Werkwijze en producten Het kernteam bouwt voort op eerdere samenwerkingsinitiatieven op het gebied van de Human Life Sciences, zoals het voorstel om te komen tot een specifiek multidisciplinair departement, “Amsterdam Biomedical Science Campus” (maart 2013) en het “VU-UvA Microbiologie Cluster” initiatief. Tot het verschijnen van de tussenrapportage in juni 2014 kwam het kernteam om de week bij elkaar, daarna is minder frequent vergaderd. Op 21 mei heeft het kernteam een aantal voorstellen voorgelegd aan een gemeenschappelijke stafvergadering. De tussenrapportage van het kernteam (document 2) omvat ook het rapport van de eerste verkenningscommissie onderwijs. In de tussenrapportage signaleert het kernteam een aantal knelpunten, die niet (alleen) door het team opgelost kunnen worden. Deze knelpunten zijn eind augustus 2014 besproken met het DT FNWI en het FB FEW en FALW, wat heeft geleid tot een notitie waarin de besturen aangeven hoe ze de verschillende punten gaan oppakken (document 3). Omdat het de bedoeling is dat de betrokken onderzoeksgroepen medio 2015 samen in het O∣2 gebouw gehuisvest worden, is de governance een belangrijk onderwerp voor het kernteam. Voor een goede samenwerking in het nieuwe gebouw moet eerst de verhouding tussen de betrokken leerstoelgroepen en de moederafdeling/het moederinstituut worden vastgelegd. Voor het SILS, waar de betrokken UvA-groepen onderdeel van uitmaken, is dit gebeurd in de “Regeling betreffende het management van SILS” (document 4). Op 17 september hebben DT FNWI en FB FEW/FALW de voorgang met het kernteam besproken en zijn er afspraken gemaakt over het vervolg (document 5). De documenten die in het kader van het overleg tussen de programmaorganisatie huisvesting en de (toekomstige) gebruikers van het O∣2 gebouw zijn geproduceerd, maken geen deel uit van dit dossier, maar worden opgenomen in een aparte ‘map Huisvesting’.
Relevante documenten (1) 1. Opdracht aan kernteam Datum 8 april 2014 Status Alle kernteams hebben dezelfde opdracht gekregen. In de opdracht wordt het kernteam verzocht een strategisch meerjarenplan te maken en, in afstemming met het Team Directeuren Onderwijs (TDO), verkenningscommissies in te stellen die voorstellen voor de inrichting van het onderwijs moeten formuleren. De opdracht bevat richtlijnen voor de werkwijze van kernteams en verkenningscommissies en voor de samenstelling van de verkenningscommissies (deelname studenten). Alle producten van de kernteams en de verkenningscommissies Relevante documenten hebben de status van ‘advies aan de decaan’ en zijn dus per definitie concepten. In mei 2014 is voor het domein ‘Environmental Sciences’ (ES) een negende kernteam ingesteld. 2. Tussenrapportage kernteam CMLS4HH Datum 16 juni 2014 Status De tussenrapportage bevat voorstellen voor de governance, onderwijs, onderzoek, huisvesting en personeel. Het hoofdstuk over het onderwijs omvat het rapport van de eerste verkenningscommissie, waarin de opleidingen op het gebied van Human Health worden geïnventariseerd en wordt aangegeven van welke opleidingen het kernteam zich als (mede)eigenaar beschouwt. Zoals alle producten van de kernteams is het een advies aan de decaan. In de in dit dossier opgenomen versie van het rapport zijn een groot deel van hoofdstuk 5 en bijlage IV weggelaten, omdat ze persoonsgebonden informatie bevatten en daarom vertrouwelijk zijn. De conclusies m.b.t. het personeel zijn wel opgenomen (paragraaf 5.1). 3. Memo betreffende “Knelpunten uit tussenrapportage kernteam” Datum 28 augustus 2014 Status Het memo is opgesteld n.a.v. een overleg van DT FNWI en FB FALW/FEW met het kernteam over de in de tussenrapportage gesignaleerde knelpunten en is tevens een verslag van dit overleg. Het memo bevat afspraken over de aanpak van de knelpunten en beoogt een bestuurlijk kader te schetsen waarbinnen het kernteam de samenwerking verder vorm kan geven.

Regeling betreffende het management van SILS Datum 3 september 2014 Status Deze notitie bevat regels voor de besturing van het FNWI onderzoeksinstituut SLIS en legt de verhouding vast tussen de SILS-directie en de (clusters van) leerstoelgroepen van het instituut. De regeling is vastgesteld door de directeur SILS en goedgekeurd door het DT FNWI. Hoewel het een intern FNWI-document is, is het belangrijk voor het CMLS4HH kernteam, omdat het kaders schetst, waarbinnen de groepen van FNWI, FALW en FEW kunnen samenwerken. 5. Verslag overleg met DT FNWI en FB FALW Datum 17 september 2014 Status Op 10 en 17 september hebben FB FALW/FEW en DT FNWI de beschikbare producten, de voortgang van de werkzaamheden en eventuele knelpunten met de kernteams besproken. Het verslag geeft inzicht in de stand van zaken en bevat afspraken over vervolgacties.
Verdere planning en procedure Samenwerkingsovereenkomst De komende verhuizing naar O∣2 maakt het noodzakelijk afspraken te maken over de governance. Deze zullen worden vastgelegd in een samenwerkingsovereenkomst tussen de betrokken groepen. De samenwerkingsovereenkomst zal uiterlijk 1 maart 2015 gereed zijn. Biomedisch onderwijs In overleg met het TDO en met VUmc en AMC zal de opdracht voor verkenningscommissie 2 voor het biomedisch onderwijs worden opgesteld. De verkenningscommissie zal februari 2015 van start moeten gaan. O∣2 Tot de inhuizing vanaf juli 2015 zullen de onderzoeksgroepen, als toekomstige gebruikers, intensief worden betrokken bij de inrichting van en verhuizing naar het O∣2 gebouw.
Van: Karen Maex Aan: Kernteams samenwerking FALW, FEW, FNWI Datum: 8 april 2014 Begin dit jaar is besloten de verdere samenwerking tussen FNWI, FALW en FNWI langs de hiërarchische lijn van de instellingen op te bouwen. Samenstelling kernteams Zoals eerder met de instituten en afdelingen is besproken, wil ik de vertaling van plannen en visies van de staande organisatie naar gezamenlijke projecten in handen geven van acht kernteams die elk een virtueel departement vertegenwoordigen: 1 Physics & Astronomy 2 Chemistry & Molecular Life Science for Sustainability 3 Mathematics & Logic 4 Neuroscience 5 Earth & Ecology 6 Informatics 7 Chemistry & Molecular Life Science for Human Health 8 Interdisciplinary Units Ieder kernteam bevat vijf tot tien sleutelpersonen. Betrokken onderzoeksdirecteuren en afdelingshoofden maken per definitie deel uit van de kerngroep. Daarnaast omvat elke kerngroep enkele medewerkers die een inhoudelijke sleutelrol vervullen in het gerelateerde onderwijs, bijv. opleidings- en onderwijsdirecteuren. Opdracht aan kernteams 1. Stel een meerjarig strategisch plan op met de wetenschappelijke expertise/accenten waarop wordt ingezet. Het plan kijkt minstens drie jaar vooruit maar maakt ook een doorkijk voor 10 jaar, rekening houdend met de projectie voor vrije ruimte door natuurlijk verloop (emeritaat/pensionering) per afdeling/onderzoeksinstituut. 2. Vertaal het strategisch plan naar een concrete invulling van de samenwerking op het gebied van onderzoek en mogelijke valorisatie. 3. Vertaal het strategisch plan naar een concrete invulling van de samenwerking op het gebied van onderwijs: Aan welke (onderdelen van) opleidingen kan het virtuele departement een bijdrage leveren (incl. minoren en majoren, denk ook aan opleidingen buiten FNWI, FEW of FALW)? Voor welke opleidingen wordt een joint degree nagestreefd? Welke opleidingen zullen opleidingen worden met een gezamenlijk programma en voor welke wordt gezamenlijk toegewerkt naar een gedifferentieerd programma? Voor het uitwerken van de ideeën op het gebied van onderwijs kan het kernteam verkenningscommissies instellen waarin inhoudelijke expertise wordt samengebracht. Daarbij worden in principe de volgende stappen onderscheiden. Een 1e verkenningscommissie onderwijs adviseert het kernteam over de oplijsting van de opleidingen (Bachelor en Master) en stelt een eerste inventaris op van vragen, zorgen, knelpunten en kansen. Een 2e verkenningscommissie onderwijs buigt zich over de visie op het onderwijsportfolio, de strategisch positionering van de opleidingen in het portfolio en mogelijke samenwerkingen. Studenten maken deel uit van dit team.
Een 3e verkenningscommissie onderwijs krijgt als opdracht keuzes uit te werken voor de organisatie van het onderwijs. Studenten maken deel uit van dit team. De 2e en 3e verkenningscommissies zullen samengesteld worden in nauw overleg met het team directeuren onderwijs (TDO) bestaande uit de onderwijsdirecteuren van FNWI, FALW en FEW. De rapporten van verkenningscommissies worden door het kernteam ter kennisname gebracht van de decaan. De decaan bespreekt alle rapporten met het Directieteam van de FNWI en het Faculteitsbestuur van FEW en FALW. Relatie tot team directeuren onderwijs (TDO) Plannen voor het onderwijs worden afgestemd met TDO, bestaande uit Michel Haring, Johan Vermeer en Nellie Harms. Voor specifieke onderwijs gerelateerde vraagstukken zullen door het TDO projectteams worden ingesteld. Deze zullen onder meer adviezen uitbrengen over een gezamenlijke onderwijsvisie en internationaliseringsstrategie, de inrichting van een gemeenschappelijke ondersteuningsorganisatie, doorontwikkeling Datanose, onderwijs financiën, de joint degree aanvragen, kwaliteitszorg en honoursprogramma’s en een voorstel maken voor één OER A en één Regels & Richtlijnen van Examencommissies. Het team directeuren onderwijs onderhoudt tevens de contacten met de NVAO en stemt activiteiten af met UvA en VU centraal. Het team directeuren onderwijs is verantwoordelijk voor de verdere uitwerking van de organisatie en de randvoorwaardelijkheden van het onderwijs. Timing Elke kerngroep doet uiterlijk 1 mei 2014 een voorstel aan de decaan voor de fasering die zij passend acht voor de situatie van het betreffende virtueel departement. De decaan heeft op regelmatige basis contact met de aanspreekpersoon van elk kernteam om voortgang te bespreken.

Executive summary Het nieuwe VU/UVA departement CMLS4HH werkt samen met private en maatschappelijke partijen vanuit een fundament van bèta-wetenschappen (biologie, chemie, farmacochemie, fysica, informatica en wiskunde) aan nieuwe inzichten en oplossingen voor huidige en toekomstige biomedische en humane ziekte gerelateerde vraagstukken en uitdagingen. Als zodanig wil CMLS4HH agendabepalend zijn in de context van AAA en vandaar uit de bèta gesprekspartner zijn qua onderzoek en onderwijs voor de biomedische Amsterdamse instellingen (e.g. AMOLF, NKI, Sanquin, UMCs, ACTA). Het departement wil een belangrijke Europese centrum zijn voor onderwijs en onderzoek in het (translationeel) biomedische domein en een aantrekkelijke partner zijn voor binnen- en buitenlands talent. Het departement wil zelfstandig kunnen opereren m.b.t. strategisch onderzoeksbeleid en investeringen in personeel en instrumentele infrastructuur. Onderzoek Het nieuwe departement CMLS4HH werkt samen met academische, private en maatschappelijke partijen vanuit een fundament van bèta-wetenschappen (biologie, chemie, farmacochemie, fysica, informatica en wiskunde) aan nieuwe inzichten en oplossingen voor huidige en toekomstige biomedische en humane ziekte gerelateerde vraagstukken en uitdagingen. Het brengt excellente groepen uit de verschillende disciplines en universiteiten samen in één gebouw, het nieuwe O|2 gebouw direct naast VUmc en ACTA. Het doel is om een nationaal en internationaal leidend onderzoeksinstituut te worden in moleculaire levenwetenschappen en biomedisch onderzoek. Het samenbrengen van deze groepen zorgt voor de kritische massa, synergie en dynamische structuren die nodig zijn om cutting-edge wetenschap in dit competitieve domein te doen en om de beste onderzoekers -en studenten- aan te trekken. Het nieuwe departement zal zich vanuit eigen kracht richten op sterke samenwerkingsverbanden met de twee UMCs in Amsterdam, VUmc en AMC, en zal verbindingen aangaan met andere stakeholders in de omgeving, zoals AMOLF, CWI, NKI en Sanquin. Ook AAA zuster-departementen, zoals C&MLS4SC, NeuroSciences, Informatics and Physics, zijn min of meer natuurlijke partners voor samenwerking. Deze setting plaatst Amsterdam en het CMLS4HH departement in een sterke positie om succes te hebben in de toenemende competitie tussen leidende (humaan) biomedische en moleculaire levenswetenschappen onderzoekscentra in de wereld. In 2013 zijn er een aantal onderzoeksonderwerpen (FLAGSHIPS) gedefinieerd om focus, kritische massa, interne cohesie en excellentie te bewerkstelligen. Dit is gedaan aan de hand van vragen als: “wat ziin de meest uitdagende gebieden”, “waar kunnen we het verschil maken?” en “welke additionele expertise is daar voor nodig?”. Nieuwe (tenure track) posities zullen moeten worden ingevuld om de geidentificeerde gebieden te versterken, uiteraard met in achtneming van de doelstellingen en ambities op onderwijsgebied. Onderwijs Het departement CMLS4HH heeft de ambitie om, in samenwerking met het departement Neuroscience en externe stakeholders, het onderwijsknooppunt in het 3
biomedisch / moleculaire levenswetenschappen domein in Nederland en een belangrijke Europese spelers te worden. Op basis van een fundament van relevante bèta-wetenschappen (biologie, chemie, farmacochemie, fysica, informatica en wiskunde), wordt een breed palet aan opleidingen, met geselecteerde topopleidingen, aangeboden, zodat een diverse populatie getalenteerde studenten uit binnen- en buitenland zullen kiezen voor een wetenschappelijke opleiding op dit gebied in Amsterdam. Het departement is natuurlijke eigenaar 1 van minimaal 6 BSc- en 7 MSc-opleidingen, waarbij verschillende interne (b.v. C&MLS4SS, Natuurkunde, Informatica) en externe stakeholders (b.v. AAA-UMCs) gesprekspartner zijn. Na uitgebreide inventarisatie is het kernteam allereerst van mening dat een belangrijk deel van de onderwijsproblematiek het kernteam overstijgt en in samenspraak met het Team Directeuren Onderwijs (TDO) een nadere aanpak vastgesteld moet worden. Op basis van een advies van de 1e verkenningscommissie onderwijs en overleg met PIs, dringt het kernteam daarnaast aan op snelle duidelijkheid omtrent: • de bekostiging van het onderwijs op VU en UvA, • de locatie van verschillende onderwijselementen in een transitiefase en op lange termijn. Governance Het departement CMLS4HH wil samen met het departement Neuroscience het AAAzwaartepunt Human Health & Molecular Life Sciences van de Amsterdamse bètafaculteiten op de Zuidas nadrukkelijk vorm gaan geven. Om deze ambitie waar te kunnen maken in een sterk interdisciplinair en internationaal competitief veld zijn alle betrokken onderzoekers en het kernteam van mening dat het noodzakelijk is om (binnen facultaire beleidslijnen) een eigen lange termijn visie te verwezenlijken m.b.t. aanstellingen en vernieuwing staf, aanpassing van onderzoeksprogramma’s, en gemeenschappelijke investeringen (b.v. in “core facilities” of nieuwe onderzoekslijnen). Het departement CMLS4HH wil geen verzameling zijn van onderdelen van andere units, maar een eigen governance kunnen voeren, met een directeur, ondersteund door een instituutsmanager en een vast aanspreekpunt bij de faculteiten voor ondersteuning op het gebied van onderwijs, HRM, financiën, PR, etc. Alleen zo kan het departement CMLS4HH uitgroeien tot een nationaal en internationaal topinstituut. De directeur heeft integrale verantwoordelijkheid over personeel en budget en organisatie en rapporteert direct aan FB /decaan. Zo snel mogelijk na inhuizing van alle betrokken groepen in O|2 zou een dergelijke governance structuur geimplementeerd moeten worden. Voor het departement is het verder belangrijk om snel helderheid te krijgen over de financiering van C&ML4HH. De ambitie m.b.t. governance heeft directe betekenis voor de positie van de huidige instituten AIMMS en SILS en de VU afdelingen S&F en MCB. Tot slot, verdient de positie van de biofysica- en bioinformaticagroepen aandacht.

Personeel Uitgaande van een pensioenleeftijd van 67 jaar in 2024 gaan tussen nu en 10 jaar 18 van de 78 medewerkers (23%) met pensioen, waardoor op termijn 14 WPstaffuncties (3 maal UD, 4 maal UHD, 7 maal HGL 2) vacant komen. De meeste functies komen pas over minimaal 5 jaar beschikbaar, terwijl een 2-tal functies momenteel reeds invulling vragen. Een nieuwe invulling van de WP-staffuncties zal het departement CMLS4HH een nieuwe impuls geven. Op de korte termijn is op het S&F-domein na niet veel mogelijk en dat is een zorgelijke constatering, omdat het opstarten van Flagship projecten dus niet significant extra ondersteund kan worden en ook missende expertise niet op korte termijn kan worden verworven. Profileringsen AAA-fonds middelen kunnen hier de komende jaren een uitkomst bieden. Om dit op verantwoorde wijze te kunnen doen zijn wel heldere procedures en goede tijdslijnen vereist. De, op dit moment nog onduidelijke, situatie rond de aangekondigde reorganisatie bij FALW zorgt voor daarnaast ook voor een patstelling rond een nieuwe inhoudelijke invulling van staffuncties. Huisvesting In de periode juli-december 2015 worden alle VU en UvA groepen van het nieuwe departement in een gloednieuwe infrastructuur in O|2, direct naast het VUmc en ACTA, gehuisvest. De nieuwe onderzoek- en onderwijsruimtes zullen de ambities van het departement m.b.t. onderzoek en onderwijs belangrijk versterken. In O|2 wordt volop ingezet op samenwerking in het (humaan) biomedisch moleculaire levenswetenschappen domein door het delen van high-tech infrastructuur in het totale translationele traject van ‘molecuul tot patient’ en het in nabijheid van elkaar huisvesten van gerelateerde groepen van UvA, VU en VUMC. Vanuit het kernteam wordt m.b.t. de huisvesting in O|2 met name aandacht gevraagd voor: • de m2 prijs voor de VU en UvA groepen en de gevolgen voor hun budget • de uitkomsten van het trillingsonderzoek en eventuele ondermaatse klimaatbeheersing • de huisvesting van proefdieren op de Zuidas • het SMART@O|2 concept vereist een excellente IT infrastructuur, die aansluit bij minimaal 3 verschillende bloedgroepen (VUmc, UvA, VU) • investeringen in een O|2 valorisatie (of incubator) lab in relatie tot Mylab@O|2 • Investeringen in microscopie en NMR infrastructuur (en evt. kleinere infrastructuur) i.v.m. verhuizing naar O|2 • Compensatie voor langdurige schade aan onderzoek of apparatuur door verhuizing

Het kernteam, heeft prof Leurs verzocht om als trekker te functioneren en als opdracht gekregen om een meerjarig (3-10 jaar) strategisch plan op te stellen met de wetenschappelijke accenten waarop wordt ingezet en een vertaling naar een concrete invulling van samenwerking op het gebied van onderzoek en onderwijs 3. Om tot deze tussenrapportage te komen is het kernteam 2-wekelijks (vanaf eind februari 2014) fysiek bij elkaar gekomen op Zuidas of Sciencepark campus en is daarnaast veelvuldig afstemming gezocht via e-mail. Tussendoor zijn PIs op de hoogte gehouden via e-mail en is er op 21 mei een stafbijeenkomst, bezocht door ~ 40 stafleden, geweest om een aantal issues (AAA-fonds, governance, advies 1e verkenningscommissie onderwijs, research infrastructuur) met elkaar te bespreken. De betrokken PIs hebben al geruime tijd inhoudelijke plannen gemaakt om de wetenschappelijke basis van dit departement te definiëren (zie paragraaf 4). In het AFS voortraject zijn onafhankelijk van elkaar een tweetal initiatieven bij het AFS bouwteam aangemeld om in aanmerking te komen voor stimulering: a) een voorstel om te komen tot de vorming van een specifiek multidisciplinair AFS departement, “Amsterdam Biomedical Science Campus (ABSC)” (maart 2013, bijlage I) en b) een VU-UvA microbiologie cluster (in het kader van “Zandvoort-voorstellen”). Het 1e initiatief werd gedragen door een breed front van SILS, MCB en FEW (S&F, biofysici en bioinformatici) onderzoekers en is de opmaat geweest tot het besluit van het AFS bouwteam (september 2013) om in het domein Human Health en Sustainability twee multidisciplinaire, thematische departementen op unilocatie voor te stellen i.p.v. een mono-disciplinaire indeling met afdelingen Scheikunde en Biologie op een bilocatie. In het najaar van 2013 zijn Teusink, Leurs en Hamoen gevraagd om het ABSC en microbiologie initiatief samen te brengen in een ‘rode life sciences’ departement. Op basis van eerdere discussies zijn groepjes PIs gevraagd om potentiële gezamenlijke onderzoekslijnen (“Flagships”) te beschrijven en op 21 januari zijn deze 5 Flagships uitvoerig met de PIs besproken. Een aantal PIs heeft na deze bijeenkomst aangegeven om verdere inhoudelijke discussies uit te willen stellen om allereerst duidelijkheid te verkrijgen over een aantal belangrijke issues voor een (thematisch) CMLS4HH departement. De huidige tussenrapportage is dan ook primair bedoeld om 3

deze issues te concretiseren en de ambities van de PIs in de verschillende domeinen te verhelderen. 2. Governance 2.1 Ambitie In het (humaan) biomedisch en moleculaire levenswetenschappen domein is het onderzoek en onderwijs meer en meer interdisciplinair geworden en worden de grenzen van de wetenschap verlegd door de snelle ontwikkelingen in de biologie, chemie, farmacochemie, fysica, informatica en wiskunde. Dit leidt er toe dat de grenzen tussen de mono-disciplines meer en meer vervagen, terwijl voor innovatief en grensverleggend onderzoek in dit domein tegelijkertijd een bepaalde kritische massa van minimaal 15-20 leerstoelgroepen noodzakelijk is om daadwerkelijk impact te kunnen creeren. Het leidt geen twijfel dat het onderhavige domein de komende decennia volop in de belangstelling zal blijven staan (zie b.v. Topsectorenbeleid van de Nederlandse overheid, Horizon 2020 en IMI-JU in Europa). Het is dan ook met dit inzicht dat momenteel op de Zuidas campus een gloednieuwe state-of-the art infrastructuur wordt neergezet om het Beta-medische onderzoek en onderwijs en de samenwerking tussen Beta-onderzoekers en onderzoekers van het AMC/VUmc te faciliteren. Het departement CMLS4HH wil samen met het departement Neuroscience het zwaartepunt Human Health en Moleculaire Levenswetenschappen van de Amsterdamse beta-faculteiten op de Zuidas nadrukkelijk vorm geven. Om deze ambitie waar te kunnen maken in een sterk interdisciplinair en internationaal competitief veld zijn alle betrokken onderzoekers en het kernteam van mening dat het noodzakelijk is om (binnen facultaire beleidslijnen) een eigen lange termijn visie te verwezenlijken m.b.t. aanstellingen en vernieuwing van staf, aanpassing van onderzoeksprogramma’s, en gemeenschappelijke investeringen (b.v. in “core facilities” en in nieuwe onderzoekslijnen). Het departement CMLS4HH wil dus geen verzameling zijn van onderdelen van andere units, maar een sterke eigen governance kunnen voeren en een eigen identiteit creeren. In het oorspronkelijke ABSC voorstel (bijlage I) aan het AFS bouwteam (maart 2013) stond een vergelijkbare ambitie ook al als volgt geformuleerd: “Effective
interdisciplinary collaboration will be one of the key drivers for success in this field of Natural Science for Human Health. It is our firm believe that this can only be achieved if the ABSC effort is supported by a largely independent (financial) governance model. The ABSC research institute has the ambition to have full responsibility with respect to research strategy, external peer review, research budgets and staff appointments. Moreover, preferably all PIs will be located all together at the AFS Zuidas campus” Uit discussies in het kernteam en met de PIs (b.v. op de staf bijeenkomsten op 20-1en 23-5-2014) blijft consequent naar voren komen dat het departement CMLS4HH 7
geen verzameling wil zijn van onderdelen van andere units, maar een sterke zelfstandige governance moet kunnen voeren, met een eigen directeur, ondersteund door een instituutsmanager en een vast aanspreekpunt bij de faculteit voor ondersteuning op het gebied van onderwijs, HRM, financiën, PR, etc. Alleen zo kan het departement CMLS4HH uitgroeien tot een nationaal en internationaal top instituut in dit competitieve domein. Een CMLS4HH directeur zou integrale verantwoordelijkheid over personeel, budget en organisatie moeten krijgen en direct moeten rapporteren aan FB /decaan. De transitiefase na de afzegging van AFS op 20 december 2013, heeft voor onzekerheid en onrust bij de staf gezorgd, maar heeft geenszins de wens verminderd om uiteindelijk te komen tot een sterk CMLS4HH departement. 2.2 Van virtueel naar “echt” departement? Op basis van de eerste informatie over de mogelijke bestuursmodellen 4 voor AAAinitiatieven is een deel van de zorgen bij PIs voor het moment weggenomen. Het kernteam ziet met name het bestuursmodel 3 als passend voor CMLS4HH, maar zou in een transitiefase ook kunnen werken met bestuursmodel 2 (1 directeur met gescheiden verantwoordelijkheden voor 2 aparte organisaties). Deze laatste optie is volgens het kernteam echter geen model voor de lange termijn. Het kernteam volgt de ontwikkelingen m.b.t. de mogelijke bestuursmodellen voor AAA-initiatieven met grote interesse en zou concrete stappen m.b.t. dit dossier zo snel en transparant mogelijk willen communiceren naar de PIs en staf. Indien bij de start gewerkt zou moeten worden met bestuursmodel 2 zouden de betrokken groepen binnen de VU en UvA omgevormd kunnen worden tot 1 organisatorische unit. Het CMLS4HH departement is opgebouwd uit PIs uit 3 verschillende faculteiten (Tabel 1). Binnen FNWI betreft het 4 groepen vanuit SILS, terwijl aan VU zijde dit groepen zijn vanuit de afdelingen Moleculaire Celbiologie (MCB, FALW), Scheikunde & Farmaceutische Wetenschappen (S&F, FEW) en Informatica (FEW), sinds 2010 verenigd in het iOZI AIMMS, en Natuurkunde & Sterrenkunde (FEW). Om met bestuursmodel 2 te kunnen werken zouden met het samengaan van de VU faculteiten FEW en FALW ook de in O|2 gevestigde CMLS4HH groepen samengevoegd kunnen worden tot 1 krachtige organisatorische unit, i.p.v de afdelingen S&F en MCB. Onderzocht zou moeten worden hoe in een dergelijke situatie ook de FNWI-SILS groepen (Gadella, Hamoen, Smilde, Westerhof) aan een bestuursmodel 2 structuur zouden kunnen deelnemen. Kunnen zij b.v. binnen de FNWI structuur een aparte unit vormen, zodat de aanstelling van een gedeelde directeur met de VU groepen mogelijk zou worden of zou dat met slechts 4 groepen een te kleine groep zijn om financieel zelfstandig te kunnen opereren? In een minder vergaande situatie zou intieel een “SILS CMLS4HH groep” binnen SILS georganiseerd kunnen worden als een heldere financiële unit en met één van de hoogleraren als primus inter parus voor nauw contact met de SILS directeur wat betreft de governance, HRM, financiën etc. Deze (of andere) opties dienen verder uitgewerkt te worden op het moment dat er meer duidelijk is over de AAA samenwerkingsmodellen. 4

Daarnaast is het voor een goede governance van het CMLS4HH departement van essentieel belang dat de financiële situatie van de verschillende “bloedgroepen” helder (en vergelijkbaar) in beeld wordt gebracht. Hiervoor zullen in de komende maanden expertiese en menskracht beschikbaar gemaakt moeten worden. Uiteraard zal een deel van de financiële problematiek ook afhangen van ontwikkelingen m.b.t. onderwijsvergoedings modellen etc. Een laatste punt van aandacht betreft de positie van de Biofysica groepen (Groot, de Boer, Iannuzzi) en Bio-informatica (Heringa, momenteel ook in AIMMS). Deze groepen zijn vanwege hun inhoudelijke expertise en interesse ook in het O|2 gebouw gepland en waren ook al onderdeel van het oorspronkelijke ABSC voorstel. Op dit moment praten deze groepen mee op PI/staf meetings, etc, maar zijn ze niet officieel vertegenwoordigd in het kernteam. Een vergelijkbare situatie doet zich voor in het C&MLS4SS domein. Voor deze groepen speelt ook mee, dat men in principe ook een disciplinaire verbintenis wil behouden. Voor hen kunnen deelaanstellingen (nul-aanstellingen?) binnen Physics en Informatica worden overwogen, zodat toch een disciplinaire zichtbaarheid gewaarborgd blijft. 2.3 Interne governance CMLS4HH “You can be appointed, but you are not a leader until your appointment is ratified in the hearts and minds of those who work with you" - John Adair Aangenomen dat het CMLS4HH departement binnen afzienbare tijd daadwerkelijk een eigen governance kan voeren, zijn ook de eerste gedachten verzameld hoe een sterke interne structuur opgezet kan worden, waarin met respect, vertrouwen en solidariteit als gezamenlijke waarden, PIs en de directeur een gedeelde verantwoordelijkheid willen en kunnen nemen voor het departement. Om een interne governance structuur met draagvlak op te zetten heeft het kernteam gevraagd aan de oorspronkelijke trekkers van het ABSC voorstel, prof. Martine Smit (FEW, S&F), prof. Marloes Groot (FEW, N&S), prof. Dorus Gadella (FNWI, SILS), prof. Age Smilde (FNWI, SILS), prof. Bas Teusink (FEW, MCB), prof. Rob Leurs, aangevuld met Dr. Leendert Hamoen (FNWI, SILS), om een concrete invulling te geven aan een gewenste interne governance structuur. De verwachting is dat een eerste aanzet voor deze interne structuur voor de zomer gereed zal zijn. In deze discussie zal ook aandacht gegeven worden aan de rol en samenstelling van een management-team, het belang van een regelmatig hoogleraar/PI overleg, een stafoverleg en eventueel ook een AiO-postdoc vertegenwoording en overleg met ondersteunend personeel. 2.4 Tijdslijnen Volgens de planning van het VU/UVA huisvestingsteam zullen de verschillende VU en UvA groepen in het najaar van 2015 verhuizen naar de nieuwe infrastructuur O|2. Deze planning betekent dat idealiter begin 2015 een nieuwe governancestructuur gereed moet zijn, zodat al begin 2015 begonnen zou kunnen worden met de personele invulling van de managementposities. Indien extern geworven moet worden is dit zelfs al relatief laat. Gezien de bestuurlijke en organisatorische uitdagingen (b.v. akkoord CvBs en afstemming met medezegenschap m.b.t. AAAsamenwerkingsmodellen, invoering full-cost modellen op de VU), zal het niet realistisch zijn om de gewenste situatie al begin 2015 te realiseren. Echter, na inhuizing van alle groepen in O|2 is het wenselijk om zo snel mogelijk een adequate governance structuur te implementeren. 2.5 Conclusies kernteam m.b.t. governance Op basis van bovenstaande overwegingen komt het kernteam tot de volgende conclusies m.b.t het CMLS4HH departement: •
De PIs hebben een sterke ambitie om tot een eigen onafhankelijke governance structuur te komen en het kernteam steunt de wens om een krachtige organisatie neer te zetten.

Het voorlopige “AAA-bestuursmodel 3” lijkt geschikt om de ambities waar te maken en de verdere ontwikkeling van de AAA-bestuursmodellen dient vanuit de beta-faculteiten alle aandacht en steun te krijgen. Indien bij de start van CMLS4HH gewerkt zou moeten worden met het “AAAbestuursmodel 2” dienen binnen VU en UvA de betrokken groepen al zo veel mogelijk in 1 organisatorische unit geintegreerd te zijn. Hierbij dient ook rekening gehouden te worden hoe gehonoreerde UvA zwaartepunten en/of het iOZI AIMMS aanspraak kunnen blijven maken op de huidige universitaire stimuleringsmiddelen. De tijdslijnen zijn kort (mogelijk te kort) als begin 2015 managementfuncties ingevuld moeten worden. Spoedig inzicht in de financiële situaties van de betrokken groepen, inclusief onderwijsinkomsten (modellen) is belangrijk. De positie van de betrokken Biofysica en Bioinformatica groepen verdient aandacht.
3. Onderwijs “Imagination is more important than knowledge” – Albert Einstein Wetenschappelijk onderwijs en onderzoek zijn in de optiek van het kernteam onlosmakelijk verbonden. Wetenschappelijk onderwijs in de context van toponderzoek moet in de visie van het kernteam het uitgangspunt zijn voor inspirerend beta-onderwijs aan BSc-, MSc- en PhD-studenten. Een nieuwe (humaan) biomedisch en moleculaire levenswetenschappen campus op de Zuidas, waar wetenschappers van VU, UvA en AMC/VUmc samenwerken, zal studenten inspireren om de aangeboden kennis te gebruiken voor de uitdagingen in dit domein. Het departement CMLS4HH heeft de ambitie om in samenwerking met het departement Neuroscience en externe stakeholders het onderwijsknooppunt in het (humaan) biomedisch en moleculaire levenswetenschappen domein in Nederland en een belangrijke Europese speler te worden. Op basis van een fundament van biologie, chemie, farmacochemie, fysica, informatica en wiskunde wordt een breed palet aan opleidingen helder geprofileerd aangeboden, zodat een diverse populatie getalenteerde studenten uit binnen- en buitenland zullen kiezen voor een wetenschappelijke opleiding in Amsterdam. De ambitie is om met name getalenteerde mensen te verleiden tot een studie aan onze instellingen. De student van vandaag is de AiO van morgen en mogelijk een VICI winnaar in 2030. In deze sectie wordt alleen ingezoemd op het BSc- en MSc-onderwijs, omdat daar momenteel de grootste uitdagingen liggen binnen dit domein. Het PhD-onderwijs is tot nu toe niet meegenomen in de analyse, maar ook hier is op termijn meerwaarde te behalen door dit gezamenlijk te organiseren, evt. met externe stakeholders.

3.1 Eerste verkenningscommissie onderwijs Op basis van de definitieve opdracht aan de kernteams (dd 8 april) heeft het kernteam CMLS4HH eind april een 1e verkenningscommissie onderwijs ingesteld. Deze commissie bestond uit: • • • •

De commissie heeft op 16 mei een voorlopig advies besproken met het kernteam en vervolgens op 21 mei met de overgrote meerderheid van de betrokken Pis/staf besproken. Het advies van deze verkenningscommissie en de oorspronkelijke opdracht van het kernteam is toegevoegd als bijlagen II en III. 3.1.1 Advies 1e verkenningscommissie onderwijs Inventarisatie opleidingen Volgens opdracht heeft deze verkenningscommissie de BSc- en MSc-opleidingen , die een relatie hebben met het onderzoek/onderzoekers in het CML4HH departement in kaart gebracht (bijlage II). Volgens deze inventarisatie is de staf van het departement betrokken bij minimaal 11 BSc-opleidingen en 9 MSc-opleidingen. Opgemerkt moet worden dat de BSc Natuurkunde en MSc Physics mogelijk ook nog aan deze lijst zouden kunnen worden toegevoegd, maar dit is buiten het blikveld van de 1e verkenningscommissie is gebleven. Van de 11 genoemde BSc-opleidingen is het CMLS4HH departement volgens de verkenningscommissie “natuurlijke eigenaar” 5 van minimaal 6 BSc-opleidingen, namelijk: • Biomedische Wetenschappen (UvA) • Biomedische Wetenschappen (VU) • Farmaceutische Wetenschappen (VU) • Medische Natuurwetenschappen (VU) • Scheikunde (VU/UvA) • Science, Business & Innovation (VU) Van de 9 benoemde MSc-opleidingen is het departement volgens de verkenningscommissie “natuurlijke eigenaar” 6 van minimaal 7 MSc-opleidingen: • • • • 5, 2

Verschil in allocatiemodellen VU en UvA Eenduidige administratieve systemen zijn essentieel Voorlichting zou moeten plaats vinden per opleiding Scenario’s m.b.t. infrastructuur zijn noodzakelijk om voorziene groei van studentenaantallen in dit domein op te vangen • Duidelijkheid is nodig m.b.t. lopende onderwijsinitiatieven van VUmc/AMC Men ziet kansen voor o.a: • Een bèta-brede minor Science, Business & Innovation • Een 1-jarige MSc Science, Business & Innovation • Een educatieve minor voor 2e graads lesbevoegdheid voor b.v. Biologie en Scheikunde • Nieuwe opleiding Nanobiologie/technologie op basis van de moleculaire signatuur CMLS4HH • Opzetten van een moleculaire variant (major?) in de Biomedische Wetenschapppen i.v.m. het onderzoeksprofiel van CMLS4HH • De MSc Medical Natural Science kan banden versterken met MCs om een opleiding tot klinisch chemicus/fysicus te verzorgen.

• De MSc Biomolecular Sciences kan mogelijk uitgebreid worden met UvA groepen in CMLS4HH 3.2 Eerste conclusies kernteam m.b.t. onderwijs Het advies van de 1e verkenningscommissie wordt breed gedragen door zowel de CMLS4HH PIs als het kernteam. Het nieuwe departement CMLS4HH is in de ogen van het kernteam en de staf een belangrijke thuisbasis voor het beta-biomedisch onderwijs binnen de drie faculteiten. De staf van het CMLS4HH departement is ook betrokken bij een aantal andere opleidingen, zoals b.v. de meer mono-disciplinaire Scheikunde, Natuurkunde en Biologie BSc’s en MSc’s en het Amsterdam University College (AUC). Om de ambities van het CMLS4HH departement in het onderwijs te verwezenlijken zijn qua profilering en locatie een aantal aanpassingen nodig in het huidige VU en UvA palet aan opleidingen. Om deze discussies succesvol te starten zijn nieuwe bestuurlijke kaders gewenst, die alle betrokkenen voldoende vertrouwen en richting geven om soms moeilijke discussies constructief te kunnen voeren. Op basis van het advies van de 1e verkenningscommissie en de discussie met de PIs en staf van het departement concludeert het kernteam m.b.t. het onderwijs: •

Onderwijs in het beta-biomedisch domein is een kritisch, maar complex dossier, waarbij belangen van verschillende groepen binnen de VU en UvA beta-faculteiten zorgvuldig gewogen moeten worden, maar waar snel duidelijkheid moet komen op in ieder geval een 2-tal belangrijke dossiers: Bekostiging o Stafleden moeten de verzekering krijgen dat de inkomsten van het onderwijs niet te sterk gaan schommelen in toekomstige scenario’s. o Voor alle gezamenlijke opleidingen zijn meerjarige afspraken nodig m.b.t. inzet staf en financiering (b.v. zoals bij Bsc Scheikunde). o Afspraken dienen uniform te zijn, dwz geen verschillen in financiering van UvA docent (of VU docent) op Zuidas of SPA. Locatie o Kernteamleden, verkenningscommissie en PIs zijn allen van mening dat de Zuidas campus de logische thuisbasis zou zijn voor het VU en UvA biomedische onderwijscluster (nader te bepalen op welke termijn), zoals eerder besloten was in het kader van de AFS plannen. Momenteel dient over dit punt opnieuw duidelijkheid gegeven te worden. Ook dient in dit verband aangehaakt te worden bij de visie van AMC/VUmc en zullen te grote opleidingen vermeden moeten worden. o Relevante MSc-opleidingen zouden sterk verbonden moeten worden aan Zuidas en/of SPA onderzoekers en relevante BSc-opleidingen zouden in principe gezamenlijk gegeven moeten worden met docenten van beide locaties. Een duidelijke en logische thuisbasis is daarbij van belang. Oftewel biomedisch onderwijs bij de biomedische 14
en Neurobiologie onderzoekers en b.v. chemie, natuurkunde en biologie onderwijs bij Sustainability en Fundamentals onderzoekers. •
Voor een aantal opleidingen geldt dat andere interne en externe partijen ook mede-eigenaar van de opleiding zijn en betrokken moeten worden in toekomstige ontwikkelingen. Het kernteam is van mening dat deze problematiek niet door het kernteam kan worden opgelost, maar dat hier overkoepelende overlegstructuren nodig zijn. Het kernteam wil graag deze problematiek in detail bespreken met het Team Directeuren Onderwijs.

In de discussies met PIs/staf blijkt dat de SILS onderzoekers, die i.v.m. het onderzoek richting Zuidas willen verhuizen, zeer ongerust zijn over hun toekomstige rol in het huidige UvA onderwijs. Men is van mening dat met name de UvA BSc Biomedische Wetenschappen mee zou moeten verhuizen, zodat men zichtbaar blijft voor de eigen studenten en men niet te veel hoeft te pendelen tussen Zuidas en SPA. Het specifieke probleem in dit domein moet op korte termijn aangepakt, zodat iedereen vanuit heldere kaders kan werken aan de inhoudelijke profilering van de toekomstige opleiding biomedische wetenschappen. Waarschijnlijk zal dit leiden tot één variant met een meer moleculaire benadering en één variant met een meer alfa/gamma inkleuring. In beide varianten zouden docenten van beide campussen onderwijs kunnen geven samen met de VUmc en AMC docenten. Tegelijkertijd zou onderzocht moeten worden of nieuwe onderwijsinitiatieven kunnen worden opgezet op SPA in de context van Sustainability, zodat zorgen omtrent onderwijsinkomsten op SPA ook geadresseerd kunnen worden.
4. Onderzoek Zoals hiervoor reeds aangegeven is de inhoudelijke wens van VU en UvA PIs om gezamenlijk op te trekken leidend geweest bij de clustering in CMLS4HH en CMLS4SS departementen. Veel van de inhoudelijke discussies hebben eind 2012 en begin 2013 al plaats gevonden en zijn o.a. samengevat in de ABSC notitie (bijlage I). Eind 2013/begin 2014 heeft verder inhoudelijk overleg plaatsgevonden om de oorspronkelijke ABSC plannen en microbiologie plannen samen te nemen.

De afgelopen periode was de voortgang m.b.t. de CMLS4HH onderzoeksagenda minder snel, omdat discussies over huisvesting, governance etc., de boventoon hebben gevoerd. Niettemin stond in de oorspronkelijke ABSC notitie al een duidelijke researchfocus, die herhaaldelijk is bevestigd in discussies met PIs in het najaar van 2013 en de eerste maanden van 2014. Afgelopen periode is op basis van discussies over ‘Flagship’ projecten (zie onder) ook inventarisatie gemaakt van aanwezige/ontbrekende expertise/technolgie. In onderstaande paragrafen wordt summier ingegaan op de gedefinieerde researchfocus en inventarisaties7. 4.1 Research Focus and Participating Groups The CMLS4HH department brings together the VUA and UVA molecular life science groups engaged in fundamental and applied human health related topics with the aim to create one of the leading molecular life science/biomedical research centres in Europe. The department will be housed in the new O|2 building. Consolidation of the research groups involved provides the critical mass, synergy, and dynamic structure to perform cutting edge research, to attract the best scientist in the field, and to deliver world-class higher education. The new department will be closely aligned with the VUmc and AMC and reach out to other important stakeholders in the Amsterdam area (e.g. AMOLF, CWI, Dutch Cancer Institute, Sanquin). This setting puts Amsterdam in an excellent position to be successful in the increasing competition between leading molecular life science/biomedical research centres in the world. The challenges for the molecular life science/biomedical sciences are formidable, and collaboration, multidisciplinarity and accessibility to state-of-the-art enabling technologies are key. A major scientific challenge in the Life Sciences is the understanding, manipulation and visualisation of (the molecular mechanisms of) cellular (dys)function. What drives a protein to (mal)function, how can protein function be manipulated with chemical (drugs) or optogenetic tools, what is the impact on the signal transduction network and cell fate, and how does this lead to health or disease? How is genetic variability leading to increased/decreased susceptibility for diseases and drug effects? The CMLS4HH department combines the excellence of VU and UvA in Biology, Chemistry, Pharmacochemistry, Informatics and Physics to study the complex and future biomedical and molecular life science questions. Within the department, we combine knowledge-driven and data-driven molecular life/biomedical sciences. We have the tools and strategies to manipulate molecules and cells in precise ways and to subsequently measure the responses at the molecular, cellular and organism level. Additionally, we have screening facilities to identify new players and interactions. Through bioinformatics and systems biology, we can subsequently identify the structure and control logic of the underlying biological networks, in space and time. Together with our medical partners, we will be in a unique situation to translate the acquired fundamental knowledge into new diagnostic and therapeutic solutions, i.e. to create the added values over the complete translational 7

chain from molecule to patient. As indicated in Table 1 (page 9) the different research groups are organized into 7 disciplines: Biophysics & Biomedical imaging, Drug Discovery & Safety, Bioorganic & Synthetic Chemistry, Biomolecular Analysis, Cell Biology, Systems Biology & Bioinformatics and Microbiology. 4.2 Research themes In CMLS4HH our aim is to measure, understand and manipulate the function of biomolecules involved in important cellular processes, including their dynamic interactions in biochemical networks and whole tissues; how they respond to and integrate environmental chemical and mechanical signals, including drug molecules; and how they self-organize into functional cellular machineries that ultimately enable signalling, cellular proliferation, -metabolism, and -migration. The department will focus its efforts on 2 fundamental core topics: i) Biomolecular Machines and ii) Cellular Decision Making. These core topics will be addressed by combining core life sciences disciplines in Biophysics, Drug Discovery & Chemical Biology, Biomolecular Analysis, Cell Biology & Biochemistry, Microbiology, Systems Biology and Bioinformatics. To provide the CMLS4HH department with a solid joint scientific basis, the core research topics will be directly linked to a set of exemplary cross-disciplinary research projects (or Flagships) whereby groups from different disciplines will work together on a number of important molecular life sciences/biomedical topics. The translational research will be done in close collaboration with our translational partners at the VUmc, AMC, Sanquin and NKI. In earlier discussions we have identified five of those: 1) Molecular mechanisms of cellular reprogramming, 2) Personalized medicine, 3) Molecular diagnostics, 4) Regenerative medicine and 5) Novel Antimicrobials. Currently, on-going discussions will further materialise these research lines into a selected number of integrated and concrete projects/flagships. Such projects/flagships will identify current and future technological needs and expertise, drive excellence in research and education, improve coherence in the department, strengthen the research profile, and will attract excellent MSc and PhD students. Funding of these activities may come from the department’s internal resources or from AAA-funds, but should mainly be found in joint large EU or national programs. 4.3 Research infrastructure Key to excellent science is access to excellent research infrastructure. In the Life Sciences, advanced technologies are generally unaffordable for single research groups. Moreover, these technologies are often applicable in multiple core disciplines and the expertise to use them is becoming more and more specialized. This calls for a new way to organise access to research infrastructure, e.g. in the form of service, support and training centers. A preliminary summary of the needs identified for a successful CMLS4HH department is listed below. 4.3.1 Omics technologies Modern molecular life/biomedical sciencesis unthinkable without good omics technology infrastructure, which includes data handling and analysis. A strong beta-cluster in this domain needs good access to these technologies. The current status is depicted in Table 3.

Conclusions omics technologies: Amsterdam has excellent groups for most omics technologies, but activities are scattered and its accessibility is not always optimal for CMLS4HH groups and for UvA/VU at large. This is also the case for data storage and interoperability. A special effort is required to improve accessibility. Metabolomics and proteomics technologies are underrepresented in CMLS4HH, although analytical expertise is in principle available in-house. Proteomics is strong at other department at the Zuidas campus. In view of strong expertise in the analysis of metabolomics data within C&MLS-HH (Smilde, Teusink, Westerhoff) proper access to metabolomic analytical support seems missing at this stage. Metabolomics is increasingly important for personalized efficacy, safety and metabolism-in-disease, and provides new opportunities for collaboration with VUmc and AMC. A Data Science Research Center unit for Life Sciences will be essential to cope with the omics technology data. 4.3.2 Drug discovery infrastructure The design, discovery and synthesis of molecules to interfere with biological processes and pathogens is a key asset of the department. The use of these molecules as potential drugs has clear links to (personalized) medicine. Moreover, the ability to interfere/perturb biological systems has both great value for basic, translational medicines research and valorisation. The current status is depicted in Table 4. Conclusions drug discovery technologies: CMLS4HH groups are strong in designing and synthesizing molecules and subsequent characterisation/testing/screening for activities on drug targets and enzymes, including virtual in silico screening and protein-ligand modelling and characterisation of their metabolic fate. AIMMS has started with the setup of a chemical biology platform to support screening of chemical libraries and this should be developed further, as it also offers huge opportunities for both internal, but also external collaborations. What is missing is a strong link to structural biology (NMR/X-ray). What is also underrepresented in the C&MLS-HH department is the presence of model organisms / cell line screens for target discovery and personalized efficacy/safety. 4.3.3 Imaging, microscopy and single-cell technologies Single-cell technologies have revolutionized microbiology and cell biology, and stateof-the-art facilities are indispensable for excellence in the Life Sciences. Monitoring the cellular response to perturbations in space and time is key to biological understanding. The current status is depicted in Table 5. Conclusions single-cell technologies: C&MLS-HH groups are very strong in imaging and microscopy, and this is a major asset and would provide strong links to the VUmc Imaging Center, that will also arise at the Zuidas campus. What is currently missing is FACS (especially the sorting part). However, the department of Mol Cell Biol of the VUmc, with excellent FACS facilities, will be housed in the C&MLS-HH building, which will enable easy access to this technology. A second imaging technique that needs to be further developped, but is in principle within reach with the expertise of Groot and de Boer, is intravital fluorescence microscopy (study e.g. signalling events in living animal). Key infrastructure of the future is microfluidics and microfabrications (lab on a chip, imaging devices), for cell biology, microbiology, but also advanced analytics. This is an area in which we need to invest. 4.3.4 Cell culturing and biological model systems The department has a number of biological models and cell culturing technologies, which are the basis for the experimental techniques. Conclusions systems and synthetic biology and integrative bioinformatics: well represented technologies that will be a distinctive asset to the department. One major issue is the knowledge gap with medical sciences. User-friendly tools and training are important issues for accessibility, and could be combined with a data expertise center. 4.3.6 Missing expertises and domain knowledge areas in C&MLS-HH Apart from technologies also a number of domain knowledge areas have been identified that are currently missing in the C&MLS-HH department. Some of these expertises can be accessed via collaborations, e.g. with VUmc and AMC partners. Within the area of antimicrobials and microbiology, the human microbiome and cell biology of viruses are missing within the department, but this expertise is present at AMC, VUmc and ACTA. In the area of cell biology and cell signalling, expertise in an important class of receptors, the receptor tyrosine kinases, is also not present. In general, it appears that the C&MLS-HH department is strong in technology but perhaps relatively underrepresented in groups with fundamental biological questions, and the corresponding experimental model systems, to build strong collaborative research themes. This is most strongly felt in the human cell biology and stem cell biology domain, but also in the field of antimicrobials good model systems for efficacy screens are relatively scarce, with zebrafish (Bitter) as notable exception.

5. Personeel 5.1 Conclusie kernteam m.b.t. personeel Op de middenlange termijn komen een aantal staffuncties vrij waarmee het departement CMLS4HH een nieuwe impuls kan krijgen. Op de korte termijn (0-4 jaar) is, op het S&F-domein na niet veel mogelijk en dat is een zorgelijke constatering, omdat daarmee het opstarten van Flagship projecten niet significant extra ondersteund kan worden en ook missende expertise niet op korte termijn kan worden aangevuld. Profilerings- en AAA-fonds middelen kunnen hier hopelijk een uitkomst bieden. Om dit op verantwoorde wijze te kunnen doen zijn wel heldere procedures en goede tijdslijnen vereist. De, op dit moment nog onduidelijke, situatie rond de aangekondigde reorganisatie bij FALW zorgt voor een verdere patstelling voor de ontwikkeling van inhoudelijke invulling van staffuncties. 6. Huisvesting Tussen medio en eind 2015 wordt het O|2 gebouw op de Zuidas campus in gebruik genomen. In dit gebouw wordt het biomedisch/molecular life sciences onderzoek van VU en UvA en het pre-klinische onderzoek van VUmc gehuisvest. In die periode worden alle VU en UvA groepen van het nieuwe departement (zie tabel 1, pag 9) in deze gloednieuwe infrastructuur gehuisvest. De nieuwe onderzoek- en onderwijsruimtes zullen de ambities van het departement m.b.t. onderzoek en onderwijs versterken. In het O|2 gebouw worden de beta-onderzoekers samengebracht met relevante groepen vanuit het VUmc (en mogelijk ook AMC) en wordt momenteel reeds gesproken over gezamenlijke infrastructuur etc. In september gaan CMLS4HH PIs en staf en VUmc PIs gezamenlijk spreken over de wederzijdse onderzoeksinteresse en mogelijke raakvlakken. De inpassing in O|2 voor de LCAM-FNWI microscopie unit en de biofysische VU groepen is onder voorbehoud van de uitkomsten van (begin juni) uitgevoerd trillingsonderzoek. Daarnaast is voor diverse groepen klimaatbeheersing i.v.m. verschillende zeer temperatuurgevoelige apparatuur nog steeds een belangrijk aandachtspunt. M.b.t. het onderwijs zal met de uitbreiding van de practicum onderwijsruimten in O|2 en het nieuwe gebouw NU.VU (eind 2017), de onderwijspool sterk vergroot zijn en passend zijn voor de in de koers Huisvesting AFS opgenomen parameters m.b.t. het onderwijs, zoals beschreven in Tussenstand Bacheloropleidingen AFS september 2013. Op 16 mei heeft het kernteam overleg gevoerd met het huisvestingsteam van het bèta-cluster (vice-decaan FEW/FALW prof. H. Irth, drs. K. De Boer en drs. M. Lursen (afwezig)) over de globale huisvestingsplannen en de huisvesting van het CMLS4HH in het bijzonder. Uit de presentatie werd duidelijk dat de verhuisbewegingen in het beta-cluster allen met elkaar samenhangen, dat de relocatie van VU en UvA groepen naar O|2 een van de eerste verhuisbewegingen zal zijn en dat elke vertraging van relocatie van VU en UvA groepen naar O|2 gevolgen heeft voor de totale bèta-

clustering. Vanuit het kernteam wordt m.b.t. de huisvesting nadrukkelijk aandacht gevraagd voor: • m2 prijs voor de VU en UvA groepen en de gevolgen voor hun budget. De situatie zoals geschetst voor ACTA 8 noopt tot helderheid omtrent de kosten voor de VU en UvA onderzoekers. • Uitkomsten van het trillingsonderzoek en voor adequate klimaatbeheersing. Beide infrastructurele randvoorwaarden zijn van groot belang voor de huisvesting van een belangrijk deel van de high-tech infrastructuur (microscopie, laseropstellingen, MS-apparatuur, ITC/SPR opstellingen). • Huisvesting van proefdieren op de Zuidas, waarbij met name de huidige verschillen in bekostiging van de proefdierfaciliteiten aandacht vraagt. • Het SMART@O|O concept vereist een excellente IT infrastructuur, die aansluit bij minimaal 3 verschillende bloedgroepen (UvA, VU, VUmc). Complexe IT projecten zijn in algemene zin een groot risico. • Investeringen in een O|2 valorisatie (of incubator) lab in relatie tot Mylab@O|2. Samenwerking met private partijen is van groot belang in dit onderzoeksdomein en de voorziene beschikbaarheid van “incubatorfaciliteiten in O|2” is dan ook een belangrijke faciliteit. • Compensatie voor langdurige schade aan onderzoeksprojecten (vertraging AIO projecten) of apparatuur door verhuizing. • Oplossing voor problemen m.b.t. infrastructuur t.g.v. de verhuizing van VU en UvA groepen. Binnenkort zal het kernteam PIs vragen om een volledige analyse te maken van eventuele issues m.b.t. gedeelde infrastructuur op SPA/Zuidas, die straks niet meer beschikbaar is i.v.m. de verhuizing. Op dit moment zijn in ieder geval issues gesignaleerd met de microscopie en NMR. - Bij het vertrek van LCAM-FNWI moet de toegankelijkheid tot microscopie infrastructuur gewaarborgd blijven voor SPA onderzoekers. Momenteel wordt door prof. dr. Dorus Gadella en prof. dr. Bas Teusink, in samenspraak met Drs. Kirstin de Boer en Drs. Maaike Lursen een analyse gemaakt van de beschikbare apparatuur aan VU en UvA zijde en het huidige gebruik. Een recente SILS analyse van de behoefte van de groepen op SPA wordt mede gebruikt als input voor deze inventarisatie. - I.v.m. de verhuizing van de chemie groepen naar O|2 en de noodzakelijke plaatsing van NMR en MS systemen in een bepaald gedeelte van het gebouw moet 1 van de prima functionerende NMR systemen vervangen worden.

1. Background and Scope
Healthy ageing is one of the key challenges for the coming years and has been identified as one of the major themes of e.g. the new EU research policy (Horizon 2020). Our ageing population will be increasingly faced with age-related diseases, such as Alzheimer, cancer, diabetes, CNS disorders and infectious diseases. Consequently, there is an urgent need to come up with new preventive, diagnostic and therapeutic approaches. Many of the disorders, identified as the challenges of the future, find their origin in malfunctioning molecular mechanisms at the cellular level. The omics revolution starting in the year 2000 with the completion of the human genome project triggered considerable excitement in the life sciences: it was generally believed that this wealth of new information would solve major health related questions. Indeed, recent breakthroughs have identified many key molecules that play essential roles in cells, however, to date, still surprisingly little is known about the actual dynamic processes that underpin the intricate details of protein and cellular (dys)function. Life Science researchers now start to realise that "just" large omics data sets will lead to the identification of new players or new interactions, but will not lead to clear drug targets for treatment or new superior diagnostic and visualisation approaches of cell and tissue dysfunction. This requires much deeper understanding on how the spatiotemporal interplay of the molecular components in the living cell affect cell fate and function, and such understanding critically depends on targeted hypothesis-driven research, on new multiscale modelling tools and on techniques to visualise and/or modulate molecular processes in cells, tissues, animals and patients. It is exactly here where we position an ambitious AFS initiative that is timely, highly appropriate and scientifically challenging. We propose to launch the Amsterdam BioMedical Science Campus (ABSC), which capitalizes on several international leading research efforts within the Amsterdam Faculty of Sciences (AFS) and on their connections to the broader biomedical community in (at least) the Amsterdam area. In this ABSC institute important research questions in the domain of Life Science & Health will be tackled jointly by frontrunners in the fields of completely novel advanced in situ microscopy, genetically encoded fluorescence biosensors, optogenetic and biophotonic techniques, medicinal chemistry (both synthetic and computational) and chemical biological approaches to manipulate, control and visualise the activity of key signalling proteins in cells and tissues with unprecedented spatiotemporal resolution. To that we add one of the strongest concentrations of expertise in Europe in quantitative multiscale predictive modelling & synthetic systems biology and a unique combination of bioanalytical expertises that we harbour within AFS. While keeping the comprehensiveness and power of functional genomics and genetics, our combined next generation life science approach allows an unprecedented virtuosic multiscale perturbation in cellular networking machinery providing the much-needed molecular input-output relationships underlying cellular decision-making. Moreover, within ABSC we have the ultimate aim and opportunity to translate the generated fundamental knowledge and tools towards new diagnostic and therapeutic solutions for the health problems of today and the future with two medical schools nearby. Given the current insights in the complexity of biology, the challenge is formidable, but the ABSC institute will combine the excellence of AFS in Chemistry, Physics and Biology of Life Science processes to overcome these hurdles. This highly ambitious multidisciplinary research approach will make us a strong partner for collaboration with the near-by (bio)medical experts in the area of oncology, metabolic diseases, inflammation and neurological disorders and infectious diseases.
2. Participating groups In the last months several AFS groups have been consulted and three group meetings have been organized (January 15, January 17 and February 14, 2013) with various AFS groups and representatives of medical stakeholders AMC, VUmc, NKI and Sanquin. At present 21 excellent PIs and their research groups within AFS (227 fte’s WP/OBP) have the ambition to join forces as founding

members of the ABSC institute (see Table 1). All PIs share the excitement of becoming one of the most important Life Science hubs in Europe and share the strong believe that (only) together we can make a difference in this competitive, but very rewarding field.

Consultation of some medical stakeholders (Christine Dijkstra (VUmc), Connie Jimenez (VUmc), Bert Windhorst (VUmc), Ron van Noorden (AMC), Eric Reits (AMC), Kees Jalink (NKI) and Peter Hordijk (Sanquin) was also very fruitful. All indicated that the ABSC initiative was to be applauded and would certainly have impact on their own scientific work. Collaboration on selected topics would certainly be very fruitful and a keen interest in collaboration is foreseen. VUmc and AMC scientists Dijkstra and van Noorden also indicated that their current discussions on research integration of the Medical Centers would certainly be influenced by the current AFS ideas of clustering of Human Life Science activities at the Zuidas campus. Moreover, collaborations with PIs from CWI, AMOLF and ACMM will provide this consortium with additional access to state-of-the-art computational and biophysical approaches that will deepen our understanding of the complexity of living systems.

3. Governance In the AFS proposition (December 21, 2012) to the boards of VU and UvA, the field of Natural Science for Human Health, defined as being at the crossroads of the natural sciences and the biomedical field, has been selected as one of the key research areas of AFS. This research area fits well with the Human Health & Life Science (VU) and Systems Biology (UvA) focus areas of both universities and brings together excellence in Biology, Chemistry, Computational Sciences and Physics. ABSC aims to be the key player in this field of Natural Science for Human Health. ABSC will be formed by 21 excellent PIs and their groups from a variety of AFS departments (Table 1).

Effective interdisciplinary collaboration will be one of the key drivers for success in this field of Natural Science for Human Health. It is our firm believe that this can only be achieved if the ABSC effort is supported by a largely independent (financial) governance model. ABSC research institute has the ambition to have full responsibility with respect to research strategy, external peer review, research budgets and staff appointments. Moreover, preferably all PIs will be located all together at the AFS Zuidas campus, although for some of the PIs a Science Park location is most likely inevitable in view of infrastructural demands. 4. Research objectives ABSC
A major scientific challenge in the Life Sciences is the understanding, manipulation and visualisation of (the molecular mechanisms of) cellular (dys)function. What drives a protein to (mal)function, how can protein function be manipulated with chemical (drugs) or optogenetic tools, what is the impact on the signal transduction network and cell fate, and how does this lead to health or disease? How is genetic variability leading to increased/decreased susceptibility for diseases and drug effects? In the ABSC institute our aim is to measure, understand and manipulate the function of biomolecules involved in important cellular processes, including their dynamic interactions in networks and tissue; how they respond to and integrate environmental chemical and mechanical signals, including drug molecules; and how they self-organize into functional cellular machineries that ultimately enable signalling, cellular proliferation, -metabolism, and -migration. In conjunction with partners at the VUMC, AMC, NKI and Sanquin, but also through collaboration with CWI, ACMM and AMOLF, our ambition is to translate this knowledge, methodology and techniques to (pre)clinical research, resulting in opportunities for innovative diagnostics and therapies. Core topics The ABSC institute will focus their efforts on 2 fundamental core topics: i) Biomolecular Machines and ii) Cellular Decision Making. These core topics will be addressed by combining core life sciences disciplines in Biophysics, Drug Discovery & Chemical Biology, Biomolecular Analysis, Cell Biology & Biochemistry, Systems Biology and Bioinformatics. The core research topics are directly linked to a number of translational research questions addressing molecular mechanisms of disease, regenerative medicine and personalized medicine. The translational research will be done in close collaboration with our translational partners at the VUMC, AMC, Sanquin and NKI (see figure 1).

Key questions in Core topics: Biomolecular Machines: How do they form, self-assemble and how can one modulate their activity? How do ligand and protein interact and direct signaling? How are signals integrated and computed in signalosomes? How are transcription initiation complexes organized and related to epigenetics/chromatin structure? What is the role of metabolic enzymes in these complexes? Cellular decisions: How do cells ‘decide’ to differentiate, proliferate, undergo apoptosis or migrate? How do cellular networks dictate cell fates? How do cells switch between cellular states? How stable is a cellular state? What are the key molecular switches? How can one effectively redirect cell fate? How is cellular polarity achieved and maintained? What drives and directs cell migration? What is the role of the cytoskeleton? Which forces are required? What (modulation of) cell adhesion is required for directed cell migration? How is metabolism connected in these decision networks to generate the required energy and biosynthetic precursors? The different research groups, through ongoing fundamental research programs, will generate tools, including molecules and optical sensors and develop biophysical, chemical biological, analytical and systems biology methodologies to address these fundamental topics (see Expertise and input). Key questions in Translational topics: Insight into the abovementioned core topics are relevant for the translational topics. Various human diseases are the result of altered and/or malfunctioning molecular cellular mechanisms. Disease models addressed include infection, inflammation, storage diseases, CNS disorders, cancer (uncontrolled proliferation, metastasis, angiogenesis) and metabolic diseases. We want to understand the cellular wiring of the diseased state and develop (therapeutic) approaches to reprogram and revert cells to a normal healthy state or to trigger apoptosis. We aim to expand and employ a number of common immune-, cancer-, stem- and endothelial cell/tissue and in vivo models that will be addressed by the diverse core disciplines. In collaboration with clinical research performed by our medical partners we aim to use primary cell cultures from patients to develop personalized medicine approaches related to the disease model systems under study. This requires the full integration of core disciplines including drug discovery and chemical biology, core research topics in understanding of cellular networks and fate decisions towards understanding key molecular switches for modulating and reversing diseased state. Finally, translational research will include regenerative medicine approaches in which we aim to reprogram (stem) cells to develop into a functional multicellular tissue (in a matrix). Chemical as well as physical cues, including 3 dimensional crafts and (artificial) extracellular matrices, cell-cell contacts & biomechanics will be addressed.
Expertises and input Strong and outstanding Core Life Science Disciplines & advanced technologies form the backbone of ABSC and are instrumental to address the scientific topics of ABSC. Within the Biophysics core discipline we will develop and design optomechanical and optogenic and fluorescent sensors using advanced spectroscopic methods; analyse biophysics of DNA & DNA-binding proteins using advanced fluorescence microscopy/optical tweezers; apply single-molecule biophysics in vitro and in vivo; implement new optomechanical approaches for regenerative medicine and invivo diagnostics; study proteins via full time scale mid-infrared and visible spectroscopy, develop biophysical tools for imaging of live-cell processes in cells, tissue and organs; apply optical coherence tomography technology, miniature endoscopy and catheter development. Just as fluorescence labeling has revolutionized cell biology by enabling the visualization of molecular processes inside the

cell, the next step will be the visualization of these processes in living tissue and organs. To this aim, we will develop the imaging technologies of the future, combined with targeted fluorescence for in vivo imaging in model systems and humans. Such technology have the potential to revolutionize translational research, as it will allow to extend the cellular approach, i.e. applying specific perturbation – monitoring response – understanding the control logic, to in-vivo systems. Within the Drug Discovery & Chemical Biology core discipline we will synthesize novel bioactive chemical compounds; develop new cellular chemical perturbation approaches and molecular biosensors; develop selective chemical labeling approaches for molecular diagnosis; perform computational analysis of ligand-protein interactions, computer-aided drug design, virtual screening, chemogenomics; analyse biotransformation, metabolite production and perform biomolecular simulations; focus on adverse drug reactions (ADRs), pharmacogenomics important for personalized medicine. The Biomolecular Analysis core discipline will develop mass spectrometric (MS)-based tools and apply MS analysis of proteins and their complexes to study biomolecular structures and interactions; develop and apply sensitive tools for (targeted) proteomics, glycomics and metabolomics; use glycan and protein arrays to study molecular interactions; perform integrated affinity/bioactivity analysis (high resolution screening), also comprising cellular assays and optical biosensing; support genomics, transcriptomics analysis and applied bioinformatics. The Cell Biology/Biochemistry core discipline will develop and apply novel single living cell imaging methods; super-resolution and functional imaging microscopy; measure protein-ligand interactions and modulate activity in molecular networks; develop approaches to visualize and to quantify signaling dynamics and (cytoskeletal) subcellular structure dynamics; develop functional signaling and phenotypic assays, generate new synthetic approaches to alter biological networks; develop novel assays to monitor enzymatic activities and metabolic dynamics at single-cell level. Within the Synthetic Systems Biology/Bioinformatics core discipline we will develop spatial and temporal network modeling approaches including mechanistic and coarse-grained models; develop cell-fate models; develop dynamic models of metabolic, signaling, gene-expression pathways and their integration; apply fundamental principles of biological/biochemical networking and of thermodynamics and kinetics; address multiscale analysis; work on noise propagation/bistability to generate predictive quantitative cell models; develop multivariate data analysis tools and integrative bioinformatics methods to provide context and interpretation of omics and genomics data. Altogether, we will take a multiscale approach (in silico and experimentally) to study biomolecular function at the molecular scale and at the cellular/network level. Through collaborations with our Medical Centers, these studies of protein function and cellular networks can be extended to living tissue and organisms, as a translational effort.
FLAGSHIP projects
We will define a number of FLAGSHIP projects that will link topics as depicted in Figure 1 from left to right: from fundamental to translational research, addressed by research groups from different disciplines. These Flagship projects will drive excellence in research and education. The FLAGSHIP projects will improve the coherence in the institute, strengthen our research profile and attract MSc and PhD students to join ABSC. Initial support will come from the individual groups and will be strengthened via the MSc-PhD program and appointment of new tenure track candidates (see Funding ABSC). Considering the current expertise within the consortium and the earlier work in the context of the Zwaartekracht proposal, we propose one FLAGSHIP project on G protein-coupled receptor proteins (GPCRs) as important inputs/switches determining cell fate in the above mentioned cell and tissue

models (example FLAGSHIP project: Chemical and optogenetic control of chemokine receptors (GPCRs) in cell migration of immune and cancer cells). GPCRs are crucial determinants in cellular
communication and its malfunction promotes diseases, including Parkinson's, Alzheimer's, cancer, autoimmune diseases or metabolic syndrome. In the mean time 4 different project groups have been formed and they are working on different FLAGSHIP projects from core disciplines towards Personalized Medicine, Molecular Diagnostics, Regenerative Medicine and Molecular Mechanism of Disease. Initial results were already presented at the ABSC kick-off meeting on February 14. After the start of ABSC, a workshop will be organized with all PIs and new tenure track fte’s (see below) to define and refine more FLAGSHIP projects with translational power. We will approach international opinion leader scientists to scrutinize these projects for scientific excellence.
5. Requested ASF Funding In order to successfully address the challenges set for ABSC, we request funding for: 1) Tenure track positions to strengthen the research profile 2) Investments in selected Technology Platforms to stimulate intra- and inter-institute interactions 3) An educational Excellence program to strengthen the educational profile 1- Excellence in Research – new tenure track positions To strengthen the research profile within ABSC we envision the recruitment of young ambitious scientists to initiate and lead an innovative research group bridging fundamental to translational research. Tenure track (TT) positions will be assigned to topics on major developments expected during the coming decades on topics addressed within ABSC (e.g. organ-on-a chip, stem cell biology). The TT candidate should have an outstanding record of research accomplishments within one or more disciplines of ABSC at the interface of fundamental and translational research. Moreover the TT should have proven ability to raise external funds and will significantly contribute to the teaching program in AFS curricula. Up to 7 TT positions will be available, each with funding for a period of 5 years (1.0 M €/TT encompassing salary, PhD student and/or (tech) support) (7.0 M €). 2- Excellence in Research - Technology platforms To optimally integrate research, different biology-driven technology platforms, including a Chemical Biology, Systems Biology, Genomics, transcriptomics & bioinformatics, Imaging and Bioanalysis Platform (e.g. phopshoproteomics) are required to support the multidisciplinary research within the ABSC consortium. Equipment and technical support is requested to establish such integrated high-end platform, to make them available within AFS, and (in some instances) to transfer expertise to AFS scientists to run advanced experiments independently. These funds are also foreseen to enable the recruitment of leading TT faculty. Substantial funding should be provided (0.8 M € Euros per year for a period of 5 years, total 4.0 M €). Please note that such a consortium, with the proper platforms in place, can play a leading role in current national and international initiatives, such as IMI, DISC/DTL, NL-BioImaging AM, ISBE and ITFoM. It can and should also serve other domains of the Life Sciences, such as microbiology and biotechnology. 3-Excellence in Education – new educational programs AFS aims for excellence in education and with a large cohort of students in Life science oriented educational programs, ABSC will take up the challenge to stimulate excellence in education. ABSC has the ambition to play a key role in the training of the next generation of Human Life Science scientists in fundamental and translational research. This generation of interdisciplinary scientists should get acquainted with research methodologies and approaches; Biophysics, Drug Discovery & Chemical Biology, Biomolecular Analysis, Cell Biology & Biochemistry, Systems biology & Bioinformatics, all essential to perform cutting edge fundamental Life Science research with translational dimensions in the key health area’s of oncology, neuroscience, infectious and metabolic diseases.

To attract and train the next generation of young interdisciplinary scientists we envision a strong role of ABSC in AFS BSc honours programs in the area of Human Life Sciences and we want to introduce 2 new educational programs: (i) TOP MSc program on Translational Molecular Medicine (name to be decided) and (ii) a related TOP MSc-PhD talent program. These educational ambitions will on one hand strengthen the visibility of ABSC and at the same time facilitate the coherence within the institute and also aim to stimulate participation of its medical stakeholders (e.g. VUmc, AMC, Sanquin, NKI). Ad (i): up to max 30 students (min 20) per year will be admitted to this TOP Master. The selection will be based on academic achievements in the BSc studies in the Life Sciences and motivation. Moreover, after successful completion of the first phase (excellence in courses and one internship) these students may qualify also for the MSc-PhD program (see ii). Ad (ii) MSc-PhD talent program: We want to develop a MSc-PhD program in which we will couple MSc talent to a new 3 year PhD program. MSc research projects (first phase) can,, if successful,, be linked to a PhD program (second phase). We propose this 3 year PhD program as a pilot in order to align ourselves with the EU practice of only funding PhD positions of 3 year. We also realize that the Dutch tradition of a 4 year PhD program gives the Netherlands a high scientific standard worldwide. We will therefore demand that Msc TOPtalent can start with their PhD program successfully in the last year of their master. Such a pilot should allow us to decide if the 3 year EU programs can be implemented within AFS without having to compromise on scientific output. Enrolment of talented students will be based on their achievements (e.g. completion BSc honours program, enrolment into the TOP Master or proven excellence in other Life Science MSc programs within AFS). During the course of their Master studies the ABSC-TOP students apply for PhD projects within one of the Flagship projects of ABSC. The ABSC-TOP students will have to actively participate in the writing of the research proposal. Mentors will be available to guide students in this process. Up to 5 PhD positions will be available per year (1.0 M €/yr) for a period of 4 years (4.0 M €), supporting four institute-wide FLAGSHIPS projects. Advantages/objectives • The TOP Master program and MSc-PhD program build up on and extend the excellent BSc programs within AFS Life Sciences. • Students are trained in scientific areas, which are highly interdisciplinary and interfacial, covering chemistry, biology, biophysics and biomedical sciences. • Students are integrated at an early stage into research groups and plan their career in a more focused manner to become independent researchers.

6. Excellence in Valorisation The consortium explicitly expresses its ambition with respect to valorisation potential, since this is (i) seen as an important way to connect the ambition of ABSC to societal needs and (ii) is an important asset for future funding options for our research portfolio. The critical mass in the proposed institute will make us an interesting partner for various stakeholders. More importantly, with extensive networks with private partners our research programmes will be very well placed to the upcoming

opportunities with the EU Horizon 2020 program and the Dutch Topsectoren Life Science and Health, Chemistry and High Tech. To optimize the valorisation of ABSC, we will seek active collaboration with the AFS Science, Business and Innovation department and especially the relevant TTO officers in order to come to an active and effective valorisation strategy. A number of spin-offs companies have already successfully been established by some of the PIs (eg. IOTA Pharmaceuticals, Griffin Discoveries, Chromogenics, Optics11 B.V). Moreover, multiple other tokens of valorisation have shown to be effective, e.g. patents, publicprivate partnerships (TI-Pharma, IMI-JU) and bi-lateral collaborations with industry (see Appendix 2).

Bijlage II: Advies 1e verkenningscommissie Onderwijs ADVIES 1e Verkenningscommissie Onderwijs Chemistry & Molecular Life Science for Human Health Holger Lill, Stanley Brul, Hans van der Spek, Romano Orru Datum: 1 Mei 2014 Onderwijs in het chemische en biomedisch domein is een belangrijk en complex dossier, waarbij belangen van verschillende groepen (binnen en buiten de VU/UvA βfaculteiten) zorgvuldig gewogen moeten worden. Voor een aantal opleidingen, zeker in de bachelor fase, geldt dat verschillende externe partijen mede-eigenaar van de opleiding zijn en betrokken zullen moeten worden in toekomstige ontwikkelingen. Daarnaast zijn zowel op UvA als VU onderwijs- en opleidingsdirecteuren, in samenspraak met examencommissies en opleidingscommissies verantwoordelijk voor het onderwijs. Niettemin is er vanuit de onderzoekers die actief zijn in Chemistry & Molecular Life Science for Human Health ook een visie op het onderwijs, die in samenspraak met deze stakeholders verder uitgewerkt moet worden. 1. De Opleidingen De opleidingen (Bachelor en Master) die samenhangen met het virtuele departement Chemistry & Molecular Life Science for Human Health (CMLS-HH) zijn hieronder in tabel 1 en 2 opgesomd. Hierin is aangegeven van welke opleidingen CMLS-HH de natuurlijke eigenaar is en van welke zij mede-eigenaar is, ook is de huidige eigenaar (op afdelings- of instituutsniveau) aangegeven. Daarbij is duidelijk dat voor een aantal opleidingen gesprekspartners in andere domeinen (andere faculteiten, (virtuele) departementen en/of externe partijen) een rol spelen. Bij VU is dat doorgaans de aangegeven afdeling, bij UvA ligt eigenaarschap formeel bij het College of Science Natuurlijke eigenaar: “+” betekent dat CMLS-HH hier de leidende partij is. Mede-eigenaar: “+” betekent dat CMLS-HH weliswaar de leidende partij kan of wil zijn, maar dat andere partijen een rol hebben. 2. Inventarisatie van zorgen, knelpunten, kansen zorg-/knelpunten De belangrijkste knelpunten/zorgen zijn als volgt samen te vatten: 1. Organisatievorm: geïntegreerd in virtuele departementen of “los” in schools/colleges. Hier dient op korte termijn een helder besluit door de FB’s genomen te worden. Dat zal verdere samenwerking op alle punten versoepelen. Leidend zal wat ons betreft hierin moeten zijn dat er, voor welke organisatievorm er ook wordt gekozen, er een sterke en directe koppeling tussen onderzoek en onderwijs blijft bestaan.

2. Financiele kaders/allocatiemodellen “matchen” nog niet. Dat is een serieus zorgpunt, de systemen zijn dusdanig verschillend dat momenteel niet goed overzien kan worden wat de gevolgen voor betrokken staf en studenten is. 3. Administratieve systemen: inschrijvingen bij opleidingen, vakken, tentamens; cijferregistratie systemen; diploma’s; examenreglementen; toelatingsbeleid etc etc Ervaring met samenvoegen vd kleinere BSc opleidingen (o.a. Scheikunde) leert dat dit goed geregeld moet zijn voordat aan joint programma’s/joint degree’s wordt gewerkt. Voor elke opleiding een centraal “loket” met een eenduidig administratief systeem is een must. 4. Marketing, voorlichting, matching en werving. Goede afspraken zijn noodzakelijk, bij gezamenlijke opleidingen als “opleiding” opereren en niet als “college” cq “school” is cruciaal. 5. Faciliteiten, ruimte, gebouwen. Goede toekomstgerichte scenario’s noodzakelijk om voorziene groei van studentenaantallen op te kunnen vangen en bestaande capaciteitsproblemen (collegezalen en practicumruimte) op te lossen. 6. Duidelijkheid is nodig over recent lopende initiatieven (H2LS bij VU-VUmc; initiatieven bij UvA-AMC, zoals de dubbele bachelor Geneeskunde-BMW) en hoe deze initiatieven in het virtuele C&MLS-HH departement ingrijpen. Kansen De samenwerking in CMLS-HH biedt uitstekende randvoorwaarden om topwetenschappers en docenten van beide campussen in de bovengenoemde opleidingen in te zetten. Daarmee kan de kwaliteit van het gehele onderwijspalet nog verder versterkt worden en kan dit cluster aan opleidingen een heel sterke (zo niet de sterkste) nationale en internationale speler worden met grote aantrekkingskracht. De samenwerking in CMLS-HH en de inbedding in het cluster van β-onderzoek en onderwijs Amsterdam biedt een uitgelezen kans om de bovengenoemde knelpunten effectief aan te pakken. Als we in Amsterdam daarin slagen liggen de “kansen” voor het grijpen. Meer specifieke, op opleidingsniveau gesignaleerde mogelijkheden: 1. Een minor Science Business & Innovation (30 EC) voor alle BSc-opleidingen in het 5e semester. Deze zou door de huidige sectie SBI (evt in samenwerking met Athena, TESLA) ontwikkeld kunnen worden. 2. Een educatieve minor afgestemd op bestaande middelbare schoolvakken (i.c. Biologie en Scheikunde) binnen het CMLS-HH cluster voor 2e graads lesbevoegdheid.

3. Randvoorwaarden voor een nieuw op te zetten BSc opleiding Nanobiologie/technologie zijn met het totstand komen van CMLS-HH geschapen. 4. De moleculaire signatuur van het CMLS-HH departement is evident en een moleculaire afstudeervariant (major) in de BSc opleidingen Biomedische Wetenschappen sluit daar bij aan. Het CMLS-HH departement biedt mogelijkheden om deze major in nauwe samenwerking met andere “chemische en moleculaire levenswetenschappen” BSc-opleidingen in dit domein (zoals bijv Farmaceutische Wetenschappen en Scheikunde) op te zetten. Afstemming op facultair en afdelingsniveau met plannen van het virtuele departement Chemistry & Molecular Life Science for Sustainability voor het opzetten van een nieuwe BSc-opleiding “Molecular Life Science & Sustainability” is noodzakelijk. 5. Een 1-jarige MSc-variant Science Business & Innovation als bijvoorbeeld voorbereiding op een MBA-opleiding. 6. Goede mogelijkheden voor de MSc Medical Natural Sciences om de banden met “fysica” & “chemie” uit te bouwen, ook richting de medische centra. Opleiding tot “klinisch chemicus” en “klinisch fysicus”. 7. MSc Biomolecular Sciences kan de banden met de “moleculaire” varianten in MSc Biomedical Sciences aanhalen. Integratie van UvA onderzoeksgroepen in CMLS-HH biedt mogelijkheden om het programma van de MSc Biomolecular Sciences uit te breiden. Op langere termijn valt te denken aan een “harde” Biochemie en/of Microbiologie track/opleiding. Eventuele overlap met reeds bestaande tracks/opleidingen moet daarbij goed in kaart gebracht worden. 8. De bundeling van krachtige onderzoeksgroepen in CMLS-HH met een duidelijk onderzoeksprofiel geeft goede mogelijkheden om geavanceerde TOP-Summercourses en –schools aan te bieden. Daaruitvoortvloeiend kan ook gedacht worden aan het opzetten van KNAW-research master’s en NWOgraduate school programma’s zoals het vorig jaar gestarte STAR programma op het gebied van “antimicrobials”

Bijlage III: opdracht 1e verkenningscommissie Onderwijs Opdracht 1e verkenningscommissie Onderwijs Na de instelling van kernteams voor een 8-tal “virtuele” departments door decaan FNWI, FEW en FALW is het kernteam Chemistry & Molecular Life Science for Human Health begin 2014 begonnen om met elkaar te komen tot een gemeenschappelijke visie op governance, inhoudelijke context en onderwijs in het domein. In navolging van de definitieve opdracht aan de kernteams van Karen Maex van 8 april (zie appendix) is een 1e verkenningscommissie Onderwijs (Orru, Lill, Brul, van der Spek) samengesteld. Op basis van de definitieve opdracht aan de kernteams en de visie van het kernteam Chemistry & Molecular Life Science for Human Health op het onderwijs (zie pag. 2) wordt gevraagd om het kernteam voor 15 mei te adviseren over: •
de opleidingen (Bachelor en Master), die samenhangen met het virtuele department Chemistry & Molecular Life Science for Human Health. o Van welke opleidingen is het domein de “natuurlijke eigenaar”? o Van welke opleidingen is het domein “mede-eigenaar” en welke andere domeinen zijn daar gesprekspartner (incl. andere faculteiten en externe partners)? o Aan welke (onderdelen van) opleidingen kan het virtuele departement een bijdrage leveren (incl. minoren en majoren, denk ook aan opleidingen buiten FNWI, FEW of FALW)?

een eerste inventaris op te stellen van vragen, zorgen, knelpunten en kansen.
Voor de inventarisatie van de opleidingen kan o.a. teruggegrepen worden op de tabellen, zoals die eerder in het kader van de AFS discussies zijn opgesteld (bijgevoegd in dit document). In eerste visie van het kernteam op onderwijs (maart 2014) zijn door het kernteam een aantal issues (niet alomvattend!!) in het onderwijsdomein benoemd, die ter overweging meegenomen kunnen worden. (zie onder) Visie kernteam Onderwijs HH domein (04032014) Onderwijs in het beta- biomedisch domein is een belangrijk en complex dossier, waarbij belangen van verschillende groepen (binnen en buiten de VU/UvA betafaculteiten) zorgvuldig gewogen moeten worden. Voor een aantal opleidingen geldt dat verschillende externe partijen mede-eigenaar van de opleiding zijn en betrokken zullen moeten worden in toekomstige ontwikkelingen. Daarnaast zijn zowel op UvA als VU onderwijs- en opleidingsdirecteuren, in samenspraak met examencommissie verantwoordelijk voor het onderwijs. Niettemin is er vanuit de Rode Life Sciences onderzoekers ook een visie op het onderwijs, die in samenspraak met deze stakeholders verder uitgewerkt moet worden.

Gewenste eindsituatie o Relevante Msc opleidingen sterk verbinden aan de O|O en/of SPA onderzoekers en Bsc opleidingen gezamenlijk geven, maar een thuisbasis geven qua kleuring oftewel biomedisch onderwijs bij de biomedische O|O en Neurobiologie onderzoekers en chemie en biologie onderwijs bij Sustainability en Fundamenta onderzoekers op SPA. o Onderwijs is een gezamenlijke activiteit van betrokken Zuidas en SPA docenten, in goed overleg met andere stakeholders (waar relevant, bv. AMC, VUmc, UvA-FMG, VU-FSW). Docenten vanuit de verschillende stakeholders zullen nodig blijven om het onderwijs te verzorgen. Dit geldt zowel voor opleidingen op SPA (chemie, biologie) als op Zuidas (b.v. biomedisch/neuro). Opleidingsdirecteuren rekruteren de meest geschikte docenten voor ieder vak binnen de kaders van heldere afspraken. Bij FNWI is er momenteel b.v. sprake van “gedwongen” winkelnering, tenzij docenten aantoonbaar niet voldoen. o Heldere meerjarige (5 jaars?) financiele afspraken over onderwijsinkomsten voor zowel Zuidas als SPA docenten, zoals ook overeen gekomen voor chemie en fysica onderwijs. Afspraken zijn uniform: geen verschillen in financiering UvA docent (of VU docent) op Zuidas of SPA.

Timelines? o Voor Msc onderwijs betekent dit dat relevante opleidingen direct mee zouden kunnen verhuizen met onderzoekers naar O|O Zuidas (zie tabel X…. nader in te vullen) Onderzocht moet worden in hoeverre UvA onderzoekers in O|O kunnen bijdragen aan bestaande Msc programma’s op Zuidas. o Verandering van thuisbasis van Bsc opleidingen zal pas echt geeffectueerd kunnen worden nadat op de Zuidas additionele capaciteit beschikbaar komt (5 -10 jaar tijdslijn?; te checken met team rond Zuidasontwikkeling) en na goede afspraken met andere stakeholders (AMC, UvA-FMG, FSW, Fysica).

Aansluitend op de bespreking van vrijdagmiddag 22 augustus hierbij een korte reactie op de in de tussenrapportage van het kernteam opgenomen knelpunten. Governance We waarderen de wens van het kernteam om de inhoudelijke samenwerking zo snel en veel mogelijk bestuurlijk te faciliteren. Gezien de voorgeschiedenis is bestuurlijke integratie de komende periode echter niet mogelijk. Tot in ieder geval 2018 blijft de bestaande organisatie dominant en blijven de nieuwe departementen virtueel. Dit betekent dat de bestaande bevoegdheden en verantwoordelijkheden van de afdelingen (VU) en instituten (UvA), en van de leiding van die eenheden, in stand blijven. Als de samenwerking een succes blijkt kan na 3 jaar begonnen worden met de omzetting van de bestaande naar een nieuwe organisatie. Om de samenwerking in de overgangsperiode mogelijk te maken en te stimuleren moeten de afdelingen/instituten afspraken met de leerstoelgroepen maken, waarin de onderlinge verhoudingen worden vastgelegd. Deze afspraken zullen tenminste betrekking moeten hebben op de financiën, het personeelsbeleid (o.a. invulling vacatures) en de onderzoeksprogrammering en moeten de leerstoelgroepen voldoende ruimte geven om de samenwerking met de collega’s van de andere faculteiten vorm te geven. Dit geldt zowel voor SILS, als voor MCB en Scheikunde. Als de afspraken gereed zijn, kan vervolgens een samenwerkingsovereenkomst tussen de betrokken groepen worden opgesteld. De instelling van een managementteam en/of de benoeming van een coördinator kan onderdeel zijn van de samenwerkingsovereenkomst. Managementteam en coördinator kunnen echter alleen besluiten nemen die passen binnen het afsprakenkader met de afdeling/het instituut en (zwaarwegende) adviezen geven aan en voorstellen formuleren voor de instituutsdirecteur/het afdelingshoofd. Binnen SILS is een concept afsprakenkader in bespreking. Als dat is vastgesteld, zullen MCB en Scheikunde bezien of binnen hun afdeling vergelijkbare afspraken gemaakt kunnen worden. Aansluitend kan het kernteam een samenwerkingsovereenkomst gaan opstellen. Gert Grift zal bij deze acties helpen en de komende weken alvast met juristen van UvA en VU de formele opties voor een samenwerkingsovereenkomst verkennen. De positie van de biofysici en bioinformatici is onderwerp van de besprekingen met de kernteams op 10 en 17 mei.
Onderwijs We onderschrijven het standpunt dat alvorens verkenningscommissie 2 aan de slag kan, voor de biomedische opleidingen een tussenstap nodig is. Samen met het TDO zal z.s.m. een overleg met de partners van VUmc en AMC worden voorbereid. De locatieopties zijn een belangrijk agendapunt voor deze bespreking en moeten vooraf goed worden afgestemd (kernteam, TOD, besturen). We onderschrijven de opmerkingen van het kernteam over de bekostiging. Een financieel model voor gezamenlijke opleidingen is in concept gereed en wordt op dit moment – als ‘proof of concept’ – doorgerekend voor de bachelor scheikunde. Het streven is de verschillen in bekostiging weg te nemen, maar dit zal zeker twee jaar duren. In de tussentijd zullen we er voor zorgen dat de verschillen niet leiden tot strategisch gedrag en suboptimale inhoudelijke keuzes: financiële plussen en minnen voor de leerstoelgroepen die door de samenwerking ontstaan, zullen op faculteits- en/of universitair niveau worden gecompenseerd. Hiervoor is het belangrijk dat er geen omvangrijke structurele verschuivingen in het aantal ingeschreven studenten per instelling ontstaat. Op het bovenstaande zal één uitzondering worden gemaakt. Als FALW en FEW overgaan op bekostiging op basis van feitelijke docenteninzet (rapport projectgroep van Steen), zullen de effecten niet automatisch worden gecompenseerd, omdat hiermee niet alleen harmonisatie met de FNWI wordt beoogd, maar ook een beleidsmatig wenselijke verandering van financiële prikkels. Personeel De personeelsplanning – en in het bijzonder de invulling van stafvacatures – is een belangrijk onderdeel van het strategisch plan, omdat de mogelijkheden om de accenten in het onderzoek te verleggen daar sterk mee samenhangen. Als er de eerste jaren geen of weinig ruimte ontstaat, kunnen de AAAmiddelen enig soelaas bieden (overbruggingsfinanciering), maar dat geldt evenzeer voor de andere departementen. Wij zien geen reden om aan CLMS4HH, vanwege de ‘pioniersrol’, een groter aandeel van de AAA-gelden toe te wijzen, of uit een andere bron extra middelen ter beschikking e stellen. Huisvesting en daarmee gerelateerde bedrijfsvoering We onderschrijven de stelling dat verschillen in de bekostiging en verrekening van infrastructuur (o.a. vierkante meter prijzen) en overhead de inhoudelijke keuzes m.b.t. de samenwerking en het werken in O│2 niet mogen beïnvloeden. Er wordt hard gewerkt aan harmonisatie van de systemen en regelgeving – met name het feit dat de VU per 1/1/2015 overgaat naar een fullcost systeem is daarbij een essentiële stap – maar het duurt zeker nog enige tijd tot dit gerealiseerd is. In de tussentijd zullen de financiële effecten voor de betrokken groepen, afdelingen en instituten op het niveau van de faculteit en/of de universiteit worden gecompenseerd, of opgevangen. Het IT-concept voor O│2 is inmiddels gereed (inclusief een concrete plateauplanning en systeemkeuzes) en zal de komende maand aan de gebruikers worden voorgelegd. Omdat het concept niet alleen betrekking heeft op ‘standaard (kantoor)automatisering’ maar ook op specifieke research gebonden aspecten, zullen de gebruikers van VU, UvA en VUmc de komende maand nauw betrokken worden.
De betrokken SILS groep is in overleg met de proefdierenfaciliteit van de VU; er lijken geen belemmeringen voor de overkomst van de muizen. Voor eventuele verrekeningsverschillen geldt de algemene opmerking aan het begin van deze paragraaf. Er worden vooraf geen middelen voor eventuele schade aan onderzoeksprojecten en apparatuur gereserveerd. We gaan er vanuit dat alles wordt gedaan om die schade te vermijden. Indien onverhoopt toch schade optreedt, zal per geval worden bezien of compensatie nodig is. N.a.v. de recente discussie over de microscopie zal de komende twee weken met alle betrokkenen worden overlegd, waarbij de verschillende opvattingen en opgaven zullen worden geobjectiveerd. Dit moet leiden tot een definitief voorstel. Gert Grift zal dit proces begeleiden. De overige huisvesting gerelateerde punten worden opgepakt door de projectorganisatie voor O│ 2, Rob Leurs heeft die onderwerpen recent nog eens onder de aandacht van Kirstin de Boer gebracht.

Status, ambitie en interne structuur van het instituut 1. Het Swammerdam Institute for Life Sciences (SILS) is een onderzoekinstituut van de Faculteit der Natuurwetenschappen, Wiskunde en Informatica (FNWI). Het instituut is door de faculteit ingesteld tot uiterlijk 1 september 2020. 2. Het SILS heeft tot doel • Een internationaal vooraanstaand onderzoekprogramma op het gebied van zowel de “rode” als de “groene” Life Sciences in stand te houden; • Namens de faculteit gestalte te geven aan de inhoudelijke samenwerking tussen de Bètafaculteiten van de UvA en VU op het gebied van de Life Sciences in het kader van het Science in Amsterdam initiatief. Hiertoe dient SILS een slagvaardig management te realiseren ten behoeve van alle activiteiten van het instituut. 3. Ten behoeve van de slagkracht van het SILS management in de UvA-VU samenwerking worden de onderzoekgroepen van het instituut met ingang van 1oktober 2014 in drie clusters georganiseerd. Dit betreft de volgende clusters: • Cell & Systems Biology (CSB); • Neurosciences (NS); • Molecular Life Sciences (MLS). 4. De onderzoekgroepen en activiteiten van de clusters zijn beschreven in het Strategisch Plan 20152020 van het instituut. In het kader van Science in Amsterdam is beoogd dat deze eenheden participeren in de volgende drie samenwerkingsverbanden: Chemistry & Molecular Life Sciences for Human Health, Neurosciences en Chemistry & Molecular Life Sciences for Sustainability. 5. De directeur van het instituut is verantwoordelijk voor de organisatie en bedrijfsvoering van de clusters en het instituut op een zodanige manier dat de samenwerking Science in Amsterdam zoveel mogelijk wordt bevorderd terwijl dit niet ten koste gaat van de samenwerking binnen het instituut en de faculteit. Uitgangspunten voor het management 6. De directeur van het instituut benoemt uit de hoogleraren van het instituut vertegenwoordigers van de clusters. Een clustervertegenwoordiger maakt deel uit van de cluster die hij of zij vertegenwoordigt. Zij/hij wordt benoemd voor de duur van een jaar en zijn jaarlijks herbenoembaar voor een periode van maximaal 5 jaar.
7. De directeur van het instituut en de vertegenwoordigers van de clusters vormen samen het management team (MT) dat de directeur bij de uitvoering van zijn taken assisteert.
8. Uiterlijk twee maanden voor het einde van de benoemingstermijn van een clustervertegenwoordiger van het MT worden de groepsleiders van de cluster in de gelegenheid gesteld in onderlinge
overeenstemming een voordracht te doen voor een opvolger aan de directeur. De voordracht van de groepsleiders is niet bindend. Indien de directeur hun advies niet opvolgt dan zal hij zijn beslissing motiveren en de decaan daarover informeren. 9. De directeur van het instituut bepaalt na overleg met de leden van het MT: • de structuur, agenda en frequentie van het MT overleg; • het samenstel van functies dat ondersteuning verleent aan het instituut en de clusters; • het onderzoeksbeleid van het instituut; • het beleid van het instituut inzake de samenwerking Science in Amsterdam; • de instituutsbegroting; 10. De instituutsdirecteur blijft integraal verantwoordelijk voor het instituut. De vigerende besluitvormingsprocedures en de plannings- en control cyclus van SILS en FNWI blijven gehandhaafd. Taken en verantwoordelijkheden van het management 11. De directeur van het instituut kan taken overdragen aan de vertegenwoordigers van de clusters. 1 12. De directeur van het instituut beschikt over verantwoordelijkheden die vanwege de organisatie en inrichting van de faculteit niet gemandateerd kunnen worden aan clustervertegenwoordigers. Dit betreft de volgende verantwoordelijkheden. a. Opstellen van de begroting van SILS. b. Aangaan van financiële verplichtingen met derden, zoals matchingsverplichtingen met financieringsorganisaties. c. Verantwoording afleggen aan de faculteit m.b.t. de bedrijfsvoering van SILS, inclusief de middelen die geheel of gedeeltelijk door de vertegenwoordigers van de clusters worden beheerd. d. Vrijgeven van vacatures voor personeel. e. Doen van voorstellen voor de invulling van vaste posities. f. Maken van f.p.u. of keuzepensioen afspraken met personeel in dienst. g. Aangaan van verplichtingen met de onderwijsorganisatie van de faculteit m.b.t. de inzet van docenten. 13. De directeur van het instituut houdt jaargesprekken met alle groepsleiders van het instituut waarbij de schriftelijke input van de clustervertegenwoordiger wordt betrokken. Beoordelingen van de groepsleiders worden door de directeur opgesteld volgens de vigerende UvA regels. De bijdrages van groepsleiders aan de doelstellingen aangegeven onder 2, komen in de gesprekken aan de orde. 14. Afspraken met tenure trackers die werkzaam zullen zijn bij één van de groepen van het instituut worden, na overleg met het MT, door de directeur vastgesteld. 15. De vertegenwoordigers van de clusters kunnen na overleg met de directeur van het instituut, werkoverleg voeren met de decaan. De aard van dit werkoverleg is informerend.

De mogelijkheden tot overdracht van taken betreft bijvoorbeeld de afstemming van het wetenschappelijk onderzoek binnen de cluster en met het ondersteunend personeel dat verantwoordelijk is voor de bedrijfsvoering op clusterniveau (personeel, huisvesting en financiën).

Financiën 16. Toekenning van budget aan SILS geschiedt op basis van het allocatiesysteem van de FNWI. 17. De directeur van het instituut wijst budgetten toe aan onderzoeksgroepen op basis van onderwijsinkomsten en inkomsten uit het allocatiemodel. Indien dat wenselijk wordt geacht, kan de directeur na overleg met het MT andere parameters betrekken bij de budgetverdeling. 18. Inkomsten en uitgaven van iedere groep worden op kwartaalbasis gemonitord door de directeur. 19. Bij de monitoring van inkomsten en uitgaven hanteert de directeur de volgende werkwijze. a. De inkomsten en uitgaven van SILS worden op instituutsniveau, clusterniveau en groepsniveau zo nauwkeurig mogelijk inzichtelijk gemaakt; b. De directeur maakt ieder jaar begrotingsafspraken met individuele onderzoeksgroepen en de cluster als geheel; c. Binnen de gegeven kaders en na afstemming met de instituutsdirecteur kan de cluster zelf beslissen over inzet van personeel binnen de cluster; d. Bij het beschikbaar komen van (extra) middelen binnen een groep, bijvoorbeeld als gevolg van het uitdiensttreden van een vaste medewerker of honorering van aanvragen, kan de groep zelf voorstellen formuleren voor de besteding van het vrijgekomen c.q. beschikbare budget. Uitgangspunt hierbij is dat de voorgestelde besteding past binnen het onderzoeksprogramma en te verwachten onderwijsinspanningen van zowel de cluster als het beoogde samenwerkingsverband Science in Amsterdam; e. De directeur kan een onderdeel of faciliteit van een groep aanwijzen als core facility. Daarmee wordt bedoeld een gemeenschappelijke voorziening, waarvan verschillende groepen gebruik maken. Het instituut stelt voor core facilities een regeling op voor gebruik en verrekening van de kosten. f. Generieke kortingen waar het instituut mee te maken krijgt, worden in principe door het gehele instituut geaccommodeerd. Na overleg in het MT kan van deze regel worden afgeweken. Bijzondere faciliteiten 20. De directeur van het instituut benut eventuele doeltoekenningen in het kader van Science in Amsterdam om het opzetten van de beoogde samenwerkingsverbanden te faciliteren. 21. De afdeling Planning & Control van de FNWI stelt jaarlijks informatie beschikbaar die het instituut kan gebruiken om middelen te verdelen over de clusters. 2 Slotbepalingen 22. Bij meningsverschillen tussen clusters en groepen wordt, conform de geldende FNWI-procedure, eerst naar de SILS-directeur geëscaleerd en vervolgens naar de decaan. 23. Deze regeling expireert op 1 januari 2019 of eerder als de ontwikkelingen omtrent Science in Amsterdam daartoe aanleiding geven.

Deze aanvullende data vormen input voor het overleg binnen het MT over de verdeling van middelen en kunnen desgewenst door het instituut gebruikt worden om deelbegrotingen voor de clusters op te stellen.

24. Uiterlijk twee maanden voor afloop van de regeling wordt de regeling geëvalueerd. Daarna wordt de regeling in overleg met het MT herzien en opnieuw vastgesteld.

Voorafgaand aan de bijeenkomst was de tussenrapportage van het kernteam gecirculeerd onder aanwezigen waarin ook een aantal knelpunten was geïdentificeerd: Governance Notitie over structuur SILS is gisteren in het DT FNWI besproken. GG zal de uitkomst hiervan delen met het kernteam en bespreken wat dit betekent voor de samenwerking in O2. Bekeken moeten worden hoe de verschillende groepen meer uniform kunnen worden ingericht over de tijd. Er moet een governance plan komen hoe samenwerking zal werken zowel voor personeel van FNWI dat in O2 komt als voor personeel van FALW/FEW dat naar SciencePark gaat. Dit laatste is een actiepunt voor afdeling S&F. Onderwijs De zorg over financiering onderwijs zal op afzienbare termijn zijn opgelost, zodra er duidelijkheid is over het model van financiering. Het kernteam is bij een groot aantal opleidingen betrokken. Naast financiële kwesties roept dit ook vragen op m.b.t. het aantal benodigde docenten per locatie, de allocatie van docenten per opleiding/vak, de toekomstige locatie van de verschillende opleidingen en de planning van veranderingen in locatie. Deze vragen zijn veelal kernteam overstijgend en zullen worden opgepakt door TDO. Er wordt geconcludeerd dat op dit moment het best in scenario’s kan worden gedacht. Daarnaast kunnen er onderlinge afspraken worden gemaakt over locatie en inzet docenten/faculteiten voor de komende paar jaar. Het kernteam overweegt een 2e verkenningscommissie te starten. Voor kernteam CMLSHH is een ander belangrijk is de samenwerking van de UMCs in onderwijs een ander groot punt van aandacht. Het kernteam zal aansluiting zoeken. NH adviseert het kernteam om de opleiding Gezondheid & Leven mee te nemen in de gedachtevorming, het advies van de verkenningscommissie was dat het kernteam CMLSHH mede eigenaar is van deze opleiding. Het kernteam zal dit heroverwegen AAA fonds Het kernteam is nog altijd in afwachting van de toekenningsbrief voor besteding van het AAA fonds 2013.

Huisvesting: Er zijn nog wel wat isseus op te lossen o.a. op het gebied van ICT. De meningen over het concept smart@work zijn sterk verdeeld. Er is veel waardering voor de wijze waarop de labs zijn opgezet, in nauw overleg met betrokkenen. Betrokkenheid studenten Het kernteam geeft aan op dit vlak nog weinig actie te hebben ondernomen. Het rapport kan als basis dienen maar een vertaalslag moet nog worden gemaakt want het roept nu vragen op dan het beantwoordt. Lastig is dat meerdere kernteams betrokken zijn bij de opleidingen waar CMLSHH eigenaarschap voelt. NH geeft aan dat TDO de laatste hand legt aan een document voor bespreking met FSR over procedures voor joint degrees, nieuwe opleidingen, de locatie discussie en de rol van de FSR. Dit zou ook voor kernteams een handvat kunnen vormen. Op basis van dit document zullen verdere stappen per dossier worden besproken. TDO zal hiervoor een keer aanschuiven bij een bijeenkomst van het kernteam. Het kernteam stelt Rob Leurs voor als contactpersoon voor communicatie Afspraken - Notitie over structuur SILS is 16/9 in het DT FNWI besproken.
