Conference on Renewable Heating and Cooling in the Netherlands
The project "Policy development for improving RES-H/C penetration in European Member States (RES-H Policy)" is supported by the European Commission through the IEE programme (contract no. IEE/07/692/SI2.499579). The project "Policy development for improving RES-H/C penetration in European Member States (RES-H Policy)" aims at assisting Member State governments in preparing for the implementation of the Directive on Renewables (2009/28/EC) as far as aspects related to renewable heating and cooling (RES-H/C) are concerned. Member States are supported in setting up national sector specific 2020/2030 RES-H/ C targets. Moreover the project initiates participatory National Policy Processes in which selected policy options to support RES-H/C are qualitatively and quantitatively assessed. Based on this assessment the project develops tailor-made policy options and recommendations as to how to best design a support framework for increased RES-H/C penetration in national heating and cooling markets. The target countries/regions of the project comprise Austria, Greece, Lithuania, the Netherlands, Poland and the United Kingdom – countries that represent a variety in regard of the framework conditions for RES-H/C. On the European level the projects assesses options for coordinating and harmonising national policy approaches. This results in common design criteria for a general EU framework for RES-H/C policies and an overview of costs and benefits of different harmonised strategies. This document reports on the final conference for the Netherlands. The sole responsibility for the content of this workshop report lies with the authors. General Energy research Centre of the Netherlands (ECN) and the Dutch Renewable Energy Umbrella Association (DE Koepel) are jointly organising a conference morning focusing on the theme of renewable heating. Both ECN and DE Koepel unveil their vision on the policy for renewable heating and cooling. During an open debate with participants, an attempt will be made to define priorities within Dutch policy on renewable heating. The letter that Minister Verhagen recently wrote concerning SDE+ and the opening of the regulation ‘Stimulating Sustainable Energy plus’ (SDE+), focusing on renewable heat, will also be discussed1.
Presentations and discussion •
The presentations (which are also included at the end of this report) are available at http://www.ecn.nl/conferentie_hernieuwbare_warmte. The recommendations from the RES-H Policy project and the vision of DE Koepel correspond in many areas and complement one another on some topics. In addition to questions requesting further clarification, the following topics emerged from the discussion: a figure was presented at the conference indicating the costs per GJ of renewable energy for 15 different renewable energy sources as a result of an optimisation according to costs. This figure revealed values ranging from -30 EUR/GJ to +25 EUR/GJ. The graph does not contain renewable heating options in the built environment. The costs per GJ for such applications are higher than +25 EUR/GJ and are located

outside the graph. This implies that renewable heating options in the built environment are too costly; there are, after all, 15 options that are cheaper. It is noted that such a presentation, based on social costs per GJ, gives a distorted view of reality; the costs per conventionally generated GJ in the built environment are high, after all, and the costs of heat distribution must also be attributed to central options for renewable heating. According to Holland Solar, the use of renewable energy in the built environment can enable prices ranging from 20 to 45 EUR/GJ in 2020. Viewed in this light, renewable energy in the built environment can achieve significant social cost reductions, which are located within the range of -30 until +25 EUR/GJ and are therefore probably one of the better options within the renewable energy palette. The current presentation method favours large, central, renewable energy generation options and does no justice to the outstanding business cases that DE Koepel believes can be realised with renewable energy in the built environment. Since it is important to view the figure in the context of the analysis, it has been removed from the presentation. However, it has been included, along with an explanation and distinction in one of the reports from the project (D13 for the Netherlands, available via http://www.res-h-policy.eu/downloads.htm (see chapter 4). •
Contrary to the recommendations from the RES-H Policy project, DE Koepel does not, for the time being, appear to be in favour of an obligation for renewable energy at EPN and large-scale renovation. Indeed, the tightening up of the EPC (Energy Performance Coefficient) is expected to result in renewable energy becoming necessary. There is no fear that this will be non-heating options such as PV. It has been noted, however, that the implementation must be subjected to strict checks: on paper, existing newly constructed buildings do comply with EPC=0.8, but in practice it will become apparent that they fall short2. It is expected that this shortfall will become greater with further tightening.

No budget had been provided yet for the renewable heating subsidy for 2011. Later on during the conference day, a slim majority within the Dutch House of Representatives will vote against releasing the budget. Some participants believe this is indicative of how an investment subsidy can be lethal for a developing market: the market is locked between the announcement and the actual commencement of the regulation, and short-term prospects are completely absent due to budgetary problems.

Continuous improvement and application of the energy label appears to be a promising option for focusing greater attention on renewable heating in existing

buildings. Labelling is not yet mandatory and is not enforced. Various parties have placed this topic on the agenda of policymakers. •
The Dutch Heat Supply Act, as it now exists in draft form, understandably focuses on the consumer of heat and not on the provider. This can have a detrimental effect for decentralised renewable options in connection with another financing construction and the inability for the time being to compensate the unprofitable cost gap. Heating grids and district heating systems are interesting for taking major steps towards sustainability. Housing corporations are interesting parties in this respect because they have a relatively long time requirement and relatively low profitability requirements.

There is confirmation that energy conservation will be taken into consideration during the renovation of heating grids: in relation to grid losses, connected parties and the supply side. The costs differ for each of these three types of measures.

The Ministry of Economic Affairs, Agriculture and Innovation has announced that renewable heating will be eligible under SDE+ from 2012 onwards. The cost effectiveness of the options is a key criterion in this respect. This involves largescale options, particularly from biomass and deep geothermal. Large-scale solar heating and heat pumps are not included for the time being, but the sector is calling for these options to be considered for SDE+. The Ministry also acknowledges the sector’s importance, and the industry is being considered for the policy plan Topgebied Energie.The ETS sectors where emission allowances are issued for free must not expect additional credits due to renewable options since this is taken into account during distribution. This is different in sectors where emission allowances are auctioned.
DE Koepel also provided the following, more concrete recommendations in writing: •
Renewable heating and cooling options such as heat pumps, aquifer thermal energy storage, solar boilers (and possibly also solar PV) could be taxed according to the low VAT rate of 6% instead of 19%. When doing so, ensure that returns in terms of additional investments and employment are made explicit.
•
Re-introduce interest discounts and/or new-style green financing for renewable energy.
•
Implement an energy label in existing buildings. A label step will give an entitlement to a transfer tax discount or access to additional mortgage financing. Ensure that the label continues to be developed so that innovations are implemented regularly in ratings behind the label.
•
Improve checks on EPC / EPG enforcement after delivery.
•
Continue the implementation of subterranean allotment and enhance reporting / professionalization of the sector.
•
Implement EIA and MEI schemes. 5

Thoroughly evaluate the effect of the Dutch Heat Supply Act in May/June 2011 on renewable heating/cooling and if the business case disappears, compensate frontend costs with the SDW (Renewable Heating/Cooling Stimulation Scheme).

Update and reinforce the use of informative organisations such as AgentschapNL, ECN and MilieuCentraal with current market trends for companies and the public.

Aanknopingspunten uit Directive 2009/28/EC Voortrekkersrol gebouwen van de overheid volgens Artikel 13 (5): De lidstaten dragen er zorg voor dat nieuwe gebouwen, en bestaande gebouwen die ingrijpend worden gerenoveerd, van nationale, regionale en lokale overheden in het kader van deze richtlijn vanaf 1 januari 2012 een voorbeeldfunctie vervullen. De lidstaten kunnen onder meer toestaan dat aan die verplichting moet worden voldaan door naleving van de normen voor nul-energiehuisvesting of door ervoor te zorgen dat de daken van openbare of gemengde private-openbare gebouwen door derde partijen worden gebruikt voor installaties die energie uit hernieuwbare bronnen produceren.

Versterking rol van Duurzame Warmte/Koude als onderdeel van de EU doelstelling Duurzame Energie Koepel: De Duurzame Energie Koepel is de Nederlandse overkoepelende samenwerkingsorganisatie voor de duurzame energie sector (www.dekoepel.org). De Duurzame Energie Koepel bundelt de brancheorganisaties op het gebied van: Windenergie (op zee, op land en miniwindturbines) (www.nwea.nl), bio-energie (www.platformbioenergie.nl), zonne-energie (zon pv en zon thermisch) (www.hollandsolar.nl), energie uit water (EWA) (www.energieuitwater.nl) en koude warmte-opslag (www.nvoe.nl) en warmtepompen technologie (www.dhpa-online.nl) . Groei van duurzame warmte/koude is vooral afhankelijk van anticiperende regelgeving (waaronder het elimineren van belemmeringen en het creëren van een gelijk speelveld) en is maar in beperkte mate afhankelijk van financiele ondersteuning. Koppel duurzame warmte/koude opwekking aan energiebesparing. Zoals ook bij andere DE oplossingen: kies voor decentrale opties Duurzame warmte/koude is zeker zo rendabel (of rendabeler) dan duurzame opwekking van elektriciteit, maar behoeft door decentrale karakter een andere aanpak Vraagzijde en installatiesector: groeiende openheid naar duurzaam Zorg voor consistentie in beleid!!

• DE doelstelling voor NL is haalbaar- duurzame warmte is daarbij echter essentieel • Enorme groei vraagt om specifiek en consistent stimuleringsbeleid • Kern van de stimulering zit vooral in faciliteren via regelgeving en fiscaal instrumentarium • Gebouwde omgeving en gebiedsaanpak biedt ruime kansen • Anticipeer op EU trend (via RES en EPBD) • Duurzame warmte/koude is decentrale energieopwekking en dient daarvoor ruimte te krijgen • Zorg voor consistentie in beleid!!
