In September, the Fifth Annual Conference of the Association of Central and Eastern European Election Officials (ACEEEO) was held in Siofok, Hungary. There were twelve countries represented from Central Europe and the former Soviet Union, Participant countries included Albania, Czech Republic, Estonia, Croatia, Poland, Lithuania, Macedonia, Moldova, Russia, Romania, Slovakia, and Ukraine. In the enclosed packet you will find a conference program, list of participants, a copy of the Coinpendium of election laws from Central and Eastern Europe, and project report giving a brief overview of the 1995 conference. USAID/Global/DG supported this event through funding staff time and expenses. The USAID NIS Bureau and its Ukraine program assisted in the publication of the election law Compendium. US AID-funded projects in Romania and Moldova assisted with the expenses of participants from those countries. The Government of Hungary and private sponsors funded the balance of the conference activities. '

Bevezetes
The annual conference of the Association of Central and Eastern European Election Officials (ACEEEO) is being held September 27-30, 1995, in the historic and beautiful city of Si6fok. This is the fifth in a series of multinational election meetings in which top electoral administrators from Central and Eastern Europe join together to provide for the mutual exchange of information, consultation, and cooperation in building transparent, efficient, and impartial electoral systems. During the three-day conference, participants will have the opportunity to hear election reports from other country representatives in the region, see and discuss features of the latest election technologies, and hear an important case study of the application of technology to election administration. The mechanics of modern election administration will also be emphasized as participants are encouraged to familiarize themselves with election commodities and equipment on display just outside the conference hall.

Message from Dr. Zoltan 10th, secretary of the Association of Central and Eastern European Election Officials CACEEEO) Dear Conference Participants and Guests: As Secretary of the Association of Central and Eastern European Election Officials, it is a great honor to welcome you to the annual conference of the A CEEEO in Hungary. The ACEEEO was founded to encourage and assist election officials in the transition from authoritarian-style government to democracies with free, fair, and transparent elections. Recognizing this transformation as a challenging one, the ACEEEO is pleased to provide the countries of the region with technical and educational assistance in the area of election administration. The goal of the conference in Si6fok is to share knowledge of technical applications to election administration. This information has become vital in ensuring that election procedures are legitimate and that the voters' faith in democracy is assured. It is my hope that countries in Central and Eastern Europe will become familiar with those western technologies which may benefit their electoral systems. During the conference, participants and guests involved in the Conference will become more educated about technologies in election administration. This will be accomplished through the exhibition involving numerous election technology vendors, the insights gained through the technology roundtable discussions, and the presentation of the technology case study of Mexico given by the Instituto Federal Electoral (IFE). I believe that all participants will further gain invaluable information and ideas by sharing common experiences, successes, and even frustrations as we continue to take advantage of advances in the administration of elections. Dear Conference Participants and Guests: In my capacity as the Ambassador of the Republic of Hungary in Washington, D.C., I would like to extend my warm welcome on the occasion of the annual conference of the Association of Central and Eastern European Election Officials. As your Association's charter defines, the ACEEEO was founded to further international cooperation, to support democracy by ensuring the inviolability of voting rights, to strengthen the development of efficient and transparent electoral systems, and to hold joint consultations on the problems that may emerge in the institutionalization of electoral systems. The Conference to be held in Si6fok would be an ideal opportunity to serve these goals. The theme for your annual meeting this year, "New Technologies in Election Administration," refers to the continuous improvement of technologies and techniques that the challenging transition process taking place in the countries of the Central and Eastern European region requires. It is my sincere hope that in the coming couple of days, all participants will benefit from the different experiences learned from one another. I am very pleased to understand that several Hungarian and American corporations will use this excellent opportunity offered by the Conference to display their latest election system equipment. The ACEEEO was established to provide election officials, administrators, parliamentarians, and jurists with an annual opportunity to exchange information about electoral and political processes among the nations of Central and Eastern Europe. During the four years of preceding conferences, participation has grown to include election authorities from Western Europe, multinational organizations, and nongovernmental organizations.
charter Meeting of the ACEEEO As a result of the productive nature of a three-day meeting of election officials in 1991, the participants and official representatives of Albania, Bulgaria, Czechoslovakia, Hungary, Poland, and Yugoslavia drafted a protocol for the creation of a regional body of electoral officials which would ensure regular and systematic exchanges of information among member countries. The Protocol establishing the Association of Central and Eastern European Electoral Officials (ACEEEO) was later signed by Estonia, Kazakhstan, Latvia, Lithuania, Macedonia, Moldova, Romania, Russia, and Ukraine and was enthusiastically supported by the "Free Election" bureau of the Conference on Security and Cooperation in Europe (CSCE) in Warsaw, Poland. The ACEEEO's charter defined the objectives of the Association as follows: to further strengthen the development of efficient and transparent electoral systems; to hold joint consultations on the problems that may emerge in the institutionalization of electoral systems; to exchange invitations among members countries to observe each other's elections in order to inculcate a common professional experience; and to share information on how to further develop the democratic electoral process. The participating countries also agreed to hold an annual conference on theoretical and practical issues of elections and determined that membership in the Association should remain open to all countries wishing to join. The Secretariat of the ACEEEO and a Documentation Center, which acts as a clearinghouse of information for regional electoral experts and a repository of all Association records, were established in Budapest.

Having contributed a large quantity of election materials to the Documentation Center, Elections Canada, represented in the original 1991 ACEEEO Symposium, advocated support from the Canadian government to make the Center a modern data-processing body. With the assistance of IFES President Richard Soudriette, the political project director of the Charles Stewart Mott Foundation visited Budapest in May of 1992 and deemed the Association's objectives and activities were worthy of support. Since 1991, the Association has been primarily supported with resources from the member countries and private sources. The foundations who have offered support include: the Charles Stewart Mott Foundation $50,000; the Raynault Foundation - $25,000; Polaroid Corporation --$10,000; Organization for Security in Central Europe (OSCE) - $25,000; International Research and Exchanges Board (IREX) - $7,500; and the Soros Foundation - $20,000. Vendors who have participated as election equipment exhibitors have contributed in excess of $30,000.

The ACEEEO's 1994 Conference Pursuant to the Association's charter, an annual conference took place in Kiev, Ukraine, December 15-17, 1994 and was attended by the official representatives of 15 Central and Eastern European countries including Albania, Belarus, Bulgaria, Croatia, Estonia, Hungary, Kazakhstan, Latvia, Lithuania, Macedonia, Moldova, Poland, Romania, Russia, and Slovakia. In addition to discussing individual accounts of their respective country's electoral process, the election officials addressed those issues and problems which had arisen in the recent past and required the immediate attention of all participants. Invited lecturers elaborated their views regarding essential aspects of a model electoral process to include: representation of ethnic minorities; voter education; and the duties of election observers. The Association for Electoral Administrators (AEA) Joins the ACEEEO During the 1993 ACEEEO Symposium, the Secretary of the ACEEEO, Dr. Zoltan T6th, announced the formation of a Hungarian, non-governmental organization, the "Hungarian Foundation for Elections,» to serve as Hungary's single point of contact with the Association's Secretariat and Documentation Center with

At the end of the conference, Mr. Charles Lasham, an official of the British Association for Electoral Administrators (AEA), expressed an interest in strengthening relations between the two associations. In August of 1993, the AEA announced its intention to join the ACEEEO. The AEA then sent invitations requesting 18 electoral administrators from Central and Eastern Europe to take part as observers in the European Parliamentary Elections held in London, England, in June 1994. All observers chosen from the ACEEEO remarked on the productive experience the opportunity provided them.
Recent Developments The Documentation Center of the ACEEEO has made every effort to improve the scope of its data gathering, processing, and dissemination services at a pace commensurate with its financial capabilities. Since the agreement to make Budapest the Center's permanent home, the Association's Secretariat has made every effort to supply suitable space for the gathering and storing of election materials, as well as the technical and human resource requirements to assure the Center's success. Because the objective of creating a modern information facility is beyond the capacity of anyone country in the region, collective assistance will be necessary in the further development of the Center. secretary's Update on ACEEEO Activities The ACEEEO was formed in 1991 in Budapest and can point to numerous achievements over the past four years. The ACEEEO is pleased to report on the following ongoing and future activities: 1. Organization of annual conferences of top election officials and experts from almost every country of the region; 2. Ongoing assessment of the changes in the election systems of the region and willingness of regional governments to cooperate and provide election information to the international community; Creation of the Documentation Center in Budapest, containing election-related information; Installation of a computer network in the Documentation Center's offices; Joining of the British Association of Election Administrators (AEA) to the ACEEEO; Fielding of 18 regional election officials as international election observers in Great Britain during the June 1994 European Parliamentary elections; Organization of the fourth annual Conference of the ACEEEO in Kiev, Ukraine, which was facilitated to strengthen Central and Eastern European electoral institutions and to provide for discussions between officials from Eastern and Western Europe. Topics under discussion included the adjudication of electoral disputes, the role of voter education, and the role of elections in promoting democratic change; and Publication of the Election Law Compendium 0/ Central and Eastern Europe as the first publication to be published by IFES on behalf of ACEEEO. The Compendium serves as a primary source of information for election administrators, legislators, legal experts, and academics to promote the understanding of electoral laws of democratic electoral systems in Central and Eastern Europe. The Compendium is available in English, Russian, and Ukrainian languages.
These achievements lay the foundation for more cooperation in the future. To achieve greater heights, the ACEEEO must redouble its efforts to encourage the mutual cooperation of the countries of the region in the year ahead. The Secretariat proposes the following long-term activities: 1. Development of a practical logistical and financial plan for the continuous and mutual exchange of information among election experts; 2. Further development of the Documentation Center, making it suitable for education and training putposes. For this pmpose, the Association

~_________________________________________ A~O ~ Arpad Goncz is President of the Republic of Hungary. He was elected to his position on August 4, 1990, after serving as the interim President since May, 1990. As a founding member of the Alliance of Free Democrats, Mr. Goncz became a member of the executive committee in 1989. In spring 1990, he was elected member of Parliament of the Alliance of Free Democrats. Mr. Goncz received his university degree from the Godillo University of Agricultural Engineering and his doctorate degree from the U niversity of Budapest. He held the position of visiting professor at the University Jozsef Attila in Szeged. In addition, he has authored several publications including a novel and several plays. Gabor Kuncze is Minister of the Interior and Deputy of the Prime Minister. In these positions, he is responsible for coalition affairs in the Social-Liberal coalition government which was sworn in on July 15, 1994. Mr. Kuncze's political career began in 1990, when he was elected to Parliament by the twelfth constituency of Pest County. Since February 1993, Kuncze has served Hungary's major opposition party, the Alliance of Free Democrats, as its parliamentary caucus leader. In September 1993 he was chosen as his party's prime minister candidate for the upcoming 1994 national elections. Mr. Kuncze received his degree in Industrial Management from the Budapest U niversity of Economics in 1985. Dr. Zoltan r6th is the Head of Central Records and the Director of the Hungarian Electoral Office. In this position, he facilitates national elections in Hungary and oversees management responsibilities of the Hungarian National Registry. As an expert delegated by the government, Dr. Toth attended the National Roundtable negotiations during the summer of 1989, and was an instrumental part of the national committee that prepared the first free elections of Hungary in 1990. After the parliamentary election, he was nominated the head of the Office of Elections at the Ministry of Interior. Mr. Toth has co-authored a book about the Hungarian electoral law titled, Parties and the Elections. Mr Toth received his university degree from the Eotvos Lorand University of Sciences. Since that time, he has written his doctoral thesis on administrative law. Dr. Janos Nemeth is professor and Head of the Department of Civil Procedure at Lorand Eotvos University. As a scholar of the Humboldt Foundation, he completed research work in Munich and at the University of Koln. He is a member of the State and Law Science Committee of Experts of the Hungarian Academy of Sciences and of the International Association for Procedural Law. He currently acts as President of the Publishing Committee of the Hungarian Lawyer Society and is director of the Board of Trustees of the Foundation for Legal Publicism. Since 1990, he has been the Chairman of the National Election Commission and since 1991 he has been general editor of the Journal of Hungarian Law. He received his university degree from the State and Law Science Faculty of ELTE.

cos Charles T. Manatt. Charles T. Manatt is a graduate of Iowa State University and received a J.D. degree from George Washington University Law School in 1962. In 1964, Mr. Manatt began a law practice specializing in the field of banking law. Today, the firm of Manatt, Phelps and Phillips has over 100 attorneys in its three officesLos Angeles, Nashville, and Washington, D.C. He has played leadership roles in a wide variety of community and civic organizations. Mr. Manatt has been active in Democratic politics since his undergraduate days at Iowa State. This involvement culminated with his service as Chairman of the Democratic National Committee from 1981 through 1985. Other positions Mr. Manatt has held include: Chairman, California/Southern California Democratic Party, 1971-77; Chairman, Western States Conference Democratic Party, 1972-76; Democratic Party National Committeeman, 1976Present; and Chairman, National Finance Council of the Party, 1978-81. He co-founded the First Los Angeles Bank in 1973 and serves as a member of its Board. He served as President of the California Bankers Association in 1979-80 and on the Government Relations Council and American Bankers Association Council. In addition to being elected Chairman of the International Foundation for Electoral Systems in April 1993, Mr. Manatt currently serves on the Boards of Directors of Federal Express and the Mayo Clinic Foundation. He is a member of the Los Angeles County, San Fernando Valley, Federal, and American Bar Associations, and the Washington D.C. and California Bars, and served on the Government Relations and Leadership Councils of the American Bankers Association.
Richard W. Soudriette. As the President and CEO of IFES, Mr. Soudriette brings twenty years of experience in public administration, election organization, and international development to the organization. Since 1988, he has led the Foundation from being a two-person operation to one with more than 90 staff members and consultants and with field offices in ten countries. In directing the development of IFES programs at all levels, Mr. Soudriette has designed technical election assistance and training projects as well as civic education programs in Latin America, Central/East Europe, Africa, and Asia. Mr. Soudriette developed the symposium model used in the two international election meetings which IFES sponsored in Latin America and Central/East Europe in 1990 and 1991. In 1989, he initiated IFES' work with the Central Election Commission of the USSR, which led to

IFES' present technical assistance projects in several countries of the former Soviet Union. Mr. Soudriette has also participated in over twenty election observation missions around the world. Mr. Soudriette served formerly as Staff Director for Congressman James M. Inhofe; Country Director for the Peace Corps in the Dominican Republic and Paraguay; and Chief of Staff to the Mayor of the City of Tulsa. He is currently a member of the American Political Science Association, the American Society of Public Administrators, and the Electoral Systems Research Committee and has lectured at the Foreign Service Institute and at various international conferences. He has presented scholarly papers at several UN-sponsored events.

PROJECT REPORT Fifth Annual Conference Association of Central and Eastern European Election Officials September 27 To September 30, 1995
The Fifth Annual Conference of the Association of Central and Eastern European Election Officials (ACEEEO) was held from September 27 to September 30, 1995 at Si6fok, Hungary. Central and Eastern European nations that were represented include Albania, Czech Republic, Estonia, Croatia, Poland, Lithuania, Macedonia, Moldova, Russia, Romania, Slovakia, and Ukraine. Observer delegations were present from Australia, Canada, Denmark, Great Britain, Kazakhstan, and the United States. A special presentation was done by Mexico. Other international organizations represented included the Organization for Security and Cooperation in Europe (OSCE), the European Union, the United States Agency for International Development (USAID), and International IDEA.
This conference was funded from a variety of sources. Supporters included the John Stewart Mott Foundation, the OSCE, USAID, IDEA, the Renaissance Foundation, the Polaroid Corporation, and numerous other corporate supporters.
The conference opened with a speech from Arpad Goncz, President of Hungary. The opening ceremonies were followed by a presentation from the Hungarian National Election Commission on recently implemented technology applications at the commission.. For the following day and a half, presentations alternated between country reports and technology roundtables. Country reports were individual presentations from country representatives on the status of electoral institutions in their country. During the technology roundtables, equipment exhibitors had an opportunity to address the gathering with specifics about their product and election administration applications.
A business meeting for the Association was held on Saturday, September 30. At this meeting, the first formal elected structure for the Association was established. Those representatives present elected a president and board of directors. A secret ballot was taken, printed on-site by Hungarian election technology. Dr. Zoltim T6th, of Hungary, was selected as Secretary-General of the Association and Marta Deszo, also of Hungary, as Director of the Documentation Center. Marta Mukic Vidakovic, of Croatia, was elected as President. Other members elected to the Board include Henryk Bielski from Poland, Dr. Livia Skultetyova from Slovakia, Zenonas Vaigauskas from Lithuania, and Ivan Yemets from Ukraine.

At the business meeting, attention was also focused on the operations and potential of the Documentation Center. IFES pledged its cooperation in establishing linkages for information sharing between collections of the IFES resource center network. The Weigand Foundation has awarded the Association $36,000 to continue its educational programs and procure additional computer technologies for the Documentation Center.
Although a specific time and place for the next conference were not mandated at the meeting, the agreement was to pursue a venue in Warsaw, Poland for September 1996.
