The project "Policy development for improving RES-H/C penetration in European Member States (RES-H Policy)" is supported by the European Commission through the IEE programme (contract no. IEE/07/692/SI2.499579). The project "Policy development for improving RES-H/C penetration in European Member States (RES-H Policy)" aims at assisting Member State governments in preparing for the implementation of the Directive on Renewables (2009/28/EC) as far as aspects related to renewable heating and cooling (RES-H/C) are concerned. Member States are supported in setting up national sector specific 2020/2030 RESH/C targets. Moreover the project initiates participatory National Policy Processes in which selected policy options to support RES-H/C are qualitatively and quantitatively assessed. Based on this assessment the project develops tailor-made policy options and recommendations as to how to best design a support framework for increased RES-H/C penetration in national heating and cooling markets. The target countries/regions of the project comprise Austria, Greece, Lithuania, the Netherlands, Poland and the United Kingdom – countries that represent a variety in regard of the framework conditions for RES-H/C. On the European level the project assesses options for coordinating and harmonising national policy approaches. This is to result in common design criteria for a general EU framework for RES-H/C policies and an overview of costs and benefits of different harmonised strategies. Summary of the workshop

Workshop renewable heating and cooling RES-H Policy Project The Hague, 15 September 2009 Meeting report Number of participants: 16 (policy makers: 6 persons, renewable energy trade associations: 5 persons, installation sector: 1, NGO: 1, ECN: 3)

General Three presentations were held during the workshop: first there was a presentation on existing policies, followed by a presentation on realizable goals and finally a presentation on policy intensification. The documents can be downloaded from http://www.res-h-policy.eu/downloads.htm (Deliverable D8). The last hour of the workshop was dedicated to discussing policy intensification. During the presentations, there were already discussions and critical comments. One of the objectives, aimed at getting feedback on the proposed ranges for achievable goals per renewable heating option, was not realised. The participants found it difficult to comment on the ranges for renewable options, because they did not know the underlying assumptions. The maximum for solar water heaters and heat pumps can be estimated by looking at boiler replacements. It was also impossible to make statements about each single option, but it was concluded that a maximum of 200 PJ in 2020 is feasible. The following report addresses the questions and comments that arose during the presentations in chronological order.

Feedback during the presentations In the first presentation on state of affairs and experience with policy About the current scheme for Renewable Heating of SenterNovem: the subsidy budget is not exactly on schedule when you look at the number of years still to go, but this can be explained: private individuals are partly targeted, and their registering is meeting expectations. However, the registry of housing cooperatives falls short of expectations, because the ‘More with Less’ programme is running behind schedule. Moreover, the amount that is mentioned is not correct: the correct amount is 66 million.

The advice of the WKO Taskforce (underground heat and cold storage) on simplification of the permit granting procedure does not apply to deep geothermal, because this is covered by the Mining Act. The proposed fund for the insurance of deep geothermal drilling is currently in Brussels for approval. The fund is not yet available. For biomass plants, the choice of whether or not to supply residual heat may lead to additional investment, if heat supply is selected. It remains to be seen if there are any plants at all that have not yet properly arranged contracts for heat supply in the planning stage. If heat supply is desired, this must be arranged in the planning stage. Existing coal-fired plants have MEP ordinances for co-firing of biomass up to 2015. About the share of renewable heating in the updated reference projection of early 2009: EPC-tightening before the year 2020 is not included and the renewable heating scheme will not be continued after 2011. Heat pumps in Dutch statistics: the increase between 2006 and 2008 is primarily attributable to statistical adjustment, because air heat pumps were recently included. It is expected that the hybrid boiler will become successful rapidly, because large foreign companies are involved. Heat supply is not a good option for new coal-fired plants, because of the large distances and because of the low temperature of residual heat: 25 to 40 ° C. Biomass co-incineration: 0.7 PJ of heat in the statistics comes from the coal-fired plant Geertruidenberg. Since this is only one installation, it seems more appropriate to make bilateral agreements rather than generic policy for all coal-fired plants in relation to renewable heating. The success of solar thermal systems in Austria can partly be explained by the energy mix in that country: domestic fuel oil and wood. Prospects in countries with (cheap) natural gas as main energy carrier, as for example in the Netherlands, are less favourable.

In the presentation on potentials The allocation of the EU target of 14% should be a breakdown of the contribution of renewable electricity, biofuels and renewable heat. The assessment of these contributions can be done on the basis of their cost effectiveness, for example. In that case the cost of incentives by the government (e.g. grants) and expected cost reductions should be included. The source that was used for sustainable heat potentials (Harmsen 2007) assumed immediate implementation. Two years have already passed at this point.

In non-residential constructions, a sustainability level of 40% has already been reached according to a report possessed by the Dutch Ministry of Economic Affairs. Installing electric heat pumps in new non-residential constructions is now standard procedure, and underground heat storage is included if possible. A fast implementation option is to deploy bio-CHP or deep geothermal for existing district heating networks at the time of replacement investment. Underground heat/cold storage without heat pumps can’t be included to meet the European target. For the Netherlands it would provide a great opportunity as an export product or at least for the export of knowledge, and therefore it is interesting to see whether it could become an accepted option for reaching the European targets after all. Check the EU method of calculation for the contribution of heat pumps. This could involve more than 4 PJ. The Taskforce WKO states that there is a potential of 100 PJ (but this would only count for 50% in the definition). Breakthroughs are needed in existing buildings, because new constructions alone will not lead to sufficient growth. Biomass is less available due to their deployment for green feedstocks (which are not covered by the European target).

During the presentation on policy intensification Results from a workshop held by EZ with the market: • Obligation to improve energy labels should be imposed (tighten requirements over time). • Fiscal incentivisation by making mortgage interest deduction or conveyance tax dependent on the energy label. Shaping of policy requires a long term vision and a stable climate. There was discussion about the popularity of cheap loans. In the Netherlands, for example, it is not customary to conclude a loan for boiler replacement. In Germany, however, cheap loans for renewable energy were very popular. Another option is to allow consumers who use heat pumps to purchase cheaper electricity. Solar passive measures and greenhouses in horticulture are not considered renewable energy. In the latter category energy storage with heat/cold underground storage including heat pumps can be included in the European share of renewable energy. Heat pumps are often considered a good solution, but the total energy demand may increase after they are installed, as shown by experiences in a low-energy measuring and demonstration dwelling in Heerhugowaard. This may be due to poor performance 6

during the construction: poor quality and overly rigorous application of measures. On paper, the house may perform well (EPC = 0.0), but practice will show different results. Energy saving is important, despite the statement in the presentation that it is not enough to reach the renewable share. Make sure that saving options are always performed first; only after that should renewable energy be dealt with: Trias energetica + trias pecunia (first curb energy use and subsequently take effective measures at the lowest possible cost). A large part of the realisation of sustainable heat must come from existing dwellings. Lessons from new buildings could be translated into renovation. The main concern remains the quality of execution: partial insulating half has little effect. Make shares of renewable energy compulsory in existing dwellings; the vehicle testing regulations for Dutch cars have already become socially accepted. Compulsory tightening of labels is thus conceivable. The main problem is how to reach the lowincome groups. From the experiences of brokers it becomes clear that the presence of an energy system in a dwelling is absolutely not a valid argument. The key consideration is the location of the dwelling. More measures are conceivable in combination with funding of housing: minimum requirements for the energy label in obtaining a mortgage for example, or differentiated conveyance tax. In currently proposed policy levies are not yet included. These are also considered important tools. At the moment focus is mainly concentrated on well-known options in the built environment, but you should broaden your view: i.e. solar thermal in industry, existing heat networks, and biomass deployment for high temperatures. Only allow deployment of biomass in heat demand driven CHP, thus valorising the most valuable fuel. The efficiency of the plants should be taken into account: the electrical efficiency is relatively low in smaller installations. Compulsory direct and indirect co-incineration in coal-fired plants is not widely supported. It is not wise to make the choice of location of coal-fired plants dependent on heat supply. The domestic potential for biomass in the Netherlands is approximately 60 PJ according to a report by SenterNovem. Small wood stoves in households: this should not be encouraged, because substitution of clean natural gas by wood has a negative impact on local emissions. This works better in other European countries. First, because heating fuel oil is often substituted for, but also because the conditions are favourable: higher availability of biomass and storage cellars are available. Advanced stoves, such as pellet stoves, have a better performance than conventional systems. Heat-only, or rather cogeneration systems with sophisticated equipment could possibly be an option in flats with a collective boiler.

Developing a separate web portal together with all trade associations in order to achieve synergy is not a good idea, because other initiatives have already been initiated by the Expertise Centre Heat and the ‘More with Less’ programme. Finally, the chairman of the meeting concluded that the ECN team at least heard some new issues. This also illustrates that renewable heating is at a relatively early stage, where stakeholders can exchange plenty of new insights, but where there are also many uncertainties. Combinations of policy measures and tailor-made work unabatedly continue to be a precondition for successful policy. All participants are thanked for their valuable contributions.
