ABSTRAK Tujuan dari penelitian ini adalah untuk membuat suatu model Master Production Schedule (MPS) berdasarkan pertimbangan kebijakan perusahaan, kapasitas produksi dan supply yang diterima. Serta keefektifan metode peramalan yang digunakan perusahaan dalam meramalkan permintaan dan kapasitas produksi perusahaan. Selain itu juga untuk membuat sistem informasi yang dapat mendukung perusahaan dalam membuat MPS dikarenakan perusahaan masih melakukannya secara manual. Sehingga terjadinya kesalahan pada saat membuat MPS dapat dikurangkan. Untuk hal ini, metode yang digunakan adalah metode time series, Mean Square Error (MSE), Mean Absolute Percentage Error (MAPE), perhitungan kapasitas produksi, MPS, dan pendesainan sistem informasi. Berdasarkan pengolahan dan analisa data yang dilakukan, didapatkan metode winter dengan periode 2 sebagai metode terbaik dan kapasitas produksi perusahaan sudah efektif. Serta sebuah MPS yang telah mengintegrasikan kebijakan, kapasitas produksi dan supply perusahaan. Pada akhirnya, berdasarkan hal tersebut didapatkan pula sebuah sistem informasi untuk mendukung dan mengurangi kesalahan dalam pembuatan MPS.

Pendahuluan PT.Goodyear Indonesia.Tbk merupakan perusahaan manufaktur yang memproduksi ban, dan merupakan salah satu distributor ban terbesar di Indonesia yang tidak hanya menangani pangsa pasar dalam negeri tetapi luar negeri dengan mengekspor produknya. Penelitian ini akan berfokus pada bagian supply chain pada perusahaan yang mempunyai tugas mengatur supply, perencanaan produksi, dan pendistribusian produk. Selain itu menurut Stevenson (2009, p. 511) kegiatan lainnya yang terlibat dalam supply chain adalah peramalan, pembelian, dan penjadwalan produksi. Tetapi perlu diketahui bahwa supply yang diterima oleh perusahaan tidak berupa bahan baku, tetapi produk jadi. Hal ini terjadi karena beberapa faktor. Pertama, perusahaan tidak sanggup memenuhi permintaan sehingga melakukan outsourcing atau meminta pabrik yang berada di luar Indonesia untuk mengirimnya. Kedua, pabrik perusahaan di luar Indonesia memproduksi produk lebih dari permintaan sehingga didistribusikan ke cabang perusahaan lainnya. Ketiga, perusahaan tidak memiliki mesin untuk memproduksi produk yang diminta. Sehingga diperlukan informasi yang berkualitas dan benar untuk membantu dalam perencanaan produksi. (Gustavsson & Wanstrom, 2008, p.334) Diketahui pula, untuk masalah peramalan, perusahaan menggunakan metode tersendiri yang tidak memiliki nama. Namun tidak diketahui apakah metode peramalan perusahaan sudah efektif atau belum. Oleh sebab itu dilakukan perhitungan peramalan tersendiri untuk mengetahuinya dengan menggunakan metode time series. Menurut Baroto (2002, p.30) metode peramalan secara kuantitatif dengan menggunakan
waktu sebagai dasar peramalan. Metode ini dilakukan dengan membuat pola dari permintaan yang kemudian dianalisa untuk di cari polanya yang akan memudahkan menentukan metode peramalan apa saja yang harus digunakan berdasarkan polanya. Cara menentukan bentuk pola yang paling mudah adalah dengan menggunakan mata atau secara visual. (Yulianto,2006, p.22). Dimana setelah memilih dan melakukan perhitungan dengan metode peramalan yang didapat akan dilakukan perhitungan akurasi dari peramalan atau error. Berdasarkan Nasution (2003, p.35), terdapat empat ukuran yang dapat digunakan. Tetapi dalam penelitian ini, perhitungan akurasi yang akan dipakai adalah Mean Square Error (MSE) dan Mean Absolute Percentage Error (MAPE). Untuk nantinya digunakan untuk memilih metode peramalan terbaik berdasarkan tingkat akurasinya. Dari metode yang dipilih, kemudian dilakukan perbandingan dengan MSE dan MAPE metode perusahaan untuk melihat metode mana yang lebih baik. Selain itu juga, berdasarkan perhitungan akurasi, dapat diketahui apakah metode peramalan setiap kategori produk berbeda atau tidak. Hal ini untuk melihat apakah diperlukan metode peramalan yang berbeda untuk setiap kategori produk. Untuk mengukur efficiency dan utilization kapasitas produksi perusahaan, agar mengetahui apakah sudah baik atau belum diperlukan design capacity yang merupakan jumlah maksimum dari kapasitas produksi, proses atau fasilitas dalam kondisi ideal dan effective capacity yang merupakan design capacity. Tetapi waktu kerja dan maintance tidak diperhitungkan didalamnya. ( Stevenson , 2009, p.188) Menurut Nasution (2003, p95) perencanaan produksi menyatakan ukuran agregat dan output manufaktur suatu perusahaan. Implementasi dari perencanaan produksi ini membutuhkan suatu pendisagregasian perencanaan produk agregat ke dalam perencaaan untuk masing-masing produk individual. Bentuk model dari MPS sendiri tidak ada patokan dimana setiap perusahaan memliki MPS yang berbeda dengan model MPS biasanya (Segersted,2006, p.3595). Pada akhirnya, akan dibuat sebuah sistem informasi untuk membantu bagian supply chain.
METODE PENELITIAN 1.
Pengumpulan Data
Sebelum memulai penelitian, akan dilakukan observasi dan wawancara dengan perusahaan. Hal ini dilakukan agar mendapatkan pandangan jelas mengenai proses bisnis dan kebijakan yang dimiliki oleh perusahaan. Kemudian akan dilanjutkan kepada pengumpulan data, dimana data yang dikumpulkan adalah produk, produksi aktual, inventori produk, supply, hari kerja, mesin, produksi aktual, peramalan dengan metode perusahaan, dan permintaan. Untuk data produk yang diambil adalah data keseluruhan permintaan dan dari dua katagori produk, yaitu consumer dan commercial bias yang kemudian dikatagorikan untuk pasar domestik dan export. Dari masing-masing kategori produk juga diambil dua produk, yaitu 165/80 R13 DURAPLUS 83T TL, 175/65R14 82H DURAPLUS, 10.00-20 HM G2020 16 TT, dan 7.00-15 HM XTRA GRIP 10 TT. Pada data permintaan keseluruhan serta kategori produk yang dibagi berdasarkan pasar domestik dan export, akan diambil data dari tahun 2009-2011 untuk data peramalan dan permintaan. Sedangkan untuk produk dari kategori consumer dan commercial bias akan diambil data permintaan tahun 2009-2012. Untuk produksi aktual akan diambil data permintaan keseluruhan pada tahun 2011.

Time Series Method
Metode time series adalah metode peramalan secara kuantitatif dengan menggunakan waktu sebagai dasar peramalan. Secara umum, permintaan pada masa yang akan datang dipengaruhi oleh waktu. Untuk membuat suatu peramalan diperlukan data historis (masa lalu) permintaan. Data inilah yang akan dianalisis dengan menggunakan parameter waktu sebagai dasar analisis. Dimana terbagi atas empat pola, trend, musiman, siklikal, dan random (Baroto, 2002, p.30). Dimana dalam pengidentifikasian pola datanya dapat dilakukan dengan cara visual atau dengan mata. (Yulianto,2006, p.22)

Moving Average
Menurut Nasution (2003, p.35), Moving average diperoleh dengan merata-rata permintaan berdasarkan beberapa data masa lalu yang terbaru. Berdasarkan Vincent Gaspersz (2008, p.87), persamaan MA adalah :

Weight Moving Average
Metode Weight Moving Average (Rata-rata Bergerak Terbobot), lebih respontif terhadap perubahan, karena data dari periode yang baru biasanya diberi bobot lebih besar (Gaspersz, 2001, p.92) dengan persamaan :

Ukuran Akurasi Hasil Peramalan
Berdasarkan Nasution (2003, p.35), ukuran hasil peramalan yang merupakan ukuran kesalahan peramalan merupakan ukuran tentang tingkat perbedaan antara hasil peramalan dengan permintaan yang sebenarnya terjadi.

Mean Square Error (MSE)
MSE dihitung dengan menjumlahkan kuadrat semua kesalahan peramalan pada setiap periode dan membaginya dengan jumlah periode peramalan. Secara matematis, MSE dirumuskan sebagai berikut :

Mean Absolute Percentage Error (MAPE)
MAPE merupakan ukuran kesalahan relatif. MAPE biasanya lebih berarti dibandingkan MAD karena MAPE menyatakan persentase kesalahan hasil peramalan terhadap permintaan aktual selama periode tertentu yang akan memberikan informasi persentase kesalahan terlalu tinggi atau rendah. Secara sistematis, MAPE dinyatakan sebagai berikut :

Capacity
Capacity atau kapasitas merupakan batas atas dari apa yang bisa dilakukan oleh unit operasi, dimana bisa mengacu pada jumlah produksi produk yang dapat dilakukan. Serta merupakan dasar dari keputusan yang harus diambil oleh perusahaan karena kritikal bagi perusahaan. Sebab mempunyai dampak pada kemampuan perusahaan untuk memenuhi permintaan yang akan datang. (Stevenson , 2009, p.187)

Master Production Schedule (MPS)
Menurut Nasution (2003, p95), perencanaan produksi menyatakan ukuran agregat dan output manufaktur suatu perusahaan. Implementasi dari perencanaan produksi ini membutuhkan suatu pendisagregasian perencanaan produk agregat ke dalam perencaaan untuk masing-masing produk individual. MPS merupakan pernyataan akhir mengenai “berapa” banyak item-item akhir yang harus diproduksi dan “kapan” harus diproduksi. Selain itu, MPS juga dapat mengevaluasi jadwal-jadwal alternative dalam
kebutuhan kapasitas, menyediakan input untuk sistem MRP dan membantu manajer produksi untuk menghasilkan prioritas-prioritas untuk penjadwalan produksi. Bentuk model dari MPS sendiri tidak ada patokan dimana setiap perusahaan memliki MPS yang berbeda dengan model MPS biasanya. Sistem Informasi
Sistem Informasi (SI) adalah suatu kombinasi yang terorganisir dari manusia, software, hardware, jaringan komunikasi dan sumber daya data yang mengumpulkan, mentransformasikan, serta menyebarkan informasi dalam sebuah organisasi (McLeod,2001,p.4). Unified Modeling Language merupakan sebuah standar model yang bentuk dan notasinya dikembangkan untuk mengembangkan object-oriented. Pada umumnya, pada penggambaran diagram, notasi yang digunakan untuk menunjukkan, menggambarkan model didefinisikan dengan UML. Dengan menggunakan UML para analis dan user mampu untuk mengerti berbagai variasi diagram yang digunakan untuk mengembangkan sistem proyek tersebut. (Satzinger et al., 2005, p.48) Menurut Marchewka (2010, p.364) tahap akhir dalam sebuah proyek adalah implementation atau implementasi hasil dari sistem yang telah selesai dibuat. Dimana untuk mengimplementasikan sistem baru tersebut dibutuhkan sebuah implementation plan. Dalam implementation plan terdapat tiga pendekatan yang dapat dilakukan. Direct cutover, merupakan implementation plan yang dilakukan dengan mengganti sistem lama dengan baru secara langsung. Parallel, merupakan implementation plan yang dilakukan secara perlahan, dimana sistem lama masih berjalan pada saat sistem baru diimplementasikan. Phased, merupakan implementation plan yang memiliki kesamaan dengan parallel tetapi dilakukan perbagian sistem.
HASIL DAN BAHASAN Pada pengolahan data untuk bagian teknik industri akan dimulai dari pembuatan pola untuk masing-masing kategori produk dan permintaan total dengan metode time series. Hal ini dilakukan untuk melihat pola data masing-masing kategori produk dan permintaan total. Untuk penentuan pola data, dilakukan dengan cara visual. Berdasarkan empat pola dalam metode time series akan diambil metode peramalan berdasarkan pola yang muncul. Dimana setiap masing-masing metode dilakukan perhitungan MSE dan MAPE untuk menentukan metode terbaik dan sekaligus melihat apakah diperlukan metode yang berbeda untuk masing-masing kategori produk. Selanjutnya akan dilakukan penghitungan MSE dan MAPE kembali, tetapi berdasarkan data peramalan metode perusahaan untuk kembali dibandingkan dengan metode peramalan yang didapat. Dari hasil perbandingan antara keduanya dapat diketahui metode mana yang lebih baik.

Berdasarkan Pola data permintaan terhadap PT. Goodyear untuk produknya dapat dilihat memiliki pola yang berulang setiap tahunnya. Selain itu pola yang sama dapat dilihat pada permintaan untuk pasar domestic dan export, serta untuk tipe produk consumer dan commercial bias. Maka berdasarkan analisa dan indentifikasi pola data secara visual, maka dapat diambil kesimpulan bahwa PT. Goodyear memiliki pola data musiman. Terdapat tiga jenis peramalan yang dapat digunakan yaitu, Moving Average, Weight Moving Average, dan Winter.

Berdasarkan hasil Mean Square Error (MSE) dan Mean Absolute Percentage Error (MAPE) akan dilakukan perbandingan antara setiap produk dan periode yang digunakan untuk mencari MSE dan MAPE terkecil. Dimana pada tabel 1 dapat dilihat bahwa winter memiliki MSE dan MAPE terkecil dibandingkan moving average dan weight moving average. Oleh sebab itu metode peramalan yang dipilih adalah metode winter dengan periode 2 dikarenakan memiliki nilai MSE dan MAPE terkecil dari periode lainnya. Berdasarkan tabel diatas dapat dilihat bahwa perbandingan untuk MSE dan MAPE terkecil. Metode peramalan winter memiliki MSE dan MAPE terkecil dibandingkan dengan metode perusahaan. Sehingga dapat disimpulkan bahwa metode peramalan winter N= 2 merupakan metode peramalan terbaik untuk perusahaan. Maka berdasarkan metode winter N=2 akan dilakukan perhitungan peramalan untuk produknya. Sebelum memulai pembuatan MPS, terlebih dahulu dilakukan perhitungan peramalan berdasarkan metode yang didapat sebelumnya. Dimana akan didapatkan hasil berupa peramalan untuk tahun 2012 per produk. Kemudian dilanjutkan dengan melakukan perhitungan kapasitas untuk mengukur efficiency dan utilazition kapasitas produksi perusahaan. Perhitungan ini dilakukan berdasarkan data mesin yang didapatkan yang dilanjutkan dengan perhitungan safety stock memakai metode perusahaan.

Berdasarkan hasil perhitungan yang ditunjukan pada tabel 4 mengenai hasil efficiency dan utilization untuk setiap bulan dari perusahaan. Dapat dilihat bahwa efficiency dan utilization per bulan untuk kapasitas perusahaan sudah baik. Terlebih lagi dapat dilihat bahwa rata-rata dari efficiency dan utilization adalah 90.3% dan 89.8% dimana merupakan suatu angka yang terbilang sudah baik. Hal ini disebabkan karena produk yang dihasilkan perusahaan merupakan ban yang tidak terlalu memiliki perbedaan antara tiap tipe produk ban. Berdasarkan data yang diberikan perusahaan serta hasil wawancara dan observasi yang dilakukan di perusahaan. Diketahui bahwa perusahaan memiliki beberapa kebijakan yang akan mempengaruhi MPS. Sehingga menuntut sebuah bentuk model MPS yang disesuaikan dengan kebijakan perusahaan Untuk perhitungan safety stock dengan metode perusahaan adalah dengan cara menjumlahkan periode permintaan yang kemudian dibagi jumlah periode dan dikali dengan 0.5. Model MPS yang dibuat berdasarkan MPS standar yang ada, tetapi memiliki perbedaan dengan adanya supply, customer order II, capacity dan difference. Customer order II didapatkan dari pengurangan customer order dengan supply dan difference didapatkan dari pengurangan capacity dengan master schedule. Bila terdapat kekurangan produksi pada penjadwalannya karena perbedaan permintaan dan kapasitas produksi maka akan dibiarkan. Sebab, hal tersebut memerlukan persetujuan manajemen tingkat atas dalam menentukan tindakan yang harus diambil. Meskipun demikian, berdasarkan wawancara diketahui bahwa kekurangan produksi tersebut dapat diantisipasi dengan supply dari pabrik PT. Goodyear di luar Indonesia atau dengan kebijakan lainnya yang dimiliki perusahaan.

Pada dasarnya, MPS untuk per produk hamper sama dengan MPS total. Tetapi memiliki perbedaan dimana pada MPS perproduk akan dilakukan perbandingan kapasitas produksi dengan menjumlahkan master schedule dari setiap produk berdasarkan kategori mesin. Bila terdapat kapasitas produksi tidak mencukupi maka akan dilakukan pertimbangan kembali berdasarkan kebijakan yang dimiliki perusahaan dan keputusan akhir pada manajemen tingkat atas. Selanjutnya akan memasuki sistem informasi, dimana dilakukan analisa dan desain atas sistem informasi baru yang akan dibuat. Hal yang diperlukan dalam analisa adalah analisa pada proses bisnis perusahaan dan kemudian pada bagian supply chain yang menjadi fokus dalam sistem informasi yang didesain. Dimana akan menghasilkan rich picture, activity diagram, use case, use case description event table, object, class diagram dan sequence diagram. Dengan demikian tahap analisa selesai dan dilanjutkan tahap desain yang mendesain user interface, sequence diagram untuk setiap use case, class diagram design, architecture, dan desain database. Berdasarkan desain yang dibuat akan dilanjutkan dengan melakukan pemograman untuk sistem informasi yang didesain.
Gambar 8 Activity Diagram Bagian Supply Chain Berdasarkan hasil observasi diketahui bahwa bagian supply chain yang menjadi fokus penelitian diketahui bahwa bagian supply chain memerlukan sebuah sistem yang mampu membantu meningkatkan proses kerja dan memperkecil tingkat kesalahan yang mungkin terjadi. Hal ini untuk menghemat waktu pengerjaan yang dilakukan bagian supply chain dalam membuat penjadwalan produksi dan meminimalisasikan kesalahan yang mungkin terjadi. Dimana untuk mendukung sistem ini, bahasa pemograman yang akan digunakan adalah VB.net untuk mendapatkan user interface yang user friendly dan untuk database akan menggunakan MySQL. Proses kegiatan bagian supply chain sendiri, dimulai pada saat bagian supply chain menerima data order/demand dari bagian sales. Kemudian bagian supply chain akan memeriksa produk yang masih tersedia pada warehouse. Setelah memastikan jumlah produk yang tersedia di warehouse, maka bagian supply chain akan menerbitkan order confirmation yang dikirim ke bagian finance. Bagian supply chain pun akan memeriksa kapasitas produksi bagian manufacturing, agar dapat mengetahui batas produksi yang dapat dilakukan. Selanjutnya bagian supply chain akan langsung membuat penjadwalan produksi berdasarkan kebijakan yang dimiliki perusahaan, dan menunggu order release dari bagian sales. Setelah order release diterima bagian supply chain akan langsung menerbitkan production order ke bagian manufacturing. Bagian manufacturing yang telah selesai memproduksi produk akan mengirimkan konfirmasi bahwa produk telah selesai dibuat. Bagian supply chain kemudian akan menerbitkan delivery order untuk produk yang telah selesai dibuat ke warehouse yang kemudian akan dikirim ke customer.

Setelah sistem informasi yang didesain selesai dibuat akan dilanjutkan pengujian untuk memastikan sistem berjalan dengan baik. Pada tahap akhirnya akan dilakukan pengimplementasian terhadap sistem informasi yang dibuat ke dalam sistem perusahaan. Dimana akan dilakukan analisa pemilihan metode pengimplementasian yang akan disarankan kepada perusahaan serta time line dari proses implementasi.
SIMPULAN DAN SARAN 1. Simpulan •
Metode peramalan yang lebih baik mendukung perusahaan adalah metode peramalan winter dengan N=2 dikarenakan mendapatkan nilai tingkat error terkecil dari metode lainnya. Serta setelah dibandingkan dengan metode peramalan perusahaan, metode winter N=2masih tetap memiliki nilai error terkecil.

Perusahan tidak memerlukan metode peramalan berbeda karena berdasarkan hasil nila error untuk setiap kategori produk, metode winter N=2memiliki nilai error terendah dibandingkan metode lainnya yang dilakukan sama dengan winter N=2.
•
Berdasarkan hasil perhitungan efficiency dan utilization dimana didapatkan hasil 90.3% dan 89.8% membuat kapasitas produksi pada perusahaan sudah optimal.

Model MPS yang disarankan dengan bentuk seperti pada tabel 5 dan 6 untuk permintaan total dan per produk:

Sistem informasi yang dibutuhkan perusahaan adalah sistem informasi yang dapat membantu perusahaan dalam membuat penjadwalan dan membandingkannya dengan kapasitas produksi perusahaan.

Perusahaan sebaiknya memperbarui metode-metode yang digunakan dalam perusahan agar menjadi lebih optimal.

Preliminary PT.Goodyear Indonesia.Tbk is a manufacturing company that manufactures tires, and one of the largest tire distributors in Indonesia that are not only dealing with the domestic market but export their products overseas. The research will focus on the supply chain in company that has the task to manage the supply, production planning, and product distribution. Also according to Stevenson (2009, p. 511) other activities that are involved in the supply chain are forecasting, purchasing, and production scheduling. Nevertheless, keep in mind that the supply received by the company is not in the form of raw materials, but finished product. This happens due to several factors. First, the company is unable to meet the demand that outsource or ask factory outside Indonesia to send it. Secondly, companies outside Indonesia factory produce more than the demand so they distributed it to another subsidiary. Third, companies do not have the machinery to produce the requested product. So that the necessary and correct quality information to assist in production planning. (Gustavsson & Wanstrom, 2008, p.334) Note also, for the forecasting problem, the company uses its own methods that do not have a name. However, it is unknown whether the company forecasting methods have been effective or not. Therefore conducted own forecasting calculations to find it out by using the method of time series. According Baroto (2002, p.30) in quantitative forecasting method using time as a basis for forecasting. This method is done by creating a pattern of demand, which then analyzed for the search pattern that will make it easier to determine what forecasting methods should be used based on the pattern. How to determine the most convenient form of the pattern is to use the eye or visual. (Yulianto, 2006, p.22). After selecting and performing calculations obtained by the method of forecasting accuracy of the calculations or forecasting error will perform. Based on Ross (2003, p.35), there are four measures that can be used. Nevertheless, in this study, the accuracy of the calculation used is the Mean Square Error (MSE) and Mean Absolute Percentage Error (MAPE). To later, used to select the best forecasting method based on the level of accuracy. Of the method chosen, then do the comparison with the MSE and MAPE method companies to see which method is better. In addition, based on the calculation accuracy, it is known
whether the method of forecasting each different product category or not. It is necessary to see whether the different forecasting methods for each product category. To measure company production capacity efficiency and utilization, in order to know whether is good or not necessary that design capacity is the maximum amount of production capacity, process or facility in ideal conditions and the effective capacity of the design capacity. However, the working time and maintenance not counted in it. (Stevenson, 2009, p.188) According to Ross (2003, p95) stated the size of the aggregate production planning and manufacturing output of a company. Implementation of production planning requires an aggregate product planning disaggregation into the planning is for each individual product. Form a model of MPS itself there are no standards as in each firm possess different MPS model usually (Segersted, 2006, p.3595). In the end, an information system to assist the supply chain will be build.
METHODS 1.
Data Collection
Before start the research, observation and interviews will conducted to the company. This is done in order to get a clear view of business processes and policies that are owned by the company. Will then proceed to the collection of data, where data collected is the product, the actual production, product inventory, supply, labor day, the engine, the actual production, forecasting the company's methods, and demand. For product data is the data captured and the overall demand of the two categories of products, the consumer and commercial bias are then categorized for domestic and export markets. Of each product category is also taken two products, namely 165/80 R13 83T TL DURAPLUS, 175/65R14 82H DURAPLUS, HM G2020 10.00-20 16 TT, and HM XTRA GRIP 7.00-15 TT 10. Data on overall demand and product categories are divided between domestic and export markets, will take the data from the years 2009-2011 the data for forecasting and demand. As for the products of the category of consumer and commercial bias the data request will be taken in 2009-2012. For the actual production will take overall demand data in 2011.

Time Series Method
Time series method is a forecast method of quantitative using time as the base of the forecast. In general, demand for the future will be influenced by time. To make a forecast, a data demand from the past is needed. This data will be analysis-using time as the parameter and the base. There are four pattern, trend, seasonal, siklikal and random (Baroto, 2002, p.30). The identification of the data pattern can be used with visual. (Yulianto,2006, p.22)

The size of the Forecasting Accuracy
Based on Nasution (2003, p.35), the size of the forecasting results which is a measure of forecasting error is a measure of the degree of difference between the results of forecasting and actual demand happening. 3.1
Mean Square Error (MSE)
MSE is calculated by summing the squares of all errors of forecasting at each period and dividing by the number of the forecast period. Mathematically, the MSE is defined as follows:

MAPE is a measure of the relative error. MAPE is usually more significant than MAD because MAPE stated percentage forecast error of the actual demand over a given period that will provide the error percentage is too high or low. Systematically, MAPE is expressed as follows:

Capacity
Capacity is an upper limit of what can be done by the operating unit, which could refer to the production of products that can be done. In addition, is the basis of decisions to be taken by the company as critical to the company. Because having an impact on the company's ability to meet the demand that will come. (Stevenson, 2009, p.187)

Master Production Schedule (MPS)
According to Nasution (2003, p95), production plan stating the size of the aggregate and manufacturing output of a company. MPS is the final statement about the "how" a lot of end items to be produced and "when" should be produced. In addition, the MPS can also evaluate alternative schedules in capacity requirements, providing input to the MRP system and helps the production manager to generate priorities for production scheduling. Information Systems
System Information (SI) is an organized combination of people, software, hardware, communication networks and data resources that collect, transform, and disseminate information within an organization (McLeod, 2001, p.4). Unified Modeling Language is a standard model of the form and notation developed for developing object-oriented. In general, the depiction of the diagram, the notation used for the show, describing the model is defined by using UML. Using UML analysts and users are able to understand a variety of diagrams that are used for system development project. (Satzinger et al., 2005, p.48) According to Marchewka (2010, p.364) in a final stage of implementation or the implementation of the project is the result of a system that has been created. Where to implement the new system needed an implementation plan. In the implementation plan there are three approaches that can be done. Direct cutover, an implementation plan that is done by replacing the old with the new system directly. Parallel, an implementation plan that is done slowly, with the old system is still running at the time of the new system is implemented. Phased, is a implementation plan which has similarities with the parallel but partially done system.
Data processing In the data processing techniques to the industry will start from the manufacture of patterns for each product category and the total demand by the method of time series. This is done to look at the data pattern of each product category and the total demand. To determine the pattern of data, performed by visual means. Based on the four patterns in the methods of time series forecasting methods will be taken based on the patterns that emerge. Wherein each respective calculation methods MSE and MAPE to determine the best method and also to see whether the different methods are needed for each product category. Then there will be another calculation of MSE and MAPE, but based on the company forecasting method data to compared with the obtained forecasting methods. From the results of the comparison between the two can be determined which method is better.

Goodyear to its products can be seen to have a repeating pattern every year. In addition, the same pattern can be seen on the demand for domestic and export markets, as well as to the product type consumer and commercial bias. Then based on the analysis and identification of data patterns visually, it can be concluded that the PT. Goodyear has a seasonal pattern data. There are three types of prediction that can be used, namely, Moving Average, Moving Average Weight, and Winter. Based on the Mean Square Error (MSE) and Mean Absolute Percentage Error (MAPE) will do a comparison between each product and period used to find the smallest MSE and MAPE. Where in Table 1 can be seen that winter has the smallest MSE and MAPE than the moving average and the weight moving average. Therefore, the chosen method is a winter method of forecasting by a period of 2 due to having the smallest value of MSE and MAPE than other periods.

Based on the above table it can be seen that the ratio for the smallest MSE and MAPE. Winter methods of forecasting have the smallest MSE and MAPE in comparison to the company. So it can be concluded that the method of forecasting winter N = 2 is the best forecasting method for the company. Then based on the method of winter N = 2 will do the calculations for product forecasting. Before starting the manufacture MPS, first performed the calculation method of forecasting based on previously acquired. Where will get the results of forecasting for the year 2012 per product. Then proceed by performing capacity calculations to measure the efficiency and utilization production capacity. Based on calculations shown in the table 4 about the efficiency and utilization for each month of the company. Can be seen that the efficiency and capacity utilization per month for the company was good. Moreover, it can be seen that the average of the efficiency and utilization was 90.3% and 89.8% which is a figure which is fairly good. This is because the resulting product is a tire company that not too many differences between each type of tire product. Based on data provided by the company as well as interviews and observations conducted at the company. It is known that the company has several policies that will affect the MPS. So requires a form of MPS models that are tailored to the company's policy for safety stock calculation method by adding the company is a demand period and then divided by the number of periods multiplied by 0.5.

Basically, the MPS for a product nearly equal MPS total. However, has the distinction of where the MPS per product comparison will be done by adding up the capacity of master production schedule of each product based on the category of machine. If there is insufficient production capacity there will be reconsidered based on the company's policy and the final decision on top-level management. Furthermore, we will enter the information system, which performed the analysis and design of the new information system will be made. This is necessary in the analysis is the analysis on the company's business processes and then on the supply chain are the focus in the information system is designed. Which will produce a rich picture, activity diagrams, use case, use case description table event, object, class diagrams and sequence diagrams. Thus the analysis phase is complete and continue the design phase of designing the user interface, sequence diagram for each use case, class diagram design , architecture, and database design. Based on the designs will continue to do the programming for the design of information systems.

Based on observations in mind that the supply chain are the focus of research known that the supply chain requires a system that can help improve work processes and reduce the level of error that may occur. This saves processing time which made the supply chain in making production scheduling and minimize errors that may occur. Where to support this system, programming language will be used VB.net to get the user interface is user friendly and to be using MySQL database. Process of the supply chain itself, beginning at the time of the supply chain receives the data order / demand from the sales. Later sections will examine the supply chain of products that are still available at the warehouse. After ascertaining the amount of products available in the warehouse, then the supply chain will publish an order confirmation is sent to the finance section. Parts supply chain will also examine the capacity of the manufacturing production, in order to know the limits of production that can be done. Furthermore the supply chain will directly create production scheduling based on the company's policy, and wait for release from the sales order. After the release order is received by the supply chain will immediately issue orders to the manufacturing production. Parts manufacturing to produce the finished product will send a confirmation that products has been completed. Parts supply chain will then be issued a delivery order for a product that has been made to the warehouse which will then be sent to the customer.

At the end stage of implementation will be made to information systems that are made into the enterprise system. Better forecasting methods to support the company is forecasting winter methods with N = 2 due to get the smallest error rate than other methods. And after a comparison with the company forecasting methods, methods of winter N = 2 still has the smallest error.

The company does not require different forecasting method because based on the indigo error for each category of products, methods of winter N = 2memiliki lowest error value compare other methods that do the same with winter N = 2.

Based on the calculation of efficiency and utilization where the results obtained 90.3% and 89.8% made the production capacity at its optimal.

MPS models suggested by the form shown in tables 5 and 6 to demand total and per product:

Information systems the company needed is an information system that can assist companies in creating a scheduling and compare it with the company's production capacity.

Selain itu, masalah yang dikemukan dalam tugas akhir ini berdasarkan atas hasil survei dan inisitaif diri sendiri pada perusahaan tempat melakukan survei untuk tugas akhir ini. Adapun hal-hal lain yang dipelajari di luar matakuliah yang dipelajari untuk
menyelesaikan tugas akhir ini adalah teknik cara penulisan penelitian, kondisi nyata pada lingkungan perusahaan, SAP, dan bagaimana perusahaan mengimplemasikan metodemetode teknik industri dalam proses bisnisnya.
Aplikasi : Aplikasi yang dibuat digunakan untuk membantu perusahaan dalam membuat penjadawalan produksi. Sehingga perusahaan tidak harus membuat penjadwalan produksi secara manual, dimana akan mempersingkat waktu yang dibutuhkan untuk membuatnya. Adapun matakuliah yang terkait dengan pembuatan aplikasi ini adalah konsep sistem informasi, pengatar teknologi informasi, informasi dan proses bisnis, pengembangan sistem informasi, pengantar sistem industri, riset operasi, analisa dan perancangan sistem informasi, perencanaan dan pengendalian produksi, manajemen proyek, testing dan implementasi. Selain itu pula diperlukan keterampilan lain di luar matakuliah adalah SQL dan VB. Net untuk membuat database dan pemograman aplikasi ini. Keisitimewaan dalam aplikasi ini adalah dapat digunakan untuk semua system interface. Dalam menggunakan aplikasi ini, terlebih dahulu user harus meng-upload data yang dibutuhkan sebelumnya. Bila data telah di upload maka user
sudah dapat
mengunakan aplikasi ini yang dimulai dari penghitungan penjadwalan produksi, kapasitas produksi dan perbandingan keduanya.Untuk tampilan user interface dapat dilihat pada gambar dibawah ini:
