Latar Belakang
Background
Indonesia merupakan salah satu negara yang memiliki hutan tropis terluas di dunia. Kekayaan keanekaragaman hayati hutan Indonesia bahkan menduduki peringkat kedua terbesar di dunia. Namun tak dapat dipungkiri, laju kerusakan hutan Indonesia juga merupakan salah satu yang tercepat di dunia. Angka terakhir laju deforestasi, yang masih menjadi perdebatan, adalah antara 500,000 ha - 2 juta ha/tahun. Bagaimana melihat kondisi

Menjadi sebuah keniscayaan bahwa kondisi hutan perlu diperbaiki. Lahan bekas tebangan dan lahan-lahan tidak produktif lainnya perlu dipulihkan fungsinya. Pemulihan ini penting bagi kesejahteraan manusia, kelanggengan sumber mata pencaharian, keamanan pangan jangka panjang, stabilitas iklim, maupun pelestarian keanekaragaman hayati.
There is no doubt that we need to restore our forests. Open access land resulted from logging activities and unproductive land should regain its former function. The restoration is crucial for people’s wellbeing, livelihood sustainability, long-term food security, climate stability, and biodiversity conservation.
Di tingkat global, pentingnya pemulihan ekosistem ini mengemuka dalam konferensi tingkat menteri di Bonn, Jerman, September 2011. Pada acara tersebut para menteri dan pimpinan perusahaan serta NGO berdiskusi tentang langkah-langkah yang bisa ditempuh untuk menjaga keanekaragaman hayati dan menghadapi perubahan iklim melalui kegiatan restorasi nyata, bukan restorasi retorika. Restorasi hutan akan meningkatkan stok karbon dan menghasilkan ekosistem yang sehat kembali. Pada saat yang sama, produktivitas lahan-lahan pertanian perlu ditingkatkan untuk menciptakan bentang alam yang produktif sekaligus juga potensial dalam menyimpan karbon.
At global level, the importance of restoration ecosystem was also raised at the ministerial roundtable in Bonn, Germany, in September 2011. During the event, ministers, head of companies, and NGOs discussed real and not rhetoric acts that can be carried out to conserve the biodiversity and face the climate change. Forest restoration will increase carbon stock and provides healthy ecosystem. At the same time, productivity of agricultural land should be improved to create productive landscape and potential reservoir for carbon stocks.
Melalui acara yang kemudian terkenal sebagai “Bonn Challenge” tersebut, muncul sebuah komitmen global untuk merestorasi 150 juta ha hutan dan lahan rusak di seluruh dunia hingga 2020. Menurut IUCN – International Union for Conservation of Nature, komitmen tersebut diperkirakan mampu memberikan kontribusi senilai US$85 miliar per tahun terhadap perekonomian dunia.
The conference, that was then well-known as the “Bonn Challenge”, launched its global commitment to restore 150 million ha of forests and degraded lands around the world by 2020. According to IUCN – the International Union for Conservation of Nature, the restoration would bring a contribution of US$85 billion per year to the world’s economy and potentially close the emissions gap by 11-17%. Sampai saat ini, sepertiga dari target Bonn Challenge yaitu 50 juta ha telah dideklarasikan oleh berbagai negara. Beberapa negara seperti Costa Rica, El Salvador, Rwanda, dan Amerika Serikat telah memberikan komitmennya. Pada KTT Rio +20 di Rio de Janeiro, Brasil, lebih dari satu juta orang juga telah memberikan suaranya untuk Bonn Challenge sebagai isu kedua terpenting yang harus diikuti dengan aksi nyata oleh setiap negara.
Recently several countries have declared their commitment that reach one third or 50 million ha of the Bonn Challenge’s target. Costa Rica, El Salvador, Rwanda, and USA are among those who have launched their commitment. In another event, during the UN Sustainable Development Rio +20 talks in Rio de Janeiro, Brazilia, more than one million people have voted the Bonn challenge as the second most important issue upon which every country should give real act.
Indonesia telah melakukan restorasi, rehabilitasi, dan penanaman pohon. Dari semula satu orang satu pohon (one man one tree) - setara dengan 250 juta pohon, kemudian meningkat menjadi gerakan penanaman satu milyar pohon. Di Provinsi Kaltim terdapat gerakan satu orang tanam lima pohon atau one man five trees. Kegiatan rehabilitasi melalui hutan desa, hutan rakyat, dan hutan tanaman rakyat juga telah dilakukan. Namun demikian berbagai langkah tersebut sifatnya masih 'government driven' didorong oleh pemerintah, belum menjadi gerakan para pihak. Pihak swasta terutama harus ikut terlibat untuk mempercepat pemulihan.
Indonesia has also done various programs on restoration, rehabilitation, and plant trees. The initial campaign called “one man one tree” (equal to 250 million trees) which was then followed by “a campaign to plant one billion trees”. In the Province of East Kalimantan there is also another campaign “one man five trees”. A number of rehabilitation programs have also been tried through village forests, community forests, and community plantation forest. However, the characteristics of most of the programs are still ‘government driven’ and not multi-stakeholders’ act. Private parties should have bigger involvement to speed up the restoration process.
Keterlibatan swasta melalui restorasi ekosistem (RE) telah mendapat perhatian pemerintah dengan dikeluarkannya Peraturan Pemerintah No.6/2007 Jo. No.3/2008 yang menyebut pemanfaatan kawasan hutan produksi dapat dilakukan melalui beberapa kegiatan, salah satunya adalah melalui pemberian Ijin Usaha Pemanfaatan Hasil Hutan Kayu Restorasi Ekosistem (IUPHHK-RE). Melalui dukungan kebijakan tersebut, para pemegang ijin konsesi dapat melakukan pengelolaan hutan produksi dengan melakukan kegiatan pemulihan ekosistem.
Support from the Government of Indonesia for the private’s involvement in Restoration Ecosystem (RE) could be seen by the issuance of Ministry of Forestry regulation No.6/2007 Jo. No.3/2008 stating that the utilization of forest plantation area can be carried out through several activities, one of them is the business license given for utilization of timber – restoration ecosystem (IUPHHKRE). Based on the regulation, concession holders can manage forest plantation through restoration ecosystem activities.
Selanjutnya, Kementerian Kehutanan juga telah menerbitkan Permenhut No. SK 159/Menhut-II/2004 tentang Restorasi Ekosistem di Kawasan Hutan Produksi yang kemudian diubah menjadi Permenhut No. P.61/Menhut-II/2008 yang memungkinkan hutan produksi tidak ditebang dalam jangka waktu tertentu sehingga dapat menjadi penyeimbang ekosistem. Permenhut ini sekaligus mengatur ketentuan dan tata cara pemberian IUPHHK-RE dalam Hutan Alam pada Hutan Produksi melalui permohonan.
The Ministry of Forestry has also issued regulation No. SK 159/Menhut-II/2004 about Restoration Ecosystem in Forest Plantation Area, which was then converted to Ministry of Forestry regulation No. P.61/Menhut-II/2008 which stated that the plantation forest should not be utilized in a certain period of time in order to keep the ecosystem in balance. The regulation also provides terms and procedures of obtaining IUPHHK-RE in Natural Forest and Plantation Forest.
Sejauh ini, sejumlah perusahaan telah mengajukan permohonan untuk memperoleh izin RE. Selain berpartisipasi dalam pengelolaan lingkungan, jelas mereka membidik pasar karbon yang dianggap menjanjikan, meski sampai saat ini pasar karbon yang berjalan masih belum jelas. Pemerintah sendiri tampaknya ingin berhati-hati untuk memberikan izin baru karena kekhawatiran dengan pengalaman selama ini.
So far, several companies have submitted their application to obtain the RE business license. Not only participating in environmental management, they are also eager to take part in the promising carbon market, although the market itself is not clear yet until today. The government seems to be a little bit traumatic to give new license learning from the past experience.

In several occasions, Forestry Minister, Zulkifli Hasan argues that careful consideration must be implemented to give the business licenses for forest management due to the high risk of conflicting land uses. The recent case of
Indonesia (REKI) di Jambi, Sumatera Selatan, contohnya, berakibat konflik yang membesar sehingga akhirnya Menhut terpaksa turun tangan mengubah keputusan dan membiarkan penduduk asli tetap menempati sebagian dari kawasan RE. Aspek keadilan bagi masyarakat, itulah yang kini disebut sebagai dasar dari keputusan Menhut.
RE business license given to PT Restorasi Ekosistem Indonesia (REKI) in Jambi, South Sumatera, for example, resulted in raising tension of conflicts with local community, which led the Forestry Ministry to change his decision in order to allow the indigenous/local people to continue live in part of the RE area. The justice aspect for the people is the focus of the Minister’s decision.
Tapi dalam menyambut ‘Tantangan Bonn”, dapatkah Pemerintah Indonesia memberikan komitmennya untuk ikut serta dalam aksi nyata dengan memberikan “pledge”-nya untuk Bonn Challenge seperti yang telah dilakukan negara-negara lain yang telah lebih dulu memberikan pledge-nya? Apa yang perlu dilakukan oleh pemerintah untuk bisa menjawab Bonn Challenge tersebut? Tidakkah pemerintah perlu mendukung seluasluasnya para investor yang memiliki komitmen dan program yang jelas untuk perbaikan dan tata kelola hutan serta pemulihan ekosistem?
However, in answering the Bonn Challenge, is it possible for the government of Indonesia to give its commitment to take part in a real action by giving its pledge for the Bonn Challenge just like what other countries have done before? What should be done by the Indonesian government to be able to do that? Shouldn’t the government give its support as far as possible to all investors who have shown their commitments and have clear programs for forest governance and forest restoration?
Di NTT Kemenhut memiliki 700.000 ha hutan produksi yang tidak produktif yang semestinya bisa ditanami, dijadikan lahan produktif yang dapat ikut mendukung ketahanan pangan masyarakat setempat. Di Kampar terdapat 350.000 lahan yang juga siap menyumbang kawasan untuk bisa direstorasi dan menjadi cadangan karbon, begitupun sejumlah tempat lain di Kalimantan, atau di daerah-daerah lain yang potensial untuk direstorasi. In East Nusa Tenggara (NTT) MoF has 700.000 ha of unproductive land which can be planted and converted into more productive forests to promote food security for local communities. In Kampar there is about 350.000 ha of land which is also ready to contribute to restoration program and become the reservoir of carbon stock. Similar case is in Kalimantan or other potential places. Why can’t we give the pledge of only 2 million ha of lost forests and degraded lands if it is predicted that

Melalui lokakarya “Sistematisasi Peningkatan Produktivitas Hutan melalui Program Restorasi Bentang Alam Indonesia” yang akan diselenggarakan di Hotel Lombok Raya, Lombok, 5-6 Desember 2013, Tropenbos International Indonesia mengajak para pihak yang terkait langsung dengan kegiatan rehabilitasi, reklamasi, dan restorasi hutan dan lahan untuk menyumbangkan saran dan pemikirannya dalam menjawab “Tantangan Bonn” tersebut. Apa yang bisa dilakukan berbagai pihak secara bersamasama dalam suatu kegiatan nyata yang mampu menyumbang terhadap upaya perbaikan hutan sehingga fungsinya kembali dapat dirasakan dan dinikmati oleh kita semua? Bagaimana menghadapi berbagai kendala yang menghadang, menyelesaikan permasalahan di lapangan, dan meraih tujuan yang dicanangkan? Workshop ini merupakan kolaborasi dengan para mitra: penggiat Restorasi Ekosistem dan Masbeni (Masyarakat Bentang Alam Indonesia).
Through this workshop titled “Systemization of Forest Productivity Improvement through Landscape Restoration Program of Indonesia” which will be held in Lombok Raya Hotel, Lombok, 5-6 December 2013, Tropenbos International Indonesia invites all stakeholders related to the rehabilitation, reclamation, and restoration of forests and lands to contribute ideas, opinion, and suggestion in answering the Bonn Challenge. What can we do together in the form of a real act that can contribute to forest restoration effort so that we can reap the benefit of its function? How can we face all challenges, solving problems in field, and achieve the targeted goal? Find the answers through this workshop. This workshop is possible to be conducted through a joint collaboration with other partners including practitioners of Restoration Ecosystem and Masbeni (the Landscape Community of Indonesia).

Purpose and Goal of the Workshop
Maksud: Lokakarya ini dimaksudkan untuk mensistematisir Pelaksanaan Rehabilitasi, Reklamasi, dan Restorasi Hutan dan Lahan untuk meningkatkan produktivitas dan mengembalikan fungsi hutan dan lahan bagi kemakmuran rakyat.
Purpose: This workshop is aimed to systemize the Implementation of Rehabilitation, Reclamation, and Restoration of Forests and Lands to increase productivity and recover forest function for people’s wellbeing.
Membahas implementasi RE di Indonesia, peluang dan tantangannya, serta mengidentifikasi kawasan yang bisa diajukan sebagai jawaban atau diberikan sebagai pledge bagi Bonn Challenge.
Discuss on the implementation of RE in Indonesia, its challenges and opportunities, and identifying area which can be promoted to pledge the Bonn Challenge.
Tujuan: 1. Melakukan pendataan upaya kegiatan Rehabilitasi, Reklamasi, dan Restorasi secara sistematis. 2. Menjawab tantangan global restorasi bumi yang tertuang dalam "Bonn Challenge".
Goal: 1. Collecting data of efforts on Rehabilitation, Reclamation, and Restoration Activities systematically. 2. Answering the global challenge for Earth Restoration which is launched in the “Bonn Challenge".
