The warnet units can be established in every place where the users wish to have information or entertainment or transact a business deal or send and receive the communications and etc like in the shopping malls or the educational institutions. Since 1998, the warnet is crowded by the visitors of the warnet. But someday, the level of the warnet is more than the active users of the warnet and warnets will reach the saturated point. The booming of the warnet is also influenced by the ease to open it such as the procedures. But sometimes, this booming is followed by the unprofessional management and infrastucture problem. But we believe this business will not over. Especially, in 2003, the prospect of warnet business is quite promising with condition that the enterpreneur of warnet must aware of the opportunities and have strategies to open, manage, develop and organize their warnet. We need to conduct the survey to some enterpreneurs of warnet in three different locations such as educational institutions, shopping areas and housing settlements to collect the informations such as the management condition. From the result of the questionnaire, we are trying to concentrate to some important aspects like the marketing aspect, the service for the customers etc and we are trying to solve the problems and propose the solution. And we hope this essay hopeful can give the description on how to open and well organized warnet so that the warnet can survive in facing the competition. We also propose solution about the warnet organization in Indonesia to expedite their function as the place for tighten the communication among the enterpreneurs of warnet and helps its member.
1. Background 1.1. The definition of Warung Internet (Warnet) The term "Warung Internet" was taken from the similarity of Indonesians small scale enterpreneurship, such as Warung Telepon (Wartel), Warung Tegal (Warteg), Warung Serba Ada (Waserda), etc. Warung Internet gives easy way solutions for the consumers to have an internet access. The internet Kiosk units can be established in every place where end user wishes to have information or transact a business deal or send and receive the communications and etc like the shopping malls, the hotels, the hospitals, the educational institutions, the traffic junctions, the railway stations, the bus terminals, etc. Internet Kiosk units are normally placed either to form a network of specified function or

Strategy to Build Warnet as an individual unit. Kiosks kept in the network mode can all be linked to each other and form a chain like Hotel network.
1.2. Background of the Research Problems and Goals With computers seemingly entering all areas of our lives and the tremendous hype around everything "e", the public is rapidly becoming more and more comfortable with using technology. So, the business challenge is to exploit advances in information technology to improve customer service and expand the customer base. Since 1998, the improvement of warnet is never unchain with the population of warnet itself. At that time, the warnet crowded by the visitor of warnet. They came to warnet for multipurpose like surfing, send or read email and chatting. Until one day, the warnet reach the saturated point and the level of its growth is more than the active user of warnet. Recently, the user of internet in Indonesian society is highly enough. This is why the warnet entrepreneurs open so many warnets in so many cities, and make warnets growing like the mushrooms. Besides, the blooming of warnets is also enhanced by the ease for warnet entrepreneurs to open the warnets, for instance, they do not need a complex procedure and permission to open the warnet, different with warung telekomunikasi (wartel) which needs the procedures and permissions to open the warnet. But still, it is not that easy to open the warnet. Nowadays the warnet operational costs are getting higher whereas the consumer is reduced. This is caused the owner to decrease the price at very low level. Unprofessional Management and infrastucture problem influence the warnet bussiness that was booming since five years ago. But it does not mean that warnet bussiness put into the end. In 2003, the prospect of warnet bussiness is quite promising with condition that the owner must aware of opportunities and smart in taking the strategy to open, manage, develop, and organize their warnet. Different with wartel, the owner only need to search the appropriate market and select the equipments which will be used. On other side appropriate strategy and government policy is needed to support performance of warnet. The warnet enterpreneur need strategy in warnet business to face the fair and healthy competition inter-entrepreneurs. Like what happen these days, the competition faced by the entrepreneurs focuses in selling, with minimizing the tariff of using the warnet service, whereas the daily operational cost is so high. This essay hopefully can give the description on how to open and well organized warnet, so that the warnet can survive in facing the competition.
1.3. Doers and Users in Warnet Business The doers of the warnet business are the entrepreneurs and the employee of the warnet. The entrepreneurs are one or more people who own the warnet. The entrepreneurs own the capital, and they also open and organize technically or managerial. Whereas the employee is the person who operate the daily activities of the warnet, such as becoming the teller, cleaning the warnet, or taking responsibility of the technical aspect in the infrastructure of warnet. The users of warnet are the people who are not limited to certain consumer, because for every person may visit warnet without any limitations. But the survey objects are limited to three locations which are

1.4. Association of Indonesian Warnet (AWARI) The Association of Indonesian Warnet is an organization that inaugurated on 25 May 2000. It established as a result of discussion on mailing list
[email protected] and the first elected chairman was Rudi Rusdiah. On the first time the organization only had two region coordinator which were in Bandung and Bogor [7]. At the beginning, AWARI was built for the aims of preventing the war price and becoming the place of changing experiences and information among the warnet entrepreneurs. Its vision is to acknowledge the nation with the society development through the internet. In fact, there are policies which can inflict losses on warnet entrepreneurs such as policy from an association in a city which fixes the equal tariff based on the technology used by the warnet. This surely decreases the income because the consumers can not accept this obligation. Whereas, in the era of free-trade, every warnet entrepreneurs are expected to have the quality of healthy and fair competitive mental and compete to higher the quality of warnet. And an association should function as the place for tighten the communication among the warnet entrepreneurs and also helps its member if they are facing the problems [1].
2. Contents 2.1. The Warnet Propagation in Indonesia 2.1.1. The Warnet Propagation in 2002 The request of internet access in Indonesia is high and the warnet has potention to fulfil the needs of internet access. The association of indonesia internet service promoter (APJII) notes that the number of internet user in 2002 was 8 million from 220 million Indonesian people. Most of internet access whether it’s from home or office, is accomodated by the promoter of internet service (PJII). But the cost of this internet access is more expensive because the customer is encumbered by the cost in every month. Besides that, the users have to have personal computer (PC) which the number of personal computer is also limited [6]. Through the warnet, our society can get the internet access with relative low price. So the role of the warnet is to educate society and to increase the internet access. But it is hard to build the warnet like that. One of the main problem is the limitation of telephone infrastructure. And around 90% of warnets use dial-up connection whether through PJI or telkomnet because the cost for the connection is more cheaper [6]. During 2002, the increasing of telephone tariff was about 16.77%. It caused some warnets bankrupt and the number of warnets in the end of the year was about 3000 units. But the number of new enterpreneur of warnet also increased [6].

2.1.2. The Warnet Propagation in 2003 In January 1, 2003, the warnet business have to face the increasing of telephone tariff, such as : - about 33.3 % for the local - about 31 % for the abonemen and - about 3.9 % for SLJJ. The electrical cost and BBM also increased. The warnet needs the improvement of infrastructure, mainly on internet access for the society. Until today, the improvement of infrastucture is meaningless even the government have choosen Telkom and Indosat as full service and network provider (duopoli) [6]. But some experts optimist with the increasing of warnet in 2003, this increasing is about 15%. They predict the number of warnet will be 4000-6000 units in the end of 2003. But the presence of new enterpreneurs make a competition among them so they need to plan the comprehensive business model [6].
2.2. Aspects in Opening The Warnet There is a big opportunity of the warnet business in the future. It could be happen because in the future, the consciousness of people to the advantages of using internet will be higher. Besides that, the development of technology is also help the growing of warnet business. There are some important aspects which considerably needed by the warnet entrepreneurs, such as: 1. the services for the customers and 2. the marketing
2.2.1. The Aspect of Services for the Customers The customers are the important part in the warnet business development. From them (by the quantity of customers or by the level of customers satisfaction) we know, whether it is directly or not, the success level of its business. Because of that, warnet business needs strategy to ascend the services for the customers. This is needed to be consider because the un-satisfaction felt by customers makes them refuse to come to particular warnet, this problem happens so many times. The services for the customers can be categorized to two aspects [1]: 1. the facilities and 2. the services from the warnets employee. The facilities are such as the abilities to serve the hardware and software. Every warnet entrepreneur have to be clever/decisive seeing what kind of software often used by the warnets consumers. Besides, they also need to equip the hardware facilities well. The frequent problem in the services of facilities is the warnet entrepreneurs have the policy of non-activate particular facilities, such as drive a. This policy is to protect the computer from virus. But in the other hand, this could un-satisfied the warnets consumers because there are so many of them come to warnet to upload file from email or download something. Some of warnets solve this problem by permit the consumers who want to use drive a through the computer operator. But it is also not effective and disturb the consumers privacy. Problems happen in the services of hardware and software can be known by the warnet entrepreneurs through the

2.2.2. The Marketing Aspect The owner or warnet always think about how to get the Break Even Point (BEP), and oftenly choose the wrong strategy which by spend too much investation. They have to be smart to choose the market, because it is one of important component in the busioess flow of warnet. The enterpreneur of warnet also needs an organization that have marketing division. Hopefully, this division can give a solution with the mutual marketing because with the mutual marketing, the enterpreneurs of warnet can repress their marketing cost. The Business strategy that could be done by warnet enterpreneurs are : •
Locate warnet site to place which are lived by many people especially youth.

The more computer the faster fund returned and lower price.
•
Minimum number of computer must not less than five for feasible web access when using phone line dial-up connection.
For warnet that located around small educational institution or university or college there are some tips : •
College student or student pay the service charge may be collected from education fees.
•
Involve student in daily activity of warnet so that can grow their feel of ownership of warnet and help leaning about technology.
•
Make chatting access disabled, and incorporate electronic mail for communication media over internet.
We will observe three kinds or market, such as: 1. Located in education centre 2. Located in shopping centre 3. Located in housing settlement
2.2.3. Other aspects There are other aspects that the enterpreneur need to be concerned when running their warnet business [4], such as: 1. Business plan Business plan is one of the plan that the enterpreneur should be made before attempting their warnet business. But there is one factor that can not be predict by the enterpreneur, which is service price. That factor caused the enterpreneur make mistake in creating business plan. For example, the enterpreneur decrease their service price at very low level without concern the operational cost of warnet itself.

Internet connection stability The warnet needs stable internet connection because either the consumer would be upset or disappointed if the connection oftenly disconnected. But nowadays its very difficult for the enterpreneur to acquire stable internet connection in affordable price. 3. Trend of Technology The enterpreneur must follow the newest trend of technology, especially in internet and computer technology. This trend is growing rapidly and the enterpreneur will have difficulty of keeping their existence among warnet businesses if they abandon it. Unfortunately many of them lack of having knowledge about the technology trends therefore they will loose consumer. 4. Assets Asset is the main factor in warnet business. In order to develop their business the enterpreneur require new fresh fund. In contrary most of them are middle and low enterprise so they have limitations at getting more assets and they will be downtroddened by the high enterprise that starting to enter the warnet business. 5. Improvement of Supporting Business The enterpreneur of warnet needs other supporting business activity to increase the services on warnet. At this time there are lot of warnets depend its service on internet accessibility therefore if the internet connection become unavailable then their business will be collapsed and out of competition. 6. Partnership Today competition level among warnet enterpreneurs is more dominant than its togetherness. Whereas the partnership is needed to handle the unhealthy competition among the enterpreneurs of warnet.
3. Survey The main purpose of conducting survey is to get the information from the practitioners approach, and to have the latest issue of warnet’s condition. The Objects of this experiment/survey is to get informations from warnets at different locations, that is: (1). Warnets near the educational institutions, such as school, universities, courses places, etc. (2). Warnets at neigbourhood. (3). Warnets at the center of people daily activities (beside point 1 and 2), such as shooping mall, traditional market, business places, etc. According to warnet practitioners at near the education institutions, they having a great success if they can give the customers a good and reliable internet connection. The customers of this area doesn’t need very good services such as web camera, VOIP or the warnet technical support’s assistant. In the contrary, warnets at the neighbourhood needs better services and good assistant from technical support (warnet’s employee), because there are a lot of unskilled users in that area. And the warnets at the center of people daily activity needs the best performance and services from the warnets such as webcam, VoIP, full music and entertainment, and very good technical supports assistant.

4. Solution According to WG35’s discussion, we are trying to propose pre-solution from the problems above (before the analysis of quotioners’ result), that is creating an organization that have several divisions to solve the problems that came up from the surroundings. The organization consists of: a. The division that can give services and consultations to the enterpreneurs of warnet for creating good, mature, and measurable business plan. Hopefully, this division can involve the management experts that can help the enterpreneurs of warnet to run their business, especially in the management aspects. b. The division that can handle the internet connection problems. The main idea of this division is to cooperate with the one of Internet Service Provider(ISP) so, therefore the enterpreneurs of warnet can achieve a good solution about stable internet connection with affordable price. c. Technical division. This division can give consultation in the technical aspect, especially internet and computer technology to the enterpreneurs of warnet with experts assistant. Therefore, there will be a cheap solution about the infrastructure of the latest technology of computer network,software, and hardware. d. The division that can distribute soft loan for the enterpreneurs of warnet. This division also can search and find the fresh fund, especially the fund with low interest. Because the form of this division is a union, so, the enterpreneur can get credit with low interest. e. The division that can bridge the improvement of supporting activities. This division is necessary because, there a lot of supporting business activities that can be done by the warnet, such as Cafe, Gaming centre, book store, photocopy, mini market, etc. We can not get business partners if the warnet enterpreneurs doing these activities by them selves. So, we need to create business network among the warnet enterpreneurs. f. Togetherness among warnet enterpreneurs should be exists. Hopefully , with this togetherness, they can handle the unhealthy competition, such as in a matter of price. All of things above is only an ideal condition and hard to get. But, it will not be impossible if the warnet enterpreneurs have the spirit and motivation to gain forces and join their struggle in order to find their dreams.
5. Conclution The differences between the warnet’s problem are caused by the different culture and primary needs of warnet’s customers, such as at the educational environment, the customer (most of them) have the ability to learn theirself. But, it doesn’t always be the same for all warnets. The existance of Warnets in Indonesia, give color to indonesian society, especially near the education fascility/center. The information technology never stop and will always growing rapidly. Nowadays, the survival of a warnet depends of their manager’s strategy and the internet connection factor.
