For Kazerne Dossin 2014 began by officializing an unusual partnership between a museum and police forces. Under the terms of the agreement signed on January 27th by Catherine De Bolle, Commissioner General of the Federal Police, and Herman Van Goethem, Director General of Kazerne Dossin, every probationary police constable will visit Kazerne Dossin and follow the Holocaust, Police and Human Rights training programme. In 2014 more than 100,000 members of the general public visited the Memorial, the permanent exhibition, the special exhibitions or attended events at Kazerne Dossin. With the support of the Flemish Government, the founding partners and other supporters, the museum was able to set up several remarkable pictorial exhibitions on human rights. In spring Kazerne Dossin presented an exhibition of the work of Alexis

Cordesse, a young Parisian photographer, entitled Rwanda : Wounded Vision, and in the autumn it showed the work of Daniel HernándezSalazar in Genocide Dismissed : Guatemala, a silenced tragedy. The Europe Lecture on April 4th 2014 was no doubt one of the highlights of the programme destined to the general public. The keynote speaker, Herman Van Rompuy, Chairman of the European Council, delivered a lecture on European values. The public also had the opportunity to attend several premières at Kazerne Dossin : a concert by the American pianist Roger Peltzman, the Belgian première of the documentary Der Anständige about the Reichsführer Heinrich Himmler, the world première of the opera ‘Onvoltooid verleden’ (Unfinished Past) and Liesbeth List’s intimate and impressive performance of the Mauthausen songs.
Foreword
September 4th saw the commemoration of the liberation of Kazerne Dossin, exactly 70 years ago. During the ceremony one of the last witnesses of the liberation told his story and new pictures were added to the portrait wall. This year the Documentation Centre again received hundreds of inquiries and provided researchers, journalists and victims’ family members with photographs, documents and other information. The museum continued to cooperate with museums abroad. For instance, a team of KD employees, guides and ‘ambassadors’ travelled to Yad Vashem (Israel) for an intensive study week on Holocaust and human rights. The Research and Documentation Centre lent its cooperation to exhibitions abroad and continued its work to make the collections and archives more accessible. At the European Museum Awards 2014 held
in Tallinn, Estonia, a distinctive commendation was awarded jointly to Kazerne Dossin and the Flossenbürg Memorial in Germany. The panel of judges praised the museum for its innovative approach, which could well serve as a source of inspiration to other historical museums all over the world. This commendation formally confirmed that after less than two years of existence, Kazerne Dossin was already ranking amongst Europe’s top museums. Eric Stroobants, Chairman Kazerne Dossin

Following a donation in 2014, Jacques Rozenberg’s complete oeuvre is now in the possession of Kazerne Dossin.
Rwanda : Wounded vision, Alexis Cordesse
To mark the twentieth anniversary of the genocide in Rwanda, Kazerne Dossin mounted an exhibition of work by the French photographer Alexis Cordesse (°1971, Paris). As an independent press photographer he was in Rwanda between 1996 and 2013 to document the aftermath of the genocide. The exhibition was divided into three parts : the 2004 film Itsembatsemba, the photographic report Confession with interviews and confessions by men and women who took part in the genocide, and Voids, about the sense of emptiness felt by survivors of the Rwandan genocide.

Education
Educational programme
New museum formula
By way of an alternative to the classic guided tour, Kazerne Dossin put together an ‘experience trail’ which takes a more active approach. At the heart of the trail, which takes account of pupils’ different learning styles, is the memorial as a place of commemoration. In September 2015 the ‘experience trail’ will become part of the educational programme. Custom-tailored guided tours
Working with the team of guides, the Education Department put together a number of visits aimed at meeting the needs of specific target groups, such as the blind and partially sighted, students in higher education, learners of Dutch as a foreign language, etc.
18
Educational material
In cooperation with the non-governmental organization RCN Justice & Démocratie, the education team put together a learning pack relating to the special exhibition Rwanda : Wounded Vision about the Rwandan genocide. A similar pack was compiled for the special exhibition Genocide Dismissed : Guatemala, a silenced tragedy. It consists in historical background information about Guatemala and looks at the phenomenon of street art. The competition ‘Schreeuw het uit tegen onrecht’ (Shout out against injustice), organized in association with Graffiti vzw called upon young people to put their social commitment into practice by organizing their own creative street-art project.
Workshops
A workshop entitled Enkeltje Mensenrechten (One-way Ticket to Human Rights) was held last year. The Education Department did further work on the film Belonging after successful test runs in schools. The workshop and museum trail A Demonic Transition also took shape.
Guiding Kazerne Dossin organized bimonthly meetings for its team of guides, consisting in talks, film screenings, training and feedback sessions. The museum also successfully launched a new online platform providing practical tips, content information, etc.
19
Teachers The museum welcomed some 200 Dutch and French-speaking teachers to the Teachers’ Days in October. In addition to an introduction to the museum’s offer, the programme also included historical, topical and didactic components. Each of the Teachers’ Days was rounded off with gripping testimonies, like the stories of sculptor and draftsman Koenraad Tinel and Doctor of Law and jazz pianist Simon Gronowski. Kazerne Dossin conceived the Teachers’ Days in cooperation with Klasse, the Auschwitz Foundation and the ‘Démocratie ou Barbarie’ unit.
20
Outreach activities Police, Holocaust and Human Rights
In 2014 the museum welcomed several hundred policemen as part of the ‘Holocaust, Police and Human Rights’ (HPM) training programme. Kazerne Dossin’s educational team provided support and helped put together the syllabus and the ‘train the trainer’ sessions. This special cooperation project between police and museum was extended to a conference on Police and Holocaust education for which financing is still being sought.
Yad Vashem study trip
For the fourth time the museum organized a study trip to the International School for Holocaust Studies in Yad Vashem (Jerusalem). Twenty Kazerne Dossin employees, guides and ‘ambassadors’ with a background in education took part in the trip. While in Israel, the participants had a meeting with the Belgian ambas sador.

Dossin. Kazerne Dossin helped prepare the project and select the participants. Representation
Kazerne Dossin houses the Special Committee for Remembrance Education (BCH), coordinated by the Head of Education & Outreach Marjan Verplancke. It is also represented in the Conseil de la Transmission de la Mémoire of the Fédération Wallonie-Bruxelles by Odile Remy, Head of Administration & Portfolio Holder French-speaking Community.
Collections & research Collection
Collection plan
In 2014 a completely new collection plan was drawn up for Kazerne Dossin. It retrospectively describes the origin, composition, profile, value and layout of the collection, and defines the core and sub-collections. An assessment was also made of the current state of play of the collections. Moreover, the collection plan also looks to the future. What else can be done to provide
access to the core and sub-collections (online) ? How are new acquisitions incorporated ? And what potential do the collections offer for new projects ? Archive bequests
In 2014 Kazerne Dossin received several donations of large collections as well as numerous smaller ones. Each item was carefully digitized, numbered, described, put in an acid-free package and stored in the air-conditioned archive department.
23
Lammel bequest In 2014 Mr. and Mrs. Manfred Lammel of the Lammel Galerie in Germany donated another sizable part of their valuable art collection to Kazerne Dossin. Besides a collection of Judaica and anti-Semitic postcards, it included 153 drawings and etchings by the Jewish artist and
Holocaust survivor Osias Hofstätter. On January 27th 2015 Kazerne Dossin, in association with artist André Goezu, opened an exhibition of Hofstätter’s work entitled Kunst is een kreet (Art is a cry). Sadly, gallery owner Manfred Lammel passed away in the autumn of 2014.
Who was Osias Hofstätter ? Osias Hofstätter was born in Bochnia (Poland) on December 28th 1905. As a child and young man he moved around a great deal : from Poland to Austria, and from there to the Netherlands and Germany. Meanwhile he developed his artistic gift. After the Anschluss in 1938 he fled from Vienna to Belgium. His parents were deported and died in the Lodz ghetto. On presentation of his sketchbook, Osias was admitted to the Academy in Brussels. In May 1940 the Belgian state arrested him as a ‘German suspect’ and interned him in France. Hofstätter made portraits of his fellow prisoners in the Saint-Cyprien and Gurs camps. After two years he managed to escape from Gurs and made his way to neutral Switzerland. He continued his studies at the municipal art school in Zürich, returning to Poland after the war. In 1957 he emigrated to Israel. Hofstätter showed his work widely and won numerous prizes. He died in 1994.
24
Regine Beer bequest On March 23rd 2014 Holocaust survivor Regine Beer died. This life-time champion of human rights bequested Kazerne Dossin with four boxes of archive material and her tattoo number. Most of the items will be used for remembrance education. In 2015 Regine Beer’s story will also become part of the permanent exhibition. Eisendrath bequest Our Senior Researcher Laurence Schram put the Eisendrath family in touch with Kazerne Dossin. On behalf of the Eisendraths, the Digitization Department scanned a collection of more than a hundred letters, before returning the originals to the family. These letters had been written by the Jewish diamond-worker Albert Eisendrath to his non-Jewish wife in the Dossin barracks between 1942 and 1943. Because it was a mixed marriage, Albert was not deported but put to work in the camp, first as a cleaner and later as a room foreman. Albert was released on May 25th 1943 and reunited with his family. Apart from the letters, the collection comprises several photographs and items relating to the history of the Eisendrath family. Izaks bequest On October 10th 2014 Conny Izaks visited Kazerne Dossin. She shared her story with the Documentation Centre and donated 115 original photographs, letters and documents about her family history. As a child
Who was Regine Beer ? Regine Beer was born in Amsterdam on November 5th 1920. In May 1940 she experienced the beginning of the occ u p at i o n of Antwerp by Nazi Germany. Regine went on working there as a teacher, enrolling in the Register of Jews on the recommendation of the headmistress of her school. On the night of September 3rd/ 4th 1943 the Nazis arrested hundreds of Belgian Jews, including Regine who was put in Group E at the Dossin barracks pending a decision on her fate by the Nazis. In April 1944 Regine’s name appeared on a deportation list. Transport XXV took her to Auschwitz-Birkenau. Regine survived the deportation and death marches to Ravensbrück and Malchow. As a Holocaust survivor, teacher and confirmed antifascist, she started telling her story in the 1970s. In the following years she gave thousands of talks about the horror of the Holocaust in schools and for a wide range of ideological and religious organizations. In 1992 Regine published her memoirs and won the Democracy Award in 1993. She died on March 23rd 2014.
25
she had gone into hiding and it was during that time that she received weekly letters from her mother and step-father who had also gone underground. However, Conny’s parents were arrested and deported from the Dossin barracks. Neither survived. Kazerne Dossin provided Conny Izaks with a complete digital and paper copy of her bequest, the components of which were cleaned, numbered, digitized, described and packed in acid-free materials.

Marketing & Communication Marketing and public strategy 2015-2019 A marketing and public strategy was drawn up by the Marketing & Communication Department to reflect Kazerne Dossin’s mission, vision and core values. It was based on an in depth internal and external analysis of the museum, its image and the various aspects of its remit. Among other things, the plan resulted in a thorough analysis of target groups and a strategic plan for the museum’s marketing and external relations activities in the years to come. It also resulted in an operational plan, which describes the specific aims, objectives and activities of the Marketing & Communication Department.
Communication In 2014 Kazerne Dossin launched a new, more visually attractive and user-friendly website in four languages, an important tool for promoting the museum and engaging with the public. It also introduced an online ticketing system. This webshop allows individual visitors to purchase an eticket in advance, while those planning a group visit can consult the schedule of the guided tours and make their reservation accordingly. The lion’s share of the communication activities consisted in preparation and communication around special exhibitions. Communica-

tion campaigns relating to the two major exhibitions were mounted in cities and railway stations. For each exhibition the Marketing & Communication Department also developed an information leaflet, which was sent out to more than 400 locations in Flanders, Brussels and Wallonia.

Kazerne Dossin also enhanced its external communication with a monthly newsletter, several advertisements, posters and flyers. In cooperation with the Education Department the first ever brochure with full details about the museum’s educational offer was produced and distributed to every school in Belgium. A free exhibition newspaper with a print- run of 80,000 copies MECHELEN.35P was also distributed.
Nu kunnen we onze doelgroepen beter an nalyseren.

Uw werk is uw passie.
Absoluut.
Dàt cconcept moeten we dragen.

Zeer zeker.
Dàt heeft me altijd beziggehouden.
Vargas Llosa is mijn ideale voorbeeld. (Twijfelt opnieuw) Ik denk toch … Ik weet het niet. We zullen zien. Wordt uw volgende prijs een literaire?

Hm. Neen. Bwa.

Daarom gebruikte hij veel do felle rode lijnen. Dit p pakt me.” BERT PROVOOST
BEPR
with umbrella organizations and media (Knack Club, Le Vif/L’Express, HERITA, OKRA members’ magazine, etc.). Most of these consisted in free tickets or a discount in exchange for advertising space in magazines and newsletters.
Press and media The museum made every effort to foster good relations with press and media in Belgium and abroad. Besides contacting individual journalists, almost monthly press releases were sent out and press conferences organized. The media were particularly interested in the museum’s cooperation with the police and in the European Museum Awards. In 2014 journalists mentioned Kazerne Dossin in a total of 232 articles and reports at home and abroad. The press archive was digitized in 2014 and new press cuttings are constantly being added.
External relations Product development in 2014 focussed on the museum’s first app, which will be launched in March 2015 with the support of Visit Flanders and Toerisme Mechelen. This digital application is first and foremost intended for individual visitors and offers a wealth of additional material and interactive programmes. The City of Mechelen’s Human Rights Walk was reviewed for the
specific needs of the app, which enables visitors to follow the human rights trail beyond the walls of Kazerne Dossin and through the streets of the city. The Marketing & Communications Department also chose a structural approach to obtain visitor feedback : a quality questionnaire consisting in 25 questions provided the museum with valuable information about the experiences of individual and group visitors. Furthermore, all the feedback from visitor books and spontaneous feedback was collated. In 2014 Kazerne Dossin was the recipient of the TripAdvisor international travel review website’s Certificate of Excellence, the majority of travellers having rated Kazerne Dossin as ‘excellent’. Consequently, the museum was declared the num-
35
ber-one attraction in Mechelen. In the future Kazerne Dossin will continue to target trade fairs and information markets and to work closely with tour operators and others in the tourist sector.

Fundraising The support of numerous sponsors and benefactors enables the museum to realize its ambitions with regard to collection management, scientific research, educational programmes, special exhibitions and publications. In 2014 we took a fresh look at the existing group of Friends with a view to widening it and introduced new categories : Young Friend (25 euros), Friend (60 euros), Supporting Friend (300 euros), Patron (1,000 euros) and Benefactor (from 5,500 euros onwards). With the revamped organization in place, 3,500 copies of a new Friends brochure were printed and a major fund-raising campaign was launched on- and offline. In 2014 contact was also made with a number of companies with a view to obtaining structural (i.e. over several years) or project sponsorship.
Organization
Kazerne Dossin celebrated its second birthday on December 1st 2014. Success entailed a number of logistical and organizational challenges. In its second working year considerable attention was given to establishing social capital and building an effective organizational structure. On December 31st 2014 Kazerne Dossin had 25 full-time and four part-time employees, including 14 men and 15 women with diverse profiles. In 2014 five new employees joined the organization, and two left
Looking to the future The new challenges facing the organization form the basis for the eight-step Long-range Policy Plan 2015-2019, which sets out the strategic choices and priorities for the next policy period. The eight steps are as follows :
2. Enhancing accessibility to collection/story/message so as to maximize the visitor experience 3. Extending, deepening and linking visitor and user potential 4. Enhancing KD’s reach and reputation 5. Building a strong partner network and working on a lasting customer relationship management 6. Becoming a financially sound and sustainable organization through the optimal deployment of people and resources. 7. Experimenting and introducing new technologies to enhance the visitor experience (digital product development) 8. Analyzing security risks on a daily basis and making every effort to ensure a safe environment for employees and visitors alike.
1. Investing in the further development and professionalization of the organization

Organization In 2014 Kazerne Dossin’s employee base grew rapidly. It acquired a new structure (organization chart), new teams and team leaders. To support the organizational development an intensive learning programme was set up in cooperation with Komos to teach leadership and teambuilding skills, how to deal with change, etc. There were two distinct programmes, one for managerial staff and one for all the teams. The focus of the programme for team leaders was on situational leadership (including DISC model, stages of the coaching process, levels of development, giving feedback), dealing with opposition and change (transition and change process, role of the manager, creating a support base), handling conflicts (conflict styles and the role of the manager), dealing with difficult situations (performance and evaluation interviews, breaking bad news) and the recruitment and selection of new employees. Two training days were organized for the teams on solidarity (DISC model, giving feedback, strengths and weaknesses in teamwork) and handling change (psychological process in transitions). A follow-up programme will be organized in 2015.
38
Training Kazerne Dossin is committed to an open learning culture and encourages participation in external courses. The following courses were attended by employees of the museum : Education and outreach Museums for blind and partially sighted people, Initiating volunteer work, Volunteering in the heritage sector, Identity training for young people, Guided tours and guiding those with a disability, etc. Marketing and communication Storytelling in places of remembrance, External relations for culture and tourism, Museum shops, Cultural marketing : curse or blessing ?, Attractions and museums on the MICE market, etc. Administration and HR Working with a sales force, Socio-juridical issues, Training efforts in the social audit, Job descriptions, etc. Security and IT Training for data centres, Back-up for system managers, Museum security, Media Haven Pro, First Aid in case of Accidents, etc.

“Moving” A moving account of the deportation through the lives of victims of intolerance. Unfortunately, more topical than ever, and yet these events are in danger of being swallowed up in the anonymity of the past. (Thierry, Belgium)
“What we should never forget” This is an unforgettable place. It looks at the Holocaust in general, but in particular at what happened in Belgium. Mechelen played an important role as a transit camp during the Nazi regime. As a non-European citizen, I never learned about this aspect of the Second World War, so it was a very informative visit. “Marvellous museum” This marvellous museum brings a lump to your throat. Well conceived with interesting material and personal testimonies. I also love the way the museum establishes a link with racism today and the persecution of minorities. If this museum was included in the school syllabuses, I trust that the risk of such a thing happening again in the future would be greatly reduced. (Chloé, Belgium)
“Makes you stop and think” Though the museum is about the Holocaust in Belgium, it draws several important parallels with the more recent genocide of ethnic groups. Makes you stop and think about the violation of human rights today. (Mo, the Netherlands)
“Impressive” History in sound and image. The museum and memorial work extremely well. All that documentation and those stories show us why it should never be allowed to happen again. Well worth a visit ! (Rasta, Belgium)
“Moving experience” The museum presents a wealth of information through audio and visual testimonies. On an interactive screen you can study the photographs of victims on the portrait wall and find out more about individual victims. A sad subject, but very well presented. I would certainly recommend this museum. (Lucy, U.S.A.)
