The project "Policy development for improving RES-H/C penetration in European Member States (RES-H Policy)" is supported by the European Commission through the IEE programme (contract no. IEE/07/692/SI2.499579). The project "Policy development for improving RES-H/C penetration in European Member States (RES-H Policy)" aims at assisting Member State governments in preparing for the implementation of the Directive on Renewables (2009/28/EC) as far as aspects related to renewable heating and cooling (RES-H/C) are concerned. Member States are supported in setting up national sector specific 2020/2030 RESH/C targets. Moreover the project initiates participatory National Policy Processes in which selected policy options to support RES-H/C are qualitatively and quantitatively assessed. Based on this assessment the project develops tailor-made policy options and recommendations as to how to best design a support framework for increased RES-H/C penetration in national heating and cooling markets. The target countries/regions of the project comprise Austria, Greece, Lithuania, the Netherlands, Poland and the United Kingdom – countries that represent a variety in regard of the framework conditions for RES-H/C. On the European level the projects assesses options for coordinating and harmonising national policy approaches. This results in common design criteria for a general EU framework for RES-H/C policies and an overview of costs and benefits of different harmonised strategies. Summary of the workshop

Workshop renewable heating and cooling

RES-H Policy Project Amsterdam, 12 April 2011

Meeting report Number of participants: 20 (policy makers: 3 persons, renewable energy trade associations: 15 persons, research: 2, ECN: 3)

General There were two parts to the workshop. During the first part (13.30–15.15) the RES-H Policy project team described the analyses carried out for the project: the results of the models, with a specific focus on policy analyses and an increase in the role of renewable heat in the National Renewable Energy Action Plan (NREAP). The second part (13.30–17.00) consisted of a presentation on the new regulation ‘Stimulating Sustainable Energy plus’ (SDE+) and a discussion. Two presentations were given in the first part of the workshop. The first of these was a presentation on current developments in the Netherlands and Europe, model results, and threats and opportunities regarding renewable heat in industry. This was followed by a presentation on the cost-efficient implementation of the European renewable energy objectives, in which it was recognised that there is a link between sustainable heat and the contribution made by renewable electricity and renewable transport. The new ‘Stimulating Sustainable Energy plus’ (SDE+) regulation presentation was given after the break. This regulation may include the stimulation of renewable heat from 2012. Feedback during the presentations In the presentations on the project results (by Luuk Beurskens and Koen Smekens, ECN) Following a brief introduction, this part of the workshop provided a status update of sustainable heat in other EU countries and the Netherlands, followed by information on model calculations carried out within RES-H Policy and a focus on the development of sustainable heat in industry. A summary of comments made in response to the presentations is given below: •

Funds for the sustainable heat regulation are not even certain for the year 2011.

•

The EPC will be updated: sustainable heat from biomass is now covered by the ‘regional measure’, so that this option receives more credits.

•

During the presentation on the costs of the renewable options, the question was raised whether the costs of heat distribution are already included in deep geothermal. Prices have decreased recently for solar energy but this has not been included in the model calculation.

•

When sustainable heat, for example from deep geothermal, is sold to another (particularly industrial) party, this party seems to resist long-term price agreements for the purchase of heat, and it is even difficult to come to an agreement for a guaranteed purchase.

•

As far as the model results are concerned, questions were raised requesting further explanation, but they did not lead to much discussion. The workshop participants agreed with the importance of the sectors dealt with (buildings and industry).

•

Industry is not making large investments: this is a serious obstacle.

•

Regarding the role of ETS, the comment was made that, when applying the ‘not more than usual’ principle, the CO2 price is also included in the biomass prices, and that the purchaser therefore has no price advantage. This is only the case when there is a separate investor, and not when an industrial party decides to invest itself.

•

In the comparison of the renewable heat options with the electricity and transport options, comments were made on the ‘national costs’ perspective.

•

The national costs approach is useful when choices need to be made about renewable energy at the ‘The Netherlands PLC’ level.

In the presentations on SDE+ (by Sander Lensink, ECN) The current dialogue regarding renewable heat in the Netherlands is carried out in anticipation of the new SDE+ regulation for renewable heat, which the Minister of Economy, Agriculture and Innovation (EL&I, formerly the Ministry of Economic Affairs) informed the Dutch parliament about in a letter in November 2010. The Energy Research Centre of the Netherlands (ECN) provided the Ministry with advice in drawing up the regulation. In the third RES-H Policy workshop participants were informed of the current state of affairs regarding the details of the new regulation, at least for as far as they were known at the time of the workshop. The dialogue with the workshop participants and the questions posed were very detailed and, furthermore, focused on the day to day activities of the developers of renewable heat. The presentation given by Sander Lensink (ECN) was very appropriate given the subject of the workshop. Here are a number of comments made regarding the regulation: •

The techniques for renewable heat are particularly interesting because the end user method values heat just as much as electricity. This is a relevant question in relation to the most efficient use possible of biomass raw materials.

•

The comment was made that the SDE+ renewable heat regulation must be in keeping with the Dutch Heat Supply Act.

•

Please note: distribution costs are also normally included in the ‘price of heat’: use the correct terminology. This also applies to ‘residual heat’: this is a product, not waste.

•

Regarding combined heat and power generation, comments were made about heat-driven versus electricity-driven, about peak and off-peak hours, and the consequences of this on prices and fees. The subsidy assumes the maximum number of full load hours.

•

The tender regulation includes prices – what is the point of this? This is important for categorisation. No selection is made based on price.

•

The English RHI concerns much lower powers.

•

Interaction with green gas: where is biomass expected to go? There may be a problem in the summer with the input of green gas due to the lower gas demand in the distribution network.

review and probably set to cut in when particular capacities are achieved. First review to take place in 2014, then every 4 years. No additional funding will be made available to support the expansion of district heating networks. Oversight by the UK energy regulator, OFGEM Agents, such as installers, suppliers or other third parties, will not be allowed to apply for support from the scheme on an applicant’s behalf.

ETS and renewable heat Because the amount of allowances in the period 2013 -2020 is fixed renewable heat at an ETS location does not result in CO2-reduction in the third trading period (but it does count towards the RES target). But renewable heat, if not based on buying biomass, helps with ETS-risk management for industrial companies. Current CO2-prices (translated to 1-2 euro/GJ fuel) are too low for a substantial stimulation of renewable heat. For substantial stimulation CO2-prices should be in the range of 200 euro/ton CO2. But this in not expected. If CO2-prices are high (and stay high) scarcity of biomass can be expected through demand from the industry and electricity sector, resulting in higher biomass prices.

Opdracht voor ECN/KEMA In de opdracht wordt de methode uitgewerkt om met behulp van basisbedragen, basisenergieprijs en correctiebedragen de jaarlijks uit te keren SDEplusvergoeding te berekenen.
