Abstrak Perubahan zaman yang semakin maju membuat kondisi ekonomi menunjukkan perubahan dari tahun ke tahun, persaingan dalam bisnispun semakin meningkat. Perusahaan harus memiliki kinerja yang bagus untuk dapat bertahan dalam dunia bisnis. Untuk itu diperlukan penganggaran biaya produksi yang sesuai, yang dapat membantu perusahaan mengidentifikasi sumber daya dan komitmen yang dibutuhkan untuk memenuhi tujuan organisasi selama periode yang dianggarkan. Dalam penelitian ini PT Polychem Indonesia Tbk harus memiliki penganggaran biaya produksi yang efisien yang sesuai dengan kapasitas perusahaannya. Dengan adanya penganggaran biaya produksi yang efisien, maka perusahaan dapat meningkatkan kinerjanya dan juga meningkatkan persaingan dengan pesaing lainnya. Tujuan dalam penelitian ini adalah mengetahui anggaran biaya produksi yang sesuai dengan kapasitas produksi perusahaan. Metode dalam penelitian ini menggunakan linear programming. Dan data diperoleh dari survey yang dilakukan di PT Polychem Indonesia Tbk. Dari hasil penelitian yang dilakukan, diperoleh bahwa perusahaan mengalami kesulitan menentukan anggaran biaya produksi yang sesuai dengan kapasitas produksi perusahaan. Dimana bahan baku poly, tenaga kerja dan overhead yang menentukan besarnya biaya produksi yang dikeluarkan oleh perusahaan. 1. PENDAHULUAN Peningkatan sisi ekonomi mikro dapat ditinjau dari perkembangan industri yang ada di Indonesia. Salah satu industri manufaktur di Indonesia yang memproduksi poliester adalah PT Polychem Indonesia Tbk. PT Polychem Indonesia Tbk merupakan produsen serat sintesis yang berlokasi di daerah Karawang Jawa Barat. Perusahaan ini telah berdiri sejak tahun 1978 dan telah menjadi perusahaan poliester terbesar di Indonesia. Saat ini perusahaan khususnya divisi poliester melakukan produksi empat jenis produk yaitu POY, CHIPS, PSF dan DTY. Perusahaan optimis untuk dapat mempertahankan dan bahkan meningkatkan kinerja operasional sesuai dengan kondisi lebih baik dalam kinerja keuangan. Jika perusahaan tidak mencermati dengan baik kinerja keuangan perusahaan, perusahaan akan mengalami kerugian akibat kinerja operasional yang kurang baik. Oleh karena itu perlu bagi perusahaan untuk terus menganalisis kinerja opreasional perusahaan untuk
mengetahui faktor yang dapat
meningkatkan kinerja keuangan perusahaan. Faktor yang dapat mempengaruhi keuangan perusahaan misalnya biaya produksi yang dibuat seminimal mungkin. Biaya produksi dipengaruhi oleh biaya bahan baku sebesar 60% dan biaya korektif sebesar 40% yang terdiri dari energi, tenaga kerja, kemasan dan spare part. Berdasarkan permasalahan penganggaran biaya produksi poliester yang terjadi di PT Polychem Indonesia Tbk, saat ini perusahaan ingin menetapkan anggaran yang efisien untuk proses produksi poliester. Maka dari itu dilakukan penelitian yang berjudul “Minimalisasi Biaya Produksi Poliester dengan Metode Linear Programming Studi: PT Polychem Indonesia Tbk”.
2. KAJIAN TEORI, KERANGKA PEMIKIRAN Analisis Biaya Produksi Menurut Garrison, Nooren, Brewer (2006:51) kebanyakan perusahaan manufaktur membagi biaya produksi ke dalam tiga kategori besar yaitu: bahan baku langsung (direct material), tenaga kerja langsung (direct labor), dan biaya overhead pabrik (manufacturing overhead). Berdasarkan defenisi di atas, dapat disimpulkan bahwa biaya produksi merupakan jumlah biaya yang diperlukan untuk mengolah bahan baku menjadi bahan jadi. Dari uraian di atas juga dapat di ketahui bahwa unsur-unsur biaya produksi terdiri dari: a. Bahan baku langsung (direct material) Bahan baku langsung (direct labor) adalah bahan baku yang menjadi bagian tak terpisahkan dari produk jadi, dan dapat ditelusuri pada barang atau jasa yang dihasilkan. Biaya dari bahan-bahan ini dapat langsung dikenakan pada produk karena pengamatan fisik dapat digunakan untuk mengukur jumlah yang dikomsumsi untuk tiap produk. Misalnya, baja pada mobil, kayu pada perabotan, alkohol pada cologne, dan denim pada jeans. b. Tenaga kerja langsung (direct labor) Tenaga kerja langsung (direct labor) adalah tenaga kerja yang dapat ditelusuri pada barang atau pelayanan yang dihasilkan. Karyawan yang mengubah bahan baku menjadi produk atau yang menyediakan jasa pelayanan pada pelanggan diklasifikasikan sebagai tenaga kerja langsung. Sebagai contoh pekerja lini perakitan Chrysler, seorang juru masak pada rumah makan, perawat dokter bedah yang mengikuti operasi pembukaan hati, dan pilot untuk Delta Airlines. c. Overhead pabrik (manufacturing overhead).
Overhead pabrik (manufacturing overhead) adalah semua biaya produksi selain dari bahan langsung atau tenaga kerja langsung dikumpulkan menjadi satu kategori disebut overhead. Pada perusahaan produksi, overhead juga dikenal sebagai beban pabrik atau overhead produksi. Contohnya mencakup penyusutan bangunan dan peralatan, pemeliharaan, pasokan, pengawasan, penanganan bahan baku, listrik, pajak properti, pertanian, pertamanan halaman pabrik. Perlengkapan biasanya adalah bahan baku yang diperlukan untuk menyediakan jasa. Detergen mesin cuci pada rumah makan cepat saji dan oli pada peralatan produksi adalah contoh dari perlengkapan. Pengertian dan Persyaratan Sebuah Linear Programming Siswanto (2006:38) menyatakan bahwa LP adalah salah satu model OP yang menggunakan teknik optimisasi matematika di mana seluruh fungsi harus berupa fungsi matematika linear. Sedangkan, menurut Jay Heizer dan Barry Render (2006:588) LP adalah suatu teknik matematik yang didesain untuk membantu para manajer operasi dalam merencanakan dan membuat keputusan yang diperlukan untuk mengalokasikan sumber daya. Persyaratan Sebuah Linear Programming Semua persoalan LP mempunyai empat sifat umum: 1. Persoalan LP bertujuan untuk memaksimalkan atau meminimalkan kuantitas (pada umumnya berupa laba atau biaya). Sifat umum ini disebut fungsi tujuan dari suatu persoalan LP. Tujuan utama suatu perusahaan pada umumnya untuk memaksimalkan laba jangka panjang. Dalam kasus lain seperti sistem distribusi penerbangan atau angkutan, pada umumnya bertujuan untuk meminimalkan biaya.
2. Adanya batasan atau kendala, yang membatasi tingkat sampai di mana sasaran dapat dicapai. Sebagai contoh, keputusan untuk memproduksi berapa banyak unit dari tiap produk dalam satu lini produk perusahaan, dibatasi oleh tenaga kerja dan permesinan tersedia. Oleh karena itu, untuk memaksimalkan atau meminimalkan suatu kuantitas (fungsi dan tujuan) bergantung kepada sumber daya yang jumlahnya terbatas (batasan). 3. Harus ada beberapa alternatif tindakan yang dapat diambil. Sebagai contoh, jika suatu perusahaan menghasilkan tiga produk berbeda, manajeman dapat menggunakan LP untuk memutuskan bagaimana cara mengalokasikan sumber dayanya yang terbatas (tenaga kerja, permesinan, dan seterusnya). Jika tidak ada alternatif yang dapat diambil maka LP tidak dibutuhkan. 4. Tujuan dan batasan dalam permasalahan LP harus dinyatakan dalam hubungan dengan pertidaksamaan atau persamaan linear.
3. METODE PENELITIAN ¾ Metode Analisis Fungsi tujuan dan batsan dalam permasalahan LP dibuat dalam bentuk persamaan atau pertidaksamaan linear. Langkah-langkah dalam membuat formulasi LP: 1. Mengidentifikasikan dan menotasikan variabel dalam fungsi dan kendala 2. Memformulasikan fungsi tujuan: Meminimalkan c1x1 + c2x2 3. Memformulasikan fungsi batasan a11x1 + a12x2 ≥ b1 a21x1 + a22x2 ≥ b2 a31x1 + a32x2 ≥ b3
Dimana: cj = biaya produksi per unit untuk setiap xj xj = variabel keputusan ke-j aji = kebutuhan sumberdaya i untuk setiap xj bi = jumlah sumberdaya i yang tersedia j = banyaknya variabel keputusan (1, 2, …, j) i = banyaknya macam sumberdaya yang digunakan (1, 2, …, i)
¾ Teknik Pengambilan Sampel Teknik penentuan sampel yang digunakan adalah Purposive Sampling dimana penelitian ini tidak dilakukan pada seluruh populasi, tapi terfokus pada terget. Menurut Uma Sekaran (2006:136) Purposive Sampling merupakan teknik pengambilan sampel dimana pengambilan sampel dalam hal ini terbatas pada jenis orang tertentu yang dapat memberikan informasi yang diinginkan, entah karena mereka adalah satu-satunya yang memilikinya, atau memenuhi beberapa kriteria yang ditentukan peneliti.
4. PEMBAHASAN Setelah melakukan formulasi terhadap fungsi tujuan
dan fungsi kendala untuk
memecahkan permasalahan biaya produksi pada PT Polychem Indonesia Tbk, langkah selanjutnya adalah menentukan jumlah produksi poliester dan biaya produksi poliester yang optimal. Dengan cara menggabungkan fungsi tujuan dan fungsi kendala, maka bentuk dari model Linear Programming untuk menentukan jumlah produksi poliester dan biaya produksi poliester yang optimal adalah:

produksi poliester yang terdiri dari jenis POY, PSF dan CHIP. Metode optimasi yang digunakan untuk menyelesaikan permasalahan tesebut adalah metode linear programming. Penyelesaian model matematis linear programming ini diselesaikan dengan menggunakan bantuan software QM for Windows.
5. KESIMPULAN Kesimpulan yang didapat setelah dilakukan pengumpulan, pengolahan, dan analisis data adalah:
1) Perusahaan menetapkan anggaran produksi melalui beberapa tahapan, yaitu: menetapkan tujuan maupun serangkaian tujuan, merumuskan keadaan saat ini, mengidentifikasi segala kemudahan dan hambatan, serta mengembangkan rencana atau serangkaian kegiatan untuk mencapai tujuan. 2) Hasil yangdiperoleh biaya produksi poliester jenis POY, PSF dan CHIP yang optimal atau yang seharusnya dikeluarkan oleh PT Polychem Indonesia Tbk sebesar Rp 42,201,590,000 setiap harinya dengan jumlah produksi yang optimal per hari sebesar 16.9045 ton untuk POY, 24.2878 ton untuk PSF dan 53.4576 ton untuk CHIP. 3) Dari output ranging diperoleh range atau batasan toleransi nilai RHS untuk setiap jenis poliester yang diperoleh sebesar Rp 140,990,000 ≤ X1 ≤ Rp 143,160,000; Rp 129,060,000 ≤ X2 ≤ Rp 130,210,000; Rp 624,120,000 ≤ X3 ≤ Rp 695,850,000. Sedangkan untuk biaya produksi per hari diperoleh range biaya bahan baku antara Rp 6,3899,060,000 sampai dengan maksimal Rp 136,838,900,000 sedangkan untuk biaya tenaga kerja antara Rp 16,610,000 sampai dengan maksimal Rp. 27,120,000 dan untuk biaya overhead minimal Rp. 79,970,000 sampai dengan Rp 134,300,000.

Abstract Changes in the increasingly advanced age makes economic conditions show changes from year to year, increasing competition in bisnispun. The company should have a good performance in order to survive in the business world. It required the appropriate budgetary cost of production, which can help companies identify the resources and commitment necessary to meet the goals of the organization during the budgeted period. In this study PT Polychem Indonesia Tbk must have a budgetary cost efficient production according to the capacity of the company. Given the budgetary cost of efficient production, the company can improve its performance and also increase competition with other competitors. The purpose of this study was to determine the budgetary cost of production according to the company's production capacity. The method in this study using linear programming. And the data obtained from surveys conducted in PT Polychem Indonesia Tbk. From the results of research conducted, it was found that the company had difficulty determining the appropriate budget production with a production capacity of the company. INTRODUCTION Increase in the microeconomic side can be seen from the existing industrial development
in Indonesia. One of the manufacturing industry in Indonesia that produce polyester is PT Polychem Indonesia Tbk. PT Polychem Indonesia Tbk is a synthetic fiber manufacturer located in Karachi area of West Java. This company has been established since 1978 and has become the largest polyester company in Indonesia. Today the company specifically to the production of polyester division four types of products are POY, CHIPS, PSF and DTY. The Company is optimistic to be able to maintain and even improve operational performance in accordance with the conditions better financial performance. If the company does not look to good financial performance, the company will suffer losses due to poor operational performance. Therefore it is necessary for companies to continue to analyze the performance of the company opreasional to investigate the factors that can increase a company's financial performance. Factors that can affect corporate finance such as production costs kept to a minimum. Production cost is influenced by raw material costs by 60% and 40% the cost of corrective consisting of energy, labor, packaging and spare parts. Based on the production of polyester budgeting problems that occur in PT Polychem Indonesia Tbk, now the company wants to establish an efficient budget process for the production of polyester. Therefore conducted a study entitled "Polyester Production Cost Minimization with Linear Programming Method of Study: PT Polychem Indonesia Tbk". 2.
STUDY OF THEORIES, THOUGHTS FRAMEWORK
Analysis of Production Costs
According to Garrison, Nooren, Brewer (2006:51) most manufacturing firms divide production costs into three broad categories namely: raw material (direct material), labor (direct labor), and factory overhead costs (manufacturing overhead). Based on the above definitions, it can be concluded that the cost of production is the sum of the cost required to process raw materials into finished materials. From the above description can also be in the know that the elements of production costs consist of: a. Raw materials (direct material) Raw materials (direct labor) are raw materials that are part and parcel of the finished product, and can be traced to the goods or services produced. The cost of these materials can be directly applied to the product due to physical observations can be used to measure the amount consumed for each product. For example, steel in cars, wood furniture, the alcohol in the cologne, and denim in jeans. b. Direct labor (direct labor) Direct labor (direct labor) is labor that can be traced to the goods or services produced. Employees who convert raw materials into products or providing services to customers are classified as direct labor. As an example of the Chrysler assembly line worker, a cook at the restaurant, the surgeon's nurse who followed the opening of the heart surgery, and the pilot for Delta Airlines. c. Factory overhead (manufacturing overhead). Factory overhead (manufacturing overhead) are all manufacturing costs other than direct material or direct labor are collected into one category called overhead. In the production company, also known as overhead or factory burden of production overhead.
Examples include building and equipment depreciation, maintenance, supplies, supervision, handling of raw materials, electricity, property taxes, agriculture, landscaping plants page. Supplies of raw materials which are usually required to provide services. Detergent washing machine on fast food and oil in the production equipment are examples of equipment. Definition and Requirements A Linear Programming Siswanto (2006:38) states that the LP is one of the OP models using mathematical optimization techniques in which all functions have to be a linear mathematical functions. Meanwhile, according to Jay Heizer and Barry Render (2006:588) LP is a mathematical technique designed to assist managers in planning operations and making the necessary decisions to allocate resources. A Linear Programming Requirements All LP problems have four common characteristics: 1. LP problem aims to maximize or minimize the quantity (generally in the form of profit or fee). The common trait is called the objective function of an LP problem. The main purpose of a company in general to maximize long term profits. In other cases such as aviation or freight distribution system, generally aim to minimize costs. 2. Restrictions or constraints, which limit the extent to which objectives can be achieved. For example, the decision to produce how many units of each product in a single product line company, limited by available labor and machinery. Therefore, to maximize or minimize a quantity (the function and purpose) depends on the resources of a limited number (limit). 3. There must be some alternative action can be taken. For example, if a company produces three different products, management can use the LP to decide how to allocate its limited
resources (labor, machinery, and so on). If there is no alternative that can be taken then the LP is not required. 4. Objectives and constraints in the LP problem must be expressed in relation to linear inequalities or equations. 3.

Sampling Techniques The technique of determining the sample used is Purposive Sampling in which the study
was not conducted on the entire population, but focused on terget. According to Uma have now (2006:136) purposive sampling is a sampling technique where the sampling in this case is limited to a certain type of person who can provide the desired information, either because they are the only one who has it, or meet certain criteria specified researcher. 4.
DISCUSSION After making the formulation of the objective function and constraint functions to
solve problems on the production cost of PT Polychem Indonesia Tbk, the next step is to determine the amount of production of polyester and polyester production of the optimal cost. consist of the types of polyester POY, PSF and CHIP. The method used to solve optimization problems is the method of linear programming proficiency level. Completion of a mathematical model of linear programming is solved with the help of QM for Windows software.
5. CONCLUSION The conclusion after the collection, processing, and data analysis are: 1. Companies set the production budget through several stages: establish goals and set objectives, define the current state, identifying all the ease and obstacles, and develop a plan or series of activities to achieve goals.
