Multi-Annual Programme Caribbean Netherlands 20152018 The Public Entity of Saba has indicated during the CN Week that, as for matters relating to content which specifically concern Saba, the Multi-Annual programme (MAP) underlines the importance of the island’s further development. Many projects in the area of economic development, children’s rights and poverty reduction are either in progress or will be launched. Therefore the MAP is a basis for a joint effort, the Netherlands and Saba, to increase Saba’s level of provision. The Public Entity has also expressed the wish to evaluate the CN Week and to engage a more bilateral conversation with the Netherlands. Finally, Saba is appreciative of the investment assignment which the MAP entails but it has underlined that a decision on structural financing of the maintenance costs has not yet been reached.
Introduction This is an initial integrated Multi-Annual Programme of the Cabinet and Executive Councils. This integrated programme comprises agreements on which the Cabinet and the Executive Councils have reached consensus. With this document the Cabinet and the Executive Councils of Bonaire, St. Eustatius and Saba have jointly drawn up the plans and the priorities for the coming years. The Multi-Annual Programme should ensure a more coordinated policy of the Central Government and Island Governments over a longer period of time instead of separate incidental agreements. At the same time this Multi-AnnualProgramme is a phased process, aimed at implementation in the next few years. This makes it a dynamic working document which gives the efforts and actions of the parties involved direction. This document was discussed by the Central Government and the Executive Councils of Bonaire and Saba during the CN Week of June 2015. The Caribbean Netherlands was not mentioned specifically in the current Cabinet’s coalition agreement. On both sides of the ocean this is perceived as an omission. This is partly because of the distance to the European Netherlands, physically as well as historically, culturally, socioeconomically and also juridically (divergent laws and regulations). Therefore the Cabinet and the Executive Councils of the three islands want to create a bridge between the European and Caribbean Netherlands with this Multi-Annual Programme. This Multi-Annual Programme is a dynamic document, circumstances, plans and priorities may and will change in the coming years. This Multi-Annual Programme should be regarded as a steering instrument of the government policy on Bonaire, St. Eustatius and Saba for the next few years. The Administrative Consultation on the Financial Relations (Bestuurlijk overleg financiële verhouding), presided by the Minister of Interior Affairs and Kingdom Relations (Binnenlandse Zaken en Koninkrijksrelaties, BZK) on behalf of the Cabinet, is the meeting where changes in the MultiAnnual Programme are discussed. This first version of the Multi-AannualProgramme is characterised by short-term actions on the priority themes, for which there is (incidental)
financial coverage. The cabinet and the Public Entities recognise that the Multi-Annual Programme should be fleshed out into a full-fledged policy document of the Central Government and the islands in the coming period, which will also include the financing of the implementation (see IdeeVersa report and results of Spies Evaluation Committee in the fall of 2015). This Multi-Annual Programme discusses priority themes which were established earlier (CN Week June 2014) in more detail. With this programme the first steps are made to obtain a picture of the level of provision on the three different islands in the Caribbean Netherlands. It can also be used to make an integrated assessment in government policy regarding inhabitants of the Caribbean Netherlands. This particularly applies to the important themes economic development, poverty reduction and children’s rights. The urgency of the issues – in addition to the limited possibilities of the Public Entities – call for this joint action programme. The development of Bonaire, St. Eustatius and Saba is stagnating. Being part of the Netherlands for nearly five years has not brought the inhabitants of the Caribbean Netherlands the prosperity which was expected. It feels like the progress made in terms of healthcare and education among others is at risk due to the lagging socio-economic development. This leads to unrest among the population. This Multi-Annual Programme dovetails with the recommendations of the Van Gastel/Thunnissen/Johnson committee, and the Cabinet’s view thereon which was accepted by the Dutch House of Representatives and Senate, to realise a better coordination and alignment with the islands on the part of the Central Government. The renewed role of the Kingdom Representative as liaison officer is also reflected well in the programme: the connecting link between the Central Government and the three Island Governments concerned in the Caribbean Netherlands vice versa. In this respect it is of great importance that government policy dovetails with the policy of the island government and thus strengthens and supports the island administration. Economic developments, poverty reduction and children’s rights are responsibilities of the Executive Councils and the Central Government together. The Cabinet and the Executive Councils are of the opinion that policy, and laws and regulations should take more account of the specific circumstances on Bonaire, St. Eustatius and Saba. There are considerable cultural and socio-economic differences with the European Netherlands and also differences between Bonaire, St. Eustatius and Saba themselves. The insular nature and the small scale of the islands sometimes require other solutions, also between the islands themselves. The Cabinet and the Executive Councils have the ambition to realise improvements in the socioeconomic area mainly. Not infrequently local initiatives are better than blueprints from The Hague. The Cabinet and the islands will therefore look for local solutions more often than they are doing now. Differentiation between the European Netherlands and the Caribbean Netherlands, but also between the islands themselves, is sought emphatically, where it leads to better and/or more efficient solutions. Both parties commit themselves to work on this actively by engaging a conversation with each other at an as early as possible stage to discuss the existing wishes. Here too the Kingdom Representative acts as an important link.
This Multi-Annual Programme serves as an umbrella for initiatives, on which consensus was reached in the Cabinet and with the Executives Councils. As a result, the emphasis in this document lies on matters which jointly apply to Bonaire, St. Eustatius and Saba, where the differences between the three islands are considered as much as possible. In addition, the three islands have their own development plans, in which the island needs and wishes are formulated and are the starting point for the Executive Councils. These island Multi-AnnualProgrammes also clearly show that the islands make an own contribution and as such invest in economic development, poverty reduction and children’s rights themselves. The design of this MultiAnnual Pprogramme is realised in consultation with the Executive Councils in order to realise a proper design for the island development plans as well. The Central Government and the Public Entities have agreed that the Central Government will work integrally with the Public Entities and the Central Government will sufficiently ensure a bottom-up approach. At the commencement of its term of office the Cabinet has set the task for itself to build bridges between the European Netherlands and the Caribbean Netherlands in order to strengthen the mutual connection, the optimism and the power of the Netherlands. The Cabinet and the Executive Councils of the Public Entities are convinced that this Multi-AnnualProgramme and the island development plans will build an important bridge across the Atlantic Ocean to the inhabitants of the islands Bonaire, St. Eustatius and Saba.
Focus on social security by promoting economic development, poverty reduction and fleshing out children’s rights. Focus 1. Economic development The ultimate objective is to obtain sustainable economic development which will enable the islands to grow further by their own efforts and thus contribute to a decent level of prosperity and provision. In the end economic development is the most effective and sustainable instrument to achieve higher prosperity for the citizens and to reduce poverty. Increased business activity will eventually lead to a further raise in the (minimum) salaries, as a result of which more families will rise above the poverty line. The economies of the islands currently are weak and have a base which is too narrow. Broadening the economic base, strengthening entrepreneurship and improving the infrastructure, facilitating entrepreneurship are areas on which the Cabinet and the Public Entities want to focus their efforts. This can be accomplished by stimulating and strengthening the following three main themes: 1. Organising the basic infrastructure properly (affordable and reliable). 2. Stimulating entrepreneurship and a favourable climate to establish businesses. 3. Organising important preconditions such as (own) provision of food, rigid fuel market, proper touristic infrastructure and promoting a sustainable use of the nature. Within the framework of the aforementioned main themes, the Cabinet and the Public Entities have launched the following concrete activities in several economically important sectors:
Organising the basic infrastructure properly: 1. The energy supply is crucial infrastructure for the economy of the islands. Energy should be reliable, affordable and clean. The Cabinet aims to bring the costs for basic services such as water and energy, as far as they are related to scale disadvantages of the networks, to the same level as those in the European Netherlands by means of operating and investment subsidies. Since 2012 the Ministry of Economic Affairs (Ministerie van Economische Zaken, EZ) in cooperation with the islands has been working on the improvement of the supply of electricity and will continue these efforts, among others via investment aid for sustainable energy on the two Windward Islands. The BES Electricity and Water Act (Electriciteits- en waterwet BES) will (provisionally) come into force for all islands as of 1 January 2016. The purport of this bill is the regulation of a reliable, sustainable and affordable supply of electricity and drinking water of proper quality on Bonaire, St. Eustatius and Saba. The bill comprises several guarantees to realise a better governance structure. Furthermore, the bill contains a subsidy base for the network component of the electricity rate. The possibilities for the reduction of the subsidy for the electricity network may differ per Public Entity. EZ and the Public Entities together evaluate at least once every two years whether reduction is possible and if so what kind. The objective remains an affordable supply of electricity, where the network component in the electricity rate equals the level in the European Netherlands. 2. Telecom is also very important infrastructure for the islands. During the next few months market regulator Agentschap Telecom (AT) will make a proposal for the spending of a surplus of over 2.5 million euros on the CN balance sheet of AT. On the basis of the founded proposals from the market, monies from the balance sheet can be made available. Assessment criteria in this matter are the increase of quality and speed of the services, the improvement of the infrastructure or coverage, or the realisation of specific services such as free Wi-Fi at certain locations. In addition, EZ will have a coordinating and stimulating role as regards a possible role of KPN on CN. 3. Saba applied for a non-interest bearing loan of $ 2.5 million for the maintenance of the road to the harbour. The College for Financial Supervision (College financieel toezicht) (CFT) issued a positive advice for this application. Meanwhile coverage has been found on the budget of the Ministry of Infrastructure and the Environment (Ministerie van Infrastructuur en Milieu, I&M) to grant this non-interest bearing loan. Stimulating entrepreneurship and a favourable climate to establish businesses 4. In the area of entrepreneurship EZ has been making efforts aimed at strengthening the Chambers of Commerce since 2010. In addition, two financing instruments have been made available, which however are hardly being used, while obtaining credit on the islands is still very difficult and expensive or is not possible at all because banks refuse to cooperate. After consultation with the Public Entities of Saba, St. Eustatius and Bonaire, efforts are being made from the side of EZ focused on extra coaching and support of (startup) entrepreneurs and bringing guarantee schemes and the advantages of the use thereof by the bank to the attention of trade and industry. EZ will draw up a list of financing instruments (and their requirements) which are available or could become available.

The Dutch organisation Qredits and the Public Entity Bonaire will sign an agreement which will contribute to strengthening entrepreneurship on Bonaire. The objective of the plans of Qredits and the Public Entity Bonaire (municipal council) is to extend approximately 25 (micro) credits, support 125 prospective entrepreneurs in setting up their own business and offer 125 pupils the ‘Ik word Eigen Baas’ (I will become self-employed) training programme in 2015/2016. Apart from supporting start-up and existing entrepreneurs of the island, efforts should also be made aimed at attracting/facilitating new investments and business activity (partly with the use of PUM Netherlands senior experts (Programma Uitgezonden Managers)) from outside the island as well. Potential investors should be able to talk to policymakers quickly, where questions are answered promptly and accurately (a role like NFIA has in the European part of the Netherlands). NFIA (NL Foreign Investment Agency) is prepared to organise its bi-annual (internal) regional team meeting on Bonaire in the spring of 2016. Following this meeting it is the wish to organise a training programme on the acquisition of business activity for CN. The countries of the Kingdom will also be invited to participate. EZ will urge the Ministry of Foreign Affairs (Ministerie van Buitenlandse Zaken, BZ) to share the information and the agenda of the trade missions with Bonaire, Saba and St. Eustatius by default. In the area of trade facilitation, BZK has had research performed which provides an understanding of the experiences, needs and obstacles of companies in their trading activities with Latin America, both in the Netherlands and the Caribbean parts of the Kingdom. The research also paints a global picture of the existing organisations, instruments and facilities aimed at trade facilitation, particularly for the trade activities with Latin America. Based on the results and the consultation with parties involved (commissioners, companies) the follow-up will be determined. EZ and BZK will make efforts to shape this follow-up. The objective is to jointly formulate concrete follow-up steps, where economic cooperation, removing trade barriers and harmonising economic policy are the central focus. Saba and St. Eustatius (and Bonaire) are requesting a study into the creation of an incentive fund to attract private investors. They are also asking for attention for the fact that there still is only one bank on the island, which should not be deemed desirable on competitive grounds and in view of the quality and costs of services. In this framework EZ is making efforts to interest Dutch banks in establishing themselves in the Caribbean Netherlands. The priority of Bonaire lies in the further strengthening of the Chamber of Commerce and it emphasises the addition of the element of entrepreneur support and attracting/facilitating new investments. This initiative is called the Bonaire Trade & Investment Board, for which BZK has made funds available. Safeguarding the initiatives by making efforts aimed at coaching/support of local employees to perform the work is crucial in this matter. During the visit of the SG of BZK and the SG of Finance in October 2014 a commitment was made to perform research into the cost-of-doing business (investment climate) in cooperation with EZ, Bonaire, St. Eustatius and Saba. This research will take place in the fall of 2015, in which Curaçao and Aruba will also be involved. This research will provide input for further consultation with for instance Finance (tax burden) and the Ministry of
Social Affairs and Labour (Ministerie van Sociale Zaken en Werkgelegenheid, (SZW). If possible this research will dovetail with an ongoing initiative of Curaçao, to create a website with information about the costs for businesses on the various islands in the region. In this framework EZ supports Bonaire, St. Eustatius and Saba during talks about measures aimed at facilitating investments such as investment deduction/ABB measures. Organising important preconditions: 10. A well-supported economic policy is the basis for economic development. EZ is making efforts to provide technical support to strengthen economic expertise at the relevant directorates. 11. In the area of tourism Bonaire is currently aiming for a well-supported tourist policy which gives the efforts direction. In 2015 Bonaire will start with the development and implementation of a Strategic Tourism Plan. In addition they are working on specific job programmes in the area of tourism in order to be able to offer the local population an appropriate education and later on an appropriate job within the hotel and catering management industry. St. Eustatius indicates that the economic development of the island is closely related to the development of tourism in particular. Attracting and facilitating more (different kinds of and high-quality) recreational accommodation services is deemed to be necessary for this purpose. In this framework St. Eustatius also asks attention for expansion of daily (tourist) flights between St. Maarten and St. Eustatius. Since the beginning of this year Saba has been participating in a so-called sustainable tourism Green Deal. First step is a Green Sustainable Tourism Review Assessment which is to be performed in the first half of 2015. Several tourist destinations will be tested for their sustainability as destination in this Green Deal. 12. Stimulating the cultivation of food on Bonaire and St. Eustatius themselves instead of expensive imported products needs considerable attention. It offers educational opportunities, employment, training packages at schools and afterwards income. A Rural Development Plan has been drawn up on Bonaire for this purpose, with projects in the start-up phase. The Agricultural Economics Research Institute (Landbouw Economisch Instituut, LEI) is making an inventory of the food offered on the islands. EZ will implement the results of the LEI research together with the islands. Developing and stimulating the fishing industry will contribute to the promotion of the food supply and economic development on the islands. EZ is working together with the islands to strengthen fishery on the islands. The Fisheries Committee has been established as an advisory body for the optimisation of economic growth in the fishing industry and a sustainable use of the natural resources. 13. In the area of nature, the agreed strategic objectives from the nature policy plan will be pursued in the coming years. This requires a flexible approach for the islands. 14. It is important to always take account of the labour market perspective in the implementation of the aforementioned measures. In areas where a need for workers is expected, the link with the supply side of the labour market should be established as early as possible. Through the Council for Education and Labour Market (Raad voor Onderwijs en Arbeidsmarkt, ROA), SZW and the Ministry of Education, Culture and Science

(Ministerie van Onderwijs, Cultuur en Wetenschap, OCW) and the Executive Councils are actively making efforts for a better transition from (vocational) education into the labour market by developing a labour market policy. Currently this transition is not always optimal, as a result of which the local labour supply remains on the margins. For this purpose OCW has installed the Council for Education and Labour Market CN (Raad voor Onderwijs en Arbeidsmarkt Caribisch Nederland, ROA CN). OCW will involve the Public Entity Bonaire (Openbaar Lichaam Bonaire, OLB) when drawing up the 2016-2020 education agenda when it concerns matters which promote the transition into to the labour market. The monopolistic nature of the economy of the islands has a significant impact on the possibilities for economic development. In a number of areas (self) regulation has already been introduced, for example price policy for basic products and a regulating framework for the costs of energy and water, in order to keep the prices on the islands affordable. The idea for a public supermarket of St. Eustatius may also be considered. A matter of concern are the ever increasing costs of the accessibility of the islands (by air or water). The rising transportation costs do not only lead to higher prices for products and curb touristic growth, they also cause the social isolation of inhabitants of the Caribbean Netherlands to increase. Therefore, as regards the accessibility, the Central Government together with Saba and St. Eustatius will investigate whether access to the Windward Islands mainly can be improved and can be made cheaper, particularly for the target groups which cannot afford the rates. In this connection the Ministry of Health, Welfare and Sports (Ministerie van Volksgezondheid, Welzijn en Sport, VWS) will be involved as well, which in the framework of medical referrals abroad has a direct interest. St. Eustatius can be made more attractive for tourists by recovering and using the cultural capital on the island. The Cabinet and the Public Entities are working together to protect the material and immaterial heritage (particularly in Lower Town and the historical centre of Oranjestad) and to make it accessible to tourists. In addition, the historical importance of St. Eustatius should also be brought more under the attention of (among others American) tourists. In the area of aviation I&M pursues the agreements which were reached in 2012. Approved Master Plans are being executed for the renovation of the airports on Saba, St. Eustatius and Bonaire, in which the central focus is that they meet the minimum international regulations for safety (International Civil Aviation Organization, ICAO). The harbours are important for the islands. The Minister and the Island Government have meanwhile signed letters of intent. I&M will invest in the harbours of Bonaire and Saba. It is I&M’s intention to free 3 million euros for the harbour of Saba and 9 million euros for the harbour of Bonaire. EZ will support Bonaire actively by means of expertise during the formulation of business cases concerning the harbours. St. Eustatius indicates that it wishes to offer the ministry its input regarding the possibilities for the relocation of the shipping harbour. The structural financing will be included in the translation of the results of the study into the free distribution by IdeeVersa (see hereafter). It has been agreed in the Administrative Agreement of 22 April 2010 that the Central Government will provide resources for the maintenance of the infrastructure on Bonaire on

the basis of long-term maintenance plans. For 2015/2016 it is I&M’s intention to make 3 million euros available for roads as part of the neighbourhood approach project. Bonaire and the Cabinet aim for a structural solution for the current infrastructure and environmental orders in conformity with the agreements which were reached during the 2014 CN Week (I&M). The Cabinet has undertaken to make its point of view regarding the agreements of 22 April 2010 known before the 2015/2016 turn of the year. Together with the islands I&M and the Dutch Land Register will examine the possibilities to improve the registrations of real property, geographical information and information provision. In the area of environment I&M will continue with several projects which are prerequisite for the economic development, i.e. further improvement of waste management, stimulation of environmental measures at companies by means of the implementation of the granting of licences, supervision and enforcement and the limitation of adverse consequences of hazardous substances for the environment. When the initiatives are taken by the Central Government, it is stated on which laws and policy they are based.
Focus 2 Poverty reduction The poverty issue in the Caribbean Netherlands is major compared to the European Netherlands. Poverty is mainly caused by low incomes and high prices. Poverty is also reflected in the area of healthcare (consequences of the lack of healthy food, diabetes and obesity are common illnesses) and security (crime, youth issues). For the Islands Governments this is a key priority. Addressing the direst need immediately is at the top of the agenda. Instinctively the negative effects are intensified by recent amendments in laws and regulations in healthcare, although the implementation allowed for a lengthy (3 years) transition period at the time. In a poverty analyses which was performed in 2012 by order of SZW, respondents indicated the people earning the legal minimum wage have difficulty making ends meet. A recent budget survey performed by Nibud by order of the Public Entity Bonaire confirms that picture. Reducing poverty without simultaneously stimulating economic development will alleviate the problems of today but it does not offer a solution in the long term. Poverty reduction should offer a structural solution and this requires at least economic development (see the measures for this purpose). At the same time it is widely agreed that the poverty issues on the islands are major and that the dichotomy in the Caribbean society is real. All parties involved recognise that this problem should be addressed urgently by the Island Government and the Central Government together. Therefore the Cabinet emphasises several tracks: • The first track is curbing the costs of basic services (in view of the purchasing power of citizens, which will also contribute directly to poverty reduction). Please refer to the measures which have been described above under economic development (among others about utilities), among others. • The second track regards the details of the development plans which were drawn up by the islands. The development plans comprise the full scope of the relevant themes and as such

touch the policy area of nearly all departments. The common main goals can be found in this Multi-Annual Programme. The third track comprises the improvement of the transition from education into the labour market in order to increase the opportunities for local workers. The fourth track relates to the possible improvements in the social system. An administrative consultation memorandum has meanwhile been prepared for this purpose, which will be discussed in further detail during the 2015 CN Week.
The Cabinet and the Public Entities propose the following measures: 1. The development plans of the islands emphasise a social component with poverty-related proposals and measures. The implementation of the Bonaire integrated neighbourhood approach project continues unabatedly, for St. Eustatius the poverty policy preliminary memorandum is relevant. Part of the plans will be implemented from the integrated approach project monies, where the necessity of a more structural approach is felt. In virtue of their duties the islands mention, among others, debt restructuring relating to rent arrears, assisted living facilities and elderly day care, care for teenage mothers, school administrators, extension of child day care and after-school care, extension of training courses for adult education, sports facilities/playgrounds, facilities for addiction care, sheltered housing for persons aged 18-27 years, refurbishment and expansion of the social housing stock, installation of a public swimming pool (Saba), food support (St. Eustatius) and support for policy development/training of civil servants (Saba/St. Eustatius). 2. For the social sphere there is financial leeway in the coming period for government funding because resources from the separation of property of the former Sociale Verzekeringsbank Nederlandse Antillen which, which belong to the Netherlands were released. Since this money was generated on the island in the past, in addition to the urgency of the problems in the Caribbean Netherlands, these resources – subject to the approval of Parliament – are entirely due to the islands. It appears that the proceeds are sufficient to honour a significant part of the investments in the social sphere, which are deemed desirable by the islands, in addition to appropriation for (improvement of) the execution of duties by the Central Government in the Caribbean Netherlands. It concerns a total of $ 13 million, which can be used for island measures and government tasks in the Caribbean Netherlands. The one-off nature of the available resources does imply that any structural costs (maintenance and the like) are a point of attention in the elaboration. 3. Investments, especially those in infrastructure, should be combined with the creation of extra/new employment. Education and the demand for workers should be fleshed out in the form of an investment on social return. The challenge is to ensure that employment (newly created jobs as well as job vacancies arising from ‘migration’ in the labour market) comes as much as possible to the benefit of local workers (trainings, internships and employment support). The Public Entity has a legal task of job placement. The execution of this task is reasonable on Bonaire, moderate on St. Eustatius, while on Saba, considering its small scale, organisational anchoring of this function is lacking. The improvement of infrastructure for employment support and job placement is a precondition for adequate

matching of (local) supply and demand of labour during the implementation of the development plans. ROA is in charge of the synchronisation of education and the labour market in the Caribbean Netherlands. ROA CN assesses the labour-market relevance of trainings and should ensure the availability of sufficient training companies. ROA actively aims to realise collaboration between the education sector and the corporate sector. This for example is effected via match-making meetings on the three islands. ROA has also had research performed into the labour market in the Caribbean Netherlands, from which various actions ensue for all parties involved. The Cabinet is preparing legislation for the implementation of a child benefit allowance. They aim for a commencement data as of 1 January 2016, as requested in a motion during the parliamentary discussion of the 2015 SZW budget. In October 2014 a joint study was launched with the Public Entities, at an administrative level, into the bottlenecks and points of improvement in the Caribbean Netherlands social security system. This study runs parallel with the evaluation, so roughly until the fall of 2015. Using the current system as a starting point, an analysis is made of the bottlenecks and points of improvement. During the analysis the protection level of the system in terms of coverage (scope), also taking into account costs and activating effect, are emphasised. The intended outcome of the study is a shared view of the bottlenecks and promising solution directions for the development of the system in the coming years (Bonaire has noted that it strives after a comprehensive social security system as of 2017 but prioritisation and phasing are inevitable). The input of the islands in the debate about the social security system proves that based on the question ‘where are the gaps or problems in the system?’ there is a need for a wider approach: this for example includes the aliens immigration policy, extension of credit, housing benefit and WMO (Wet Maatschappelijke Ondersteuning; Social Support Act) facilities for elders. The Central Government and the Public Entities are discussing the organisation of a work conference (led by BZK) regarding this broad issue. The levels of the legal minimum wage and the benefits annually move in line with the development of the consumer price index figure. In addition CBS is working on statistical information about the (socio-)economic situation of the islands, on the basis of which a more fundamental analysis of the levels may be performed. The three islands have indicated on several occasions that they consider the current levels to be unacceptable and propose to raise the benefits for single persons who only receive AOV (government pension) and an income support benefit by $ 200.00 as soon as possible, in advance of the results of the analysis. Saba additionally has indicated that they have talked to local employers, at the request of SZW, and have reached an agreement on the level of the minimum wage on Saba. The SZW State Secretary adheres to decision-making after analysis of the CBS figures (income statistics in particular, of which the first results have recently become available). Further to the preliminary figures of the CBS income statistics, the SZW State Secretary will, in the framework of the 2016 budget, deliberate a decision to raise the legal minimum wage and the benefits by 6.5% for Saba and by 4% for St. Eustatius as of 1 January 2015, on top of the inflation correction. At this moment the

income statistics do not lead to an increase for Bonaire, The step to be taken as of 1 January 2017 will be decided upon in 2016. Having heard the input of the Executive Councils, the State Secretary will decide on the additional benefit increase as of 1 January 2016. The State Secretary is deliberating an additional package of approximately € 300,000.00. The Executive Council of Bonaire will engage talks with social partners on the island about the level of the legal minimum wage. The SZW State Secretary would like to assist in these talks, if required. The SZW State Secretary undertakes to set a benchmark for subsistence protection. The SZW State Secretary will investigate internally how support from SZW can be organised regarding issues from the Public Entities which are related to defining the island poverty policy. In 2015 CBS will repeat the comparative research of 2010 into the relative price levels of consumer products on Bonaire, St. Eustatius and Saba. This research is the basis for the revision of the allowance derived from the relative price level pursuant to article 7b of the BES General Retirement Insurance Act (Algemene Ouderdomsverzekering (AOV) BES). A study into relative rents is planned in connection with this. Depending on the reliability and the comparability of this study, the SZW Secretary may decide whether or not to include this component in the determination of the abovementioned AOV allowance. SZW will increase the income threshold for special income support from 110% of the highest income support level to the WML (Wet Minimum Loon (Minimum Wage Act)) level. Part of the population does not avail themselves of regulations (such as special income support) which they are entitled to. As of mid-2014 extra efforts have been made regarding communication, which resulted in an increase in the number of general and special income support grants. For each individual island SZW is in consultation with the parties involved about how a joint more active approach towards citizens can be structured. Where appropriate and within the boundaries of the available capacity, the implementation itself will seek out the citizen instead of the other way around. The collaboration in the implementation of the Central Government and island organisation will be synchronised further where possible. For each individual island SZW is in consultation with the parties involved about how this can be structured. An example is collaboration and synchronisation in the field of application procedures (special income support for example). Relevant information and best practices will be mutually shared. The ABB rate was set at 6% for the Windward Islands during the first five years after the transition and could automatically increase to 8% in 2016 without an amendment of the law. The results of the evaluation could possibly indicate another rate. Since the results of the evaluation will become available too late for the introduction of a new rate in 2016, it will be examined during the August decision-making how to deal with this. It is possible that the lower rate of 6% will be extended for another year, so that the results of the evaluation can be taken into account. BZK and the islands will make joint efforts aimed at an affordable housing market. In this process mortgage guarantee, subsidy for landlords and subsidisation of the unprofitable top of newly constructed social housing are essential. BZK has previously undertaken to
introduce a mortgage guarantee. Unfortunately this project experienced some delay but the undertaking remains fully effective. Now the objective is introduction in the first half of 2016. The importance of subsidy for landlords and the subsidisation of the unprofitable top of newly constructed social housing is also included in the research report of IdeeVersa. BZK endorses the importance of these tools in order to be able to execute the island tasks in the area of housing. A political decision (cabinet opinion) on the increase of the free distribution has to be taken. The realisation of an affordable and sustainable housing market also requires a proper system of laws and regulations, which includes a system of allocation of housing, setting rents and granting subsidy for landlords. At the request of Bonaire, BZK and the OLB have jointly been working on a new act and related island ordinances for some time now. Also for Saba and St. Eustatius BZK has offered to provide technical support in drafting the island ordinances. The aim is to submit the legal text to the islands for consultation in October. 18. To Bonaire it applies that as regards the level of the subsidy for landlords in addition to the calculations by IdeeVersa, the OLB will submit own calculations (drawn up in cooperation with Nibud) to BZK, which BZK will take into account in the decision-making. After further elaboration of the new-construction plans BZK will examine whether increase of the incidental contribution of € 500,000.00 which was undertaken earlier, is possible. Concerning the legislation process BZK will work closely with the OLB and as regards communication the Public Entity Bonaire will draw up a plan in the coming period. BZK is looking for useful examples for support. 19. Saba specifically asks attention for the construction of social housing. The construction of houses on Saba is very expensive. On the one hand because there hardly is one piece of level land on the island and on the other hand due to the need for hurricane-resistant construction. The high construction costs also affect the rental price, which people with a low income can barely afford. This also has consequences for the social housing foundation which currently is technically bankrupt. Intensive consultation between BZK and Saba about this topic will be continued in 2015. BZK will make 600,000.00 euros available for new construction on the condition that an agreement is reached between the Public Entity and Woonlinie about new construction and the management and maintenance of the existing social housing.
Focus 3 Children’s rights In 2010 Unicef launched a study into the situation of children in the Caribbean Netherlands (CN). The reports show that considerable improvement is still required on Bonaire, Saba and St. Eustatius to make it possible for children to grow up in a protective environment, to have sufficient facilities so that children can develop themselves and can participate in the family, neighbourhood, at school and in society. Since 10-10-10 the necessary improvements have been realised in the areas of healthcare, education and security. These are improvements which undeniably have a positive impact on the wellbeing and health of children.
The Taskforce Kinderrechten en huiselijk geweld (Taskforce CN (Children’s Rights and Domestic Violence Taskforce)) which was established during the 2014 CN Week, is responsible for the drafting of action plans per island and the set-up of a domestic violence approach. With the support of Unicef – in the person of Nils Kastbergen - the Public Entities have had roundtable talks with various stakeholders from society about the children’s rights action plan. .The input from these talks was for the action plans and offers starting points for the involvement of the stakeholders/society in the follow-up phase of the implementation of the action plans. In order to give impetus to the improvement of children’s rights in CN, an amount of 3 million euros has been made available for the years 2015-2017 by amendment by the Dutch House of Representatives. For the purpose of addressing domestic violence VWS and the Ministry of Security and Justice (Ministerie van Veiligheid en Justitie, VenJ) have budgeted structural resources for the set-up and execution of addressing domestic violence. Addressing domestic violence should eventually lead to ratification of the Istanbul treaty in CN. The Taskforce CN has set the following priorities: 1. Making the family the central focus; 2. The role of parents in child-rearing; 3. Prevention of violence against children; 4. Safety net/creating meaningful leisure; 5. Preconditions for the safeguarding of children’s right 6. Housing of families. An analysis per island of the situation regarding these priorities can be found in the action plans of the islands. BZK has undertaken to approve the children’s right plan of campaign by September 2015 at the latest. The plan of campaign of the islands is the basis for further decision-making. Apart from decision-making on the proposed measures, the implementation of the measures and how the resources will be made available also need to be discussed. In addition, the sequentiality and planning of the islands should also be examined. In November 2012 the Kingdom of the Netherlands signed the treaty of the Council of Europe concerning the prevention and suppression of violence against women and domestic violence. The objective is to make the Treaty applicable in the Caribbean Netherlands as well. In order to investigate the consequences of the implementation of the treaty for addressing domestic violence and violence against women on Bonaire, St. Eustatius and Saba (the BES Islands/Caribbean Netherlands), Regioplan performed an exploratory study. This study was performed by order of the Ministry of Health, Welfare and Sports (VWS) and the Ministry of Education, Culture and Science (OCW). The impression exists that, compared to the Netherlands, domestic violence on the islands often concerns more serious forms of physical violence. The prevalence of domestic violence is persistent and is closely linked to poverty and housing issues on the islands. It also is related to
the lack of family planning, coarse manners and the culture (of child-rearing). The current approach for addressing domestic violence is fragmented and insufficiently intensive. Therefore addressing domestic violence should not be separate from the broad-based approach for addressing social issues. The researchers have described the building blocks for basic actions. Therefore there is a broad base for these actions. The Taskforce Kinderrechten and huiselijk geweld CN is responsible for drawing up action plans per island and for the set-up for the approach to address domestic violence. The three islands all have deliberated the domestic violence theme in a different way within the Children’s Rights Action Plan. The Cabinet and the Public Entities have (already) decided on the following measures for the children’s rights action plans of the islands: 1. Improvement of housing for families. Cramped and bad housing have a strongly negative impact on the development and rearing of children. The Minister of the Housing and Central Government Sector (Wonen & Rijksdienst, W&R) has made a financial contribution available to realise better housing for families. It should be examined in the coming period whether this financial contribution will suffice and if this is not the case, how resources should be found to further improve the housing situation of children. 2. There is support for a transfer of the collection of child support from the Guardianship Council to the tax authorities. As child support will be collected (better), the receiving parent can use this for the benefit of the child. 3. Further to the regional plan report, the Ministries of VWS V&J and BZK have drawn up an implementation plan together with the Public Entities to address domestic violence. The implementation of this plan was started in 2015. 4. The Public Entities will be supported in the realisation of structural collaboration between the agencies of the Central Government and the Public Entity on the islands which offer facilities aimed at the development of and care for children (and their parents). In that connection, the possibilities offered by the comprehensive school ‘brede school’ concept will also be examined. 5. In accordance with an existing agreement, the Central Government will make a financial contribution of approximately 1 million euros to making improvements in the area of child day care and another 1 million euros for the new construction of a child day care section attached to the Brede School on Bonaire. 6. A financial contribution has been made available from OCW for participation of the islands in the WE CAN Young campaign (part of the WE CAN End All Violence Against Women campaign). The campaign was launched in 2014 and will be repeated annually. 7. V&J will draw up a judicial youth policy agenda in 2015 for the years 2016 and next. Judicial youth policy comprises both civil and penal law. An implementation plan has been drawn up for the implementation of the The Hague Convention on the International Protection of Children (Haags Kinderbeschermingsverdrag, HKBV), International Child Abduction (Internationale Kinderontvoering) and International Foster Care (Internationale Pleegzorg). The approach is implemented by the Central Authority in
consultation with the chain partners. The BES Guardianship Council has also been notified of this. In August 2014 the procedure of (cross-country) adoption (among others) was discussed with the Guardianship Council. 8. V&J has appointed a process manager to implement the safe house model on Bonaire – where the concept of direction, consultation and an integrated procedure are the central focus. 9. Several institutes of the Central Government such as the Expertise Center for Educational Care (Expertisecentrum Onderwijszorg), the Centres for Youth and Family and the Guardianship Council can realise better and more efficient cooperation. The departments which are involved the most (VWS, OCW and SZW) are critically examining the possibilities.
Focus 4 Support of Administrative Development The Cabinet and the Public Entities have their own responsibilities. The Island Governments are strongly dependent on Central Government resources as regards financial resources. Like Dutch Municipalities, Public Entities may only levy a limited number of taxes stipulated in the law, of which land tax and tourist tax generate the principal returns. Otherwise, the Public Entities are dependent on the Central Government resources by means of a free distribution from the BES fund or special-purpose grants from departments. The Public Entities are not allowed to borrow monies and solely line departments are allowed to grant (non-interest bearing) loans. Needless to say, financial means are limited at this juncture. This affects the possibilities of the Public Entities to invest in their (administrative) system. The implementation capacity and the extent to which the Public Entities execute their duties and responsibilities properly needs attention. Talks with public officials and Commissioners of the Public Entities have shown that there is a need to commence strengthening the Island Government in advance of the result of the evaluation of the constitutional structure. This regards both the civil service and the quality of the harmonious cooperation between the service and the Commissioners, which leaves considerable room for improvement. The Island Governments are insufficiently equipped to deal with all opportunities and threats which they face. The small scale of the islands makes is virtually impossible to recruit all required administrative and civil capacity from their own ranks. The development of the civil service and the government is only possible if a movement is launched for this purpose from within and the existing initiatives are strengthened either by means of extra resources or manpower. The Central Government will support the Public Entities in this process. The Cabinet furthermore recognizes that strengthening the government capacity, is not limited to the islands but that departments can contribute substantially as well. With the new or amended laws and regulations, the departments directly or indirectly strongly appeal to the limited capacity of the Public Entities. This among others requires a critical analysis of whether the objective of laws and regulations cannot be realised in another form, where applicable. Simply copying laws and regulations to the Caribbean Netherlands mostly complicates and usually places excessive demands on the implementation, as practice has shown. The question should be
asked whether this is really necessary in all cases. Additionally, the way the Central Government is organised affects the number of departments and civil servants which the Public Entities will have to deal with on one dossier. Moreover, in terms of scale size, the Central Government, responsible for a variety of themes, is a complex entity to work with for the Island Governments and civil servants. At the Central Government at least one civil servant is involved with each dossier, whereas on the islands a Commissioner or civil servant is responsible for a multitude of dossiers. The Central Government will consider the question whether proposed laws and regulations indeed are fitting and effective in an island context. It is not unthinkable that, where applicable, alternatives are available which are less strenuous for the Public Entities. The Central Government will make more intensive efforts regarding this topic. Considering above conclusions, the Cabinet will take the following measures to strengthen the position of the Island Government and civil service: 1. In line with the agreement with the Public Entities, the research agency IdeeVersa performed research into the free distribution. This research was required to gear the island expenditure better to the departmental cash flows and efforts. Additionally, it was also necessary to update the reference framework study to the actual situation. The regulations and ambitions have changed since 2011 (the basis of the current free distribution). Furthermore, backlogs on the islands has also been addressed – usually with resources of the Central Government – but the (higher) structural (maintenance) costs were insufficiently taken account of. Finally, the backlogs on the islands have been included in this research, where variants in terms of level of provision will be fleshed out. The results of the research have meanwhile become available and were sent to the Dutch House of Representatives on 24 March 2015. The report will be taken into account with the outcome of the evaluation of the effect of the new constitutional structure of the Caribbean Netherlands (Spies Committee). Further consultation will take place in the second half of 2015, in view of final decision-making on the amount of the free allowance and in relation to other cash flows. Pending this decision-making, the free allowance over 2015 will be indexed on the basis of the agreed system. 2. BZK annually earmarks 1.5 million euros for the strengthening of the Island Government. The spending of these resources will be put into effect in the ‘Good Governance’ programme. BZK involves the Public Entities and the Kingdom Representative in the section Caribbean Netherlands. The ‘Good Governance’ programme bundles the various activities aimed at strengthening the Island Governments, often in the form of projects. It also aims to facilitate and stimulate the integrated working procedure of the Central Government in the Caribbean Netherlands. The design of this programme is shaped by the needs of the Public Entities as well as the vulnerable organisational aspects which have a negative impact on the functioning. 3. Several concrete suggestions were made in the Van Gastel/Thunnissen/Johnson report to strengthen the Island governments. The following measures ensued therefrom and will be included in the ‘Good Governance’
a.
The Executive Councils are invited to indicate what sections require technical support, training programmes and internships in the European Netherlands. BZK will offer active support in this process. Saba and St. Eustatius in particular have discussed concrete needs with BZK, these include Island Secretaries, training needs and a better set-up for licence procedures (St. Eustatius). Specific attention will be paid to talented young people. b. The support for Island Governors will be strengthened structurally. One management consultant per Island Governor will be recruited. During the first three years BZK will take care of the financing. After that this position should be incorporated and financed in the (island) formation of Island Governor’s Cabinet. c. There is the possibility to assign Central Government trainees to the islands, both at the Central Government and the Island Government. This opportunity is already used on Saba and St. Eustatius. It will be examined how this can be expanded further. Deployment of this group should primarily focus on the implementation of existing plans. d. Exploratory meetings with the Kingdom Representative have already been organised in the Netherlands for citizens from the Caribbean Netherlands, where the focus will be on the question which incentives would have a positive impact on a return to the islands. This might yield a group of people with an interesting profile for the Public Entities and/or units of Rijksdienst Caribisch Nederland. So the idea is to investigate to what extent a traineeship for “island children” can be introduced so that young people who go to the Netherlands to study can maintain close ties with the island and the chance increases that they will return to the islands. RCN can set a good example in consultation with the partners. 4. It is important to anchor the implementation of the development plans properly at an organisational level. The islands are unable to do this alone, certainly the infrastructural part. As the local connecting link between the Central Government, the Island Government and the local administrative organisations, the Kingdom Representative can be contacted directly and is nearby. 5. The Cabinet and the Executive Council of Bonaire will reach further agreements to realise a new public administration building. The Executive Council of Bonaire aims for a non-interest bearing loan in this process. The request for this loan will be considered by the Minister of BZK in the spring of 2016, provided that the legal procedures are complied with, in particular that the application of the Island Council, including the CFT’ss positive advice, is available by 15 January 2016 at the latest. Bonaire will update the (old) business case in the second half of 2015 for this purpose, in close consultation with Kingdom Relations, Central Government Building Agency (RVBand RCN. Any savings realised by the Public Entity will be used by the island to address socio-economic issues. 6. The Central Government and the Island Governments have agreed that the administrative burden for the Island Governments will be limited as much as possible. Should the island government experience an unreasonable administrative burden from the Central Government in some area, the department involved undertakes either to present a
proposal how the burden could be reduced or to provide an explanation why the burden is inevitable. 7. In line with the Cabinet’s reaction to the deregulation report, all island ordinances have been updated and digitalised. Meerjarenprogramma Caribisch Nederland 2015-2018 Het openbaar lichaam van Saba heeft in de CN-week aangegeven dat het meerjarenprogramma, voor wat de inhoudelijke zaken die specifiek Saba betreffen, het belang van verdere ontwikkeling van het eiland onderstreept. Veel projecten zijn in uitvoering, dan wel worden ter hand genomen op terrein van economische ontwikkeling, kinderrechten en armoedebestrijding. Het mjp is dan ook een basis om gezamenlijk, Nederland en Saba, het voorzieningenniveau van Saba verder te brengen. Het openbaar lichaam heeft ook de wens uitgesproken om de cn week te evalueren en meer bilateraal het gesprek met Nederland te voeren. Tot slot is Saba erkentelijk voor de investeringsopgave die het mjp met zich meebrengt, maar heeft wel onderstreept dat een uitspraak over structurele financiering van onderhoudskosten nog niet gerealiseerd is.
Inleiding Dit is een eerste proeve van kabinet en bestuurscolleges van een integraal meerjaren programma. In dit integrale programma zijn de afspraken opgenomen, waarover het kabinet en de bestuurscolleges overeenstemming hebben bereikt. Met dit document komen kabinet en bestuurscolleges van Bonaire, Sint Eustatius en Saba gezamenlijk tot de plannen en de prioriteiten voor de komende jaren. Het meerjaren programma moet zorgen voor meer gecoördineerd beleid van rijksoverheid en eilandeljke overheden over een langere periode in plaats van afzonderlijke incidentele afspraken. Tegelijkertijd is dit meerjarenprogramma een gefaseerd proces, gericht op uitvoering in de komende jaren. Het is daarmee een dynamisch werkdocument die de inzet en het handelen van betrokken partijen richting geeft. Dit document is in de CN-week van juni 2015 besproken door het Rijk en de bestuurscolleges van Bonaire en S aba. In het regeerakkoord van het huidige kabinet is Caribisch Nederland niet specifiek genoemd. Dat wordt aan beide zijden van de oceaan ervaren als een omissie. Dit mede gezien de afstand tot Europees Nederland, zowel in fysieke zin, als historisch, cultureel, sociaaleconomisch en ook juridisch (afwijkende wet- en regelgeving). Het kabinet en de bestuurscolleges van de drie eilanden willen daarom met dit meerjarenprogramma een brug slaan tussen Europees en Caribisch Nederland. Dit meerjarenprogramnia is een dynamisch document, omstandigheden, plannen en prioriteiten kunnen en zullen de komende jaren veranderen. Dit meerjarenprogramma moet worden gezien als sturingsinstrument van het overheidsbeleid op Bonaire, Sint Eustatius en Saba de komende jaren. Het bestuurlijk overleg Financiële verhouding, voorgezeten door de minister van BZK namens het kabinet, is het overleg waar wijzigingen in het meerjarenprogramma worden besproken. Deze eerste versie van het meerjarenprogramma kenmerkt zich door korte termijn acties op de prioritaire thema’s, waarvoor (incidentele) financiële dekking is. Het Kabinet en de openbare lichamen onderkennen dat het meerjarenprogramma de komende periode uitgebouwd moet worden tot een volwaardig beleidsdocument van het Rijk en de eilanden waarbij ook de financiering van de uitvoering zal worden betrokken (zie rapport Idee Versa en uitkomsten EvaluatieCommissie Spies in najaar 2015). Dit meerjarenprogramma gaat verder in op de eerder vastgestelde prioritaire thema’s (CN-week juni 2014). Hiermee worden voorzichtige stappen gezet om zo ook een beeld te krijgen van het
voorzieningenniveau op de drie verschillende eilanden in Caribisch Nederland. Het kan eveneens gebruikt worden om een integrale afweging te maken bij het rijksbeleid ten aanzien van inwoners van Caribisch Nederland. Dit geldt in het bijzonder voor de belangrijke thema’s economische ontwikkeling, bestrijding van armoede en kinderrechten. De urgentie van de problematiek gevoegd bij de beperkte mogelijkheden van de openbare lichamen noopt tot dit gezamenlijke actieprogramma. De ontwikkeling van Bonaire, Sint Eustatius en Saba stagneert. Bijna vijfjaar onderdeel van Nederland heeft inwoners van Caribisch Nederland niet de welvaart gebracht die was verwacht. De voortgang die is geboekt op onder meer zorg en onderwijs dreigt gevoelsmatig verloren te gaan door de achterblijvende sociaaleconomische ontwikkeling. Dit leidt tot onrust onder de bevolking. —

Met dit meerjarenprogramma wordt aangesloten bij de aanbevelingen van de commissie Van Gastel/Thunnissen/Johnson, en het door Tweede en Eerste Kamer aanvaarde kabinetsstandpunt dienaangaande, om aan rjkszijde tot een betere coördinatie en afstemming met de eilanden te komen. De vernieuwde rol van de Rijksvertegenwoordiger komt hier ook als verbindingsofficier goed tot uitdrukking: de verbindende schakel tussen Rijk en de drie betrokken eilandsbesturen in Caribisch Nederland over en weer. Het is hierbij van groot belang dat het rijksbeleid aansluit op het beleid van de eilandelijke overheid en daarmee het eilandelijk bestuur versterkt en ondersteunt. Economische ontwikkeling, armoedebestrjding en kinderrechten zijn verantwoordelijkheden van het eilandbestuur en het Rijk samen. Het kabinet en de bestuurscolleges zijn van mening dat beleid en wet- en regelgeving meer rekening moet houden met de specifieke omstandigheden op Bonaire, Sint Eustatius en Saba. Er zijn grote culturele en sociaaleconomische verschillen met Europees Nederland en ook verschillen Bonaire, Sint Eustatius en Saba onderling. Het insulaire karakter en de kleinschaligheid van de eilanden vergen soms andere oplossingen, ook tussen de eilanden onderling. Kabinet en bestuurscolleges hebben de ambitie om vooral op sociaaleconomisch terrein verbeterslagen te maken. Niet zelden zijn lokale initiatieven beter dan blauwdrukken uit Den Haag. Het kabinet en de eilanden zullen daarom vaker dan nu gebeurt zoeken naar lokale oplossingen. Differentiatie tussen Europees Nederland en Caribisch Nederland, maar ook tussen eilanden onderling, wordt daar waar het leidt tot betere en/of efficiëntere oplossingen nadrukkelijk gezocht. Beide partijen committeren zich om hier in de praktijk actief werk van te maken door in zo’n vroeg mogelijke stadium met elkaar in gesprek te treden over de wensen die bestaan. Ook hier vervult de rjksvertegenwoordiger een belangrijke schakelfunctie. Dit meerjarenprogramma dient als kapstok voor initiatieven, waarover overeenstemming is bereikt in het kabinet en met de bestuurscolleges. Hierdoor ligt de nadruk in dit stuk op zaken die voor zowel Bonaire, Sint Eustatius als Saba gemeenschappelijk gelden, waarbij wel zoveel mogelijk naar de verschillen tussen de drie eilanden is gekeken. De drie eilanden hebben daarnaast ook eigen ontwikkeiplannen waar de eilandeljke behoeften en wensen zijn geformuleerd en het vertrekpunt zijn voor de eilandsbesturen. In deze eilandeljke meerjarenprogramma’s wordt ook duidelijk zichtbaar dat de eilanden eigen bijdragen leveren aan en dus zelf investeren in economische ontwikkeling, armoedebestrijding en de kinderrechten. De invulling van dit meerjarenprogramma vindt plaats in samenspraak met de eilandbesturen, zodat ook goed invulling kan worden gegeven aan de eilandelijke ontwikkelplannen. Het Rijk en de openbare lichamen hebben afgesproken dat het Rijk integraal werkt met de openbare lichamen en dat het Rijk voldoende borgt dat er bottom-up gewerkt wordt.
Het kabinet heeft zichzelf bij de start van het kabinet als opdracht gesteld om bruggen te slaan tussen Europees Nederland en Caribisch Nederland, om zo de onderlinge verbondenheid, het optimisme en de kracht van Nederland versterken. Het kabinet en de bestuurscolleges van de openbare lichamen zijn ervan overtuigd dat met dit meerjarig beleidsprogramma en de eilandeljke ontwikkelplannen een belangrijke brug wordt geslagen over de Atlantische oceaan naar de inwoners van de eilanden Bonaire, Sint Eustatius en Saba.
Focus op sociale zekerheid door het bevorderen van economische ontwikkeling, armoedebestrijding en uitwerken kinderrechten Focus 1. Economische ontwikkeling Het uiteindelijke doel is het bereiken van duurzame economische ontwikkeling die de eilanden in staat stelt op eigen kracht economisch verder te groeien om daarmee bij te dragen aan een behoorlijk welvaart- en voorzieningenniveau. Economische ontwikkeling is uiteindelijk het meest effectieve en duurzame instrument om tot hogere welvaart voor de burgers te komen en armoede te verminderen. Door meer bedrijvigheid kunnen uiteindelijk de (minimum)salarissen verder worden verhoogd, waardoor meer gezinnen boven de armoedegrens zullen uitstij gen. De economieën van de eilanden zijn momenteel zwak en hebben een te smalle basis. Het verbreden van de economische basis, versterken van ondernemerschap en verbeteren van de infrastructuur, het faciliteren van ondernemerschap zijn terreinen waar het kabinet en de openbare lichamen op willen inzetten. Dat kan worden bewerkstelligd door de economie aan te jagen en te versterken langs de volgende drie hoofdlijnen: 1. Basis-infrastructuur op orde brengen (betaalbaar en betrouwbaar). 2. Aanjagen ondernemerschap en vestigingsklimaat. 3. Belangrijke randvoorwaarden op orde brengen, zoals (eigen) voedselvoorziening, rigide brandstoffenmarkt, goede toeristische infrastructuur en bevorderen van een duurzaam gebruik van de natuur. Binnen de genoemde hoofdlijnen hebben het kabinet en de openbare lichamen op een aantal economisch belangrijke sectoren de volgende concrete activiteiten in gang gezet: Basis-infrastructuur op orde: 1. De energievoorziening is cruciale infrastructuur voor de economie van de eilanden. Energie moet betrouwbaar, betaalbaar en schoon zijn. Het kabinet zet zich in om door middel van exploitatie- en investeringssubsidies de kosten van basisvoorzieningen als water en energie voor zover ze samenhangen met schaalnadelen van de netwerken gelijk te trekken met Europees Nederland. EZ is sinds 2012 samen met de eilanden bezig met het verbeteren van de elektriciteitsvoorziening en gaat daar mee door, o.a. via investeringssteun voor duurzame energie op de twee Bovenwindse eilanden. Voor alle eilanden zal per 1januari 2016 (o.v.v.) de elektriciteits- en waterwet BES in werking treden. De strekking van dit wetsvoorstel is het reguleren van een betrouwbare, duurzame en betaalbare elektriciteit- en drinkwatervoorziening van goede kwaliteit op Bonaire, Sint Eustatius en Saba. Het wetsvoorstel kent tal van waarborgen om tot een betere governancestructuur te komen Voorts bevat het wetsvoorstel een subsidiegrondslag voor de netwerkcomponent van het elektriciteitstarief. De mogeljkheden voor de afbouw van de subsidie voor het elektriciteitsnetwerk kunnen per openbaar lichaam verschillen. Het ministerie van Economische Zaken en de openbare lichamen evalueren samen ten minste eens in de twee jaar of en zoja welke afbouw mogelijk is. Het doel blijft een betaalbare elektriciteitsvoorziening waarbij de netwerkcomponent in het elektriciteitstarief op Europees Nederlands niveau ligt.
2. Telecom is ook zeer belangrijke infrastructuur voor de eilanden. De komende maanden zal markttoezichthouder Agentschap Telecom (AT) een voorstel doen voor de besteding van een overschot van ruim 2,5 mijoen euro op de CN-balans van AT. Op basis van onderbouwde voorstellen vanuit de markt, kunnen gelden daaruit ter beschikking worden gesteld. Toetsingscriteria daarbij zijn het verhogen van de kwaliteit en snelheid van de diensten, de verbetering van de infrastructuur of dekking, of het realiseren van specifieke voorzieningen zoals gratis wifi op bepaalde plekken. Verder zal EZ inzake een mogelijke rol van KPN op CN een coördinerende en stimulerende rol vervullen. 3. Saba heeft in 2014 een aanvraag gedaan voor een renteloze lening voor het onderhoud van de weg naar de haven ter grootte van $ 2,5 miljoen. Het College financieel toezicht heeft positief op deze aanvraag geadviseerd. Inmiddels is op de begroting van I&M dekking gevonden om deze renteloze lening in 2015 te verstrekken. Aanjagen ondernemerschap en vestigingsklimaat: 4. Op het gebied van ondernemerschap heeft EZ sinds 2010 ingezet op het versterken van de KvK’s. Daarnaast zijn een tweetal financieringsinstrumenten opengesteld waarvan echter nauwelijks gebruik gemaakt wordt, terwijl het verkîij gen van kredieten op de eilanden nog altijd heel lastig en duur is of in zijn geheel niet tot stand komen doordat banken hun medewerking weigeren. Vanuit EZ wordt, na overleg met de openbaar lichamen van Saba, Sint Eustatius en Bonaire, ingezet op extra coaching en begeleiding van (startende) ondernemers en worden garantieregelingen en de voordelen die aan het gebruik daarvan door de bank verbonden zijn onder de aandacht gebracht onder het bedrijfsleven. EZ zal voor de eilanden een lijst opstellen met financieringsinstrumenten (en bijbehorende voorwaarden) die beschikbaar zijn of beschikbaar zouden kunnen komen. 5. De Nederlandse Organisatie Qredits en het Openbaar Lichaam Bonaire zullen een overeenkomst tekenen die zal gaan bijdragen aan de versterking van het ondernemerschap op Bonaire. Het doel van de plannen van Qredits en het Openbaar Lichaam Bonaire (gemeentebestuur) is om in 2015/2016 ongeveer 25 (micro-) kredieten te verstrekken, 125 aspirant ondernemers te begeleiden bij opzetten van een eigen bedrijf en 125 scholieren het onderwijsprogramma “Ik word Eigen Baas” aan te bieden. 6. Naast het ondersteunen van de startende en bestaande ondernemers van het eiland moet ook ingezet worden op het aantrekken/faciliteren van nieuwe investeringen en bedrijvigheid (mede met de inzet van PUM) ook van buiten het eiland. Potentiële investeerders dienen op een snelle manier de beleidsbepalers te spreken te krijgen, waarbij vragen snel en accuraat beantwoord worden (een rol zoals NFIA die in het Europees deel van Nederland heeft). NFIA (NL Foreign Investment Agency) is bereid om in het voorjaar van 2016 zijn halfjaarlijkse (interne) regionale teammeeting op Bonaire te houden. In aansluiting daarop wil men een training over acquisitie van bedrijvigheid voor CN organiseren. De landen van het Koninkrijk zullen hier tevens voor uitgenodigd worden. EZ zal er bij BZ op aandringen dat standaard de informatie en de agenda van de handeismissies met Bonaire, Saba en Sint Eustatius gedeeld worden. 7. Op het gebied van handelsbevordering heeft het Ministerie van Binnenlandse Zaken en Koninkrijksrelaties (BZK) een onderzoek laten uitvoeren dat inzicht geeft in de ervaringen, behoeften en belemmeringen van bedrijven bij hun handel met Latijns Amerika, zowel in Nederland als de Caribische delen van het Koninkrijk. Het onderzoek schetst ook een globaal beeld van de bestaande organisaties, instrumenten en faciliteiten gericht op handelsbevordering, in het bijzonder voor de handel met Latijns Amerika. Op
basis van de uitkomsten en het overleg met betrokken partijen (bestuurders, bedrijven) wordt het vervolg bepaald. EZ en BZK spannen zich in om dit vervolg vorm te geven. Het doel is om samen concrete vervoigstappen te benoemen, waarbij economische samenwerking, het wegnemen van handelsbelemmeringen en het harmoniseren van economisch beleid centraal staan. 8. Saba en St. Eustatius (en Bonaire) vragen om een onderzoek naar het opzetten van een stimuleringsfonds om zo particuliere investeerders aan te trekken. Tevens vragen zij aandacht voor het feit dat er nog slechts één bank aanwezig is op het eiland wat vanuit de concurrentieoverwegingen en met het oog op de kwaliteit en kosten van dienstverlening niet wenselijk wordt geacht. In dit kader spant EZ zich in om Nederlandse banken te interesseren om zich in Caribisch Nederland te vestigen. De prioriteit van Bonaire ligt bij het verder versterken van de KvK en daar heel nadrukkelijk het stuk ondernemersondersteuning en aantrekken/faciliteren van nieuwe investeringen aan toe voegen. Dit initiatief is de Bonaire Trade & Investment Board genoemd, BZK heeft hiervoor middelen ter beschikking gesteld. Borging van de initiatieven door in te zetten op coaching/begeleiding van lokale medewerkers om het werk uit te voeren is daarbij cruciaal. 9. In de reis van de SG BZK en de SG Financiën in oktober 2014 is toegezegd dat er een onderzoek naar de cost-of-doing business (investeringsklimaat) zal worden uitgevoerd in samenwerking met EZ, Bonaire, Sint Eustatius en Saba. Dit onderzoek zal in het najaar van 2015 plaatsvinden, waarbij Curaçao en Aruba ook worden betrokken. Dit onderzoek zal input opleveren voor nader overleg met bijvoorbeeld financiën (belastingdruk) en SZW (tewerkstellingsvergunningen). Zo mogelijk wordt met dit onderzoek aangesloten bij een reeds lopend initiatief van Curaçao, om een website in het leven te roepen met informatie over de kosten voor bedrijven op de verschillende eilanden in de regio. In dit kader ondersteunt EZ Bonaire, Sint Eustatius en Saba bij gesprekken over investeringsbevorderende maatregelen, zoals investeringsaftreklABB maatregelen. Belangrijke randvoorwaarden op orde: 10. De basis voor economische ontwikkeling is een gedragen economisch beleid. EZ spant zich in om technische bijstand ter beschikking te stellen ten behoeve van versterking van economische expertise bij de relevante directies. 11. Op het gebied van toerisme zet Bonaire nu in op een gedragen toeristisch beleid die richting geeft aan de inzet. Bonaire zal in 2015 beginnen met het ontwikkelen en implementeren van een Strategisch Toerisme Plan. Verder wordt gewerkt aan specifieke job programs op het gebeid van toerisme, zodat de lokale bevolking een passende opleiding en later functie binnen de horeca kan worden geboden. St. Eustatius geeft aan dat de economische ontwikkeling van het eiland nauw verbonden is met de ontwikkeling van toerisme in het bijzonder. Het aantrekken en het faciliteren van meer (verschillende soorten en hoogwaardige) verblijfsrecreatieve voorzieningen wordt hiervoor noodzakelijk geacht. In dit kader vraagt St. Eustatius ook aandacht voor uitbreiding van dagelijkse (toeristen)vluchten tussen St. Maarten en St. Eustatius. Saba neemt sinds begin dit jaar deel aan een zogenaamde Green Deal duurzaam toerisme. Eerste stap is een Green Sustainable Tourism Review Assesment die men de eerste helft van 2015 wil uitvoeren op Saba. Binnen deze Green Deal zullen een aantal toeristische bestemmingen getoetst worden op hun duurzaamheid als bestemming. 12. Stimuleren van het verbouwen van voedsel op Bonaire en Sint Eustatius zelf in plaats van dure importen verdient sterk de aandacht. Het biedt opleidingskansen, werkgelegenheid, opleidingspakketten bij scholen en daarna inkomsten op. Op Bonaire is hiervoor een

Plattelandsontwikkelingsplan Bonaire opgesteld met projecten in opstartfase. Het Landbouw Economisch Instituut maakt een inventarisatie van het aanbod van voedsel op de eilanden. EZ zal samen met de eilanden de uitkomsten van het Lei-onderzoek implementeren. Het ontwikkelen en stimuleren van de visserij sector draagt bij aan het bevorderen van voedselvoorziening en economische ontwikkeling op de eilanden. Het ministerie van EZ werkt samen met de eilanden aan het versterken van de visserij op de eilanden. De Visserijcomniissie is ingesteld als adviesorgaan voor het optimaliseren van economische groei in de visserij sector en een duurzaam afname van de natuurlijke hulpbronnen. Op het gebied van natuur zal in de komende jaren aan de afgesproken strategische doelen uit het natuurbeleidsplan worden gewerkt. De eilanden vragen hierbij om een flexibele aanpak. Het is van belang om bij de uitvoering van de voornoemde maatregelen het arbeidsmarktperspectief telkens mee te nemen. Waar behoefte aan arbeidskrachten wordt voorzien, moet de verbinding met de aanbodkant van de arbeidsmarkt zo vroeg mogelijk worden gelegd. SZW en OCW en de bestuurscolleges zetten middels het ROA actief in op een betere aansluiting van (beroeps) onderwijs en arbeidsmarkt door het ontwikkelen van een arbeidsmarktbeleid. Momenteel is die aansluiting niet altijd optimaal waardoor het lokale arbeidsaanbod aan de kant blijft staan. OCW heeft daar de Raad Onderwijs Arbeidsmarkt CN (ROA CN) voor ingericht. OCW zal bij het opstellen onderwijsagenda 20 16-2020 OLB betrekken bij zaken die de aansluiting op de arbeidsmarkt bevorderen. Het monopolistische karakter van de economie van de eilanden drukt een belangrijke stempel op de mogelijkheden voor economische ontwikkeling. Op een aantal terreinen is al sprake van (zelf)regulering, bijvoorbeeld prijsbeleid voor basisproducten en een regulerend kader voor de kosten van energie en water, om de prijzen op de eilanden betaalbaar te houden. Het idee voor een volkssupermarkt van Sint Eustatius kan hierbij worden betrokken. Een punt van zorg zijn de steeds verder stijgende kosten van bereikbaarheid van de eilanden (via lucht of water). Niet alleen zorgen de stijgende vervoerskosten voor hogere prijzen voor producten en een rem op toeristische ontwikkeling, het zorgt ook dat het sociaal isolement van de bewoners van Caribisch Nederland toeneemt. Daarom zal met betrekking tot de bereikbaarheid het Rijk samen met Saba en St. Eustatius onderzoeken of met name de Bovenwindse eilanden beter en goedkoper ontsloten kunnen worden, in het bijzonder voor de doelgroepen die niet in staat zijn de tarieven op te brengen. In dit verband zal ook VWS worden betrokken die hier in het kader van de medische uitzendingen een direct belang in heeft. Sint Eustatius kan toeristisch aantrekkelijker worden door het herstellen en inzetten van het culturele kapitaal op het eiland. Kabinet en openbare lichaam werken samen om materieel en immaterieel erfgoed (met name in Lower Town en het historische centrum van Oranjestad) te beschermen en voor toeristen toegankelijk te maken. Ook zal het historisch belang van Sint Eustatius meer onder de aandacht worden gebracht van (o.a. Amerikaanse) toeristen. Op het gebied van de luchtvaart zet I&M de in 2012 gemaakte afspraken voort. Er zijn goedgekeurde Masterplannen in uitvoering voor de renovatie van de luchthavens op Saba, Statia en Bonaire waarbij centraal staat dat ze voldoen aan de minimale internationale regels voor de veiligheid (ICAO). De zeehavens zijn van belang voor de eilanden. Inmiddels zijn er intentieverklaringen tussen de minister en de eilandbesturen getekend. IenM gaat investeren in de havens van Bonaire en Saba. De intentie van IenM is om voor de haven van Saba 3 miljoen en voor de haven van Bonaire 9 miljoen euro Vrij te maken. EZ zal Bonaire actief ondersteunen
door middel van expertise bij het formuleren van business-cases m.b.t. de zeehavens. St. Eustatius geeft aan met het ministerie na te willen denken over de mogelijkheden rondom verplaatsing van de goederenhaven. De structurele financiering wordt meegenomen bij de vertaling van de resultaten van het onderzoek naar de vrije uitkering van Ideeversa (zie hierna). 19. In het Bestuurlijk akkoord van 22 april 2010 is overeengekomen dat het Rijk middelen ter beschikking zal stellen voor onderhoud van de infrastructuur op Bonaire op basis van meerjarige onderhoudsplannen. Voor 2015/2016 heeft IenM de intentie 3 miljoen euro Vrij te maken voor wegen als onderdeel van de wij kaanpak. Bonaire en het Kabinet streven naar een structurele oplossing van de infrastructurele en milieu opgaven die er liggen conform de afspraken die in de CN week van 2014 zijn gemaakt (ministerie van IenM). Het Kabinet heeft toegezegd om voor de jaarwisseling 15/16 haar standpunt kenbaar te maken ten aanzien van de afspraken van 22 april 2010. 20. IenM en Kadaster Nederland gaan samen met de eilanden de mogelijkheden om de registraties van vastgoed, geografische informatie en de informatievoorziening verbeteren. 21. Op het gebied van milieu zal IenM doorgaan met een aantal projecten die randvoorwaardelijk zijn voor de economische ontwikkeling, te weten verdere verbetering afvalbeheer, stimulering van milieumaatregelen bij bedrijven door de uitvoering van vergunningverlening, toezicht en handhaving en het beperken van de nadelige gevolgen voor het milieu van gevaarlijke stoffen. Waar initiatieven door het rijk genomen worden, wordt vermeld op basis van welke wetten en beleidsplannen dit gebeurt.
Focus 2 Arnioedebestrjding De armoedeproblematiek in Caribisch Nederland is in vergelijking met Europees Nederland zeer groot. De belangrijkste oorzaken van de armoede zijn de lage inkomens en de hoge prijzen. De armoede uit zich ook op het terrein van gezondheidszorg (gevolgen van te weinig gezonde voeding, diabetes en obesitas zijn veel voorkomende ziekten) en veiligheid (criminaliteit, jeugdproblematiek). Voor de eilandsbesturen ligt hier een belangrijke prioriteit. Het direct aanpakken van de hoogste nood staat bovenaan de agenda. Gevoelsmatig worden de negatieve effecten versterkt door recente wijzigingen in wet- en regelgeving in de zorg, hoewel de uitvoering destijds van een ruime (3 jaar) overgangsperiode was voorzien. In een in 2012 in opdracht van SZW uitgevoerde armoedeanalyse geven respondenten aan dat mensen die het wettelijk minimumloon verdienen niet goed rond kunnen komen. Een recent budgetonderzoek van Nibud in opdracht van het openbaar lichaam Bonaire bevestigt dat beeld. Armoedebestrjding zonder gelijktijdig te werken aan economische ontwikkeling verlicht wel de problemen van vandaag, maar biedt geen oplossing voor de langere termijn. Armoedebestrjding moet een structurele oplossing bieden en dat vergt in elk geval economische ontwikkeling (zie de maatregelen hiervoor). Tegelijkertijd wordt breed gedeeld dat de armoedeproblematiek op de eilanden groot is en dat tweedeling in de Caribische samenleving een realiteit is. Door alle betrokkenen wordt onderkend dat dit vraagstuk door eilandeljke overheid en rijksoverheid samen met urgentie moet worden aangepakt. Het kabinet legt daarom de nadruk op meerdere sporen: • Het eerste spoor is het drukken/terugdringen van de kosten van basisvoorzieningen (met het oog op de koopkracht van de burgers, waarmee tevens een directe bijdrage wordt geleverd aan armoedebestrj ding). Zie onder meer de maatregelen die hiervoor onder economische ontwikkeling zijn beschreven (o.a. over nutsvoorzieningen).

Het tweede spoor betreft de uitwerking van de door de eilanden opgestelde ontwikkeiplannen. De ontwikkeiplannen omvatten de volle breedte van de relevante thematiek en raken daarmee het beleidsveld van vrijwel alle departementen. De gemeenschappelijke hoofddoelstellingen komen terug in dit Meerj arenprogramma. Het derde spoor omvat het verbeteren van de aansluiting van onderwijs en arbeidsmarkt, om de kansen voor lokale arbeidskrachten te vergroten. Het vierde spoor heeft betrekking op mogelijke verbeteringen in het sociale stelsel. Hiertoe is inmiddels een ambtelijke bespreeknotitie voorbereid die tijdens de CN-week 2015 nader zal worden besproken.
Het kabinet en de openbare lichamen stellen de volgende maatregelen voor: 1. De ontwikkeiplannen van de eilanden kennen nadrukkelijk een sociaal component met aan armoede gerelateerde voorstellen en maatregelen. De uitvoering van de integrale wijkaanpak Bonaire wordt stevig voortgezet, voor Sint Eustatius is de startnotitie armoedebeleid relevant. Een deel van de plannen wordt vanuit de projectgelden integrale aanpak uitgevoerd, waarbij de noodzaak van een meer structurele aanpak gevoeld wordt. De eilanden noemen vanuit hun taken onder meer huurschuidsanering, zorgwonirigen en dagopvang ouderen, opvang tienermoeders, schoolbeheerders, uitbreiding kinderopvang en naschoolse opvang, uitbreiding cursusaanbod volwasseneneducatie, sportvoorzieningen / speelplaatsen, voorziening verslavingszorg, begeleid wonen 18-27 jaar, opknappen bestaande en uitbreiden sociale woningvoorraad, aanleg openbaar zwembad (S aba), voedselondersteuning (St. Eustatius) en ondersteuning beleidsontwikkeling/training ambtelijk apparaat (Saba/Statia). 2. Voor het sociale domein is er de komende periode financiële ruimte voor een rijksbijdrage door het vrijvallen van de aan Nederland toekomende middelen uit de boedelscheiding van de voormalige Sociale Verzekeringsbank Nederlandse Antillen. Omdat dit geld in het verleden op de eilanden is opgebracht, gevoegd bij de urgentie van de problematiek in Caribisch Nederland, komen deze middelen onder voorbehoud van akkoord van Parlement geheel aan de eilanden ten goede. Naar het zich laat aanzien is de opbrengst voldoende om een betekenisvol deel van de door de eilanden wenselijk geachte investeringen in het sociaal domein te honoreren, naast aanwending ten behoeve van (verbetering) uitvoering van rijkstaken in Caribisch Nederland. Het betreft totaal circa $ 13 miljoen, in te zetten ten behoeve van eilandelijke maatregelen en rjkstaken beide. Het eenmalig karakter van de beschikbare middelen impliceert wel dat eventuele structurele kosten (onderhoud e.d.) een aandachtspunt zijn bij de nadere uitwerking. 3. Investeringen, vooral die in infrastructuur, dienen samen te gaan met het creëren van extra/nieuwe werkgelegenheid. Opleiding en de vraag naar arbeidskrachten dient in de vorm van een investment on social return te worden uitgewerkt. De uitdaging is te zorgen dat de werkgelegenheid (zowel de nieuw ontstane banen als vacatures die ontstaan door ‘trek’ op de arbeidsmarkt) zoveel mogelijk ten goede komt aan lokale arbeidskrachten (opleidingen, stages en arbeidstoeleiding). Het openbaar lichaam heeft een wettelijke taak tot arbeidsbemiddeling. De uitvoering daarvan werkt op Bonaire redelijk, op Sint Eustatius matig, terwijl op Saba, gegeven de kleinschaligheid, een organisatorische verankering van deze functie ontbreekt. Het verbeteren van de infrastructuur voor arbeidstoeleiding en -bemiddeling is een randvoorwaarde voor adequate matching van vraag en (lokaal) aanbod van arbeid bij het uitvoeren van de ontwikkeiplannen. 4. De Raad voor Onderwijs en Arbeidsmarkt (ROA) is belast met de synchronisatie van onderwijs en arbeidsmarkt in Caribisch Nederland. ROA Caribisch Nederland beoordeelt de arbeidsmarktrelevantie van opleidingen en moet zorgen voor voldoende leerbedrjven. —

De ROA zet zich actief in om onderwijs en bedrijfsleven te laten samenwerken. Dit gebeurt bijvoorbeeld via de matchmaking-bijeenkomsten op de drie eilanden. De ROA heeft ook onderzoek laten uitvoeren naar de arbeidsmarkt in Caribisch Nederland, waaruit diverse acties voortvloeien voor alle betrokken partijen. 5. Het kabinet werkt aan wetgeving tot het invoeren van een kinderbijslagvoorziening. Gestreefd wordt naar een ingangsdatum per 1januari 2016, zoals ook werd verzocht in een motie bij de parlementaire behandeling van de SZW-begroting 2015. 6. In oktober 2014 is een gezamenlijke verkenning gestart met de openbaar lichamen, op ambtelijk niveau, naar knel- en verbeterpunten in het sociale zekerheidsstelsel Caribisch Nederland. Deze verkenning loopt parallel aan de evaluatie, dus grofweg tot najaar 2015. Met het bestaande stelsel als vertrekpunt vindt een analyse van knel- en verbeterpunten plaats. De nadruk ligt hierbij op het beschermingsniveau van het stelsel in termen van dekkendheid (reikwijdte), tevens rekening houdend met kosten en activerende werking. Beoogde uitkomst van de verkenning is een gezamenlijk gedragen beeld van knelpunten en perspectiefvolle oplossingsrichtingen voor de ontwikkeling van het stelsel de komende jaren (Bonaire heeft aangetekend te streven naar een sluitend sociale zekerheidsstelsel per 2017, maar prioritering en fasering is onvermijdelijk). 7. Uit de inbreng van de eilanden in het debat over het sociale zekerheidsstelsel blijkt wel dat er vanuit de vraagstelling ‘waar zitten gaten of problemen in het stelsel?’ behoefte is aan een bredere insteek: te denken valt aan bijvoorbeeld het vreemdelingenbeleid, kredietverlening, huursubsidie en WMO-voorzieningen voor ouderen. Rijk en openbare lichamen zijn in gesprek over het organiseren van een werkconferentie (o.l.v. BZK) met betrekking tot deze brede thematiek. 8. De niveaus van het wettelijk minimumloon en de uitkeringen bewegen jaarlijks mee met de ontwikkeling van het consumentenprjsindexcijfer. Daarnaast werkt het CBS aan statistische informatie over de (sociaal)economische situatie van de eilanden, op basis waarvan een meer fundamentele analyse van de niveaus kan plaatsvinden. De drie eilanden hebben meerdere malen aangegeven de huidige niveaus onaanvaardbaar te vinden en stellen voor om op zo kort mogelijke termijn, vooruitlopend op de uitkomsten van de analyse, de uitkeringen voor alleenstaanden met alleen AOV en de onderstand alvast te verhogen met $ 200 per maand. Saba geeft daarbij ook aan dat zij, op verzoek van SZW, met de lokale werkgevers om tafel hebben gezeten en een akkoord hebben bereikt over de hoogte van het minimumloon op Saba. De staatssecretaris van SZW houdt vast aan besluitvorming na analyse van de cijfers van het CBS (met name de inkomensstatistiek, waarvan onlangs de eerste resultaten beschikbaar zijn gekomen). Naar aanleiding van de voorlopige cijfers van de inkomensstatistiek CBS, zal de staatssecretaris van SZW zich in het kader van de begroting 2016 beraden over een besluit om het wettelijk minimumloon en de uitkeringen per 1januari 2016, naast de infiatiecorrectie, te verhogen met 6,5% voor Saba en 4% voor Sint Eustatius. Voor Bonaire leidt de inkomensstatistiek op dit moment niet tot een verhoging. Over de per 1 januari 2017 te zetten stap wordt in 2016 beslist. Gehoord de inbreng van de bestuurscolleges beslist de staatssecretaris over een aanvullende uitkeringsverhoging per 1januari 2016. De staatssecretaris beraadt zich op een aanvullend pakket ter grootte van circa € 300.000. 9. Het bestuurscollege van Bonaire gaat met sociale partners van het eiland in gesprek over de hoogte van het wettelijk minimumloon. De staatssecretaris van SZW wil desgewenst behulpzaam zijn bij dit gesprek. 10. De staatssecretaris van SZW zegt toe het vaststellen van een ijkpunt voor de bestaanszekerheid verder te doordenken.
11. De staatssecretaris van SZW zal intern bezien hoe ondersteuning vanuit SZW georganiseerd kan worden op vraagstukken vanuit de openbare lichamen die te maken hebben met het invulling geven aan eilandelijk armoedebeleid. 12. Het CBS herhaalt in 2015 het vergelijkend onderzoek uit 2010 naar de relatieve prijsniveaus van consumptieve producten op Bonaire, Sint Eustatius en Saba. Dit onderzoek vormt de basis voor het herzien van de aan het relatieve prijsniveau afgeleide tegemoetkoming op grond van artikel 7b van de Wet algemene ouderdomsverzekering (AOV) BES. Annex hieraan is een onderzoek naar relatieve huurprijzen voorzien. Afhankelijk van de betrouwbaarheid en de vergelijkbaarheid van dit onderzoek kan de staatssecretaris van SZW beslissen dit onderdeel wel of niet bij het bepalen van de bovengenoemde tegemoetkoming AOV te betrekken. 13. SZW zal de inkomensgrens voor de bijzondere onderstand optrekken van 110% van het hoogste onderstandniveau naar het WML-niveau. 14. Een deel van de bevolking maakt geen gebruik van regelingen (zoals bijzondere onderstand) waar zij wel recht op hebben. Vanaf medio 2014 is extra energie gestopt in communicatie, wat in een toename van het aantal toekenningen algemene en bijzondere onderstand heeft geresulteerd. SZW is voor elk eiland afzonderlijk met de betrokken partijen in gesprek over op welke manier gezamenlijk een waar nodig nog meer actieve benadering richting burgers kan worden vormgegeven. Binnen de grenzen van de beschikbare capaciteit zal in voorkomende gevallen de uitvoering zelf de burger opzoeken in plaats van andersom. 15. De samenwerking in de uitvoering van Rijk en eilandorganisatie wordt waar mogelijk verder gesynchroniseerd. SZW is voor elk eiland afzonderlijk met de betrokken partijen het gesprek aan op welke manier dit kan worden vormgegeven. Een voorbeeld is samenwerking en synchronisatie op het punt van aanvraagprocedures (als voorbeeld bijzondere onderstand). Relevante informatie en ‘best practices’ worden onderling gedeeld. 16. Het tarief van de ABB is voor de bovenwinden de eerste vijfjaar na de transitie vastgesteld op 6% en zou zonder wetswijziging automatisch naar 8% gaan in 2016. De uitkomsten van de evaluatie kunnen mogelijk op ander tarief wijzen. Omdat de uitkomsten van de evaluatie te laat komen voor ingang van nieuwe tarief in 2016, zal bij augustusbesluitvorming worden bezien hoe hiermee wordt omgegaan. Denkbaar is dat het lagere tarief van 6% nog met een jaar wordt verlengd, zodat de uitkomsten van de evaluatie kunnen worden meegewogen. 17. BZK en de eilanden zetten zich samen in voor een betaalbare en duurzame woningmarkt. Daarbij zijn onder andere hypotheekgarantie, verhuurdersubsidie en subsidiëring van de onrendabele top van nieuwe sociale woningen van essentieel belang. BZK heeft eerder invoering van een hypotheekgarantie toegezegd. Helaas is in dit traject vertraging ontstaan maar de toezegging blijft onverminderd van kracht. Er wordt nu gestreefd naar invoering in de eerste helft van 2016. Het belang van verhuurdersubsidie en subsidiëring van de onrendabele top van sociale nieuwbouwwoningen is ook opgenomen in het onderzoeksrapport van IdeeVersa. BZK onderschrijft het belang van deze middelen teneinde de eilandelijke taken op het gebied van volkshuisvesting te kunnen uitvoeren. Over de verhoging van de Vrije uitkering moet een politiek besluit (kabinetsstandpunt) worden genomen. Voor het realiseren van een betaalbare en duurzame woningmarkt is ook een goed systeem van wet- en regelgeving nodig, met daarin een systeem van toewijzing van woningruimte, bepaling huurtarieven en toekenning verhuursubsidie. Op verzoek van Bonaire werken BZK en OLB al enige tijd samen aan een nieuwe wet en bijbehorende
eilandelijke verordeningen. Ook voor Saba en Sint Eustatius heeft BZK aangeboden technische ondersteuning te bieden bij het opstellen van de eilandeljke verordeningen. Het streven is de wettekst in oktober bij de eilanden in consultatie te brengen. 18. Voor Bonaire geldt dat voor wat betreft de hoogte van de verhuursubsidie in aanvulling op de berekeningen van IdeeVersa het OLB eigen berekeningen (opgesteld i.s.m. Nibud) aanlevert bij BZK welke BZK bij de besluitvorming zal betrekken. Na verdere uitwerking van de nieuwbouwplannen beziet BZK of ophoging van de eerder toegezegde incidentele bijdrage van € 500.000 mogelijk is. Voor het wetgevingstraject zal BZK nauw samenwerken met het OL Bonaire en voor wat betreft communicatie stelt het OL de komende periode een plan op.. BZK zoekt naar bruikbare voorbeelden ter ondersteuning. 19. Saba vraagt specifiek aandacht voor de sociale woningbouw. Het bouwen van woningen op Saba is zeer kostbaar. Enerzijds omdat er nauwelijks een vlak stuk grond op het eiland is en anderzijds door de noodzaak om orkaanbestendig te bouwen. De hoge bouwkosten werken door naar de huurprijs, die voor mensen met een laag inkomen moeilijk is te betalen. Dit heeft ook gevolgen voor de stichting sociale woningbouw die op dit moment technisch gezien failliet is. Het intensieve overleg tussen BZK en Saba hierover zal in 2015 worden Voortgezet. Onder voorwaarde dat er een overeenkomst wordt gesloten tussen OL en Woontinie over nieuwbouw en beheer en onderhoud van de bestaande sociale huurwoningen stelt BZK 600.000 euro ter beschikking voor nieuwbouw. Focus 3 Kinderrechten In 2010 is Unicef gestart met een onderzoek naar de situatie van kinderen in Caribisch Nederland (CN). Uit de rapporten komt naar voren dat er op Bonaire, Saba en Sint Eustatius nog de nodige verbetering vereist is om kinderen in beschermde omgeving te kunnen laten opgroeien, voldoende voorzieningen aanwezig te laten zijn zodat kinderen zich kunnen ontplooien en kunnen participeren in gezin, wijk, school en samenleving. Er zijn sinds 10-10-10 al de nodige verbeteringen bewerkstelligd op de terreinen van gezondheidszorg, onderwijs en veiligheid. Dit zijn verbeteringen die ontegenzeggelijk een positieve invloed hebben op het welzijn en de gezondheid van kinderen. In de CN-week van juni 2014 is de Taskforce Kinderrechten en huiselijk geweld CN (Taskforce CN) ingesteld die zorg draagt voor het opstellen van actieplannen per eiland en de opzet van een aanpak huiselijk geweld. De OL’ s hebben met ondersteuning van Unicef in de persoon van Nils Kastbergen rondetafelgesprekken gevoerd met verschillende stakeholders uit de samenleving over het actieplan kinderrechten. De input uit deze gesprekken is gebruikt voor de actieplannen en biedt aanknopingspunten voor het betrekken van de stakeholders/samenleving in de vervolgfase van de uitvoering van de actieplannen. —

Om een impuls te geven aan het verbeteren van de kinderrechten in CN is per amendement van de Kamer op de begroting van BZK een bedrag van 3 miljoen euro beschikbaar gesteld voor de jaren 2015 2017. Voor de aanpak van huiselijk geweld zijn door de ministeries van VWS en VenJ structureel middelen begroot voor de opzet een uitvoering van de aanpak van huiselijk geweld. De aanpak moet uiteindelijk leiden tot de ratificatie van het verdrag van Istanbul in CN. —
De Taskforce CN heeft de volgende speerpunten vastgesteld; 1. Het gezin centraal stellen; 2. De rol van ouders in de opvoeding; 3. Het tegengaan van geweld tegen kinderen; 4. Safety net/het creëren van zinvolle vrijetijdsbesteding;
5. Randvoorwaarden voor het borgen van kinderrechten; 6. Huisvesting van gezinnen. Een analyse per eiland van de situatie ten aanzien van deze speerpunten is in de actieplannen van de eilanden te lezen. BZK heeft toegezegd uiterlijk in september 2015 het plan van aanpak kinderrechten goed te keuren. Het plan van aanpak van de eilanden is de basis voor verdere besluitvorming. Er zal naast besluitvorming over de voorgestelde maatregelen gesproken moeten worden over de uitvoering van de maatregelen en de wijze van het beschikbaar stellen van de middelen. Tevens zal dan nog gekeken moeten worden naar voigtijdelijkheid en planning per eiland. In november 2012 heeft het Koninkrijk der Nederlanden het verdrag van de Raad van Europa inzake het voorkomen en bestrijden van geweld tegen vrouwen en huiselijk geweld ondertekend. Het streven is er op gericht om het Verdrag ook van toepassing te laten worden op Caribisch Nederland. Om te onderzoeken wat de gevolgen zijn van de implementatie van het verdrag voor de aanpak van huiselijk geweld en geweld tegen vrouwen op Bonaire, Sint-Eustatius en Saba (de BES-eilanden/Caribisch Nederland), heeft Regioplan een verkennend onderzoek uitgevoerd. Dit onderzoek is verricht in opdracht van het ministerie van Veiligheid en Justitie, het ministerie van Volksgezondheid, Welzijn en Sport en het ministerie van Onderwijs, Cultuur en Wetenschap. De indruk bestaat dat huiselijk geweld op de eilanden, in vergelijking tot Nederland, vaker zwaardere vormen van fysiek geweld betreft. De prevalentie van huiselijk geweld is hardnekkig en nauw verbonden met de armoede- en huisvestingsproblematiek op de eilanden. Het hangt ook samen met het ontbreken van gezinsvorming, de ruwe omgangsvormen en de (opvoedings)cultuur. De huidige aanpak van huiselijk geweld is gefragmenteerd en te weinig intensief. De aanpak van huiselijk geweld mag daarom niet los staan van de brede aanpak van sociale problematiek. De onderzoekers hebben in samenspraak met de ketenpartners op de BES bouwstenen voor een basisaanpak beschreven. Er is dan ook breed draagvlak voor deze acties. De Taskforce Kinderrechten en huiselijk geweld CN draagt zorg voor het opstellen van actieplannen per eiland en de opzet van een aanpak huiselijk geweld. De drie eilanden hebben allen op een andere manier binnen het Actieplan Kinderrechten aandacht besteed aan het thema huiselijk geweld. Over de actieplannen kinderrechten van de eilanden komen het kabinet en de openbare lichamen (alvast) tot de volgende maatregelen: 1. Het verbeteren van huisvesting van gezinnen. Kleine en slechte huisvesting heeft een sterk negatieve impact op het opgroeien en opvoeden van kinderen. De minister van W&R heeft een financiële bijdrage beschikbaar gesteld om te komen tot woningverbetering van gezinnen. De komende tijd zal bezien moeten worden of deze financiële bijdrage volstaat en indien dat niet het geval is, hoe middelen gevonden kunnen worden om de huisvestingssituatie van kinderen verder te verbeteren. 2. Er wordt een overheveling van de inning van kinderalimentatie van de voogdijraad naar de belastingdienst voorgestaan. Doordat alimentatie (beter) geïnd wordt, kan de ontvangende ouder dit benutten ten goede van het kind. 3. Naar aanleiding van het regioplanrapport hebben de ministeries van VWS, V&J en BZK in gezamenlijkheid met de OL’s een implementatieplan opgesteld voor de aanpak van huiselijk geweld. In 2015 is gestart met de uitvoering van dit plan. 4. De openbare lichamen zullen worden ondersteund in het tot stand brengen van structurele samenwerking tussen de instanties van Rijk en de OL op de eilanden die voorzieningen

bieden gericht op de ontwikkeling van en zorg voor kinderen (en hun ouders). In dat verband wordt ook gekeken naar de mogelijkheden die het concept ‘brede school’ biedt. Overeenkomstig bestaande afspraak levert het Rijk een financiële bijdrage van circa 1 miljoen euro aan het maken van verbeterslagen op het gebied van kinderopvang en nog 1 miljoen euro voor de bouw van een kinderopvangdeel aan de nieuw te bouwen brede school op Bonaire. Vanuit OCW is een financiële bijdrage beschikbaar gesteld voor deelname van de eilanden aan de We CAN Young Campagne (onderdeel van de WE CAN End All Violence Against Women). In 2014 is de campagne van start gegaan en zal jaarlijks herhaald worden. Het ministerie van VenJ zal in 2015 een agenda justitieel jeugdbeleid opstellen voor de jaren 2016 e.v. Justitieel jeugdbeleid omvat zowel het civielrechtelijke als strafrechtelijke domein. Ter uitvoering van het Haags Kinderbeschermingsverdrag (HKBV), Internationale Kinderontvoering en Internationale Pleegzorg is een implementatieplan opgesteld. De aanpak wordt door de Centrale Autoriteit in samenspraak met de ketenpartners ingevoerd. Ook de Voogdijraad BES is hiervan in kennis gesteld. In augustus 2014 is met de Voogdijraad (onder meer) gesproken over de procedure van (interlandelijke) adoptie. Er is door het ministerie van VenJ een procesmanager aangesteld teneinde het veiligheidshuismodel waarbij het concept van regie, overleg en integraal werken centraal staat op Bonaire te implementeren. De procesmanager is in 2015 van start gegaan. Een aantal instellingen van het Rijk, zoals het expertisecentrum onderwijszorg, de Centra voor Jeugd en Gezin en de voogdijraad kunnen beter en efficiënter samenwerken. De meest betrokken departementen (VWS, OCW en SZW) bezien kritisch de mogelijkheden hiertoe. -

Focus 4 Ondersteuning Bestuurlijke ontwikkeling Het kabinet en de openbare lichamen hebben eigen verantwoordelijkheden. De eilandelijke overheden zijn voor financiële middelen sterk afhankelijk van rijksmiddelen. Net als Nederlandse gemeenten, mogen openbare lichamen slechts een beperkt aantal in de wet opgesomde belastingen heffen, waarvan de grondbelasting en de toeristenbelasting de belangrijkste opbrengsten genereren. Voor het overige zijn de openbare lichamen afhankelijk van rijksmiddelen door middel van de vrije uitkering uit het BES-fonds dan wel bijzondere doeluitkeringen vanuit departementen. De openbare lichamen mogen niet lenen en alleen vakdepartementen mogen (renteloze) leningen verstrekken. Het behoeft verder geen betoog dat in dit tijdsgewricht de financiële middelen beperkt zijn. Dit is van invloed op de mogelijkheden om investeringen te doen door de Openbare Lichamen in hun (bestuurlijk) apparaat. De uitvoeringscapaciteit en de mate waarin de Openbare Lichamen de taken en verantwoordelijkheden naar behoren uitvoert behoeft aandacht. Uit gesprekken met ambtenaren en bestuurders van de Openbare Lichamen blijkt dat behoefte bestaat om vooruitlopend op de uitkomsten van de evaluatie van het staatkundig structuur aan de slag te gaan met het versterking van het eilandeljk bestuur. Dit ziet op zowel het ambtenarenapparaat als de kwaliteit van het samenspel tussen het apparaat en de bestuurders waar nog volop ruimte is voor verbeteringen. De eilandsbesturen zijn niet afdoende geëquipeerd om alle kansen en bedreigingen waarmee men geconfronteerd wordt het hoofd te bieden. De kleine schaal van de eilanden maakt het vrijwel onmogelijk om alle benodigde bestuurlijke en ambtelijke capaciteit uit de eigen geledingen te rekruteren. De ontwikkeling van het ambtelijk apparaat en het bestuur is alleen mogelijk als van
binnenuit een beweging daartoe wordt ingezet en bestaande initiatieven worden versterkt het zij met extra middelen of mankracht. De rijksoverheid zal de Openbare Lichamen terzijde staan hierin. Het kabinet erkent voorts dat de versterking van het eindelijk bestuur, niet beperkt blijft tot de eilanden, maar dat ook departementen hieraan een belangrijke bijdrage kunnen leveren. De departementen doen met nieuwe of aangepaste wet- en regelgeving direct of indirect een behoorlijk beroep op de beperkte capaciteit van de Openbare Lichamen. Dit vergt onder meer een kritische analyse of hetgeen wordt beoogd met wet- en regelgeving in voorkomende gevallen niet op een andere manier vorm kan krijgen. Het zonder meer kopiëren van wet- en regelgeving naar Caribisch Nederland bemoeilijkt en overvraagt veelal de uitvoering, zo blijkt in de praktijk. De vraag dient gesteld te worden of dit in alle gevallen ook echt noodzakelijk is. De wij ze waarop de rijksoverheid is georganiseerd is daarnaast van invloed op het aantal departementen en ambtenaren waarmee de Openbare Lichamen te maken krijgen op één dossier. De rijksoverheid is bovendien qua schaal, verantwoordelijkheid en diversiteit aan thema’s voor de eilandelijke bestuurders en ambtenaren een complexe entiteit om mee samen te werken. Waar bij de rijksoverheid op ieder dossier minimaal één ambtenaar betrokken is, is op de eilanden een bestuurder of ambtenaar verantwoordelijk voor een veelheid aan dossiers. De rijksoverheid zal stil staan bij de vraag of voorgenomen wet- en regelgeving daadwerkelijk passend en effectief is in de eilandeljke context. Niet ondenkbaar is dat in voorkomende gevallen alternatieven voorhanden zijn die minder belastend zijn voor de Openbare Lichamen. De rijksoverheid zal zich op dit punt nog intensiever voor inzetten. Gegeven bovenstaande constateringen neemt het kabinet de volgende maatregelen om de positie van het eilandelijk bestuur en apparaat te versterken: 1. Het onderzoeksbureau Ideeversa heeft conform afspraak met de openbare lichamen onderzoek gedaan naar de Vrije uitkering. Dit onderzoek was nodig om de eilandelijke uitgaven beter af te stemmen op de departementale geldstromen en inspanningen. Ook was een actualisatie nodig van het referentiekader onderzoek aan de actuele situatie. De regelgeving en ambities zijn sinds 2011 (de basis van de huidige vrije uitkering) gewijzigd. Ook zijn dikwijls met rijksmiddelen eilandelijke achterstanden aangepakt, maar is beperkt rekening gehouden met de (hogere) structurele (onderhouds)lasten hiervan. Tenslotte zijn de eilandelijke achterstanden in dit onderzoek meegenomen, waarbij varianten in termen van voorzieningenniveau worden uitgewerkt. De uitkomsten van het onderzoek zijn inmiddels beschikbaar en zijn 24 maart 2015 naar de Tweede Kamer gestuurd. Het rapport zal worden betrokken bij de uitkomsten van de evaluatie naar de uitwerking van de nieuwe staatkundige structuur Caribisch Nederland (commissie Spies). Nader overleg zal in de tweede helft van 2015 plaats vinden, met oog op definitieve besluitvorming over de hoogte van de vrije uitkering en in relatie tot andere geldstromen. In afwachting hiervan zal de Vrije uitkering over 2015 worden geïndexeerd op basis van de afgesproken systematiek. 2. Het ministerie van BZK trekt per jaar 1,5 mln euro uit voor de versterking van het eilandelijk bestuur. De besteding van deze middelen krijgt zijn beslag in het programma ‘Goed bestuur’. Het ministerie van BZK betrekt bij het onderdeel Caribisch Nederland de Openbare Lichamen en de Rijksvertegenwoordiger. In het programma ‘Goed bestuur’ worden de verschillende activiteiten ter versterking van de eilandelijke overheden, vaak in de vorm van projecten, gebundeld. Hiermee wordt ook nagestreefd het integraal werken door de rijksoverheid in Caribisch Nederland te faciliteren en stimuleren. De —

invulling van dit programma wordt gevormd door de behoefte van de Openbare Lichamen alsmede de kwetsbare organisatorische aspecten die het functioneren negatief beïnvloeden. In het rapport Van GastellThunnissenlJohnson zijn een aantal concrete suggesties gedaan voor het versterken van de eilandsoverheden. De volgende maatregelen volgen daaruit en zullen in het programma ‘Goed bestuur’ worden opgenomen: a. De bestuurscolleges worden uitgenodigd om aan te geven op welke onderdelen technische bijstand, scholingsprogramma’s en stages in Europees Nederland nodig zijn. BZK verleent actief ondersteuning hierbij. Met name Saba en St. Eustatius hebben concrete behoeften besproken met BZK, denk aan de eilandsecretarissen, opleidingsbehoeften en een betere opzet van vergunningsprocessen (St. Eustatius). Nadrukkelijk zal aandacht worden geschonken aan talentvolle jongeren. b. De ondersteuning van de gezaghebbers wordt structureel versterkt. Per gezaghebber zal één bestuursadviseur worden aangezocht. BZK draagt zorg voor de financiering hiervan gedurende de eerste drie jaren. Daarna dient deze functie in de (eilandeljke) formatie van het kabinet van de gezaghebber te worden opgenomen en bekostigd. c. Rijkstrainees hebben de mogelijkheid op de eilanden te worden ingezet, bij zowel het Rijk als het eilandsbestuur. Daar wordt ook al van gebruik gemaakt op Saba en Sint-Eustatius. Bezien zal worden hoe dit verder kan worden uitgebreid. Inzet van deze groep dient er dan vooral gericht te zijn op de uitvoering van bestaande plannen. d. Met de Rijksvertegenwoordiger zijn reeds verkennende bijeenkomsten in Nederland georganiseerd voor Caribische Nederlanders waar de vraag centraal zal staan welke prikkels een terugkeer naar de eilanden positief zou beïnvloeden. Mogelijk levert dit een groep mensen met een interessant profiel op voor de Openbare Lichamen en/of onderdelen van de Rijksdienst Caribisch Nederland. Insteek is ook verkennen in hoeverre een traineeschap voor “eilandskinderen” kan worden ingesteld zodat jongeren die gaan studeren in Nederland de band met het eiland kunnen behouden en de kans op terugkeer toeneemt. Hier kan RCN in samenspraak met de partners op de eilanden het goede voorbeeld geven; Het is belangrijk om de uitvoering van de ontwikkelpiannen organisatorisch goed te verankeren. De eilanden kunnen dit, zeker op het infrastructurele deel, niet alleen. De Rijksvertegenwoordiger is als verbindingschakel tussen Rijk, eilandelijk bestuur en de ambtelijke organisaties ter plaatse direct aanspreekbaar en dichtbij. Het kabinet en het bestuurscollege van Bonaire zullen nadere afspraken maken om te komen tot een nieuw bestuursgebouw. Het bestuurscollege van Bonaire zet hierbij in op een renteloze lening. Het verzoek hiertoe wordt door de minister van BZK behandeld in het voorjaar 2016, mits voldaan is aan de wettelijke procedures, in het bijzonder dat de aanvraag van de eilandsraad, met positief advies van het Cft, uiterlijk 15januari 2016 beschikbaar is. Hiertoe zal Bonaire in de tweede helft van 2015 de (oude) business case actualiseren, in nauwe samenspraak met KR, RVB en RCN. De eventuele besparing bij het openbaar lichaam, wordt door het eiland ingezet voor het bestrijden van de sociaaleconomische problematiek. Het Rijk en eilandsbesturen spreken af dat de administratieve lasten voor de eilandoverheden zoveel mogelijk beperkt worden. Mochten de eilandoverheden ergens onredelijke administratieve last van het Rijk ervaren dan verplicht het betrokken
departement zich om met een voorstel te komen hoe de last verminderd zou kunnen worden, dan wel een uitleg te geven waarom de last onvermijdelijk is. 7. In lijn met de kabinetsreactie op het rapport deregulering, is een opschoning en digitalisering gerealiseerd van alle eilandverordeningen.
