Jakarta, January 2nd, 2013 Dear Valuable Stakeholders, Re: Stakeholder Consultation for HCV Assessment forAsia Pulp And Paper (APP) Group High Conservation Values (HCV) are those values that need to be appropriately managed in order to maintain or enhance the identified values. The HCV concept was originally developed by the Forest Stewardship Council (FSC) in 1999 to ensure maintenance of certain environmental and social values in the context of responsible logging. Today, the HCV concept has been formally codified in natural resource sustainability standards and adopted by many organizations which aim to preserve or enhance critical social and environmental values of forests and other ecosystems as part of responsible land management1.A High Conservation Value in the forest ecosystem may be a small part of a larger forest, for example a riparian zone protecting a stream that is the sole supply of drinking water to a community or a small patch of a rare ecosystem. In other cases, the High Conservation Value Forest may be the whole of a forest management unit, for example when the forest contains several threatened or endangered species that range throughout the forest. These High Conservation Values demand a higher degree of protection, and therefore certain precautions and extra management efforts are necessary to ensure their long term maintenance, particularly if they occur in managed landscapes such as logging concessions, agricultural plantations or other production sites. The key to the concept of High Conservation Value is in the identification of the values. The presence within a forest ecosystem of High Conservation Values determines whether a forest is designated a High Conservation Value Forest. International standards use the HCV concept to designate exceptionally significant or critical features of natural ecosystems and landscapes. A threat to any HCV is considered to be a “threat of severe or irreversible damage to the environment or a threat to human welfare” 2. Therefore, when there are credible indications that an HCV is present, actors committed to following these standards must take extra steps to maintain, and where possible enhance, the value and to monitor the impacts of management activities. These measures need not necessarily be drastic or costly, but they may exceed what is required for ‘normal’ good practice, and must be effective and sufficient to address the threats to HCVs.3 1

Asia Pulp and Paper (APP) Group has expressed an objective of conducting an evaluation of HCV that may exist within their holdings and for those two independent suppliers (Mitra) in Jambi that have agreed, to help guide management decisions and to identify specific areas containing HCV values. Based on this, APCS wishes to formally announce our plan to conduct a Full HCV Assessment in Asia Pulp and Paper/Sinar Mas Forestry’ concessions within four (4) provinces, including 2 suppliers in Jambi Region (PT. Tebo Multi Agro and PT. Rimba Hutani Mas). Asia Pacific Consulting Solutions (APCS) is a private Indonesia company, legally established under the name of PT. Pandu Maha Wana, and provides a suite of consulting services, primarily to the forest products industry, throughout the Asia Pacific region. The following information relates to the stakeholder consultation and HCV assessment processes.
Scope of the HCV Assessment: It is understood by APP that this is a full HCV assessment that indicates areas required for HCV management (HCVM); that a thorough and transparent stakeholder process will be conducted; and that the final draft reports shall be peer reviewed by experts recommended by APCS and approved by APP. Stakeholder Consultation Processes Stakeholder consultation is one of the key elements of HCV assessment. The consultation is very important because HCV existence, management and monitoring are toa certain level determined and affected by a range of stakeholders. HCV 5 and 6 in particular, are very dependent on the relationship between community and natural resources management. The identification, management and monitoring of these HCVs, consequently, must be done in collaboration with the communities. Currently we have identified the number of Provinces, Districts and Kecamatan that could be affected: - Provinces: Jambi, Riau, East Kalimantan, West Kalimantan - Districts (Kabupaten): 5 Districts (Jambi), 7 Districts (Riau), 3 Districts (West Kalimantan) and one district (East Kalimantan) - Sub-districts (Kecamatan): 19 kecamatan (Jambi), 41 kecamatan (Riau), 10 kecamatan (West Kalimantan), 6 kecamatan (East Kalimantan), Stakeholder Consultation related to the HCV Assessment of APP Group will be done in three stages: Prior to the full assessment, during assessment, post assessment. Each consultation has its own objectives and target. Prior to full assessment: This will be conducted at the National level, provincial level, and kecamatan level. The objectives are to acquire feedback, introduce the HCV definitions and assessment process, and collect information for field assessment planning. - National Consultation is scheduled to be conducted in Jakarta (tbd), January 17th, 2013. - Provincial Consultation are conducted in parallel in 4 provinces, December 21st, 2012 in Jambi, Pekanbaru and Riau; and in January 7th, 2013 for East Kalimantan Region Stakeholder Consultation in Samarinda - Kecamatan Consultation is scheduled to be started on December 27 in each region and expected to be completed by January 25, 2013. - Detailed schedule for stakeholder consultation (See Appendix A) During assessment: For the duration of the assessment, consultation will be organized at the village and dusun level. The total villages that have been identified to be consulted at this time are 91 villages in Jambi, 111 villages in Riau, 39 villages in West Kalimantan and 31 villages in East Kalimantan. Number of villages is subject to changes if during Kecamatan level consultation stakeholders provide different verification. HCV assessment team will take into consideration of the stakeholders verification during the consultation. Consultation will be done through face to face meetings and focus group discussions. The fieldwork for HCV assessment is scheduled to be started in each region beginning February 1, 2013. Post assessment: Consultation for district, provincial, national and international stakeholders will be done through a workshop at each of the levels by inviting relevant national/international stakeholders. This will involve sharing of the findings as a result of the field data collection and analysis, confirmation that the process has been thorough and includes the critical HCV to this point, and collection of any additional information relating to HCV that may have been missed during the pre-consultation and field portions of the process. Peer review by qualified HCV practitioners will be conducted once the draft reports are completed. 3 of 7
Your Input is sought During this process, stakeholders are invited to provide written or verbal input to the APCS assessment team by commenting on any significant environmental or social aspect of the aforementioned concessions of APP Group and two Mitra that you consider relevant to this assessment, including but not limited to the following topics: - Environmental protection - Biodiversity conservation - Opportunities for employment - Company approach to community development - Your relationship with the company - Participation in decision making - Free, prior and informed consent - Suggestions for improvement We welcome input, either public or confidential, in whatever form is easiest and most secure for you. Your input will be valuable at any stage of the process, but we would prefer to receive your comments either prior to or during the audit so that we can take them into consideration during the field work and reporting. The source of any information provided will be kept confidential available to only to the HCV assessment team and APCS staff unless approval otherwise is provided and are solely for the purposes of identifying and recommending management prescriptions for the maintenance and enhancement of High Conservation Values.
