Pada tanggal 25 April 2005 di Jakarta, Prasiden Rapublik Indonesia, Yang Mulia Dr. Suailo Bambang Yudhoyono dan Preaidan Republik Rakyat China, Yang Mulia Hu Jintao, tetah menandatangani Oeklaraai Bersama mengenai l<emitraan strategia antara Republik Indonesia dan Republik Rakyat China. Pembentukan Kemftraan Stratagis antiu'a hidonesia dan China ditujukan untuk mempromosikan perdamaian, . . atabllitas dan kesejahteraan .bagl kedua nagara dan rakyatnya malalui peningkatafl dan parluaaan keljasama dalam bidang politik keamanan. ekonomi dan aosial budaya, tennasuk Juga per1uaaan pertukaran pada aemua tingkatan lapisan masyarakat. \
Kemitraan Strategis antara Indonesia dan China pertu ~lcembangkan melalui interaksi yang berkesinambungAh dan pem~ngur)an yan~ ·nyata serta langkah dan tindakan bersama. upaya demikian me'!'erlukan koordinasi dan ke~a sama yang erat, dengan mempematikan· bahwa pengembangan llubungan • blateral kedua negara memiliki landasan ·yang kokoh dan berorientasi ke depan guna merealiaasikan potensi kedua negara sebagai mitra strategia di kawaaan..
Se~al •cetak blnt realiaasi konkrit· Qeklarasi Bereama Kemltraan Strategis antara Republik Indonesia dan Republl< RartYat China, Rencana Aksi ini merupakan panduan upaya dan cara yang komprehensif bagl para pemangku kepentingan dalam kurun waktu lima tahun ke depan, yakni periode 2010-2015, untuk melaksanakan kerangka kelja sama yang tertuang.dalam Oeklarasi Beraama. r' . Sehubungan dengan hal-hal tersebut di atas, dan rnarujuk pada hukum dan paraturan perundang-undangan yang berfaku di rriasing-maalng negara, Republlk lncklneela dan Republik Rakyat China akan menindak-lanjuti berbagai upaya dan langkah benlama aebagai berikut:
1. Memperku•t Kemitrun Slr!t!al• 1.1. Pertukaran dan lnterabi Bil.taral 1.1.1. Meningkatkan hubungan, kunjungan dan lnteraksi bilateral tingkat tinggi regular yang sudah ada untuk memajukan dialog tentang kerja sama 1
bilateral dan konauttasi intemaa.onal seputar toplk-topik yang merupakan kepentingan dan minat bersama; 1.1.2. Membangun hubungan komunikasi langsung pada tingkat unit ke~a balk melalui telepon atau Internet (di bawah koordinasi pejabat tinggi terbit) aebagai sarana untuk bertukar pandangan dan menyebarkan lnfonnasi aerta korespondenai; 1.1.3. Menyelenggarakan pertemuan informal pada tlngkat unit ke~a antara aektor tartcalt di masing-masing negara untuk bertukar pandangan dan mengkoordinaaikan upaya-upaya untuk melaksanakan Kemlb'aan Strategis di bidang maaing-maalng. 1.1.4. Memajukan pertukaran, dialog, dan pertemuan antara lembaga psraahabatan, think-tanks dan semua sektor masyarakat untuk mengembangkan ide dan rencana demi memperdalam hubungan antara Indonesia dan China.
1.2. Mekanlame Dialog Bilateral 1.2.1. Mempertahankan dan memper1uas secara tapat mekanisme dialog bilateral yang sudah ada antara lembaga pemerintah kedua negara setiap dua tahun sekali atau ketika dianggap perlu oleh kedua pihak, di antaranya: 1.2.1.1. Menyelenggarakan Dialog Bilateral antara Menterl Koordinator Politik, Hukum dan Keamanan Republik Indonesia dan State Councilor Republik Rakyat China setiap dua tahun sekall. 1.2.1.2. Menyelenggarakan Komisi Bersama untuk Ke~asama Bilateral (KBKB). diketuai dan dipimpin bersama oleh Menteri Luar Negeri kedua negara atas kesepakatan kedua belah pihak atau atas permlntaan aalah satu pihak dengan persetufuan pihak lainnya, aecara berganuan antara dua negara sesual kebutuhan pada saat ilu atau dilakukan pada aaat pertukaran kunju11Jan antara kedua Menteri Luar Negeri. 1.2.1.3. Menyelenggarakan Komisi Bersama untuk Kerjasama Ekonoml, Perdagangan dan Teknia, diketuai bersama oleh Menteri Perdagangan kedua negara pada tanggal yang telah disepakati oleh kedua belah pihak. Pertemulil"l diadakan secara bergantian1 di Indonesia dan di China. 1.2.1.4. Menyelenggarakan Komisi Bilateral pada tingkat Pejabat linggi, diketuai oleh Pelabat Tinggi dari Kementerian Luar Negeri kedua negara satiap dua tahun aekali, kecuali bila diaepakatl dengan cara lain, dalam rangka menlndaklanjuti semua perjanjian atau saling pengertian yang dicapal pada KBKB. 1.2.1.5. 1.2.2. Menggali potensi pembentukan mekanisme dialog berkala dan b!rstruktur lalnnya pada tingkat pemerintah yang seauai dan dl berbagai wilayah ke~a sama. 1.2.3.
Melanjutkan kerja sama melalui konsultasi dan dialog lgngsung mangenai kekonsuleran dan keimigraaian pada tingkat Pejabat Tinggi Kedua negara.

2.1. Kedaulatan dan lntegritas Wilayah 2.1.1. China mendukung Pemerintah Republik lndoneela dalam upayanya untuk mempertahankan persatuan nasional dan intugritas wilayah.
2.1 .2. Indonesia menyatakan kembafi keletapannya untuk terus berp!!tgang pada kebijakan satu China dan pengakuannya batrNa Pemerintah Republik Rakyat China adalah pemertntah resmi aatu-satunya yang mewakili seluruh China dan bahwa Taiwan adalah bagian tak terpiaahkan dari China, serta rnendukung proses reunifikaai damal China. 2 1.3. Meningkatkan konaultasi dan koordinasi serta menyampaikan pemyataan publik pada kesempatan bilateral dan multilateral, untuk memberlkan dukungan kepada satu sama lain demi melindLingi kedaulatan naaional dan integritas wilayah. 2.2. Menyepakati langkeh konkrit untuk secara aktif mengimplementasi Persetujuan antara Pemerintah Republik Indonesia dan Pemerintah Republik Rakyat China Tentang Ke~a Sama Aktivltaa dalam Bidgr.g Perlahanan yang dHandatangani 7 November :!007. 2.3.2. Meningkatkan peran Dialog Pertahanan dan Keamanan antara Kementerian Pertahanan kedua negara dan aecara terua mene-NB meningkatkan jalur dialog untuk bertukar piklran, pandangan dan pengalaman seputar masalah yang menjadi keopemingan beraama di bidang pertahanan dan militer demi meningkatkan raa aaling penyertlan dan memba~un rasa sating percaya.

Meningkatkan implamentasi Memorandum Saling Pengertian Tentang Riset dan Pengembangan di Bidang Ke~a Sarna Teknologi Pertahanan antara Kementerian Rlaet dan Teknologi Republlk Indonesia dan Komisi llmu Pengetahuan, Teknologl dan lndustri untuk Pertahanan Naalonal Republik Rakyat China, ditandatangani 28 Juli 2005. 2.4. Keamanan Non Tradlaional
2.4.1. Memperpanjang mua berlaku Memorandum Saling Pengertian antara Pemerintah Negara-Negara Anggota ASEAN dan Pemertntah Republik Rakyat China Oalam Ke~a Sarna di Bidang lsu Non Tradisional yang berakhir masa bertakunya pada 10 Januari 2010 serta melakukan tindakan konkrit ataa hal-hal yang tercantum di datamnya. ke~a diantara pejabat kedua negara untuk mendorong implementaal pengaturan regional mengenai berbagallau ancaman keamanan non tradisional.
2.4.2. Menlngkatkan dialog dan koordinasi pada tingkat unit

Menyusun rencana akal untuk implementasi Memorandum Saling Pengertian antara Pemer1ntah Republik Indonesia dan Pemerintah Republlk Rakyat China mengenai Kerja Sarna Dalam Melawan Perdaga~an Liar ProdU< Hutan yang ditandatangani pada 18 Oesember 2002. 2.4.5.2. Meningkatkan konsultaai dan koordinasi diantara badan-badan pemerintah terkait dalam meriset dan memperkenalkan metode untuk mengidentifikasi kayu yang ditebang secara llagal dan 5
hasil hutan lainnya yang dldapatkan secara ilegal, misalnya kedua pihak menjajaki kemungkinan untuk membangun sistem identifikasi legalltaa kayu terpadu yang diuaulkan oleh Adminiatrasi Kehutanan Negara China, dan malakukan kerJaaama berdaaarkan alstem ini. 2.4.5.3.

Meningkatkan konsultasi dan koordinasi diantara badan-badan penegak hukum dan badan pemerintah terkalt lolnnya dlilllam menghentikan proc:tuksi dan peredaran ilegal obat terlarang dan pembuat bahan-bahan klmia di kawasan. 2.4.6.2. Perdagangan Orang, terutlma Pentmpuan dan Anak-anak Menlngkatkan konsultasi dan koordinasi dalam menangani isu perdagangan orang, terutama perempuan dan anak-anak, dalam fora muttilateralseperti PBB dan fora regional termasuk Bali Process tentang Penyelundupan Orang, Perdagangan Orang, dan Kejahatan Transnasional Terkait.
2.4.8. Korupel dan Pencuclan Uang 2.4.8.1. Meningkatkan dialog dan konsultasi entara badan-badan terttalt di Indonesia dan Kementer1an PongcrNaSan dan Kejaklaan Agung Republik Rakyat China sebagai aarana untuk berbagi pengetahuan, pertukaran informasi dan menyedlakan bantuan teknis dalam memberantas korupsi di masing-maslng negara. 2.4.8.2. Mengembangkan rencana konkrtt untll< implementasi Memorandum Saling Pengertian antara Komisi Pemberantasan Korupsi dan Kementerian Pengawasan dan Kejaksaan Agung Republik Rakyat China yang ditandatangani 23 Mei 2007. 2.4.8.3. Meningkatkan dialog dan konsu:tasl antara Pusat Pelaporan dan Analisis Transaksl Keuangan dan Bank Rakyat China yang

Meningkatkan konsuHasi dan koordinasi bilateral ~ebagai aarana untuk memajukan lablh jauh upaya-upaya multilateral dalam melawan terortsme melaluf berbagai fora dan karangka karja sama seperti ARF, ASEAN Plus China, APEC dan PBB. 2.5.2. Mendorong partlslpesi pejabat dali Indonesia dan China dalam program pelatlhan yang dilakaanakan oleh Jakarta Center for Law Enforcement Coopsration di Indonesia dan badan-badan keamanan publik dl China. 2.5.3. Mengembangkan mekanisme untuk meningkatkan karjasama dalam befbagi informasi dlantara pejabat intelijen dan kaamanan dan juga pengalaman dalam memberantaa tarortama, terutama memperhatikan sifat khas terorieme yang tidak mangenal batas negara.

2.6 .4. Mempercepat pembertakuan Peraetujuan antara Pemerintah Republik Indonesia dan Pemerintah Hongkong SAR Republik Rakyat China me~enai Bantuan Hulwm Timbal Balik dalam Masalah Pidana, ditandatangani pada 3 April 2008.

Mendorong implementasi Memorandum Saling Pengertian antara Pemerintah Indonesia dan Pemerintah Republik Rakyat Chi'la me~enai Ke~a Sama Kefautan yang ditandatangani 25 April 2005 melalui peningkatan konsultasi dan koordinasl dalam Rapat Tahunan Komile Teknla Kerja Sama Kelautan untuk mengembangkan program yang lconkrH, dapat dilaksanakan dan berkelanjutan. 2.7.2. Mendcrong implementasi Memorandum Saling Pengertian antara Badan Rilet Kelautan dan Parikanan, Kementsrian Kelautan dan Perikanan Republlk Indonesia dan Administraei Kelautan Negara Republik Rakyat China mengenai Kerja Sarna Riset Kelautan yang ditandatanganl 10 November 2007, dan memajukan kerja sama bilateral di area dengan tlngkat sensltlvltas rendah, termasuk rteet llmu kelautan, pertindungan lingkungan, pencegahan bencana dan mitigaai, dan lain-lain. 2.7.3. Meningkatkan peran second track diplomasi dalam upaya mencari cara untuk menjamin stabilitas Laut Chfna Selatan termasuk juga mengembangkan mekaniame unt!J< ekaplorasi bersama yano saling menguntungkan di kawa!an tersebut. Memajukan kestabilan keuangan malalui bantuan teknis dalam memajukan pasar keuangan yang sehat dengan meningkatkan pertukaran pengalaman dalam sistem peringatan dini alas resiko keuangan, memperkuat kerja sama dan koordlnasl dalam pengawasan keuangan dan merungkatkan sistem pasar modal. 3.1.2. Mempetkuat kefja aama mengenal pasar modal dan puaat pelatihan. 3.1.3. Mandptakan pengaturan yang efektif untuk menghilangkan dampak dari perubahan mendadak dalam aliran modal jangka pendek. 3.1.4. Memperkuat dan memperluas kerja aama dlantara lembag•lembaga keuangan di kedua negara mefalui, antara lain, penlngkatan interaksl dan konaultaai, peningkatan kapasitas dan promosi bersama pasar keuangan masing·masing. 3.1.5. Memperkuat pertukaran teknis dan pem~ian aumber da~ dal.n pengawasan dan mengatur informaai keuangan dan ekonomi, dan, berdaaarkan kondlaJ aktual masing-masing negara, mengimplementaslkan standar dan praktek yang dlterima aecara intemaaional mengenai pengungkapan dan penyebaran informsai keuangan dan ekonomi.
3.1 .6. Meminimatkan hambatan proaedural dalam pembiayaan berbagat proyek keljasama. 3.1.7. Memajukan jalingan kelja antar lembaga keuangan, termasuk bank, untuk pembiayaan proyek kerja santa. 3.1.8. Memfaailitasi aliran dana dan inveatasi dua arah. 3.1.9. Meningkatkan konsuttasi dan koordinasi di fora multilateral setlagal aarana untuk mempertahankan lingkungan keuangan regional dan intemaalonal yang kuat. 3.1.10.Memperkuat koordinasi dan konsultasi bilateral berialla untuk memperc:epat penggunaan dan lmplementasi PnlfllfNitial EKJXNt Buyem' Credit Facilities, pinjaman konsesional dan skema keuang11n dukungan pembangunan lainnya.

Menjngkatkan konsultasi dan koordinasi dlantara badan-bedan pemerintah dan perusahaan-peruaahaan di kedua negara dalam mengidentifikasi keunggulan kcmparatif masing-masing negara dan menghapus hambatan perdagafGan untuk meningkatkan hubUngan dagang bilateral yang sallng menguntungkan dan juga untuk mencegah perdagangan ilegal.
3.2.3. Memajukan partisipasi yang lebih besar dari semua pemangku kepentingan untuk terua meningkatkan efektifita& dari mekaniame dialog yang telah ada 1erkait dengan perdagangan.
3.2.4. Terus memanfaatkan mekanisme kerja sama yang audah ada, aeparti Sidang KomiSi Bersama dan memulai pembentukan Kafcmpok Kerja Bersama mengenal Resclusi Perdagangan Bilateral dengan tujuan ul"lbJ( menyelesaikan masalah atau sengketa perdagangan yang mungldn tlmbul. 3.2.5. Meningkatkan fasilitasl peraagangan dengan cara, antara lain, rnemajukan penegakan hukiMI"' dan prosedur persetujuan bea cukai yang transparan dan efiaien. 3.2.6. Mempertwat kerja sama dan pertukaran lnformaai dan jejaring mengenai atandar, stalistik dan peraturan industri dan perdagangan. 3.2.7. Menyederhanakan persyaratan dan prosedur dalam memanfaatkan bantuan teknis dan keuangan, baik dalam kerangka bilateral maupun pengaturan tiga pihak, unbJ( tujuan peningkatan kapasitas. 3.2.8. Mendcrong terbentuknya lembaga perwakilan tetap dari lembega ekonomi nol'l-p8I'U88haan dl negara lainnya. 3.2.9. Memajukan ke~a sama perdagangan bilateral antara kotalprovinsi dengan melakukan revitalisasi mekanisme ke~aaama kota/prcvinsl kembar yang sudah ada. 3.2.10.Melakukan promosi ~rna dan rtset pasar bersama yang bertujuan menclptakan dan mampertuas akaes pasar bagi komoditas kedua negara di paaar regional dan intemaaional. 3.2.11.Menyepakati dan merGimplementasikan yang ada antara ASEAN + China.

Untuk memajukan implementasi Mern:)randum Saling Pengertian antara Badan Pengembangan dan Riset lnduslri, Kementerian Perindustrian Republik Indonesia dengan China National Light Industry (Group) Corp., Republik Rakyat China guna meningkatkan kerfa sama industri aepatu dan kulit, indusbi kertaa dan bubur kertaa, industri makanan dan lnclustri kimia, yang telah dltandatangani 16 Juni 2006. 3.3.3. Untuk mengembangkan komunikaal dan kerja aama datam standarisaai industri dan penilaian ke18larasan antara Badan Pengembangan dan Risat lndu~ri. Kementerian Per1ndustrian Republik lndonnia dengan badan-badan terkait dari General Administration of Quality Supervision Inspection and Quatantine (AQSIQ) Republik Rakyat China, terutama untuk pertukaran informasi mengenai standar, peraturan teknis dan penftaian keselarasan. 3.3.4. Untuk memajukan pertukaran dan kerja sama di berbagal bidang antara provinsi dan k.ota dt Republik Indonesia dan Republlk Rakyat China.

PLAN OF ACTION FOR THE IMPLEMENTAnON OF THE JOINT DECLARATION ON STRATEGIC PARTNERSHIP BElWEEN THE GOVERNMENT OF THE REPUBLIC Of INDONESIA AND THE GOVERNMENT OF lHE PEOPLE'S REPUBLIC OF CHINA
·-- ------On 25 April 2005 in Jakarta, Indonesia, the President of the Republic of Indonesia, H.E. Dr. Susilo Bambang Yudhoyono, and the President of the People's Republic of China, H.E. Hu Jintao, signed the Joint Declaration on Strategic Partnership between the Republic of Indonesia and the People's Republic of China. The establishment of the Strategic Partnership between Indonesia and China was aimed at promoting peace, stability and prosperity for the two countries and their peoples through broadening and deepening cooperation in the po6tie»security, economic, and socio-cultural fields as well as expanding exchanges at all levels of society. The Strategic Partnership between Indonesia and China needs to be cultivated through continuous interactions and the development of concrete, joint measures and actions. Such an effort requires great coordination and cooperation, taking into account the strong basis upon which the bilateral relations are built and looking ahead towards realizing the potentials of both countries as strategic partners in the region. As a •'blueprint" for the concrete realization of the Joint Declaration on Strategic Partnership between the Republic of Indonesia and the People's Republic of China, this Plan of Action provides a comprehensive outline of the ways and means through which stakeholders could for the next five years 201 02015 substantiate the framework of cooperation already established by the Joint Declaration.
In light of the above, and pursuant to the prevailing laws and regulations in each country, the Government of the Republic of Indonesia and the Government of the People's Republic of China will pursue the following joint actions and measures:

1. Strenathenina the Strataalc Partnership 1.1.
Bilateral Exchanges and Interactions
1.1.1. Increase the existing regular high-level bilateral contacts, visits and interactions to promote dialogue on bilateral cooperation and international consultation on topics of common interests and concems. 1.1.2. Establish hottine for communications at working levels via telephone or the in1Brnet (under the coordination of the relevant senior officials) as a means to exchange views and disseminate information and correspondence. 1.1.3. Conduct informal meetings at the working level between relevant sectors in each country to exchange views and coordinate efforts to substantiate the Strategic Partnership in their respective fields. 1.1.4. Promote exchanges, dialogues, and meetings between friendship groups, think-tanks, and all sectors of the society, to develop ideas and proposal on deepening the relations between Indonesia and China. 1.2.
Bilateral Dialogue Mechanisms
1.2.1. Appropriately maintain and enhance the existing bilateral dialogue mechanisms between the two countries• Government agencies subsequently every two years or when it is deemed necessary by both sides, by among others: 1.2.1.1. Organizing Bilatetal Dialogue between the Coordinating Minister for Political, Legal and Security Affairs of the Republic of Indonesia and the State Councilor of the People's Republic of China every twt'l years. 1.2.1.2. Organizing Joint Commission lor Bilateral Cooperation {JCBC), headed and co-chaired by the Foreign Minister of the two countries at the time agreed by the two sides or at the request of either side with the agreement of the other, alternately in the two countries according to ac.1ual needs, or in combination with exchange of visits between the Foreign Ministers. 1.2.1.3. Organizing Joint Commission on Economic, Trade and 1'echnical Coopetation, co-chaired by the two

countries' Ministers of Commeroe at a date agreed by both sides. The sessions shall take place alternately in Indonesia and in China. 1.2.1.4.
Organizing Senior Offlcisls' Bilateral Commission, headed by Senior Officials' from the t.wo countries• Ministries of Foreign Affairs subsequently every two years, unless otherwise agreed, to follow up aU the agreements or understanding reached at the JCBC.
1.2.1.5.
A Sincrlndonesia Defense and Security Dialogue headed by senior offteials from the Department of Defense of 1he Republic of Indonesia and the Ministry of National Defense of the People's Republic of China shall be held once a year altemately in each country. Organizing Joint Committee under this framework, the Directorate General of Defense Strategy of the Department of Defense of the Republic of Indonesia and the Foreign Affairs Office of the Ministry of National Defense of the People's Republic of China are in charge of planning and implementation.
1.2.1.6.
Organizing Joint Commission on Tourism Cooperation. headed by senior officials from the MinJstry of Culture and Tourism of the Republic of Indonesia and China National Tourism Administration on regular basis.
1.2.1.7 .
Organizing
Joint Commission on Science and Technology, headed by senior officials from the Ministry of Research and Technology of Indonesia and the Ministry of Science and Technology of the People's Republic of China on regular basis.
1.2.1.8.
Organizing Joint Commission on Agriculture, headed by senior officials from the two countries' Ministries of Agriculture subsequently every two years.
1.2.1 .9.
Organizing Senior Officials' Meeting on Education, headed by senior officials from the two countries' Ministries of Education on a regular basis.
1.2.1.1 0. Organizing Joint Worlcing Group Meenng on MaritHJ Cooperation, headed by senior officials from the Ministry of Marine Affairs and Fisheries of the Republic of Indonesia and the State Oceanic Administration of the People's Republic of China.

1.2.2. Explore the potential for establishi'lg other regua, structLnd dialogue mechanisms at appropriate levels of gowmment and In various areas d cooperation.
1.2.3. Continue cooperation through direct consultations n dialogue on consular and inmigration mattara at senior offtcials level in both countries.

Promote excha1ges and direct contacts between the two legislative bodies of both countries through visits and field studies by conti'tuous!y enhancing the active roles of Bilateral Friendship Groups in strengthening the two countries partnership. 1.2.5. Encourage the coordination and cooperation of the two countries' legislative bodies within regional, Inter-regional and International parliamentary organizations.

Defense Cooperation 2.3.1.

measures to actively implement the
Agreement between the Government of the Republic of lndonesiB and the Govemment of the People's Republic of China on Cooperation Activities in the Field of Defense, signed on 7 November 2007. 2.3.2.
Enhance the role of the Defense and Security Dialogue between the two countries' Ministries of Defense and continuously Improve channels for dialogue to exchange ideas, views and experience on matters of common interest in the defense and military fields in order to enhance mutual understanding and establish mutual trust.
2.3.3.
Enhance practical exchanges at all levels through, among others, delegations visits, training programs, exchanges between military academies, port calls, and joint defense exercises including joint military training exercises betwaen the armed forces of the two countries.
2.3.4.
Establish a cooperation mechanism in science and technology industries for national defense at an ear1y date, so as to expand coaperation in the field of science and technology industries for national defense.
2.3.5.
Enhance the implementation of

Development in Defense Technological Cooperation between the Ministry of Researoh and Technology of the Republic of Indonesia and the Commission of Scienoe, Technology and Industry for National Defense of the People's RepubUc of China, signed on 28 July, 2005.

Non-traditional Securtty 2.4.1.
Extend the validity of the MoU between the Governments of
the Member Countries of the Association of Southeast Asian Nations {ASEAN) and the Government of the People's

Republic of China on Cooperation in the Field of Non-traditional Security Issues which Is to expire on 10• January 2010 and carry out concrete actions that contain therein.
2.4.2.
Enhance dialogue and coordination at the wot1dng level among officials of both countries to enhance the lmpfementaticn of regional arrangements addressing various issues of nontraditional security threa1s.
2.4.3.
Enhance croswedoral dialog1..1e and coordination among Government agencies in the domestic sphere with a view to engaging the other country's network d interconnected relevant Government agencies.
2.4.4.
Develop mechanisms for enhancing the sharing of information and experience among security institutions on issues relating to non-traditional security threats.
2.4.5.
Combating Illegal Logging of Forut Product& and Aasociatad Trade 2.4.5.1. Develop action plan to implement the MoU between the Government of the Republic of Indonesia and the Govemment of the People's Republic of China concerning Cooperation In Combat;ng Illegal Trade of Forest Products signed on 18 December 2002.
2.4.5.2. Enhance consultations and
coordination among related government agencies In researching and introducing the methods of Identifying illegally logged timber and other illegally obtained forest products, for instance both sides may explore the possibility of developing a unified timber legality Identification system proposed by the State Forestry Administration of China, and conduct cooperation on this basis.
2.4.5.3. strengthen legislation and law enforcement to combat IUegallogging activities in respective territories.
2.4.5.4. Promote domestic publicity on the negative impact of illegal logging practices and fight against the purchase of illegally logged timber and other illegally obtained forest products.

Drug Traftlcklna 2.4.6.1. Enhance consultations and coordination among law enforcement agencies and other related government agencies in halting 1he illegal manufacture and flow of drugs and precursor chemicals in 1he region. 2.4.6.2. Actively carry out bilateral anti-drug cooperation, so as to curb the demand for illegal drugs;
2.4.7.
Trafficking In Parsons, particularly Woman and Children Enhance consultations and coordination in addressing the issue of trafficking in persons, particularly women and children, in multilateral fora such as the UN and regional fora including the Bali Process on People Smuggling, Trafficking in Persons and related Transnational Crime.
2.4.8.
Corruption and Money Laundering 2.4.8.1. Enhance dialogue and consuHations between Indonesia's relevant agencies with the Ministry of Supervision and Supreme People's Procuratorate of the People's Republic of China as a means to share knowledge, exchange infonnation and provtde technical assistance in the flght against corruption in each country. 2.4.8.2. Develop concrete plans to implement the MoU between the Indonesian CoiTUption Emdication Commission (KPK) and the Ministry of Supervision of the People's Republic of China, signed on 23 May
2007. 2.4.8.3. Enhance dialogue and consultations between the Indonesian Financial Transaction Reports and Analysis Center (INTRACIPPATK) and the People's Bank of China (PBC) which acts as the financial intelligence unit of China at the bilateral and multilateral levels on preventing and combating crossborder money laundering and other proceed crime
activities.

Illegal Fishing 2.4.9.1. Enhance consultations and coordination among related Government agencies in addressing various issues of illegal fishing. 2.4.9.2. Promote public awareness of conducting legal fishing and develop mechanisms for preventing further illttgal fishing practices in each other's maritime territofy.

Other Transnational Organized Crime Explore the potential for cooperation in combating other forms of transnational organized crimes at bilateral and multilateral settings. 2.6.
Anti-terrorism 2.6.1. Increase bilateral consultations and coordination as a means to further promote multilateral efforts to combat terrorism through various fora and cooperation frameworks such as ARF, ASEAN Plus China, APEC and the UN. 2.6.2. Encourage the participation of Indonesian and Chinese officials in training programs developed by the Jakarta Center for Law Enforcement Cooperation of Indonesia and public security agencies of China. 2.5.3. 8. Funding 6.1 .
Funding arrangement for any activity under this Plan of Action for 1he Implementation of the Joint Declaration on Strategic Partnership between the Republic of Indonesia and the People's Republic of China will be defined and agreed upon by parties of the eald activity.
7. Review Mechanism 7.1.
The Joint Commission for Bilateral Cooperation, headed by the two countries' Ministers of Foreign Affairs will be organized every two years, unless otherwise agreed, to review the progrees of current cooperation programs in all field& and explore as well ae recommend potential future cooperation programs.
