Dat blijkt uit onderzoek van Jones Lang LaSalle onder 137 kantoororganisaties met gezamenlijk bijna 400.000 werknemers.
Improving productivity and well-being employers are the main drivers behind sustainability More and more office occupiers in the Netherlands state that health and productivity of their employees are the main reasons for seeking sustainable office accommodation. This was revealed by a survey carried out by Jones Lang LaSalle among 137 office organisations, representing 400,000 employees.
Tegelijkertijd is de aandacht voor duurzame mobiliteit sterk toegenomen. Dit uit zich tevens in een opvallend sterke verschuiving in de locatievoorkeuren van kantoorgebruikers. Zo blijkt 59% nu gehuisvest te zijn op snelweglocaties, terwijl in de toekomst nog maar 30% op dit type locatie gehuisvest wil zijn. Er is steeds meer interesse voor knooppunten die zowel met openbaar vervoer als via snelwegen goed bereikbaar zijn. Meestal zijn dit OV- knooppunten, zoals stationslocaties, en ringweglocaties met een ‘hoogstedelijk’ profiel door een mix aan functies en voorzieningen.
At the same time, the attention for sustainable mobility has increased strongly. This is reflected by a remarkably clear shift in the location preferences of office occupiers. For instance, 59% of respondents are currently based at highway locations, but in the future only 30% want there. There is increasing interest in multimodal hubs, easily accessible via public transport and motorways. This normally involves public transport stations and ring-road locations, with a highly urbanised profile due to the mix of functionality and amenities.
De verhuisgeneigdheid van respondenten binnen dit onderzoek lijkt dan ook toe te nemen en zij kiezen steeds vaker voor verduurzamen van hun huisvesting door verhuizing naar verduurzaamde bestaande bouw in plaats van verhuizen naar duurzaam ontwikkelde nieuwbouw.
The respondents’ propensity to move seems to grow and they increasingly prefer to improve the sustainability of their premises by relocating to existing offices rather than moving to sustainable newbuild.
Tot slot blijkt uit het jongste onderzoek dat de markt voor duurzame huisvesting een sterke tweedeling kent. Finally, the latest survey shows a clear divide in the market for sustainable accommodation. There is increasing distinction between users already located in sustainable accommodation, having achieved their policy targets, sometimes laid out a few years ago, and users who have no (or no longer have) sustainability ambitions. Earlier surveys in 2008 and 2010 The Occupier Special - Sustainability 2013 is a follow-up to earlier surveys in 2008 and 2010. In 2013, a total of 137 office occupiers participated in the survey. Participating organisations originated from 10 different sectors, with the majority of them active in commercial services, they employed over 250 people and almost 40% of them use more than 10,000 sqm of office area.

Duurzaamheid richt zich op ‘well-being’ en mobiliteit Uit het onderzoek blijkt een verschuiving in duurzaamheidsaspecten die kantoorgebruikers belangrijk vinden. In eerdere onderzoeken uit 2008 en 2010 stond ‘energie’ steevast op de eerste plaats. Duurzaamheidsactiviteiten waren met name gericht op het reduceren van de energielasten of het inkopen van groene stroom. In 2013 is dit thema verschoven naar de tweede plaats en staat ‘gezondheid’ op de eerste plaats (tabel 1).
Sustainability aimed at well-being and mobility This survey has highlighted a shift in sustainability categories that are deemed important by office occupiers. Previous surveys in 2008 and 2010 had clearly identified 'energy' as the most important consideration. For example, sustainability activities were aimed at reducing energy costs or the acquisition of green electricity. This theme now occupies second place in the 2013 survey, with 'health' claiming first place (table 1).

That focus on energy appears to be waning, can be explained by the attention that energy and CO2-reduction has been given in recent years and by the countless measures – primarily in the form of sustainable building renovations - taken in the meantime to manage energy consumption. In its annual Office Service Charge Analysis Report (OSCAR) Jones Lang LaSalle has already shown that energy consumption is primarily reduced by using buildings in a sustainable manner, which can be arranged via a green lease.

Daarmee ligt het zwaartepunt op well-being van de medewerker op persoonlijk niveau. Het belang van de aspecten energie en indelingsflexibiliteit is minder, maar ze scoren nog steeds in de top 5.
Above all sustainable transport is becoming an increasingly important category when selecting locations. The 2013 survey gives the 'transport' factor a much higher ranking than in 2010 ( from position 7 in 2010 to position 3 in 2013). This higher position explains why there has been a major shift in the location preferences of users. Top 5 concrete sustainability measures When asked for concrete sustainability measures, users tend to primarily mention measures concerning the well-being and comfort of their employees, like a lot of daylight, visual comfort and improved internal air quality (table 2). This stresses the importance of the personal well-being of individual employees. The importance of factors like energy and lay-out flexibility is lower, but both are still in the top 5.

Shift in location preference The importance of sustainable transport is increasing. Of course other trends contribute to this like the rise of The New World of Work - whereby work places become meeting places. This causes major changes in location preferences. Within the survey, Jones Lang LaSalle has identified six location types, which have been determined by the size of the city, accessibility and the range of facilities.

Uit de gegeven antwoorden blijkt bij kantoorgebruikers een grote discrepantie te bestaan tussen het huidige locatietype en het locatietype waar ze in de toekomst het liefst zijn gehuisvest (figuur 1). Momenteel is 33% van de respondenten werkzaam op een suburbane monofunctionele locatie (type 6). Voor de toekomst kiest slechts 7% van de respondenten voor dit locatietype. Met name de grootstedelijke ov-knooppunten, zowel in het centrum van de stad, als aan de ringwegen, hebben voor de toekomst de belangstelling van gebruikers. Bereikbaarheid is een belangrijk punt in de locatiekeuze van kantoororganisaties. Het belang van goede bereikbaarheid met het openbaar vervoer zal, onder meer vanwege duurzaamheid, blijven toenemen. De voorkeur voor multimodale ringlocaties toon echter aan dat de bereikbaarheid met de auto niet per sé minder belangrijk wordt. Voor veel kantoorgebruikers blijft dit een belangrijke voorwaarde. Hoog gewaardeerde locatietypes onder kantoorgebruikers zijn onder meer zoals Rotterdam Central District en de Zuidas in Amsterdam. Het zijn locaties die ook hoog scoorden in de Ranking Kantoorlocaties 2013 van Jones Lang LaSalle.
The received answers show there is a major discrepancy between office occupiers' current location type and the location type they would prefer in the future (figure 1). 33% of respondents currently work at a sub-urban mono-functional location (type 6). However, only 7% of respondents would opt for this location type in the future. For instance, urban public transport junctions, in the city centre and on the ring-road, would be particularly appealing to users in the future. Accessibility is an important factor when companies select office locations. The importance of good accessibility via public transport will continue to increase in the future, partly due to sustainability considerations. However, the preference for multimodal locations shows that this does not mean accessibility by car will become less important. For many office occupiers this remains an important pre-requisite. The location types highly appreciated by office occupiers include Rotterdam Central District and the Zuidas in Amsterdam. These locations also scored well in Jones Lang LaSalle's Office Locations Ranking 2013.

Gebruikers kiezen voor duurzame renovatie Een overduidelijke meerderheid van de respondenten geeft de voorkeur aan het verduurzamen van de huidige huisvestingslocatie (60%). De verhuisgeneigdheid is toegenomen sinds het onderzoek in 2010, toen 70% de voorkeur had de huidige huisvesting te verduurzamen. Mogelijk hangt dit samen met het feit dat gebruikers graag op andere locatietypen zijn gevestigd. Daarnaast is een duidelijke toename zichtbaar van de groep kantoorgebruikers die bij verhuizing de voorkeur geeft aan een (ver)duurzaam(d) bestaand kantoorgebouw, van 6% in 2010 naar 19% in 2013. Ruim 20% van de respondenten realiseert verduurzaming van de huisvestiging het liefst door het betrekken van duurzame nieuwbouw. Hiermee loopt de vraag voorkeur naar duurzame nieuwbouw in 2013 licht terug.
Users opt for sustainable renovation A clear majority of respondents would prefer to make their existing office location more sustainable (60%). The willingness to move has increased since our previous research in 2010 when 70% preferred to make the existing accommodation more sustainable. This could relate to the fact that organisations would like to be located at different location types. In addition, there has been a clear increase in office occupiers who would prefer to move to an existing sustainable office building if they were to relocate - from 6% in 2010 to 19% in 2013. Over 20% of respondents would prefer to create sustainable accommodation by moving into new-build premises. This means demand for sustainable new-build properties has decreased slightly in 2013.
De verschoven aandacht naar bestaande bouw is een logisch gevolg van de huidige marktsituatie. Er is immers veel bestaand vastgoed beschikbaar en nieuwbouw is juist moeilijk realiseerbaar door beperkte financieringsmogelijkheden. Bovendien wordt het steeds eenvoudiger om bestaand vastgoed te verduurzamen door afwaarderingen in de bestaande vastgoedvoorraad, technologische innovaties en flexibelere bestemmingsplannen. Een duurzame renovatie is daardoor vaak een oplossing die eenvoudiger is te realiseren en die minder grote investeringen vraagt.

Bijna 17% van de respondenten kiest voor deze methode, waarschijnlijk omdat BREEAM de meest veelomvattende definitie voor duurzaamheid gebruikt. Zeker ten opzichte van voorgaande jaren is BREEAM bekender en populairder geworden onder kantoorgebruikers.
BREEAM most popular The majority of office occupiers do not know exactly how sustainable their existing accommodation is. Of all respondents in the survey, 58% said they do not possess an energy label or certificate or have never looked at it, while the energy label has, since 1 January 2003, been a mandatory feature in the construction, sale and rental process for residential and utility buildings. The various types of sustainability certificates, like LEED, GreenCalc or GPR, as well as opportunities based on awareness, energy-saving and intelligent building management, are still relatively unknown to office occupiers. Over 60% of surveyed office occupiers confirmed their interest in an energy label or certificate. In this case, BREAAM would be the preferred option. Almost 17% of respondents opted for this approach, probably because BREEAM uses the most comprehensive definition for sustainability. Compared to years gone by, BREEAM has certainly become more renowned and popular among office occupiers.

Tweedeling in duurzame huisvesting Kantoorgebruikers spreken zich duidelijker uit over hun duurzaamheidsambities dan enkele jaren geleden en voeren deze ook daadwerkelijk uit. Partijen zijn nu ook transparanter in hun standpunt ook als zij geen of beperkte ambities hebben. Daarmee ontstaat er een tweedeling, bestaande uit een groep kantoorgebruikers die concrete duurzaamheidsmaatregelen treft en een groep die aangeeft hierin niet te willen investeren.
Clear divide in sustainable accommodation Office occupiers are now more outspoken about their sustainability ambitions than a few years ago. In other words, users with sustainability ambitions are increasingly putting their ambitions into practice. Occupiers have also become more transparent if they have no or limited ambitions. This has created a clear divide, between office occupiers who take concrete sustainability measures and those who have decided not to invest.
Sinds 2010 verdubbelde het aantal kantoorgebruikers dat volgens eigen zeggen duurzaam is gehuisvest tot 20% in 2013. Ook is er een sterke toename van het aantal organisaties dat verwacht binnen twee jaar duurzaam te zijn gehuisvest en daar dus nu al concreet mee bezig zijn. De voornemens die drie jaar geleden werden uitgesproken, zijn daarmee grotendeels gerealiseerd. Opvallend is dat ook de groep die geen ambities heeft, is gegroeid. Deze groep heeft klaarblijkelijk de beslissing genomen dat zij niet bereid zijn te investeren in duurzaamheid, wellicht omdat het niet aansluit bij de bedrijfscultuur en zij met een focus op duurzaamheid niet onderscheidend kunnen zijn.
Since 2010, the number of office occupiers who, in their own opinion, are based in sustainable accommodation has doubled to 20% (in 2013). There has also been a strong increase in the number of organisations that expect to be based in sustainable accommodation within two years, and are already taking concrete initiatives on this front. As a result, intentions that were revealed three years ago have now, for the most part, been realised. It is eye-catching that there has also been an increase in users who do not have sustainability-related ambitions. These users have clearly identified their desire not to invest in sustainability, probably because it is not consistent with their business culture, or because focus on sustainability will not result in sufficient benefits.
De groep die binnen 2 tot 10 jaar duurzaam gehuisvest wil zijn - een antwoord waaruit valt af te leiden dat deze partijen nog geen concrete plannen hebben - is afgenomen. Deze partijen hebben waarschijnlijk geprobeerd hun huisvesting te verduurzamen, maar zijn hier niet in geslaagd. De belangrijkste reden om duurzaam gehuisvest te zijn (figuur 4) hangt samen met de voordelen van hogere arbeidsproductiviteit door verbetering van het comfort en het welzijn van medewerkers en in mindere mate met het voordeel van lagere energiekosten (energiekosten maken gemiddeld 50% uit van de servicekosten).

Probably these organisations have tried to improve their sustainability, but did not succeed. The most important reason for becoming sustainable (figure 4) has to do with the benefits of increased productivity, by improving the comfort and well-being of employees and, to a lesser extent, to the benefits of lower energy costs (energy costs make up on average 50% of all service charges).

Duurzaamheid blijft onbetwist belangrijk Het onderzoek toont aan dat duurzaamheid een belangrijk onderwerp blijft voor het merendeel van de kantoorgebruikers (71%). De bereidheid te betalen voor duurzaamheid is nauwelijks veranderd ten opzichte van 2010 en is onverminderd aanwezig (figuur 5). Twee derde van de ondervraagden is bereid 1 tot 5% bovenop de reguliere huurprijs te betalen voor extra duurzaamheidsprestaties. Dat is iets meer dan binnen het onderzoek van 2010. De bereidheid om (veel) meer dan 5% boven de reguliere huurprijs te betalen is afgenomen van 12% tot 8% van de ondervraagden. Het aantal organisaties dat niet bereid is te betalen voor duurzaamheid is, net als in het vorige onderzoek, ongeveer een kwart van de populatie. Ruim 25% van de organisaties die duurzame huisvesting momenteel niet belangrijk vinden, stellen dat dit vooral een taak is van de eigenaar. Maar bij een duurzame renovatie ontstaat een ‘splitincentive dilemma’. De eigenaar investeert in het gebouw waardoor de energielasten voor de gebruiker lager kunnen uitvallen. Soms beslist de eigenaar dat de investering noodzakelijk is om de huurder te behouden en leegstand te voorkomen, maar liever zal hij de huur verhogen nadat de renovatie is doorgevoerd. Vaak is een huurder alleen bereid om een hogere huur te betalen als de verhuurder een besparing op de energiekosten kan garanderen. Hiervoor zijn concrete afspraken nodig over duurzaam gebruik en duurzame exploitatie van de kantoorlocatie; afspraken tussen eigenaar, huurder en vastgoedmanager. Dit verklaart de toenemende belangstelling voor een greenlease. Dit is een ‘groen’ huurcontract waarin duidelijke afspraken zijn vastgelegd tussen eigenaar en gebruiker over verduurzaming, gebruiksregels, beheer en financiële verdeling van kosten en baten. Jones Lang LaSalle ontwikkelde hiervoor in opdracht van Agentschap NL de Greenlease Menukaart.

Sustainability remains of undisputed importance The survey shows that sustainability continues to be an important consideration for most office occupiers (71%). Willingness to pay for sustainability has barely changed compared to 2010 (figure 5). Two thirds of the respondents are prepared to pay between 1 to 5% on top of their regular rental price for extra sustainability benefits. This is slightly higher than the survey of 2010. The willingness of respondents to pay (much) more than 5% on top of their regular rental price has decreased from 12% to 8%. Like previous surveys, around a quarter of all respondents are not prepared to pay for sustainability. Over 25% of organisations that currently regard sustainability as an unimportant factor, state that sustainability is primarily the duty of owners. But a ‘split-incentive dilemma’ is encountered during sustainable renovations. Owners invest in their buildings, which can help to reduce the energy costs of occupiers. Owners sometimes feel such investments are needed to retain tenants and to avoid vacancy, but they prefer to increase the rental price once such renovations have been completed. Tenants are often prepared to pay higher rent for sustainability, if this will be accompanied by a guaranteed reduction in energy costs. This requires concrete agreements about the sustainable use and sustainable exploitation of office locations; these agreements must involve owners, tenants and property managers. This would also explain increasing interest in green leases, which are ‘green’ rental contracts where clear agreements are made between owners and users about sustainability, rules of use, management and the financial distribution of costs and benefits. In 2008 en 2010 bevonden veel kantoorgebruikers zich nog in een oriëntatiefase als het gaat om duurzaamheid. In 2013 blijkt dat een aanzienlijk aantal gebruikers inmiddels een weloverwogen beslissing heeft genomen om de opgestelde duurzaamheidsambities te realiseren of juist niet door te zetten.
In 2008 and 2010, many office occupiers were still in an exploratory phase in terms of sustainability. In 2013, it appears that a considerable number of users have, in the meantime, decided to execute their well-founded sustainability ambitions or to put them on the back burner indefinitely.
Duurzaamheid blijft een belangrijk onderwerp voor kantoorgebruikers, ze zijn zelfs bereid daarin - via de huurprijs - te investeren. Wel krijgt duurzame huisvesting voor Nederlandse kantoorgebruikers een steeds bredere betekenis. Het energieaspect staat bij duurzame huisvesting niet langer centraal. Met name de gezondheid en het comfort van de werknemer zijn belangrijke speerpunten. Het voordeel van de hogere arbeidsproductiviteit is de belangrijkste reden om duurzaam gehuisvest te willen zijn.
Sustainability continues to be an important topic for office occupiers; they are even prepared to invest in it by way of higher rental prices. However, sustainable accommodation is becoming an increasingly broader term for Dutch office occupiers, and focus on energy is no longer the main consideration. For instance, the health and comfort of employees has become a very important factor. The benefits of higher productivity are the main reason why users want to be based in sustainable accommodation.
Gebruikers hebben meer kennis in huis over duurzame huisvesting en zien in dat de toepassingsmogelijkheden breder zijn dan alleen energie. Duurzaamheidscertificaten om duurzame huisvesting te kunnen aantonen zijn nog geen gemeengoed, maar gebruikers hebben hier wel behoefte aan. BREEAM heeft als methode duidelijk de voorkeur. Concrete duurzaamheidsaspecten waaraan gebruikers waarde hechten, zijn onder meer een hoge interne luchtkwaliteit, voldoende daglichttoetreding, het kunnen meten en terugdringen van energieverbruik, goede bereikbaarheid met het openbaar vervoer en flexibiliteit van het kantoor.
Users are more knowledgeable about sustainable accommodation and realise that advantages extend beyond energy alone. Building certificates to demonstrate the sustainability of accommodation are not commonplace, but occupiers have a need for this. The preferred method for this is BREEAM. The concrete sustainability factors appreciated by users include high internal air quality, sufficient daylight access, ability to measure and reduce energy consumption, good accessibility via public transport and flexibility of office layout.
Als gebruikers de keuze hebben, gaat de voorkeur uit naar het verduurzamen van bestaande gebouwen. Het liefst kiezen ze daarbij voor een grootstedelijke kantoorlocatie met aansluiting op hoogwaardig openbaar vervoer (intercitytreinen) in combinatie met een goede bereikbaarheid per auto. De gewenste locatiekeuze wijkt sterk af van hoe organisaties momenteel zijn gehuisvest.
If users are able to choose, they prefer to make existing buildings more sustainable. When doing so, they prefer urban office locations that offer links to quality public transport (intercity trains) and good accessibility by car. Future location preferences vary greatly from companies' existing accommodation choices.
