan (1-3 April 2017) dengan jumlah peserta 47 guru (L:12;P:35) dan anggaran BOS sebesar Rp. 5.400.000,- . Diseminasi Modul 2 CTL di SMP Negeri 2 Peusangan (8-10 April 2017) dengan jumlah peserta 51 guru (L:13;P:38) dan anggaran BOS sebesar Rp. 5.400.000,-. Hasil koordinasi Sekretaris Daerah menyetujui pencanangan provinsi Sumatera Utara sebagai provinsi literasi yang dilaksanakan pada 20 Mei 2017. Yayasan Sekolah PTPN-4 akan melaksanakan diseminasi program secara mandiri. Semua sekolahsekolah yang berada di bawah naungan PTPN-4 ini akan mengikuti pelatihan modul 1. Memastikan untuk menghadiri kegiatan penutupan program dan terus mendorong madrasah mengembangkan literasi, serta bersedia menerima hibah barang dari USAID PRIORITAS. Secara teknis persiapan deklarasi Sumut sebagai provinsi literasi sudah 90%, dan direncanakan akan dihadiri oleh gubernur, serta sekaligus pemberian piagam penghargaan kepada Gubernur Sumut Pak Tengku Ery.

Hasil koordinasi Diseminasi Modul 3 melalui KKG akan dilakukan di tingkat kecamatan (untuk 16 Kecamatan) pada bulan Juni 2017, diseminasi pengembangan kepemimpinan kepala sekolah akan dilakukan pada bulan Mei 2017, dan diseminasi pengembangan kapasitas pengawas akan dilakukan pada bulan Mei 2017. Dinas Pendidikan dan Kemenag akan berkomitmen memanfaatkan fasilitator daerah untuk pengembangan mutu pendidikan di Sibolga, dan Kota Sibolga akan terus mengembangkan budaya baca terutama di sekolah-sekolah. Dinas Pendidikan Tapanuli Selatan akan terus berkomitmen melaksanakan program PKB dengan memanfaatkan Tim fasilitator daerah yang sudah ada ditambah dengan fasilitator daerah tambahan. Selain PKB juga menguatkan peran KKG dan MGMP dengan Tim fasilitator daerah sebagai salah satu narasumbernya. Diseminasi mandiri untuk Modul 2 akan dilakukan melalui Dana BOS untuk 20 sekolah. Tahun ini akan coba kembali diusulkan melalui PAPBD 2017 untuk mendiseminasikan program-program USAID PRIORITAS, khususnya Modul 2 ke dua kecamatan baru. Bupati telah memahami perkembangan program dan akan tetap terus mendukung program meskipun program akan berakhir.

Memastikan bahwa pelatihan buku berjenjang untuk sekolah pembanding EGRA selain biaya Tim fasilitator daerah selebihnya akan menggunakan anggaran dari Dinas Pendidikan. Bupati siap hadir dalam kegiatan pertemuan penutupan program dan akan berkomitmen untuk melanjutkan program, serta mendukung perluasan program literasi dengan memfasilitasi terbangunnya Taman-taman Bacaan di tempat-tempat umum. KOHOR 1, 2 dan 3 PERTEMUAN FASILITATOR DAERAH – Modul 4 dan Pendampingan. Pelatihan ToT Modul 4 dan pendampingan di Labuhanbatu Utara dilaksanakan melalui mekanisme pertemuan fasilitator daerah. Pelatihan ini dilakukan secara paralel antara jenjang fasilitator daerah SD/MI dengan jenjang SMP/MTs. Pelatihan ini dilaksanakan pada tanggal 3-6 April 2017 bertempat di Aula SD Sidua-dua Labuhanbatu Utara. Sebanyak 12 orang fasilitator daerah SD/MI (7 laki-laki dan 5 perempuan) mengikuti pelatihan ini. Pelatihan untuk jenjang SMP/MTs diikuti oleh 10 fasilitator daerah (2 laki-laki dan 8 perempuan).
PELATIHAN SEKOLAH (Pelatihan B3 untuk sekolah pembanding EGRA) Pelatihan buku bacaan berjenjuang (B3) untuk sekolah pembanding EGRA ini dilaksanakan di Kabupaten Serdang Bedagai di Aula SDN 102036 Hapoltahan Nauli Kecamatan Sei Bamban. Pelatihan ini dilaksanakan pada tanggal 5-6 Mei 2017 dengan melibatkan peserta dari unsur guru dan kepala sekolah. Jumlah peserta pelatihannya sebanyak 24 orang (3 laki-laki dan 21 perempuan).

PERTEMUAN PENUTUPAN PROGRAM TINGKAT KABUPATEN DAN PROVINSI Penutupan program tingkat kabupaten dan tingkat provinsi dilaksanakan di 15 kabupaten/kota dan di tingkat provinsi Sumatera Utara. Di dalam kegiatan penutupan program ini dipaparkan laporan capaian program di masing-masing kabupaten dan capaian program di tingkat provinsi. Perwakilan siswa SD/MI dan SMP/MTs tampil menyampaikan praktik pembelajaran yang baik di sekolahnya. Dinas Pendidikan dan Kemenag menyampaikan komitmennya untuk melanjutkan program melalui anggaran daerah dan dana BOS. Bupati atau walikota di beberapa daerah juga hadir dalam kegiatan penutupannya ini. Semua kepala daerah dalam sambutannya berharap agar program USAID PRIORITAS dilanjutkan. Para kepala daerah ini berjanji untuk melanjutkan praktik-praktik yang baik yang telah dikembangkan oleh USAID PRIORITAS. Kegiatan ini diakhiri dengan pemberian piagam 42

DISEMINASI PROGRAM PRAKTIK YANG BAIK •
Sebanyak 180 guru SMP Sekolah Perkebunan di bawah Yayasan Pendidikan Perkebunan PTPN IV dilatih CTL Modul 1 selama tiga gelombang. Semua biaya pelatihan ditanggung oleh Yayasan Pendidikan PTPN IV. Pelatihan dilaksanakan di Wisma Kinasih PTPN IV Bah Jambi, Simalungun.

Sebanyak 69 guru SMP AKP Galang, Deli Serdang mengikuti pelatihan CTL Modul 2.
•
Sebanyak 280 guru tingkat SMA dan SMK se-Serdang Bedagai mendapatkan pelatihan CTL Modul 1. Seluruh biaya pelatihan ditanggung oleh APDB Serdang Bedagai.
KEGIATAN LAIN •
Pada tanggal 5 Mei 2017 partisipasi dalam Festival Literasi Parulian. Kegiatan ini merupakan tindaklanjut deklarasi YP Parulian sebagai sekolah literasi. Deklarasi sebagai sekolah literasi didukung oleh Konsul Amerika Serikat dan USAID PRIORITAS.

Pada tanggal 15 Mei 2017 pemberian hibah buku bacaan berjenjang kepada Perpustakaan Provinsi Sumatera Utara yang diterima oleh Sekretaris Daerah Provinsi Sumatera Utara Bapak H. Hasban Ritongan, SH dan Kepala Dinas Perpustakaan Provinsi Sumatra Utara Bapak Ferlin Nainggolan, SH.

Pada tanggal 19 Mei 2017 fasilitasi pertemuan antara Bupati Samosir dengan Konsul Amerika Serikat untuk melaporkan rencana Samosir melakukan replikasi program USAID PRIORITAS dengan APBD, BOSS dan CSR.

Pada tanggal 20 Mei 2017 dukungan terhadap kegiatan deklarasi Provinsi Sumatera Utara sebagai Provinsi Literasi. Koordinator provinsi Sumatera Utara mewakili USAID PRIORITAS diminta sebagai pembicara dalam talkshow soal budaya membaca. Kegiatan ini dihadiri Gubernur Sumatera Utara Bapak Tengku Erry Nuradi dan Menteri Riset, Teknologi dan Pendidikan Tinggi Bapak Muhammad Nasir. Pada kesempatan tersebut USAID PRIORITAS memberikan piagam penghargaan kepada Gubernur Sumatera Utara atas dukungannya sebagai mitra program.

Persiapan pelaksanaan Gebyar Kabupaten Serang Menuju Kabupaten Multi-Literate pada tanggal 8 Mei 2017.
KOHOR 1 dan 2 PERTEMUAN FASILITATOR DAERAH – Modul 4 dan Pendampingan Format pelatihan disisipkan dalam pertemuan fasilitator daerah yang dilakukan di tingkat kabupaten/kota, setelah dilatih di pertemuan fasilitator daerah, mereka melatih di sekolah secara swadana. Di kohor 1, pelatihan di Kabupaten Serang sudah selesai melaksanakan dan dilaporkan pada triwulan sebelumnya. Selanjutnya, di Kabupaten Pandeglang Modul 4 dan Pendampingan dilakukan pada 25-26 Maret 2017 di Aula MTsN 1 Pandeglang, yang dilakukan secara paralel untuk tingkat SD/MI dan SMP/MTs. Peserta yang hadir untuk tingkat SMP/MTs ada 6 orang (6 laki-laki & 0 perempuan) dan untuk tingkat SD/MI ada 12 orang (7 laki-laki & 5 perempuan). Untuk menindaklanjuti hasil pelatihan, pada tanggal 27 Maret 2017 dilakukan pertemuan seluruh fasilitator

daerah yang bertempat di aula pertemuan MTsN 1 Pandeglang dan dihadiri oleh 32 orang yang terdiri dari 20 guru, 7 kepala sekolah dan 5 pengawas. Untuk kohor 2, pelatihan Modul 4 dan pendampingan dilaksanakan sebagai berikut yakni (1). Di Kabupaten Tangerang dilaksanakan pada tanggal 30 Maret – 1 April 2017 di Aula Dinas Pendidikan Kab. Tangerang dan dihadiri oleh 36 orang yang terdiri atas 27 guru (10 laki-laki & 17 perempuan), 2 kepala sekolah (1 laki-laki & 1 perempuan) dan 7 pengawas (5 laki-laki & 2 perempuan). (2). Di Kota Tangerang Selatan pelatihan dilaksanakan pada 5-7 April 2017 bertempat di Aula Kemenag Tangsel. Acara ini dihadiri oleh 31 orang, yang terdiri atas 21 guru (8 laki-laki & 13 perempuan), 1 kepala sekolah (0 laki-laki & 1 perempuan), 9 pengawas (2 laki-laki & 7 perempuan).
PERTEMUAN PENUTUPAN PROGRAM TINGKAT KABUPATEN DAN PROVINSI Pertemuan penutupan program tingkat Kabupaten/Kota dimulai di kohor 1 yakni Kabupaten Pandeglang pada tanggal 20 April 2017. Acara berlangsung dengan meriah di Gedung Setda lantai 2 Pemerintah kabupaten Pandeglang. Secara resmi, acara dibuka oleh Asisten Daerah II Bidang Pembangunan dan Kesejahteraan Rakyat yakni Ir. Girgiyantoro dan dihadiri pula oleh Kepala Dinas Pendidikan Pandeglang Dr. Salman Sunardi dan Kepala Bidang SD Pak Warso. Poin diskusi keberlanjutan yakni (1) Berkomitmen untuk melakukan diseminasi kepada sekolah non-mitra yang lain melalui anggaran pemerintah daerah, (2) Menyetujui Surat Keputusan untuk para fasilitator daerah Kabupaten Pandeglang, (3) Membentuk paguyuban atau komunitas fasilitator daerah agar menjadi aset bagi peningkatan mutu pendidikan dasar. Pertemuan dilanjutkan dengan Kabupaten Lebak (DBE) pada tanggal 21 April 2017, yang bertempat di Aula Pertemuan Lantai 3 gedung Bappeda Pemerintah Kabupaten Lebak. Secara resmi, acara dibuka oleh Kepala Bappeda Pemerintah Kabuapten Lebak, Ir. Hj. Virgojanti, M.Si. Poin penting dalam pertemuan ini adalah bahwa Pemerintah kabupataen Lebak mengakui peran penting fasilitator daerah yang sudah mumpuni dan terlatih untuk menjadi agen perubahan dalam pendidikan dasar. Pemerintah kabupaten Lebak melalui Bappeda mengalokasikan anggaran diseminasi kepada non-mitra sesegera mungkin. Untuk kohor 2, pelaksanaan penutupan program dimulai di Kota Tangerang Selatan pada taanggal 26 April 2017 di ruang pertemuan Pemerintah Kota Tangerang Selatan. Secara resmi, acara diterima oleh Asisten Daerah I dan Asisten Daerah III Pemerintah Kota Tangerang Selatan. Poin penting dari penutupan ini adalah (1). menindaklanjuti praktik baik melalui pengelolaan sekolah mitra sebagai sekolah rujukan dan rekomendasi di Tangsel, (2). Membuat kebijakan terkait gugus untuk guru pembelajar, (3). Menyelenggarakan gugus sebagai pusat pembelajaran melalui ketersediaan anggaran BOS/BOSDA; (3). Penunjukkan paguyuban/organisasi fasilitator daerah. Pada tanggal 27 April 2017 pertemuan penutupan program USAID PRIORITAS di Kabupaten Tangerang. Berlokasi di Ruang Wareng Pemerintah Kabupaten Tangerang, acara dihadiri oleh Bupati Tangerang A. Zaki Iskandar. Rekomendasi yang diberikan bupati dalam pertemuan itu antara lain menyusun surat keputusan (SK) untuk fasilitator daerah agar dapat menjadi agen perubahan bagi peningkatan mutu pendidikan dasar, meminta Bappeda untuk mengalokasikan anggaran diseminasi bagi sekolah non-mitra yang belum mendapatkan manfaat program dan menjadikan budaya baca sebagai program rutin/wajib di sekolah. Selanjutnya untuk Kota Tangerang (DBE), penutupan program dilaksanakan pada tanggal 28 April 2017. Acara berlangsung di aula pertemuan RM Pondok Selera. Secara resmi acara ditanggapi oleh Kepala Seksi Pendidikan Madrasah Kemenag Kota Tangerang. Rekomendasi hasil diskusi yakni mendorong Pemerintah Kota Tangerang untuk melaksanakan diseminasi untuk sekolah-sekolah di

Kota Tangerang, meningkatkan minat dan program baca di Kota Tangerang, membuat sentra guru semacam pusat belajar di tingkat gugus agar guru dapat berbagi pengalaman dan keahlian. Penutupan program di tingkat Provinsi Banten dilakukan bersamaan dengan Kabupaten Serang dan Kota Cilegon (DBE). Acara berlangsung pada tanggal 5 Mei 2017 di ruang Balairung 1 & 2 Hotel Ratu Bidakara Kota Serang. Acara secara resmi dihadiri oleh Bupati Serang, Kepala Dinas Pendidikan Kabupaten Serang, Kepala Dinas Pendindikan Kota Cilegon beserta jajarannya. Rekomendasi pertemuan antara lain (1) Dukungan program dan kebijakan terhadap program gerakan membaca untuk meningkatkan tingkat literasi; (2) Penguatan dan perluasan program peningkatan kompetensi guru baik di gugus – rayon (KKG dan MGMP), kecamatan, dan kabupaten serta dukungan kebijakan, (3) Pengintegrasian program praktik yang baik untuk meningkatan mutu pembelajaran ke dalam perencanaan strategis bidang pendidikan; (4) Mengembangkan pembaharuan yang berkelanjutan melalui kemitraan dengan lembaga lain (LPTK, LPMP, lembaga non-pemerintah lain) untuk keberlanjutan; (5) Mengembangkan sekolah ‘Mantap’ sebagai sekolah rintisan dan mendorong kebijakan dengan mengadopsi praktik baik program USAID PRIORITAS; (6) Komitmen dinas pendidikan untuk penganggaran peningkatan mutu pendidikan para guru dan tenaga kependidikan, (7). Berkoordinasi dengan LPMP untuk membuat penyelenggaraan diklat pendidikan bagi tenaga kependidikan yang mengadopsi program USAID PRIORITAS.

KEGIATAN LAIN – Koordinasi, Pelatihan Penyegaran, dan Pelaksanaan EGRA EGRA dilaksanakan di Kabupaten Serang di dua kecamatan yakni Kragilan dan Jawilan. Ada pun tahapnya adalah sebagai berikut: (1) Sosialisasi dan Koordinasi EGRA di dua kecamatan tersebut pada tanggal 22-24 Maret 2017; (2) Pelatihan penyegaran EGRA untuk asesor pada 2 April 2017 dan (3) Implementasi EGRA sebagai berikut Kecamatan Kragilan pada tanggal 3-4 April 2017 di SD Sampel yakni SDN Silebu 1, SDN Silebu 3, SDN Sukajadi dan SDN Silebu 2; Kecamatan Jawilan pada tanggal 5 April 2017 MI Sampel (MI Nurul Falah Pagadungan) dan MI Pembanding (MI Nurul Falah Bojot); Kecamatan Kragilan pada tanggal 6-7 April 2017 di SD pembanding (SDN Jeruk Tipis 4 dan SDN Sentul 3 dilanjutkan keesokan harinya di SDN Kragilan 4 dan SDN Maja.

Provinsi JAWA BARAT PERTEMUAN PENUTUPAN PROGRAM TINGKAT KABUPATEN DAN PROVINSI Inti dari kegiatan pertemuan penutupan program di tingkat kabupaten maupun provinsi adalah memperlihatkan dampak program, menyerahkan program kepada pemerintah daerah, dan mengetahui rencana dari pemerintah daerah dalam melanjutkan program PRIORITAS. Secara umum, peserta yang mengikuti kegiatan ini adalah kepala daerah atau yang mewakili, kepala dinas pendidikan beserta jajarannya, Bappeda, Dinas Perpustakaan, Badan Kepegawaian, Kantor Kemenag, koordinator pengawas, kepala sekolah mitra, fasilitator daerah, dan dewan pendidikan. Total peserta yang hadir dari 12 kabupaten dan provinsi Jawa Barat adalah 726 orang (434 L/ 292 P). Secara umum, pemerintah daerah mitra berkomitmen untuk melanjutkan program PRIORITAS. Diseminasi tahun 2017 sebesar Rp 436,080,000 untuk revitalisasi KKG & MGMP serta pelatihan kompetensi tenaga pendidik jenjang SD & SMP. Diseminasi tahun 2017 sebesar Rp 1,012,690,726 untuk pembelajaran SD & SMP, MBS SD & SMP, minat baca SD & SMP, serta peningkatan kapasitas kepala SMP. • Kecamatan Banjarsari (kecamatan mitra) akan mengembangkan sekolah model dari setiap gugus dengan mengacu kepada sekolah pembina yang juga sekolah mitra PRIORITAS yaitu SDN 2 Sukasari. • Melaksanakan pameran karya siswa (showcase) pada saat peringatan PGRI yang berpusat di kecamatan. • KKM MTs dan MI Kecamatan Panjalu, Kecamatan Panumbangan, Kecamatan Rajadesa, Kecamatan Baregbeg, akan melakukan diseminasi dengan fasilitator tambahan yang sudah mengikuti ToT. • Surat Keputusan Kepala Dinas Pendidikan Kabupaten Kuningan tahun 2017 tentang paguyuban fasilitator daerah. • Diseminasi tahun 2017 sebesar Rp 700,000,000 untuk peningkatan mutu kepala sekolah dan guru, pelatihan Rencana Kerja Sekolah (RKS) & Rencana Kerja Anggaran Sekolah (RKAS) bagi kepala SD, Pengembangan Keprofesiaan Berkelanjutan (PKB) guru SD & SMP, pemberdayaan KKG & MGMP, Pelatihan MBS dan Pembelajaran bagi pengawas, dan pelatihan budaya baca. • Keberlanjutan program PRIORITAS telah tersusun dalam Renstra dinas pendidikan tahun 2016-2020, yaitu pelatihan guru, kepala sekolah dan pengawas (SD dan SMP) setiap tahun akan diadakan dengan besaran anggaran 900 juta per tahun dan akan melibatkan 2.400 orang guru. Termasuk juga untuk buku bacaan berjenjang (B3). • Draf peraturan terkait PKB bagi guru yang menggunakan 5% anggaran sertifikasi sedang dibahas oleh bagian hukum di mana setiap guru harus mengikuti kegiatan pelatihan minimal 1 tahun 1kali melalui KKG/MGMP. 1. Diseminasi tahun 2017 sebesar Rp 350,000,000 untuk Modul 3 dan Modul 4 • Fasilitator daerah yang ada (khususnya untuk Fasilitator daerah SD – MI yang aktif) dijadikan tim khusus untuk pengembangan literasi di kabupaten. • Selain itu Perbup No. 37/2013 tentang pengembangan, pembinaan, peningkatan kompetensi kinerja pendidik dan tenaga kependidikan. Melalui kebijakan ini, Kabupaten Sukabumi menghidupkan gugus/rayon untuk melakukan peningkatan profesionalisme dalam kerangka Pengembangan Keprofesian Berkelanjutan secara mandiri dari guru oleh guru untuk guru. • Kemenag Kabupaten Sukabumi menjadikan sekolah tempat fasilitator daerah berada menjadi sekolah rujukan untuk program Buku Bacaan Berjenjang (B3). Pembentukan madrasah rujukan akan dilakukan minimal 1 madrasah per KKM. 1. DISEMINASI PROGRAM PRAKTIK YANG BAIK Pada rentang waktu bulan April - Juni 2017, di Provinsi Jawa Barat telah dilaksanakan 30 kegiatan diseminasi di Kabupaten Bandung Barat dan Ciamis (wilayah kohor-1); Kabuapten Bekasi, Cirebon, Kuningan dan Tasikmalaya (wilayah kohor-2); Kota Bogor, Kabupaten Garut, dan Sukabumi (Wilayah DBE). Ruang lingkup kegiatan diseminasi dilaksanakan di tingkat SD/MI dan SMP/MTs mulai dari tingkat kecamatan, KKG/komisariat sampai dengan tingkat kabupaten/kota. Sebanyak lebih dari 1.455 sekolah (1.147 SD/MI dan 308 SMP/MTs) dilibatkan dalam kegiatan tersebut. Sebanyak 2.295 (1.059L /1.236P) orang guru , kepala sekolah, pengawas dan lainnya hadir sebagai peserta kegiatan diseminasi. Pada tabel di bawah ini dapat dilihat perincian sumber anggaran yang digunakan dalam kegiatan diseminasi.

Pertemuan penutupan program dilaksanakan pada tanggal 27 April 2017. Renstra Kabupaten Pekalongan telah dibuat. Unjuk Karya Praktik yang Baik Program Prioritas dilaksanakan Juli 2017. Lanjutan pelatihan diseminasi Modul 4 di Kabupaten Wonosobo.
KOHOR 1, dan 2 PERTEMUAN FASILITATOR DAERAH – Modul 4 dan Pendampingan Lanjutan pelatihan diseminasi TOT Modul 4 bagi fasilitator Kabupaten Wonosobo berlangsung pada tanggal 20-21 Mei 2017, di rumah makan Sindoro Sumbing Kertek, Wonosobo. Kegiatan ini merupakan lanjutan dari kegiatan serupa pada tanggal 7-9 Maret 2017. Kegiatan ini diikuti oleh seluruh fasilitator daerah SD/MI Wonosobo baik dari bidang manajemen maupun pembelajaran yang berjumlah 17 orang (L:11, P:6). Kegiatan ini atas biaya mandiri. Hadir dalam kegiatan tersebut, Wakil Bupati Wonosobo, Agus Subagiyo, Sekretaris Dinas Dikpora, Kepala Seksi Pendidikan Madrasah, dan Kepala Seksi Kurikulum Dinas Dikpora.
PERTEMUAN PENUTUPAN PROGRAM TINGKAT KABUPATEN DAN PROVINSI Kegiatan penutupan program USAID PRIORITAS di Jawa Tengah di kabupaten DBE diikuti oleh Bupati, Bagian Hukum Pemda, Kepala Bappeda, Kepala BKD, Kepala Dinas Pendidikan, Kepala Bidang Pendidikan Dasar (Kepala Seksi SD dan SMP), Kabid PTK, Kepala Kemenag, Kasi Mependa Kemenag, Kepala UPT Kecamatan mitra, fasilitator daerah, jurnalis dan Dewan Pendidikan dengan jumlah peserta sebanyak 50 orang. Pertemuan kabupaten DBE dimulai dengan audiensi dengan bupati bersama dengan kepala dinas, bagian hukum pemerintah daerah, kepala Badan Kepegawaian Daerah (BKD), kepala Bappeda, kepala seksi Mapenda Kemenag, dan media. Tim PRIORITAS memberikan paparan dan laporan tentang capaian dan implementasi dari Program USAID PRIORITAS. Setelah audiensi selesai, kegiatan dilanjutkan di tempat lain yang kondusif untuk berbagi pengalaman praktik yang baik dengan 54

fasilitator. Hasil dari kegiatan ini adalah adanya dokumen pemetaan praktik yang baik dan rencana tindak lanjut yang dilaporkan kepada Bupati. Di kabupaten PRIORITAS, kegiatan dilakukan dalam satu waktu dan tempat dan dihadiri oleh bupati dan pejabat daerah. Kegiatan ini diikuti oleh bupati, bagian hukum pemerintah daerah, kepala Bappeda, kepala BKD, kepala Dinas Pendidikan, kepala bidang pendidikan dasar (Kasi SD dan Kasi SMP), kepala bidang PTK, kepala Kemenag, kepala seksi Mependa Kemenag, kepala UPT kecamatan mitra, sekolah mitra, fasilitator daerah, jurnalis dan Dewan Pendidikan dengan jumlah peserta sebanyak 85 orang. Kegiatan dimulai dengan paparan, demostrasi dan penjelasan tentang praktik yang baik dari implementasi kemitraan daerah dan program USAID PRIORITAS baik dalam pembelajaran, manajemen berbasis sekolah termasuk budaya baca, dan manajemen daerah. Setelah itu dilanjutkan dengan berbagi praktik yang baik antar lembaga/institusi yang didampingi. Kegiatan dilanjutkan dengan diskusi antar kelompok jenjang SMP/MTs dan SD/MI untuk membuat rencana tindaklanjut program dalam gugus atau musyawarah kerja. Hasil diskusi ini dipresentasikan di akhir pertemuan di hadapan Bupati dan acara ditutup resmi oleh Bupati. Di tingkat provinsi, kegiatan penutupan dilakukan bersamaan dengan penutupan di Kabupaten Semarang yaitu pada tanggal 9 Mei 2017. Pihak-pihak dari provinsi yang diundang yaitu kepala Dinas Pendidikan Provinsi Jawa Tengah, kepala bidang pendidikan dasar provinsi, kepala bidang Program pendidikan provinsi, kepala Bappeda Provinsi, kepala Biro Kerjasama Luar Negeri Setdaprov, kepala Biro Kerjasama Dalam Negeri Sekretaris Daerah provinsi, kepala bidang Pendidikan Madrasah Kemenag Provinsi, kepala seksi kurikulum, kepala seksi PTK Kemenag provinsi dan media. Hasil dari kegiatan penutupan di kabupaten dan di provinsi ini berupa peta praktik yang baik dari masing-masing daerah dan rencana tindak lanjut baik secara perseorangan, di sekolah, di KKG/MGMP maupun di daerah.

DISEMINASI PROGRAM PRAKTIK YANG BAIK Pada rentang bulan April-Juni 2017, kegiatan diseminasi praktik yang baik dilakukan sebanyak tujuh kali di lima kabupaten yaitu Semarang, Demak, Blora, Grobogan, dan Sragen. Jumlah lembaga yang berpartisipasi dalam diseminasi sejumlah 354 institusi dengan peserta sebanyak 676 orang (L:302, P:374). Dana yang digunakan dalam diseminasi tersebut sebanyak Rp. 609.497.500 dengan rincian dari program USAID PRIORITAS sejumlah Rp. 28.797.500 dan dari dana mandiri/BOS/APBD sebanyak Rp. 580.700.000,-.
KEGIATAN LAIN Diseminasi BOSP di Kota Salatiga dilaksanakan pada tanggal 3 April 2017 di Gedung BPTPHP Kota Salatiga. Kegiatan ini bertujuan untuk menghitung biaya operasional SD dan SMP tahun 2017. Hasil USAID PRIORITAS – Quarterly Report No. 21, April–June 2017

hitungan ini akan disampaikan kepada pemangku kepentingan pendidikan untuk mendapatkan dukungan politis agar siswa SD dan SMP mendapatkan dana tambahan selain dari BOS. Kegiatan ini diikuti oleh 169 orang (L:68, P:101). Diharapkan hasil hitungan ini akan dijadikan dasar Walikota Salatiga dalam membuat Perwali tentang Pembiayaan Pendidikan di Kota Salatiga.

KOHOR 1, 2 dan 3 PERTEMUAN FASILITATOR DAERAH – Modul 4 dan Pendampingan Pelaksanaan pelatihan Modul 4 menggunakan format pelatihan berturut-turut selama dua hari dan paralel antar jenjang dan mata pelajaran namun dengan kelas terpisah. Untuk jenjang SD/MI semua fasilitator daerah disertakan, kelas dibagi dua yaitu kelas awal dan kelas tinggi. Kelas awal fokus pada materi kelas awal, kelas tinggi memperoleh materi Matematika dan IPA (3 unit tiap mapel berdasarkan kesepakatan fasilitator daerah). Jenjang SMP/MTs dibagi tiga kelas berdasarkan mapelnya (IPA, Matematika, Bahasa Indonesia). Beberapa fasilitator daerah Bahasa Inggris dan IPS tetap bergabung di Bahasa Indonesia. Kabupaten Bone, Takalar dan Maros telah melaksanakan pada periode sebelumnya. Pelatihan di kabupaten Bantaeng, Tana Toraja dan Wajo juga melibatkan guru inti bukan fasilitator daerah dari beberapa KKG dan MGMP dengan biaya mandiri. Para pengurus KKG dan MGMP berkomitmen akan menggunakan materi modul 4 dan modul lainnya sebagai bahan KKG dan MGMP.
PERTEMUAN PENUTUPAN PROGRAM TINGKAT KABUPATEN DAN PROVINSI Kegiatan pertemuan program PRIORITAS tingkat kabupaten/kota dan provinsi telah dilaksanakan di semua daerah mitra, baik mitra PRIORITAS maupun daerah DBE. Semua unsur pemangku kepentingan dari tingkat sekolah dan tingkat kabupaten/kota (guru, kepala sekolah, pengawas, komite, UPTD, pejabat Dinas Pendidikan, Kemenag, Dewan Pendidikan, PGRI, IGI, Bappeda, BKD, DPRD, bahkan perwakilan siswa) diundang dan terlibat dalam mendiskusikan strategi keberlanjutan program PRIORITAS pasca penutupan program tersebut. Penutupan program di daerah PRIORITAS dilakukan unjuk karya praktik yang baik mini dan unjuk karya siswa, sementara di daerah DBE sebagian besar diisi dengan unjuk simulasi pembelajaran buku bacaan berjenjang (B3). Semua daerah menyatakan

program PRIORITAS memberi dampak signifikan terhadap peningkatan mutu, semua daerah berharap ada perpanjangan program atau ada program baru sebagai kelanjutan.

Rekomendasi Dinas Pendidikan akan mengeluarkan kebijakan sebagai dasar legalisasi untuk penggunaan modul/materi program PRIORITAS di semua KKG dan MGMP. PGRI akan menyusun program peningkatan kompetensi guru dan kepala sekolah yang mengintegrasikan materi PRIORITAS, khususnya modul MBS. Meneruskan penyebarluasan PB melalui KKG dan MGMP. Kepala UPTD akan mengkoordinir secara langsung implementasi program di KKG dan MKKS akan mengkoordinir implementasi modul/materi PRIORITAS di MGMP. Menanggapi berbagai masukan dalam diskusi keberlanjutan program, Bupati Maros dalam forum tersebut langsung menginstruksikan kepada Kepala Dinas Pendidikan untuk segera melakukan FGD untuk merumuskan program strategis keberlanjutan program PRIORITAS. Bupati juga menegaskan agar program tersebut termuat dalam RKA Dinas Pendidikan. Fasilitator daerah dan para Kepala UPTD sepakat melanjutkan program melalui diseminasi mandiri. Asisten II Bupati Sidrap dan Ketua Komisi III DPRD menyatakan dukungannya terhadap keberlanjutan program PRIORITAS. Ketua komisi III DPRD meminta agar tim Fasilitator daerah dan Dinas Pendidikan mengajukan program keberlanjutan dalam RKA Dinas Pendidikan Tahun 2018. Fasilitator daerah dan Para Kepala UPTD sepakat untuk terus melanjutkan diseminasi program secara mandiri. Dinas Pendidikan mengundang Fasilitator daerah untuk segera mendiskusikan rencana program tersebut. Assiten Bupati menegaskan keberlanjutan program PRIORITAS “harga mati”. Menginstruksikan Kepala Dinas segera membuat kalkulasi pembiayaan. Dinas Pendidikan meminta para Fasilitator daerah untuk mendiskusikan penyusunan program keberlanjutan. Dinas Pendidikan berjanji akan mengalokasikan anggaran minimal Rp 500 juta pertahun untuk kegiatan diseminasi mandiri. Wakil Bupati instruksikan kepada Dinas Pendidikan agar ada pelembagaan Tim Fasilitator daerah dan segera berdiskusi dengan para Fasilitator daerah untuk program keberlanjutan. Kepala Kemenag akan segera mencanangkan semua Madrasah menjadi percontohan pelaksanaan budaya baca dan literasi. Kepala Kemenag Takalar akan menganggarkan dalam DIPA Kemenag Takalar untuk memastikan agar ada pelembagaan Praktik Baik (PB) program PRIORITAS di semua madrasah.

Rekomendasi Sekda instruksikan agar Dinas Pendidikan melembagakan keberadaan fasilitator daerah dan memastikan agar para fasilitator daerah dimanfaatkan secara optimal dalam peningkatan mutu pendidikan. Dinas Pendidikan berkomitmen untuk melanjutkan semua PB, dan memastikan semua KKG dan MGMP memanfaatkan modul/materi program PRIORITAS. Sekda Tana Toraja berkomitmen melanjutkan perluasan implementasi PB melalui program sekolah model di semua gugus dan rayon. Sekda mengintruksikan Kepala Dinas Pendidikan agar membuat kelembagaan fasilitator daerah dan memanfaatkan para fasilitator daerah dalam pelaksanaan program sekolah model Dinas Pendidikan berkomitmen melanjutkan program melalui diseminasi mandiri dan mendorong para kepala sekolah untuk mengoptimalkan dana sekolah. Rekomendasi strategis tidak ada, kecuali program literasi tingkat provinsi.
DISEMINASI PROGRAM PRAKTIK YANG BAIK Dalam periode hanya kabupaten Maros yang melakukan kegiatan diseminasi. Beberapa daerah mengajukan untuk melakukan diseminasi namun disarankan melakukan diseminasi mandiri murni (tapi hingga bulan Juni belum ada yang melaksanakan kegiatan). Jumlah kegiatan 3 kali di tiga kecamatan berbeda, ada 58 SD dan total peserta 199 guru/kepala sekolah. Jumlah dana sekolah yang digunakan adalah Rp. 80.070.000, dan dana dari USAID PRIORITAS Rp 24.750.000.
