Indonesian Profile
Indonesian Profile
❖ Indonesia’s archipelago with its diverse social, economic, and natural resource realities requires differentiated sub-national development models. ❖ Policy instruments that recognise local land use dynamics, bio-physical and socio-economic characteristics (e.g. infrastructure, access to technical assistance). ❖ Strengthening the role of bottom up inputs into development planning will be key to achieving this. ACHIEVING WATER, ENERGY AND FOOD SECURITY IN INDONESIA (Bellfield H, Sabogal D, Pareira J, Gangga A and Leggett M, 2017)
Issues and challenges related to WEF
❖ Resource use trade-offs between different sectors could undermine water, energy, and food security targets. ❖ Competition for finite land and water resources could undermine ambitious production targets and lead to further deforestation with impacts on emissions targets and the resilience of critical ecosystem services.
Opportunities exist to improve synergies between different sectors' targets through multilevel planning processes. The policy coherence : • Synergies between different sector targets, including the prioritization of degraded land for agricultural expansion, • Increases in agricultural productivity, and investment in forest conservation as ‘natural’ infrastructure • Improving downstream water supply for agriculture and energy production, • Generating co-benefits such as emissions reductions, biodiversity and forest-based employment and livelihoods.
Research policy & its implementation • Indonesia’s land use planning instruments provide a good framework that can be drawn upon to improve the coherence of development plans across sectors and scales. • However, the lack of reliable data hampers its effectiveness in managing resource trade-offs. • Strategic environmental assessment (SEA) may guide the land use planning process and mitigate unexpected development impact to the environment, as well as integrate climate issues into development planning, • Urgently requires a stronger evidence base and in-depth analysis of likely resource demands across sectors and resource capacity.

Objectives Specific Targets • Improving water security for people Improve access to drinking water andsanitation to 100% in 2019 • Maintain and recover watersheds and ecosystems Rehabilitate 5.5 million ha of critical land in forest management units by 2019 • Develop 40 million ha of community forests by 2019 • Restore 30 priority watersheds Improve water supply for urban and productive sectors • Build 30 reservoirs Enhance and develop irrigation network by 1.1 million ha. • Rehabilitate 3 million ha of damaged irrigation networks • Reduce impacts from water risks Reduce flood frequency to less than 286 events • Water and soil management of 33 urban water catchment areas by 2019 • Improve water resource management Establish water resource information network
The state of Indonesia's renewable energy ➢renewable energy target to 23 percent by 2025 Some of the obstacles the renewable energy sector in Indonesia • The high initial costs due to imported technology and operations/maintenance costs and financing institutions consider renewable energy investment to be high risk so loan interest rates are high • Lengthy investment permit process, land availability issues due to the conflicting status of land use, and lack of a reliable data system on renewable energy potential resources and feasible projects so very common it leads to cost overrun.
policies needed to spur the development of the renewable energy sector in Indonesia a) Ensuring clean and clear land for renewable energy development.
b) Issue attractive tariff regulations for purchasing of renewable energybased power generation by the State-owned Electricity Company (PLN) and for non-commercial micro and mini scale of RE to attract private investment. c) Establish innovative renewable energy financing mechanisms that involve concessional, mixed grant-loan mechanisms to reducef inancing risks. d) Streamline the permit process for renewableenergy investment. e) Speed up the procurement process for renewable energy developers by applying direct contracting. f) Provide incentives for local renewable energy technology manufacturers and R&D institutions to lower technology costs in the future. g) Build capacity and certification of renewable energy development, operations and maintenance service providers to ensure the quality of project feasibility and sustainability. h) Build reliable data and information systems on the potential of renewable energy resources and feasible projects. ( Verania Andria, Programme Manager on Renewable Energy initiatives)
Alternative & Solution • Accelerate efforts to implement the One Map Initiative nationally, expand its scope sub-nationally and support the Central Bureau of Statistics to become a source of reliable and consistent data across government ministries and agencies. • Reliable datasets and standardised information flows will be paramount in elaborating coherent and evidencebased development objectives across different land based sectors that balance competing demands on resources. • Prioritize the use of strategic environmental assessment (SEA) within spatial planning to support more robust analysis of land use trade-offs. • Strengthen existing accountability mechanisms, including building the capacity of parliament to effectively review proposed development plans and budgets. Improved information flows should go hand in hand with efforts to address transparency and accountability which currently remain low among both public and private sector actors.
