On the 11th of September, Margot Wallström, VicePresident of the European Commission, responsible for Institutional Relations and Communication informed in Helsinki the Chairpersons meeting of COSAC (EU Affairs Parliamentary Committees) about the Commission’s decision to start the direct transmission of all its documents to the national parliaments. The Commission thereby fulfilled its commitment announced on 10 May and subsequently endorsed by the June European Council. The documents will be transmitted to the national parliaments by e-mail. A special internal procedure has been put in place for the handling of parliaments' opinions, under the authority of the Commission's Vice-President Margot Wallström, responsible for relations with the national parliaments. The procedure will guarantee that the voice of the national parliaments is heard and their contributions are taken into account in the ongoing process of assessing policy initiatives of the European Commission. This new procedure will complement the already extensive consultations the Commission undertakes. The procedure does not change the existing legislative procedures foreseen by the Treaties with rergard to the EU Parlament and the Council, which will be kept informed of our correspondence with national parliaments.

Economic expert, analyst and consultant specialized in the field of EU economics. He received his MSc in Finance from the Prague’s School of Economics in 1987. In 1991-1992 he studied at the Department of Economics, Queen Mary and Westfield College, University of London, UK. In 1992-1993 he studied the MSc programme in Economic Policy Management, Columbia University, N.Y., USA and the MSc level programme in European Studies at Katholieke Universiteit, Leuven, Belgium. During this period of time he also conducted economic research for the World Bank. In 1993-1995 he worked at the Institute for European and International Studies, Office of Government, Grand Duchy of Luxembourg and at the International Institute for Applied Systems Analysis, Laxenburg, Austria. After his return to the Czech Republic he worked as a macroeconomic analyst and in 1995-1999 he was an advisor to the Office of the Czech President Václav Havel. Currently he is the Head of the EU Office, Česká spořitelna, a.s. in Prague.
Jedním z nejklíčovějších témat evropské integrace v uplynulých přibližně dvou letech byla příprava priorit, cílů a odpovídajícího finančního rámce dlouhodobého rozpočtového nástroje EU, známého jako Nová finanční perspektiva 2007 – 2013. Záležitosti spojené s přípravou a schválením tohoto strategického dokumentu jsou již minulostí, nikoliv však práce v jednotlivých členských státech, které jeho závěry a obsah rozpracovávají do podoby operačních programů a dalších nástrojů, jež jim umožní reálné čerpání finančních prostředků. Jedním z velmi podstatných bodů této Perspektivy totiž je i využívání Strukturálních fondů a Kohezního fondu EU v rámci nového programovacího období ve stejném časovém intervalu. Velmi podstatná část dosavadních přípravných prací spočívala v úkolech zajišťovaných institucemi EU – od původního návrhu Evropské komise, přes projednávání na úrovni Rady EU a Evropské rady až ke konečnému schvalovacímu posvěcení Evropským parlamentem. Od teď dojde k výraznému a viditelnému převážení penza úkolů z evropských institucí na národní členské státy EU a orgány (včetně regionálních) v rámci nich. Následující období tak lze charakterizovat jako završování (ne-li finiš) již dávno započatých domácích úkolů, respektujících pravidla daná institucemi EU a současně akcentujících specifické potřeby jednotlivých členských států a jejich regionů.
Jedním z posledních dokumentů vrcholné důležitosti, vzešlý z úrovně institucí EU v době vrcholícího plnění domácích úkolů v jednotlivých členských státech, byl v první polovině července Evropským parlamentem schválený balíček Strukturálních fondů na období 2007 – 2013. Tento balíček definuje cíle, kritéria pro způsobilost čerpání fondů a pro jejich rozdělování. Balíček rovněž obsahuje částku, s níž budou země rozšířené EU (včetně Rumunska a Bulharska) moci počítat – 308 mld. EUR. The map of Structural Funds 2007-13 for all the European Regions
Jediné, co ještě zbývá do úplného vyplnění množiny strategických dokumentů ohledně Strukturálních fondů ze strany evropských institucí, je schválení strategických pokynů, které se očekává na počátku podzimního období. Hlavní obecnou prioritou tohoto období je heslo Lisabonské strategie: větší růst a více pracovních míst v EU. 82% celkové částky půjde na naplnění prvního cíle Konvergence. Přibližně 16% celkové částky by mělo podpořit inovace, udržitelný rozvoj, lepší dostupnost a vzdělávací či tréninkové projekty v rámci cíle Regionální konkurenceschopnost a zaměstnanost. A konečně přibližně 2,5% zůstávají k dispozici pro cíl Evropské územní spolupráce. Noty pro orchestr jsou tedy v drtivé většině napsány; nyní se orchestr (tedy jednotlivé členské státy) musí naučit podle těchto not hrát. Jaké jsou základní instrukce pro to, aby na konci letošního, nejpozději na začátku příštího roku jednotliví hráči orchestru (jednotlivé členské státy) byly vůbec schopny zahrát svůj part, a to pokud možno ne falešně ? Penzum zbývajících úkolů není malé. Prvním z nich je, aby každý národní dirigent (rozumějme zodpovědný koordinátor) byl schopen před Evropskou komisí a jejím Generálním ředitelstvím pro regionální politiku prezentovat a obhájit klíčový národní dokument – Národní strategický referenční rámec. Poté, resp. paralelně s tím čeká všechny subjekty zodpovědné za zpracování jednotlivých Operačních programů, aby vlastně totéž provedly se svými partnery na tomto Generálním ředitelství. Právě ono schválené penzum legislativy, onen balíček by těmto subjektům měl sloužit jako věrohodné měřítko nutných náležitostí svých Operačních programů. Ale to je jen podmínka nutná, nikoliv postačující. Obsah Operačních programů by měl být nejen formálně, ale i logicky a programově v pořádku – měl by reagovat na skutečné potřeby předmětných oblastí – témat, sektorů, regionů, území, mezi těmito potřebami identifikovat opravdové priority, tyto priority vhodným způsobem formulovat a nalézt pro ně odpovídající, jim vyvážené finanční krytí. V několika uplynulých větách se však skrývá týdny a měsíce trvající práce, jež musí být propracována do posledního detailu, aby mohl být každý z Operačních programů schválen. A to jsme stále na začátku celého procesu. Velká výzva je spojena s tím, jak bude každý ze schválených Operačních programů prakticky spuštěn, jak bude komunikován, jak slučitelný bude s potřebami potenciálních řešitelů, kteří měli v minulých měsících velkou příležitost jej ovlivnit. Ono spuštění předpokládá bezchybně fungující informační a monitorovací systém, objektivní proces vyhodnocování předkládaných projektů, či pružný způsob jejich proplácení bez zbytečných odkladů a průtahů. Znamená i proces soustavné kontroly, aby realizace projektu byla v maximálním souladu s jeho deskripcí v podobě projektového návrhu. Výčet ukazuje, že nadcházejících několik měsíců bude z hlediska úspěšnosti celého sedmiletého procesu mimořádně důležitých; bude mít podobu zdařilého (či v horším případě nezdařilého) startu. Dobrý start je vždy příslibem toho, že se celé dílo může vydařit, a naopak. Jednotlivé popsané fáze do sebe musejí zapadat a tvořit ucelený, komplexní systém. Přejme si, aby za rok touto dobou bylo možné hodnotit první mezičas naznačeného procesu a aby výsledek tohoto dílčího hodnocení korespondoval s dnešním nadějným očekáváním.
Main EU Topics and Events A resume of the last weeks in Brussels OLOMOUC REGION IN BRUSSELS The Office hosts a visit from Olomouc’s Schools V ranních hodinách 11. zářijového slunečního dne jsme na Zastoupení Olomouckého kraje V Bruselu u nás v rezidenci v Rose House přivítali milou návštěvu z Magistrátu města Olomouce, Informačního střediska Europe Direct v Olomouci a také vítězné skupinky studentů, kteří za první tři místa v soutěži pořádané u příležitosti Dne Evropy ("Schumanův den", 9. května) získali právě tento zájezd. Navštívili nás studenti a jejich vyučující ze Střední školy sociální péče a služeb ze Zábřehu na Moravě s projektem na téma Kypr v EU (1.místo), Obchodní akademie z Olomouce s projektem na téma Švédsko v EU (2.místo) a Soukromé střední školy podnikatelské s projektem na téma Řecko v EU (3.místo). Po přijetí a úvodním slovu o misi Zastoupení jsme návštěvě promítli krátký film o Open Days a během občerstvení venku před Rose House probíhala dále debata o práci Zastoupení, různých typech reprezentace a způsobech čerpání fondů. Doufáme, že se olomoucké návštěvě v Bruselu líbilo! Počasí jim přálo.
EUROPEAN COMMISSION – International Meeting on Research and Innovation On September 7th, 2006, at the initiative of President José Manuel Barroso, the European Commission held an internation meeting ressembling representatives from some of the most R&D-intensive European enterprises in key technology sectors, as well as major business organisations. Vice President Verheugen, Commissioners Figel' and Kroes also attended the meeting, which focused on the role of the business sector in education, science and innovation, linked to the EC's flagship project, the European Institute of Technology. As President Barroso observed, “Europe is wasting some of its potential for excellence. We do not sufficiently combine our efforts in education, research and business and the fragmentation of the research efforts do not reduce the gap between knowledge and innovation”. How can this fragmentation be overcome? What needs to be done to improve the relationship between education, research and innovation and their contribution to economic growth, employment and social cohesion? These were just two of the questions that the business leaders have been considering at the meeting.
EUROPEAN PARLIAMENT – International issues at the glance
The Finnish President Mrs. Tarja Halonen
On September 6th, 2006, two high profile visitors were at the European Parliament: Finnish President Mrs. Tarja Halonen – who used her address to Parliament to stress the international challenges and opportunities the EU faces – and Bulgarian Prime Minister, Mr. Sergei Stanishev – who met Parliament's President Borrell and the leaders of the political groups. Mrs Halonen spoke about international issues. She warned that "the international security threats we are facing are increasingly non-military", and that threats such as environmental degradation and natural disasters are becoming increasingly threatening. In the EU's growing international and crises management role she said that "the EU's crisis management policy rests on the combination of military and civilian action. A coherent EU is a strong actor, as the Lebanon situation has shown". As the near the final stages in their bid to join the EU, Bulgaria's Prime Minister stressed that his country has intensively worked towards EU accession, notably by implementing a specific action plan to comply with the membership criteria. Mr Stanishev noted that the transition in his country has been painful, but that the wish to join the EU in good shape has pushed them forward. In late September the European Commission will present its view on whether Bulgaria and Romania have met the criteria for EU accession. This will be put before MEPs during the next Plenary session (25-28 September).
In Short from Brussels Agriculture
EIB financing for flood prevention in Czech Republic
The European Investment Bank is evaluating the request for financing presented by the Czech Ministry of Agriculture for its “Accelerated Project of Flood Prevention”. The project aims at implementing the National Flood Prevention Strategy, adopted by the Government in 2000, with the purpose of increasing the level of flood protection in the main urban areas of the country. The aim is achieving the targeted levels of protection and avoiding the effects of the recurrent, widespread floods that hit the country during the last ten years, the most severe of which were recorded in 1997 and 2002. The project consists of investment schemes for flood protection undertaken as part of the National Flood Prevention Strategy. The proposed scope includes investments in all major Czech river basins, as well as the rehabilitation, de-sludging and upgrading of existing pond systems, to better utilise them for retention of flood waves. Schemes will cover the whole country. Their implementation was accelerated further to the 2006 floods. The total budget of the project is CZK 15 million, for a required EIB loan of CZK 9 million. All schemes will be screened according to the requirements of applicable Directives, including 97/11, amending 85/337, and the Natura 2000 and Habitats directives. The Bank will ensure that all schemes to be supported by the loan comply with the relevant EU environmental legislation.

Launched a public consultation on health services
On 5th September 2006, the European Commission decided to launch a public consultation on how to ensure legal certainty regarding cross-border health services under Community law, and to support cooperation between the health systems of the Member States. The consultation will be based on a Communication to be drawn up by European Health and Consumer Protection Commissioner Markos Kyprianou setting out ideas for an EU framework for safe, high-quality and efficient healthcare services, reflecting the outcome of the orientation debate held by the Commission. The first step will be a consultation on issues such as: the conditions according to which cross-border health care must be authorised and paid for, and the provision of information to patients about treatments available in other Member States; which health authority is responsible for supervising cross-border health care in different circumstances; responsibility for any harm caused by healthcare and compensation; patient rights; and supporting health systems through European co-operation. On the basis of responses to this consultation, any formal Commission proposals will follow in 2007. Integrating third-country nationals The European Commission launches the 2006 INTI call for proposals
The European Commission has published the 2006 INTI call for proposals: an amount of €5 million euro has been allocated to INTI programme for 2006; whereof 4 million euro for this call for proposals. Under this call for proposals preparatory actions promoting the integration of third-country nationals in the EU Member States will be funded. In particular, they will pursue the following three specific objectives: - to support the setting up of trans-national co-operation networks or pilot projects designed to identify, exchange and evaluate good practices and new approaches in the field of integration - to increase knowledge base for the development of integration policies EU-wide - to support trans-national dialogue and awareness on integration issues and its impact on society The minimum grant per project is 100.000 euro. The maximum grant per project is 500.000 euro. The deadline for the submission of the proposals is 20 October 2006. To give the programme a truly transnational dimension, partners from at least five Member States must participate in INTI projects. Under the INTI programme for 2005, the Commission received 139 grant applications and last March selected 15 projects to be co-financed.
