KATA PENGANTAR Dalam rangka meningkatkan ketersediaan dan pelayanan data dan informasi pertanian, Pusat Data dan Sistem Informasi Pertanian menerbitkan Buku Statistik Makro Sektor Pertanian tahun 2012. Buku ini berisi data perkembangan indikator makro sektor pertanian untuk periode lima tahun (2007-2011) yang mencakup indikator Produk Domestik Bruto (PDB), Realisasi Investasi PMA dan PMDN, Ekspor Impor Pertanian, Indeks Harga Konsumen dan Inflasi, Nilai Tukar Petani, APBN Pembangunan Pertanian, Konsumsi, Kredit Perbankan, Suku Bunga Bank Indonesia, Nilai Tukar Rupiah, serta Upah Buruh Tani. Data yang disajikan dalam buku ini diolah oleh Pusat Data dan Sistem Informasi Pertanian yang berasal dari beberapa instansi sumber data baik di lingkup Kementerian Pertanian maupun instansi lainnya seperti Badan Pusat Statistik (BPS), Badan Koordinasi Penanaman Modal (BKPM), Kementerian Keuangan, dan Bank Indonesia. PREFACE In order to improve the availability and services of agricultural data and information, Center for Agricultural Data and Information System has been published The Book of Macro Indicators Statistics for Agricultural Sector 2012. This book presents the data of agricultural macro indicators in five year series (2007-2011), including Gross Domestic Product (GDP), Domestic and Foreign Investment Realization, Agriculture Export Import,Consumer Price Index and Inflation, Farmers Term of Trade, State Nation Budget for Agricultural Development, Consumption, Bank Credit, Bank of Indonesia Interest Rate, Rupiah Exchange Rate, and Farmer Labor Wages. These data are presented by Center for Agricultural Data and Information System which are collected from many institutions within the Ministry of Agriculture, Badan Pusat Statistik (BPS) - Statistics Indonesia, Board of Investment Coordination, Ministry of Finance, and Bank of Indonesia. PENJELASAN TEKNIS / TECHNICAL NOTES Untuk mempermudah pemanfaatan buku ini, data statistik dan informasi tersebut dibagi kedalam 11 topik yang selanjutnya diikuti dengan penjelasan istilah teknis yang ada di masing-masing bidang tersebut. Beberapa istilah teknis yang digunakan dalam buku ini adalah sebagai berikut : To help users, the statistical data and information are grouped into 11 categories and then followed by technical explanation of the definitions and glossaries for each categories. Some concepts and definitions used in this book:  Produk Domestik Bruto adalah satu indikator penting untuk mengetahui kondisi ekonomi di suatu negara dalam suatu periode tertentu. PDB didefinisikan sebagai total nilai tambah dari semua unit produksi di suatu negara dalam periode tertentu (biasanya dalam kurun waktu satu tahun).  Gross Domestic Product (GDP) is the important economic indicator to show the economic condition of a country at certain period in time. GDP is defined as the total value added for all production units in a certain country for a certain period (usually one year).  Harga Berlaku adalah nilai tambah barang dan jasa yang dihitung dengan menggunakan harga yang berlaku pada setiap tahun.  GDP at Current Price show the value added of goods and services at current price for a certain year.  Harga Konstan adalah nilai tambah barang dan jasa yang dihitung menggunakan harga yang berlaku pada satu tahun tertentu sebagai tahun dasar.

It measures the exchange value of products produced or sold by farmers compare to the products needed by farmers for production process and consumption.  Sejak Januari 2008, indeks harga yang diterima dan indeks harga yang dibayar petani serta NTP menggunakan tahun dasar 2007 dengan cakupan sebanyak 32 provinsi serta penyajian data untuk masing-masing sub sektor, sebelumnya indeks harga yang diterima petani dan indeks harga yang dibayar petani serta NTP menggunakan tahun dasar 1993 dengan cakupan provinsi sebanyak 23 provinsi  Since January 2008, the price index received by farmer (IT) and the price index paid by farmers (IB) and Farmers Term of Trade (NTP) use 2007 as the base year which cover of 32 provinces and present data for each subsector, the previous year, price index received by farmer (IT) and price index paid by farmers (IB) and Farmers Term of Trade (NTP) use 1993 as the base year which cover of 23 provinces.  Buruh tani adalah seseorang yang melakukan kegiatan/pekerjaan di sawah atau ladang pertanian dengan tidak menanggung resiko terhadap hasil panen dan bertujuan mendapatkan upah. Buruh yang disajikan pada publikasi ini adalah buruh laki-laki dan tidak dikaitkan dengan kriteria umur, tingkat pendidikan, dll.  Farm worker/hodge is a person who work in the fields of agriculture by not bear the risk of crop yields but only to earn wages. Hodge presented in this publication are the male workers and not associated with criteria of age, educational level, etc.

RINGKASAN EKSEKUTIF / EXECUTIVE SUMMARY Kinerja perekonomian Indonesia pada periode tahun 2007-2011 menunjukkan peningkatan. Hal ini tercermin dari capaian Produk Domestik Bruto (PDB) baik secara nominal maupun riil. Pada periode tersebut rata-rata laju pertumbuhan PDB Indonesia mencapai 6,46% per tahun. Sektor pertanian juga mengalami pertumbuhan positif sebesar 2,95% per tahun. Pada tahun 2011 kontribusi sektor pertanian terhadap total PDB Indonesia sebesar 14,72%. Indonesia’s economy performance in the period of 2007-2011 showed an increasing pattern. It was reflected by the achievements of the Gross Domestic Product (GDP) both in nominal and real terms. In this period, the average growth rate of Indonesia's GDP reached 6.46% per year. The agricultural sector also had a positive growth of 2.95% per year. In 2011, the contribution of agricultural sector for total GDP of Indonesia was 14.72%. Pada tahun 2011, realisasi investasi PMDN berdasarkan Laporan Kegiatan Penanaman Modal mencapai Rp. 76 triliun yang terdiri dari sektor primer sebesar Rp. 16,53 triliun, sektor sekunder sebesar Rp. 38,53 triliun dan sektor tersier sebesar Rp. 20,94 triliun. Sementara, realisasi investasi PMA mencapai Rp. 19,47 triliun.

Selama periode tahun 2007 – 2011 nilai ekspor komoditas pertanian berflutuatif namun cenderung mengalami peningkatan dengan rata-rata pertumbuhan sebesar 22,77% per tahun. Peningkatan ini merupakan kontribusi dari meningkatnya ekspor semua sub sektor. Demikian pula, perkembangan nilai impor komoditas pertanian pada periode tersebut juga terus mengalami peningkatan sebesar 26,87% per tahun.

In 2011, the achievement of domestic investment on Capital Investment Activity Report reached Rp. 76 trillion, consist of the primary sector reached Rp. 16.53 trillion, the secondary sector reached Rp. 38.53 trillion and the tertiary sector reached Rp. 20.94 trillion. Meanwhile, the achievement of foreign direct investment reached about USD. 19.47 trillion.


Export value of agricultural commodities during the period of 2007 – 2011 increased rapidly by 22.77%. It caused by the increasing of export value for all sub sector. In the same period, the import value increased by 26.87%. Total nilai ekspor komoditas pada sektor pertanian pada tahun 2011 sebesar US$ 43,37 milyar, dimana 93,83% atau setara dengan US$ US$ 40,69 milyar berasal dari sumbangan ekspor komoditas perkebunan. Sisanya berasal dari sumbangan subsektor lainnya, yakni peternakan 3,69% (setara US$ 1,6 milyar), tanaman pangan 1,35% (setara US$ 584,86 juta) dan hortikultura 1,13% (setara US$ 491,30 juta). In 2011, the export of value for agricultural commodities reached US$ 43.37 billion. It covered of 93.83% (US$ 40.69 billion) export value from estate crops commodities, 3.69% (US$ 1.6 billion) from livestock products, 1.35% (US$ 584.86 million) from food crop commodities and 1.13% (US$ 491.30 million) from horticulture commodities. Sementara, impor sektor pertanian pada tahun 2011 sebesar US$ 20,6 milyar, dimana 42,93% (setara US$ 8,84 milyar) merupakan impor komoditas perkebunan, 34,10% (setara US$ 7,02 milyar) dari komoditas tanaman pangan, 14,78% (setara US$ 3,04 milyar) dari komoditas peternakan dan 8,19% (setara US$ 1,69 milyar) merupakan impor dari komoditas hortikultura.

Meanwhile, the value of agricultural import in 2011 reached US$ 20.6 billion. It included import value of 42.93% (US$ 8.84 billion) from estate crops commodities, 34.10% (US$ 7.02 billion) from food crops commodities, 14.78% (US$ 3.04 billion) from livestock products and 8.19% (US$ 1.69 billion) from horticulture commodities. The growth of inflation during the period 2007 – 2011 generally fluctuates with the trend to increase by an average growth of 6.24% per year. The following group of products and services which influenced the inflation rate are as follow: (1) food, (2) food, beverages, cigarettes and tobacco; (3) housing, water, electricity and fuel; (4) clothing; (5) health; (6 ) Education, recreation and sport; and (7) transport, communication and financial services. Perkembangan inflasi pada semua kelompok terlihat meningkat pada tahun 2007 – 2011. Pada tahun 2011, perkembangan laju inflasi terbesar terjadi pada kelompok sandang sebesar 7,57%, sedangkan kelompok yang mengalami laju inflasi terendah terjadi pada kelompok transportasi, komunikasi dan jasa keuangan sebesar 1,92%. Generally, trend of inflation rate for all groups seemed to increse during the period 2007-2011. In 2010, he largest inflation rate was reached by the group of clothing at 7.57%, however the lowest inflation rate was reached by transportation, communication and financial services group at 1.92%. Perkembangan nilai tukar petani (NTP) Indonesia pada tahun 2008 - 2011 mengalami peningkatan dengan rata-rata pertumbuhan sebesar 1,46%. Hal ini disebabkan peningkatan indeks harga yang diterima petani (IT) secara nasional lebih besar dibandingkan peningkatan indeks yang dibayar petani (IB). IT naik rata-rata pertumbuhan sebesar 7,33%, sementara indeks yang dibayar petani (IB) mengalami peningkatan dengan rata-rata pertumbuhan hanya sebesar 5,79%.

Nilai tukar petani (NTP) sub sektor tanaman pangan meningkat sebesar 1,98%, NTP sub sektor hortikultura naik sebesar 3,01%, NTP sub sektor perikanan naik sebesar 1,67%, dan NTP sub sektor peternakan naik sebesar 0,08%. Sebaliknya, NTP sub sektor tanaman perkebunan rakyat turun sebesar 0,54%.

Trend of the farmers’ term of trade in Indonesia in 2008 - 2011 increased by 1.46%. This was due to the increasing in prices received by farmers index (IT) nationwide was greater than the increasing in the index paid by farmers (IB). IT rose an average growth of 7.33%. Likewise with the index that paid by farmers (IB) has increased by an average growth of 5.79%.


The farmers’ term of trade food crops sub sector increased by 1.98%, horticulture sub sector increased by 3.01%, fisheries and livestock sub sector increased by 1.67% and 0.08% respectively. In the other hand, the farmers’ term of trade smallholder estate crops sub sector fell by 0.64%. Selama periode 2008 – 2011, Provinsi Lampung mempunyai rata-rata perkembangan NTP terbesar yang mencapai 5,13%, sedangkan peningkatan NTP terkecil terjadi di Provinsi Kalimantan Barat sebesar 0,16%. Penurunan NTP terjadi di 6 provinsi, dengan penurunan terbesar terjadi di Provinsi Papua Barat sebesar 0,56%, sementara penurunan terkecil terjadi di Provinsi Papua dan Nusa Tenggara Barat masing-masing sebesar 0,05%. During the period 2008 - 2011, Lampung Province has the biggest average growth of NTP reached 5.13%, while the smallest increase in NTP occur in West Kalimantan Province of 0.16%. NTP decline occurred in six provinces, with the largest decrease occurred in the province of West Papua by 0.56%, while the smallest decline occurred in the provinces of Papua and West Nusa Tenggara each at 0.05%. Alokasi belanja pemerintah selama periode 2008-2012 rata-rata mengalami peningkatan sebesar 14,15%. Pada tahun 2012, total alokasi belanja pemerintah pusat sebesar Rp. 964,99 trilyun. Dari sisi alokasi, anggaran terbesar dipergunakan untuk pegawai yakni sebesar Rp. 215,87 trilyun atau 22,37% dari anggaran pusat. Pengeluaran rata-rata per kapita sebulan penduduk Indonesia, pada tahun 2011 adalah Rp. 593.664,00 atau meningkat sebesar 19,97% dibandingkan pada tahun 2010 yaitu sebesar Rp. 494.845,00. Adapun rata-rata pertumbuhan pengeluaran rata-rata per kapita sebulan penduduk Indonesia semenjak tahun 2007 hingga 2011 meningkat sebesar 13,92%. Perkembangan persetujuan kredit baru pada tahun 2007 hingga 2011 ratarata meningkat sebesar 80,11% per tahun. Perkembangan persetujuan kredit baru yang paling tinggi terjadi untuk kredit konsumsi yaitu sebesar 49,33% per tahun. Sementara untuk modal kerja naik sebesar 35,97% per tahun, dan untuk investasi naik sebesar 6,46% per tahun. The trend of new loan agreement during the period 2007 to 2011 increased 80.11% per year. The highest trend of new loan approvals was reached by consumption loan about 49.33% per year. Working capital increased by 35.97% per year, and investment loan increased by 6.46% per year. Rata-rata perkembangan posisi kredit sektor pertanian tahun 2007 - 2011 adalah sebesar 19,33% per tahun. Sektor pertanian ini bukan hanya tanaman pangan, hortikultura, perkebunan, dan peternakan, tetapi juga perikanan, kehutanan dan pemotongan kayu, perburuan, sarana pertanian, dan lainnya. Posisi kredit sektor pertanian tersebut merupakan kredit menengah kecil yang naik sebesar 9,51% per tahun dan investasi sebesar 25,50% per tahun.

The average growth of agriculture sector loan positions during the period 2007 to 2011 was 19.33% per year. The agricultural sector was not only food crops, horticultural crops, plantations, and livestock, but also fisheries, forestry and logging, hunting, farming tools, and others. Loan position of the agricultural sector was a micro loan which increase by 9.51% per year and an investment loan by 25.50% per year.


Perkembangan persentase suku bunga kredit menurut sektor ekonomi pada tahun 2007 - 2011 berfluktuasi namun cenderung mengalami penurunan. Pada tahun 2011, perkembangan perrsentase suku bunga kredit dari tujuh sektor (pertanian, pertambangan, industri pengolahan, listrik, gas dan air, konstruksi, perdagangan, serta pengangkutan) terendah yaitu sektor listrik, gas dan air sebesar 8,12%. Suku bunga kredit yang tertinggi terjadi pada sektor perdagangan sebesar 12,94%. Rata-rata perkembangan suku bunga kredit sektor pertanian tahun 2007 hingga 2011 mengalami penurunan sebesar 4,65%. In 2011, the percentage growth of electricity, gas and water supply was the smallest from sever sectors (agriculture, mining, processing industry, electricity, gas and water, construction, trade, and transportation) 8.12%. The highest mortgage interest rates occurred in the trade sector by 12.94%. The average growth rate of agriculture laon during the period 2007 to 2011 decline by 4.65%. Untuk perkembangan persentase suku bunga kredit sektor pertanian yang terdiri dari empat sub sektor (Tanaman Pangan, Hortikultura, Tanaman Perkebunan dan Peternakan), sub sektor perkebunan mempunyai suku bunga kredit terendah sebesar 11,94%. Kemudian, disusul oleh sub sektor peternakan sebesar 12,10%, sub sektor hortikultura sebesar 14,24%, dan tanaman pangan sebesar 16,32%.
