1. Introduction Over-performance Zuidas district due to polarization of the Dutch office market The Zuidas district in Amsterdam is the most prestigious office location in the Netherlands. This area, with its international allure, has established itself as the best office location in the Netherlands. Firstly this success is due to its excellent location close to Amsterdam’s city centre and Oud-Zuid (Old South). Secondly this success is due to its accessibility by all modes of transport, including train, bus, tram, and metro, as well as being only 6 minutes from one of Europe’s main airports, Schiphol Airport. The development of high quality office space with efficient and larger floor plates in a multi-functional location has resulted in many national and international companies relocating to Zuidas, particularly financial and business services in the first instance, followed later by a wider variety of companies and related businesses. Most of the buildings have been developed over the last 10 years and have had strong take-up levels, even throughout the Global Financial Crisis. What’s more, the limited number of new developments has brought down vacancy levels to a level of approximately 8.2% – a rate significantly below the average vacancy rate in Amsterdam (16.3%). New developments in the Zuidas district are mainly residential projects and pre-let office buildings, including the developments of Akzo Nobel, Stibbe and NautaDutilh which all have been sold to investors prior to completion. Long-term (10 year) annual average take-up amounts to 45,600 m² lettable floor area (lfa) per year. Tenants in the Zuidas area predominantly come from other office sub markets in Amsterdam or even from locations outside of Amsterdam. As a result, the area has a strong positive net absorption trend. Over almost the entire period of the last fifteen years, net absorption in the Zuidas area has been positive, demonstrating the attraction of the area and its future growth potential. New tenants during the first half of 2015 include: Salesforce.com, OVG and DaVita. The demand for high quality office space is very strong and primarily comes from companies in the business services and financial sectors who are willing to pay high rents for high quality accommodation. As a result, rents at Zuidas are amongst the highest in the Netherlands. The top market rent reflects the quality of the location and accommodation and lies at € 345 per sq. m lfa per annum and is expected to show an upward trend as new speculative high quality office spaces are added to the market. Incentives have already shown a decrease over the past year.
De Amsterdamse Zuidas is de meest prestigieuze kantoorlocatie van Nederland. De Zuidas heeft zich de afgelopen jaren bewezen als toplocatie voor bedrijven, met veel internationale allure en een ideale ligging dichtbij het historische centrum van Amsterdam en Oud-Zuid. De Zuidas is goed bereikbaar per trein, metro, tram en bus. Daarbij ligt Schiphol, één van de grootste Europese luchthavens, op zes minuten afstand (met de trein) van de Zuidas. In combinatie met de hoogwaardige bebouwing, de hedendaagse kantoren en het multifunctionele karakter is de Zuidas favoriet bij zowel nationale als internationale kantoorgebruikers. Waar eerst vooral financiële instellingen zich op de Zuidas vestigden, volgden later diverse bedrijven uit de zakelijke dienstverlening. Het merendeel van de kantoren is in de afgelopen tien jaar ontwikkeld en heeft een sterk opnameniveau laten zien, ook tijdens de financiële crisis. Ondanks de economische teruggang presteert de Zuidas boven verwachting. Met een leegstandspercentage van circa 8,2% is dat ver onder zowel het Amsterdamse gemiddelde (16,3%) alsook onder het Nederlandse gemiddelde (15,8%). Nieuwbouwprojecten richten zich naast woningen op kantorengebouwen, zoals voor AkzoNobel, Stibbe en NautaDutilh. Al deze projecten werden verkocht aan beleggers gedurende de ontwikkelfase, hetgeen vertrouwen in de markt laat zien. Het langjarige opnamevolume van de Zuidas ligt rond de 45.600 m² vvo (verhuurbaar vloeroppervlak) per jaar. Nieuwe kantoorgebruikers op de Zuidas komen voornamelijk van andere locaties binnen Amsterdam of uit de andere grote steden. Daardoor kent de Zuidas een positieve netto absorptie over de gehele periode. Deze trends laten zien dat de Zuidas een zeer sterke kantoorlocatie is en dit naar verwachting ook blijft in de toekomst. Nieuwe huurders die in het eerste half jaar van 2015 voor een vestiging binnen de Zuidas hebben gekozen zijn Salesforce.com, OVG en DaVita. De vraag naar kantoorruimte van hoge kwaliteit is erg sterk en komt voornamelijk van financiële instellingen en bedrijven uit de zakelijke dienstverlening, welke bereid zijn om relatief veel geld te investeren in hun werkplek. Om deze reden kent de Zuidas één van de hoogste huurprijzen in Nederland. De bruto top vraaghuurprijs op de Zuidas ligt momenteel op € 345,- per m² per jaar en een verdere stijging op korte termijn is niet uitgesloten.

2. Stock New-build and renovation developments are driven by shortage of grade A supply After a couple of years of no completions within the Zuidas district several office buildings were completed. During the second half of 2014 the The Edge office building and the Handel office building were completed. In the first half of 2015 two other office buildings were completed, referring to 1000 Mahler (7,700 sq. m lfa) and Amtrium (4,300 sq. m lfa). 1000 Mahler, located at the Gustav Mahlerlaan, owned and partly occupied by Chanel International, was pre-let to real estate developer Multi and executive search firm Egon Zehnder. Amtrium, located at the Europaboulevard, with 4,300 sq. m lfa, is owner occupied by Amsterdam RAI. As a result of recent completions, the total office stock of the Zuidas district increased by 8% from 657,700 sq. m lfa to 707,800 sq. m lfa since the beginning of 2014. Four more new office buildings are currently under construction, with the majority (92%) being pre-let to large office occupiers such as chemical company AkzoNobel and law firms such as Stibbe and NautaDutilh. Upon completion, these four office buildings will add a total of 48,000 sq. m lfa to the Zuidas office stock, meaning a growth of 7%. In addition to these new developments, the 32,400 sq. m lfa New Atrium office building is currently being refurbished. These new-build and renovation developments are driven by a shortage of directly available, large-scale, qualitative office space within the Zuidas district. This is especially the case in the core area of the district where supply is scarce.

Na een lange periode zonder afgeronde bouwactiviteiten, zijn er in de afgelopen 12 maanden vier kantoorgebouwen opgeleverd. Waar in de tweede helft van 2014 het kantoorgebouw The Edge (36.000 m² vvo) en Handel (2.200 m² vvo) zijn opgeleverd is in de eerste helft van 2015 het kantoor 1000 Mahler (7.700 m² vvo) en Amtrium (4.300 m² vvo) opgeleverd. Het kantoorgebouw 1000 Mahler aan de Gustav Mahlerlaan is gedeeltelijk in gebruik genomen door eigenaar-gebruiker Chanel International en gedeeltelijk verhuurd aan de ontwikkelaar en belegger Multi Corporation en recruitmentbureau Egon Zehnder. Het kantoor Amtrium is een project van eigenaar-gebruiker Amsterdam RAI.
Met de komst van deze vier kantoren is de kantoorvoorraad op de Zuidas gestegen met circa 8% naar 707.800 m² vvo. Naast de recent opgeleverde kantoren zijn er op dit moment nog vier andere kantoorgebouwen in aanbouw. In totaal zorgen deze ontwikkelingen voor een toevoeging van nog eens 48.000 m² vvo aan kantoorruimte, wat overeenkomst met een verdere groei van circa 7% van de kantoorvoorraad. Het merendeel (92%) van de in aanbouw zijnde kantoorgebouwen is reeds voorverhuurd aan onder andere verf- en chemieconcern AkzoNobel en de advocatenkantoren Stibbe en NautaDutilh. Naast de vier nieuwbouwprojecten wordt ook één kantoorgebouw, The New Atrium (32.400 m² vvo) aan de Strawinskylaan, grootschalig gerenoveerd. Deze ontwikkelingen met betrekking tot nieuwbouw en renovatie komen voort uit een schaarste aan grote, direct beschikbare hoogwaardige kantoorruimten binnen de Zuidas. Vooral binnen het kerngebied van de Zuidas is dat aanbod momenteel schaars.

The largest occupiers in the Zuidas district, based on the amount of office space they occupy, are from the banking & finance and legal services sectors. They occupy approximately 150,000 sq. m lfa and 128,500 sq. m lfa respectively, which combined is more than one third of the total office stock. Occupiers from the business services sector occupy 98,400 sq. m lfa, followed by the real estate related companies with a total occupied stock of 61,300 sq. m lfa.
De grootste gebruikers op de Zuidas, op basis van vierkante meters kantoorruimten die zij gebruiken, zijn financiële instellingen en juridische dienstverleners. Deze gebruikers bezetten respectievelijk circa 150.000 m² vvo en 128.500 m² vvo aan kantoorruimte, wat samen meer dan één derde is van de totale kantoorruimte binnen de Zuidas. Kantoorgebruikers vanuit de zakelijke dienstverlening bezetten 98.400 m² vvo en de vastgoedsector volgt met 61.300 m² vvo.
The proportion of Dutch office occupiers has slightly decreased during the last 12 months. Occupiers with a Dutch parent company currently occupy 63% of the office stock, compared to the 68% in 2013. The proportion of companies from the United Kingdom and the United States increased. At the end of 2013, both the United Kingdom and the United States occupied 11% of the office stock, by the end of the first half of 2015, this had risen to 14% and 12% respectively. Other nationalities account for approximately 1% of the total stock.
De huidige kantoorvoorraad op de Zuidas is voornamelijk bezet door Nederlandse bedrijven (63%), gevolgd door bedrijven met hun moederbedrijf in Engeland (14%), en daarna de Verenigde Staten (12%). Andere nationaliteiten zijn goed voor circa 1% van de bezette kantoorvoorraad.

3. Take-up Rents are under upward pressure due to continued demand on grade A office space Transaction volume within the occupier market during the first half of 2015 amounted to 11,900 sq. m lfa. A large portion of this number (57%) refers to transactions within new office space (younger than 5 years or not previously let).
Ondanks het beperkte aanbod is er in het eerste half jaar van 2015 voor circa 11.900 m² vvo aan kantoorruimte opgenomen binnen de Zuidas. Een groot gedeelte, circa 57%, heeft betrekking op nieuwe kantoorruimte (jonger dan vijf jaar of niet recent verhuurd).
Transaction volumes during the last six months increased by 214% compared to the same period in 2014 (5,600 sq. m lfa), where 10 transactions occurred compared to 6 in the same period previous year. A large proportion of the transactions occurred within the smaller segments (8 within the 500 to 1,000 sq. m lfa segment and 2 within the 1,000 to 2,500 sq. m lfa segment). Only two larger transactions occurred during the first half of 2015, namely the occupiers Salesforce.com and NautaDutilh.
In vergelijking met het eerste half jaar van 2014 (5.600 m² vvo) steeg het opnamevolume in het eerste half jaar van 2015 met 214%. Het aantal transacties steeg eveneens, met tien transacties in dezelfde periode, tegen zes transacties in dezelfde periode in 2014. Het merendeel van de transacties in 2015 vond plaats in het kleinere segment: zowel in het 500 tot 1.000 m² vvo als in het 1.000 tot 2.500 m² segment vonden acht transacties plaats. Daarbuiten vonden twee grote transacties plaats: Salesforce.com en de uitbreiding van NautaDutilh.
IT firm Salesforce.com has rented approximately 2,600 sq. m lfa in the recently completed The Edge office building in Gustav Mahlerlaan. Law firm NautaDutilh rented the remainder part (2,500 sq. m lfa) of the 400 Beethoven office building (12,500 sq. m lfa) after renting the first 10,000 sq. m lfa two years ago. Due to low supply level and increasing demand in Grade A office space, the prime rent of the Zuidas district is under upward pressure. After the increase during the second half of 2015, prime rent remained stable during the last six months and currently amounts to € 345 per sq. m lfa per annum. After a downward adjustment during the beginning of 2014, incentives remained stable during the last 12 months. Current incentives in the Zuidas district fall within a bandwidth of 6 to 12 months (9 months on average). The net effective rent (the rent an occupier pays) currently sits at € 293 per sq. m lfa per annum.

Internetbedrijf Salesforce.com huurde 2.700 m² vvo in het vorig jaar opgeleverde kantoorgebouw The Edge aan de Gustav Mahlerlaan. Advocatenkantoor NautaDutilh huurde de overgebleven meters in het nog in aanbouw zijnde kantoor aan de Beethovenstraat 400, waar zij eerder al voor 10.000 m² vvo een huurcontract hadden afgesloten. Vanwege de aanhoudende vraag naar kantoorruimte op de Zuidas én het dalende aanbod, staat de huurprijs binnen de Zuidas onder opwaartse druk. Gedurende de eerste helft van 2015 is deze echter stabiel gebleven en bedraagt momenteel gemiddeld € 345,- per m² vvo per jaar. De tophuurprijs op de Zuidas wordt ondersteund door incentives, welke momenteel vallen binnen een bandbreedte van zes tot twaalf maanden (gemiddeld negen maanden). De netto effectieve huurprijs (de effectieve huur die een kantoorgebruiker betaalt) bedraagt momenteel € 293,- per m² vvo per jaar.

4. Supply Scarcity of grade A office space creates opportunities to (re)develop office buildings Supply in the Zuidas district remained relatively low during the first half of 2015. Current supply amounts to 57,800 sq. m lfa, an increase of 16,000 sq. m lfa compared to the end of 2014. The increase is mainly due to the consolidation of Nationale Nederlanden to The Hague. Their former office, renamed to Infinity, is offered now to the market and available by the end of 2015. Current supply in the Zuidas district corresponds to a vacancy rate of 8.2%, significantly lower than the overall Dutch and Amsterdam office markets which have vacancy rates at levels of 15.8% and 16.3% respectively. Despite the fact that the vacancy rate in the Zuidas district is relatively low (8.2%), it is expected that office space will be available in this area from the end of 2015, due to relocations by AkzoNobel, Stibbe and NautaDutilh. Together they will vacate approximately 38,700 sq. m lfa, creating opportunities for smaller and larger occupiers to establish themselves in the district. Currently (1st July 2015) the largest supply belongs to office buildings Atrium (13,300 sq. m lfa) which is currently being refurbished, Infinity (12,900 sq. m lfa) and Olympic Plaza (4,000 sq. m lfa).

Mede door de aanhoudende vraag naar kantoorruimte op de Zuidas bleef het aanbod van beschikbare kantoorruimte gedurende 2014 relatief laag. Het huidige aanbod van circa 57.800 m² vvo aan kantoorruimte betekent een stijging van 16.000 m² vvo vergeleken met eind 2014. De stijging komt voornamelijk voort uit de consolidatie van Nationale Nederlanden naar Den Haag. Door haar vertrek wordt het voormalige ING hoofdkantoor weer aangeboden op de markt. Het huidige aanbod komt overeen met een leegstandspercentage van circa 8,2%. Dit percentage is significant lager dan het Nederlandse en Amsterdamse gemiddelde van respectievelijk 15,8% en 16,3% aan leegstand. Het leegstandspercentage binnen de Zuidas is relatief laag, maar in de tweede helft van 2015 komt meer kantoorruimte vrij. Dat komt voornamelijk door de verhuizingen van AkzoNobel, Stibbe en NautaDutilh, welke resulteren in circa 38.700 m² vvo aan extra, vrije kantoorruimte. Deze vrij te komen kantoorruimte creëert kansen voor middelgrote en grote bedrijven om zich te vestigen op de Zuidas. De grootste beschikbare kantoorruimten worden momenteel (1 juli 2015) aangeboden in het Atrium dat nu wordt gerenoveerd (13.300 m² vvo), Inifinity (12.900 m² vvo) en Olympic Plaza (4.000 m² vvo).

5. Investments International investors own 49% of the Zuidas district office stock National and international investors are attracted to the Zuidas district, where the property owners are mainly institutional investors and Real Estate Investment Funds. A large share of the properties (49%) is now owned by international investors, where German investors account for 36%. Between 2008 and 2012, investment activity was low with only five properties changing ownership, making opportunities in the Netherlands’ most core office market generally rare. 2013 was a unique exception which showed a total of nine properties trading. This was driven by a strong confidence in the location, the quality and the market. These nine transactions consists of three pre-let developments (AkzoNobel, Stibbe and 400 Beethoven) and two office buildings (Atrium and Symphony). In addition, four properties (Cross Towers, Vivaldi Offices I & II and Olympic Plaza) were sold as part of larger portfolios. In 2014, a further five office buildings traded ownership, which reflected a total investment volume of approximately € 485 million. The largest transaction in 2014 was the ITO/SOM complex, comprising of approximately 46,200 sq. m lfa of office and retail space. The German investor Union Investment acquired the modern building from the German investor Commerz Real for around € 244 million on behalf of its open-ended real estate fund Unilmmo: Europa. During the first half of 2015 one investment transaction occurred, the sale of Zuiderhof I (Van Doorne) by AEW to the institutional investor First Sponsor Group from Singapore.
Since 2006 net initial yields (NIY) in the Zuidas area have fluctuated between 4.75% and 5.80%, with a current level of approximately 5.00%, a decrease of 20 base points during the first half of 2015.

De Amsterdamse Zuidas is populair bij nationale en internationale beleggers vanwege het kwalitatieve beleggingsproduct. Veel institutionele beleggers en vastgoedfondsen hebben het kantorenvastgoed in bezit. Een groot gedeelte (49%) is momenteel in handen van internationale beleggers, waarvan de Duitse beleggers goed zijn voor 36%. Tussen 2008 en 2012 was het met vijf transacties betrekkelijk stil op de Zuidas qua beleggingsactiviteiten. 2013 was een uitzondering met negen transacties, voornamelijk gedreven door een sterk vertrouwen in de locatie, de kwaliteit en de markt. Van de negen transacties hadden er drie betrekking op nieuwbouwprojecten welke op voorhand werden verkocht (AkzoNobel, Stibbe en 400 Beethoven). Daarnaast wisselden vier kantoorpanden (Cross Towers, Vivaldi Offices I & II en Olympic Plaza) van eigenaar middels portefeuilletransacties en kregen de kantoorgebouwen New Atrium en Symphony eveneens een nieuwe eigenaar. In 2014 verwisselden nog eens vijf kantoorgebouwen van eigenaar, met een totaal transactievolume van circa € 485 miljoen. De grootste transactie had betrekking op het ITO/SOM complex (46.200 m² vvo). Het Duitse Union Investment kocht voor zijn open fonds Unilmmo: Europa, het moderne kantoorgebouw van het Duitse Commerz Real voor circa € 244 miljoen. In het eerste halfjaar van 2015 vond op de Zuidas slechts één beleggingstransactie plaats. AEW verkocht haar kantoorgebouw Zuiderhof I (Van Doorne) aan de institutionele belegger First Sponsor Group uit Singapore.
Door de aanhoudende vraag naar hoogwaardige kantoorruimte staan de aanvangsrendementen onder neerwaartse druk. Waar sinds 2006 het netto aanvangsrendement op de Zuidas fluctueerden tussen 4,75% en 5,80%, is het netto aanvangsrendement in de eerste helft van 2015 met 20 basispunten aangescherpt en bedraagt nu 5,00%.

6. Definitions Zuidas: A sub location within the municipality of Amsterdam, which corresponds to the submitted plan of the district office Dienst Zuidas (2010), including sub market Zuiderhof.
Zuidas: Een kantoorgebied binnen de gemeente Amsterdam, welke correspondeert met de gemeentelijke wijkgrenzen volgens de Dienst Zuidas, inclusief het deelgebied Zuiderhof.
Stock: Stock represents the total amount of completed office space in buildings mainly used for office purposes within a market that is capable of occupation regardless of the type of ownership or type of building quality, as at the survey date.
Voorraad: Dit omvat de totale hoeveelheid kantoorruimte die als dusdanig wordt gebruikt en beschikbaar is voor de markt, ongeacht de vorm van eigendom of bouwkwaliteit, gemeten op de peildatum.
Occupier transaction/take-up: Represents floor space (>500 sq. m lfa) acquired within a market for occupation during the survey period. Take-up includes floor space leased and sold for occupation, and the pre-let of floor space in course of development or prior to the start of construction. Net absorption: Net absorption represents the change in the occupied stock within a market during the survey period, taking into account vacated as well as newly constructed space. Net Absorption is calculated on the basis of occupied stock derived by subtracting vacant stock from the total stock. Supply: The amount of office space available for rent/sale. New developments under construction and office space subject to or under refurbishment and available within six months are also included. Nonfirm plans are excluded. New office space: Represents vacancy in new (less than five years after completion) or substantially refurbished development that has never been physically occupied. Existing office space: Represents vacancy in floor space that has previously been physically occupied, and that has not been substantially refurbished. Vacancy rate: Vacant office space (supply) expressed as percentage of the total office stock. Gross prime rent: Represents the top open-market rent that could be expected for a notional office unit of the highest quality and specification, as at the survey date. The rent quote normally reflects prime units of over 500 sq. m lfa, excluding incentives, service costs and VAT. Net effective rent: Represents the adjusted prime rent by incentives. Incentives: Number of rent-free months on a standard 5+5 year contract. Investment transaction: A purchase of a leased property by an investor with the aim to achieve a return within a short or long period. Prime yield: Represents the best (i.e. lowest) “rack-rented” yield estimated to be achievable for a notional office property of the highest quality and specification in the best location in a market, as at the survey date. The property should be let at the prevailing market rent to a first class tenant with an occupational lease that is standard for the local market. Capital value: Represents the top open-market capital value (per sq. m lfa) that could be expected for a notional office building of the highest quality and specification in the best location on the survey date. Capital Value = (Prime Annual Rent / Prime Yield From) * 100.
Gebruikerstransactie/opname: Elke transactie waarbij een huurder/koper meer dan 500 m² vvo opneemt. Alle huur- en kooptransacties, inclusief in aanbouw of renovatie zijnde kantoorruimte, worden hier in meegenomen. Netto absorptie: Netto absorptie is het verschil tussen de bezette voorraad aan het einde en het begin van dezelfde periode, daarbij rekening gehouden met zowel de beschikbaar gekomen als nieuw gebouwde kantoorruimte gedurende die periode.
Aanbod: De hoeveelheid bestaande kantoorruimte vanaf 500 m² vvo die direct beschikbaar is of binnen zes maanden beschikbaar komt. Nieuwbouw en te renoveren kantoorruimte welke speculatief in aanbouw is wordt eveneens meegenomen. Bestaande kantoorruimte: Kantoorruimte van meer dan vijf jaar oud of welke aan een eerdere gebruiker verhuurd is. Nieuwbouw kantoorruimte: Kantoorruimte niet ouder dan vijf jaar. Bestaande gebouwen die een fundamentele renovatie hebben ondergaan (binnen- en buitenkant) worden ook meegerekend. Leegstandspercentage: Leegstaande kantoorruimte (d.w.z. aanbod) uitgedrukt als percentage van de totale voorraad. Bruto top huurprijs: De top huurprijs vertegenwoordigt de hoogst te verwachten huurprijs binnen kantoorruimte groter dan 500 m² vvo in een gebied gedurende die periode, exclusief incentives, servicekosten en BTW. Netto effectieve huurprijs: De huurprijs na correctie van de incentives, welke een huurder betaalt per m² vvo per jaar. Incentives: Het aantal huurvrije maanden op een standaard 5 + 5 jaar contract. Beleggingstransactie: Elke transactie waarbij een belegger verhuurd vastgoed aankoopt voor langere of kortere tijd met als doel om in de toekomst financieel voordeel te behalen. Netto aanvangsrendement: Omvat het beste (=laagste) rendement mogelijk voor kantoorvastgoed van de hoogste kwaliteit op de beste locatie in een markt, op de peildatum. Het vastgoed is daarbij langjarig (10 jaar) verhuurd worden aan een gerenommeerde huurder tegen de marktconforme huurprijs. Kapitaalwaarde: Vertegenwoordigt de top van de open markt kapitaalwaarde (per m² vvo) die kan worden verwacht voor een kantoorgebouw met het hoogste kwaliteitslabel en specificaties, op de beste locatie van de peildatum. Kapitaalwaarde = (primaire jaarlijkse huur/ netto aanvangsrendement) * 100.
