KATA PENGANTAR KETUA TIM PELAKSANA TIM KOORDINASI NASIONAL KERJASAMA SELATAN-SELATAN & TRIANGULAR
Pertemuan Asia Afrika di Jakarta dan Bandung, Indonesia, pada 19-24 April 2015 yang juga merupakan peringatan ke-60 dari Konferensi Asia Afrika (KAA) merupakan salah satu wujud kepemimpinan dan kepedulian negara-negara Asia-Afrika terhadap isu-isu pembangunan di antara negara berkembang. Dengan mengusung tema "Strengthening South-South Cooperation to Promote World Peace and Prosperity," pimpinan negara-negara Asia dan Afrika mengakui perlunya struktur ekonomi baru yang dilakukan secara kolektif guna mendukung perjuangan menuju stabilitas dan kesetaraan di antara kedua benua. Pemimpin dan Delegasi bertemu untuk berbagi pengalaman, memperkuat kemitraan dan membahas strategi untuk mengatasi tantangan-tantangan bersama, serta meningkatkan pembangunan ekonomi di kedua benua terutama melalui kerjasama SelatanSelatan.
Pemerintah Indonesia telah bekerjasama erat dengan negara-negara berkembang sejak Konferensi Asia Afrika yang pertama tahun 1955. Seiring waktu, peran dan kontribusi Indonesia dalam kerja sama pembangunan di kawasan Asia-Pasifik dan global semakin meningkat. Pada tahun 2011 Indonesia menjadi ketua ASEAN dan pada tahun 2008 resmi menjadi anggota G20. Indonesia juga berperan aktif dalam Kemitraan Global untuk Kerjasama Pembangunan Efektif (Global Partnership for Effective Development Cooperation/GPEDC), sebuah forum global yang bertujuan untuk mengeksplorasi dan memperkuat kerjasama pembangunan, dimana pada tahun 2013 Indonesia merupakan Co-Chair bersama dengan United Kingdom dan Nigeria.
Di bawah pemerintahan Presiden Joko Widodo, kepemimpinan dan peran Indonesia dalam kerjasama pembangunan antar Negara Selatan akan semakin diperkuat, seperti tercantum dalam Rencana Pembangunan Jangka Menengah Nasional (RPJMN) 2015-2019. Indonesia berkomitmen untuk
memperkuat
perannya
dalam
forum-forum
global
dan
regional
dalam
rangka
mengembangkan kerja sama yang saling menguntungkan untuk menjembatani kesenjangan pembangunan dan, khususnya, untuk membangkitkan gerakan Selatan-Selatan.

Sejalan dengan itu, Tim Koordinasi Nasional Kerjasama Selatan-Selatan dan Triangular (Tim Kornas KSST) yang dibentuk tahun 2010, bertugas untuk memastikan pelaksanaan KSST Indonesia yang lebih terintegrasi, berlanjut, dan memberikan manfaat nyata yang saling menguntungkan. Sebagai “New Emerging Partner in South-South and Triangular Cooperation for Development”, Indonesia memiliki banyak potensi yang dapat dikerjasamakan dengan negara berkembang lainnya. Program-program unggulan Indonesia tersebut diperkenalkan secara luas dalam Pameran KSST Indonesia di acara peringatan KAA ke-60 yang telah sukses dilaksanakan oleh Tim Kornas KSST bersama dengan Kementerian dan Lembaga.
Laporan pelaksanaan pameran ini kami persembahkan terutama bagi rekan-rekan Tim Kornas dan Sekretariat KSST, kementerian dan lembaga yang telah menyukseskan pameran KSST Indonesia dengan partisipasi dan kontribusinya, serta kepada United Nations Development Programme (UNDP) yang melalui proyek Strengthening Innovative Partnership for Development Cooperation (SIPDC) senantiasa memberikan dukungan bagi penguatan KSST Indonesia. Semoga kemitraan yang terbangun akan semakin menguat guna merespon tantangan global dan mencapai cita-cita bersama menuju kesejahteraan, solidaritas dan stabilitas negara-negara Asia Afrika.

KATA PENGANTAR WORKING GROUP 3 TIM KOORDINASI NASIONAL KERJA SAMA SELATAN-SELATAN DAN TRIANGULAR
Peringatan Konferensi Asia Afrika (KAA) ke-60 yang diselenggarakan pada tanggal 19-24 April 2015 di Jakarta dan Bandung merupakan momen penting bagi negara-negara Asia Afrika dalam mendorong kemitraan yang lebih erat dan berbagi pengetahuan serta pengalaman untuk meningkatkan pembangunan ekonomi kedua kawasan. Hal ini telah tertuang dalam tema peringatan KAA ke-60, yaitu “Strengthening South-South Cooperation to Promote World Peace and Prosperity”.
Indonesia, sebagai salah satu negara pelopor Kerja Sama Selatan-Selatan (KSS), memiliki peran strategis dalam peningkatan kesejahteraan global dan perdamaian dunia. Untuk itu, Tim Koordinasi Kerja Sama Selatan-Selatan dan Triangular Indonesia memandang penting untuk memanfaatkan peringatan KAA sebagai kesempatan untuk meningkatkan visibilitas program-program KSST Indonesia melalui kegiatan pameran.
Pameran Tim Kornas KSST mengambil tema "New Emerging Partner in Innovative South-South and Triangular Cooperation (SSTC) for Development”, telah diselenggarakan sebagai bagian dari side event peringatan KAA ke-60. Pameran mempromosikan kapasitas dan kerja sama yang telah dilakukan Pemerintah Indonesia melalui berbagai program unggulan sejumlah Kementerian dan Lembaga, serta memperkenalkan Tim Kornas KSST secara lebih luas.
Pameran memperoleh sambutan baik dan tanggapan positif dari para delegasi Negara peserta Peringatan KAA ke-60. Kesuksesan penyelenggaraan Pameran KSST Indonesia hasil kerja sama yang solid antara Tim Kornas KSST dan Kementerian Lembaga(K/L) peserta pameran.
Kami menyampaikan penghargaan dan apresiasi kepada Kementerian Perindustrian, Kementerian Kesehatan, Balai Besar Inseminasi Buatan (BBIB), Kementerian Pertanian, Sekolah Tinggi Multi Media (STMM), Kementerian Informasi & Telekomunikasi, Kementerian Pekerjaan Umum dan Perumahan Rakyat, Kementerian Kelautan dan Perikanan, Badan Kependudukan & Keluarga Berencana Nasional (BKKBN), Tsunami Disaster Management Risk Center (TDMRC), Direktorat Kerja Sama Teknik (KST), Kementerian Luar Negeri, Biro Kerja Sama Teknik Luar Negeri (KTLN),

Kementerian Sekretariat Negara yang telah berpartisipasi dalam mempromosikan kapasitas Indonesia selama pameran berlangsung. Secara khusus kami sampaikan terima kasih kepada United Nations for Development Program (UNDP) Indonesia yang telah mendukung pembiayaan kegiatan pameran tersebut.
Kami meyakini bahwa masih banyak Kementerian/Lembaga lainnya juga telah melaksanakan kegiatan KSST, namun karena keterbatasan waktu, tidak dapat berpartisipasi dalam kegiatan pameran. Kami mengharapkan di masa mendatang, semua Kementerian/Lembaga dapat turut berperan dalam kegiatan-kegiatan serupa baik di dalam maupun luar negeri dalam mempromosikan kegiatan KSST Indonesia.
Besar harapan kami bahwa kerja sama akan terus terjalin erat antara Tim Kornas KSST Indonesia dan Kementerian/Lembaga di masa yang akan datang sebagai bagian turut serta solidaritas bangsa untuk mewujudkan perdamaian dan kesejahteraan dunia.

A. Tentang Pameran Acara peringatan ke-60 Konferensi Asia Afrika (KAA) dan peringatan ke-10 New Asian-African Strategic Partnership (NAASP), bertema: "Strengthening South-South Cooperation to Promote World Peace and Prosperity"diselenggarakan di Jakarta dan Bandung pada 19-24 April 2015. Sejumlah 106 negara Asia dan Afrika serta 16 negara pengamat dan 20 organisasi internasional ikut berpartisipasi dalam acara penting tersebut. Tujuan Forum KAA adalah untuk menjembatani Asia dan Afrika dalam mendorong kemitraan yang lebih erat dan berbagi pengalaman untuk meningkatkan pembangunan ekonomi kedua kawasan, membahas solusi dalam menjawab tantangan spesifik untuk kawasan Asia dan Afrika, serta menguatkan Kerja Sama Selatan-Selatan dalam rangka perdamaian dan kesejahteraan dunia.
Sejalan dengan tema forum KAA tersebut, Tim Koordinasi Nasional Kerja Sama Selatan-Selatan dan Triangular Indonesia (Tim Kornas KSST) menilai bahwa Forum KAA dapat dimanfaatkan sebagai kesempatan untuk meningkatkan peran aktif dan visibilitas KSS Indonesia. Hal ini sejalan dengan arahan RPJMN 2015-2019 terkait KSST, terutama pada bagian strategi promosi KSST di tingkat nasional dan internasional. Mempertimbangkan Indonesia sebagai "New Emerging Partner in Innovative South-South and Triangular Cooperation (SSTC) for Development”, pameran dari Tim Kornas KSST ini berupaya untuk menyajikan kapasitas yang telah dilakukan Pemerintah Indonesia dalam berbagai program unggulan dari sejumlah kementerian dan centers of excellences, mempromosikan program KSST Indonesia, dan memperkenalkan Tim Kornas secara lebih luas. Adapun pembiayaan pameran didukung oleh UNDP dan Norwegia melalui proyek Strengthening Innovative Partnership for Development Cooperation (SIP-DC).

B. Isi Pameran Pameran telah menampilkan kapasitas dan pengalaman kerja sama Indonesia dalam berbagai sektor, terutama bidang unggulan (flagship) meliputi food security melalui program inseminasi buatan, disaster management, family planning, agriculture, pengolahan hasil laut,dan program kesehatan. Selain materi cetak berupa poster, leaflets, dan buku, pameran juga diisi dengan materi multimedia dan alat peraga seperti hand tractor, mesin pemotong kerang, hidroponik, alat membatik, dan perangkat inseminasi buatan. ii. Pengumpulan Materi Materi dikumpulkan oleh Working Group 3 Tim Kornas KSST yang difasilitasi oleh Sekretariat Tim Kornas KSST. Adapun pengumpulan materi tersebut dilakukan lewat beberapa tahap, yang dimulai dari sosialisasi pelaksanaan rencana pameran Tim Kornas KSST Indonesia kepada Kementerian/Lembaga, koordinasi kebutuhan materi cetak promosi dan alat peraga dari Kementerian/Lembaga untuk pameran Tim Kornas,

inventarisasi materi dan alat peraga oleh WG3 dan Sekretariat Tim, dan pelaksanaan setting-up untuk materi dan alat peraga tersebut di Pre-Function Hall A JCC.
iii. Pengembangan Materi Tim Kornas KSST Dalam rangka mempromosikan Tim Kornas KSST dan kegiatan KSST Indonesia, dibuat sebuah flyer dan videografis untuk profil Tim Kornas.

b. Pembukaan Pameran KSST Indonesia Pembukaan Pameran KSST Indonesia dilaksanakan pada tanggal 19 April 2015 pukul 09:00 – 09:30 oleh Menteri Luar Negeri Indonesia setelah dibukanya acara Side Events KAA 2015 oleh Menteri Pariwisata selaku institusi koordinator Side Events. Pada pembukaan tersebut, keempat pilar Tim Kornas KSST turut menyampaikan sambutan yaitu Menteri Perencanaan Pembangunan Nasional/Kepala Bappenas, Menteri Sekretaris Negara, Wakil Menteri Keuangan, dan Menteri Luar Negeri. Acara Pembukaan tersebut dihadiri pejabat eselon I dan II kementerian terkait dan sejumlah mitra pembangunan.

c. Pelaksanaan Pameran KSST Indonesia Kegiatan Pameran KSST Indonesia telah dilakukan dengan sangat baik oleh WG 3, dengan fasilitasi dari Sekretariat Tim Kornas KSST, terkait dengan pengkoordinasian kebutuhan materi publikasi dengan Kementerian/Lembaga terkait yang berpartisipasi dalam pameran tersebut. Pengoordinasian dengan K/L melalui serangkaian pertemuan dengan kementerian dan lembaga, Pertemuan antara Tim Kornas, kementerian dan lembaga dan paspampres.
Sekretariat KSST telah membantu inventarisasi media publikasi yang telah disediakan oleh Kementerian dan Lembaga terkait, meliputi media cetak dan alat peraga, yang terus diperbaharui status kelengkapannya menjelang pelaksanaan KAA. Selain itu, WG 3 membantu verifikasi dan kepastian kepemilikan ID Card bagi para peserta booth pameran Tim Kornas KSST. Adapun WG 3, UNDP Indonesia/Norway dan Sekretariat KSST berkoordinasi dalam setting-up booth pameran dengan mempertimbangkan jenis materi publikasi yang akan ditampilkan.

D. Analisa Singkat Pameran KSST Indonesia a. Strategi Pameran i. Attention Grabber Terdapat 4 (empat) hal yang dinilai paling banyak menarik perhatian pengunjung dan membuat peserta KAA berkunjung di booth Tim Kornas KSST, yaitu: (1) hand tractor, (2) Video sejarah KAA dari ANRI, (3) Videografis Tim Kornas, dan (4) Poster BBIB “Technology of Frozen Semen”. Pameran ditunjang dengan fasilitas plasma TV berukuran besar (3x3 meter), peletakan hand tractor yang menjadi pusat perhatian bagi para pengunjung KAA dan delegasi KAA ketika memasuki ruang eksebisi, dan penunjang alat peraga lainnya.
ii. Promosi Beberapa kanal promosi untuk Pameran KSST Indonesia dilakukan melalui: Pameran tercantum dalam agenda KAA di bagian side events Penyebaran Media Advisory dan rilis pers Pembuatan menu card Pameran yang kemudian disebarkan dalam Ruang Sidang Signage Pameran
iii. Setting Booth Penempatan booth pameran KSST Indonesia yang berada tepat pada pintu masuk ruang eksebisi merupakan lokasi yang cukup strategis dan mampu meningkatkan visibilitas booth Tim Kornas. Booth ditata sesuai dengan tema KAA baik dari segi pewarnaan, logo dan materi lainnya.Pameran ditata dengan memadukan knowledge products, alat peraga, reception desk dan ruang duduk yang dapat digunakan sebagai venue pertemuan informasi.

iv. Penjagaan Booth Kementerian dan lembaga yang turut berpartisipasi dalam Pameran KSST Indonesia turut menjaga booth KSST Indonesia dan secara aktif turut menginformasikan dan berdialog dengan pengunjung terkait dengan kapasitas program masing-masing K/L.
b. Promosi Kapasitas Indonesia dan Tim Kornas KSST Sesuai dengan tujuannya, Pameran KSST Indonesia telah membantu memperkenalkan kapasitas dan komitmen Indonesia dalam kerja sama Selatan-Selatan dan sekaligus memperkenalkan Tim Kornas KSST. Materi mengenai One Village One Product (OVOP) merupakan salah satu program populer dimana pada hari ketiga Pameran materi mengenai OVOP telah habis. Program lainnya yang mendapat banyak perhatian pengunjung adalah family planning, pelatihan inseminasi buatan, Indonesia’s Capacity Building Program for Pacific, Indonesia’s Contribution for Africa, Video: Documentation of TCTP International Training on TV Documentary Program Production, Video: Project Created by Participants International Training on TV Documentary Program Production, dan banyaknya delegasi KAA yang mengunjungi bagian pameran untuk hand tractor dan seni membatik.
c. Potensi Manfaat Ekonomi Adanya alat peraga dalam Pameran KSST Indonesia menjadi daya tarik tersendiri bagi pengunjung. Dalam beberapa dialog, beberapa pengunjung mengutarakan ketertarikannya untuk mengetahui lebih jauh mengenai alat yang ditampilkan dan kemungkinan untuk dapat membeli alat tersebut. Sebagai contoh, perwakilan dari Solomon Island menanyakan informasi untuk membeli alat pemotong kerang.
Minat terbanyak tercatat pada hand tractor seperti tercantum dalam tabel di bawah. Dalam hal ini, perusahaan QUICK akan bekerja sama dengan Kementerian Pertanian melalui skema Government to Government. Hal serupa pernah dilaksanakan pada tahun 2014, dimana Kementerian Pertanian melakukan kerja sama dengan Pemerintah Madagaskar dalam program pengembangan kedelai dengan mengirimkan Alat Mesin Pertanian (ALSINTAN) ke Madagaskar yang salah satunya adalah hand tractor bermerek QUICK. Kementerian Pertanian kemudian mengirimkan 2 personel trainer dari perusahaan QUICK yang dibiayai oleh Kemtan dan perusahaan QUICK untuk memberikan pelatihan penggunaan hand tractor selama 5 hari. Lebih jauh, atas permintaan KBRI dan Kemtan personel QUICK juga melakukan

survei potensi pasar di Madagaskar dengan menemui beberapa pengusaha. Kegiatan tersebut membantu membuka potensi kerja sama expor hand tractor dengan Madagaskar.

Keterangan Perdana Menteri Rwanda meminta Marketer Quick Hand Tractor (Sdr. Nanang S.P) untuk mempresentasikan informasi terkait product tersebut di Hotel Sahid tanggal 23 April 2015 (Siang) Wakil Menteri Ethiopia telah berdiskusi dengan marketer Quick pada tanggal 19 April 2015 (Minggu sore) di hotel The Hermitage terkait dengan ketertarikan Ethiopia terhadap hand tractor tersebut Meminta waktu untuk bertemu membicarakan informasi detail terkait dengan Hand Tractor Presiden Madagaskar mengunjungi Booth dan tertarik berinteraksi secara lansung terkait harga dan pembuatan hand tractor.

Ketertarikan Negara-negara Selatan dalam KAA ini tidak terbatas pada hand tractor semata. Hal ini dapat dilihat berdasarkan kunjungan dari Delegasi Tingkat Tinggi KAA ke booth pameran KAA, yakni Perdana Menteri Rwanda, Perdana Menteri Bangladesh, Wakil Perdana Menteri Qatar, Presiden Madagaskar, Perdana Menteri Mesir, Menteri Luar Negeri Myanmar,,dan Ketua Konsuler Jamaika. Selain kunjungan delegasi ini, beberapa media internasional juga datang berkunjung untuk menginterview Tim Kornas, yakni dari TV Shanghai, dan TV Vietnam.
Spesifikasi ketertarikan mereka pun beragam, sebagai contoh, Perdana Menteri Bangladesh telah melontarkan komentarnya tentang prosesi batik di pameran yang dapat dijadikan potensi ekonomi tersendiri di negaranya. Sementara itu, Senior Official dari Mauritius dan Menteri Luar Negeri Ethiophia telah meminta video KAA yang kemudian didampingi Sekretariat KSST untuk menghubungi booth Pameran Arsip Nasional RI. Contoh lain dari

Good morning. I am very pleased to be with you today, in this 60th Commemoration of the Asian African Conference. This Conference has been and continues to be an important milestone for Asian and African countries. In solidarity and in partnership, to foster and nurture mutual welfare and development amongst Southern countries.To grow as we aspire, we recognize the need for resources to support our goals from within, from the international communities, from various cooperation, and from constant learning from our peers. The Government of Indonesia has been cooperating closely with developing economies dated back since the first Asian African Conference in 1955. We have guided in our 20152019 National Medium Term Development Plan/RPJMN for the reinforcement of SouthSouth and Triangular Cooperation. Indonesia’s role in South-South and Triangular Cooperation abides by the principle of mutually benefiting or Win-Win-Win. In this regard, South-South and Triangular Cooperation will be used as a modality to enhance development cooperation to generate mutual tangible benefits. As commitment to improve Indonesia’s SSTC, the Ministry of National Development Planning will ensure the planning and the allocation of selected programs in order to strengthen cooperation with Southern Partners and Development Partners. Some of these programs are exhibited today in this Exhibition of Indonesia’s South-South Cooperation under the theme of “Advancing South-South Cooperation for Peace and Prosperity.”

You will find our flagship programs geared toward food security such as the Artificial Insemination for Cattle from the Ministry of Agriculture, Family Planning Program from the National Population and Family Planning Board, Disaster Management by the Tsunami and Disaster Mitigation Research Center, and capacity building programs from the Ministry of Marine and Fisheries, Ministry of Industry, Ministry of Information and Communications, Ministry of Public Works, and the Ministry of Health. These programs are coordinated through the National Coordination Team of SSTC together with line ministries on a demand driven basis. We hope this venue can accommodate the communication and the exchange of knowledge between Indonesia and fellow Southern countries. Hand in hand, we will better partnership for prosperity. Wb., A very good morning to all of us, It is indeed a great pleasure to welcome you all to the Indonesia’s South-South Cooperation Exhibition. With the backdrop of the 60th Asian African Conference Commemoration that champions the theme of “Strengthening South-South Cooperation to Promote World Peace and Prosperity”, this event is hold not only to present Indonesia’s recent progress in advancing south-south cooperation, but also to bolster the prospect of cooperation with wider audiences of Asian and African countries. This exhibition is organized by the Indonesia’s National Coordination Team of South-south and Triangular cooperation, supported by the United Nations Development Programme (UNDP) under the Indonesia – UNDP Partnership Framework Agreement as one of the realization of our mutual commitment to enhance development cooperations. Excellencies, Ladies and gentlemen, South-South cooperation has been considered as a manifestation of solidarity among developing countries that contributes to their national well-being, national and collective self-reliance and the attainment of development goals. This is particularly because the south-south cooperation agenda and initiatives has been and shall continue to be determined by the countries of the South, guided by the principles of respect for national sovereignty, national ownership and independence, equality, non-conditionality, noninterference in domestic affairs and mutual benefit. As mandated by the 1945 Constitution, Indonesia is committed to pursue world peace and prosperity. In that regard, Indonesia considers south-south cooperation as an important framework upon which partnership with developing countries in responding to global

challenges can be built. In fact, our Mid-Term Development Plan 2015-2019 emphasized the need for Indonesia to enhance its role in South-South and Triangular Cooperation. We are proud to say that Indonesia has gained a high level of trust from the international community in the field of south-south cooperation. From 1999 to March 2015, Indonesia has conducted around 400 training programs with 4400 participants from developing countries of Asia, Pacific, Africa and Latin America. We worked with around 32 development partners in the scheme of triangular cooperation. Excellencies, Ladies and gentlemen, Following Indonesia’s strong commitment to advance the south-south cooperation, in 2010, the government established a National Coordination Team (NCT) of South-South and Triangular Cooperation. The main objective of the team is to coordinate all of Indonesia’s technical assistance with the view of enabling Indonesia to fulfill its commitment to contribute to the global prosperity. This team comprises of four Ministries, namely the Ministry of Foreign Affairs, the Ministry of National Development Planning/Bappenas, the Ministry of Finance and the Ministry of State Secretariat. We are planning to strengthen National Coordination Team on South-South and Triangular Cooperation by establishing a one gate policy. Our goal is to have a single agency for Indonesia’s South-South and Triangular Cooperation with a vision of “Better Partnership for Prosperity”. Under this mechanism, regular consultation and coordination must be carried out among all parties involved in order to achieve transparency. We strive to ensure that capacity building programs is in line with respective national development priorities of the beneficiary countries. In so doing, national ownership and leadership will be guaranteed. Under this National Coordination Team, six flagship sectors in Indonesia’s south-south cooperation have been identified and implemented. As presented at the exhibition, these sectors are (i) Agriculture, Food Security & Social Protection; (ii) Disaster Risk Management; (iii) Democracy – Good Governance; (iv) Trade & Industry; (v) Infrastructure; and (vi) Human Development. Programs undertaken within these sectors include; Contributions for Palestine, Disaster Risk Reduction Program by Tsunami Disaster Risk Management Research Center of the Universitas Syiah Kuala, Singosari Artificial Insemination for Cattle Program, and the Capacity Building in Population, Family Planning and Reproductive Health Program by the National Population and Family Planning Board. Albeit the success of many programs carried out so far, we realize the need to learn and the importance of experiences sharing with fellow developing countries. Thus, we are always open to exchanges of knowledge and best practices to strengthen the existing framework of south-south cooperation. The Honorable Minister of Foreign Affairs, The Honorable Minister of State Secretary, The Honorable Minister of National Development Planning / Head of National Development Planning Agency, Distinguished Guest, Ladies and Gentlemen. Assalamualaikum warohmatullahi Wabarokaatuh Good day and best wishes to all of us. Let us send our praise and gratitude to Allah SWT, God Almighty, by whose mercy and grace, on this day, we are all able to attend the series of events in commemoration of the historical Asian-African Conference. I would also like to convey gratitute for this opportunity to give a brief remarks, on behalf of the Minister of Finance, who is unfortunately not able to attend this event due to other duties. Distinguished Guests, Ladies and Gentlemen, The Asian-African Conference, which is filled with the spirit of the Asian and African countries’ leaders sixty years ago to work together in advancing their nations and their people, is one of the major turning point in world history. That spirit is very closely related to what we are doing in strengthening the South-South Cooperation or SSC. Reflecting the spirit of our leaders sixty years ago, SSC has become a manifestation of the solidarity among developing countries within the framework of supporting and accelerating each other’s development and independence. As a country with a deep history and background of struggle for independence, SSC has become a strategic instrument for Indonesia, in supporting, directly or indirectly, developing countries to empower each other, to share their experiences in development, to reach a common equitable and fair prosperity, and also to maintain world peace. In this regards, SSC can be an embodiment of the spirit of the Asian-African Conference within the framework of economic and technical cooperations. Distinguished Guests, Ladies and Gentlemen, Noting the strategic role of SSC, the Ministry of Finance continues to support SSC programs through structural and institutional reform, for the success of this cooperation, which we understand together would have a large impact on humanity and global prosperity. This Ministry of Finance have two active roles in SSC. The first role is by providing direct technical assistance to countries in need. For instance, Ministry of Finance, working together with related parties, are providing capacity building on fical decentralization for Myanmar and

capital market development to BCLMV countries (Brunei Darussalam, Cambodia, Laos, Myanmar, and Vietnam). The second role is by becoming an active member of the National Coordination Team on South-South and Triangular Cooperation, which continuously reforming rules and regulations, fiscal policies, and also governance within the framework of public finance management, in order to support SSC. In this regards, Ministry of Finance is leading the process of formulating the Government Regulation on Grant to Foreign Government or Organization. This regulation is intended to provide a clear guidance to all stakeholders, particularly in supporting SSC activities. Distinguished Guests, Ladies and Gentlemen, Indonesia has been providing technical assistances within the framework of SSC since the early days of independence through various ministries and institutions, such as the Ministry of Agriculture, Ministry of Religious Affairs, Ministry of Foreign Affairs, Ministry of Finance, and others. Recent data shows that during the years 2012-2013, the technical assistance provided by Indonesia was approximately sixty nine (69) billion rupiah and fifteen (15) thousand US dollars. Meanwhile, during the ten year period from 2000 to 2010, the amount of grants or assistance given by Indonesia is estimated at more than forty nine (49) million US dollars. The Ministry of Finance hope that the budget we have spent for SSC programs would have a major impact on the development of world economy, and ultimately contribute to the prosperity and global justice. In closing, we expect that the South-South Cooperation would contribute to create a better world prosperity and all stakeholders has to be able to take benefits from this cooperation, both economically, politically, and socially, for the progress and prosperity of each and every nation, and also the world. Good morning everyone Let me begin by saying Alhamdulillahirobbilalamin and I convey my highest gratitude for all of you who have contributed to the preparation of this 60th Commemoration of the Asian African Conference and Exhibition of Indonesia’s South-South Cooperation. On behalf of the Ministry of State Secretariat and the Government of the Republic of Indonesia, I would like to express our appreciation to the UNDP as development partner for supporting this exhibition and also for all Indonesia's development partners who have worked closely in developing the Indonesia South-South and Triangular Cooperation. This is a true historical moment and is also a rare opportunity for me to join with other three ministers on this exhibition's opening ceremony. We usually meet at the Minister Cabinet Meeting at the Palace. But I can convince you that this is not the Indonesian Minister Idols Contest. We are standing here to present our strong commitment in strengthening cooperation between Asia and Africa through the South-South Cooperation. Ladies and Gentlemen, I don't want to take much of your time since my colleagues earlier have delivered the substance related this Conference. On this occasion, I will highlight several points concerning this Exhibition as related to our development in the South-South Cooperation: First, during the 60th Commemoration of the Asian African Conference, we can see that this exhibition presents some Indonesian Comparative Advantages. We have been giving our

technical assistance to many other developing countries through capacity building programs since decades ago. This exhibition only shows you a few cases of Indonesian Comparative Advantages. We have many more flagship programs and I believe this space will not be enough if we want to show them entirely. Secondly, South-South Cooperation is a tool of diplomacy and also a component of international development. Through the South-South Cooperation, we assisted other countries and made our relation closer and stronger. We also develop the capacities of other countries as well as we develop ourselves. At the sama time, we enhance our national development vice versa in order to reduce the gap among developing countries including eradicate poverty, food and energy security, and green growth sustainable development. Thirdly, South-South Cooperation is a SUSTAIN CYCLE, NOT an ENDING GAME. So we need to capture various demands and match them with our capacities wisely. On the other hand, we also should continuously monitor and evaluate our development programs to ensure its effectiveness, efficiency, sustainability, transparency and accountability. Last but not least, the Ministry of State Secretariat is fully in support in stepping forward to the next stage of the Indonesia South-South and Triangular Cooperation by realizing a one gate policy, which more integrated, transparent, and accountable through acceleration of the establishment of an Institutional Legal Framework. At the end of my speech, I hope we can make this Conference fruitful, achieve expected results, and memorable. I thank you and Godspeed.
