On March 18, 1999 the Urban Institute worked with DemNet, a USAID implementing partner, to organize a press conference for the USAID Grants Award Ceremony. In preparation for this event, the Urban Institute in cooperation with the public relations firm, Hill and Knowlton, developed a press list, invited and managed the media, developed the press kit, and perfonned post-event press follow-up. This report consists of a list of the press conference attendees and articles, an analysis of the conference's media coverage, the articles, and the press kit in English and Hungarian.

3. A Brief Evaluation ofthe Media Coverage
The press kit of the USAID grants award ceremony was intended to achieve the following objectives:
•
to increase awareness of USAID's contribution to the Hungarian NGO sector.
•
to promote the idea of civic involvement in the political sphere and the general contribution ofNGOs to the development of democracy.
•
to convey the message that cooperation between local governments and NGOs is both beneficial and desirable.
•
to introduce the NGOs that received grants from USAID to their local papers as well as to specialized NGO media so that they can serve as an example to their environments.
The name of USAID, as the sponsor of the grants had been mentioned in all of the reviewed articles. In all these articles, USAID was mentioned in a very favorable context. The names of DemNet and Autonomia Foundation as implementing partners was also frequently mentioned.
In general, NGOs receive very modest media attention and papers normally do not have NGOspecialists. The pre-event invitations and follow-up phone calls resulted in sixteen journalists attending.
The two rather lengthy articles in dailies (Nepszabadsag and Magyar Nemzet) reflected the intended messages. They introduced USAID and highlighted its donor activities in the NGO sector as well as referred to its other target areas, such as local government and housing finance. They also mentioned a number of grantees and briefly summarized the genuineness of their ideas. The information presented can be traced back to the individual project descriptions in the press kits. The Magyar Nemzet article emphasized the importance of cooperation between local governments and NGOs and was also very issue-oriented.

The article in Nepszabadsag highlighted the fact that USAID is about to leave Hungary as it thinks that there is more significant need for its help elsewhere. The only English-speaking paper that covered the event was The Budapest Sun. It published an article on the ceremony itself as well as one on Autonomia and the fact that it received USAID funding. The first article

focused on USAID's support to NGOs and its objectives. Reference to the importance of civic involvement in politics and cooperation with local governments was also made.
Three local papers covered the event and all three articles focused on their local NGOs that received grants from USAID, briefly introduced them and referred to the fact that only 38 out of 600 applicants received a grant

USAID grants given THIRTY -EIGHT civil organizations this month were awarded a total of $1.5 million from the United States Agency for International Development (USAID). The money was given out in a progr-un sponsoring innovative non-profit. organizations in the ftlIiowing categories: Rural development, advocacy, social welfare and Roma community centers. The grants ranged in size from Ft2 million to Ft6.6 million ($9-30,000). The winners will not only receive financial suppon but can also avail themselves of specialist consultancy services. The winners are from throughout ·Hungary and include projects as diverse as special educational programs,· initiatives involving local governments, unemployment programs. and housework help fOrlhe elderly. The main objective of the program is to develop strong and lasting civil organizations which can act as role models to others, said Patricia Lerner

USAID Regional Director_ Lerner pointed out the imponance of civic involvement in the political sphere and co-operation with local governments. Well-run, dynamic civil groups suppon democracy and are crucial for. long-term growth. . USAID's program is implemented by the Foundation for the Development of Democratic Rights (DemNET) in partnership with Autonomia AlpflVliny which is in charge of the Roma element of the program. USAID opened a representative office in Budapest in the summer of 1991. To date, the program has provided $260 million of financial suppon to Hungary. o.

New group to handle Gypsy affairs THE Orban Cabinet will accept a medium-term action plan to tackle Roma related issues in about a month. Pan of the plan is the launch of a new Gypsy Association which will involve input from all governmental ministries. Under the previous Govertlment, there were two institutions which dealt with Gypsy questions. The Gypsy Co-ordination Council. and the Roma Program Council (Roma Program Bizotts~g) which was initiated and launched by the ex-prime minister Gyula Hom. According to preliminary study plans done to prepare for the new

Of the issues they were supposed to tackle - education, employment and social integration - significant progress was only made in the educational field. Both of the old institutions will now be dropped. The head of the new Gypsy Association will be Interior Minister lbolya D~vid. All nine ministerial offices, the Prime Ministerial office and the National Gypsy M\lnicipality will panicipate in its work.
A6rian Farkas, head of the National Gypsy Municipality was pleased with the aims stated in the mid-term plan. He added that the Association will not only be an executor of the plans but will serve as a control over Gypsy issues. although its exact budget is as yet unknown. Toso Doncsev (deputy state secretary of the Ministry of Justice and head of National Ethnic Minorities Office) deputy president candidate of the Association said in September
that it would start to establish a long-term action plan. ARoma NGO. the Autonomy Foundation. was awarded a USA International Development (US AID) grant. to help it in its representative work. Patricia Lerner. regional director of USAID welcomed the news. "I am very happy that this foundation has won this award. Legal status There are three key laws which together make up the specialist legal framework within which nonprofit organizations operate. •
In 1987 a government decree modified the Civil Code and enabled foundations to operate as legal entities. In 1989 the Law on Associations granted the freedom of association. A 1994 amendment to the Civil Code which introduced the idea of public or state established nonprofit organisations. In 1996 the 1% Law was introduced enabling tax payers to transfer 1% of their tax to a civil society organisation without any financial loss to themselves. The 1997 Public Benefit Law introduced standard provisions for the registration of foundations and associatioro.£ and a public benefit test to be eligible for tax benefits.

There are a number of different organisational forms which make up the nonprofit sector:

Foundations are set up with an endowment and are governed by a voluntary board. In Hungary there are grant-making or more often service providing foundations Voluntary associations are made up of a membership which then elects the governing board. Associations are normally service providing, professional membership or advocacy organisations. Public law foundations are set up by the government to fulfil a state duty, for example in education or health care. Public law associations are established by Parliament, and are mainly academies and chamber of some professions or chambers of commerce. Public benefit companies are set up to produce goods which are for public benefit, and their profits are reinvested in their public benefit purpose and not distributed as profit.
Funding Nonprofit organisations obtain their funding from a number of different sources. In 1996 the breakdown was as foHows: state support private support earned income

Hungary NGO Development USAID Activities in NGO Development There are two main elements to USAID's support for NGO Development in Hungary: grant programs and training programs. The aims are to build the institutional capacity of non-governmental organizations providing social services, economic development, and advocacy and to improve the legal, regulatory and funding environment. A total of$1.1 million was distributed to 387 projects between 1996 and 1998 by DernNet (Democracy Network, Hungary). The grants supported projects dealing with social welfare, employment, environmental protection, independent media, youth, community economic development and NGOBusiness partnerships. The two most successful programs were: 'telecottages' - supporting 31 'telecottages' which provide access to advanced technological communication systems in order to support public access to information and local economic development; - _. '-local govenunent in partnership with civil society' - granting financial support to 23 projects, and providing wide-ranging support in the form of a conference, training and the publication of a book. Training courses, conferences and publications were provided to support the professional development of nonprofit organizations. About 2,100 people attended 103 basic training courses. Books on the media; local employment and cooperation between civil organisations; and local governments were published by DernNet. Seminars were organized which gave NGOs the opportunity to consider and comment on draft laws affecting NGOs. The proceedings of these meetings were passed to policy makers and impacted on the development of the law. NGO I local government collaboration in the environmental field was supported with grant support to 73 environmental NGOs which have introduced a wide range of innovations into their local communities including selective waste disposal and environmental education. Current programs involve the establishment of seven Roma Community Centres and five Regional Advocacy Centres as well as supporting NGOs in rural areas and which are providing services to elderly, disabled and young people.

Organizational Profiles The United States Agency for International Development The broad dimensions of US Government support to Hungary were spelled out in the Support for Eastern Europe Democracy (SEED) Act, established in 1989. This Act

authorized the US Government to undertake an array of economic development activities
in Central and Eastern Europe. This assistance program operates under the broad policy direction of the Department of State. Administration of the program is the responsibility of the United States Agency for International development (USAID).

USAID opened a representative office in Budapest in the summer of 1991. To date, the program has committed approximately USD 260 million in assistance to Hungary. This American Government's assistance program focused on three main areas where it

DemNet was founded in 1995. The Foundation's philosophy centers on the development of local communities, civil society development, and support of the thirds sector. Within the framework of the Democracy Network Program over the past three years, the Foundation had the opportunity to support nonprofit organizations through training and

small grants, assist civil activist participation in public life, support advocacy activities and facilitate inter-sectoral cooperation.
Through our publications and database, we continue to assist the development of local communities, civil society, and the third sector. The Democracy Network Program in Hungary, implemented from 1995 to 1998, was fmancsed by the United States Agency for International Development (USAID) with direction provided by United Way International. The DemNet Program operated in ten other Central and Eastern European countries.
Autonomia Alapitvany - The Hungarian Foundation for Self Reliance The Auton6mia Foundation is an independent grant-making foundation, established in 1990. Its mission is to contribute to the emergence of civil society in Hungary, and in order to fulfil its mission it focuses it activity on three program areas - poverty and ethnicity; environmental sustainability; and civil society generally.
Auton6mia established is reputation through
providing grants and loans to Roma run organisations and projects. It also provides technical assistance to the European Union Phare Democracy Programme Micro-Projects. In 1995 it was awarded the Right Livelihood Award otherwise know as the 'Alternative Nobel Prize'. Autom6mia receives funding from private trusts in the US as well as Hungarian sources such as the Soros Foundation and the National Employment Fund. Since the end of 1998 Auton6mia has been working with DemNet Hungary on the new USAID NGO grant program.

GAIA ECOLOGICAL FOUNDATION The organization County The Foundation has been operating since 1992, primarily with the aim to carry out agricultural production by completely excluding chemical materials. The Galgafann First Hungarian Organic Agriculture Cooperative ran a 360 acre large farm by applying the strictest ecological agriculture regulation of the EU, the bio-dynamic method. In 1996, with a grant from the Regional Development Council of Pest County, the implementation of a bio-chicken farm began with 5000 hens. Due to their experience, the GAIA Foundation became a partner in the Duna project, and as a result, a showroom and a research center was set up in Galgafann with the aim to analyze the difference between the chemical and the biological fanning, and the benefits for the eco-system, and to develop a training program that will discuss bio-fanning covering special methods, product processing and selling.

THE ORMANSAG FOUNDATION The organization County The Orrnansag Foundation was established in 1990 with the mission to increase the autonomy of the Ormansag region, where people live in harmony with each other and with nature, where the inhabitants like their motherland and home and take care of them with responsibility. We are here today to add support to the countless local initiatives taking place in Hungary's villages and towns, civil activities that improve the quality oflife for Hungary's citizens. In fact several such nonprofit organisations are here in the room today: they are the first recipients of the new program initiated by USAID supporting nonprofit organisations in Hungary. aimed at

enhancing the work of innovating organisations, making them stronger and improving their ability to flourish in the long term.
These 38 projects, which will receive support from USAID, are examples oflocal people tackling their own problems and taking action to improve their lives and the lives of their community. These are organisations which have original and innovative ideas which they try out, adapt, prove to be effective and for which they gain public support. An example is the Early Development

Foundation, which from 1992 pioneered a new approach to working with families with disabled infants. Their approach gained popular support, and is now funded by the local government as a basic service in the community.
•

These organisations:-and the thousands ofNGOs in Hungary, are of central importance to the development ofheaIthy communities - both socially and economically. As well as providing more and better local services, implementing new ideas and approaches, providing people with tools and opportunities to carry out these changes, these processes also help to change and develop attitudes. In local communities we can see the transformation from passive acceptance andthe expectation that others will provide, to communities which are active and empowered to change their own environments.
With so many NGOs active in Hungary, we need to be able to identify the ones which are really making an impact. It is evident from USAID's experiences supporting NGOs in Hungary over the past four years, that the successful organisations are those which are fully engaged with their local communities, local institutions and other local organisations.
What does that mean? Firstly in terms of their local communities. A significant strength and what often characterises NGOs is their personal and specialist approach to the services they provide. The Foundation for Healthy Children in Budapest provides midnight sporting activities for local young people from deprived backgrounds, as a way of helping them to integrate into society, gain the skills they will need to find work and become economically active and establish an independent lives for themselves.
At the same time as such focused and specialised work, NGOs are in a strong position to reach out to the wider communities in which they are based, to raise local awareness about their work and increase acceptance and support for their particular client group, be it elderly, unemployed, or Roma. In this way they gain public support, which can translate into practical help such as recruiting experts onto their Board of Trustees who can help with the accounting or legal matters or links with local government.
You may have seen the posters throughout Hungary encouraging people to donate their 1% in tax to a civil society organisation. This is a unique law to Hungary and therefore a unique and excellent opportunity for NGOs to reach out into their local communities and gain support. By increasing their support NGOs improve their standing and reputation, and thereby improve their

own ability to fulfill their objectives and have an impact. The Handicap Foundation increased its income from the 1% law threefold in the past two years. Last year it received almost Y2 million HUF from the 1%, which has enabled it to provide free transport to some local disabled people.

Cooperation and partnerships with local government and other local state institutions are also very important to the more successful NGOs. This is the second centrally important form of local partnership for NGOs. For example students in Veszprem are working in partnership with local educational establishments to help improve teaching standards and student participation in

courses. An environmental initiative run by Orm{msag Foundation based near Pees involves a partnership between NGOs and local governments from 6 villages to establish an area of environmental protection. The effectiveness ofa project in solving a local problem is

significantly enhanced by the ability of the NGO and the local government to work cooperatively .
On another level local government can now contract out essential social welfare services to NGOs. For example, in some areas the provision of family and child care services is carried out

by NGOs. Even though contracting is a relatively new approach in Hungary, it is a significant form of support for NGOs. It helps them to carry out their activities and objectives, and in turn NGOs are an important source of expertise for local governments to draw on. Contracting is an area where we expect to see further developments in the next couple of years, and where we are

keen to encourage such developments .
The third factor which often characterises the more successful NGOs, are relationships with local
•
businesses and other local organisations. Encouraging corporate involvement in the community is an on-going challenge, where NGOs and businesses have different priorities and speak different languages. However they have in common a desire for active and thriving communities, and partnerships between NGOs and business are important in working towards this. In the past
•
few years, DemNet has been running a Patron of the Year award, which recognises the contribution of businesses to local NGOs. In fact I remember making an award presentation last year in Balatonfoldvar to MOL, for their contribution to the local community. I understand MOL are now sponsoring this year's awards ceremony. I have also been impressed by Zalai 'A Nostru'

Association of Rom a Rights, who have regular support from 5 local companies and have received support from 15 others. This should inspire us all to think about what is possible.
I would also like to mention the encouraging sign of increasing cooperation between NGOs themselves. More local and regional representarive bodies for NGOs are developing, and these can have a powerful voice, particularly when dealing with the local government or in some cases central government ministries. This is an important element in strengthening the effectiveness of the sector as a whole, and in creating a coherent image for public officials as well as the general pUblic.
There are many success stories, and the high level of competition for the grants we are awarding today demonstrate this. The successful NGOs, these new grantees, illustrate what we have learnt: that having strong relationships with their local community, with the local government and with local businesses are crucially important for a successful and lasting projects. NGOs are an integral part of the complex network of relationships between people and organisations that exist in every community, large and small. And NGOs contribute their own unique colour, giving a voice to the more disadvantaged people, providing high quality specialist services, providing a foundation for economic development, and providing an opportunity for local people to have more of a say in what happens in their own locality.
However it is important to also be aware of the areas of weakness, the areas where more development is needed. There are many organisations which do not come up to the high standards of accountability and professionalism we see here. In this new program our goal is to develop strong, dynamic and lasting NGOs which can act as role models to the smaller and less established NGOs. OUf aim is more than supporting good ideas and successful projects, but also building stronger organisations. Therefore in this new program USAID is providing consultancy and mentoring as well as grants. Each NGO will be able to access exactly the expertise it needs to develop as an organisation, through the team of specialist consultants that has been put together - be it in accounting, media relations, planning, or evaluation techniques.

1987: egy kormanyrendelet olyan valtoztatasokat eredmenyezett a Polgari Torvenykonyvben, mely alapjan az alapitvanyok jogi szemelykent miik6dhetnek. 1989 6ta t6rveny biztositja az egyesfilesi szabadsagot civil szervezetek sziunara. A Polgan T6rvenykonyv 1994-es mOdositasa vezette be az allam es maganszemelyek altai alapitott non-profit szervezetek fogalmat a magyar jogrendszerbe. A ket legsikeresebb program a telehaz es a civilbarat 6nkormanyzat program volt. A DemNet konyvet adott ki a mediakapcsolatok, a helyi foglalkoztatits, a civil szervezetek es az onkormanyzatok k6zotti egyiittmUkOdes temajaban. Szeminanumokat szerveztek, me1yek kereteben a non-profit szervezeteknek alkalmuk nyilt arra, hogy attanulmanyozzak es velemenyezzek az oket erinto torvenytervezeteket. A talalkoz6kjegyzokonyvet eljuttattak a t6rvenyhoz6khoz, es igy ezek hatassal voltak a t6rveny alakulasara. A k6myezetvedelem terlileten a civil szervezetek es 6nkormanyzatok egyiittmUkOdesenek tamogatitsa soran 73 komyezetvedelemmel foglalkoz6 non-profit szervezet kapott palyftzati tamogabist. Autonomia Alapitvany
Az Autonomia Alapitvany 1990-ben alakult fiiggetlen szervezet, melynek f6 tevekenysege tamogatasok nytijtasa. A szervezet celja a civil tarsadalom megerositese Magyarorszagon. Celja megval6sitasa erdekeben az alapitvany harom f6 teriiletre koncentrruja tevekenysegeit: szegenyseg es etnikai kisebbsegek, kornyezetileg fenntarthat6 fejlodes es a civil szfera fejlesztese. Az Auton6mia Alapitvany elimerest vivott ki maganak azaltal, hogy roma szervezetek es programok tamogatasat karolta feI. A helyi kozossegek alakulasaban tanui lehetiink annak az iltmenetnek, arnely egy passziv, csupan befogad6 hozzaallast61 es a masokkal szemben tarnasztott elvanlsokt61 olyan kozosseg fele vezet, amely aktiv, es eleg eros ahhoz, hogy sajat k6rnyezeten valtoztatni tudjon.
Mivel igen sok civil szervezet mukodik Magyarorszagon, fontos, hogy fel tudjuk isrnerni azokat, ameIyek val6ban komoly eredmenyeket kepesek elerni. A USAID az elmult negy ev soran szamos civil szervezetet tamogatott Magyarorszagon, es ebbOl a tapasztalatb61 egyertelmuen kideriil, hogy azok a szervezetek erik el a legnagyobb sikereket, amelyek teljes mertekben elhivatottak a helyi kozossegek, a helyi intezmenyek es mas helyi szervezetek segiteseben.

A vallalati reszvetel oszt6nzese a kozosseg eleteben jelentos kihivas, hiszen a civil szervezetek es a vallalatok mas-mas erdekeket kepviselnek es szinte mas nyelven beszelnek. Ugyanakkor mindket fel kozos erdeke, hogy aktiv es vinigz6 kozossegben dolgozhassanak: a civil szervezetek es a villlalatok kozott kialakitott partneri viszony fontos szerepet jatszik ebben.
