Mengenai Kerja Sama untuk Memerangi Illegal, Unregulated dan Unreported (IUU) Fishing dan untuk Memajukan Tata Kelola Perikanan Berkelanjutan
Kami , Perwakilan dari Pemerintah Republik Indonesia dan Australia,
MENGAKUI pentingnya memerangi IUU Fishing dan memajukan tata kelola
perikanan berkelanjutan, dan keterlibatan tingkat tinggi dan kerja sama perikanan pada tingkat operasional.
MEN CATAT tanggung jawab negara-negara tersebut untuk melakuka 11 tata
kelola perikanan yang berkelanjutan termasuk penilaian yang tepat dari stok ikan dan pemantauan armada perikanan dan kapasitasnya untuk memastikan bahwa upaya penangkapan ikan tidak berkontribusi pada penangkapan ikan yang berlebihan, dan merusak keberlanjutan jangka panjang atas stok ikan. MENGAKUI bahwa the Food and Agriculture Organization of the United Nations
(FAO) Agreement on Port State Measures to Prevent, Deter, Eliminate IUU Fishing (PSM Agreement), the FAO International Plan of Action to Prevent, Deter, and Eliminate IUU Fishing, the FAO Code of Conduct for Responsible Fisheries (CCRF), the FAO Voluntary Guidelines for Flag State Performance, the United Nations Agreement relating to the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks (UNFSA) dan upaya yang dilakukan oleh Regional Fisheries Management Organizations (RFMOs) juga organisasi internasional lainnya untuk mengadopsi upaya-upaya yang mengikat yang ditujukan untuk memerangi IUU Fishing dan memajukan tata kelola perikanan berkelanjutan.
MEMPERHATIKAN Regional Plan of Action (RPOA) to Promote Responsible
Fishing Practices Including Combating IUU Fishing in the Region, the Coral Triangle Initiative on Coral Reefs, Fisheries and Food Security (CTl-CFF) untuk mengatasi ancaman mendesak yang dihadapi sumber daya pesisir dan laut dari salah satu daerah yang paling beragam secara biologis dan kaya secara ekologis di bumi, dan Declaration on Strategic Action Programme for Arafura and Timar Seas Ecosystem Action (A TSEA) untuk memastikan kerja sama lintas batas untuk pengelolaain terpadu, perlindungan dan keberlanjutan sumber kekayaan hayati di kawasa111 Laut Arafura dan Laut Timor.
MEMPERHATIKAN JUGA kerja sama yang ada, termasuk melalui RPOA
Monitoring, Control and Surveillance Sub-Regional Group (Laut Arafura dan Laut Timor) dan Australia-Indonesia Fisheries Surveillance Forum (AISF).
MERUJUK kepada Perjanjian antara Republik Indonesia dan Australia tentang
Kerangka Kerja Sama Keamanan yang ditandatangani di Lombok pada tanggal 13 November 2006.
Oleh karena itu, kami bermaksud untuk memperkuat kerja sama dalam:
1. Mendukung kegiatan-kegiatan terkoordinasi dan kerja sama untuk mencegah, menghalangi dan menghapuskan JUU Fishing berdasarkan langkah-langkah
dan cara-cara yang efektif pada tingkat nasional, reg ional dan internasional.
2. Meningkatkan upaya-upaya dan langkah-langkah untuk memajukan praktek penangkapan ikan yang bertanggungjawab dan untuk memerangi IUU Fishing melalui pertukaran informasi dan kegiatan-kegiatan pembangunan kapasitas sebagaimana ditetapkan pada RPOA to Promote Responsible Fishing Practices including IUU Fishing.

4. Mengeksplorasi
kemungkinan
inisiatif
bersama
secara
sukarela
dan
memperkuat kerja sama dengan Pemerintah dan organisasi internasional lainnya untuk memerangi /UU Fishing dan memajukan tata kelola perikanan berkelanjutan .

JOINT COMMUNIQUE
On Cooperation to Combat Illegal, Unreported and Unregulated (IUU) Fishing
and to Promote Sustainable Fisheries Governance We, the representatives of the Governments of the Republic of Indonesia and Australia,
RECOGNIZING the importance of combating IUU Fishing and promoting
sustainable fisheries governance and the high level of engagement and cooperation on fisheries matters at the operational level.
NOTING
the
responsibility of the aforementioned
countries to
conduct
sustainable fisheries governance including proper assessment of fish stocks and monitoring of the fishing fleet and its capacity in order to ensure that fishing efforts do not contribute to overfishing , and
undermine the
long-term
sustainability of fish stocks. ACKNOWLEDGING the Food and Agriculture Organization of the United Nations
(FAO) Agreement on Port State Measures to Prevent, Deter and Eliminate IUU Fishing (PSM Agreement), the FAO International Plan of Action (IPOA) to Prevent, Deter and Eliminate IUU Fishing, the FAO Code of Conduct for Responsible Fisheries (CCRF), the FAO Voluntary Guidelines for Flag State Performance, the United Nations Agreement re lating to the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks (UNFSA) and the effort made by Regional Fisheries Management Organizations (RFMOs) also other international organizations to adopt binding measures designed to combat IUU Fishing and promote sustainable fisheries governance.
TAKING INTO ACCOUNT the Regional Plan of Action (RPOA) to Promote
Responsible Fishing Practices Including Combating IUU Fishing in the Region, the Coral Triangle Initiative on Coral Reefs, Fisheries and Food Security (CTlCFF) to address the urgent threats facing the coastal and marine resources of one of the most biologically diverse and ecologically rich regions on earth and the Declaration on Strategic Action Programme for Arafura and Timor Seas Ecosystem Action (ATSEA) to ensure transboundary cooperation for the integrated management, protection and sustainability of the living resources of the Arafura and Timor Seas region .
TAKING ALSO INTO ACCOUNT existing cooperation, including through the
RPOA Monitoring, Control and Surveillance Sub-Regional Group (Arafura and Timor Seas) and Australia-Indonesia Fisheries Surveillance Forum (AISF).
REFERRING TO the Agreement between the Republic of Indonesia and
Australia on the Framework for Security Cooperation, signed in Lombok on 13 November 2006. Therefore, we intend to strengthen cooperation in:
1. Supporting cooperative and coordinated activities to prevent, deter and eliminate IUU Fishing
based on the existing
national, regional and
international effective tools and measures. 2. Enhancing effort and measures to promote responsible fishing practices and to combat IUU Fishing through information sharing and capacity building activities as set out by the RPOA to Promote Responsible Fishing Practices Including Combating IUU Fishing.
3. Exercising the precautionary approach in sustainable fisheries governance.
4. Exploring possible voluntary joint initiatives and strengthening cooperation with other Governments and international organizations to combat IUU Fishing and to promote sustainable fisheries governance.
